Abstract:
We review Fermi's paradox (or the 'Great Silence' problem), not only arguably the oldest and crucial problem for the Search for ExtraTerrestrial Intelligence (SETI), but also a conundrum of profound scientific, philosophical and cultural importance. By a simple analysis of observation selection effects, the correct resolution of Fermi's paradox is certain to tell us something about the future of humanity. Already more than three quarters of century old puzzle and a quarter of century since the last major review paper in the field by G. David Brin has generated many ingenious discussions and hypotheses. We analyze the often tacit methodological assumptions built in various answers to this puzzle and attempt a new classification of the numerous solutions proposed in an already huge literature on the subject. Finally, we consider the ramifications of various classes of hypotheses for the practical SETI projects. Somewhat paradoxically, it seems that the class of (neo)catastrophic hypotheses gives, on the balance, the strongest justification to optimism regarding our current and near-future SETI efforts.

Abstract:
One of the main assumptions in conventional production process is that each component or part of the production process can be controlled separately as if they are not dependent on anything. This assumption gives rise to problems such as need of effective collaboration with different actors and constraints in budgets. Conventional planning process also causes delay as well as cost overruns which ultimately leads to reduction in productivity. The Last Planner system, LPS, is a tool used in the construction sector with the goal of streamlining production. The tool has several advantages, for example, to make collaboration between different actors more efficient, achieve a better workflow and increase production efficiency. The purpose of this masters’ thesis is to explore how two construction projects in Stockholm work with LPS. Apart from the fact that LPS provides many advantages in the production planning of the projects, this study aims to explore the challenges that they face while working with LPS. The goal of this study is to be able to suggest improvement measures for the challenges that the projects are facing.Semi-structured interviews were conducted on both projects to understand how they work with LPS and what challenges they face. The results section contains the information from the interviews. That is then discussed against the theory on which the Last Planner system is built. The conclusion of this study is that the production planning in the projects differs from how the tool should be used according to the framework of LPS. Learning, which emphasizes what has been done during the project, is a phase in LPS's framework. According to one of the founders of the LPS system, ‘learning’ is the most important phase. However, due to the lack of time, the studied projects were not able to involve the learning phase into their production planning. The projects faced several challenges, including repeated changes from the design teams, which entailed new actions during the project. Also, the involvement of the construction workers in the planning phases came out as a big challenge for the managers. Furthermore, communication problems and lack of cooperation with subcontractors is also present. Some of the improvement measures suggested to meet the challenges are that managers should increase commitment to involve especially construction workers in the planning phases, create nucleus teams, create a standard protocol for how production planning should be implemented, and improve visual planning to enhance communication.<br>I de traditionella produktionsprocesserna har det antagits att olika komponenter kan styras separat d.v.s. att de är oberoende.

Buescher, Amanda Rose. "The Rise of Regionalism: The Challenge of Promoting Economic and Social Integration." Thesis, Boston College, 2008. http://hdl.handle.net/2345/525.

Abstract:
Thesis advisor: David Deese<br>In recent years, the rise in the formation of regional organizations such as the North American Free Trade Agreement (NAFTA) and the Mercado Común Del Sur (Mercosur) has drawn an increasing amount of attention from political scientists and economists. However, countries preparing for entry into regional organizations have the challenging task of promoting both economic and social integration. When preparing for accession into regional organizations, Mexico and Argentina implemented multiple changes in their economic and political practices. As a result of these changes, citizens who perceived themselves to be excluded from the benefits of regional integration formed social movements such as the Zapatista Army for National Liberation and El Movimiento de las Mujeres en Lucha to voice their opposition. This thesis explores the policy changes made as Mexico and Argentina prepared for accession into regional organizations, the social movements formed in opposition to these changes, and the responses formulated by Mexico's and Argentina's leaders in reaction to these movements. I conclude that countries preparing for entry into regional organizations must implement policies which address the political concerns of these groups, rather than simply their economic concerns. Failure to do so will lead to deep social divisions which will hinder the formation and development of regional organizations<br>Thesis (BA) — Boston College, 2008<br>Submitted to: Boston College. Abstract:
We have conducted a study that is intended to investigate and understand how logistics companies in city logistics handle increased e-commerce challenges and describe what actions they take. To be able to do that, two question formulations have been formulated that goes: “What challenges, caused by an increased e-commerce, exist for logistics companies within city logistics?” and “What are logistics companies doing to address the challenges that exist and that are caused by increased e-commerce?”. Further is the theoretical frame of references presented where challenges and innovations for logistics companies in city logistics is a central point. We have used a qualitative approach, where semi-structured interviews have been used to get the essential information to be able to analyze towards our theoretical frame of references. Headliners that are found in the theoretical frame of references reappear in both the empirical material and the analysis to get a common thread throughout the study. In the analysis, we have our question formulations as headliners to really analyze challenges and innovations. Our study has contributed to an increased understanding of how logistics companies handle an increased e-commerce challenge and describe what actions they take. We have noted that the increased e-commerce has led to challenges for logistics companies in city logistics. We concluded that e-commerce has become more complex with shorter lead time, more but smaller packages and higher demands from consumers have been added, which is considered a challenge for logistics companies. The study shows the main challenges that increased e-commerce brought.

