Abstract:
This thesis studies the relationship between pension incentives and formal labour market participation in a multi-tier de ned contribu- tion pension system. During 2008 a mayor pension reform was imple- mented in Chile, changing simultaneously the redistributive welfare and contributory tier of the system, introducing several elements to boost formal labour market participation and reduce inequalities. The expected pension wealth at retirement and the accrual rate have di er- ently changed for di erent group of the population due to the reform. I estimate the e ects of the reform on formal labour market partici- pation using two di erent empirical strategies: First, I use a di erence in di erence estimator to address the e ect of the expected pension wealth on formal labour market participation. I exploit the di eren- tial e ects of the reform on individuals belonging to di erent groups to gain identi cation. The endogenous pension wealth is instrumen- talized using time and group dummies. Second, I solve and estimate a dynamic consumption, labour supply and pension savings accumula- tion life cycle structural model. It complements the existing literature by incorporating the choice of two sectors in the labour market, the formal and informal labour sectors and by allowing for intrahouse- hold bargaining power. Households choose individuals' sector labour supply and consumption in an environment with uncertainty given by sectoral wage shocks, future marital status and future fertility choices. The main results of the thesis are threefold. Firstly, the changes in the nal pension wealth at retirement and the accrual rate have reduced formal labour market participation. Secondly, the reform has increased not only the self- nanced pension wealth but also has importantly improved the nal pension due to the rst tier reform. Finally, even though the nal pension changes have been positive for both gender, the female pension improvement has been much higher than the rise for men reducing the gender inequalities.

The main aim of this dissertation is to compare the pension systems of Czech and Slovak Republic. The first part is dealing with the theory of pension systems and places emphasis on main philosophic concepts, from which these come from. The second part describes main attributes of Czech pension system and points out, that its reform is really needed. The third part of this dissertation analyses pension reform, which has been adopted in the Slovak Republic. Its aim is to consider all positives and negatives of this reform as well. The further development of Slovak pension system after adoption of this reform examines the fourth part of this dissertation. The last part compares the Czech and Slovak pension system and tries to evaluate, which conception of pension reform would be the best for the Czech Republic.

This report provides an extensive overview of the history of the Swedish pension system. Starting with the implementation of the world's first universal public pension system in 1913, the report discusses the political as well as the economic background to each major public pension reform up until today. It presents the rules and the institutional details of these reforms and discuss their implications for retirement behavior, the general state of the economy and the political environment. Parallel to the development of the public pension system, a comprehensive and quite complex occupational pension system has emerged. This report describes the historical background and the institutional details of the four largest agreement-based occupational pension schemes in Sweden.

Abstract:
A central theme in the comparative political economy of the welfare state is the complementaries between political institutions, social policy, and labour markets. Yet little has been written to uncover this political-economic nexus in China, the world’s second largest economy. This thesis partly addresses this gap by studying the country’s public pension arrangement, the most expensive component of the Chinese welfare state. It reveals the working of the political-economic nexus in contemporary China by showing how it leads to two puzzling characteristics of the Chinese pension system, namely the rapid expansion in the absence of electoral pressures and the persistent regional fragmentation despite an authoritarian central government. It argues that the decentralised authoritarianism, in which China’s authoritarian central state delegates to regional governments and motivates them to achieve its developmental goals, drives municipal authorities to compete with each other in generating economic growth. In the inter-municipal economic competition, local leaders adopt an expansionary yet localising pension policy. This facilitates the formation of specific industrial skills, which are productive for particular local industries, and the retention of skilled industrial workers. All of this is important to local economic development in a context of industrial upgrading and labour market tightening. It is argued this is the political-economic logic of China’s pension system.

In 1981 Chile was the fi…rst country in the world to privitise its pension system moving from a pay-as-you-go scheme (PAYG) to a De…fined Contributions (DC) scheme. Individuals in the labour market at the time of the reform were given the choice to either stay in the PAYG system or to opt-out to the DC scheme. New entrants must join the DC system. Exploiting the wide differences in pension formulas across schemes, I …firstly fi…nd that the reform signi…ficantly increased expected pension wealth for most of those who opted-out. I then investigate the extent to which households substitute this increase by decreasing accumulation of other wealth. As the decision to either stay or to opt-out was not random, I gain identi…fication through an instrumental variable approach. I …find a pension offset of around 30%. Among the possible reasons for the incomplete offset are imperfect information, the desire to compensate for new risks faced and habit formation. Lastly, through a non-linear random effects dynamic model that allows for state dependence and unobserved heterogeneity, I estimate the effect of pension system design on individuals' formal/informal labour market decisions. Results indicate that individuals in the DC scheme are 23% more likely to be formal than those in the PAYG scheme at any one period. Further, simulations show that the boost in formality caused by the reform lasts throughout the life cycle. State dependence is even more important indicating that labour market past decisions do affect future ones. The unobserved heterogeneity is also high and signifi…cant but it is only a …fifth of the state dependence. The results on state dependence and initial condition suggest that there is scope for public policy to affect formality decisions.

