The City of McFarland, CA is in the process of updating its General Plan and identified updating the land use element as the first step in this process. This land use element consists of a land use diagram, land use standards, and goals, policies, and programs. These components of the document are based upon community feedback as well as upon analysis of case studies and state and regional guidelines. The final plan accommodates for increased residential densities, a mixture of adjacent land uses, a greenbelt, and large areas of land adjacent to Highway 99 for commercial and industrial use.

Abstract:

This thesis was aimed at the development of a Geographical Information System (GIS) based model to support the Rwanda Land Use and Development Master Plan. Developing sustainable land management is the main task of this master plan. Stakeholder’s involvement was of key importance. Their demands should be analysed and visualised to support discussions and the decision-making process. Spatial Multicriteria Decision Analysis (MCDA) is a proven method for land-use planning purposes. However, most land-use planning applications focus on a specific theme, such as urban development. In addition, land-use planning is often limited to a relatively small area. This thesis focused at the development of a countrywide GIS model, containing all land-uses accommodated in three main land-use categories: urban, agriculture and conservation. The GIS model was largely based on the Land-Use Conflict Identification Strategy (LUCIS) model. Many of the goals, objectives, and subobjectives that described the earlier mentioned land-use categories were adopted from the original model. However, a significant number of them were dropped, and new were created to suit the Rwandan situation. Stakeholder’s involvement was realized by assigning weights to the goals and preference maps. The Analytical Hierarchy Process (AHP) was used as weighting method. ESRI’s ArcGIS ModelBuilder was used to give the model shape in the GIS. Firstly, suitability maps were created of all elements in the model. The suitability maps were then transformed into preference maps by weighting them. In the next step the preference maps were collapsed in three classes: low, medium and high preference. Finally, the preference maps of the three land-use categories were combined, in order to visualize conflict areas. Ortho photos proved to be useful when acting as reference for the suitability and preference maps. Despite a large number of missing datasets, the GIS model was executed to simplify the understanding. However, many of the obtained results were unreliable because of the incompleteness of datasets, and can therefore not be used for decision-making.  Unfortunately, due to the stage of the project it was not possible to obtain weights from the stakeholders, and should therefore be done when the time is right. Right Choice DSS, a very user-friendly decision support application, was proposed to use for calculating weights. To conclude, the developed GIS model integrated countrywide land-use suitability mapping and stakeholders’ wishes that can be used for discussions and decision making.

Abstract:
A well-functioning property system is a criterion for a country to have good opportunities in social development. This study looks into one of the development opportunities in Rwanda’s real estate system, especially the provision and the updating of the country’s management in the land use process. The problems in Rwanda are described as a combination of lack of communication and knowledge from the authorities and the population. The methods in this study conducted of a qualitative interview combined with a literature review. This in order to gain the fact needed to answer the research questions of this study were the aim was to find some difference between the Master Plan and the physical reality and suggestions in how to establish effective and efficient land use in Rwanda. At first the study aimed to perform a comparative analysis but while performing the methods it was showed that the comparison method was impossible to go through with, instead the study got depended on a literature review along with interviews to be able to answer the research questions of the study. The results from the methods are presented in two steps, first the results from the interviews and then is the results from the literature review presented. The different interviews gave similar results in four main categories which made the conclusion obvious. The land use planning law needs to be reviewed and that the Ministry of Lands and Forestry have a lack of concrete tolls and power to prevent illegal land use.

Abstract:
Following the Fall of France in 1940, the nation’s industry was fundamentally reorganised under the Vichy regime. This thesis traces the history of the keystones of this New Industrial Order, the Organisation Committees, by focusing on the organisation of the French steel industry between the end of the Third Republic in 1940 and the establishment of the Fourth Republic in 1946. It challenges traditional views by showing that the Committees were created largely to facilitate economic collaboration with Nazi Germany. It also demonstrates that these institutions were run by a new group of technocratic managers from French industry and that they willingly oversaw production for the Third Reich insofar as it remained advantageous to French steel firms. By extending the period of study beyond the end of the Vichy regime, this thesis casts light on why the leaders of the Resistance decided to maintain these problematic institutions and provides the first detailed account of how the bodies were reformed following the Liberation of France. Finally, it reveals that although the Organisation Committees were formally abolished in 1946, Jean Monnet created parallel bodies, named Modernisation Commissions, which took over the functions and carried on the work of Vichy’s Committees under the auspices of the Monnet Plan. By demonstrating the continuities of institutions and individuals in French industrial organisation from 1940 to 1946, or l’entre-deux-républiques, this thesis contributes to the history of Vichy and post-war France and re-evaluates the origins of the Monnet Plan and of the European Coal and Steel Community, the forerunner to today’s European Union.

