Abstract:
The Chinese Confucius Institutes, which have become common around the world and particularly in Asia, have followed the examples of the British Council, Alliance Française and the Goethe Institute. Yet by following the earlier examples, Confucius Institutes have the benefit of late development and can learn from the experiences of earlier approaches. This paper studies and analyses the overseas educations institutions of China, Britain, France and Germany to identify similarities and dissimilarities and then draws conclusions from this. It is shown that Confucius Institutes are a representative of the overseas soft power approach of the Chinese government and have multiple intentions and purposes.

Abstract:
Cultural actions are among the best tools for ministries of foreign affairs worldwide. Many countries who choose to work with cultural actions could potentially reach millions of citizens, inclusive of those living in remote areas. One of these cultural actions is that of establishing and opening cultural centres. This paper presents libraries as providing outstanding service in all these centres. Through a historical and numerical analysis of the libraries of The British Council, the Alliance Française’s Institut Français, the Goethe Institut and the Cervantes Institute, it can be shown that libraries are a real tool for public diplomacy that can exceed its remit of social assistance, social services and education. To conclude, this paper will also look at actions that could be undertaken to improve and cater for network libraries.

Abstract:
This research aims for knowing the impact toward the strategies of learning such as mobile learning and the mastery of visual learning toward the ability students about German vocabulary. This research is using quantitative and method of experiment with analysis Anava two lines. The sample of this research using random sampling as the result, it can be determined with two groups of sample at class XI SMA Negeri 1 Maros that are class XI IPA 1 as the class which used as experiment and XI IPA 2 as control class. The result of this research shows that there are the impact significantly toward the mastery of German language between the group of learning strategy mobile learning Lern Deutsch Goethe Institut and Instagram to the learning visual style of student. From this analysis it can be concluded that the value Qcount A1B-A2B = 4.33. From the table of Critical Value Q (Tukey) with α = 0.05, k = 4 and n = 11 Related to the value of Qtable (0.05; 4; 11) = 4.26. Because Qcount A1B-A2B = 4.33> Qtable = 4.26 or H0 is rejected, the mastery of the German language for groups of students who are given by the strategy of learning from Mobile Learning Lern Deutsch Goethe Institute and the student who has a learning visual style more higher (33,36) than the group of students who are given by the strategy of learning with Mobile learning Instagram (29.64) who has a learning visual style. Abstrak Penelitian ini bertujuan untuk mengetahui pengaruh strategi pembelajaran mobile learning dan gaya belajar visual terhadap penguasaan kosakata bahasa jerman siswa. Penelitian ini merupakan penelitian kuantitatif dengan metode eksperimen mengguanakan analisis Anava dua jalur. Sampel penelitian menggunakan random sampling sehingga dapat ditentukan dua kelompok sampel di Kelas XI SMA Negeri 1 Maros yaitu kelas XI IPA 1 sebagai kelas eksperimen dan XI IPA 2 sebagai kelas kontrol. Hasil penelitian ini menunjukkan: bahwa terdapat pengaruh yang signifikan pada penguasaan bahasa Jerman antara kelompok startegi pembelajaran mobile learning Lern Deutsch Goethe Institut dan Instagram terhadap gaya belajar visual siswa. Dari hasil analisis diketahui bahwa nilai Qhitung A1B-A2B = 4,33. Dari tabel Critical Values Of Q (Tukey) dengan α = 0,05, k = 4 dan n = 11 diketahui nilai Qtabel (0,05; 4; 11) = 4,26. Karena Qhitung A1B-A2B = 4,33 > Qtabel = 4,26 atau H0 ditolak, maka penguasaan bahasa Jerman kelompok siswa yang diberi strategi pembelajaran Mobile Learning Lern Deutsch Goethe Institut dan yang memiliki gaya belajar visual lebih tinggi (33,36) daripada kelompok siswa yang diberi strategi pembelajaran Mobile Learning Instagram (29,64) yang memiliki gaya belajar visual. Le champ de l'action culturelle que menent certains etats a l'etranger, se revele etre relativement peu etudie a l'heure actuelle. Si les structures et institutions connexes sont devenues des interlocuteurs habituels des autorites et du public des pays d'accueil, leur mode de fonctionnement et leur histoire restent souvent dans l'ombre. Pour ce qui est de la politique culturelle que poursuit l'allemagne en dehors de ses frontieres nationales, la situation est particulierement complexe a cause d'une multitude d'acteurs publics, semipublics et prives. Le goethe-institut constitue l'une des institutions majeures dans ce domaine. S'il apparait la plupart du temps comme une creation de la republique federale d'allemagne, cette vision fait passer sous silence ses racines qui remontent aux annees 1920. La continuite historique du goetheinstitut au cours de plusieurs decennies et a travers plusieurs etats allemands a ete clairement etablie par les reperes juridiques et historiques. Cette longevite institutionnelle traduit une certaine souplesse organisationnelle, mais aussi la volonte des pouvoirs publics de maintenir en place une structure qui s'est revelee efficace et assez maniable au service de la politique exterieure officielle. Il ne faut cependant jamais oublier que le goethe-institut ne represente pas une creation etatique, mais une initiative de particuliers. Si cette initiative a eu, des le debut, une vocation internationale et culturelle, elle ne defend en dernier lieu que les interets de ses membres associatifs. La culture que veut faire diffuser l'institut ne peut etre representative de l'allemagne entiere. Entre l'evolution des centres culturels de france, d'italie ou de grande-bretagne, pour ne citer que des pays comparables, et les filiales du goethe-institut, les paralleles ne sont souvent que superficiels. Que les fondateurs de l'association allemande se soient principalement inspires d'institutions francaises ne contredit pas ce jugement
Cultural policy in foreign affairs remains a field relatively unknown by scientific studies. Although institutions and organisations with impact on that area of international relationship are currently implicated into the everyday work of host countries' administrations, underlying structures and historical roots do not appear clearly. The situation seems particularly complicated as far as german cultural policy abroad is concerned. It is determinated by a rather great number of public, semi-public and private organisations. The goethe-institute is one of them. Mostly known as a creation of the federal republic of germany it belongs truely to the outcomes of the twenties. The institute's activities have not been interrupted considerably by political discontinuity in german history. Its multifunctional structures and flexibility did meet with general political outline and so guaranteed the organisation's survival throughout the years. The institute remains nevertheless an initially private initiative under the law of associations and no public service instaured by government. It therefore has to be considered as a body defending particular interests above all ; it outspreading german culture can not claim overall representative function. Parallels between the institute and similar british, french or italian institutions are rather superficial notwithstanding exemplesetting function of the last-mentionned to german cultural organisations

