Abstract:
This article explores the diplomatic negotiations that U.S. Navy Commander Richard W. Meade conducted in Samoa in 1872. The resulting agreement that came to be known as “the Meade Treaty” was the first the United States negotiated with Samoa, but scholars usually have not explored the details of it and the process that produced it because the U.S. Senate rejected the treaty. Meade’s motivations and actions in Samoa provide a case study in how the interactions of naval officers, business leaders, islanders, and diplomats converged to produce early U.S. diplomacy in the Pacific. The article sketches the situation in Samoa in 1872 when Commander Meade and his ship, the uss Narragansett, arrived. The role of the United States in the Pacific was changing in the last third of the 19th Century, and Commander Meade’s motivations, influences, and actions illustrate the new wave of U.S. Pacific expansion during the years after the American Civil War.

On 11 November 1851, Nasir al-Din Shah (r. 1848—96), the 20-year-old Qajar ruler of Iran, dismissed from the post of premier his guardian-tutor (atābak) and brother-in-law Mirza Taqi Khan Farahani, Amir(-i) Nizam, better known to posterity as Amir Kabir. He allowed him to continue in the post of commander-in-chief of the army (amārat-i niẓām), however. “Since the office of the grand vizierate in volves too much labor,” the shah wrote to Amir Kabir, “and the burden of such a task was arduous for you. we have relieved you of this duty. You must continue as commander-in-chief with full confidence.”1 Only two months later, on 10 January 1852, Amir Kabir was secretly put to death in the Fin royal garden near Kashan, where he had spent the last days of his exile.

Abstract:
Aiming at the algorithm of the enemy missile incoming area in surface warship air defense operations, this paper sets up the algorithm coordinate system, and distinguishes the position situation of both parties. Based on these, the paper defines the regional shape of the missile attack area, and establishes the calculation method. At last, it develops a demonstration verification program and supplies the application examples in various cases. The missile attack area can be calculated accurately with this algorithm, so it is able to effectively assist the commander to form scientific air defense plans.

Abstract:
The article focuses on the role of A. E. Evert, the commander-in-chief of the armies of the Western Front, in the events of the February Revolution. Russia's top military leadership took a consolidated position on the abdication of Tsar Nicholas II from the throne, but the unity regarding the fate of the Empire's future was only an appearance. This is made clear through a detailed examination of the decisions made by Evert during the last crucial days for the Russian Empire and of his motives. The author pays particular attention to the period after the emperor’s abdication when, in the political vacuum, the commander-in-chief of the armies of the Western Front changed his line of conduct and proposed the bold project of transferring the country's real political power under military control. The methodological basis of this study is the principles of historicism, systematicity and scientific objectivity, while also using the comparative and historical-genetic methods.  Evert considered the constitutional monarchy with Mikhail Alexandrovich on the throne as a worthy alternative to the forceful suppression of the revolution in the rear, which cannot be said about his view on the Provisional Government and the prospect of elections to the Constituent Assembly during the war. In this regard, the commander-in-chief of the armies of the Western Front hoped, with the support of his colleagues, to impose his will on the rebellious capital. However, his project did not receive the necessary support, and his disloyalty to the Provisional Government led to his early resignation.

The article focuses on the principles and mechanisms of the supreme
 power transition from one ruler of the Roman Empire to another one and on
 Theodosius’ the Great accession to power. Hereditary monarchy principle was
 not always basic in the history of imperial Rome in spite of dynasties. Actually, throughout the era of the Empire, the army proclaimed each new emperor; also, the recognition of the legal heir required the soldiers’ approval. An attempt to create an artificial mechanism, presented by the system of tetrarchy, failed,
 therefore after Constantine the supreme power transition by hereditary principle seemed to be affirmed. However, the sudden death of Julian, who had no heirs, made the Empire return to the choice of emperor by the army. It led to the establishment of the Valentinian dynasty. After the Battle of Adrianople and the death of the eastern emperor Valens, the power succession problem was resolved in an unexpected way: Spaniard Theodosius, retired military commander was proclaimed the new emperor
 and he was the third one, because two Augusti from the Valentinian dynasty had already existed. The circumstances of his rise and accession to power are differently covered in the sources and do not allow researches to make firm conclusions
 about how it actually happened. As is often the case in history, not the only one factor could play a role, but their combination and intermingle. Theodosius had founded a dynasty, which remained in power for almost a century and which could be considered the last dynasty of the Roman Empire that reigned both in western and eastern parts of the Roman Empire.