The journal articles, reports and book chapters that make up this submission for a PhD by publication represent over a decade of applied academic research into English statutory plan-making processes at the local, sub-regional and regional spatial scales. This period has witnessed major shifts in the administrative, institutional and procedural basis of plan-making which culminated in the major reforms to the planning system introduced via the Planning and Compulsory Purchase Act 2004. The conceptual developments, from rather narrowly defined physical land use planning to broader perspectives based around integrated spatial strategy development and delivery, have been equally significant. Collectively, the thesis provides a rich source of empirical research that sheds light on a number of key aspects of English statutory planning processes that lie at the heart of this shift towards a spatial planning approach. Topics investigated and analysed include the efficiency and effectiveness of policy and strategy making at different spatial scales; the role of central government and the interrelationships of the various partners involved in spatial strategy-making at the regional and local scales; the extent and effectiveness of participation and stakeholder involvement in plan-making; the development of evidence-based policy approaches and the associated monitoring and review of local and regional strategies; and plan implementation and infrastructure delivery, including housing requirements. A significant proportion of the research was derived from externally funded research projects with the explicit intention of rigorously analysing existing planning systems and practice in order to identify and highlight relevant issues, experiences and 'good practice' to inform future policy and practice. As evidenced by citations in academic publications, the research has impacted upon a wide range of other academic work related to land use and spatial planning, particularly in respect of planning processes and governance at the regional and sub-regional scales. Beyond the academic impact, the lessons and findings of this applied research have influenced national government policy and local professional practice in a number of ways, including subsequent national and local policy and practice in respect of participation and stakeholder involvement. local and regional policy monitoring, and plan implementation and infrastructure delivery.

High-risk cities worldwide face problems regarding increases in vulnerability to natural disaster combined with urban-transport problems. Up till now, there has been no study that was specifically concerned with these two issues simultaneously regarding how these cities should define their sustainability concept and formulate their land use and transport strategies in the framework of sustainable development. This study presents an approach for integrating concepts for disaster mitigation strategies into the land-use transport interaction (LUTI) plan by combining the disaster mitigation strategies with the conventional land use and transport strategies in the framework of urban risk reduction and urban transport sustainability. There were 18 combined alternative policy measures selected, which were classified into three different land use strategies and five alternative different transport policy measures. The land use strategies consist of (A) accommodation (BAU), (B) planned-retreat with strict zoning, and (C) planned-retreat with pricing policy. The alternative transport policy measures consist of (1) Bus rapid transit (BRT), (2) parking charge, (3) cut fuel subsidy, (4) combination of BRT and parking, and (5) combination of BRT, parking and cut subsidy This innovative approach is the first original contribution of this research. MARS LUTI model was modified by adding disaster risk factor in its sub land use of model, which become as the second original contribution of this research. In the level of strategies evaluation, all of the strategies tested were measured using four indicators, which consist of (1) vulnerability, (2) environment, (3) economic and (4) efficiency indicators. The additional of vulnerability indicator the framework of urban transport sustainability is the third original contribution of this research. The main finding for the case study are as follows : (1) the application of the two land use policy measures (strict zoning and pricing) gave significant contribution in reducing city vulnerability to potential tsunami disaster in the future, which could be applied to promote the concept of urban risk reduction. (2) The combination of “push and pull transport strategies” application through the combined BRT, parking and cut subsidy produced the best performance compared to the others alternative policy measures selected. The push and pull transport strategy succeed to direct the evolution of urban transport condition in the framework of urban transport sustainability in order to reach the sustainability objectives.

