This thesis is a landscape ethnography examining conflicting epistemologies and land use values in the Athabasca region of subarctic Canada. Based on 18 months of fieldwork in Fort McMurray, Alberta with the Fort McMurray Métis community and peatland scientists, I analyse oil sands reclamation as a site of encounter between Indigenous and settler peoples. AbstractThe increase of land plots with unknown owners, namely, land plots whose owner’s name and address are not easily identifiable through repeated inheritance, etc., has emerged as a prominent social issue. The major reason for this phenomenon is the Civil Code that unconditionally allows the sharing of real estate by an unlimited number of co-owners, for one thing, and the registration system of real estate that does not require the true owner to register and thus does not show the real rights of real estate, for another. To reduce the increase of land plots with unknown owners as a proactive measure and to utilize them as a reactive measure, it is necessary to establish the one-owner principle with a ban of the sharing of real estate even through inheritance, to abolish fixed asset tax on buildings and houses, to require the new owner of real estate to register the right upon the transfer of ownership and for the registration office to make it public, to amend the Land Expropriation Act to facilitate the purchase of the land plots for public purpose without owner identification, to create an institutional arrangement that allows the will of the owner to be fictionally replaced, and to amend the Civil Code to allow the disposal of shared real estate by the majority of the co-owners.

AbstractTimor-Leste’s long history of colonisation and occupation has posed significant welfare challenges for the small, half-island nation nestled between Asia and the Pacific. Since independence in 2002, a budding pattern of migration has emerged, with increasing numbers of Timorese living and working in the United Kingdom. This chapter seeks to understand how the welfare concerns of these migrants shape their decisions about geographical mobility and vice versa. Analysing semi-structured interviews and overt participant observation conducted in England in 2017 and drawing on an extended version of the welfare resource environment framework, it explores the role of market, state and family-based welfare provisions in this migration trend. It finds that Timorese migrants in England utilise migration – and the market and state-based welfare provisions it brings – in service of their own, family-based social protection system. Migration between welfare contexts allows increased access to new and varied sources of welfare, valued for how they support a family-based framework founded on interdependence, relationships with others and responsibility. By querying the mobility of Timorese migrants in England in light of their welfare concerns, this chapter elucidates the culturally embedded ways in which migrants and their families piece together unique protection packages.

AbstractDespite enduring political rhetoric that promotes Australia as ‘the lucky country’ and ‘the land of the fair go’, recent decades have seen a noticeable increase in levels of income inequality. This growing economic divide has driven housing prices up and left lower-income families unable to access the housing market in inner-city locations. In contrast to other countries, Australia’s socioeconomic segregation does not overlap with ethnic segregation. Australia’s highly regulated immigration program has resulted in a relatively well-educated and employable foreign-born population who largely reside in middle-income neighbourhoods. These particularities make Australia an interesting context to explore patterns of socioeconomic segregation over time. In this chapter, we will utilise both traditional measures of segregation (such as the dissimilarity index) as well more spatialised measures (such as location quotients and Local Morans I) to assess socioeconomic segregation at the local level. Drawing on four waves of census data (2001, 2006, 2011 and 2016), we explore how socioeconomic segregation has changed over time across nearly 500 neighbourhoods in Melbourne. We further examine the degree to which socioeconomic segregation aligns with ethnic segregation patterns and levels in this city. We find patterns of socioeconomic segregation remain relatively unchanging over time in Melbourne. Additionally, our findings highlight important differences in patterns and levels of socioeconomic and ethnic segregation in the Australian context.