Abstract:
This dissertation develops an alternative and inclusive approach -based on the hypothesis that the impact of digitalization on architectural culture is similar to the effects of the linguistic turn in philosophy- and steers clear of exclusive dichotomous approaches, without the foundational reconsideration of the discipline or its ontological conservation. The epistemological turn suggested here is based on the new categories that emerged from the understanding of language as a focus of study in itself, as opposed to just a medium between understanding and reality. We could imagine the equivalent with cybernetics and computation, if we posit them as the articulation of an architectural meta-theory, as a new language that can be used to discuss and think about architecture. This study corroborates the aforementioned hypothesis using different registers, which correspond with the chapters of the text that include historic and contemporary material, and that detail the arguments, the terms and the perspectives that are opened up or intensified under the influence of digitalization. The approach is open and broad, which was a necessary condition for demonstrating the power of the turn brought about by digitalization. Most studies on the digital phenomenon carried out in the context of the discipline are focused on the more technical aspects, with expert discourses based on the standpoint of the optimization of existing processes. This text was inspired by a concern and a certain discom fort with respect to those positions, which are often underwritten by a positivist vision of reality. This concern gave way to the idea for a study rooted in a cultural approach to the phenomenon. Given the general tendency toward creating experts -a phenomenon that, on the other hand, is not exclusive to the field of architecture- and encapsulating knowledge, this dissertation is meant to be based on a transversal vision, which can help non-specialist readers to understand certain complex phenomena. lt is an attempt at combating the society of ignorance that has come into being with the information society. In a society that promotes specialized knowledge,which multiplies exponentially, it becomes more and more difficult to possess "general knowledge"; architecture is no exception in this sense. If technology is articulated as a source of specialization, yet it also constitutes a phenomenon that has a transversal effect on all architectural culture as well as its disciplinary specificity, there is a clear need for studies that address digitalization from a holistic and cultural perspective. That does not mean we need to try to establish a universalizing narrative or a macro-discourse, but we should aim to provide as open a vision of the phenomenon as possible.<br>En esta tesis se desarrolla una aproximación alternativa e inclusiva que parte de la hipótesis de un impacto de la digitalización sobre la cultura arquitectónica similar al giro lingüístico en filosofía. El giro epistemológico que se plantea se basa en las nuevas categorías desarrolladas desde la comprensión del lenguaje como centro de estudio en sí mismo y no solo como medio entre el conocimiento y la realidad. Algo equivalente podría plantearse con la cibernética y la computación, si las entendemos como la articulación de una metateoría arquitectónica, como un nuevo lenguaje desde donde hablar y desde donde poder pensar la arquitectura. Este estudio contrasta dicha hipótesis con diferentes registros que se corresponden con los capítulos del texto que revisitan material histórico y contemporáneo, y que articulan los argumentos, los términos y las perspectivas abiertas o intensificadas bajo la influencia de la digitalización. Se trata de una aproximación abierta y amplia, necesaria para poder demostrar la potencia del giro promovido por la digitalización. El planteamiento de los estudios realizados desde la disciplina sobre lo digital suele centrarse en el aspecto más técnico del fenómeno, con discursos expertos bajo una óptica de optimización de procesos existentes. Este texto parte de una inquietud y una incomodidad respecto a dichas posturas que, en numerosas ocasiones, tienen como transfondo una visión positivista de la realidad. Esta inquietud ha estimulado el estudio basado en una aproximación cultural al fenómeno. Ante la tendencia a generar expertos —fenómeno que, por otro lado, no es exclusivo del campo de la arquitectura— y a encapsular el conocimiento, se pretende realizar un trabajo con una visión transversal que contribuya a que lectores no especializados puedan comprender ciertos fenómenos complejos. En una sociedad que promueve los conocimientos especializados —que se multiplican exponencialmente—, cada vez será más difícil disponer de una “cultura general”; en ese sentido, la arquitectura no es ninguna excepción. Si la tecnología se articula como un fondo de especialización, pero también constituye un fenómeno que afecta transversalmente a toda la cultura arquitectónica y a su especificidad disciplinar, se hace necesario desarrollar estudios que aborden la digitalización desde una perspectiva holística y cultural. Se trata de un estudio de Historia de la Educación de las Mujeres, sobre la organización denominada Sección Femenina de F.E.T. y de las J.O.N.S , la cual tuvo una importante participación en la educación formal y no formal de las mujeres españolas durante sus más de cuarenta años de existencia. Es un estudio local, en el que se relatan y analizan el funcionamiento y las actividades desarrolladas en Murcia por la Sección Femenina (Albergues, asignaturas escolares, Círculos de Juventudes, formación de las trabajadoras, Servicio Social, Coros y Danzas y Cátedras Ambulantes) quienes y como fueron las mujeres que a ella pertenecieron y las que recibieron sus enseñanzas e influencias. Las fuentes de información utilizadas para la realización del estudio han sido además de las bibliográficas, la prensa de la época y el testimonio oral de las personas que protagonizaron y vivieron los hechos, este testimonio ha sido recogido a través de 20 entrevistas abiertas.<br>It is a research on the history of the women's education regarding to the phalanx movement named Women's platoon, (Sección Femenina), a brand of the Spanish Falangist Organization, which played a relevant role during more than forty years dealing with formal and informal training and education of Spanish women. This study tackles the functioning and activities on a local area of Spain, (Murcia), developed by the Sección Femenina, (i.e. Refuges, Schooling subjects, Youth Groups, workers training, social services, Folk Choirs and dances, Itinerant professorships). Who and how the women enrolled in this organization were, and who received these teaching, doctrines and influences. This research relies on several information and documentation sources such us bibliographic sources, press information's at that time, oral testimonies. So far, this study encloses the outcomes of 20 open interviews of persons involved on this reality.

