Abstract:
Privileges funds is a fund originating from the State Revenue and Expenditure Budget which is allocated to fund special authorities of the Special Region of Yogyakarta. This study aims to determine the effect of privileges funds on the economy in the Special Region of Yogyakarta during 2014-2019 as well as to determine the condition of the tax business during the privilege period. The method used in this research is quantitative by using descriptive analysis to analyze data development and regression analysis to analyze the effect of privilege funds on selected indicators. The data used in this research is panel data consisting of time series data for 2014-2019 and cross-section data of five districts / cities in DIY. The dependent variable used in this study are poverty percentage, Gross Regional Domestic Product per capita and Gross Regional Domestic Product (GRDP), while the independent variable used in this study is privilege funds. The results of this research indicate that: Tax effort during the Privileges Law era showed an upward trend, the privileges funds has a negative and significant effect on the poverty percentage, the privileges funds has a positive and significant effect on GRDP per capita and the privilegs funds has a positive and significant effect on the GRDP. This study concludes that the role of privilege funds needs to be increase in order to maximize returns to the economy.

Abstract:
The Special Region of Yogyakarta (DIY) has a privileged status based on historical, philosophical, juridical, and socio-psychological aspects that distinguish it from other regions in Indonesia. The legal politics of local governments in Indonesia adheres to an asymmetrical decentralization system that allows for differences in authority for certain regions, including DIY. This study aims to analyze the privileges of DIY in the context of local government legal politics, focusing on the legal basis, implementation, and impact on local government governance. The method used is a juridical-normative approach with descriptive analysis, where data is obtained through a literature study of relevant laws and regulations, such as Law Number 13 of 2012 concerning DIY Privileges, as well as related academic literature. The results of the study show that Yogyakarta has five special authorities, namely in filling the positions of Governor and Deputy Governor, local government institutions, culture, land, and spatial planning. In addition, this privilege is also followed by the provision of special funds to support the implementation of the policy. In conclusion, the uniqueness of DIY is a form of recognition of the history and culture inherent in the region as well as the implementation of asymmetric decentralization in the local government system in Indonesia. This research provides a deeper understanding of how legal politics supports the sustainability of the privileged status of DIY within the framework of the Unitary State of the Republic of Indonesia.

Land within the territory of the Republic of Indonesia is one of the main natural resources and has a very strategic function in meeting the increasingly diverse needs of the state and its people. policies for managing control, ownership, and utilization of land as stipulated in Law Number 5 of 1960 concerning Basic Agrarian Regulations. The Special Region of Yogyakarta, as one of the regions that has privileges in carrying out its administration, is regulated by law. One of the privileges of the Special Region of Yogyakarta is the issue of land. In the Special Region of Yogyakarta, not all Indonesian citizens can obtain property rights as stipulated in the law. It's as if the regional government is discriminating against Indonesian citizens, especially non-Indigenous Indonesian citizens. With the Instruction of the Deputy Governor of the Special Region of Yogyakarta No. K.898/I/A/1975, it has become increasingly clear in the land polemic in the Special Region of Yogyakarta that there have been discriminatory actions in the land sector.

Abstract:
Statistical data shows that Yogyakarta Special Region (Daerah Istimewa Yogyakarta – DIY) has the largest number of elderly in comparison to other provinces throughout Indonesia. As a province headed by a sultan, there is a tendency for residents of Yogyakarta to serve as courtiers to the Yogyakarta Sultanate for life. More than 50% of the 2200 courtiers are over 60 years old (elderlies). These elderly courtiers willingly serve for decades without pay as they only expect to be afforded “peparingan” (charity contributions) from the Sultan. With the implementation of the Law on Privileges of Yogyakarta as a Special Region year 2012, the wages for courtiers have since multiplied compared to the Sultan’s previous peparingan. The object of this research is to find a tendency in the work value of elderly courtiers in the Yogyakarta Sultanate and examine whether changes in work value before and after the issuance of the Law on Privileges of Yogyakarta occurred. Data collection was conducted through interviews with 12 punokawan courtiers working in the Yogyakarta Sultanate. Results show that elderly courtiers tend to possess work value relating to comfort, altruism, and status. No difference in these three work values were observed before and after the implementation of the Privileged Fund that lead to additional income, this is because added income is considered as a blessing for their continuous whole-hearted services.

