Abstract:
What are the virtues that befit citizens of a liberal democracy? What moral constraints should the state respect in its sponsorship of political education? In “Political Liberalism and Political Education” I gave a partial answer to the first question; apart from a solitary footnote, I ignored the second. Yet some of my Rawls-inspired remarks about the connection between the burdens of judgment and toleration blurred the distinction between the two questions. That is unfortunate because the distinction matters.Suppose we answer the first question correctly. We might still be tempted to pursue the ends of political education with Jacobin ferocity, laying waste to all that impedes our righteous cause. That course is subject to overwhelming moral criticism. Liberals must care about freedom of conscience and not just about the freedom of the virtuous liberal conscience. Alternatively, a correct answer to the second question might coincide with a certain blindness to the importance of the first or with a tendency to confound what is properly tolerated in a liberal democracy with what is rightly deemed virtuous. Liberals cannot afford to be indifferent to the virtues that are distinctive of the liberal conscience or to neglect the educational practices that would nourish them. If a self-defeating cultural aggressiveness is the vice of some who are fixated by the first question, an equally destructive cultural complacency is the besetting sin of those who take the second question seriously without having a credible answer to the first.

<p> The Panorama competition held in Trinidad each year is the global epicenter of steel drum music, showcasing the greatest performers and composers while shaping steel drum world-wide. However, music written for the standard Panorama ensemble of 120 players offers up a challenge for smaller, less experienced ensembles to preserve the spirit and energy of the original composition, especially when the drum set is the only member of the percussion rhythm section. My interest in this endeavor was spirited by the challenge of combining the typical percussion section consisting of congas, maracas, guiros, cowbells irons, and drum set into an individual part while maintaining key elements of the original composition. This paper addresses the concepts and approaches I employed for my recital performance of <i>The Last Word; </i> composed by American steel drum virtuoso, Andy Narell.</p>

L’instauration de la question prioritaire de constitutionnalité (QPC) conduit à repenser les rapports entre les juridictions suprêmes : Conseil constitutionnel, Cour de cassation et Conseil d’Etat. Elle met aussi en lumière les spécificités de la fonction de juger – et notamment l’exercice, par le juge, de son pouvoir d’interprétation. De fait, en créant un lien direct entre les trois juridictions suprêmes, la QPC brouille les frontières de leurs compétences respectives et les place dans une situation d’interdépendance qui impacte directement l’étendue et l’exercice de leur pouvoir herméneutique. La QPC s’avère donc être le vecteur – c’est-à-dire à la fois le support, et le révélateur – d’une concurrence très vive entre les interprètes. De ce fait, il n’est pas possible de considérer qu’un juge détient le « dernier mot » pour l’attribution d’un sens à la loi ou à la Constitution – ces deux textes étant conjointement et simultanément interprétés par l’ensemble des juges du système. Le contrôle de constitutionnalité a posteriori met ainsi en lumière l’existence d’un processus interprétatif à la fois continu et inachevé. L’étude de ce contentieux permet donc de mieux comprendre le travail herméneutique effectué par le juge – en donnant l’occasion de forger le concept d’interprétation normative<br>The introduction of the The Priority Preliminary Ruling on the Issue of Constitutionality (QPC) leads to rethinking the relations between the supreme jurisdictions : Constitutional Council, Court of Cassation and Council of State. It also highlights the specificities of the judging’s function- and in particular the exercise by the judge of his interpretation’s power. In fact, by creating a direct link between the three supreme jurisdictions, the QPC blurs the boundaries of their respective jurisdictions and places them in a situation of interdependence that directly impacts the extent and the exercise of their hermeneutical power. Therefore, the QPC turns out to be the vector - that is to say, both the medium and the developer - of a very lively competition between the performers. Thereby, it is not possible to consider that a judge has the "last word" for the attribution of a meaning to the law or the Constitution - these two texts being jointly and simultaneously interpreted by the whole judges of the system. The QPC thus highlights the existence of an interpretive process that is both ongoing and uncompleted. The study of this litigation so lets understand the hermeneutical work done by the judge - by giving the opportunity to forge the concept of normative interpretation