L’action des conseillers du roi de France dans le domaine artistique, et notamment architectural, au tournant des XIIIe et XIVe siècles, a été abordée dans le cadre d’études monographiques, mais n’a jamais été envisagée dans un souci de synthèse. Recenser les bâtiments et les œuvres d’art réalisés à l’initiative de ces individus dans l’ancien royaume de France, les confronter avec les entreprises et les commandes royales permet de comprendre les motivations et l’impact d’un milieu alors en plein essor, celui des grands officiers royaux et des hommes de confiance qui assistaient quotidiennement le roi et l’aidaient à gouverner. L’époque retenue couvre les règnes des derniers Capétiens, Philippe le Bel (1285-1314) et ses trois fils (1314-1328). Il a semblé souhaitable d’étendre l’étude en amont au règne de Philippe le Hardi (1270-1285), afin de prendre en compte les prémices d’un véritable phénomène, par ailleurs très diversifié : lancement de projets architecturaux de grande ampleur destinés à l’usage propre du conseiller et de sa famille, embellissement d’édifices existants, participation à de grands chantiers en cours (cathédrales), commandes de tombeaux, d’œuvres d’art destinées à orner des fondations pieuses, réalisation d’hôpitaux ou d’édifices utilitaires ; beaucoup d’exemples témoignent de l’ambition comme de la piété de ces hommes. Dans les textes mais également dans le paysage monumental français actuel, il a été possible de retrouver de nombreuses traces de cette action, dont une typologie a été établie. L’étude a pour but de répondre aux questions suivantes : les conseillers du roi partageaient-ils le même mode de vie et avaient-ils des goûts communs ? Leur action fut-elle en tout point semblable à celle des membres de la famille royale et de la haute noblesse ? Peut-on mesurer la portée de ces réalisations ?<br>The action of the councillors of the French king in the artistic domain, particularly architectural, at the turn of the XIIIth and XIVth centuries, aroused a large number of monographic studies, but has never been envisaged in a concern of synthesis. Listing buildings and works of art commissioned by these individuals in the realm of France, confronting them with those patronized by the king, let us understand the motivations and the influence of an environment then in full development, that of the royal officers who assisted the king and helped him to govern. The chosen period covers the reigns of the last Capetians, Philip the Fair (1285-1314) and his three sons (1314-1328). It seemed worthwhile to widen the study area to include the reign of Philip the Bold (1270-1285) in order to take into account the beginnings of the phenomenon, besides very diversified : launch of large-scale architectural projects intended for the councillor and his family, embellishment of existing buildings (like cathedrals), production of gravestones, execution of works of art made to “decorate” pious foundations, construction of hospitals or utilitarian buildings ; many examples show the ambition as the devotion of these men. In texts but also in current French architectural landscape, it has been possible to find numerous traces of this action, a typology of which has been proposed. The study aims at answering the following questions : did the king’s councillors share the same lifestyle, the same tastes ? Was their action completely similar to that of the members of the royal family and the nobility ? Can we measure the reach of these creations ?