Abstract:
The objective of this thesis is to examine the effect of pension system design on saving. Chapter II analyses the relationship analytically, in a two-period two-generation partial equilibrium Samuelson-type of OLG model in the logarithmic format, augmented by design of the public pension system and by the mandatory funded pension programme with the displacement coefficient. The model predicts higher household saving for countries with a lower contribution rate, higher redistribution within the public system and greater importance of private pension savings, i.e. systems that could be classified as ‘Beveridge’. Partial derivatives of the model are numerically simulated. Chapter III first deals with the measurement issue, defining the set of ‘pension design indicators’ that will be used later for the empirical analysis. Then it tests the ‘convergence hypothesis’ of pension models using several methods. The results unambiguously suggest that, despite a convergence in pension policy goals, convergence of pension models has not occurred i.e. the pension systems around the world are still influenced by their historical paths. Chapter IV empirically investigates the effect of pension system design on saving rates. The first part of the analysis closely follows work in Disney (2005), with somewhat differently calculated public pension design variables and with data for the 2000s. I also tested the impact of private pension component on household saving. The overall pension system design was estimated using principal components composite indices. The results obtained using a number of estimation methods have not confirmed the predictions of the theoretical model, and are actually counter-intuitive. In addition to methodological issues related to household saving data, a possible explanation for this could be the complexity of household saving behaviour that needs to be adequately controlled for. The final chapter summarizes the findings, discusses limitations of empirical investigation and sets forth directions for future research.

This work discusses the current and future state of the Brazilian Pension Fund System and points out the opportunities for the private pension fund industry. Additionally, this paper proposes an innovative model for the new generation of retirement products based on the Goal-Based Approach, adapted to the Brazilian market. This paper is the result of intense research based on the most significant bibliography in this area, as well as interviews with pension funds experts from the private, academic and public sectors. The thesis demonstrates that the creation of the complementary fund for federal employers was a significant initiative, but it is far from solving the pension system deficit problem. Additionally, the paper criticizes the high market share concentration among only six players, which creates an "oligopoly" extremely harmful for investors, who are offered old-fashioned products at exorbitant fees. It also presents an adaptation of the Goal-Based Approach that is expected to become the new standard for the next generation retirement products. Finally, apart from the political changes that should be pursued to guarantee the stability and future of the national budget, competition must increase. The diploma thesis in the first part deals with an overview of basic pension schemes, their typology and distribution. Further, this section deals with the reasons for the reform of the pension system and demographic developments and general trends in pension protection system. The second part deals with analyse the so-called "small" and "large" pension reform, then analysis of the current pension system in Czech Republic for each column of the pension system in particular. At the end thesis represents a model calculation of the expected cash income at retirement age from three columns of the pension system based on specified parameters adaptable to a wide range of subjects which can be calculated for each pillar in particular. Thesis concludes that participation in second column of pension system is advantageous for those, who have salary above average or for people, who have restricted access to save on retirement.

There are ongoing discussions about a new reform of the mandatory fully funded individual accounts in the Swedish public pension system. Since the initial round in 2000, several funds have been excluded from the platform due to deceptive, and sometimes criminal, behavior towards the consumers. This paper analyzes which individuals that have invested in these funds, examines possible explanations for this, and sheds light on the current structure of the Premium Pension Scheme. By using a rich dataset on 650,000 individuals that consist of both those who have been in six particular dubious funds and a random sample of the rest of the Swedish pension savers, the variables of interest are evaluated in a logistic setting. The results show that individuals who are men, unmarried, divorced, in their older-middle age, have lower-incomes, live in rural areas, and the North of Sweden are more likely to have invested in one of the dubious funds. The results also reveal that some funds have clearer target-groups, while others have targeted more randomly. The study emphasizes the need for improving people’s financial decision-making through improved information.

Abstract:
The main addressed question of this thesis is whether international experiences indicate that private pension pillar contributes to the profitability and stability of pension system and economic development. Firstly, global private pension pillar is characterized. Its long term return is estimated from derived virtual portfolio. Following Aaron-Samuelson principle, it is calculated notional return of global public pension pillar. Comparing returns of both pillars, there is slightly higher return of private pension pillar, but considering variability, entailing risk, the public pension pillar becomes favorable. Moreover, combination of both pillar doesn't seem to be effective since both returns are well correlated. Next section of the thesis deals with economic effects of private pension pillar on labor market. Simple correlation doesn't proof a positive linking of private pension pillar's contribution magnitude and labor activity, expressed as an average annual working time of population in productivity age. Subsequent analysis of private pension pillar's outlook in selected countries illustrates unfulfilled expectations of participants in private pension pillars. Reflecting all particular findings, it wasn't confirmed that private pension pillars substantially contribute to profitability and stability of pension system and performance of economy.

