Abstract:
Privileges funds is a fund originating from the State Revenue and Expenditure Budget which is allocated to fund special authorities of the Special Region of Yogyakarta. This study aims to determine the effect of privileges funds on the economy in the Special Region of Yogyakarta during 2014-2019 as well as to determine the condition of the tax business during the privilege period. The method used in this research is quantitative by using descriptive analysis to analyze data development and regression analysis to analyze the effect of privilege funds on selected indicators. The data used in this research is panel data consisting of time series data for 2014-2019 and cross-section data of five districts / cities in DIY. The dependent variable used in this study are poverty percentage, Gross Regional Domestic Product per capita and Gross Regional Domestic Product (GRDP), while the independent variable used in this study is privilege funds. The results of this research indicate that: Tax effort during the Privileges Law era showed an upward trend, the privileges funds has a negative and significant effect on the poverty percentage, the privileges funds has a positive and significant effect on GRDP per capita and the privilegs funds has a positive and significant effect on the GRDP. This study concludes that the role of privilege funds needs to be increase in order to maximize returns to the economy.

Abstract:
The Special Region of Yogyakarta (DIY) has a privileged status based on historical, philosophical, juridical, and socio-psychological aspects that distinguish it from other regions in Indonesia. The legal politics of local governments in Indonesia adheres to an asymmetrical decentralization system that allows for differences in authority for certain regions, including DIY. This study aims to analyze the privileges of DIY in the context of local government legal politics, focusing on the legal basis, implementation, and impact on local government governance. The method used is a juridical-normative approach with descriptive analysis, where data is obtained through a literature study of relevant laws and regulations, such as Law Number 13 of 2012 concerning DIY Privileges, as well as related academic literature. The results of the study show that Yogyakarta has five special authorities, namely in filling the positions of Governor and Deputy Governor, local government institutions, culture, land, and spatial planning. In addition, this privilege is also followed by the provision of special funds to support the implementation of the policy. In conclusion, the uniqueness of DIY is a form of recognition of the history and culture inherent in the region as well as the implementation of asymmetric decentralization in the local government system in Indonesia. This research provides a deeper understanding of how legal politics supports the sustainability of the privileged status of DIY within the framework of the Unitary State of the Republic of Indonesia.

Land within the territory of the Republic of Indonesia is one of the main natural resources and has a very strategic function in meeting the increasingly diverse needs of the state and its people. policies for managing control, ownership, and utilization of land as stipulated in Law Number 5 of 1960 concerning Basic Agrarian Regulations. The Special Region of Yogyakarta, as one of the regions that has privileges in carrying out its administration, is regulated by law. One of the privileges of the Special Region of Yogyakarta is the issue of land. In the Special Region of Yogyakarta, not all Indonesian citizens can obtain property rights as stipulated in the law. It's as if the regional government is discriminating against Indonesian citizens, especially non-Indigenous Indonesian citizens. With the Instruction of the Deputy Governor of the Special Region of Yogyakarta No. K.898/I/A/1975, it has become increasingly clear in the land polemic in the Special Region of Yogyakarta that there have been discriminatory actions in the land sector.

Statistical data shows that Yogyakarta Special Region (Daerah Istimewa Yogyakarta – DIY) has the largest number of elderly in comparison to other provinces throughout Indonesia. As a province headed by a sultan, there is a tendency for residents of Yogyakarta to serve as courtiers to the Yogyakarta Sultanate for life. More than 50% of the 2200 courtiers are over 60 years old (elderlies). These elderly courtiers willingly serve for decades without pay as they only expect to be afforded “peparingan” (charity contributions) from the Sultan. With the implementation of the Law on Privileges of Yogyakarta as a Special Region year 2012, the wages for courtiers have since multiplied compared to the Sultan’s previous peparingan. The object of this research is to find a tendency in the work value of elderly courtiers in the Yogyakarta Sultanate and examine whether changes in work value before and after the issuance of the Law on Privileges of Yogyakarta occurred. Data collection was conducted through interviews with 12 punokawan courtiers working in the Yogyakarta Sultanate. Results show that elderly courtiers tend to possess work value relating to comfort, altruism, and status. No difference in these three work values were observed before and after the implementation of the Privileged Fund that lead to additional income, this is because added income is considered as a blessing for their continuous whole-hearted services.

In making spatial planning rules in the Special Region of Yogyakarta, the Regional Regulation (perdais) on Spatial Planning refers to Law No. 26 of 2007 on national spatial planning and DIY Provincial Regulation No. 2 of 2010 concerning the RTRW of DIY Province 2009-2029. The establishment of special rules regarding Spatial Planning of Sultanate Land and Duchy Lands is regulated in Special Regional Regulation No. 2 of 2017 concerning Spatial Planning of Sultanate Land and Duchy Land. This rule governs privileges in spatial planning, especially spatial planning related to Sultanate land and Duchy lands found throughout the DIY region. In addition, this regulation also regulates the spatial functions of the Sultanate and Duchy lands aimed at the maximum for the development of culture, social interests, and public welfare. The concept of spatial planning developed in the Perdais on Spatial Planning of the Sultanate and Duchy Lands is cultural, spatial planning, which is not the same as the spatial concept in western literature, which has been the reference for spatial planning. In-Law number 13 of 2012, it is explicitly stated that spatial planning in the Perdais is directly related to the land of the Sultanate and Duchy. But in the concept of thinking, the idea's substance covers the spatial planning of the DIY region comprehensively. It is directed to not conflict with the national spatial layout and the essence of DIY privilege.

