Abstract:
In 1981 Chile was the fi…rst country in the world to privitise its pension system moving from a pay-as-you-go scheme (PAYG) to a De…fined Contributions (DC) scheme. Individuals in the labour market at the time of the reform were given the choice to either stay in the PAYG system or to opt-out to the DC scheme. New entrants must join the DC system. Exploiting the wide differences in pension formulas across schemes, I …firstly fi…nd that the reform signi…ficantly increased expected pension wealth for most of those who opted-out. I then investigate the extent to which households substitute this increase by decreasing accumulation of other wealth. As the decision to either stay or to opt-out was not random, I gain identi…fication through an instrumental variable approach. I …find a pension offset of around 30%. Among the possible reasons for the incomplete offset are imperfect information, the desire to compensate for new risks faced and habit formation. Lastly, through a non-linear random effects dynamic model that allows for state dependence and unobserved heterogeneity, I estimate the effect of pension system design on individuals' formal/informal labour market decisions. Results indicate that individuals in the DC scheme are 23% more likely to be formal than those in the PAYG scheme at any one period. Further, simulations show that the boost in formality caused by the reform lasts throughout the life cycle. State dependence is even more important indicating that labour market past decisions do affect future ones. The unobserved heterogeneity is also high and signifi…cant but it is only a …fifth of the state dependence. The results on state dependence and initial condition suggest that there is scope for public policy to affect formality decisions.

Abstract:
The diploma thesis in the first part deals with an overview of basic pension schemes, their typology and distribution. Further, this section deals with the reasons for the reform of the pension system and demographic developments and general trends in pension protection system. The second part deals with analyse the so-called "small" and "large" pension reform, then analysis of the current pension system in Czech Republic for each column of the pension system in particular. At the end thesis represents a model calculation of the expected cash income at retirement age from three columns of the pension system based on specified parameters adaptable to a wide range of subjects which can be calculated for each pillar in particular. Thesis concludes that participation in second column of pension system is advantageous for those, who have salary above average or for people, who have restricted access to save on retirement.

The main aim of this dissertation is to compare the pension systems of Czech and Slovak Republic. The first part is dealing with the theory of pension systems and places emphasis on main philosophic concepts, from which these come from. The second part describes main attributes of Czech pension system and points out, that its reform is really needed. The third part of this dissertation analyses pension reform, which has been adopted in the Slovak Republic. Its aim is to consider all positives and negatives of this reform as well. The further development of Slovak pension system after adoption of this reform examines the fourth part of this dissertation. The last part compares the Czech and Slovak pension system and tries to evaluate, which conception of pension reform would be the best for the Czech Republic.

Mestrado em Actuarial Science<br>O Brasil experimentou um aumento de quase sete pontos na Razão de Dependência de Idosos, de 7,0 em 1990 para 13,8 em 2020. As projeções estimam que suba para 36,2 em 2050, o que significa que haverá aproximadamente 36 indivíduos com 65 anos ou mais por 100 indivíduos em idade produtiva. Em 2019, a situação das finanças públicas brasileiras era muito grave e, pelo sexto ano consecutivo, estava deficitária. O desequilíbrio foi causado principalmente pelo déficit previdenciário. As dúvidas sobre a sustentabilidade do sistema previdenciário são muito pertinentes nos dias de hoje, uma reforma foi aprovada e começou a ser implementada em 2019. O objetivo é projetar a receita e os benefícios até 2100, no âmbito de alterações alternativas de pensões paramétricas e também no âmbito de uma reforma sistemática, nomeadamente a passagem para um sistema de CD. Os custos de transição e outras despesas, e os custos relacionados com a pensão mínima garantida, também são contabilizados. Os achados comprovaram que a reforma iniciada em 2019 melhora o equilíbrio e permite que o déficit do RGPS diminua nos próximos dez anos, mas um aumento será observado a partir de então - embora em valor bem menor do que seria em um cenário de reforma pré-2019. Portanto, é muito provável que a discussão sobre a sustentabilidade do sistema volte a estar na ordem do dia em alguns anos. Explorarando as alternativas propostas, mudar para o esquema NDC parece resolver o problema a longo prazo.<br>Brazil has experienced an increase of nearly seven points in the Old-Age Dependency Ratio, from 7.0 in 1990 to 13.8 in 2020. Projections estimate it will rise to 36.2 in 2050, which means that there will be approximately 36 individuals aged 65 and over per 100 individuals of working age. In 2019, the condition of the Brazilian public finance was very serious and for the sixth year in a row it was in deficit. The imbalance was mainly caused by the social security deficit. Doubts about the sustainability of the pension system are very pertinent nowadays and a reform was approved and started to be implemented in 2019. The goal is to project the revenue and the benefits until 2100, under alternative parametric pension changes and also under a systematic reform, namely the shift to a DC system. Transition costs and other expenses, and the costs related to the minimum guaranteed pension, are also accounted for. The findings proved that the reform started in 2019 improves the balance and allows the deficit in RGPS to decrease for the next ten years, but an increase will be observed from that time on - although of a much less amount than it what would be in pre-2019 reform scenario. Therefore, it is very likely that the discussion about the sustainability of the system will be again the order of the day in a few years. Very important is also considered explanation and description of pension systems in other countries, which is based on OECD report from 2015. In practical part is a used methodic of Melbourne Mercer Global Pension index. The evaluation of pension systems is very detailed in selected countries except Czech Republic. The index methodology is applied on Czechs pension system in last part of the diploma thesis. Final index evaluation is used for the proposal improvement of pension system.

