Abstract:
The research compares the problems of two strategically important regions for Russia-the Caspian region and the Arctic region. Despite the fact that there are some significant geographical and climate differences, the geopolitical situation in the regions is similar. There are almost identical risks in the development of these regions. The main difference is that the Caspian region was exposed to the anthropogenic factor much earlier. The lessons learned from the work in the Caspian region can be used in the Arctic region, which can reduce some of the risks associated with the interaction of coastal countries.

Abstract:
Competiveness of regions is one of the most important policies formulating regional policy. The new focus on the specific fea­tures of the region and its competiveness encourages using the regional policy measures reflective of broader conception of the rural countryside. The new rural policy targeting and monitoring needs for typologies taking into account the diversity of rural regions. While creating region typologies for policy goals, it was essential to find new criteria and indicators for the measurement of the rural region’s economic potential. The economic dyna­mism becomes an important indicator of the region’s economic potential proposed by OECD organisation. This paper examines methodology to build a typology of economic dynamism for rural regions of Lithuania relevant for rural policy purposes. The re­search results shows that suggested typology based on economic dynamism, which is measured by the number of employed in all population aged 15–64, at this period is not suitable methodologi­cal tool for classification of rural regions in Lithuania. Santrauka Pastaruoju metu regioninėje politikoje ypač daug dėmesio skiriama regionų konkurencingumui. Priimant Lietuvos kaimo politikos sprendimus, regionų grupavimas pagal ekonominio konkurencingumo rodiklius taip pat labai aktualus. Kuriant regionų tipologijas, valdymo tikslams ieškoma naujų kriterijų ir rodiklių, padedančių atskleisti regionų ekonominio potencialo skirtumus. Straipsnyje pristatomi tyrimo, skirto įvertinti Lietuvos kaimiškųjų regionų tipologijų (pagal ekonominį dinamišku­mą) atitiktį kaimo politikos tikslams, rezultatai. Tyrimas parodė, kad EBPO propaguojamas regionų ekonominio dinamiškumo kriterijus, matuojamas užimtųjų dalies (15–64 m. amžiaus gyventojų skaičiaus) augimu regione, dabartiniame Lietuvos kaimo raidos etape neatspindi realių kaimiškųjų regionų ekonominių problemų. Priimant su Lietuvos regionų ekonomikos aktyvinimu susijusius kaimo politikos sprendimus, turėtų būti atliekami išsamesni tyrimai, padedantys atskleisti priežastis, formuojančias ekonominio konkurencingumo skirtumus regionuose.

Abstract:
The paper presents statistical estimations of Arctic Oscillation (AO) impact on air temperature regime in the eastern part of the Baltic region. The region is characterized by high inter-annual and inter-seasonal variability. It is important to note that in the region of global warming extremely low winter temperatures can be observed on the European territory of Russia. AO is one of the large-scale global patterns of atmospheric circulation closely associated with weather variability in northern Europe. AО anomalies occur in the upper atmosphere (stratosphere) and only then are transferred to tropospheric lower layers. The anomalies can persist over a long period of time (up to two months); so they can serve as precursors in long-range weather forecasts. In turn, changes in stratospheric polar vortex and sudden stratospheric warmings can be related to geomagnetic activity. Perhaps geomagnetic activity influences the meridional temperature gradient and then changes the structure of the stratospheric zonal wind. These changes have an effect on the tropospheric circulation. The stratosphere–troposphere coupling takes place during winter months. Therefore, the paper deals with extremely cold winter anomalies in the eastern part of the Baltic Sea region. At the same time, we examine atmospheric circulation peculiarities associated with AO phase change. We analyze data for 1951–2014.

Ведение растениеводства в промышленных регионах затруднено не только природно-климатическими условиями, но также состоянием и динамикой сокращения пахотных земель. Размещение промышленных предприятий по всей территории Кемеровской области создает барьеры для ведения растениеводства в привычных для сельхозпроизводителей условиях. Как и для многих других промышленных регионов, для Кемеровской области характерно неравномерное распределение сельскохозяйственных производств по территории. В данной статье проанализировано распределение посевных площадей, валовые сборы и урожайность основных культур растениеводства по муниципальным районам Кемеровской области. Установлено, что производство зерновых и зернобобовых культур в основном сосредоточено в Промышленновском и Ленинск-Кузнецком районах, производство картофеля и овощей – в Кемеровском и Новокузнецком районах. Развитие растениеводства в Промышленновском и Ленинск-Кузнецком районах обусловлено наличием благоприятных агроклиматических условий, а в Кемеровском и Новокузнецком районах – высоким спросом на продукцию. В настоящее время рост валового сбора сельскохозяйственной продукции в ряде муниципальных районов связан с ростом урожайности, поскольку посевные площади в большинстве муниципальных районов Кемеровской области остаются на прежнем уровне или даже сокращаются. Рост урожайности сельскохозяйственных культур в основном характерен для тех районов, в которых ведут свою деятельность крупные сельскохозяйственные предприятия, которые обладают возможностями использования современных сельскохозяйственных технологий. Существующие тенденции выращивания зерновых и зернобобовых культур, картофеля и овощей в муниципальных районах Кемеровской области свидетельствуют о необходимости привлечения дополнительного финансирования для повышения эффективности растениеводства за счет производства продукции с высокой добавленной стоимостью.