La institución de objeto de estudio tiene como principales responsabilidades la seguridad y defensa nacional, la protección de la infraestructura critica nacional y la gestión del riesgo de desastres, motivo por el cual, requiere una óptima gestión de los recursos asignados para asegurar un funcionamiento eficaz. Sin embargo, se ha identificado que desde una perspectiva táctico militar el problema radica en los procesos de mando y control, debido a la falta de conciencia situacional de las personas a cargo de las operaciones militares y las patrullas desplegadas en una zona de operación, lo cual deriva en una ineficiente e ineficaz toma de decisiones. La presente tesis propone el diseño de una solución informática web y móvil, que automatice el control y monitoreo de las patrullas desplegadas en situación de emergencia, en entornos urbanos, utilizando georreferenciación y base de datos en tiempo real, con el objetivo de brindar a las personas al mando de las operaciones militares y a las patrullas desplegadas, la construcción de una imagen veraz y precisa de lo que está ocurriendo en una determinada zona en tiempo real con la finalidad de efectivizar la toma de decisiones.<br>The institution under study has as its main responsibilities the national security and defense, the protection of the national critical infrastructure and the disaster risk management, which is why it requires an optimal management of the assigned resources to ensure effective operation. However, it has been identified that from a military tactical perspective the problem lies in the command and control processes, due to the lack of situational awareness of the people in charge of military operations and the patrols deployed in an area of ​​operation, which results in inefficient and ineffective decision making. This thesis proposes the design of a web and mobile computing solution that automates the control and monitoring of patrols deployed in emergency situations, in urban environments, using georeferencing and a real-time database, in order to provide the people in command of military operations and deployed patrols, building a true and accurate image of what is happening in a certain area in real time in order to make effective decisions.<br>Tesis