Baigiamajame darbe darbo autorė apžvelgia Lietuvos pensijų fondų raidą. Darbe išskiriami tokie pagrindiniai aspektai: istorinė pensijų fondų atsiradimo apžvalga, pensijų fondų veikla, pensijų fondų klasifikavimas ir veiklos ypatumai, pensijų fondų analizė. Panaudodama Lietuvos Respublikos pensijų kaupimo veiklą reglamentuojančius įstatymus, kitą reikalingą medžiagą ir surinkus duomenis apie pensijų fondus, darbo autorė išanalizavo pensijų fondų atsiradimo eigą, suklasifikavo pensijų fondus į grupes, pagal investicijų į akcijų rinkas dalį. Atlikus dalyvių pasiskirstymą tarp pensijų kaupimo veiklą vykdančių įmonių, darbo autorė išnagrinėjo kokioms bendrovėms Lietuvos gyventojai labiau patiki valdyti savo lėšas. Atlikus dalyvių pasiskirstymą pagal investavimo strategijas, autorė sužinojo kokius pensijų fondus žmonės linkę pasirinkti.<br>Referring to the laws of the Republic of Lithuania, which regulate the pension accumulation activity, the other necessary material and the collected data about pension funds, the author of the thesis has analyzed the course of founding of pension funds, has classified pension funds according to the groups, according to the investment share in the share market. After having distributed the participants among the enterprises, which execute the pension accumulation activity, the author of the thesis has investigated the item, i.e. the enterprises, which are mostly trusted by the dwellers of Lithuania from the aspect of management of their means. After having distributed the participants according to the investment strategy, the author has ascertained which pensions funds are mostly popular among people. According to the analysis, which has been done by the author of the thesis, founding of the new pension funds of the II-nd and of the III-rd level is observed. Several large-scale enterprises of the country have expanded the offer of their funds by founding the investment funds, attributed to a larger risk, which invest most their assets into the shares. The author of the thesis would like to stress that a larger number of funds means a tough competition regarding the clients. It’s useful as the increased number of funds urges the pension accumulating enterprises to improve the quality of management, to submit a more specified and various information about their activity. Viešojo sektoriaus ekonomikos magistro baigiamojo darbo tema aktuali tuo, jog Lietuvos visuomenė senėja, išlieka dideli emigracijos mastai, o gimstamumo lygis žemas. Todėl valstybei vis sunkiau spręsti pagyvenusių žmonių gerovės klausimą. Be to, cikliniai ekonomikos svyravaimai sukelia nedarbo lygio ir valstybės skolos augimą bei darbo užmokesčio mažėjimą. Nestabilios tampa ir finansų rinkos, todėl pablogėjusi fiskalinė padėtis, savaime suprantama, trikdo pensijų sistemos finansavimą, o investicijų grąžos ir turto vertės sumažėjimas trumpuoju laikotarpiu veikia (has implication – impact) pensijų kaupimo sistemų finansinę grąžą bei mokumą. Iki šiol nei vienai šaliai nepavyko sukurti pensijų sistemos, kuri neturėtų rimtų trūkumų, todėl tęsti studijas ir ieškoti geriausių sprendimų reformuojant pensijų sistemas yra prasminga. Šio darbo tikslas buvo įvertinti Lietuvos pensijų sistemos rezultatyvumą ir jos tvarumą ilgalaikėje perspektyvoje bei nustatyti sistemos tobulinimo kryptis. Because of these factors the assurance of citizens social welfare is a complicating task for a State. Moreover, cyclical economics fluctuations cause the rise in public debt and unemployment level, also the fall in wages. Consequently financial markets become unstable and the worsen fiscal situation disturbs the sponsorship of pensions system. Moreover, the fall in investments change and value of assets in short run has impact on financial change of pensions funds and its paying capacity. Until now all of the states failed to create pensions system without serious drawbacks, so the extension of studies in search of best solutions for pensions system is still meaningful and even essential. The goal of this paper work was to evaluate the effectiveness of Lithuania‘s pensions system, its stability in the long run, and to sattle the improvement directions. El primer y segundo capítulo enmarca el ámbito donde vamos a desarrollar la presente investigación. El primero hace un repaso al Fundamento Teórico de las Administradoras de Fondo de Pensiones para saber cómo se desarrolla este modelo de negocio en Perú y bajo qué reglas se encuentra establecido. En el segundo capítulo se profundiza la teoría correspondiente a la Administración del Riesgo y la Teoría del Portafolio, fundamentos donde se centrará el marco metodológico. Finalmente, uniendo la base teórica, nos introducimos en la comprobación empírica donde podemos demostrar que los límites de inversión efectivamente reducen el espectro de rentabilidad para los portafolios; sin embargo, dada la incertidumbre en la que se desenvuelven los gestores a la hora de toma de decisiones, los límites son necesarios para construir un perfil de riesgo para los diferentes fondos administrados y porque estos ayudan a limitar las pérdidas potenciales de activos altamente volátiles.<br>The main objective of this document is to analyze the impact of the regulatory investment limits on the performance of the profitability of the Pension Administrators and how the flexibility of these limits can help to improve the returns for contributors. The first and second chapter frames the area where we are going to develop this research. The first one reviews the Theoretical Foundation of the Pension Fund Administrators to know how this business model is developed in Peru and under what rules it is established. In the second chapter, the theory corresponding to Risk Management and Portfolio Theory is deepened, fundamentals where the methodological framework will focus. Finally, by joining the theoretical basis, we enter the empirical test where we can demonstrate that investment limits effectively reduce the spectrum of profitability for portfolios; however, given the uncertainty in which managers develop when making decisions, the limits are necessary to build a risk profile for the different managed funds and because they help limit the potential losses of highly volatile assets.<br>Trabajo de investigación