Abstract:
The socioeconomic context of many biodiversity rich countries is argued to be heavily dwarfed in current conservation and development debate, resulting in that projects that intersect complex issues of development and conservation are often simplistically deemed as being unsuccessful. The aim of this research has therefore been to attain a more profound understanding of how socioeconomic conditions and local neoliberal contexts effect ICDP projects and to an extent also agroecological transition. In this case study ten qualitative life-story interviews were carried out during a minor field study in rural Las Pavas, Nicaragua. These were further analyzed through the use of the sustainable livelihood approach in order to identify what impacts the local socioeconomic contexts had on participant livelihoods and also what prospects and challenges C.I.P.P’s permaculture project presented in this regard. The empirical evidence shows that participant livelihoods were subjected to several constraints that were buttressed by the neoliberal development context which signified a great reliance on cattle raising as main financial activity at the expense of other important natural assets such as forest and water. Furthermore, demonstrating that permaculture projects had to provide the widest range of benefits with the least amount of risk in order to be adopted.

Abstract:
Islet transplantation has found its niche in diabetes treatment. It has contributed to a better quality of life and better glycemic control of patients with diabetes suffering from severe hypoglycemia that are not eligible for vascularized pancreas transplantation. Islet isolation is a technically challenging procedure. The different studies within this doctoral thesis aim to improve and standardize different steps in the isolation procedure. They are in particular looking to improve human pancreas preservation during cold storage, to optimize islet release from the exocrine tissue and to assess whether the isolated islet yield can be predicted from a biopsy. We found that pancreas preservation with pre-oxygenated perfluorodecalin (two-layer method) did not improve the ischemic tolerance of the human pancreas as compared to cold storage with the University of Wisconsin (UW) solution. Furthermore, in pancreas with long cold ischemia time (CIT) (&gt;10 hours), Histidine-Tryptophan-Ketoglutarate (HTK) had a limited preservation capacity as compared with the UW solution with respect to isolation outcome. We also found that during enzymatic pancreas digestion, Vitacyte HA was able to provide a similar islet yield and quality as Serva NB1 with less collagenase activity and shorter digestion time. We further describe the first experience with a new GMP manufactured enzyme called Liberase MTF-S for successful human islet isolation. Finally, we found that the isolated islet yield could not be predicted from a biopsy taken from the head of the pancreas concerning solely morphological parameters of the islets tissue. The improvement of pancreas preservation will allow for marginal organs with prolonged cold ischemia time to expand the donor pool. Better knowledge of how the pancreatic extracellular matrix is digested by collagenase will lead to a fast and predictable islet release from the exocrine tissue. By standardizing the isolation procedure and improving organ selection we will increase the success rate in human islet isolation, thereby making islet transplantation available for more patients.

From the first years of the Cuban Revolution, the respect and the defense of the women's rights constituted a priority for the Cuban authorities.

Lean practices have been associated with high firm performance in terms of productivity, quality and safety at work, and in fact there is still a long way to spread these practices in SMEs and support activities in the value chain. This assessment does not mean, however, that Lean Thinking may be confronting increasing limitations to face new customer requirements in terms of customization and response times.