Abstract:
This dissertation examines the quality of hazard mitigation elements in a coastal, hazard prone state. I answer two questions. First, in a state with a strong mandate for hazard mitigation elements in comprehensive plans, does plan quality differ among county governments? Second, if such variation exists, what drives this variation? My research focuses primarily on Florida’s 35 coastal counties, which are all at risk for hurricane and flood hazards, and all fall under Florida’s mandate to have a comprehensive plan that includes a hazard mitigation element. Research methods included document review to rate the hazard mitigation elements of all 35 coastal county plans and subsequent analysis against demographic and hazard history factors. Following this, I conducted an electronic, nationwide survey of planning professionals and academics, informed by interviews of planning leaders in Florida counties. I found that hazard mitigation element quality varied widely among the 35 Florida coastal counties, but were close to a normal distribution. No plans were of exceptionally high quality. Overall, historical hazard effects did not correlate with hazard mitigation element quality, but some demographic variables that are associated with urban populations did. The variance in hazard mitigation element quality indicates that while state law may mandate, and even prescribe, hazard mitigation in local comprehensive plans, not all plans will result in equal, or even adequate, protection for people. Furthermore, the mixed correlations with demographic variables representing social and disaster vulnerability shows that, at least at the county level, vulnerability to hazards does not have a strong effect on hazard mitigation element quality. From a theory perspective, my research is significant because it compares assumptions about vulnerability based on hazard history and demographics to plan quality. The only vulnerability-related variables that appeared to correlate, and at that mildly so, with hazard mitigation element quality, were those typically representing more urban areas. In terms of the theory of Neo-Institutionalism and theories related to learning organizations, my research shows that planning departments appear to have set norms and rules of operating that preclude both significant public involvement and learning from prior hazard events.

The Irish Hills Natural Reserve Conservation Plan is a unique component of the Cityof San Luis Obispo’s green belt that provides a number of hiking and mountain bikingtrails within a short distance from the downtown core as well as ensures that valuablehabitat be preserved into the future. As the subject of my thesis project, IHNR presented the opportunity to pursue an aspect of city planning that can often be over-looked and, conservation planning. Conservation planning is an important element of the planning profession in that it incorporates such elements into the future growth of cities. With proper planning it is possible to foresee future development patterns and thus be able to designate and protect high value natural resource areas as open space, in order to preserve and protect their resources. In addition to setting the guidelines for preserving and protecting the natural resources and important habitats of Irish Hills, the conservation plan has a secondary effect of ensuring the future health of the surrounding habitats.

From 2007 to 2011, select Virginia localities were legislatively mandated to update their respective comprehensive plans to include Urban Development Areas. The completion of the Urban Development Area comprehensive plan requirement was complicated by uneven application and codification of the legislative mandate. In 2012, the Urban Development Area legislation had been reduced from a legislative mandate to a state enabled optional comprehensive plan element. This research examines the practice of comprehensive planning in the Commonwealth of Virginia during the Urban Development Area comprehensive plan update requirement to determine legislation outcomes and the effects of citizen participation in the comprehensive planning process in relation to organizational and planning practitioner outcomes. Select local jurisdictional planning organizations were studied using the organizational learning theories of Argyris and Schön in a mixed method research setting. Conclusions find the presence of limited learning systems (single loop planning) and limited modal learning occurring within the Commonwealth of Virginia\'s local jurisdictions, directly affecting completion of legislative mandates. Recommendations suggest modification of existing communal planning procedures at a local and state level to encourage citizen involvement and investment in comprehensive planning and future economic development.