<p>Sammanfattning Introduktion: Sverige har en lång tradition av olika pensions system, så tidigt som 1914 blev det första sy-stemet implementerat. Systemet har blivit förändrat åtskilliga gånger och 1998 infördes Premie Pensions (PPM) systemet. PPM är en blandning av ett distributionsbaserat system och ett fondbaserat system. 16 procent av en individs inkomst är bundet till det distribu-tionsbaserade systemet för att kunna finansiera dagens pensioner. 2,5 procent av en indi-vids inkomst är låst till det fondbaserade systemet och kan investeras av individen i olika fonder. PPM systemet har blivit utsatt för mycket kritik eftersom tidigare studier påvisat att flertalet svenskar inte gör aktiva fondval samt att de har otillräcklig kunskap. Diversifiering förklaras bäst genom talesättet; att inte placera alla ägg i samma korg. Diver-sifiering är ett mått på hur väl en investerare lyckats sprida risken i sin portfölj genom att fördela tillgångarna i olika sorters värdepapper. Syfte: Syftet med denna uppsats är att studera huruvida svenskens pensionsportfölj inom PPM är diversifierad. Detta syfte valdes för att ingen tidigare studie med ett likadant syfte genomförts samt där-för att risken med att inneha en dåligt diversifierad portfölj kan vara stor. Metodval: En kvantitativ ansats har använts i denna uppsats då syftet med den är att dra slutsatser ba-serat på en stor urvalsgrupp. Andrahandsdata emottaget från PPM har uteslutande använts för att genomföra den empiriska studien. För att underlätta studien har en viss begränsning av information gjorts. I studien har ett urval av 100 individer samt 50 fonder använts. En avgränsning är att endast fonddata för de tre senaste åren använts. Trots dessa tillkorta-kommanden hävdar författarna att en hög validitet och reliabilitet har uppnåtts i uppsatsen. Slutsats: Efter att ha jämfört individernas portföljer mot efficient frontier, har åtskilliga resultat uppdagats som påvisar samma slutsats; att svenskens pensionsportfölj inom PPM är dåligt diversifie-rad. Handlingsplan för ansvariga: Att genomföra vidare studier med syfte att få mer kunskap om varför portföljerna är dåligt diversifierade samt implementera dessa resultat av studien i praktiken.</p><br><p>Introduction: Sweden has a long tradition of pension systems, as early as 1914 was the first system implemented. The system has been changed a number of times and in 1998 was the Premium pension authority (PPM) system introduced. PPM is a mixture of a distribution-based system and fund-based system. 16 per cent of an individual’s income is devoted to the distribution-based system for financing today’s pensions. 2.5 per cent of an individual’s income is looked in the fund-based system and can be invested by the individual in different funds. The PPM system has been a target for much criticism since earlier studies has shown that the Swedes do not make an active choice nor have the demanded knowledge. Diversification is best explained through the saying; not to place all your eggs in the same basket. Diversification is a measure of how well an investor has succeeded to spread the risk of the portfolio by allocating assets in different securities. Purpose: The purpose of this thesis is to study whether the Swedish inhabitant’s pension portfolios within the PPM system are diversified. This purpose has been chosen because no studies have been made with an identical aim and also that the risk with holding a poorly diversified portfolio is grave. Methodology: A quantitative approach has been chosen since the aim of the thesis is to draw conclusions based on large sample numbers. Solitary secondary data, received from PPM, has been used to conduct the empirical study. To simplify the study limitations of information have been made; in the study samples of 100 individuals and 50 funds have been used. A Delimitation of the study is that only fund data for the last three years has been used. Despite the scarcities of the thesis the authors claim that the thesis has high validity and reliability. Conclusions: When benchmarking the individual portfolios against the efficient frontier a number of results were revealed and they all ended up in the same conclusion that the Swede’s pension portfolio within the PPM system is insufficient diversified. Implication for management of the PPM system To conduct further studies with the aim to get knowledge; why the investments are poorly diversified and find ways to transform the suggestions of the study into practice.</p>

My diploma dissertation concerns the theoretical introduction of the retirement system, economic theories and the cause of the retirement reform in the first part. The second part represents the analysis of so-called small retirement reform and is focused on the retirement system since the beginning in 2013 with the accent to newly established retirement saving. The aim of my diploma dissertation is the evaluation of the existing functioning of the second pillar and the reasons of the low interest of the inhabitants. The comparison with the chosen states where the retirement saving already operates is a part of the second pillar analysis. Slovakia and Hungary are the European representatives with the similar schema of the retirement system and Chilean system is based on the fund financing. The opinion of the population was checked with the questioning. The pivotal part of my diploma dissertation and its main goal is the analysis of the second pillar accession availability from the age, income, family situation, investment strategy point of view and other criteria. The strategy with the low earning is suitable for the higher incomes only as resulted from the calculation. The more aggressive investment strategy with higher earning is convenient for the younger people with lower income and the older the more suitable access contingent on the higher income. As there is no interest in the second pillar participation the goal of my diploma dissertation is the proposal of alternative methods as investment or saving products of the bank institution for the old age security.