Full text
Abstract:

Abstract:
AbstractOrange-fleshed sweetpotatoes (OFSP) are a rich source of pro-vitamin A and can alleviate vitamin A deficiency in the developing world. In Africa, traditional varieties have been almost exclusively white-fleshed and introduction and breeding of orange-fleshed varieties into Africa has been severely hampered by virus diseases to which many varieties are susceptible. Breeding progress to generate resistant varieties has been slow due to rare and recessive occurrence of resistance in breeding populations. Production of virus-free seed is complicated by the fact that most sweetpotato viruses show no or only limited symptoms and very low virus concentrations when infected by individual viruses, making them difficult to detect. Even single infections can lead to significant yield losses, but when they combine severe disease complexes are generated, which can lead to total crop failure. Significant efforts have been made in characterizing and understanding virus interactions in sweetpotato over the last two decades to address this challenge; they are reviewed in this chapter. We also review the state of the art in detection of viruses in support of seed systems and breeding. We conclude with recommendations for the most urgent future research directions needed to address virus problems in sweetpotatoes.

Abstract:
AbstractWe live in a time of social transition. Everywhere in society, cracks are appearing. The only answer to these developments is to organize in radically different ways, saying goodbye to the present linear economy. That is what transition is all about. The search for new forms of value creation and the triple transition necessitates different business models. In turn this implies behavioural change, which may be the biggest challenge and greatest barrier to achieving a transition to a sustainable, circular, and inclusive economy. This book deliberately does not address the issue of change and transition. That would require yet another book. But to finish off we provide an overview of the obstacles and challenges of creating fundamental change. We say goodbye by providing you with the six elements of a successful business model. The key message of this last chapter is that mainstreaming sustainable business models is by no means a given, but over time will become the new normal.

Abstract:
Project Lead The Way, a pre-engineering curriculum for secondary students, has gained in popularity and importance at secondary institutions in the Region 9 workforce area in south central Indiana. The Purdue College of Technology in Columbus, Indiana stands to benefit from this effort by attracting these students to its programs, which have been enrollment-challenged in recent years. One possible recruiting tool instituted by the College of Technology in Columbus is the “Boiler Tech Challenge” for Project Lead the Way students throughout the region. Nearly 200 students from high schools around the region assembled at the Purdue College of Technology site in Columbus. There were teams of 4 students who needed to solve one of five possible challenges. With a space theme, the teams needed to design and build a space station tower to withstand a certain weight, build and assemble a spacesuit for one of the team members to wear, use a CAD tool to design a space station, design and build a pneumatic lift system to assist in the production of hydroponic vegetables in the space station, and design and build a carbon dioxide scrubber/filter to clean the air on a command module. This last challenge is similar to the situation encountered by the astronauts of Apollo 13. A maximum of 10 teams (no more than 4 team members per team) do each challenge and are given two hours to complete the challenge. Prizes are given to the winners. Other sessions throughout the day-long event include information sessions about the College of Technology in Columbus, a presentation by an engineer associated with the space program, and lunch. This work provides more details about the event and includes survey results of the participants. The initial event brought approximately 160 high school students to the Purdue College of Technology campus in Columbus and was a great recruiting tool.

Abstract:
In this paper, the opportunity and challenge for application of MOX fuel in China are discussed. With the great demand of energy to develop economy of China, the government plans to achieve 58GW installed capacity and 30GW installing capacity in nuclear power before 2020. China needs about 81,306t~102,613t nature Uranium to support the nuclear power developing project at that time. For the obvious reason, China should insist on closed fuel cycle to recover the fissionable materials in the spent fuel. China will build its first spent fuel reprocessing factory to supply MOX fuel to PWRs and FRs. Both government and nuclear companies put more and more enthusiasm into the application of MOX fuel. However, China is also suffered from great challenges of MOX fuel application, such as the spent fuel reprocessing technique roadmap, the manufacture technology of MOX fuel, the modification of PWRs to accommodate the MOX fuel, and the recalculation of nuclear parameters by design procedure. The economic effect of applying MOX fuel is also considered. At last, the prospect of MOX fuel application is predicted in this paper.