Abstract:
La problématique de cette thèse réside dans la caractérisation et le maintien de la stabilité des Véhicules Légers Tout Terrain (VLTT). Elle se concentre plus particulièrement sur le développement de systèmes de sécurité actifs capables à la fois de prévenir le conducteur des risques encourus mais aussi de les limiter afin d'assurer l'évolution du véhicule dans une zone de stabilité prédéfinie. Comme le cadre expérimental privilégié est l'application à la stabilité des quadricycles légers à moteurs, plus connus sous le terme anglophone "quad", une des contraintes du projet a été de se limiter à un système sensoriel bas-coût afin d'être en mesure d'industrialiser un tel système. En premier lieu, les métriques de stabilité (Transfert de Charge Latéral et Longitudinal : TCLa et TCLo) ont été choisies grâce à une étude préliminaire sur la stabilité des VLTT. Par la suite, une modélisation 2D en roulis et en tangage avec la prise en compte des déplacements du pilote sur le véhicule sont présentées, ce qui permet d'estimer respectivement le TCLa et le TCLo uniquement à partir de la mesure de l'accélération latérale et longitudinale. Étant donné que pour la suite des travaux, l'anticipation du risque de renversement latéral est nécessaire, un modèle 2D en lacet du véhicule est proposé afin d'obtenir un modèle analytique décrivant la dynamique latérale du véhicule. La suite du mémoire présente les différentes techniques d'observation proposées pour l'estimation des variables et paramètres non-directement mesurables du modèle en lacet du véhicule et qui influencent sa stabilité latérale : les glissements, les conditions d'adhérence et les inclinaisons du véhicule. Plusieurs observateurs ont été proposés, dont le dernier permet de considérer des conditions d'adhérence différentes entre les essieux avant et arrière en utilisant plus largement les accélérations mesurées. Cela permet d'intégrer les passages de sous- à sur-vireur qu'il est essentiel de considérer quand on étudie la stabilité de ce type de véhicule. Ainsi, l'estimation des glissements est toujours pertinente, ce qui permet d'obtenir par la suite une meilleure prédiction de la métrique de stabilité latérale (TCLa) quel que soit le comportement du véhicule. Puis en s'appuyant sur les estimations des observateurs couplées aux modèles dynamiques du véhicule et sur l'extrapolation des commandes du conducteur sur un horizon de prédiction, il est possible de prédire les évolutions du TCLa. Cette valeur prédite ainsi que les estimations en ligne des métriques de stabilité constituent alors le point d'entrée pour la synthétisation d'un système de sécurité actif dédié aux VLTT. Celui-ci est basé sur la génération d'un retour d'effort au niveau de la gâchette des gaz permettant soit d'informer le pilote du risque encouru par la création d'une sensation de dureté, soit d'imposer le retour complet de la gâchette des gaz, ce qui implique une diminution de la vitesse et donc la réduction du risque. Finalement, dans le cas où il est possible de maîtriser la vitesse du véhicule par l'installation d'un système de rétroaction sur les freins (Quad haut de gamme ou robot mobile), les derniers travaux présentés s'intéressent aux techniques de commande prédictive à modèle afin de calculer en temps-réel la vitesse maximale admissible, qui assure l'évolution du critère de stabilité choisi dans un domaine de stabilité. Les modèles, les observateurs, la prédiction du TCLa et les 2 systèmes de prévention présentés dans ce mémoire ont été validés et testés au travers de simulations avancées et d'essais expérimentaux réalisés sur un quad agricole et un robot autonome. Il apparaît alors qu'en plus d'être efficace pour la prévention des risques de renversement à hautes dynamiques, le système de sécurité est industriellement viable. Cela a été rendu possible grâce à une conception reposant uniquement sur des actionneurs et un système sensoriel, dont les coûts sont en adéquation avec le prix d'un VLTT.

This concluding chapter focuses on the role of George W. Bush himself, arguing that by 2006–2007, the president had become a more mature and assertive commander-in-chief who asked hard questions of his military commanders and pushed the policy process to deliver strategic alternatives. The president successfully related the policy advice he received to the political requirements and constraints he faced to fashion a new strategy for the Iraq War. His success in doing so might constitute the basis for a modest form of “Bush revisionism.” The chapter also defines the concept of policy entrepreneurship, including the ability to connect three distinct streams: problems, policies, and politics. It then analyzes these three streams as they existed regarding US policy in Iraq by mid-2006, and describes how and why Bush was able to connect the three streams.