Este trabalho acompanha as mudanças ocorridas no processo de planejamento, no tocante à prática efetiva, seu discurso legitimador e o padrão do Estado que o pratica, como observado na cidade de São Paulo, desde os finais dos anos 60 por um período de uma década, durante a qual esteve apoiado na ideologia da social democracia, até o início da década de 2000 a partir de quando se assentou firmemente sobre a ideologia neoliberal. Destaca-se que ambas as ideologias eram importadas dos países centrais, o que aponta para uma das peculiaridades fundamentais do processo de planejamento na sociedade de elite brasileira, a saber, o descolamento do discurso da prática do planejamento. Descreve o histórico da construção do processo de planejamento urbano e de seus instrumentos de regulação urbanística na cidade de São Paulo até a década de 70, concretizados no Plano Urbanístico Básico - PUB, no Plano Diretor de Desenvolvimento Integrado - PDDI e suas leis de zoneamento, sua desconstrução nas décadas seguintes e sua substituição por práticas e discurso inteiramente novos do Plano Diretor Estratégico - PDE, de 2002, dos Planos Regionais Estratégicos - PREs e a nova Lei de uso do solo de 2004. Nesta descrição são pontuadas a retórica e as práticas dos vários grupos que assumiram a administração municipal, além da academia e de outras organizações intervenientes na formação do espaço urbano.
This dissertation outlines the changes in the planning process, with respect to actual practice, its rhetoric and the State itself which executes as observed in the city of São Paulo, since the late 60\'s for a period of a decade, during which it was supported by the ideology of social democracy, until the beginning of the 2000s from when he sat firmly on the neoliberal ideology. Calls attention to the fact that both ideologies were imported from developed countries, pointing to one of the fundamental peculiarities of the planning process of the Brazilian elite in society, namely the lack adherence of the discourse to planning practice. Further it describes the history of the construction of the urban planning process and its instruments of urban regulation in São Paulo until the 70\'s, embodied in the Basic Plan Urban - PUB, the Integrated Development Plan - PDDI and its zoning laws, its deconstruction in the following decades and replaced by the entirely new discourse and practices of the Strategic Master Plan - PDE, 2002, the Strategic Regional Plans - PREs and new land use law in 2004. In this description emphasis is given to both the rhetoric and practices of the various groups which were in change of the city government, and also university and other organizations involved in the formation of urban space.

Human-induced land management practices are key factors which influence the dynamics of landscapes, land elements and biotic communities in Xeric Succulent Thicket, a notoriously fragile and low resilience ecosystem in the Eastern Cape, South Africa. In its natural state this vegetation type is characterized by a continuous mosaic of clumps of diverse woody shrubs in a matrix of grass, hardy dwarf shrubs and bare ground. When indigenous herbivores are replaced by domestic livestock at unsustainable stocking rates, the ratio of clump to interclump areas decreases. This has impacts on biodiversity at the landscape level, and affects the composition and species richness of plant, arthropod and reptile communities and fungal symbionts. The study has two main objectives: 1) to detennine the local-level effects of different types of land use on biodiversity in Xeric Succulent Thicket; and 2) to better understand the factors which affect biodiversity in different taxonomic groups and at different spatial scales, so that the preservation function of protected areas could be enhanced. The key questions which are addressed in the thesis are what does 'biodiversity' mean, and what are its different dimensions in Xeric Succulent Thicket; what roles do protected areas and other lands play in preserving biodiversity, how are different taxonomic groups affected by different types of land use; and how can biodiversity be monitored and measured? . The regional 'conservation landscape' is seen as the protected area plus the land immediately adjoining it, and is viewed as an integrated mosaic of anthropogenic landscapes (land management units), land elements (patches within landscapes). producer communities (assemblages of interacting plant species), consumer communities (assemblages of interacting herbivores and predators) and soil microorganisms. From a process point of view, the research relates the intensity of disturbance, mainly as a result of herbivory, to landscape complexity, the structure of land elements, and the species richness of producers and consumers within land elements. The patterns which emerge are interpreted in the context of ecosystem functioning, from the point of view of a practicing conservation biologist.