Abstract:
Many Code Comparisons have been done by different organizations. The differences are better and better known by Code Development Organizations like ASME, AFCEN, JSME, KEPIC, CSA and NIKIET. This paper uses the last MDEP (Multinational Design Evaluation Program) comparison for class 1 components to classify differences in different aspects: - National regulatory requirements - Technical differences - Scope differences. Few examples are selected to confirm needs of harmonization in different areas like: documentation, design rules, materials, product specifications, welding and non destructive examination personal qualifications. The paper concludes on selected topics proposed for harmonization by AFCEN. The objectives of this paper is to discuss technical harmonization of Nuclear Codes and Standards, based on French long experience in Codes and Standards used for design-fabrication and operation of nuclear components (mainly pressure retaining components). After a long period of use of ASME Section III code, during the Westinghouse licensing process, AFCEN (AREVA, EDF and the major manufacturers) decided to develop their own AFCEN French Codes. The 1st version has been issued in 1980 and the last one in 2007, completed by annual addendum. During more than 20 years the 2 Codes, RCC-M and ASME Section III, have leave separately, with different constraints like industrial history, localisation of fabrication, more new plants in France than in USA, different R&amp;D programs to support Code improvement… Recently a detailed review of differences for class 1 vessel has showed under a “general global quality equivalence”, a lot of differences in the Code development process, in the Code organization, in the scopes, in the State of the Art fulfillment, in ageing consideration at the design stage, in relation with national or international regulations, in term of standards used or complementary specification needs… The harmonization of Codes and Standards is possible under an important effort to move toward new ideas, more international rules and with a strong support of national safety authorities.

Abstract:
Abstract The hunt for increased efficiency and reliability of fluid power components have entailed a great deal of research on loss and wear mechanisms by means of computational tribology simulation in the last decades. The vast amount of theoretical work within tribology necessitates validation of the simulation models. The aim to validate such models has in recent years increased interest in sophisticated tribological measurement technology. A next level, for tribology in fluid power, is the integration of modelling, analysis and measurement technology with control to achieve active tribology, namely fluid power tribotronics. In this paper the challenge of feedback for tribotronic control loops in fluid power are addressed. Fundamental questions are in this regard to what extend do we need information? Is it necessary to measure fluid film thickness absolutely or dynamically, or do we even need in-situ information on the tribological joints? These questions are analysed in this paper by use of a dynamic lubricated journal-bearing model. From this analysis a conclusion on the oil whirl limit is found, which reveal an interesting perspective and potential risk in the application of feedforward in tribotronic control of lubricated journal-bearings. Finally, a discussion is concluded with the submission of relevant open research directions for fluid power tribotronic control systems.

Full text
Abstract:
Steam turbine power plant operations during start up and during operation at high exhaust pressure have the potential to result in an extremely low steam flow through the Low Pressure (LP) turbine. This inevitably leads to windage and results in significant temperature increases in the Last Stage Buckets (LSBs). High steam temperature can also initiate potential thermo-mechanical failure of the LSBs. Temperature prediction for a wide range of operational regimes imposes a significant challenge to modern LSB design. Extensive numerical and experimental investigations on an LP section steam turbine with LSBs of different lengths at typical low flow operation conditions have been conducted with the primary focus on LSB temperature prediction. A Low Pressure Development Turbine (LPDT) test rig was used to help develop and validate Computational Fluid Dynamic (CFD) based temperature prediction methodologies, which later were applied to predict operational temperatures for multiple LP section configurations under development. This article presents some important results of LPDT test measurements as well as CFD predictions of LP turbine flow structures and temperature distributions in last stage buckets.

Full text
Abstract:
Access to piped sewage in Latin America and the Caribbean (LAC) cities has been on the rise in recent decades. Yet achieving high rates of end-user connection between dwellings and sewage pipelines remains a challenge for water and sanitation utilities. Governments throughout the region are investing millions in increasing access to sewage services but are failing in the last mile. When households do not connect to the sewage system, the full health and social benefits of sanitation investments fail to accrue, and utilities can face lost revenue and higher operating costs. Barriers to connect are diverse, including low willingness to pay for connection costs and/or the associated tariffs, liquidity and credit constrains to cover the cost of upgrades or repairs, information gaps on the benefits of connecting, behavioral obstacles, and collective action failures. In contexts of weak regulation and strong social pressure, utilities typically lack the ability to enforce connection through fines and legal action. This paper explores the scope of the connectivity problem, identifies potential connection barriers, and discusses policy solutions. A research agenda is proposed in support of evidence-based interventions that have the potential to achieve higher effective sanitation coverage more rapidly and cost-effectively in LAC. This research agenda must focus on: i) quantifying the scope of the problem; ii) understanding the barriers that trigger it; and iii) identifying the most cost-effective policy and market-based solutions.