My diploma dissertation concerns the theoretical introduction of the retirement system, economic theories and the cause of the retirement reform in the first part. The second part represents the analysis of so-called small retirement reform and is focused on the retirement system since the beginning in 2013 with the accent to newly established retirement saving. The aim of my diploma dissertation is the evaluation of the existing functioning of the second pillar and the reasons of the low interest of the inhabitants. The comparison with the chosen states where the retirement saving already operates is a part of the second pillar analysis. Slovakia and Hungary are the European representatives with the similar schema of the retirement system and Chilean system is based on the fund financing. The opinion of the population was checked with the questioning. The pivotal part of my diploma dissertation and its main goal is the analysis of the second pillar accession availability from the age, income, family situation, investment strategy point of view and other criteria. The strategy with the low earning is suitable for the higher incomes only as resulted from the calculation. The more aggressive investment strategy with higher earning is convenient for the younger people with lower income and the older the more suitable access contingent on the higher income. As there is no interest in the second pillar participation the goal of my diploma dissertation is the proposal of alternative methods as investment or saving products of the bank institution for the old age security.

Viešojo sektoriaus ekonomikos magistro baigiamojo darbo tema aktuali tuo, jog Lietuvos visuomenė senėja, išlieka dideli emigracijos mastai, o gimstamumo lygis žemas. Todėl valstybei vis sunkiau spręsti pagyvenusių žmonių gerovės klausimą. Be to, cikliniai ekonomikos svyravaimai sukelia nedarbo lygio ir valstybės skolos augimą bei darbo užmokesčio mažėjimą. Nestabilios tampa ir finansų rinkos, todėl pablogėjusi fiskalinė padėtis, savaime suprantama, trikdo pensijų sistemos finansavimą, o investicijų grąžos ir turto vertės sumažėjimas trumpuoju laikotarpiu veikia (has implication – impact) pensijų kaupimo sistemų finansinę grąžą bei mokumą. Iki šiol nei vienai šaliai nepavyko sukurti pensijų sistemos, kuri neturėtų rimtų trūkumų, todėl tęsti studijas ir ieškoti geriausių sprendimų reformuojant pensijų sistemas yra prasminga. Šio darbo tikslas buvo įvertinti Lietuvos pensijų sistemos rezultatyvumą ir jos tvarumą ilgalaikėje perspektyvoje bei nustatyti sistemos tobulinimo kryptis. Siekiant įgyvendinti tikslą buvo identifikuotos esminės socialinės politikos modelių charakteristikos ir jų pritaikymas Lietuvai, aplinkos veiksniai, keliantys pensijų sistemos reformų poreikį,esamos pensijų sistemos spragos ir problemų sprendimo variantai. [toliau žr. visą tekstą]<br>The theme of Master‘s Work in Public Sector Economics deals with topical issues concerning ageing, emigration, low birthrate problems in Lithuania. Because of these factors the assurance of citizens social welfare is a complicating task for a State. Moreover, cyclical economics fluctuations cause the rise in public debt and unemployment level, also the fall in wages. Consequently financial markets become unstable and the worsen fiscal situation disturbs the sponsorship of pensions system. Moreover, the fall in investments change and value of assets in short run has impact on financial change of pensions funds and its paying capacity. Until now all of the states failed to create pensions system without serious drawbacks, so the extension of studies in search of best solutions for pensions system is still meaningful and even essential. The goal of this paper work was to evaluate the effectiveness of Lithuania‘s pensions system, its stability in the long run, and to sattle the improvement directions. In order to implement the goal the main characteristics of social policy models and its adaptability to Lithuania‘s pension system have been identified, the external factors causing the need of pensions systems reforms have been characterized, the drawbacks of present pensions system have been pionted out and the recommendations to eliminate it have been proposed. Abstract:
This thesis provides a range of analyses to examine the current Chinese pension reform in both provincial and national contexts, with special emphasis on coverage increase and its long term financial implications. Quantitative assessment includes econometric analysis of survey data initiated and organized by the author and her colleagues. Special models are designed to reflect the transitional characteristics of the current Chinese pension system. The results confirm that the coverage increase delays the system-aging process, through labor migration and urbanization, by about 20 years. But a funding crisis is inevitable if no parametric reforms could be made in the current system and if the system is not well managed. Policy suggestions are made in line with the empirical analysis and model results. In addition, some structural pension reform options are discussed. Two Notional Defined Contribution (NDC) applications are presented and simulations indicate that an NDC system may be effective in smoothing the financial pressure for government while maintaining adequate levels of individual retirement benefit. In the final part of the thesis, a hypothetical safety net is assessed in the context of the current policy framework, and its cost is examined. The thesis introduces new data and first hand information about Chinese pension reform in a provincial context to reflect the features of the national system.