Lietuvos istorijoje vyko daug žemės pertvarkymo procesų, kurie turėjo įtakos žemės naudojimui, naudmenų kitimui, kuriuos lėmė nuosavybės formų pokyčiai bei gamtinės sąlygos. Magistrantūros studijų baigiamajame darbe analizuojama žemės fondo kitimas ir pagrindinės tikslinės žemės naudojimo paskirties keitimas Kauno apskrityje 1998 – 2008 metais. Tyrimas atliktas išanalizavus literatūros šaltinius, norminius bei teritorijų planavimo dokumentus, surinktus statistinius duomenis. Kauno apskrityje didžiausią žemės fondo dalį užima žemės ūkio paskirties žemė – 61,54 %, kuri nuo 1998 – 2008 m. padidėjo 2 tūkst. ha. Mažiausiai yra konservacinės paskirties žemės – 0,18 % apskrities žemės fondo. Žemės savininkas ar kitas naudotojas privalo naudoti žemę pagal pagrindinę tikslinę naudojimo paskirtį. Tačiau žemės ūkio paskirties žemės, naudojamos ūkininkavimui, ir kitos paskirties žemės, naudojamos gyvenamųjų namų statybai, kaina labai stipriai skiriasi, todėl žmonės yra suinteresuoti keisti žemės naudojimo paskirtį. Per 2005 – 2008 metus įregistruotų žemės sklypų skaičius, kuriems buvo pakeista pagrindinė tikslinė žemės naudojimo paskirtis, visoje Lietuvoje išaugo 1,6 karto, Kauno apskrityje – 2,6 karto. Kauno apskrityje daugiausia rengiami detalieji planai žemės ūkio paskirties pakeitimui į kitos paskirties (mažaaukščių gyvenamųjų namų statybos ir komercinės paskirties objektų teritorijos/pramonės ir sandėliavimo objektų teritorijos).
A number of land reform processes took place in Lithuanian history, which influenced land use and landed property change, which were conditioned by changes of property’s forms and natural conditions. Change of land fund and main purpose change of purposive land use in Kaunas district in the period 1998 – 2008 are analysed in the final Master studies paper. Research has been carried out after analysing literature sources, regulative and territory planning documents, collected statistical data. Most part of land fund in Kaunas district is occupied by agricultural purpose land – 61,54 %, which from 1998 – 2008 enhanced by 2 thousand ha. There is least of conservation purpose land – 0,18 % of district land fund. Land owner or other user is obliged to use land in accordance with main targeted land use purpose. However, the price of agricultural purpose land used for farming and other purpose land, used for dwelling houses construction, differs a lot thus people are interested in changing the purpose of land use. During the period of 2005 – 2008 the number of recorded land sites, the purpose of which was changed, increased in Lithuania by 1,6 times, whereas in Kaunas district by 2,6 times. Detailed plans for changing land use purpose into other kind of land use (low floor dwelling house construction and commercial purpose objects territory and storage object territories) are mostly prepared in Kaunas district.

A fundamental purpose of state-mandated growth management has been to infuse regional environmental concerns into local land use planning. Similarly, collaborative ecosystem planning efforts have attempted to encourage local communities to participate in regional planning efforts, and to adopt regional environmental goals and objectives into local land use plans. This paper presents results from a study of state-mandated local planning and collaborative regional planning, addressing in particular local ability to adopt and implement ecosystem planning initiatives for development management. I found that a state mandate not only achieves plans from communities that would not otherwise plan, but also the plans produced are of higher quality than plans made voluntarily without a mandate. However, while these plans generally acknowledge the need for regional resource protection, local plans are rarely go beyond stating support for State minimum resource protection rules. Conversely, I found that participation in a regional ecosystem planning effort had little effect on local land use policy. Within this context, key factors yielding more environmentally focused planning and implementation included local commitment to ecosystem planning, development pressure, and recent natural hazard impacts. Key factors steering communities away from ecosystem management included poor economic conditions, a desire to maintain local autonomy, and consultant-driven planning processes. Challenges for all communities include the ability to adopt policies that address biodiversity and regionally significant landscapes.

