Abstract:
With the rise of the concept of “culture”, numerous attempts were made to integrate it into state policy, but failed. “Culture” then required a clear and unambiguous definition. A new effort, known as the “debate about cultural and creative industries”, was undertaken in a new historical context at the beginning of this century. This article tries to clarify the main arguments and positions in these recent debates, and to analyze the attempt of a new operationalization of culture by means of economic discourse in the critical perspective. This attempt was carried out under the new academic slogan of “creative industries”, with which politicians, international and national functionaries, as well as representatives of the academic community pinned their hopes on the invention of a new model of economic growth. One of the principal theses of the article is that this kind of operationalization is not realistic because “creativity”, like “culture”, is not amenable to any mathematization, commodification, or unambiguous interpretation. The policy of “creative industries” is considered through a tendency to a total commercialization of cultural production and its global standardization. The article analyzes different national models of its implementation, as well as the results. One of the most important outcomes of this policy is a growing distrust of the “archaic” forms of cultural knowledge that have been formed in and by national states: the statistical approach as well as its instruments are inappropriate and inadequate as state-of-the-art when the corporate sector almost completely defines rules and standards of a cultural production. This raises the question of whether the state needs a holistic view of culture and the exercising of control functions in this sector of production. In this perspective, the article raises the problem of whether the policy of creative industries is adequate and appropriate for the Russian Federation.

Abstract:
The article considers the stages of implementation of the model of development of students' creative potential of a humanitarian gymnasium, created on the basis of the provisions of personality-oriented, activity, competence, subject, culturological, environmental, acmeological and axiological approaches. In the course of the research it was found out that, the development of the students' creative potential of a humanitarian gymnasium should be carried out at the following stages: motivational-target, content-cognitive, activity and evaluation-effective. At the first, motivational-target stage, the tasks of testing the spiral of students' creative potential and “degrees of creativity” on the example of communities of children and adults in the humanitarian gymnasium were solved. Such communities have become the educational and cognitive community of classmates as the ones most likely to be organized at school. At the second, semantic and cognitive stage, the task was to test the “spiral of development of the students' creative potential” in the communities of children and adults formed in the institution of additional education. The implementation was carried out in various forms of activities: collective creative work, field creative meetings, creative reviews conducted in a non-traditional form. At the third, activity stage, the task of testing the idea of creating a variety of creative children and adults communities in the educational institution and ensuring the right of a child choice was solved. This allowed clarifying the types of pedagogically organized children and adults communities, to use fully the opportunities of coordinated professional activities of the “team of like-minded teachers” for the development of creative individuality of each child. At this stage, the following forms of work were used: talks-discussions, creative games, press conferences, marathons of thoughts, TV relays, and projective activities. The logic of the organization of the life of communities and the content of each stage are presented in accordance with the program “The Spiral of the Development of Student's Creative Potential”.

Abstract:
Innovations are crucial for most of the companies to survive. However, the concept of innovation has become broader, including new forms of open innovation, such as crowdsourcing. The aim of this paper is to define the business model of a crowdsourcing-driven organization to create value. Empirical research consists of case studies on current crowdsourcing platforms, focus groups with potential crowd members and in-depth interviews with potential customers of creative agencies. Best practices were combined with solutions for closing the most significant gaps in order to create a successful business model. The developed model suggests separating the crowd into free users and an empowered core team and enabling collaboration. Moreover, an innovative motivational model is introduced. Due to a three-step sequence of solution/idea generation, superior value is proposed to the customer. Another competitive advantage should be flexibility and adaptability to the customer’s needs. The paper is original since extended analysis of all crowdsourcing stakeholders is delivered. It also has practical value proposing a business model for creative agencies.

Abstract:
Companies develop co-creation platforms to collect innovative ideas generated by consumers. The idea competition model is traditionally used to organise such collective action and has been widely implemented by companies. In parallel, the development of collaborative platforms and social networks have led to the appearance of co-creation platforms based on a cooperation model with community features. In addition to these two classical models, a third model, a combination of competition and cooperation — the coopetition model — has emerged. Although there is growing interest in this model, no study to date has compared its performance to the other two models. Our research objective is to investigate and compare how these three models affect creative performance in terms of idea quantity and quality. We thus conducted an experiment with 177 students to generate ideas that were submitted to an established company. The results show that the coopetition model generates more ideas and more creative ideas than the other two models. We also offer insights on how a consumer co-creation platform should be designed to achieve better creative performance.