In this master thesis the risks and scenarios in the Swedish income-based pension system are investigated. To investigate the risks one has chosen to look at a vector autoregressive (VAR) model for three variables (AP-fund returns, average wage returns and inflation). Bootstrap is used to simulate the VAR model. When the simulated values are received they are put back in equations that describes real average wage return, real return from the AP-funds, average wage and income index. Lastly the pension balance is calculated with the simulated data. Scenarios are created by changing one variable at the time in the VAR model. Then it is investigated how different scenarios affect the indexation and pension balance. The result show a cross correlation structure between average wage return and inflation in the VAR model, but AP-fund returns can simply be modelled as an exogenous white noise random variable. In the scenario when average wage return is altered, one can see the largest changes in indexation and pension balance.<br>I det här examensarbetet (”Risker och scenarion i Sveriges inkomstgrundande allmänna pensionssystem) undersöks risker och scenarier i inkomstpensionssystemet. För att kunna undersöka riskerna har en vector autoregressive (VAR) modell valts för tre variabler (AP-fonds avkastning, medelinkomst avkastning och inflation). Bootstrap används för att simulera VAR modellen. När värden från simuleringarna erhållits kan dessa sättas in i ekvationer som beskriver real medelinkomst avkastning, real avkastning från AP-fonderna och inkomst index. Slutligen beräknas pensionsbehållning med simulerad data. Scenarierna utförs genom att en variabel i taget i VAR modellen störs. Sedan utreds hur denna störning påverkar resterande parametrar som beräknas. Detta görs för olika scenarion. I VAR modellen finns korrelationer mellan medelinkomst avkastning och inflation, men AP-fonds avkastning kan ses som vitt brus. De scenarier som har störst påverkan på indexeringen ¨ar då medelinkomst avkastningen ¨andras.

Le deuxième chapitre propose une revue de littérature sur les systèmes de protection sociale. Le troisième chapitre analyse le taux d'accès au système de protection sociale en fonction de différentes s caractéristiques socio-économiques. Le quatrième chapitre présente une analyse économétrique de la décision de participer au système de retraite. Le cinquième chapitre, en mobilisant le modèle PROST (Banque Mondiale), propose une analyse prospective du système de retraite en Palestine. L'étude prospective détermine le taux de cotisation approprié en fonction de plusieurs scénarios de chômage et son impact sur l'équilibre du système de retraite en prenant en compte la situation spécifique des femmes en Palestine<br>This thesis aims to explore the optimal choice of retirement system for the Palestinian case motivated primarily by the problems of high poverty rate and the noticeably low coverage rate of social security.Accordingly, the first chapter focused on the environmental analysis of the Palestinian case. The second chapter focused on the literature review of social security. The third chapter explores the access rate to social security systems in each aspect of social security by socioeconomic characteristics. While, fourth chapter present an econometric analysis about the decision to participate at the pension system. Finally, chapter five presents and discusses guidelines for an optimal alternative pension reform followed by a projection test for proposed parameters of DB scheme using PROST model (World Bank) in several scenarios. The results determined the most important characteristics that increase the probability to participate to a pension system. Further, the projection shows the proper contribution rates in each unemployment scenario and its impact on the balance of the system and adequacy of income given the specific situation of females in Palestine

Šiame magistro darbe taip pat ištirta Lietuvos privačių pensijų fondų rinkos struktūra bei atlikta išsami Lietuvos privačių pensijų fondų rinkos ekonominė analizė. Pagal šios analizės rezultatus pateiktos privačių pensijų fondų tobulinimo galimybės. Patvirtinta autoriaus suformuluota hipotezė, kad Lietuvoje pensinio amžiaus žmonių aprūpinimas nėra pakankamas, todėl šią problemą galima dalinai išspręsti remiantis privačiais pensijų fondais.<br>This master‘s thesis examinated the concept of social security retirement and discussed social security historical development in Lithuania. Analyzed the private pension fund objective necessity in Lithuania. Also this master‘s thesis has been investigated Lithuanian private pension fund market structure and accomplished detail Lithuanian private pension fund market economic analize. According to the results of the analyze has been present the private pension fund improvement facilities. Author‘s formulated hypothesis – that Lithuania retirement age persons provision is not sufficient, so this problem can be partially resolved by private pension funds,was approved by the reasersh.

The subject of this thesis is application of Notional Defined Contribution system in Czech Republic. In this pension system everybody has his own individual pension account on which he or she saves money. Interest is accredited to this account. When this person retires, the pension is calculated based on pension account balance. Contributions do not really stay in pension system, but they are paid to current pensioners (resemblance to PAYG system). In first chapter I deal with pension systems in general, in second chapter I deal with theoretical NDC system. In third chapter I analyze practical application of NDC system in Sweden. Fourth part of this thesis analyses the possibility of introducing NDC pension system in Czech republic.