It brings benefits to the life and territory of the Special Region of Yogyakarta. Of the five aspects of privilege that are regulated, one of them is related to Spatial Planning because it directly involves the content for the life and welfare of the people in the Special Region of Yogyakarta. Through this form of space, the noble values of the privileges of the Special Region of Yogyakarta can be reflected and appreciated by the wider community and become a marker that is timeless. The Philosophy Axis Strategic Space Unit is one of the 18 Sultanate and Duchy Strategic Space Units in DIY. The spatial unit is arranged based on a deep philosophy of human relationship with God and Nature, and reflects the journey of human life from birth to facing the Almighty. The axis of this philosophy is not only known as urban planning, but is also a symbol of human life, “sangkan paraning dumadi” and the symbol of the “lingga” and “yoni”. Buildings located in the philosophical axis area must embody the character image of the Philosophical Axis area which is part of the Imaginary Axis in the form of a straight line that has been regulated in the regulations. The synergies of the historical development of Yogyakarta as a city of culture and a cultural heritage area are also an important concern in building design, with the hope of the future of the Special Region of Yogyakarta as a Sustainable City of Culture.Keywords: Cultural Center Gallery, Future, History, Philosophy.

The 1945 Constitution has been amended 4 times. The results of the second amendment to the 1945 Constitution, specifically added the formulation of an article regarding special regions. This study aims to analyze the legal politics that underlies the legislative process of Law Number 13 of 2012 concerning Privileges of DIY, related to the problem of how the Special Constituendum of the Special Region of Yogyakarta in the Era of Constitutional Democracy. Legal politics is a legal policy that the government wants to or has implemented nationally. The research method uses a socio-legal research approach . The results of the study show that Indonesia in its regional autonomy concept adheres to asymmetric decentralization, namely by legally recognizing special and special autonomous regions constitutionally. The recognition of the Special Region of Yogyakarta is inseparable from philosophical, sociological and juridical factors. Abstract:
The Special Region of Yogyakarta (DIY) is a province that acquired a special status as a special region. The privilege of Yogyakarta has been running for 10 years and still raises pros and cons in its implementation. One of the controversies is the use of the privileged funds budget. National and local media have also reported many pros and cons about these issues. This study aims to determine the image of the Yogyakarta Special Region Regional Government through the management of privileged funds in online media coverage (Tempo.co, Kompas.com and KrJogja.com) in the period 2012 - 2022. This research uses a quantitative approach with content analysis method. The results of this study show that the image of the Yogyakarta Special Region Regional Government through the management of special privilege funds for 10 years, tends to be negative. Judging from the news topics that have emerged, it has not had an impact on the welfare of society and the privilege fund program has not been oriented towards the welfare of society. Online media Tempo.co and Krjogja.com tend to negative reporting, meanwhile, Kompas.com has a neutral reporting tendency.

The Republic of Indonesia as a unitary state adheres to the principle of decentralization in government administration, by providing opportunities and flexibility to the regions. This research journal uses two problem formulations, namely whether the Special Region of Yogyakarta is part of the asymmetrical decentralization perspective studied from Law Number 13 of 2012. This type of research is nomartive legal research.Theoretically,asymmetric decentralization is actually relatively new in Indonesia than the development of regional autonomy and decentralization theories which only prioritize the transfer of authority from the center to the regions. Asymmetric decentralization doesn’t only talk about the delegation of authority, but also how authority, finance, supervision and institutions are contextually decentralized. Based on the description above, it can be concluded that the authority determined in Law Number 13 of 2012 concerning the Privileges of the Special Region of Yogyakarta is one of the provoncial-level autonomous regions in Indonesia. Special Region of Yogyakarta and it’s status as Special Region in accordance with Article 5 paragraph 2 letter a, Article 9, and Article 16.

The land management regulations under Law No.13/2002 on the Privilege of Yogyakarta (Privileged Law/UUK) which were fully handed over to the Ngayogyakarta Hadiningrat Sultanate received the spotlight after the publication of a series of investigative reports that revealed allegations of land maladministration in Special Region of Yogyakarta (DIY). However, this disclosure was carried out by the national mass media and did not involve the local mass media. This study reveals how the local mass media during the period 2021-2022 reported on the Ngayogyakarta Hadiningrat Sultanate and its relation to land conflicts in DIY by using the framing method with the Entman method approach. This study concludes that the three mass media in DIY, Kedaulatan Rakyat, Tribun Jogja, and Harian Jogja image that the Ngayogyakarta Hadiningrat Sultanate has properly managed and utilized land rights obtained through the mandate of the Privileges Law for the benefit of the general public.

Abstract:
This research examines the management and utilization of village land in the Sriharjo Village. This research was conducted based on the problem that village authority was still hampered, impacting the Sriharjo Village’s government was not optimally managing and utilizing village land. The obstruction of village authority was stripped away by regulations from the Sultanate's authority. As a result, there were inconsistencies between Sriharjo Village rules and Sultanate regulations regarding the administration and use of village land. Although this behaviour is frequently observed in the villages of Special Region of Yogyakarta, few people have looked into, dissected, or even criticised this issue. This study aims to reveal how the Village Government responds to the dynamics of regime contestation. This research is a qualitative type with a descriptive method. Observation, interviews, and documentation are used as data gathering methods in Sriharjo Village, Kapanewon Imogiri, Bantul Regency. The study's findings shows that the administration and use of village land in the Sriharjo Village underwent a discourse that gave rise to the dynamics of competition between the Village Law regime and the Privileges Law regime of the Special Region of Yogyakarta. According to Article 76 paragraph (1) of Law Number 6 of 2014 concerning Villages, the Sultanate's authority's use of village land is contrary to village authority. It is evident that the Privileges Law regime weakens local authority while using village land. The Special Region of Yogyakarta Privileges Law, namely from Law No. 13 of 2012, is integrated with the Governor Regulation Number 34 of 2017 on the usage of village land. This study concludes that the administration and use of village land in Sriharjo Village led to a discourse of contestation between the Village Law regime and the Privileges Law regime, and it also resulted in a dualism of power, namely between the Village and the Sultanate.