Full text
Abstract:
Nigeria faces immense internal security challenges, including the Boko-Haram crisis in the northeast and violent farmer-herder conflicts in the southwest and north-central states. Across the Nigerian federation, pockets of violent clashes have sprung and escalated in new locales in the last decade. Community responses to these violent crises have been diverse and included the establishment of armed groups to supplement or act in parallel to the security efforts of the Nigerian state—in some cases with backing from federal or state governments. These local security assemblages, community-based armed groups (CBAGs), are on the one hand contributors to local order, and normative conceptions of peace and security. On the other hand, these groups are often a pernicious actor within the broader security landscape, undermining intercommunal peace and drivers of violence and human rights abuses. This Policy Note focuses on the characteristics, challenges, and opportunities of Amotekun, a recently formed CBAG in Southwest Nigeria. Drawing from the experiences of similar Nigerian groups, the Note details recommendations that may facilitate greater success and lessen poten al risk associated with Amotekun’s formation. These recommendations are aimed primarily at Nigerian government and civil society actors and describe areas where external support could potentially improve local capacity to conduct oversight of Amotekun and similar groups.

Abstract:
Community and neighborhood organizations are in the process of renewing the organizational culture, considering technological environments in the way of training, and advancing communally, being competitive in adaptation and learning, creating new solutions, promoting change, and altering the status quo, based on the advancement of technology over the last few years, currently applied in most organizations. The decisive factor is the ability of true leaders to appropriate the Technological Acceptance Model –TAM– principles, participating in programs and projects, adopting new technologies from the different actors involved, contributing to the welfare of each community. There is, however, a relative resistance to the use of technology as support in community management, due to the generational differences in leaders and dignitaries, according to collected reports in this study, in relation to the age range of dignitaries –Generation X and Baby Boomers predominate–. They present a challenge to digital inclusion with difficulties related to age, cognitive, sensory, difficulty in developing skills, and abilities required in Digital Technologies, necessary to face new scenarios post-pandemic and, in general, the need to use technological facilities.

Full text
Abstract:
The enormous individual, familial, and societal burden of child sexual abuse has underscored the need to address the problem from a public health framework. Much work remains, however, at the first step of this framework — defining and understanding the scope of the problem, or establishing incidence and prevalence estimates. In this occasional paper, we provide an overview of the ways researchers have defined and estimated the scope of child sexual abuse, focusing on agency tabulations and large-scale surveys conducted over the last several decades. More precise estimates of the number of children affected by child sexual abuse would improve the ability of the public health, child welfare, pediatrics, and other communities to prevent and respond to the problem. We recommend using a comprehensive surveillance system to assess and track the scope of child sexual abuse. This system should be grounded by common definitional elements and draw from multiple indicators and sources to estimate the prevalence of a range of sexually abusive experiences.

Abstract:
This report has been written to serve as a history of the U.S. Aujeszky’s Disease (Pseudorabies) Eradication Program and as a guide when future disease eradication programs are considered. The report provides an overview of the program and its history and is generally nontechnical, with specific sections written by subject matter experts. The information was compiled during 2007, three years after the last four States qualified for Stage V (Free) Status. This eradication effort was formally initiated in 1989. The contents of this report include a variety of information that represents the viewpoints of individuals participating in the eradication effort. To introduce the challenge of pseudorabies (PRV), the report covers characteristics of the virus and the history of the disease in the United States, followed by the emergence of virulent strains in the 1970s that coincided with management changes in the swine industry. The report also discusses early attempts at PRV control, vaccines, and diagnostic tools, and then reviews various pilot projects, individual State experiences, and national debate on the pros and cons of eradication versus control. In addition, the report offers details on the evolution and acceptance of a national eradication program, including debate among industry and State/Federal officials, funding, testing protocols, cleanup plans, and the development of gene-deleted vaccines and their complementary tests. The ongoing threat of reintroduction from feral swine and emergency response plans are also included. Lastly, the technical coordinators have included a chapter on lessons learned from our various viewpoints on the eradication effort.
