Full textCultural policy in foreign affairs remains a field relatively unknown by scientific studies. Although institutions and organisations with impact on that area of international relationship are currently implicated into the everyday work of host countries' administrations, underlying structures and historical roots do not appear clearly. The situation seems particularly complicated as far as german cultural policy abroad is concerned. It is determinated by a rather great number of public, semi-public and private organisations. The goethe-institute is one of them. Mostly known as a creation of the federal republic of germany it belongs truely to the outcomes of the twenties. The institute's activities have not been interrupted considerably by political discontinuity in german history. Its multifunctional structures and flexibility did meet with general political outline and so guaranteed the organisation's survival throughout the years. The institute remains nevertheless an initially private initiative under the law of associations and no public service instaured by government. It therefore has to be considered as a body defending particular interests above all ; it outspreading german culture can not claim overall representative function. Parallels between the institute and similar british, french or italian institutions are rather superficial notwithstanding exemplesetting function of the last-mentionned to german cultural organisations

Full textEl presente trabajo se llevó a cabo en el instituto de idioma y cultura alemán Goethe-Institut. Ubicamos al instituto dentro del sector cultural, donde recortamos lo correspondiente a la formación y difusión de culturas extranjeras. Las organizaciones pertenecientes al sector que definimos se dedican no sólo a la enseñanza de idiomas, sino que, buscan inculcar y promover la cultura a la que cada idioma pertenece. Apuntan a una formación más completa que lo puramente lingüístico, trabajando además para fortalecer las relaciones diplomáticas del país que representan. El trabajo final de grado propone la realización de un diagnóstico de la imagen corporativa/institucional que Goethe-Institut proyecta hacia sus públicos externos, analizando sus acciones de comunicación y las percepciones que de éstas poseen sus públicos meta. Se partió de supuestos que guiaron la investigación y que finalmente permitieron realizar la propuesta de un plan de comunicación estratégica con proyectos puntuales, pertinentes para la resolución de los nudos críticos establecidos durante la etapa diagnóstica de la intervención. Dicha investigación reunió datos de índole cualitativa ycuantitativa que, en conjunto, conformaron una triangulación. Esto nos permitió analizar la institución y sus prácticas de comunicación para luego plantear propuestas que apuntaron a optimizar y fortalecer la imagen institucional, el posicionamiento y la notoriedad del instituto entre sus públicos objetivos.

Foreign cultural policy (Auswärtige Kulturpolitk) is seemed to be”the third pillar” of German foreign policy. After WWII, Germany was separated into two parts and occupied by the allied forces. The goal of German foreign cultural policy at that time was to reconnect with the western countries and rebuild the broken reputation at the international stage. With the effective governmental system, rapidly growing economy and well-arranged domestic policies, Germany got recovery from the illness the wars brought within few decades. Since 1970s, the role of Germany at the international stage has indeed transformed into the leading country of the whole world. On account of the new role of Germany, the brand-new goals of its foreign cultural policy were also set. The new goals now focus on: keeping peace, preventing conflicts, enhancing human rights, pushing international cooperation and maintaining partnership between different countries. German government believes that through foreign cultural policy can achieve in the above goals. Goethe Institute, as the most important overseas cultural organization, taking the responsibilities to spread German and German culture through the different cultural program arrangements in other countries. Until today, Goethe Institute is seemed to be one of the most successful overseas cultural institution all over the world. In this dissertation, the author will examine the background, the framework and the executive structure of German foreign cultural policy. Except that, the author will also collect the first-hand information about the practices of Goethe Institute in Taiwan by interviewing the key figures of Goethe Institute as the main contribution of the paper.

Recently, many foreign countries have set up many foreign cultural institutions. Culture has always been regarded as a diplomatic tool for self-expression. Taiwan Academy have also been created. Taiwan Academy use culture as a diplomatic means in order to make the world more aware of Taiwan and make friends with Taiwan’s allies through the charm of cultural softness. Therefore, this article regards Taiwan Academy as a tool and incorporates Goethe-Institut, a German foreign cultural institution, as a reference, adopts a research approach of cultural diplomacy, and uses Literature Review Method, Interview Method, and Induction Approach. Discussions for the Taiwan Academy and the Goethe-Institut. This article quotes the 70 percent successful experience of promoting culture of the Goethe-Institut, including “institution orientation and communication targets”, “assessment of management mechanisms and work effectiveness”, “stabilizing institutions and long-term development”, “autonomy”, “government support”, “promotion of language and culture”, and “international cooperation and exchanges” are used as references for Taiwan Academy to promote culture and to discuss the need for improvement in Taiwan Academy. In addition to the organizational structure and mode of operation, Taiwan Academy should pay more attention to “direct contact”, “according to national regulations”, “comfortable with history”, “continuous learning”, “keep abreast and listen”, “work hard and the importance of high-quality work in perspectives” and “training good cooperative relations” has been gradually improved step by step, and it is hoped that Taiwan Academy will be able to obtain maximum operational results with limited resources.