This Thesis discusses the pension system issues in the Czech Republic depending on a demographic situation. The first chapter affords the historic review of pension systems and shows information concerning actual applications. The second chapter is aimed at the financial variations of the pension system. The third chapter is focused on a basic description of the contemporary pension system in the Czech Republic and historic evolution as well. In the fourth chapter, there is made an excurse throught the reformed pension systems abroad. This is provided in case of post-communist countries as well as the Latin America`s country. In the fifth chapter, there is realized an appropriate analysis of financing the actual pension system in dependence on a population evolution. There is proved an indefensibility of PAYG model through the use of a mathematic model. At the begining of the closing chapter there is a conception of each political party. The second part of its is represented by own summary and conception of this "stalemate" situation.

Em contraste algumas evidências sugerem que o Sistema de Segurança Social em Chile está desfrutando de sustentabilidade. A fim de contribuir para o debate nacional sobre a forma como estes pazes deve ter lugar, uma visão sobre as características de ambos: o sistema de fundos de pensão Português e do modelo chileno será discutido, destacando seus pontos fortes e fracos que nos permitam fazer uma análise custo / benefício para a transição do atual sistema de Português para um sistema mais parecido com o chileno.<br>Several Projections of the Social Security System evolution in Portugal indicate it's lacking of sustainability in its present form, hence the need to make corrections to this trend. In contrast some evidence suggests that the Social Security System in Chile is enjoying sustainability. In order to contribute to the national discussion on the way these amends should take place, an insight into the characteristics of both: the Portuguese pension fund system and the Chilean model will be discussed, highlighting their strengths and weaknesses that will allow us to do a cost/benefit analysis for the transition of the current Portuguese system to a system more similar to the Chilean.

Se analiza la sentencia que resuelve el proceso de inconstitucionalidad seguido por más del 25% de congresistas de la República contra las disposiciones de la Ley de Reforma del Sistema Privado de Pensiones (ley 29903) referidas a la licitación de la administración de las cuentas individuales, la centralización de los procesos administrativos, y la creación de la comisión mixta (que incluye la comisión por saldo). Los comentarios se centran en analizar, desde la perspectiva de la libertad de contratación y el derecho a la seguridad social (en particular el derecho a la pensión), un aspecto relevante de la sentencia: la obligación de los nuevos afiliados de permanecer durante dos años en la AFP adjudicataria.

This thesis deals with the comparison of funded pension schemes in United Kingdom and in Slovakia. The aim of the thesis is the classification of pension systems and consequently the characteristic of pension system's structure in United Kingdom and in Slovakia. The thesis also has for the other goal to carry out the comparison of funded pension schemes of both countries in terms of the most significant factors which influence finances invested in pension funds. The first chapter is devoted to the characteristics of construction of basic pension system types, the way of their funding, types of pension plans and structure of three tier pension system. Abstract:
The subject of this thesis is application of Notional Defined Contribution system in Czech Republic. In this pension system everybody has his own individual pension account on which he or she saves money. Interest is accredited to this account. When this person retires, the pension is calculated based on pension account balance. Contributions do not really stay in pension system, but they are paid to current pensioners (resemblance to PAYG system). In first chapter I deal with pension systems in general, in second chapter I deal with theoretical NDC system. In third chapter I analyze practical application of NDC system in Sweden. Fourth part of this thesis analyses the possibility of introducing NDC pension system in Czech republic.

The diploma thesis deals with the pension system of the Czech Republic in the context of the pension reform. It responds to the issues of unfavorable demographic developments. The starting point of the thesis is theoretical description of the classification of the pension systems. The attention paids to the characteristics of the pension system in the Czech Republic. The main part of the thesis analyzes individual pillars and highlights the changes caused by the pension reform. The practical part of the thesis focuses on the evaluation of the profitability of the funds of the third pillar, the calculation of the pensions from the first pillar pensions arising from comparing each of the three pillars of the pension reforms and proposals of the pension reforms. The aim is to analyze certain issues and evaluate how the pension reform was successful.