In January 1863, a gang of Unionists in mountainous Madison County raids Marshall for its store of salt-which has been denied hem by the Confederate commissioners. They extend their looting to the home of Col. Lawrence Allen, the commander of the 64th North Carolina who has been temporarily relieved of duty. He nonetheless joins a punitive expedition led by his cousin, Lt. Col. James Keith. They kill a number of Unionists, torture the wives and mothers of other suspects, and capture thirteen men and boys. On the pretext of marching them to Tennessee for trial, they take them in to the woods of Shelton Laurel and shoot them all down in cold blood. The women of Shelton Laurel discover the atrocity and recover the bodies, launching a manhunt and investigations that will eventually be taken up in the U.S. Congress.

An immense sand fort guards the entrance to the Cape Fear River and the fairway to Wilmington, the last major open port of the Confederacy, through which blockade runners supply vital materiel for Gen. Lee’s Army of Northern Virginia. On Christmas Eve 1864, a U.S. Navy armada unleashes the heaviest bombardment in history on the fort, in advance of landing 6,500 assault troops. But the U.S. commander, Maj. Gen. Benjamin F. Butler, falters, and only 2,300 troops make it ashore in roughening weather. They are stranded on the cold beach overnight without shelter. In the morning, the fleet sails away. Just three weeks later an even more powerful assault force returns, including USCT, who will play a crucial role in the battle. This assault is led by Brig. Gen. Alfred Terry and after six hours of heavy hand-to hand fighting forces the surrender of the fort.

This chapter challenges the notion that the surge effort emerged from a process characterized by high degrees of internal dysfunction and civil–military discord. Instead, the challenges and frustrations in the Bush administration stemmed primarily from difficulties among the president's civilian advisors, not between civilians and the uniformed military. The president and his closest advisors acknowledged from the outset that removing the bureaucratic impediment of an opposing secretary of defense would be essential and worked that problem in parallel. They allowed misplaced concern about veteran criticism to delay the process, but developing and reaching consensus on the new strategy might have taken as long even without that concern. The president's closest advisors also understood that the president needed a different approach himself to engaging on the issues; he had to become a different kind of commander in chief for the strategy reviews to produce a better outcome in the war. Ultimately, the very different civil–military relationship that produced the 2006 surge was entirely a function of changes on the civilian side of the equation.

This chapter examines debates over US policy in the summer of 2006, focusing particularly on the unhappy results of military efforts to tamp down violence in Baghdad. Two major military operations—Operations Together Forward I and II—were launched, intended, as the chairman of the Joint Chiefs of Staff, Peter Pace, recalled, to “begin the process of turning over the battlefield responsibilities to the Iraqi armed forces.” Both were clear disappointments, however, revealing how unprepared Iraqi forces were to assume responsibility for their country's security. Iraqi forces themselves were, in the words of the National Security Council's Meghan O'Sullivan, “perpetuating acts of sectarian violence” and were “as much part of the problem as they are a solution to the problem.” Throughout the summer, NSC staff thus sought to press the Iraq country team for a review of Iraq strategy, and pushed the president to ask General George Casey, commander of Multi-National Force Iraq (MNF-I), harder questions about where the current approach was leading. However, MNF-I and the US Embassy in Iraq continued to champion existing plans, believing that the existing strategy merely required more time.

This chapter addresses how, even by late December of 2006, just what the surge would mean in terms of the number and timing of troop deployments remained uncertain. It describes the trip by the new secretary of defense, Robert Gates, to Iraq, his recommendations regarding the surge, and the deliberations by the president and his advisors as to just what means would be available for a new American strategy. By January, however, as Bush publicly announced the change of direction, he had made the crucial decisions to adopt a new counterinsurgency strategy, which included committing up to five brigades, enlarging the overall size of the Army and Marine Corps, and appointing a new country team for Iraq—David Petraeus as commander, Multi-National Force Iraq (MNF-I), and Ryan Crocker as ambassador. Moreover, the president had largely unified the executive branch—which had just recently been riven by disagreement on Iraq—in support of this new strategy. By January, recalls Stephen Hadley, the president had “brought his national security team on board; he's brought his military on board; and he's got a strategy... The effect the president wanted to achieve has been achieved.” The surge had been ordered.