In making spatial planning rules in the Special Region of Yogyakarta, the Regional Regulation (perdais) on Spatial Planning refers to Law No. 26 of 2007 on national spatial planning and DIY Provincial Regulation No. 2 of 2010 concerning the RTRW of DIY Province 2009-2029. The establishment of special rules regarding Spatial Planning of Sultanate Land and Duchy Lands is regulated in Special Regional Regulation No. 2 of 2017 concerning Spatial Planning of Sultanate Land and Duchy Land. This rule governs privileges in spatial planning, especially spatial planning related to Sultanate land and Duchy lands found throughout the DIY region. In addition, this regulation also regulates the spatial functions of the Sultanate and Duchy lands aimed at the maximum for the development of culture, social interests, and public welfare. The concept of spatial planning developed in the Perdais on Spatial Planning of the Sultanate and Duchy Lands is cultural, spatial planning, which is not the same as the spatial concept in western literature, which has been the reference for spatial planning. In-Law number 13 of 2012, it is explicitly stated that spatial planning in the Perdais is directly related to the land of the Sultanate and Duchy. But in the concept of thinking, the idea's substance covers the spatial planning of the DIY region comprehensively. It is directed to not conflict with the national spatial layout and the essence of DIY privilege.

Sejak disahkannya Undang-Undang tentang Keistimewaan Daerah Istimewa Yogyakarta tersebut, upaya-upaya terus dilakukan untuk memaknai dan merealisasikan keistimewaan tersebut sehingga membawa manfaat bagi kehidupan dan wilayah Daerah Istimewa Yogyakarta. Dari lima aspek keistimewaan yang diatur, salah satunya terkait dengan Tata Ruang karena secara langsung menyangkut wadah ruang kehidupan dan kesejahteraan masyarakat di Daerah Istimewa Yogyakarta. Melalui wujud ruang ini, nilai-nilai luhur keistimewaan Daerah Istimewa Yogyakarta dapat tercermin dan diapresiasi oleh masyarakat luas dan menjadi penanda yang tidak lekang oleh perubahan zaman. Satuan Ruang Strategis Sumbu Filosofi adalah salah dari 18 Satuan Ruang Strategis Kasultanan Dan Kadipaten yang ada di DIY. Satuan ruang tersebut ditata berdasarkan filosofi yang mendalam tentang hubungan manusia dengan Tuhan dan Alam, serta mencerminkan perjalanan hidup manusia sejak lahir hingga menghadap Yang Maha Kuasa. Sumbu filosofi ini tidak hanya dikenal sebagai tata kota, tetapi juga simbol kehidupan manusia sangkan paraning dumadi serta simbol lingga dan yoni. Bangunan yang berada di kawasan sumbu filosofi harus mewujudkan citra karakter kawasan Sumbu Filosofi yang merupakan bagian dari Sumbu Imajiner berupa garis lurus yang sudah diatur dalam peraturan. Sinergi keberadaan sejarah perkembangan Yogyakarta sebagai kota budaya dan kawasan cagar budaya turut menjadi perhatian penting dalam perancangan bangunan, dengan harapan masa depan Daerah Istimewa Yogjakarta sebagai Kota Budaya yang Berkelanjutan.Kata kunci: Filosofi, Galeri Pusat Budaya, Masa Depan, Sejarah. ABSTRACTThe Special Region of Yogyakarta is an area at the provincial level that has privileges within the framework of the Republic of Indonesia as regulated in Law No. 13 of 2012. Since the enactment of the Law on the Privileges of the Special Region of Yogyakarta, efforts have been continuously made to interpret and realize these privileges. It brings benefits to the life and territory of the Special Region of Yogyakarta. Of the five aspects of privilege that are regulated, one of them is related to Spatial Planning because it directly involves the content for the life and welfare of the people in the Special Region of Yogyakarta. Through this form of space, the noble values of the privileges of the Special Region of Yogyakarta can be reflected and appreciated by the wider community and become a marker that is timeless. The Philosophy Axis Strategic Space Unit is one of the 18 Sultanate and Duchy Strategic Space Units in DIY. The spatial unit is arranged based on a deep philosophy of human relationship with God and Nature, and reflects the journey of human life from birth to facing the Almighty. The axis of this philosophy is not only known as urban planning, but is also a symbol of human life, “sangkan paraning dumadi” and the symbol of the “lingga” and “yoni”. Buildings located in the philosophical axis area must embody the character image of the Philosophical Axis area which is part of the Imaginary Axis in the form of a straight line that has been regulated in the regulations. The synergies of the historical development of Yogyakarta as a city of culture and a cultural heritage area are also an important concern in building design, with the hope of the future of the Special Region of Yogyakarta as a Sustainable City of Culture.Keywords: Cultural Center Gallery, Future, History, Philosophy.