This thesis is the first academic study of participants on the UK Youth Mobility Scheme (YMS), which replaced the earlier Working Holidaymaker Scheme in 2008. It foregrounds the sociologically informed framework of ‘lifestyle migration’ to understand YMS participants as migrants. In doing so, the thesis contends that binaries between tourism/migration, and tourism/work have oversimplified contemporary practices of youth mobility, and not addressed the ways in which they are increasingly regulated through state immigration regimes. Thus, the thesis begins by examining the policies regulating youth entry for ‘work and play’, tracing their historical context, silences and ‘dividing practices’. The thesis then draws on interviews with 29 men and women on YMS visas in 2014-2015, living and working in London, from seven of the eight countries eligible for the Scheme. Participant observation and social media analysis complement these interviews and policy analysis, comprising innovative multiple methods that address the ‘mobile field’. The retrospective motivations of young people participating in the scheme are analysed, together with their working lives and opportunities for leisure. The overall contention is that hierarchies of privilege shape the motivations, access, and experiences of YMS participants, constituted through gender, ‘race’/ethnicity, social class and nationality, with particularly marked fissures between those from Old Commonwealth countries and those from East Asian countries. In pursuit of this thesis four distinctive claims are made. First, the construction of ‘mobile subjects’ on YMS corresponds to ‘dividing practices’ and silences in the policy, funnelling ‘desirable’ and ‘non-risk’ participants to the UK and favouring those from the Old Commonwealth. Second, participants’ motivations to pursue YMS are influenced both by their national mobility imaginings, shaped alongside different historic-colonial links with Britain, and by personal reasons both practical and strategic. Third, participants’ experiences of labour market participation are both surprisingly diverse and polarised according to privileges stemming from nationality, gender, ‘race’, ethnicity, first language and historic mobilities to the UK. Finally, these differential sources of privilege contour the participants’ practices of ‘play’/leisure, resulting in largely ethnocentric and insular experiences that contradict the common scholarly association of youth mobility with cosmopolitanism.

The corner store represents a significant part of New Orleans' history and neighborhoods. From essential grocery providers to bars and restaurants full of local character, these buildings have held a number of roles in the community. These roles have changed in response to development patterns, market pressures, and land-use regulation. A number of these traditional businesses still exist today as neighborhood cultural institutions throughout the city. Many more, however, have faced conversions to residential buildings, abandonment, or demolition. This case study addresses the significance of the corner store, identifies a number of factors leading to its decline, and suggests that a newly revised Comprehensive Zoning Ordinance in the city of New Orleans should reserve a place for these neighborhood businesses.

The application of rural land-use planning is seen by many in developing countries as a panacea for minimising land-use conflicts and for increasing the productivity of natural resources in African rangelands. However, this assumption has not been thoroughly tested in the context of wildlife corridors in African rangelands. The focus of the research work for this thesis was to evaluate both "conventional" and "participatory" approaches to land-use planning in an African rangeland setting, and to assess the impact of these land-use plans in mitigating conflict and enhancing conservation of important wildlife migratory routes. Nine villages were selected for study in Northeastern Tanzanian rangelands, within the Tarangire-Manyara, Greater Serengeti and MkomaziTsavo ecosystems. Several methods were used to provide an indication of the performance of the plans, against their stated objectives of minimising land-use conflict and conserving wildlife migratory routes. Eight hundred and fifty two households, 13 "expert witnesses" and 4 representatives of planning agencies were interviewed. Several field assessment visits and focus group discussions were also carried out. Review and analysis was conducted on archive data, land-use plans technical reports and general management plans for neighbouring Parks. The results of the research presented in this thesis revealed five major findings: (1) involvement of land-use stakeholders in land use preparation was low; (2) different types of conflicts and encroachments increased after the plans were implemented; (3) Park management failed to involve adjacent villages in the preparation and implementation of Park GMPs; (4) the amount of conflict around villages where plans were in place was comparable to that around villages with no plans, suggesting that the plans made no difference to conflict; (5) overall, both participatory and conventional plans failed to achieve their objectives of mitigating conflicts and enhancing conservation of wildlife corridors and dispersal areas. The major causes of weakness and failure of the plans to achieve their desired objectives were: (l) insufficient participation oflocal communities in the planning process; (2) lack of robust of robust, transparent and accountable implementation strategies for the plans; (3) inadequately qualified rural planners; (4) lack of a comprehensive vision - "holistic approach" - to the planning process. Taking these findings into account, the author has made recommendations for an improved Buffer Zone Land-use Planning framework (BUZLUP) that could contribute to progress in mitigating conflicts and enhancing both conservation and development in Northeastern Tanzania. It is concluded, however, that high quality plans in themselves cannot ensure the successful establishment and maintenance of effective wildlife corridors. In addition to improved planning strategies such as the proposed BUZLUP framework, other broader socio-economic issues need to be addressed, including strengthened conservation education, better protection for rural people's natural resources and support for their livelihoods, equitable benefit sharing from conservation and tourism activities, and more devolution of decision-making powers to the grass-roots level in communities neighbouring conservation areas.