Abstract:
<p>In September 2015, the United Nations (UN) set Sustainable Development Goals (SDGs) to improve global prosperity, with the first SDG focusing on the elimination of poverty. In Indonesia, the poverty rate in 2023 is 9.36%, while in Yogyakarta it is higher at 11.04%. As a special region, Yogyakarta receives a Privileged Fund that continues to increase every year, with one of its performance indicators being poverty reduction. This study analyzes the impact of the Privileges Fund on poverty in Yogyakarta using secondary data from the Central Bureau of Statistics for the period 2014-2023. The variables studied include poverty rate, Human Development Index (HDI), unemployment rate, and Gross Regional Domestic Product (GRDP) growth. The analysis was conducted using panel data regression method, using Fixed Effects Model and Non-Linear Logarithmic Panel Data Regression Model to capture data fluctuation more accurately. In addition, the Adaptive Regression Model was used to understand the dynamic relationship between variables. The results show that the Privilege Fund has not affected poverty in the year of allocation because the monitoring and evaluation process is carried out before the following year's allocation. Thus, the achievement of the Privileges Fund in the previous year (t-1) only has an impact on poverty reduction in the following year (t). HDI shows a significant negative effect on poverty in both models, while the unemployment rate has no effect. Meanwhile, GRDP growth has a significant negative effect on poverty in the Adaptive Panel Model but not in the Static Panel Model. These findings emphasize the importance of evaluation mechanisms in the effectiveness of the Privileges Fund as well as the role of human development and economic growth in reducing poverty in DIY.</p>

ABSTRAKSejak Undang-undang Keistimewaan disahkan, Dinas Kebudayaan Daerah Istimewa Yogyakarta (DIY) konsisten menggelar program kompetisi Pendanaan Pembuatan Film. Dalam genre fiksi dan dokumenter, film-film terpilih yang difasilitasi telah menafsirkan dinamika kebudayaan di DIY dengan cukup beragam. Asumsinya, film-film tersebut setidaknya mampu mewujudkan tata nilai budaya masyarakat yang berbasis pada nilai-nilai luhur budaya lokal. Namun demikian, beragamnya perspektif dan pendekatan yang digunakan sineas dalam produksi film kompetisi tentunya membangun realita baru akan narasi keistimewaan Yogyakarta. Penelitian ini akan memeriksa bagaimana konstruksi keistimewaan DIY dibagun lewat narasi film-film pemenang kompetisi pada dua tahun belakangan. Proses penelitian saat ini telah mencapai pada tahapan analisis struktur luar narasi kedua film kompetisi produksi Danais 2016-2017. Adanya ketidaksesuaian struktur narasi film-film dengan gagasan yang digunakan untuk menemukan struktur luar menurut Todorov justru menjadi tantangan besar dalam penelitian ini. Ketidaksesuaian ini sekaligus menjadi suatu penemuan yang penting saat keseluruhan proses analisis terselesaikan Since the Privileges Law has been authorized, the Government Cultural Office of the Special Region of Yogyakarta has been consistently holding a film-making funding program. In the genres of fiction and documentary, the facilitated selected films have climbed the Cultural Revolution in the Special Region of Yogyakarta with quite a variety. The assumption is that those films are at least able to realize the cultural values of the society based on the noble values of the local culture. However, the variety of perspectives and approaches used by filmmakers in the production of competitive films, certainly builds a new reality of the Yogyakarta's distinctive narrative. This research will examine how the construction of the privileges of the Special Region of Yogyakarta is built through the narrative of the winning films of the competition in the past two years. The current research process has reached the stage of analysis of the outside narrative structure of the two 2016-2017 Danais production competition films. Special Fund (Danais) is a special source of funding intended for development and development in the Special Region of Yogyakarta. This study aims to determine the effect of the Yogyakarta Special Fund on the Welfare of the People of Gunungkidul in 2023. The state of art in this study is to determine the benefits and effects of development activities related to special funds so that an in-depth study is needed so that changes in community welfare in Gunungkidul Regency can be known. The problem in this study is the effect of the Yogyakarta special fund on the welfare of the people in Gunungkidul Regency and its impact before and after receiving the special fund. Data used primary data through survey results and literature reviews. Mmethod used Specialty Program Effectiveness Analysis. The results of this study value the effectiveness of IKM 81,968 which shows a high level of satisfaction. Meanwhile, in other tests, in general, they felt the positive impact of implementing good programs for community groups. Meanwhile, based on the results of different tests, the four fields tend to experience an increase in welfare after getting special funds in Gunungkidul Regency.

As a follow-up to the privileges of Yogyakarta in the context of village development through Governor Regulation No.93 of 2020 concerning Cultural-Independent Villages, the government of Yogyakarta states that a village is a model for a plenary village with integrity and innovation that is enlightened and sovereign. The implementation of cultural villages must develop four pillars: the cultural village, the tourist village, the village-preneur, and the prima/women’s role village. To prosper the village community in the context of the privileged culture of Yogyakarta, the four pillars must be developed optimally. For this purpose, cultural-independent villages receive privilege funds between 1 and 1.5 billion rupiahs per year. Consequently, a problem arises: Can the cultural-independent village policy prosper the villagers? Or, is it true that the cultural bureaucratization can realize a plenary village through these four pillars? To examine these problems, researcher(s) collected data through interviews with stakeholders such as the Kundho Kabudayan (Department of Culture) apparatus, cultural village managers or village government, and cultural actors. Furthermore, the data were confirmed with document data so that they were more comprehensive to be analyzed qualitatively and in-depth related to the phenomenon of implementing cultural-independent villages and the dynamics. The results show that, in realizing villages with integrity and innovation that are enlightened and sovereign as an indicator of a cultural-independent village, there was no room to develop following the freedom and independence of the village. However, the villages had been determined by regional apparatus organizations with their standards in the forms of cultural village, tourism village, village-preneur, and prima/women’s role village. Another fact is that there is a cultural bureaucratization by the regional apparatus organizations appointed to the cultural-independent villages so that the villages lose their independence in developing their respective cultures, which are pretty diverse in customs and culture. Likewise, to improve the welfare of the people, a cultural-independent village does not guarantee the economic welfare of the community; in other words, a village with the status of a cultural-independent village may not necessarily have an impact on reducing poverty