Abstract:
This master thesis aims to explore the relationship between financial literacy and probability of saving in private pension schemes in the Czech Republic among citizens older than 50 years. While the first part of this master thesis provides overview of pension systems among the OECD countries with emphasis on the Czech Republic, the second part brings the theoretical background for the financial literacy and for the measurements of financial literacy according to international studies. The last part of this master thesis serves as a practical part of this master thesis. In order to examine the relationship between financial literacy and saving for retirement, we performed a logistic regression. We set the probability of saving in a private pension scheme as a dependent variable and independent variables according to the studied literature. The last part of this master thesis also provides the summary of our conclusions about the importance of financial literacy within the decisions about saving for retirement and also the opinion that the lack of financial literacy was one of the main causes for unsuccessful pension reform in the Czech Republic where the second pillar was cancelled recently.

Abstract:
The purpose of this thesis is an analysis of the development of the pension system in the Czech Republic since 1989. The emphasis is placed on reform provisions and on their impact on public budgets. Future direction is discussed next. The demographic development raises concerns about the financial sustainability of pension systems. The changes in the structure of the system were made after several years of discussions and a number of parametric adjustments. The question of sustainability is not closed yet. Recent changes are canceled and the system returned to the previous state. The reason was a lack of political and general agreement about this type of reform. The theoretical part deals with the definition of public budgets with a focus on social security. The importance and the function of pension systems are characterized in the next section. Pension systems are classified by the operator, by the method of calculating pension benefits and by the type of funding. Each pension system is based on tradition and is influenced by the development of society in the political, economic and social fields. In the practical part is performed the analysis of the pension system structured according to the periods. The impact of the reform provisions is illustrated on the state of public budgets. The thesis concludes that the initial efforts to change the system fundamentally will be replaced by attempts to implement minor adjustments. In the case of structural reform in the future it could be considered the application of modern pension theory, which recommends Pan-European pension system.

The aim of this study is to determine the quantitative impact of changes to the pension system in the Czech Republic valid from January 1, 2013 on public budgets. Changes include the introduction of a funded second-pillar pension scheme and the adjustment of pension schemes under the third pillar. The theoretical part describes the basis of social policy in the areas of pensions, and characterize and compare concepts of pension systems. Following practical part analyzes recent developments in the Czech Republic, the essence of changes to the pension system and the interest of the population to use them. The aim of the study is fulfiled by quantifying impact on public budget. Subsequent analysis shows that changes may help to stabilize it in the next decades, however, a departure from the PAYG system is not required. The introduced second pillar can be problematic in ceratin respects for participants. Additional pension savings in the third pillar is a useful supplement to old age security.

Lietuvos Respublikoje nuo 2004 metų veikia nauja socialinio draudimo pensijų sistema. Ji suteikia Lietuvos Respublikos gyventojams teisę kaupti papildomai pensijos daliai pensijų fonduose. II ir III pakopos pensijų fondų veiklos priežiūrą atlieka Lietuvos Respublikos Vertybinių popierių komisija. Pensijos yra tam tikra taupymo forma, kuri leidžia sulyginti pajamas per visą gyvenimo laikotarpį. Kiekvienas dirbantis žmogus gali taupyti tam tikrą einamųjų pajamų dalį, taip užtikrindamas sau išmokas iš÷jus į pensiją. Todėl išsivysčiusiose šalyse pensijos ir pensijų fondai vystėsi jau nuo senų laikų – jų užuomazgų galima rasti jau XVII amžiuje. Pirmosios valstybinės pensijos įvestos, generolo Oto fon Bismarko dėka, Vokietijoje 1889 metais. Daugumoje Europos Sąjungos valstybių praktikoje išryškėjo tendencija II pensijų sistemos pakopą daryti kaip privalomąją. Lietuvos Respublikos privalomąjį pobūdį išlaikė tik pirmoji pakopa, tuo tarpu antroji ir trečioji yra savanoriškos. Nuo 2004 m. sausio m÷n. 1 d. All pension accumulation enterprises are strictly controlled and supervised by the Stock Commission. Pension is a particular way on saving, which allows dispensing lifetime income. Every working person can put aside a certain part of his income, thus guaranteeing allowance when the person retires. In wealthy countries pensions and pension funds have existed for a long time, their origins dating as far back as the 17th. First retirement was instituted by Otto von Bismarck in Germany 1889. There is a tendency that in most of European Union states II level’s of the pension system are compulsory. In Lithuania only I level is compulsory, while II and III are voluntary. Lithuanians, since 01/01/04, a part of their payments to “Sodra” can remit in pension funds, also they can accumulate voluntary for subsidiary part of the pension in pension funds or insurance enterprises, by making certain payments. To become a participant of the pension fund may a person, who is compulsory insured with the social retirement insurance, to get main or subsidiary part of pension. Person, who is already turned the retirement age, have no right to participate in the second level. This dissertation studies the impact and consequences of possible retirement plan reforms on subjects in the Czech Republic. The first part focuses on classification of pension systems and fundamentals of the Czech pension system. Second part summarizes major aspects of the retirement plan reform. Changes in the pension system in the process of ageing of the population are highlighted in this section. Following is the fundamental part of the dissertation that will point out possible consequences of the retirement plan reform for the Czech Republic. The conclusion of the dissertation aims to discuss needs of all parties participating on the retirement plan reform and outline an optimal reform plan. This is the conflict point of the interest of the public and those of the government. However, it is a government's responsibily to act on behalf of the citizens and that is the paramount factor of the reform.