Este trabalho apresenta uma análise ambiental do rio das Ostras através do levantamento das características físicas, bióticas e antrópicas da macrorregião onde está localizada a bacia hidrográfica, que tomada como unidade de planejamento de uso e ocupação do solo, permite a elaboração de diversos instrumentos de gestão capazes de valorizar os ecossistemas existentes, resultando em políticas públicas com uma visão sócio ambiental. Apesar de as bacias hidrográficas apresentarem gestão com base legal estadual e federal, os maiores conflitos de ocupação ocorrem nos municípios e são capazes de gerar impactos ambientais locais, cuja responsabilidade de mitigação e compensação passam pela administração municipal. A bacia hidrográfica do rio das Ostras está, quase que integralmente, situada no município de mesmo nome,no Estado do Rio de Janeiro. As características analisadas neste trabalho apontaram a necessidade de elaboração de um Plano de Gestão na bacia visando a preservação dos ecossistemas ali existentes, promovendo ações de educação ambiental, programas de redução de poluição, monitoramento da qualidade da água e das condições hidrosanitárias, controle de erosão e assoreamentos, recuperação da vegetação ciliar, manutenção da diversidade ecológica, resultando, assim, na melhoria global das condições sócio ambientais da região.
This dissertation presents an environmental analysis of the Ostras River Basin through surveys of physical, biological and anthropomorphic characteristics of the macroregion where the basin is located. The river basin was used as the base area for use management and ground occupation, allowing the elaboration of diverse assessment instruments capable of evaluating existing ecosystems, resulting in community politics with a social vision. Although river basins are under state and federal jurisdiction, the major conflicts in occupation occur in the cities, impacting the local environment, leaving the municipal administration responsible for enforcing pollution reduction and environmental compensation. The Ostras River Basin is almost entirely situated in the city of same name, in the State of Rio de Janeiro. The characteristics analyzed in this dissertation point to the necessity of developing a Management Plan for this basin with the aim of preserving the existing ecosystems: promoting environmental education, developing pollution reduction programs, monitoring water quality and sewage and water conditions, soil and riverbank erosion, promoting recovery of riverbank vegetation, preserving ecological diversity, resulting, thus, in global improvement of the social conditions of the region.