Kingdon’s Multiple Streams, a framework to analyze agenda-setting process is widely considered as a ‘universal’ theoretical framework because of its flexibility to be applied. Therefore, it is necessary to investigate the validity of this ‘universal’ term. By using the case of the establishment of Law No.13 of 2012 concerning the Privilege of Yogyakarta Special Region, this research aims to apply and examine the Kingdon’s framework. The research has been done by using the qualitative method. Interviewing key persons and interpreting written documents are main techniques in data collection process. As the result, this framework remains applicable in the Yogyakarta case. There are 3 factors that brought Yogyakarta issues into the central government’s agenda encompass problem, policy, and politics. Politics is the most dominant factor indicated by Yogyakartans strong political movement and Sultanate of Yogyakarta’s political approach. In addition, Sultanate of Yogyakarta can also be discussed as a policy entrepreneur. As the conclusion, this research has a significant contribution to Kingdon’s multiple streams framework which is still able to explain social phenomena in policy making studies although there are some concerns that need to be explored further, particularly regarding the role of media and policy entrepreneur. To test the effect of regional own-source revenue, balance funds, privileged funds and capital expenditure on government financial performance using multiple linear regression analysis. This research utilized Qualitative Method with phenomenology approach. The data collection technique was performed through observation, interview and documentation. This analysis result indicates that the collaboration built between province and Kalurahan government (village) has not been holistically correlated so that the relation is more hierarchic (top down). Besides, there is an ambiguity tendency towards the spirit of villages to build that causes the low local initiatives and generally the authority possessed by the villages.

The public's main complaint about public services provided by government officials is that they often do not comply with established procedures, even though there are minimum service standards. This problem highlights the challenges in government implementation. This research discusses efforts to reconstruct government bureaucracy and public services in the context of moving towards Yogyakarta's privileges. This research method is normative juridical by exploring the legal norms that regulate the government sector and public services in the Special Region of Yogyakarta. Research involves identifying relevant legal sources, which include laws, government regulations, and constitutional documents which are then related to bureaucracy and public services. Next, an in-depth analysis of the content of these legal norms was carried out, with a focus on compliance and conformity with the concept of Yogyakarta exceptionalism. This research also carries out comparisons between various legal norms, looking for any inconsistencies that may exist. The research results revealed several key findings. First, it was found that several legal norms needed to be revised or updated to better support the unique vision of Yogyakarta, especially in relation to reform in the bureaucracy and improvements to public services. Second, this research builds a good basis for understanding potential conflicts or obstacles that may arise in the implementation of bureaucratic reconstruction and public services in Yogyakarta. Based on these findings, this research provides recommendations to the government and relevant stakeholders to take concrete steps to support efforts towards making Yogyakarta unique. These recommendations involve policy updates, increased coordination between government agencies, and improved communication with the public. This article makes an important contribution in the context of understanding law and policy related to the reconstruction of bureaucracy and public services in Yogyakarta, as well as its relevance to the vision of Yogyakarta's special features.

This study analyses the implementation of legal pluralism theory in a unitary state, such as the Republic of Indonesia, for historical and political purposes. The Special District Province of Yogyakarta, formally known as Ngayogyakarta Hadiningrat Sultanate, is one of the provinces whose territory and government have existed before Indonesia’s independence. When Sultan Hamengku Buwono led this province as the king, it significantly enjoyed many privileges within the Unitary State of the Republic of Indonesia, which apply to date. However, it is still possible to find discriminatory policies, especially in the agrarian sector, aimed explicitly at the Indonesian Chinese community due to the implementation of the Governor Instruction of 1975. As a result of this policy, the Indonesian Chinese are not entitled to land ownership rights in this region. This discriminatory policy serves as a window to explain how the social, cultural, political, and historical structures of Yogyakarta impact the implementation of the legal pluralism concept within the Republic of Indonesia. Historical and legal approaches within the socio-legal framework are used in this research.

Health for all is the goal of sustainable health development as a form of joint investment, commitment to improve the quality of life and the health status of the community as high as possible, according to the mandate of UU RI Number 36 of 2009. Portraits of the complexity of national health problems are also found in DIY, one of the provinces that has been privileged with the enactment of Law No. 13 of 2012 concerning the privileges of the Special Region of Yogyakarta (DIY). The purpose of this study is to photograph health financing in DIY and its utilization. This study uses a descriptive research method with literature review from various references (Library Research) to analyze DIY health financing policies in 2021. The results of the study show that the life expectancy of DIY reached 74.92% in 2019 and became the best nationally, but on the other hand the poverty rate is also very high compared to the national figure so that the potential for vulnerability to disease and financial resilience is low when there is no health insurance from the government. , the portion of the health budget in DIY of 6.6% is still less than the mandate of the Health Law of 10% of the total APBD, and the specialty of DIY has Danais that distinguishes it from other provinces in Indonesia, although the portion of Danais is smaller but its allocation can be maximized to support efforts to increase public health status.

