This article examines the key events leading to the creation of the California higher education system and Clark Kerr’s influential concept the “multiversity.” The wide, uncritical reception of this term requires explanation, which the essay explores both in terms of Kerr’s 1963 book, The Uses of the University, and in terms of its impact even on historical scholarship about American higher education. The essay concludes by finding the multiversity a highly selective (not an inclusive) standard and a latter-day extension of a pragmatic ideology with a long history and many unacknowledged problems.

This article traces the pluralist politics at the heart of Clark Kerr's bookThe Uses of the Universityto the present-day politics of diversity. Pluralism was the dominant theory of American politics at midcentury, and Kerr was among its most admired spokespersons. First as a labor economist and strike negotiator, then as chancellor of the University of California, Berkeley, and later as president of the University of California system, Kerr relied on “pluralistic decision-making” to harmonize relations among the multiversity's mix of vested interests. Shortly afterThe Uses of the Universitywas published in 1963, however, student protesters at Berkeley and at other multiversities like it let Kerr know that they had grown tired of the pluralist politics that he championed. Ironically, in their effort to upend the pluralist status quo and to make politics more participatory, campus insurgents sowed the seeds for the growth of a new brand of pluralist politics known as diversity. By uncovering the relationship between pluralism and diversity, this article reveals the enduring—and surprising—political legacy of Kerr's multiversity model 50 years after he unveiled it.

Abstract:
The purpose of this study was to evaluate the advising system at a complex multiversity and provide answers to both summative and formative evaluation questions. The results suggest that most students (a) are advised, feel that their advising needs have been met, and are satisfied with the help they receive. Students, in general, are less satisfied with the help they receive with specific issues and concerns. However, the results also show that (a) relatively few students consider faculty to be their primary advisors, (b) many students seek advising help from multiple sources, and (c) a majority of students spend 15 minutes or less per semester with their primary advisor. Implications of these results for academic advising at multiversities are discussed.

Abstract:
Over the course of this consideration, I explore the philosophical commitments that result in the idea of a ‘university’ as well as the implicit philosophical commitments that result in the idea of a ‘multiversity’. That is to say, I consider how conceptions about the nature of the universe and the human person influence conceptions about the nature, purpose, and ultimately, the justification of the distinctively uni-versity and multi-versity.
 I hope to accomplish three tasks by this consideration’s end: (1) Provide an adequate historical sketch of the development of the higher education institutions in the West, universities and multiversities alike. (2) Draw attention to the philosophical and organizational commitments inherent and unique to each project (university and multiversity) and thereby begin the process of gaining a greater precision and thoughtfulness when speaking of each project. (3) Establish that a revival of a basic philosophical grammar centered on the human person is necessary in order to establish a rational, defensible, and sustainable foundation and justification for the projects of the university and of higher education.

Abstract:
Fault-tolerant architectures for software-based systems have been used in various practical applications, including Right control systems for commercial airliners (e.g. AIRBUS A340, A310) as part of an aircraft's so-called fiy-bY-'win: Right control system [1], the control systems for autonomous spacecrafts (e.g. Cassini-Huygens Saturn orbiter and probe) [2], rail interlocking systems [3] and nuclear reactor safety systems [4, 5]. The use of diverse, independently developed, functionally equivalent software modules in a fault-tolerant con- figura tion has been advocated as a means of achieving highly reliable systems from relatively less reliable system components [6, 7, 8, 9]. In this regard it had been postulated that [6] "The independence of programming efforts will greatly reduce the probability of identical softuiare faults occurring 'in two 01' more versions of the proqram." Experimental evaluation demonstrated that despite the independent creation of such versions positive failure correlation between the versions can be expected in practice [10, 11]. The conceptual models of Eckhardt et al [12] and Littlewood et al [13], referred to as the EL model and LM model respectively, were instrumental in pointing out sources of uncertainty that determine both the size and sign of such failure correlation. In particular, there are two important sources of uncertainty: The process of developing software: given sufficiently complex system requirements, the particular software version that will be produced from such a process is not knqwn with certainty. Consequently, complete knowledge of what the failure behaviour of the software will be is also unknown; The occurrence of demands during system operation: during system operation it may not be certain which demand 11 system will receive next from the environment. To explain failure correlation between multiple software versions the EL model introduced lite notion of difficulty: that is, given a demand that could occur during system operation there is a chance that a given software development team will develop a software component that fails when handling such a demand as part of the system. A demand with an associated high probability of developed software failing to handle it correctly is considered to be a "difficult" demand for a development team: a low probability of failure would suggest an "easy" demand. In the EL model different development. teams, even when isolated from each other, are identical in how likely they are to make mistakes while developing their respective software versions. Consequently, despite the teams possibly creating software versions that fail on different demands, in developing their respective versions the teams find the same demands easy, and the same demands difficult. The implication of this is the versions developed by the teams do not fail independently; if one observes t.he failure-of one team's version this could indicate that the version failed on a difficult. demand, thus increasing one's expectation that the second team's version will also fail on that demand. Succinctly put, due to correlated "difficulties" between the teams across the demands, "independently developed software cannot be expected to fail independently". The LM model takes this idea a step further by illustrating, under rather general practical conditions, that negative failure correlation is also possible; possible, because the teams may be sufficiently diverse in which demands they find "difficult". This in turn implies better reliability than would be expected under naive assumptions of failure independence between software modules built by the respective teams. Although these models provide such insight they also pose questions yet to be answered.