In the period 29–19 BCE eight people who were not related to Augustus triumphed. L. Balbus proved to be the very last commander to do so. Accordingly, the Fasti Triumphales concludes with the name of a man whose uncle, L. Balbus (maior), was a native of Spain who became the first foreigner to be made consul. This chapter reflects on who these eight victors were and how they chose to celebrate their own victories, a task hampered by the fact that much of our evidence centers on Augustus himself, chiefly Cassius Dio, our main historical narrative source. Was it possible for these men to create their own triumphal history, to personalize their celebration and triumphal afterlife, or did their success end up becoming part of the Augustan ideology?

Since its conception, Ginga-NCL supports live editing commands that allows broadcasters and their applications to change the behavior of NCL document presentations. This can be achieved via stream events inserted into the broadcast stream, or via Lua scripts in the same application. Recently, editing commands may be posted via apps running on smart devices in the home network. Considering this last mode, one may imagine a use case where smart devices can be used to change the behavior of Ginga-NCL apps including not only the command itself, but also new media content related to the command, like photos and videos. This contribution proposes the addition of media injection accompanying live editing commands.

Trains brakes are pneumatically actuated and use the same pneumatic line for power and signal transmission. This simple architecture presents limits for long trains since the last vehicles brakes receive a very delayed command and the train speed must be limited. Solutions were proposed using a signal transmission line parallel to the pneumatic line. These systems, though effective, present drawbacks and are of difficult implementation as retrofits. A solution is described, which leaves the braking system unchanged, but reduces the time delay in the signal transmission by adding a pneumotronic unit at the pneumatic line end. This unit analyzes the pressure time history, recognizes the precursors of new braking commands and issues inputs to a valve at the pneumatic line end mirroring the commands to the master valve. The rapidity of the braking action is enhanced, thereby allowing a more uniform braking and a speed increase of long freight trains.

Abstract Aiming to enhance the degree of freedom of hole shapes which can be realized by machining methods, our research group has developed a new device that can fabricate curved holes by means of electrical discharge machining. The previous studies have shown that the device has the ability of fabricating curved holes and have developed the manner for fabricating curved holes with desired shapes by use of the device. This manner is built on the basis of the teaching playback method. So, the manner contains the teaching process for generating the operating commands that can make the device fabricate desired curved holes. However, the teaching process just built needed troublesome manual works. Not to need such works, the last study has devised the manner for automatizing the teaching process. Contrary to our expectation, however, the operating command generated by the automatized teaching process could not fabricate a desired curved hole due to the lack of the consideration to the motion capacity of the device and so on. To overcome this problem, this study has improved the algorithm to generate the operation command. The machining experiment employing the operating command generated by using the improved algorithm can fabricate the desired curved hole. This proves that the improved algorithm is effective to the fabrication of desired curved holes by means of the device.