The phenomenon of power in Yogyakarta attracted the attention of various groups, including the national media when differences of opinion emerged regarding the requirements for candidates for Governor and Deputy Governor candidates of the Special Region of Yogyakarta. The Governor of Yogyakarta is directly held by the Sultan as the King of the Yogyakarta Palace in accordance with the Yogyakarta Privileges Law. The problem arose when Sultan HB X did not have a son, and some parties interpreted the special law and regional regulations requiring that the governor of Yogyakarta be held, male. This problem has attracted the national media to produce news texts related to the pros and cons of women leaders in Yogyakarta. This research intends to uncover how the national media of Kompas daily constructs discourses on the rejection of female leaders and how the struggle for public acceptance or ideological ideas related to leadership succession in Yogyakarta. With a qualitative approach, the method used in this study is Norman Fairclough's Critical Discourse Analysis model. News texts related to the issue of leadership succession were analyzed starting from the text level, discourse level, and sociocultural level. The results of the study found that the production of the Kompas daily news text in practice represents a group that rejects female leaders in Yogyakarta. Local political elites in parliament, Keraton aristocrats, and Sultan HB X mutually defend their views on women's rights to become leaders in Yogyakarta. Kompas Daily provides a space for discourse on the issue of women's rejection to represent their side of those who reject women leaders

Indonesia is a democratic country with a unitary state system and uses a republic form. This has been stated in Indonesia's main constitution, namely the 1945 Constitution. As a consequence of using the above system, Indonesia has several regions under it which have their own autonomy. One of the autonomy that exists in Indonesia is the special status attached to the province of Yogyakarta. The privileges of Yogyakarta have long been legitimized by related laws, namely Law Number 2 of 1948. Apart from that, the privileges of Yogyakarta have also been strengthened by institutionalizing the form of the Sultanate and standardizing the highest regulations for the area; paugeran, into national regulations, namely Law No. 13 of 2012. So this research focuses on the extent to which paugeran is accommodated by Law no. 13 of 2012, specifically on the aspect of female leaders. This research is an analytic normative research using two theoretical approaches, namely stipulative theory and genealogical theory. It was found that Law no. 13 of 2012 was unable to fully accommodate the paugeran owned by the Sultanate of Yogyakarta. This is evidenced by the existence of several nomenclatures that are not in line with paugeran. In fact, paugeran is the spirit and spirit of the formation of Law no. 13 of 2012

In the context of implementing the privileges of Yogyakarta, Governor Regulation 93 of 2020 concerning Cultural-Independent Villages is stipulated in village development. The concept of a cultural-independent village is described as a village with the characteristics of independence/freedom, sovereignty, integrity, and innovation. The cultural-independent village is a complete and independent model or the political language of an autonomous village. Cultural-independent villages are supported by 4 pillars of independence in the fields of cultural villages, tourism villages, preneur villages, and women's empowering roles. Thus, it is hoped that the culturally independent village will experience economic growth and independence, so that community members can develop their potential, without intervention by the supra-village government. In practice, culturally independent villages are not yet fully independent, because managing the village economy must follow the provisions of the Regional Government Organization (OPD) 4 fields, as well as the budget also depends on privileged funds, the management is facilitated by 2 assistants from the cultural service of the Special Region of Yogyakarta. The problem is that such a development process eliminates a culturally independent village's principle of sovereignty and independence. For this reason, this research will examine the implementation of the principles of a culturally independent village related to developing cultural and tourism villages.
 To examine these problems, a qualitative approach was used, to obtain an in-depth picture of the data obtained through in-depth interviews and focus group discussions (FGD) with all culturally independent village stakeholders. For this reason, this research will be located in one of the villages with the title of a culturally independent village. The data is collected, then reduced, and interpreted various phenomena found in-depth so that comprehensive knowledge is obtained on the problems studied.
 The results of the study indicate that village autonomy in the context of a culturally independent village within the framework of privileges has not been appropriately implemented, meaning that a culturally independent village has not met the requirements of an autonomous village. This can be seen from the principles of a culturally independent village, namely: sovereignty, freedom, integrity, and innovation which have not been appropriately implemented. In the implementation of the pillars of independent villages, namely cultural villages, tourism villages, preneur villages, and gender roles, the role of the related OPD and cultural village assistants is very dominant, both in budget management and program management. Thus, culturally independent villages do not have the freedom to manage cultural and tourist villages for the community's welfare, because everything has been scheduled by each OPD, especially Kundho Kabudayan in The Special Region of Yogyakarta (DIY).

This study describes the process of accountability of DIY special funds in realizing the prosperity of DIY society 2013-2017. Special Region of Yogyakarta is one of the regions that get the special policy in the form of asymmetric decentralization. This policy is effective since the enactment of Law Number 13 the Year 2012 on the Specialties of DIY. In particular, this regulation regulates 5 privileged affairs: the procedures for filling the positions, positions, duties and authorities of the Governor and Vice Governor, the regional government of DIY, the affairs of culture, the land affairs and spatial affairs. The hope that decentralization policy in Indonesia can improve the people's welfare significantly has not been fulfilled. This is like what happened in Yogyakarta Special Region which has special authority to manage its government affairs. However, these expectations still cannot be met well. This study aims to analyze the accountability model for the utilization of DIY privileged funds so as to provide policy recommendations to be taken. This research uses the qualitative method with data collection method with in-depth interview technique, elite interview, and documentation. The results showed that the poverty rate in DIY until March 2017 about 488.53 thousand people or about 13.02% and Ratio Gini DIY by 0.425%. This is not worth the number of privileged funds that increase each year. It is, therefore, necessary in the determination of success indicators of achievement and output in accordance with the output and outcome to be achieved. In addition, the accountability process also includes not only technical in report submission but also ensuring that process and involving the community in the planning process until accountability.