Este trabalho analisa as condições atuariais para criação do Fundo previdenciário federal (FUNPRESP) e como será o novo sistema previdenciário após o funcionamento desse Fundo que finalmente concluirá, em âmbito federal, as reformas iniciadas em 1998. A partir desse estudo concluímos que o novo sistema previdenciário, sistema misto, pagará benefícios menores para os servidores que ingressarem depois da criação do fundo quando comparados com os atuais servidores. Em razão disso os atuais servidores, analisando apenas os ganhos financeiros, não migrarão para o Fundo federal conforme é esperado pelo Governo. As mulheres receberão nesse novo sistema previdenciário benefícios menores em função do menor tempo de contribuição, expectativa de vida maior e menor taxa de crescimento salarial. Mas os grandes avanços com a criação do fundo serão o equilíbrio atuarial do sistema federal de previdência e o fim das grandes desigualdades entre esse sistema e o regime geral de previdência. A criação do Fundo fará com que os benefícios fiquem atrelados diretamente à contribuição de cada servidor, diferentemente do que ocorria antes quando os benefícios eram proporcionais à remuneração do servidor - até 2003 era equivalente a última remuneração e depois de 2003 é equivalente à média das 80% maiores remunerações.<br>The present work analyzes the actuarial conditions for the creation of the Brazilian Federal Social Security Fund (FUNPRESP) and how the new Social Security System will work after the effective functioning of the Fund. We could say that in the federal sphere it will finally finish off the reforms initiated in 1998. We conclude that the new Social Security System (called \"mixed system\") will provide lower payments to the beneficiaries who start to contribute after the creation of the Fund. In consequence, the current beneficiaries will not migrate to the new Federal Fund, as the government expects, because some simple analysis will make they conclude that they would incur into financial losses. Along with that, female beneficiaries will receive fewer benefits than men from that new Social Security System, basically for three reasons: a) their shorter time of contribution; b), their higher life expectancy; and c), the lower rate at which their payments actually grow. We also conclude that the real advantages brought by the creation of the Fund are: a) the actuarial equilibrium of the Federal Social Security System, and b) the end of the huge inequalities between that system and the \"general\" Brazilian Social Security System (INSS). The creation of the Fund will link the benefits directly to the contribution of each servant, as opposed to when benefits were proportional to the servant\'s pay (equal to it until 2003, or equivalent to the average of the 80% highest salaries).

Pension reform is nowadays one of the most discuss economic topics among professional public. Almost every OECD country is pressured to make pension reform, because of rapid changes in demographic structure. This article is trying described basic options for pension reform. The main effort is to compare the parameters setting of these options. The first part is describing what optimization model is and how to solve it. The second part describes pension models and shows necessity for pension reform in the Czech Republic. The third part is optimization model for PAYGO system in the Czech Republic. The fourth part describes pension systems in OECD and Latin American countries. It also shows undertaken pension reforms in some of these countries. The fifth part defines theoretical approach to pension reforms by citing and summarizing articles form experts on pension systems. The sixth part is describing proposal for Czech pension reform. It is also comparing the setting of this proposal with previously described systems. It also shows influence of parameters on sustainability of system, revenues of participants and expenses of government. In conclusion, article also discusses the influence of pension reform on family relations. This part of article is mainly based on work of world famous economist Gary S. Becker.