A supremacia da Constituição exige que a Suprema Corte tenha a última palavra sobre o sentido da Constituição? As Supremas Cortes norte-americana e brasileira afirmam que sim, respaldadas pelo conhecimento convencional. O objetivo principal da tese é demonstrar que esta assertiva é simplesmente equivocada. Será reconstruída a história da expansão do papel político do Judiciário, no âmbito da interpretação constitucional, com vistas a elucidar os seus verdadeiros pressupostos. A evolução do constitucionalismo brasileiro será analisada à luz de tais critérios, para que se possa perceber que só há no Brasil algo parecido com uma supremacia judicial após 1988. Após o exame das críticas institucionais e democráticas, será explorado o potencial da doutrina dos diálogos constitucionais para explicar a realidade das interações entre os Poderes Legislativo e Judiciário na interpretação constitucional, e para prover um suporte normativo que logre reconciliar o fenômeno da judicialização da política com a democracia no Brasil.<br>The supremacy clause requires that the Supreme Court shall have the last word on constitutional matters? The brazilian and north-american Supreme Courts confirms, endorsed by the traditional wisdom. The thesis aims proving that such statement is mistaken. The history of the global expansion of the judicial power, in refer to the constitutional intepretation, will be reconstructed, in order to clarify its real presuppositions. The brazilian constitutional evolution will be analyzed to prove that before 1988 there was no judicial supremacy in Brazil. After the analysis of the institutional and the democratic criticisms, the potencial of the constitutional dialogues doctrine will be explored to explain the interactions between the legislative and the judicial branches in constitutional interpretation, and its ability to provide a normative basis to reconcile the judicialization of politics with democracy in Brazil.

This study focuses on P.I. Tchaikovsky's last completed work, the richly symbolic Six Songs, Opus 73. It demonstrates for the first time how Tchaikovsky's significant literary talents impacted on his song output in general, and on this cycle of songs in particular, providing us also with new insights into his personality. The composer selected and sequenced the poems used for the Opus 73 set to form the cycle of texts himself. The resulting songs are underpinned by a network of internal connections, which parallel the techniques used in the original poems in remarkable ways and link subtly with coded fate messages found elsewhere in the composer's output. The study presents evidence which enhances Pyotr Il'ich's reputation as a skilled manipulator of words, ideas and music.

Abstract:
Word Sense Disambiguation (WSD) is the task of identifying the meaning of a word in a given context. It lies at the base of Natural Language Processing as it provides semantic information for words. In the last decade, great strides have been made in this field and much effort has been devoted to mitigate the knowledge acquisition bottleneck problem, i.e., the problem of semantically annotating texts at a large scale and in different languages. This issue is ubiquitous in WSD as it hinders the creation of both multilingual knowledge bases and manually-curated training sets. In this work, we first introduce the reader to the task of WSD through a short historical digression and then take the stock of the advancements to alleviate the knowledge acquisition bottleneck problem. In that, we survey the literature on manual, semi-automatic and automatic approaches to create English and multilingual corpora tagged with sense annotations and present a clear overview over supervised models for WSD. Finally, we provide our view over the future directions that we foresee for the field.

The paper is devoted to the word formation of diminutive forms of nouns of the neuter gender (NG) in Russian and Czech. The paper presents diminutive suffixes of NG nouns in Russian and Czech according to grammars, as well as derivational dictionaries of both languages. In the last part of the paper, corpus data is provided regarding diminutives formed from the words слово, окно / slovo, okno that belong to the basic vocabulary of both languages.

Abstract:
The article analyzes the media discourse around the figure of Oriana Fallachi and her journalistic work during 2017-2020. The actual media image of the figure of Fallachi is highlighted, examples of positive and negative statements are given. It is substantiated why her journalism should be researched in various ways, taking into account other aspects of her work that are not related to Islamophobia. The subject of the study is critical texts in modern foreign media dedicated to the author’s work. The objective of the study is to outline the media discourse around the figure of Oriana Fallaci and her journalism during 2017-2020. The methodology. The following methods have been used in the process of scientific research: historical, comparative, systems analysis, content synthesis, and others. The main results. In total, we have analyzed eight materials in foreign publications, published over the past 3 years, as well as the two most famous biographies of Oriana Fallaci. Some of the most recent reviewed texts have been published in the last few months, reflecting the interest in the author’s journalism, her writing, and reporting. Therefore, we see the need for further tracking and analysis of this body of texts. Conclusions. Critics of Fallaci express polar views that are not all negative. Authors re­commend quite cautiously her texts for reading, emphasizing their positive aspects. Both Fallaci’s biographies are also not entirely complementary: some aspects of her work are glorified, others are condemned. We managed to find general tendencies in the criticism of Oriana Fallaci’s journalism. These include accusations of xenophobia and Islamophobia, uncompromisingness, lack of political correctness, and moral value. The authors emphasize, at the same time, the openness and directness that bribe the reader, patriotism and honesty, strength of spirit and firmness of position. Significance of the research. The analysis of the latest criticism reveals what kind of media image Fallachi’s figure has today, and gives the possibility to research it for demonization and one-sided coverage. This is important not only for thorough research of the author’s work but also for understanding how the modern world perceives journalism, which is contrary to the generally accepted principles of political correctness, journalistic ethics, and humanity.