Mestrado em Finanças<br>Desde o início do século XXI que a sustentabilidade futura da segurança social portuguesa tem sido muito discutida, sendo que alguns autores argumentam que esta é sustentável, enquanto outros a consideram insustentável. Os principais fatores apontados para a insustentabilidade do sistema são as decrescentes taxas de fertilidade e de natalidade, bem como o alcance da idade de reforma pela geração "baby-boom". Neste sentido, os defensores da insustentabilidade do sistema argumentam que deveria realizar-se uma mudança de paradigma, nomeadamente a adoção de um sistema de contribuição nocional definida semelhante ao modelo sueco, cujo representa a solução mais viável dado dispor de um mecanismo automático que garante o balanceamento do sistema. Para melhor entender se o modelo sueco seria viável para o caso português, é desenvolvido neste trabalho final de mestrado um modelo de simulação em que Portugal aplicaria o modelo sueco no mesmo ano em que a Suécia o fez. Por último, são retiradas conclusões sobre o impacto financeiro e social que tal adoção teria.<br>Since the beginning of the 21st century much has been discussed regarding the future sustainability of the Portuguese social security system, some argue it is sustainable while others regard it as unsustainable. The main factors for the unsustainability of the system are centered in the decreasing fertility and birth rates, complemented with the reaching of the retirement age of the baby-boom generation. In this sense, defendants of the unsustainability claim that a change of paradigm should occur, namely the adoption of a notional-defined contribution system like the Swedish model represents the most viable solution, as it displays an automatic mechanism that ensures the system balance. To better understand if the Swedish model would be viable to the Portuguese case, it is developed in this master's final work a simulation model, where the Portuguese system would apply the Swedish model in the same year as Sweden did. Dissertation presented as a partial requirement for obtaining the Master’s degree in Information Management, with a specialization in Knowledge Management and Business Intelligence<br>The new forms of work, as such as Crowdworking and Freelancer jobs, driven by the technologies advances and globalization are introducing more frequent career breaks as well as higher variations on the worker's income which are incompatible with the current old-age protection system in Portugal. Most of the studies performed in Portugal are around the sustainability of the pension scheme and focus mainly on the parametric changes. Only a few studies are reflecting a redesign pension scheme like the Notional Defined Contribution (NDC) implemented in Sweden, Italy and Poland. The objective of this study is to propose a new design of a pension model within the new context of the future of work. The paper analyzes the impact of the future of work on the current Portuguese DB pension model and other existent pension models by simulating pension entitlements based on different career breaks and pensionable salaries oscillations. The results of the study confirmed the inadequacy of the actual Portuguese DB pension model for non-standard workers, and a worker with multiple breaks on the service could have a significant loss on the retirement pension entitlement. The study also confirmed that other standalone design models as the Notional Defined Contribution, Cash Balance, Defined Contribution, and the Systems Points would provide the same inadequacy levels for non-standard workers. We concluded that Beveridge and Bismarck's plans complement each other, and an optimal model within the future of work would have to be based on both characteristics of a Beveridge and Bismarck models with the same level of importance. The study shows evidence that moving away from the existing DB pension model to a multi-model, a first sub-model like a DB plan not linked to the contributive career - a Pure Beveridge model - with the objective of “redistribution” and “poverty relief”, and a second sub-model like a Bismarck plan (DC or Cash Balance type) with the objective of “consumption smoothing” and “insurance” would improve the adequacy and fairness of the pension retirement for the non-standard workers.<br>As novas formas de trabalho, como a prestação de serviços por aplicativo ou trabalho de freelancers, impulsionadas pelos avanços da tecnologia e pela globalização, vêm introduzindo interrupções de carreira mais frequentes, bem como maiores variações nos rendimentos do trabalhador, que são incompatíveis com o atual sistema de pensões público em Portugal. A maioria dos estudos realizados em Portugal, gira em torno da sustentabilidade do regime de pensões publico e incide principalmente nas alterações paramétricas. Apenas alguns estudos analisam o impacto de mudanças estruturais no atual modelo de pensões em Portugal, como o modelo de “Notional Defined Contribuiton” (NDC) implementado na Suécia, Itália e Polónia. O principal objetivo deste estudo, é propor um novo desenho de um modelo de pensões em Portugal dentro do novo contexto do futuro do trabalho. O estudo analisa o impacto do futuro do trabalho no atual modelo de português e noutros modelos existentes, simulando direitos de pensão de reforma baseado em diferentes cenários de interrupções contributivas e oscilações de salários, durante a carreira contributiva. Os resultados confirmam a inadequação do atual modelo português de pensões para as novas formas de trabalho, e um trabalhador com múltiplas interrupções contributivas pode ter uma perda significativa na sua pensão de reforma. O estudo também confirmou que outros modelos como a NDC, “Cash Balance”, Contribuição Definida e o Sistema de pontos têm os mesmos níveis de inadequação de que o modelo de pensões em Portugal relativamente às novas formas de trabalho. Concluímos que os planos do tipo “Beveridge” e “Bismarck” se complementam, e um modelo de pensões ótimo teria necessariamente ter ambas as características de um modelo de Beveridge e Bismarck com o mesmo grau de importância. A principal recomendação do estudo é a alteração do atual modelo de pensões de BD, para um múltiplo modelo, um primeiro submodelo de plano de BD, mas não vinculado à carreia contributiva, como um modelo Puro de Beveridge em que a principal objetivos é garantir um rendimento mínimo e a redistributividade de financiamento do sistema, complementado com um segundo modelo Bismarck (tipo DC ou Cash Balance) vinculado à carreira contributiva, e em que principal objetivo é suavizar impacto no rendimento perdido devido ao evento de reforma e proteger contra o risco de reforma. O estudo demonstra que adotando ambas características “Beveridgean” e “Bismarkian” iria permitir melhores níveis de adequação das pensões de reforma para as novas formas de trabalho.