Abstract:
The main objective of the paper is to examine the concepts of region and regional identity in order to point out their political, social and theoretical/philosophical opportunity, and also their highly problematic character, especially in the current Eastern European context. The author tries to determine the contents of the concept of region from phenomenological perspective and shows that it is hardly possibly because, in practice, “region” refers more to arbitrary political and administrative criteria than to what can be experienced as a common “surrounding world”. The examples of regions analyzed in the paper are those of the infra‐state Polish region Podlasie and of the supra‐state Euregion Neman. In conclusion, the author claims that the opposition cultural/political, or experienced/constructed, should be mediated by European legal and moral rules. It is also claimed that only awareness of difficulties connected with the project of regions can allow their construction in a realistic, not arbitrary and not utopian way. Tarp lokalumo, nacionalumo ir globalumo: regioninių tapatumų problema Santrauka Pagrindinis straipsnio tikslas – išnagrinėti regiono ir regioninio tapatumo sampratas, siekiant ne tik išsiaiškinti jų politinę, socialinę ir teorinę bei filosofinę esmę, bet ir išties problemišką pobūdį, ypač dabartiniame Rytų Europos kontekste. Autorė siekia apibrėžti regiono sampratos turinį iš fenomenologinės perspektyvos ir parodo, kad tai vargu ar įmanoma, nes praktiniu požiūriu regionas labiau nurodo politinius ir administracinius kriterijus, o ne tai, kas gali būti vertinama kaip supantis pasaulis. Straipsnyje analizuojami du regionai – lenkų infranacionalinis Palenkės regionas ir supranacionalinis Nemuno euroregionas. Tvirtinama, kad kultūros bei politikos ir patirties bei supratimo prieštaravimus turi derinti Europos įstatymai ir moralės normos. Autorė teigia, kad tik kylančių sunkumų dėl regionų tyrimo įsisąmoninimas leidžia jų realų, o ne arbitralinį ar utopinį konstravimą.

The paper is focused on the problems of the cross-border cooperation and the regional policy of the European Communities and the implementation of theoretical issues in the South Bohemia Region. The main aim of this paper is to compare the cross-border cooperation and its influence on the regional development of the South Bohemia Region between the 2004–2006 programming period (after the accession of the Czech Republic to the European Communities) and the 2007–2013 programming period. The paper also provides the typology of the realised cross-border projects from the perspectives of the number of projects and also their financial allocation. The results document the increasing importance of the cross-border cooperation and its highly positive impact on the social and economic development of the South Bohemia Region.

Abstract:
Sera of inhabitants of the European part of Russia, collected in 2010-2013 were studied with the use of ELISA and neutralization test. Antibodies to West Nile virus were detected in 19.6% of cases in the Astrakhan region, 4.5% - in the Krasnodar region, 0.9% - in the Saratov region and 5.4% - in the Stavropol region. The coincidence of the results of the examination of sera in ELISA-IgG and neutralization test accounted of 80.7% in the Astrakhan region, 72.2% - in the Krasnodar region and 69.2% - in the Saratov region. The presented results correlate with the incidence and duration of known epidemiological activity of West Nile fever in the territories of these regions. Analysis of our data, as well as statistics of the morbidity rate of West Nile fever in the Volgograd and Rostov regions and Dagestan confirm endemic and expanding foci of this infection in the southern regions of Russia, currently including Astrakhan, Volgograd, Rostov, Saratov, Krasnodar and Stavropol regions and Dagestan. The most active and stable foci are located on the territory of Astrakhan, Volgograd and Rostov regions.

The three subjects of the Russian Federation, Zabaikalsky Krai, the Buryat Republic and the Irkutsk Region are united around the lake, which is often called “Great Sea”. This region is our journal’s homeland. The journal’s regional section contains the materials that show typical problems of provincial cities and their solutions.The disunity of citizens and the lack of social communication constitute a key problem that gives rise to a lot of other problems. The project for public spaces in Shilka became the winner of the Federal Competition for Formation of a Comfortable Urban Environment. It is the third annual issue of the Competition organized by the Ministry of Construction, and the level of the projects is trending upward.Another winner of this year is a project for Tulun. The problem related to the flood of 2019 and the wave of social pessimism and depression caused by it is to be solved by the project.Deprived areas with a high level of crime draw urbanists’ attention all around the world. Studying the case of Novo-Lenino in Irkutsk, F. Kudryavtsev and E. Tokareva raise a question about the ways of rehabilitation for the neighborhood.The threats to the cultural and historical heritage compose a complex problem, where developers’ immediate interests, unfair expert reviews, the bureaucracy’s short-term vision, citizens’ indifference etc. are tightly interwoven. However, the story about fighting for the protection of one of Irkutsk's historic buildings inspires hope and optimism.