Mestrado em Ciências Actuariais<br>This thesis examines the Malawi pension fund reform using an integrated simulation model. The aim is to explore why the Malawi government moved from Pay as you go (PAYG) system to define contribution (DC) system. Malawi is a relatively young country and its pension schemes are deficient in design, financing, execution and administration. Malawi has persistent macroeconomic fluctuations and an unstable financial sector that make effective pension fund management challenging. Also there are high inflation rates and politically motivated low-yield investment loans. The thesis assumes that in Malawi an average person retires by 50 years and the maximum age of death is 70. The average starting wage ranges from 65,000-75,000 Mk. The contribution rate is 15% of payroll with a transaction cost of 5% of wages. The common investment strategy is a 50-50-0-0-0 approach, i.e. 50% of assets are allocated to bank deposits and government bonds respectively. In addition a risk return analysis is employed to test the portfolio riskiness. The test include the Sharpe ratio, the Jensen measure and the Treynor measure. It was observed following the simulation tests that replacement rates are higher when retirement age rises to 60 or 65, but retiring at 50 had very low replacement rates. Meaning, pensioner can get favourable retirement income when he/she retires at 65 but this is a problem since life expectancy is 54 years. The portfolio risk test indicated very low results meaning low risks. This is as a result of allocating the funds in less risky assets i.e. government bonds which have low investments yield trickling down to low pensions. To improve the current pension system, Malawi needs to redesign its pension system to tackle the life expectancy problem, diversify pension fund portfolios to achieve a high and stable return, and invest in the economy in order to have a stable macro-economy that can protect the real value of pension assets.<br>Esta tese examina o fundo de pensão de reforma do Malawi usando um modelo de simulação integrada. O objetivo é explorar por que o governo do Malawi passou do sistema Pay as you go (repartição ) para um sistema de contribuição definida (capitalização). Malawi é um país relativamente jovem e os seus regimes de pensões são deficientes em design, financiamentos, execução e administração. Malawi tem flutuações macroeconômicas persistentes e um sector financeiro instável que fazem a gestão eficaz de fundos de pensões desafiante. Além disso, existem altas taxas de inflação e politicamente motivadas empréstimos de investimento de baixo rendimento. A tese parte do princípio de que no Malawi uma pessoa média se aposenta aos 50 anos e de que a idade máxima de morte é de 70 . O salário médio inicial varia de 65,000-75,000 Mk. A taxa de contribuição é de 15% do salário, com um custo de transação de 5% dos salários. A estratégia comum de investimento é uma abordagem 50-50-0-0-0 , ou seja, 50% dos activos são alocados para os depósitos bancários e títulos do governo, respetivamente. Além disso, uma análise de retorno de risco é utilizada para testar o grau de risco da carteira. O teste inclui o índice de Sharpe, a medida Jensen e a medida Treynor. Observou-se nos ensaios de simulação que as taxas de substituição são mais elevados quando a idade da reforma sobe para 60 ou 65 anos, mas se a reforma for aos 50 anos obtêm-se taxas de substituição muito baixas. Ou seja, o pensionista pode obter uma pensão favorável quando se aposenta aos 65 anos , mas existe um problema, já que a expectativa média de vida é de 54 anos. O teste de risco da carteira dá resultados muito baixos indicando baixo risco. Este é o resultado da alocação dos recursos em ativos de menor risco, ou seja, títulos do governo, produzindo pensões baixas. Para melhorar o actual sistema de pensões, Malawi precisa redesenhar o seu sistema de pensões para enfrentar o problema da expectativa de vida, diversificar carteiras dos fundos de pensões para conseguir um retorno alto e estável, e investir na economia, a fim de ter uma macroeconomia estável, que pode proteger o valor real dos ativos de pensões.

Mestrado em Economia e Políticas Públicas<br>O presente trabalho tem como objetivo identificar a natureza e o perfil das reformas realizadas nos sistemas públicos de pensões da Alemanha, Portugal e Suécia, no período entre 1992 e 2015. Para a concretização deste objetivo, a dissertação baseia-se na revisão de literatura que mostra a influência das diversas determinantes no processo de reformas realizadas e as reformas implementadas nos países escolhidos. Após a caraterização das reformas através de indicadores qualitativos, conclui-se que a alteração da fórmula de cálculo das pensões constitui a reforma mais utilizada nos três países, sobretudo mediante a introdução do fator demográfico ou de sustentabilidade. A revalorização e a modificação da idade de reforma são as reformas que se seguem em termos de maior implementação.<br>This study aims to identify the nature and profile of reforms in public pension systems of Germany, Portugal and Sweden, between 1992 and 2015. To achieve this goal, the dissertation is based on the literature review that shows the influence of different factors in the process of reforms undertaken and the reforms implemented in the selected countries. After the characterization of reforms through qualitative indicators, it is concluded that the change in the pension calculation formula is the most used reform in the three countries, particularly by introducing the demographic or sustainability factor. A central theme in the comparative political economy of the welfare state is the complementaries between political institutions, social policy, and labour markets. Yet little has been written to uncover this political-economic nexus in China, the world’s second largest economy. This thesis partly addresses this gap by studying the country’s public pension arrangement, the most expensive component of the Chinese welfare state. It reveals the working of the political-economic nexus in contemporary China by showing how it leads to two puzzling characteristics of the Chinese pension system, namely the rapid expansion in the absence of electoral pressures and the persistent regional fragmentation despite an authoritarian central government. It argues that the decentralised authoritarianism, in which China’s authoritarian central state delegates to regional governments and motivates them to achieve its developmental goals, drives municipal authorities to compete with each other in generating economic growth. In the inter-municipal economic competition, local leaders adopt an expansionary yet localising pension policy. This facilitates the formation of specific industrial skills, which are productive for particular local industries, and the retention of skilled industrial workers. All of this is important to local economic development in a context of industrial upgrading and labour market tightening. It is argued this is the political-economic logic of China’s pension system.