High altitude flight, approaching 65,000 ft and above, is becoming increasingly important for various types of aircraft missions. Unmanned Aerial Vehicles (UAV), either for military reconnaissance or commercial/scientific study, are leading the way. For the military commander, high altitude, long endurance (HALE) flight for UAVs provides a good field of view for a long period of time and provides reasonable safety of flight. The upper atmosphere also provides the possibility for uncrowded, direct commercial flights. In addition, supersonic business jets are looking for a flight regime that also could be in the upper atmosphere. Typically, commercial, off-the-shelf engines are adapted for use in high altitude aircraft. While this has provided some success, the engine performance is marginal and the cycles are not optimized for this high altitude environment. Aircraft such as the Predator C and the Global Hawk are already operating in the high altitude environment with turbofan engines. More study is needed to determine what engine cycle is best suited to high altitudes. The smaller engines currently used in HALE UAVs carry a unique set of challenges which constrain the problem of high altitude propulsion hardware choices. Turbine engines have the most promise, especially turbofans, because of the higher speeds that are possible for the aircraft. Preliminary turbofan cycle analysis indicates that higher bypass-ratios and high compressor pressure ratios will be needed requiring more power output from the turbine however, high altitude limits how large these values can and should be. High altitude flight drives the cycle to be designed and sized at the high cruise altitude resulting in considerable impact on the off-design engine performance. Small gas turbine engine technology predictions show that fan pressure ratios of 1.76, compressor pressure ratios of 16.6, bypass ratios of 4.54, and a thrust specific fuel consumption of 0.393 /hr are possible in the near future (sea level reference). The cycle studied found a fan pressure ratio of 1.57, compressor pressure ratio of 16.7, bypass ratio of 5.45, and a thrust specific fuel consumption of 0.436 /hr (sea level reference) to be typical for a small gas turbine engine designed to fly at 65,000 ft. High altitude flight also brings other issues. Environmental impact must be considered in any high altitude application. High altitude reconnaissance aircraft often carry an increased sensor array adding more electric power requirements to the cycle. Long endurance means the engine cycle must be extremely fuel efficient. If stealth considerations are to be incorporated in the aircraft design, then the engine must be embedded in the fuselage limiting engine cross-section. Last, engine operational control will be a key technology for high altitude, low Reynolds number conditions.

New architectures or the protection of the fortifications in TarragonaThe conservation of the fortification in Tarragona was not an easy task. In 1884 the Roman wall was declared a National Monument, and in 1966 it was declared a historical and artistic complex. These measures distant in time did not achieve a joint protection of it. This study deals with the transformation of the bastion of Cadenas in the San Antonio Promenade. It is an example of urban speculation during Franco’s developmentalism. Our contribution is the result of an analysis and comparison of various types of documentation: military, engineering command headquarters as well as municipal and state. We demonstrate that the destruction of the bastions was due to the low value given to these defensive structures, which were considered an obstacle to urban expansion and development.

Last year, the Naval Sea Systems Command (NAVSEA) sponsored the Navy’s Center for Innovation in Ship Design (CISD) to establish a framework for developing ship design capability readiness levels as part of a business case to provide incentives for the naval ship enterprise to invest in developing, sustaining and improving mature naval ship design capabilities. The authors describe the accomplishments thus far and note that there is now enough documentation that new ship acquisition programs can specify design readiness requirements and have valid criteria for evaluating the design capabilities of contractors proposing to perform early stage naval ship design. They actually apply the framework to NAVSEA and assess NAVSEA’s readiness to design a naval ship. Although significant progress is being made on developing Ship Design Capability Readiness Models (SDCRM), much work remains to be done!

The first section of this paper will discuss the aimed mission and need for the latest Royal Netherlands Navy’s (RNLN) ship class, the Luchtverdedigings en Commando Fregat (LCF) and its derived requirements for the propulsion plant. The choice of a CODOG (Combined Diesel or Gas) propulsion installation as opposed to COGOG (Combined Gas or Gas) or CODLAG (Combined Diesel Electric and Gas), will be explained. The difficult choice between the Rolls Royce Spey SM1C and the General Electric LM2500 gas turbines for the boost role will be explained showing how history largely shaped the choice. The second section of the paper will deal with the challenges of the Spey gas turbine installation, the development of a digital fuel control system, the problems encountered and the challenges yet to be resolved. Discussions on the provisioning and support arrangements will also be made. The last part of the paper will make a short reconnaissance in the near future of gas turbine ship propulsion and the broad thoughts that are shaping the RNLNs thinking.