This study uses locally weighted regression to identify county-level characteristics that serve as drivers of creative employment throughout the southern United States. We found that higher per capita income, greater infrastructure investments, and the rural nature of a county tended to promote creative employment density, while higher scores on a natural amenity index had the opposite effect. We were also able to identify and map clusters of rural counties where the marginal effects of these variables on creative employment density were greatest. These findings should help rural communities to promote creative employment growth as a means of furthering rural economic development.

Abstract:
At the center of the research are specifics of cognitive development and creative abilities of preschoolers in the process of acquisition of symbolic means for solving creative tasks with "high uncertainty factor". These means are the "author’s symbol" and the "visual model" in the art of sculpting. The " visual model" refers to a form of mediation through graphically designed planning and creating initial sketch of the future design. The “author's art symbol” represents the author's individualized outlook on his surroundings that has an emotionally subjective imprint. The experiment showed that the implementation of symbolic means to solve tasks in expressive modeling contributes to the development of creative abilities of children, formation of the emotional reflection, and the enrichment of creative product. The “author's symbol” in sculpture is one of the communication and meta- communication means, “visual metaphor” which is the “author’s message”, expressing a subjective attitude towards himself and the world.

Abstract:
This article proposes a novel management model for cultural, creative, and historic tourism cities. The creation of the model is based on previous literature and in the study of Barrio de las Letras, in Madrid, to identify the key components to successfully develop creative tourism ecosystems. The model integrates the literature on city center management and, unlike previous studies, incorporates missing elements, such as the role of small businesses associations and collaboration networks among diverse stakeholders to develop a cultural–historic tourism ecosystem. This model represents a proposal that supports the coexistence of the private and public sector and sustainable governance models that integrate the inhabitants of city centers with the economic activity generated by urban tourism. The model was developed by an analysis of secondary sources, interviews with key informants, and questionnaires of entrepreneurs located in a recently invigorated cultural and historic neighborhood. The contribution of knowledge offered by this paper is the proposition of a management model that can aid town centers to create competitive cultural/creative/historic tourism ecosystems while still preserving the sustainability of their social/commercial fabric. Therefore, the collaboration of cultural organizations, hospitality industry and retail can promote cultural, creative, and sustainable management model of historic urban centers.

Abstract:
As the generation changes, the wide variety of information available has sparked a lot of creativities in the new generation of users. The users expect to modify or successively design the products after purchase according to their own creative needs. “User creativity orientation” becomes a focus in new product development. Products which facilitate user’s creativity can be viewed as a creativity platform. The development of software in this aspect has been going on for years, while the research and relevant discourses on physical products are still lacking. This study proposes a development model of User Creativity Platform (UCP) for physical products, which includes eight steps: (1) User creativity needs exploration, (2) Functionality classification, (3) Primary and secondary components development, (4) Creativity-friendly interface design, (5) Design prototyping, (6) Creativity potential confirmation, (7) Intellectual property protection, and (8) Implementation. According to the proposed model, a set of the storage furniture has been developed and successfully granted invention patent. The model opens up a new dimension for designers to develop a user-friendly interface for user creation, rather than merely for user assembly. The feasibility of the model was also validated on the flexible furniture and toy design for pre-school kids.

Abstract:
This research was motivated by the research findings of The Global Creativity Index 2015 and The Global Innovation Index 2020 where the creativity and innovation index in Indonesia tends to be low. This was also reflected in vocational education, especially in Embroidery learning at the Padang State University (UNP) Fashion Design Study Program where the products produced are generally less creative. For this reason, efforts are needed to develop student creativity in learning. The purpose of this research was to obtain a learning model designed to encourage the development of students' creative attitudes, which is reflected in the creative products produced in learning. This research and development method uses the Plomp (2013) development model with three stages, namely the preliminary research stage, the design and develop prototype stage, and the assessment stage. The design of the learning model was validated by 5 people who were experts in their fields and tested the level of practicality in small groups and field tests. The data were analyzed using the Aiken V formula. The Learning Model Based on student research activities has been assessed as valid, and practical so that it can be used in learning, especially to develop student creativity to produce creative products in Embroidery learning. The syntax stages designed in the form of formulating general questions, integrating research, exploring ideas, designing, improvising and creating creative products, presenting and evaluating have been assessed as valid and practical and can be implemented in learning.