This thesis draws on the 'critical case' of Sweden and focuses on the provision of pensions to assess the extent to which the post-war social democratic regime and adherent meanings and practices in daily life have been transformed in a neoliberal direction. The Swedish economy of the late 1990s, still distinctly social democratic, although retrenched and increasingly 'financialised', was not stable. The 1999 pension reform has further privatised financial risk and hence potentially advanced neoliberalism. By subjecting the ability to consume, in working-life as well as m retirement, to financial market performance, the rate of growth of inequity 1s accelerated. The systemic infrastructure and the knowledge-formation required for this pension system to function as intended as well as be accepted as legitimate seem however to be lacking. The system engineers, following neoliberal ideas, sought to fulfil the objective of institutionalising a mass investment culture in the everyday by promoting the notion of risk as potentially profitable if managed well. Yet, as argued in the thesis, due to their politico-ideological preferences, they underestimated the resilience of existing demographic and geographical cleavages formed by the traumas and desires provoked by economic restructuring and financialisation in the post-war period. By analysing subject-formation in the everyday, the thesis shows that for a finance-led accumulation regime to be stable in Sweden, these cleavages and inadequacies have to be regulated. The new pension system in Sweden thus points to the tendential microfoundational limits of the projects of neoliberalism and financialisation.

Furthermore it is investigated how the citizens perceive the development of particular demographic aspects, what they think about the status and reforms regarding the pension system, and how they provide themselves for retirement. The main point of my work is to evaluate preferability of so called opt-out (partial release of financial sources from system based on continuous contribution into fund system) for various income and age groups in order to find out that such measures will not fundamentally threaten stability of pension system in the Czech Republic. Reform changes of pension reform of chosen EU countries are to be characterized in my thesis. I will also evaluate possibilities of aplication of foreign experience in the Czech Republic. The basic methods will be above all the analysis of questionnaire results, mathematical and statistical methods and method of international comparation.

This thesis focuses on the possible options for pension reform in the Czech Republic and their impact on family budgets, both in terms of payments in the economically active age, and then from the amount of pension at retirement age. In the theoretical (methodological) part are several possible scenarios of pension reform chosen from proposals to the Czech Republic and from the pension systems applied abroad too. There are described the main pillars and main differences between them and of course the difference from the current state of pension system in the Czech Republic. The entire chapter is devoted to the current state of pension system, because it is the starting point for each of the reforms. After describing all options of pension reforms in the theoretical (methodological) part, we focus on the practical part. There are described several model participants and for each participant are calculated present payments and future revenues, which depends on the variant of the reform. According to this testing we search for such a pension reform, that would be the best across social and income groups. At the end is this testing evaluated and the results of the entire work interpreted.

The main aim of this diploma thesis is to give a complex view of the Czech pension system to the reader. In recent years pensions and their associated problems have been the main theme of many discussions. We often hear politicians and experts speaking about the financial problems of the Czech pension system and its unavoidable reform. The preamble of this thesis deals with different situations in the Czech pension system, the rules under which it operates and its history. The body of this work is focused on the analysis of fundamental problems and their effects on the contemporary pension system in the Czech Republic. The emphases in the thesis are on demographic trends; the ageing process; receipts and expenditures of the Czech pension system; the political situation and public opinion in the Czech Republic. The pension system is an important part of social policy and public budget. Negative demographic development put pressure on the financial sustainability of the pension system therefore political establishment are forced to implement reform measures. The aim of the thesis will be to analyze the pension system of the Czech Republic between 2010 and 2016 and on the basis of this analysis to propose measures for its improvements. In the theoretical part the thesis will examine the social policy and issues of pension systems. At the same time it will pay attention to the international institutions and their proposals. In the practical part the thesis will be focused on demographic development which is a fundamental factor of the long-term stability of the pension system. It will analyze the changes in the pension system in the period under review. The conclusion of the thesis will show the possible ways to improve the stability of the pension system.

Abstract:
The main aim of the thesis is to give comprehensive overview on the issue of pension reform in order to clarify, with political-economic and socio-economic context, the position and role of the private sector in pension system of Czech Republic and evaluate whether it is sufficient form of security for old age. The thesis analyzed trends, with specific meaning and influence of the social situation in the EU. There was made the description of pension system of Chile, Poland, Slovakia, Hungary, Lithuania, USA, France and Germany. The thesis also analyzed the pre-reform and after-reform pension system in Czech Republic. The last chapter was dedicated to a case study focusing on the simulation with respect of different age and income of various persons. The conclusion showed partial opt-out preference for younger people with long term savings, or older people with income at least above 40.000,-CZK. It also proved benefits of additional savings, especially with state aid, tax relief and employer contribution. The thesis proved the fact that private sector is able to provide the security for old age people only with sufficiently high income, sufficiently long period of savings and also only with personal responsibility of every person alone. In all other cases the savings in private sector must be comprehend as an additional saving and not as an adequate substitute for state pension.

