Abstract:
11QMelch identifies several eschatological figures in Isa 52:7: prophets, a first and second herald, the community, and (probably) Melchizedek. The heralds are differentiated from one another, something that has been largely overlooked in discussions of 11QMelch. They are also differentiated from the “mountains”/“prophets,” another significant point that is rarely emphasized. That the first herald is a Davidic Messiah is suggested by the author’s apparent quote from the “seventy weeks” prophecy in Dan 9:24–27, a passage that was often used to calculate the advent of the Davidic Messiah. If the lacuna in line 18 contained a clause from Dan 9:25 this would provide further support for interpreting the first herald as the Davidic Messiah since this verse refers to “the prince Messiah.” Moreover, in the history of interpretation, Isa 52:7 was understood, at least by some Christians and Jews, as referring to the Davidic Messiah. Hence, there are grounds for seeing the first herald not as an angel or a Prophet-Messiah but as a royal Messiah. Melchizedek – who goes by the aliases “the Prince of lights” and “Michael” in other works – is distinguished from the two heralds. He is not a Messiah but a chief patron angel who fights on behalf of the sons of light against Belial in the great eschatological war. The second herald is described as a teacher and may therefore be the “Messiah of Aaron”/“Interpreter of the Law” found in other sectarian works. The interpretation proposed in this article allows for parallels to be drawn between 11QMelch and other sectarian works. Against what is commonly supposed, 11QMelch does not seem to reflect a form of messianism that is notably distinctive but one that conforms to the diarchic messianism found in other sectarian writings.

Two dailies in the same city, the Miami Herald and the News, with widely differing circulations and geographical distributions, were analyzed to determine differences in coverage of a local civil disturbance: rioting in the Overtown community following the fatal shooting of a black by a Miami police officer. The larger Miami Herald devoted proportionately less space to the incident and less front-page space than did the News. However, the Herald had a higher percentage of background information in its coverage. The Herald did improve its civil disturbance reportage in this 1982–83 incident compared with a previous event in 1980.

A 75-year-old Japanese man suddenly experienced right cochlear and vestibular dysfunction. Basilar artery occlusion and silent right cerebellar infarction were identified 3 days later. These were treated with intravenous ozagrel (an antiplatelet agent) and edaravone, a free-radical scavenger. The patient did not develop cerebello-brainstem signs. His first sign most probably reflected a right labyrinthine artery occlusion that heralded, or occurred together with, the basilar artery occlusion. This case highlights the possibility that a sudden inner ear dysfunction may herald a basilar stroke. Clinicians should therefore initiate appropriate therapy to prevent life-threatening brainstem complications.

SUMMARYFrom January 1985 to May 1991, herald strains of influenza B virus were isolated in 1987 and 1989 in Japan. In both cases, influenza epidemics caused by the same type followed in the next winter season. The HA gene sequences of the influenza B viruses isolated in Japan from 1987–91, which covers two herald waves of influenza B viruses, were analysed and located on the phylogenetic tree for influenza B viruses after the B/Singapore/64 strain. Co-circulation of at least two evolutionary lineages of the HA genes existed for influenza B viruses in Japan during the period of this study. The herald viruses in one wave (1987) were genetically close to the winter isolates and were considered to be the parental viruses for the following influenza season, while in the other wave (1989) winter isolates belonged to another lineage on which one of the herald viruses was located, but they were genetically and antigenically different from the herald viruses.

ON 3 October 2004, APN News and Media, owners of the New Zealand Herald launched a Sunday paper. The Herald on Sunday arrived as a major competitor for the Fairfax-owned Sunday Star-Times and Sunday News. The first issue featured a group photo of eager-looking new staff. Missing from their news coverage, however, was a timely story about media ownership and democracy. Ten days earlier, journalists at the weekday New Zealand Herald had announced plans for court action against their employers. APN had refused to extend the New Zealand Herald collective agreement to workers on the Sunday edition. This story began on July 30 with APN’s decision to launch the new paper.

Abstract:
During 1935, 1936. and 1938, in Belgrade was published a monthly magazine The Southslavic Choral Union Herald [Vesnik Juznoslovenskog pevackog saveza]. Three years represent 16 issues or 119 articles, or 216 pages. The first editor was Milenko Zivkovic (1901-1964), a Serbian composer of the younger generation, the chief secretary of the Southslavic Choral Union. The magazine was conceived as a newsletter. Choral societies, members of the South Slavic Choral Association, were given the opportunity to stay informed about the work of the Union and the activities of choral societies throughout the Kingdom of Yugoslavia. Therefore, Herald published numerous news, informative articles, speeches and obituaries. However, the Herald got physiognomy of a music magazine thanks to essays on the significant figures of Serbian music (Davorin Jenko, Stevan Mokranjac), texts about the problems of choral technique and interpretation, critical reviews of sheet music, and musical criticism. These texts were written by the leading Serbian musicians of the time: Milenko Zivkovic, Branko Dragutinovic, Petar Krstic, Mihailo Vukdragovic, Miloje Milojevic and Richard Schwartz. The Herald represented the ideology of integral Yugoslavism. The assassination of Yugoslav king Alexander Karadjordjevic during his visit to Marseilles in 1934 strongly affected the Kingdom of Yugoslavia, which has long been in the political crisis. However, the Herald and the Southslavic Choral Union have remained faithful to the ideology of Yugoslavism and to King Alexander as its symbol.

Abstract:
The article considers the necessity of accelerating Ukraine’s energy services market as a measure for improving energy efficiency of the national economy and energy safety as well as enhancing energy efficiency of housing and communal services. The essence of energy efficiency as an integral indicator of sustainable development of the national economy is revealed. It is justified that the introduction of market relations in the sector of providing energy services will be possible only if there is a proper institutional framework. It is proved that in theoretical and methodological terms, building an institutional framework and, consequently, establishing an institutional environment for accelerating the energy services market should be carried out in accordance with the theory of institutional provision of a balanced growth of the national economy.The main components of institutional provision for accelerating the energy services market are defined and characterized: institutional architectonics, institutional matrix and institutional dynamics. The paper substantiates that in the light of Ukraine’s accession to the Energy Community, a multilevel system for managing energy efficiency and energy security has been elaborated, including a supranational institutional level that requires a clear legal tool for the co-ordination of national and supranational interests in energy efficiency and energy security. The essence and tools of the interaction of the supranational and national levels of institutional provision of the energy services market are outlined.