This study aims to describe aspects of the legal history of filling the position of asymmetric Regional Head in the Special Region of Yogyakarta. This research is a normative legal research with a statute approach using primary and secondary legal materials and analyzed qualitatively descriptively. The results of the study indicate that the study of legal history shows that filling the position of Governor of DIY through a (asymmetric) determination does not conflict with Article 18 paragraph (4) of the 1945 Constitution and Article 18 B paragraph (1). The filling of the positions of Governor and Deputy Governor can be traced in various regional government laws that have been in force in Indonesia. In Act No. 22 of 1948 concerning the Principles of Regional Government: Article 18 paragraph (5) and (6) states: "Heads of special regions are appointed by the President from the descendants of families who ruled in the area before the Republic of Indonesia and who still control the area, with the conditions of skill, honesty and loyalty and keeping in mind the customs of that area. Act No. 1 of 1957, Act No. 18 of 1965, the Basic Law on Regional Government has changed due to adapting to the latest political developments, but with regard to filling the positions of Governor and Deputy Governor of DIY, it remains through appointment and is not bound by time (for life). During the New Order, Act No. 5 of 1974. Finally, based on Act No. 13 of 2012 concerning the Privileges of the Special Region of Yogyakarta Article 24, DPRD DIY stipulates Sultan Hamengku Buwono who reigns as Governor.

Village land is Land owned by the village government as a source of village income and should be used for the prosperity of the village community, but in reality, village treasury land is currently being misused and even sold for housing even though this is prohibited. This research aims to determine the modes of misuse of village treasury land and what efforts are needed to overcome the misuse of village treasury land in Sleman Regency, Special Region of Yogyakarta. This research uses empirical and normative types of legal research. The data sources used are primary data and secondary data. The results of this research are that four modes of abuse of village treasury land occur in the Special Region of Yogyakarta, namely inappropriate land use permits, buying and selling of village treasury land, village treasury land being used as housing, and village officials corrupting the rental proceeds of village treasury land. Efforts to overcome the misuse of village treasury land can be made through preventive and corrective efforts.

The right of citizens, including women, to participate in the government of their country is a right guaranteed by the constitution. However, in Law Number 13 of 2012 concerning Privileges of the Special Region of Yogyakarta, this right is limited. Women seem to be hindered in their candidacy for governor and deputy governor of Yogyakarta. In subsequent developments that provision was finally annulled by a decision of the Constitutional Court. This will of course bring certain legal and political implications. Because of this, this article presents the legal aspects surrounding the decision, in particular the background, legal politics, and legal implications of the decision. the study found that the granting of the lawsuit had legal implications of opening up opportunities for women to become governors of DIY. This decision is based on the value of gender equality and the elimination of discrimination against women as well as recognition and respect for the special status of DIY which is also recognized by the constitution. Even though this decision still leaves pros and cons, this decision has been in line with democratic values and reflects the paradigm of gender equality and support for the gender mainstreaming movement in Indonesian politics.

This model grants regions like Yogyakarta fiscal and administrative autonomy to tailor local policies and manage privileged funds effectively, fostering regional economic growth. Method: The study employs a quantitative approach, analyzing secondary data on fund allocation efficiency from 2017 to 2020 using Data Envelope Analysis (DEA). This method compares the relationship between inputs—regional income, balancing funds, legitimate income, and privileged funds—and outputs such as economic growth, poverty reduction, the Human Development Index (HDI), and the Gini index (income equality). Results and Discussion: Findings reveal that Yogyakarta's fund management from 2017 to 2020 achieved an annual DEA score of 1.00, indicating optimal use of resources for improving quality-of-life measures. It confirms that strategic PFM supports SDG-related outcomes, particularly reducing poverty, enhancing HDI, and minimizing income disparity. The results underscore the role of asymmetric decentralization in enabling tailored fiscal strategies that meet unique socio-economic demands. Research Implications: This approach can serve as a reference for other regions with similar decentralized governance systems, aiding in transparent, targeted budgeting that supports sustainable and inclusive regional development. This study aims to answer the question of why Baros mangrove forest area does not yet have legal legality and the opportunities for this area to be used as an essential ecosystem area, Kawasan Ekosistem Esensial (KEE). This study used empirical normative research to integrate normative legal aspects at the level of theories, rules, and legal principles and empirical legal aspects, namely the application of law in social reality in society. The qualitative approach method is obtained from interviews, observations, recordings, and others. The novelty of this study is related to the study object and the procedure for the designation of the candidate for the Baros mangrove KEE, which is different from the previous KEE designation, which was only based on national law. At the same time, the KEE designation in D.I Yogyakarta uses two legalities. They are a KEE Decree Letter (National Law) and a Certificate of Land Rights on Sultanate land (Privilege Law). The study results found that there is already a wetland KEE management forum in the Special Region of Yogyakarta Province, which is contained in the Decree of the Governor of the Special Region of Yogyakarta Number 111/Kep/2022. Concluded that efforts to determine the Baros KEE mangrove forest area have great opportunities.

One of the main elements in the Yogyakarta privilege/specialty policy is cultural development, including strengthening cultural villages as an integral part that supports Yogyakarta as a special region. In connection with the development of cultural villages, there is an opportunity to develop cultural tourism based on cultural villages that can be offered to both domestic and foreign tourists. In fact, there are still several problems with developing cultural villages. One of the problems is structural issues which are still dominant, considering that the cultural village was formed by the provincial government with various regulatory policies, and as a result, cultural villages are not given independence to manage themselves but rather are driven by the supra-village. Village dependency is also caused by the village's inadequacy to develop cultural tourism village so it needs guidance from the government and is far from being self-sufficient. This study uses an exploratory qualitative approach, by analyzing each model of a cultural village and its potential for developing cultural village-based cultural tourism. Data collection was carried out by in-depth interviews with government officials in charge of the cultural department and cultural stakeholders in the cultural villages. The results of the study show that the formation of several cultural village models has not resulted in cultural village-based cultural tourism. This is because cultural villages are more preoccupied with serving various policies from the cultural service and budget accountability given to cultural villages. Thus, cultural villages run out of energy to innovate in cultural events that can be offered to tourists. Furthermore, the limited human resources to manage cultural tourism in each village are also an important problem that still hinders the development of cultural tourism villages.