Over the last decade, many researchers have conducted randomised trials alongside economic models. The work of these researchers has shown that both approaches are strengthened by their combined use and the conclusions they lead to are full of policy implications. In the latest CEDIL Methods Brief, Edoardo Masset, Research Director, CEDIL Programme, uses three examples to offer tips on the application of modelling to evaluate development interventions and explore various policy questions. The brief shows that models and experiments should be seen as complementary, rather than as alternative approaches. This report is part of the GO Lab-supported International Network for Data on Impact and Government Outcomes (INDIGO). This report reflects on the general landscape of impact bond projects across the world. The first section analyses the countries leading the way with impact bonds in a number of categories and it also examines the distribution of projects across different policy sectors. The second section provides an overview of international impact bonds - projects where at least one of the outcome payers is located in a different country to the location of service delivery. It presents key statistics on international impact bonds, and analyses their distribution across policy areas and geographies. The last section features the projects of the Life Chances Fund. The enormous individual, familial, and societal burden of child sexual abuse has underscored the need to address the problem from a public health framework. Much work remains, however, at the first step of this framework — defining and understanding the scope of the problem, or establishing incidence and prevalence estimates. In this occasional paper, we provide an overview of the ways researchers have defined and estimated the scope of child sexual abuse, focusing on agency tabulations and large-scale surveys conducted over the last several decades. More precise estimates of the number of children affected by child sexual abuse would improve the ability of the public health, child welfare, pediatrics, and other communities to prevent and respond to the problem. We recommend using a comprehensive surveillance system to assess and track the scope of child sexual abuse. This system should be grounded by common definitional elements and draw from multiple indicators and sources to estimate the prevalence of a range of sexually abusive experiences.

We have seen drastic changes in the music profession during the last 20 years, and consequently an increase of new professional opportunities, roles and identities. We can see elements of a collective identity in classically trained musicians who from childhood have been introduced to centuries old, institutionalized traditions around the performers’ role and the work-concept. Respect for the composer and his work can lead to a fear of failure and a perfectionist value system that permeates the classical music. We have to question whether music education has become a ready-made prototype of certain trajectories, with a predictable outcome represented by more or less generic types of musicians who interchangeably are able play the same, limited canonized repertoire, in more or less the same way. Where is the resistance and obstacles, the detours and the unique and fearless individual choices? It is a paradox that within the traditional master-student model, the student is told how to think, play and relate to established truths, while a sustainable musical career is based upon questioning the very same things. A fundamental principle of an independent musical career is to develop a capacity for critical reflection and a healthy opposition towards uncontested truths. However, the unison demands for modernization of institutions and their role cannot be solved with a quick fix, we must look at who we are and who we have been to look at who we can become. Central here is the question of how the music students perceive their own identity and role. To make the leap from a traditional instrumentalist role to an artist /curator role requires commitment in an entirely different way. In this article, I will examine question of identity - how identity may be constituted through musical and educational experiences. The article will discuss why identity work is a key area in the development of a sustainable music career and it will investigate how we can approach this and suggest some possible ways in this work. We shall see how identity work can be about unfolding possible future selves (Marcus &amp; Nurius, 1986), develop and evolve one’s own personal journey and narrative. Central is how identity develops linguistically by seeing other possibilities: "identity is formed out of the discourses - in the broadest sense - that are available to us ..." (Ruud, 2013). The question is: How can higher music education (HME) facilitate students in their identity work in the process of constructing their professional identities? I draw on my own experience as a classically educated musician in the discussion.