The work aims to explain the character and success/failure of pension reforms with help of political explanatory variables. The constitution of given political system is considered, as well as the actual political alignment and the role of electorate, in explaining the processes underlying the pension scheme reforms - a major topic of today's aging societies. The case study approach is used, utilising the recent experience of Great Britain and Sweden in reforming the pensions. The findings are compared with the results and conclusions suggested by a dynamic economic model of pension scheme switch, demonstrating eventually what factors and conditions are favorable for pension reforms, both from the political and the economic point of view.

Esta análise é enquadrada nas determinantes das reformas dos sistemas de pensões e na sua natureza estrutural ou paramétrica. Foi possível concluir que o novo sistema de pensões Sueco veio reforçar a relação entre as contribuições sociais feitas ao longo da carreira e os benefícios adquiridos na velhice, que se tornou menos generoso em comparação ao sistema anterior, mas que não descurou a função redistribuição que culturalmente possui uma enorme importância. Um efeito particularmente importante da passagem do Beneficio Definido para a Contribuição Definida faz-se sentir sobre as mulheres já que tendo, em regra, interrupções de carreira são mais penalizadas, do que os homens, com o reforço do vínculo entre contribuições e benefícios.<br>This dissertation aims to analyze de structural reform of Swedish Pension System, in 1994, as well as discuss the potential effects on future pensioners. This analyze is framed in determinants of the reform of pension's systems and in their structural or parametric structure. It was possible to conclude that the new Swedish pension system came to reinforce the relationship between social contributions made through the career and the benefits acquired at old age, that it became less generous in compare to the old system, but did not neglect the redistribution function that culturally has a huge importance. A particularly important effect of the passage from Defined Benefit to Defined Contribution is felt on women as, generally, career brakes are now more penalized thanks to the strengthening of the bond between contributions and the value of the pension.<br>info:eu-repo/semantics/publishedVersion

Viešojo sektoriaus ekonomikos magistro baigiamojo darbo tema yra aktuali, kadangi darbe nagrinėjama Lietuvos valstybinių pensijų sistema. Pensijų sistema – tai vienas iš socialinės apsaugos elementų. Socialinis draudimas yra pagrindinis institutas, apsaugantis pilietį rinkos ekonomikos sąlygomis. Prieš penkis metus Lietuvoje pradėta įgyvendinti valstybinio socialinio draudimo pensijų sistemos reforma. Ši reforma reiškia dalinį valstybinio socialinio draudimo pensijų sistemos privatizavimą. Šis žingsnis susilaukė ir kritikos ir pritarimo. Lietuvos mokslininkai, atlikę skaičiavimus ir statistinius tyrimus labai kritikavo ir tebekritikuoja atliktą reformą. Pasak juos, reformuota pensijų sistema nėra teisinga, daugiausia nuo jos nukentės dabartiniai pensininkai, bei vyresni dabartiniai darbuotojai, nepatenkantys į sistemą (Gylys, 2002). Atlikti tyrimai parodė, kad valstybinio socialinio draudimo pensijų sistema sukuria didesnį socialinį saugumą, nei privačių pensijų sistemos (Bitinas, 2008). Beje Lietuvoje privačios pensijų sistemos kuriamos valstybinio socialinio draudimo pensijų sąskaita. Įgyvendinus pensijų reformą, turi būti nagrinėjama, kokį socialinį poveikį pensijų sistema turės ateityje. Pensijų sistema turi būti valdoma siekiant socialinio teisingumo. Pension system - is one of the elements of social protection. Social security is the basic institution which protects the national market economy. Five years ago Lithuania was launched in the state social insurance pension system reform. This reform is part of the state social insurance pension system privatization. This step and the context of criticism and support. Lithuanian scientists perform calculations and statistical analysis is very critical and critical carried out the reform. Запропоновано напрями реформування пенсійного забезпечення в Україні, а саме: провести низку ефективних заходів для належного запровадження в дію другого рівня ПС на основі автозапису всіх, хто працює, за прикладом інших країн, насамперед Польщі; стимулювати розвиток третього рівня пенсійної системи – добровільного недержавного пенсійного забезпечення; запровадити професійну пенсійну систему для осіб, які працюють в особливих умовах чи роботодавцем яких є держава та завершити модернізацію першого рівня – солідарної пенсійної системи.<br>Diploma thesis deals with theoretical aspects of socio-economic essence, principles, models, components, types and institutional principles of pension provision and tasks and functions of the Pension Fund of Ukraine. Author analysis areas of pension reform in Ukraine, namely: to take a number of effective measures for the proper implementation of the second level of the PS on the basis of auto-recording of all those who work, following the example of other countries, especially Poland; to stimulate the development of the third level of the pension system - voluntary private pension provision; to introduce a professional pension system for persons working in special conditions or whose employer is the state and to complete the modernization of the first level - the solidarity pension system.