Bahkan Undang-undang Nasional tidak mampu menembus sistem pengelolaan tanah di DIY. Tulisan ini akan mengkaji lebih jauh tentang sejarah keistimewaan urusan pertanahan di Kasultanan dan Paku Alaman Yogyakarta dan realitasnya dalam menyikapi Rancangan Undang-Undang keistimewaan Yogyakarta. Dengan menggunakan metode yuridis normatif, sejarah penguasaan dan pemilikan tanah oleh raja atau Sultan Yogyakarta dan Paku Alam merupakan pelaksanaan kesepakatan dari perjanjian Giyanti yang dikukuhkan kembali dalam amanat penggabungan diri Sultan dan Paku Alam ke dalam Pemerintahan Republik Indonesia. For the Javanese, the land has a value equivalent to human dignity. As in the Special Region of Yogyakarta (DIY), the land has value, including its management system. Even the National Law can not penetrate the soil management systems in the province. This paper will examine further features of the history of land affairs in the Sultanate of Yogyakarta and Paku Alaman and reality in the bill addressing the privilege of Yogyakarta. By using a normative juridical methods, the history of the control and ownership of land by the king or the Sultan of Yogyakarta and Paku Alam is an implementation of the agreement Giyanti agreement which reaffirmed the mandate of merging himself Sultan and Paku Alam to the Government of the Republic of Indonesia. Thus Yogyakarta has a special system of land management, there are following the national land laws, and some are still governed by the Sultanate and Rijksblad Rijksblad Paku Alaman. In order not to cause any problems or new polemical and political dynamics in line with the national legal system, problems of land in the province needs special attention.</p>

Legal uncertainty in the legalization of village land in DIY arises from differences between national and regional regulations. This study examines the legalization of village land in Sleman, Yogyakarta, from the aspects of regulation, implementation, and its implications. The research method employed is a normative-empirical legal analysis focusing on regulations related to village land and their ontological basis. The findings show that the regulation of village land in the Special Region of Yogyakarta (DIY) has undergone changes since the pre-independence era, during which land was under the authority of the Kasultanan and Pakualaman with limited usage rights. After independence, DIY gained special rights in agrarian management, reinforced by the DIY Privileges Law (UUK). However, the implementation of the Basic Agrarian Law (UUPA) in DIY was delayed until 1984. Significant changes in village land regulations, from the 2008 to 2024 Governor’s Regulations, reveal inconsistencies with national land laws and the Village Law. This creates challenges in legal synchronization, where the UUK, as lex specialis, may lead to legal uncertainty in the legalization and certification of village land. These findings provide valuable input for policy development to strengthen the legal framework for village land and improve community welfare through better land management. Ketidakpastian hukum dalam legalisasi tanah desa di DIY timbul dari perbedaan pengaturan nasional dan daerah. Penelitian ini mengkaji legalisasi tanah desa di Sleman, Yogyakarta, dari aspek pengaturan, pelaksanaan, dan implikasinya. Metode yang digunakan adalah yuridis normatif-empiris dengan analisis terhadap peraturan terkait tanah desa dan dasar ontologis penetapannya. Hasil penelitian menunjukkan bahwa pengaturan tanah desa di Daerah Istimewa Yogyakarta (DIY) telah mengalami perubahan sejak masa pra-kemerdekaan, di mana tanah berada di bawah otoritas Kasultanan dan Pakualaman dengan hak pakai terbatas. Setelah kemerdekaan, DIY memperoleh hak istimewa dalam pengaturan agraria, diperkuat oleh Undang-Undang Keistimewaan DIY (UUK DIY). Namun, implementasi Undang-Undang Pokok Agraria (UUPA) di DIY baru terlaksana pada 1984. Peraturan tanah desa mengalami perubahan signifikan dari Peraturan Gubernur DIY tahun 2008 hingga 2024, mencerminkan ketidaksesuaian dengan hukum nasional dan Undang-Undang Desa. Hal ini menimbulkan tantangan dalam sinkronisasi hukum, di mana UUK DIY sebagai lex specialis berpotensi menimbulkan ketidakpastian hukum dalam legalisasi dan sertifikasi tanah desa. All Indonesian citizens have the right to own land in Indonesia according to the BAL and the 1945 Constitution. However, in the DIY Province, Indonesian citizens of Chinese descent are prohibited from owning land rights as regulated in the Instruction of the Head of the Special Region of Yogyakarta Number K.898/I/A/1975. This research discusses the legal provisions governing land ownership rights for Indonesian citizens of Chinese descent in the Province of DIY. The research method is normative with secondary data through primary and secondary legal materials. The approach used is statutory and historical with a prescriptive analysis using deductive logic. Based on the 1945 Constitution of the Republic of Indonesia which is discussed further in the UUPA, all Indonesian citizens can obtain property rights. There are historical factors contained so that the privilege law is enacted. This regulation was made to prevent exploitation of land in DIY and for the welfare of the people at that time.

The Special Region of Yogyakarta is a Special Region at the provincial level in Indonesia which is the fusion of the Sultanate of Yogyakarta and the Paku Alaman Duchy. The Special Region of Yogyakarta is located in the southern part of the Indonesian Island of Java, and is bordered by the Provinces of Central Java and the Indian Ocean. Specialties of the Special Region of Yogyakarta must also play a role as an autonomous region implementing decentralization. However, the problem is that the policies, implementers and implications of decentralization have not been able to improve the welfare of the people. This can be seen from the level of income gap in the Special Region of Yogyakarta getting higher. Even the gap in the Special Region of Yogyakarta is above the national figure. The Government of the Special Region of Yogyakarta is expected to be able to encourage and run activities programs that are focused on people's welfare. Development must be directed to create jobs and increase community income so that people's welfare increases. This study aims to measure the effect of decentralization policies on improving the welfare of the people in the Yogyakarta Special Region Government.