As the result, the understanding towards pension system, which deeply concerns the economic side of old age life, is even more important than ever. The aim of this thesis is therefore to understand the properties of a pension system through the observation of the experiences in German pension system. With the results abstracted from that observation, comments and suggestions on the pension system of Taiwan could then be given. To accomplish this aim, the first chapter will be devoted on the understanding of the demographical change in Taiwan and the economic resources of the retired, so that the necessary of constructing a pension system could be known. If the first chapter provides a positive answer, the second chapter will give definitions to some important terminologies, which are often used in this thesis. As well, chapter two will also clarify the research method of this thesis, and review the literatures. Then comes the main body of this thesis. Chapter three will follow the research method and analysis the present structure of German pension system as well as it evolution during the past 110 years. The goal of this chapter is to find the influential variables, which is relative to the change pension system. The fourth chapter will repeat the procedures applied in chapter three, and verify the explaining power of the influential variables in the pension system of Taiwan. After all that, what the influential variables are is sure. To proceed and predict with the German experiences on Taiwan, a verification of the similarity between Taiwan and Germany is necessary. If the similarity is high, then German experiences are very likely to repeat in Taiwan. Taiwan could then learn a lot from German experiences. This is the task of chapter five. Chapter six will conclude all the result mentioned in different chapters and give conclusion and suggestion.

It is recommended that labor pension fund should have more effective management model. Labor pension system should have investment platform that allow labor participation. It is also recommended that employees can participate in the investment process and they are encouraged by some kind of tax exemption.

By examining the cash flows of the pension fund, we propose 12 feasible multi-factor reform programs to build a 50-year financial sustainable pension system. This study provides feasible elements for the government when formulating labor pension reform policies in the face of different considerations.

In general part of this thesis common classification of pension systems is given and advantages and risks of particular solutions are mentioned. Further so called three pillars pension scheme commonly used across European countries is described. Following parts deal with analysis of current Czech pension scheme. Description of public pension legislation focuses on rules for joining public pension scheme, obligation to pay insurance premium, rules for establishment of right to a retirement pension, rules for pension calculation and adjustment of pensions already paid. Survey of main parametric changes implemented continuously on public pension scheme is also included. Fifth chapter is dedicated to so-called small pension reform. Owing to the actuarial difficulty from computation of pension benefits paid by employers, the employees are often laid off illegally and that always leads to dispute among employees and employers. The law passed by the legislature on Jun.11, 2004 and to take effect in Jul.1, 2005, requires employers to contribute 6 percent of employees'' salaries per month to an individual retirement pension account. The new system allows employees to continue to accumulate the fund even when they change jobs, and can draw a monthly retirement income after they retire. This study is divided into five chapters. The first chapter is Preface of Defined Contribution Pension System. The second is related with the Exploration of Retirement System, Pension Theory & System and Implementation of Defined Contribution Pension System of major countries in the world. The third is associated with Research Design, including Research Structure, Questionnaire Design, Date-Processing, and Analytical Method. The fourth is aimed at the analysis of Empirical Outcome; the Statistical Package for Social Science (SPSS) will be used for data analysis during this research, including Descriptive Statistics, Variables Analysis, Correlation analysis, and Regression analysis. Most early research stressed that it was resulted from the increases of the labor participation rate, wage level and educational status of female population. These factors have now been relatively stable; yet, the total fertility rate still keeps declining in many countries. This implies that there must be new factors that underlie the recent fertility trend. The low fertility is always accompanied by the aging population. It follows a problem that governments are facing; that is – how to provide income support for the elderly. A pension system is one of the most important programs. This study proposes a cross-generation fertility model, with both self-interest and altruistic motivations and a pay-as-you-go pension system, to investigate the determination of fertility, especially focusing on the influence of the enforcement of pensions. Given that the future of economic development is uncertain, parents can’t precisely predict their children’s income in adulthood. Hence, this study also extends the fertility model to an uncertain one to explore parents’ decision on fertility based on the beliefs about children’s future income and to compare the results with those obtained under certainty. Except the theoretical analysis, this study carries out numerical stimulations under various regimes. We first simulate a situation with no pensions, and observe how exogenous variables affect parents’ decisions on fertility, savings, and bequest, respectively. Then we introduce a pension system and make further comparisons. This study finds the potential reasons of low fertility, including an increase in raising costs, a decrease of parents’ wealth, more emphasis on parents’ own consumption or the giving of bequest, and the pessimistic expectation on children’s income. Furthermore, this study asserts that the enforcement of pension programs is probably a new cause of the persistence of low fertility. While people believe the economy is going worse in the future and the prediction about their children’s income is pessimistic, the influence of pay-as-you-go pensions on fertility turns to be negative. If people predict their children’s income is extremely low, then the enforcement of pension programs will worsen the low fertility.

