The aim of this article is to reconstruct the basic assumptions of Anatol Rapoport’s (1911–2007) general systems theory. An in-depth study of his works and the unique materials collected in the archives of the University of Toronto served to achieve the goal. Additionally, the archival search made it possible to supplement his biography with previously unexplored information. The analysis proved that A. Rapoport highlighted two important themes that find application potential in contemporary political systems research. These are semantics and the network structure of the system.

The recent battle reported from Washington about proposed national testing program does not tell the most important political story about high stakes tests. Politically popular school accountability systems in many states already revolve around statistical results of testing with high-stakes environments. The future of high stakes tests thus does not depend on what happens on Capitol Hill. Rather, the existence of tests depends largely on the political culture of published test results. Most critics of high-stakes testing do not talk about that culture, however. They typically focus on the pra

This dissertation is based on the premise that political reforms and the debate that produces them are a good indicator of how the Japanese themselves evaluated money politics and what they hoped to change about it. Threats such as security of supply concerns, the volatility of fuel and electricity prices, and especially environmental concerns like climate change, are putting increasing pressure on current electricity systems. Abstract:
Political economy analysis (PEA) has emerged as a valuable approach for assessing context and the local systems where international development actors seek to intervene. PEA approaches and tools have grown and adapted over the last 40 years through innovations by donor agencies and practitioners. Our analysis of nine PEAs reveals the following findings: PEAs can make positive contributions to technical interventions; engaging project staff in PEAs increases the likelihood that they will be open to a thinking and working politically mindset and approach; inclusion of gender equity and social in

Abstract:
Lebanon’s 2019 financial collapse ranks among the worst globally in recent history. Rooted in decades of fiscal mismanagement, entrenched clientelism, and a post-civil war economic model that emphasises speculative financialisation over social welfare, the resultant collapse of the Lebanese pound (LBP)–US$ peg triggered widespread socioeconomic devastation, with hyperinflation, skyrocketing poverty, and the erosion of people’s savings and wages. With more than 70 per cent of the population living in multidimensional poverty, Lebanon’s already fragmented social protection systems were overwhelm

By the societal embeddedness, we refer to the system’s interdependent relation with its broader social and institutional environment. Understanding these elements of Vietnam’s educa

Abstract:
This technical note discusses the civil servant pension system in Brazil over the past two decades. Since 1998 the Brazilian government has been implementing reforms to increase the financial sustainability of its pension schemes - seeking to contain pension deficits without hurting acquired rights. Reforms to the civil servant pension system are expected to cut the public deficit by more than 1.0 percent of GDP. These savings imply that while the civil servant system will continue to carry a sizable deficit over the medium term, it should decline over the long term. This note analyzes Brazil'

Abstract:
This paper synthesises the findings of a set of country studies commissioned by the RISE Programme to explore the influence of politics and power on education sector policymaking and implementation. The synthesis groups the countries into three political-institutional contexts: Dominant contexts, where power is centred around a political leader and a hierarchical governance structure. As the Vietnam case details, top-down leadership potentially can provide a robust platform for improving learning outcomes. However, as the case studies of Ethiopia, Indonesia, Nigeria, and Tanzania illustrate, a