Abstract:
In the master thesis the focus of the study has been on the special library of the Goethe-institute in Stockholm. A survey was made among the visitors coming to the library, to find out how they used the library and how they would judge the quality of service. To find out how the needs and the opinions of the users were meet by the library I also made an interview with the staff one librarian and the chief librarian. In the analysis I used the theory about service quality of Christian Grönroos as a framework. The theory distinguishes the service quality into technical resp. functional quality, experienced by the user through the profile of the organisation. A number of 30 answers were received. The results showed that all the services had good grades but that the staff was the most appreciated. The results from the survey also showed that almost all of the respondents came to the special library of the Goethe-institute to search for information about Germany or to lend material in German. In the interview was found out that the needs and interests of the users were taken care of by the staff, through the knowledge about their users. Opinions from the users were something they often received through a direct dialogue with the users at the information desk. As a whole the study showed close relations between the staff and the users which is not unusual at a special library.

This thesis focuses on the ideological workings of Germany’s main public diplomacy organization, the Goethe-Institut. Drawing upon his experience doing fieldwork at the Goethe-Institut in Tashkent, Uzbekistan, and employing discourse and semiotic analysis, the author identifies four ideological currents within the organization. Relating these currents to four specific interest groups for which the Goethe-Institut is a strategic point of operation, and examining their complex interrelation, allows for an analysis of how their interplay at once constructs, deconstructs and reconstructs the notion of the German Nation.

Quel rôle jouent les concepts officiels du Ministère des affaires étrangères allemand pour la programmation des manifestations culturelles des instituts culturels allemands en France ? Quelle est la part de responsabilité de la société civile française pour la programmation ? Dans un premier temps, la thèse trace à travers une approche historique les concepts les plus importants de la politiqueculturelle étrangère allemande depuis 1945 jusqu'à la « conception 2000 ». Cette partie est également consacrée à l'histoire institutionnelle, notamment des instituts-Goethe mais aussi celle de la Fédération des maisons franco-allemandes. La deuxième partie a pour objectif d'analyser d'une manière exemplaire les manifestations culturelles des instituts -Goethe ainsi que des maisons franco-allemandes. Abstract:
La presente comunicación tiene el objetivo de informar los resultados de la tesis doctoral presentada en el departamento de Historia del Arte de la Universidad Complutense de Madrid en diciembre de 2020, intitulada “Del lienzo a la pantalla digital. La experiencia del museo en la era de la intermediación electrónica”, bien como presentar el proyecto “Abre-te Código”, primer hackathon de datos culturales abiertos de Brasil, realizado en cooperación con el “Coding da Vinci” en Alemania.En la actualidad, el vínculo entre la coyuntura social y la evolución técnica vigente ha generado una intersección inédita entre la cultura y la tecnología, propagando en efecto un cambio en la creación de la identidad cultural y en las relaciones del sujeto con la obra de arte. La investigación doctoral tuvo como objetivo observar la pantalla digital como elemento de mediación entre las instituciones culturales y los nuevos públicos, bien como la creación de vínculos entre ellos a través de la utilización de dispositivos tecnológicos. ¿Cómo pueden las colecciones hacerse visibles y accesibles a las partes interesadas en el entorno virtual? ¿Cómo se pueden preparar los contenidos digitales para que también lleguen a quienes no tenían puntos de intersección con los museos? A través de la pantalla digital, la imagen trasciende la materialidad y se presentan conceptos nuevos para la historia del arte, como pro ejemplo las ruinas digitales.A través del distanciamiento social generado por la pandemia, la visita virtual fue el escenario principal de los cambios en las instituciones culturales y como en un Renacimiento digital, el arte y la cultura, al lado de la ciencia, pasan a ser valorados como prácticas fundamentales para el cotidiano. En este contexto, “Abre-te Código” reunió quince de las principales instituciones culturales de Brasil, entre la Fundación Bienal de São Paulo y el Museu Nacional, que con el apoyo de organizaciones internacionales como el Goethe-Institut, Creative Commons y Wikimedia Foundation, pudieron publicar por primera vez datos de sus colecciones mediante una licencia abierta, con el fin de posibilitar su uso creativo y generar una mayor visibilidad y acceso a las respectivas colecciones. En el ámbito del proyecto, fueron discutidos, en la teoría e en la practica, temas como los prerrequisitos tecnológicos, legales y de recursos humanos necesarios en el escenario del sur global, para que las oportunidades que ofrece la digitalización puedan realmente llegar a ser disfrutadas por el público.