Recuperação ecológica é a restituição de um ecossistema degradado a uma condição não degradada. É uma importante estratégia para reverter os reflexos negativos na conservação da biodiversidade, o que caracteriza a importância da determinação da localização de ambientes que podem ocorrer essa recuperação. O trabalho objetivou identificar as áreas passíveis de recuperação ecológica e potenciais para a implantação de corredores ecológicos, no município de Sertãozinho - SP, com o intuito de aumentar as funções ecológicas dos fragmentos e auxiliar no planejamento de manejo ambiental municipal. A declividade, as áreas de preservação permanente, o uso e a ocupação do solo e os fragmentos de vegetação natural do município foram calculados e mapeados usando técnicas de geoprocessamento. Para cada mapa base obtido, uma amplitude de valores de apoio à tomada de decisão foi determinada, por meio do método estatístico de análise multicritério (Análise Hierárquica de Processos- AHP), o que possibilitou a hierarquização das variáveis mapeadas, com ênfase na importância e nas alternativas que se encontram e no conjunto de indicadores que definem as áreas prioritárias à recuperação ecológica, tanto em áreas de preservação permanente, como em reservas legais, na forma da lei vigente. Os mapas das áreas indicadas à recuperação e das áreas potenciais para a implantação de corredores ecológicos resultaram da álgebra dos mapas base. A distribuição espacial dos fragmentos de vegetação natural na paisagem do município é aleatória e fragmentada, sob alto efeito de borda. Sugere-se a recuperação ecológica de 8.062 ha em áreas no entorno dos fragmentos existentes (áreas de amortecimento) e ao longo da rede de drenagem, bem como a implantação de corredores ecológicos (20,92 ha) na porção sudoeste do município. Os resultados obtidos permitem compor e enriquecer o Plano Diretor de Sertãozinho, dando direcionamento e aprimoramento ao planejamento, à gestão e à fiscalização ambiental do município.
Ecological recovery is the restitution of a degraded ecosystem to a non-degraded condition. It is an important strategy to reverse negative impacts on biodiversity conservation, which characterizes the importance of determining the location of environments that can be recovered. The objective of this work was to identify the ecological and potential ecological recovery areas in the city of Sertãozinho, SP, in order to increase the ecological functions of the fragments and to assist municipal environmental management planning. The slope of the areas, the permanent preservation areas, the land use, and the fragments of natural vegetation of the municipality were calculated and mapped using geoprocessing techniques. For each base map obtained, an amplitude of values to support decision making was determined through the analytic hierarchy process (AHP) in a structured technique for organizing and analyzing decisions do recover the environment. The statistical method allowed the hierarchy of mapped variables, with emphasis on importance and alternatives that make a set of indicators that define the priority areas for ecological recovery, both for permanent preservation areas and for possible legal reserves areas, to adequate the land to the current law. The maps of the areas indicated for recovery and the potential areas for the implantation of ecological corridors resulted from the algebra of the base maps. The spatial distribution of fragments of natural vegetation in the municipality landscape is random and fragmented, under high edge effect. It is suggested the ecological recovery of 8,062 ha in areas around the existing fragments (damping areas) and along the drainage network, as well as the implantation of ecological corridors (20.92 ha) in the southwest portion of the municipality. The results obtained allow us to compose and enrich the Sertãozinho Master Plan, giving direction and improvement to the planning, management and environmental control of the municipality.

I conducted a systematic review, searching MEDLINE, EMBASE, PsycINFO, and TRID for studies investigating BEC - walking associations. Two reviewers screened articles for inclusion. I assessed methodological quality and extracted data from included studies. I used the framework’s hypothesized associations to categorize and synthesize results, then analyzed study limitations and proposed future research that would address many limitations. The review identified 13 studies with 64 estimates that met all criteria. None of the framework’s hypothesized associations had a statistically significant majority of estimates that were statistically significant. Evidence is lacking on BEC – walking associations and more research is needed that addresses methodological issues such as heterogeneous BEC measures and geographic homogeneity.

Adoption of nitrogen (N) management strategies to minimize gaseous N loss from agriculture while maintaining high yield production is increasingly important for an exponentially growing population. Agricultural management on poorly-drained claypan soils in the Midwestern U.S. make corn ( Zea mays L.) production even more challenging due to the subsoil’s low permeability, which may result in wetter soil conditions and relatively larger amounts of soil N2O emissions during the growing season. The objective of this study was to determine the effects of urea fertilizer placement with and without the addition of a nitrification inhibitor (NI) on corn yield, N use efficiency (NUE), and cumulative soil N2O emissions on a Northeastern Missouri claypan soil. The fertilizer strategies utilized in this study consisted of deep-banded urea (DB) or urea plus nitrapyrin [2-chloro-6-(trichloromethyl) pyridine] (DB+NI) at a depth of 20 cm compared to urea broadcast surface applied (SA) or incorporated to a depth of 8 cm (IA). The addition of a NI with deep-banded urea resulted in 27% greater apparent N recovery efficiency than all other N treatments. Additionally, DB+NI had 54 and 55% lower cumulative soil N2O emissions than IA and SA treatments in the two combined growing seasons. These results suggest that deep placement of urea with or without nitrapyrin is an effective management strategy for increasing corn yield and reducing N loss on a claypan soil.