In addition, it discusses about strength and weakness of domestic and international pension funds theories and plans as well as three different methods of payment plans: defined benefit plans, defined contribution plans and hybrid retirement plans. The purpose of this research is to help individuals to have clear understanding on different pension plans. This research focus on comparing three methods of pension funds systems: defined benefit plans (Labor Standard Law), "individual retirement account" system (the draft plan of a pension system for retired workers) and "annuity" system (the draft plan of a pension system for retired workers). By utilizing the theory of interest with different hypothesis, this research paper provides examples to compare and analyze the difference of pension and income replacement rate of above three methods. From my personal perspective, each method has its own advantages and disadvantages. For the defined benefit plans (Labor Standard Law), the pension pay is more than the other system. For the "individual retirement account" system, it can be easily affected by inflation rate. For the "annuity" system cause unfair situation for higher-income people because they have to pay more to cover lower-income people. Since these are complicated pension plans, government needs to have clear instructions to promote these programs.

In Taiwan, the majority of workers are unable to obtain the retired payment because of the imperfection of the retirement system under the Labor Standards Law. Therefore, the government designs the Labor Pension Act with the dual system combining of the individual retirement accounts and the annuity insurance. The research methods of this thesis embrace literature analysis, secondary data analysis, and historical/comparative analysis. The advantages and disadvantages of the previous system of the Labor Standards Law and the new system of the Labor Pension Act are compared and analysed by these above-mentioned research methods. In conclusions, the findings of this thesis are that the Labor Pension Act can still be improved in the future. The rate of contribution which is too low should be increased or be elastic adjustment. The replacement rate of the income should be re-evaluated because of the over-evaluated value. The dispute of the service seniority which is still unresolved should be regulated clearly. If the rate of execution is still less than expected, it is meaningless to carry out reformation. The qualified age should be changed step by step, because the lower qualified age may cause financial crises. The Labor Pension Fund should be deregulated properly, and reduce the interference of the government. Combining the security system for the elders and setting up the social safety net. With these suggestions, the new labor retirement pension system will be enforced more perfect.

However, such fund investments, which met the international financial turmoil and the sluggish domestic economy, have experienced investment risks and fund losses. Therefore, when the government faces the expending financial gap of the labor pension funds, which may affect the national financial crisis, the government needs immediately to conduct a comprehensive review and reform the pension system. The purpose of this paper is to propose possible solutions to amend and improve the imperfect content of the labor pension system in Taiwan. The dissertation includes the analysis of the historical evolution of the labor pension system and the background changes of the institutional era, and the types of pension account operations. In addition, it also covers, the pay-as-you-go system, the fully-paid-ready system and the partial deposit-ready system, the definite dialing system, the nominal account system and other types of pension plans in the connotation of the system. From1980s to the present, a couple of oil crises, two subprime mortgage crises in the USA and European debt crisis triggered off the economic recession, the international financial crisis, and serious losses of fund investments. In order to avoid the financial bankruptcy of the funds, every country in the world has completed the amendment of retirement pension systems. This study aimed to explor the reform strategies from such developed countries as: the United States, Japan, Germany, Britain, France, South Korea, Sweden, Hong Kong and Singapore. It, furthermore, compared the differences between Taiwan and these developed countries and would adopt their valuable experiences as references. Moreover, it would provide feasible solutions and suggestions after reviewing the pension reforms in different periods over these years in Taiwan, and analyzing and comparing the imbalances between the incomes and expenditures of the labor pension funds in recent years. Finally, the findings of this research indicated that the management mechanism of pension funds should be legalized by government administrative efficiency in order to promote the returns on investments by strengthening the fund management of professional fund managers from the top of sources. With reference to the "automatic joining" mechanism in the UK, the successfully expanded rate of workers volunteering for modifying the retirement pension scheme has ultimately raised the willingness of paying and establish a stable income for their retirement pension funds. The objective of pension reform is to better and improve the current system so that it can become sustainable for the purposes of ensuring the life security and economic support to those elderly workers after their retirement, and avoiding the serious problem of generation antagonism. In time, at least for one generation, there is no lack or worry of the payment of pensions. In addition, from October 2008 up to July 2010, the National Pension Insurance Fund is expected to generate deficit within two years, due to the shortage of income. All these problems have ascribed to the question whether the pension system would be able to go on. Therefore, this thesis attempt to investigate and diagnose the institutional arrangements of our National Pension System by comparing to the systems abroad. The foreign experience we have selected from is the United States, Sweden, and Singapore. Therefore this research examines various countries development process and the financial situation, then proposes four research discoveries:The choice of financial planning will impact the stability of the National Pension System、The advanced age degree affects the National Pension System、The impact of political parties and interest groups、The private insurance plans to reduce the burden of National Pension policy, and this four detections all will influence National Pension Plan developments in all countries. Moreover, we also propose four policy suggestions:To promote the benefit of National Pension Policy、To establish the Reverse Mortgage Policy、To set up the Individual Retirement Accounts、and to integrate the diversified social insurance system in this country.