Abstract:
This article will discuss the dynamics of local politics in the Special Region of Yogyakarta which is analyzed through a culturalist perspective. In this research, culturalist theory is used to analyze whether the granting of special autonomy to Yogyakarta will be able to produce a culture, politics and economy that is different from other regions (which are not given special regional autonomy). The research method used to analyze written problem formulations is a qualitative method with data analysis in the form of descriptive analysis. Data collection was carried out through literature studies, obtained from similar research in the form of journals, articles and online news to support research. The results of this research reveal that the dynamics of the 'Yogyakarta Special Region' through a culturalist perspective provide an explanation that culture gives rise to an influence on politics as a whole. In D. I. Yogyakarta, there is a long historical journey in fighting for their culture to be maintained to this day. Until the birth of Law Number 13 of 2012 concerning the Yogyakarta Special Region Law which grants special autonomy to the Yogyakarta Special Region to manage its own region. The recommendation of this research is the need for further research by future researchers regarding the special legislation of the Special Region of Yogyakarta from different perspectives or theories.

Abstract:
Purpose – This study aims to examine the role of brand image, price and trust on purchase intention Herbal Medicine in Special Region of Yogyakarta. The respondents in this study were consumers at Special Region of Yogyakarta.
 Design/methodology/approach – This study uses a quantitative approach. The number of respondents in this study were 100 respondents. Sampling is done by purposive sampling technique. This study uses multiple linear regression with SPSS as analytical tool.
 Originality – This research will be able to complete the gap regarding the consumption of herbal supplements both during the pandemic Covid-19 after the post-Covid 19 recovery period.
 Findings and Discussion – Based on the results of data testing conducted, it shows that: (1) Brand image has a significant effect on purchase intention Herbal Medicine in Special Region of Yogyakarta. (2) Price has a significant effect on purchase intention Herbal Medicine in Special Region of Yogyakarta. (3) Trust has a significant effect on purchase intention Herbal Medicine in Special Region of Yogyakarta. (4) Brand image, price and trust simultaneously significant effect on purchase intention Herbal Medicine in Special Region of Yogyakarta.

The result of this study is that lower level of Financial Literacy, the higher the consumptive behavior of Generation Z in Special Region of Yogyakarta, Indonesia during the Covid-19 pandemic. On the other hand, the higher the Lifestyle, the higher the Consumptive Behavior of Generation Z in Special Region of Yogyakarta, Indonesia during the Covid-19 Pandemic.

Abstract:
The existence of the Special Region of Yogyakarta as a city of students, culture, and tourism holds diversity both ethnically, culturally, and religiously; therefore, the Special Region of Yogyakarta is called the city of tolerance. The plurality of the Special Region of Yogyakarta may give rise to conflicts and divisions, including inter-religious conflicts if they are not appropriately managed. One of the successes of developing religious harmony can be assessed by looking at the most basic indicators of harmony at the national and regional levels. This study aims to measure inter-religious harmony in the Special Region of Yogyakarta. Variables that become measuring instruments have three dimensions: tolerance, dimensions, and dimensions of cooperation. The study used quantitative methods with a total sample of 400 respondents spread across Yogyakarta City, Bantul Regency, Kulon Progo Regency, and Gunung Kidul Regency. The research findings show that the index of inter-religious harmony in the Special Region of Yogyakarta is 78.90, or in the high level of religious harmony category. For this reason, maintenance must continue improving to achieve a harmonious, harmonious, and harmonious religious life. Although, in general, it is in a high category, there are still sub-dimensions that need special attention, namely caring for the construction of other places of worship and being president or regional head regardless of religion.

Abstract:
Food is one of the basic human needs. A priority food commodity is rice. The Special Region of Yogyakarta Province is one of the areas that has agricultural land that is able to supply the food needs in the area. However, the population in the Special Region of Yogyakarta is growing annually, having an impact on the food needs that have to be met. The study aimed to determine the food reserves, especially rice reserves, in the Special Region of Yogyakarta. This study used a descriptive analytical method and ARIMA forecasting model. The study used time series data from 2011 to 2021 obtained from the dataku application managed by BAPPEDA of the Special Region of Yogyakarta. The data consisted of rice production data, per capita consumption data, and population data. The results showed that the rice reserves in the Special Region of Yogyakarta from 2011 to 2021 decreased over years. Based on the forecasting results, the best model was ARIMA c(9,1,6). In addition, the result of the rice reserve forecast from 2022 to 2025 also showed a decreasing trend from year to year. Therefore, it is crucial for the government to make efforts to maintain food availability to achieve local food security.Keywords: ARIMA, Food Reserves Rice, Forecasting, Special Region of Yogyakarta

This research aims to (1) determine the financial performance of village unit cooperative/Koperausi Unit Desa (KUD) in Yogyakarta Special Region (2) determine the affecting factors of profit/selisih hasil usaha (SHU) (3) determine the institutional performance of village unit cooperative in Yogyakarta Special Region. The basic method used for this stufy is descriptive snalysis. The data used are the primary and secondary data. Data primary obtained through the interview whiledata secondary obtained through KUD’s annual report from 2011 untul 2012/ sampling method is purposive sampling, based on the highest profit value in each KUD in regency or city inYogyakarta Special region in 2012, any KUD in each regency or city taken 4 people respondents, 3 people of board organizer, and 1 inspector of each KUD. Method of analysis used financial rationanalysis to determine financial performance of village unit cooperation in Yogyakarta Special Region, multiple regression analysis to determine the affecting factors of profit and analysis efforts to determine tye institutional performance of village unit cooperative in Yogyakarta Special Region. The result showed that financial performance of village unit cooperative in Yogyakarta Special Region still low. The significant factors for affecting profit are business volume, dummy USP, dummy RMU, dummy electricity, and the number of members own capital, outside capital, total assets, dummy waserda, anda dummy saprotan are not significant factor for affecting profit. KUD in Yogyakarta Special Region having well-institution performance.