Snapshot Isolation (SI) is a multiversion concurrency control that has been implemented by open source and commercial database systems such as PostgreSQL and Oracle. The main feature of SI is that a read operation does not block a write operation and vice versa, which allows higher degree of concurrency than traditional two-phase locking. SI prevents many anomalies that appear in other isolation levels, but it still can result in non-serializable execution, in which database integrity constraints can be violated. Several techniques have been proposed to ensure serializable execution with engines running SI; these techniques are based on modifying the applications by introducing conflicting SQL statements. However, with each of these techniques the DBA has to make a difficult choice among possible transactions to modify. This thesis helps the DBA’s to choose between these different techniques and choices by understanding how the choices affect system performance. It also proposes a novel technique called ’External Lock Manager’ (ELM) which introduces conflicts in a separate lock-manager object so that every execution will be serializable. We build a prototype system for ELM and we run experiments to demonstrate the robustness of the new technique compare to the previous techniques. Experiments show that modifying the application code for some transactions has a high impact on performance for some choices, which makes it very hard for DBA’s to choose wisely. However, ELM has peak performance which is similar to SI, no matter which transactions are chosen for modification. Thus we say that ELM is a robust technique for ensure serializable execution.

It seems that financial reporting becomes more important to the users. The study makes a research on this topic to inspect the functions developed by financial reporting of University Fund. Higher Education in United States is famous as its multi-development. It lays emphasis on teaching, research and relative service. Public universities and colleges have traits of non-profit organization and use the fund accounting for control purposes. So Introduce the concept of fund accounting, accounting basis and measurement focus. Besides Governmental Accounting Standards Board(GASB)added a project on accounting and financial reporting by public universities and colleges to its agenda in 1986. These researches and governmental accounting standards series may offer some references. Recent years, there have been some major reforms in higher education system of the ROC, which put University Fund into practice. Though by analyzing financial reports of eight national universities adopting University Fund over three years, we can evaluate their financial positions. But some accounting treatments influence representations of financial information. We make lots of amendments on accounting treatments and financial statements based on both of GASB statement No.35 and national specialists′ opinions. In case study, try to adapt statement of revenues, expenses, and changes in net assets for statement of revenues and expenditures; statement of net assets for balance sheet. For financial statements are the core of financial reporting. We think such adaptations will transmit more relevant, understandable, and comparable information to help all the users get aware of how the schools operate and which economical resources they abstain. At last, the study presents some conclusions and suggestions. Hope to attract the authorities concerned on financial reporting provided by University Fund. To establish a sound accounting system suitable for it, which narrows the gaps among public and private schools, can resolve such problems and improve the characteristics of financial information.

In the long run, Taiwanese government always pays more attention in developing public multiiversities than the private multiversities; and the multiversities in the eastern region of Taiwan are also disregarded. However the Ministry of Education announced tries to improve the research efficiency for better multiversities through “five-year-fifty billion” project. This study employs three-stage data envelopment analysis to evaluate the relative teaching and research efficiency for 40 multiversities. In the first-stage, the average pure technical efficiency for public multiversities is lower than private multiversities, and the same results can be obtained in the third-stage analysis. However, the average pure efficiency for eastern region’s multiversities is poor, but it is improved in the third-stage analysis. It concluded that the academic supports for eastern multiversities are much lower than other regions, but the multiversities in the eastern region can utilize the supports efficiently. It shows that the scales of eastern multiversities are too small. Thus, the Ministry of Education needs to expand the scales of eastern multiversities. Besides, this study finds that some multiversities perform less efficiency even they get the extra support from “five-year-fifty billion” project. Therefore, the study suggests that the Ministry of Education needs reconsider the “five-year-fifty billion” project.

The budgeting system of national universities of the Republic of China is in an experimental process to convert from general fund to special fund entity. 24 universities and colleges have bean chosen to participate in this 1999 fiscal year. This special fund give those organizations the opportunities of having more discretion over their budgeting procedures than ordinary government agencies. The purpose of this conversion is to motivate national universities and colleges to be more independent in its financial operation and improve its efficiency. This study aims at understanding student cost structure of national universities and colleges and quantify student cost. In this paper we discuss some of the problems facing attempts to quantify cost functions for higher education, and present some new estimates for national university cost functions in the Republic of China. Cost function are generally estimated directly from aggregate cost and output data. Experience suggests that best results are obtained by using total costs as the dependent variable, rather than attempting to specify a relationship for, say, average costs and estimating that directly from unit expenditure data. The results of this study : 1. Student unit cost in multiversity are much than that in teachertraining colleges. 2. There are different cost drivers among multiversity and teachertraining colleges in the same expense due to their different mission. 3. There are different cost function in different kind of universities and colleges.

Abstract:
The article considers an original method of decomposition of fault-tolerant multiversion software systems in the aircraft flight path monitoring complex. The method of multi-attribute analysis is used, within which decomposition into functional subsystems is carried out taking into account the commonality of functions performed by program modules. In the paper, the attribute of importance of functions is determined based on the overall function of the aircraft and the set of tasks that are set for it. The division of program modules into types makes it possible to determine possible ways to improve their reliability. Multiversion programming, the method of recovery blocks and the scheme of t/(n-1)-variant programming are considered.