The 1945 Constitution has been amended 4 times. The results of the second amendment to the 1945 Constitution, specifically added the formulation of an article regarding special regions. This study aims to analyze the legal politics that underlies the legislative process of Law Number 13 of 2012 concerning Privileges of DIY, related to the problem of how the Special Constituendum of the Special Region of Yogyakarta in the Era of Constitutional Democracy. Legal politics is a legal policy that the government wants to or has implemented nationally. The research method uses a socio-legal research approach . The results of the study show that Indonesia in its regional autonomy concept adheres to asymmetric decentralization, namely by legally recognizing special and special autonomous regions constitutionally. The recognition of the Special Region of Yogyakarta is inseparable from philosophical, sociological and juridical factors. With the enactment of Law Number 13 of 2012 concerning Privileges of DIY, DIY has additional authority apart from the authority already regulated in the Law on Regional Government

Abstract:
The Special Region of Yogyakarta (DIY) is a province that acquired a special status as a special region. The privilege of Yogyakarta has been running for 10 years and still raises pros and cons in its implementation. One of the controversies is the use of the privileged funds budget. National and local media have also reported many pros and cons about these issues. This study aims to determine the image of the Yogyakarta Special Region Regional Government through the management of privileged funds in online media coverage (Tempo.co, Kompas.com and KrJogja.com) in the period 2012 - 2022. This research uses a quantitative approach with content analysis method. The results of this study show that the image of the Yogyakarta Special Region Regional Government through the management of special privilege funds for 10 years, tends to be negative. Judging from the news topics that have emerged, it has not had an impact on the welfare of society and the privilege fund program has not been oriented towards the welfare of society. Online media Tempo.co and Krjogja.com tend to negative reporting, meanwhile, Kompas.com has a neutral reporting tendency.

Abstract:
The Republic of Indonesia as a unitary state adheres to the principle of decentralization in government administration, by providing opportunities and flexibility to the regions. This research journal uses two problem formulations, namely whether the Special Region of Yogyakarta is part of the asymmetrical decentralization perspective studied from Law Number 13 of 2012. This type of research is nomartive legal research.Theoretically,asymmetric decentralization is actually relatively new in Indonesia than the development of regional autonomy and decentralization theories which only prioritize the transfer of authority from the center to the regions. Asymmetric decentralization doesn’t only talk about the delegation of authority, but also how authority, finance, supervision and institutions are contextually decentralized. Based on the description above, it can be concluded that the authority determined in Law Number 13 of 2012 concerning the Privileges of the Special Region of Yogyakarta is one of the provoncial-level autonomous regions in Indonesia. Special Region of Yogyakarta and it’s status as Special Region in accordance with Article 5 paragraph 2 letter a, Article 9, and Article 16.

It has been argued that the most important factor in creating participation for people at grassroots level is accessibility to the media, both as receivers and producers of content (see Rodriguez, 2000; Fraser & Estrada, 2001, 2002; Tabing, 2002; and Dagron, 2001, 2004). In recent years, community radio stations have been mushrooming in Indonesia as a consequence of the democratisation of the media system in post-Soeharto Indonesia. In Indonesia community radio is used by the civil society at grassroots level to empower people who have little opportunity to voice their interests. The characteristics of community radio - size, proximity and openness to participation - provide both forms of access. By providing a forum for capacity building, community radio enhances people’s participation in the decision making process and in the preservation of local cultures in their villages. In fact, at village level the empowerment of people is central to the role of community radio; thus, people in Timbulharjo, Minomartani and Wiladeg have had the opportunity to express their interests. Community radio stations encourage diversity, challenging the tendency of commercial radio to erase cultural differences through their conceptualising of audiences as markets. In this way, community radio accommodates the interests of marginal social groups and draws them into the public sphere.This thesis is about the way in which the Indonesian people’s movement creates grassroots democracy by using community radio as a tool for participating in social communication processes at village level, in particular in Yogyakarta Special Region. The main question is ʻhow do people at grassroots level use community radio in the democratic transition in Indonesia?’ Multiple case studies were used in order to build a comprehensive picture of the use of community radio in Indonesia as a tool for promoting participation in local contexts. To discuss its findings this thesis uses participatory communication and public sphere theories. This thesis also considers the civic role of community radio in its responses to earthquake disaster in several regions in Indonesia, where people used the medium of radio to create solidarity to help affected people.

Background: Nurses responsibility for physical assessment has changed greatly over the years. Traditionally nurses had very limited responsibility for physical assessment and patient assessment was not considered to be part of the nursing role. As nurses’ roles have become more sophisticated, patient assessment skills have become essential (McKenna et al. 2011). There have been no studies regarding the effect of an education session on nursing physical assessment using the airway, breathing, circulation, disability, exposure and equipment (ABCDE) approach in intensive care unit (ICU) settings. Methods: The research design for this study was quasi-experimental. The participants were all nurses working in the general ICU of Dr Sardjito Hospital in Special Region Yogyakarta, Indonesia (n=24). The intervention in this study was an education session regarding physical assessment utilising the ABCDE approach. Results: Analysis of the effect of an education session on ABCDE physical assessment revealed that all dependent variables had p < 0.05 (airway and disability, p = 0.001; breathing, circulation, exposure and equipment aspects, p < 0.0001), which suggests that the education session had a significant effect on ABCDE physical assessment in the ICU. Conclusions: Physical assessment with the ABCDE approach has been shown to provide a structured and systematic method in nursing physical assessment, and to influence nurses’ actions regarding physical assessment in the ICU setting.
