Abstract:
The industrial revolutions that have passed so far have been an alternation of “machine revolutions” and “labor organization revolutions”. The third industrial revolution, which created the modern digital communication world, became a prerequisite for the formation of a new organization of work. This new organization is, first of all, the organization of labor of workers involved in the development of a new product, or the organization of innovative labor of workers. The study of the types of innovative labor shows that at least three models need serious improvement, which the authors have assigned the following names: “design” model, “competitive” and “creative”. The scientific organization of innovative labor involves identifying for each model: necessary and sufficient working conditions, including everyday and professional comfort; determination of conditions for the formation of motivational guidelines adequate to their activities among members of collectives engaged in innovative work; developing a clear incentive program based on legal and simple principles of rewarding and punishment.

Abstract:
This article carries out an analysis of the national tradition of scientific organization of labor due to the established epistemic situation in post-revolutionary Russia of the 1920’s – 1930’s. Based on clarification of Bolsheviks’ views on labor and its organization, an idea is formulated that the Soviet model of labor rationality was characterized by the unique sociocultural meaning, as it acquired rather uncommon features for the history of organizational thought. It is demonstrated that in many instances it was substantiated not only by the political agenda. In the conducted society the author refers to the concept of “repair society” applicable to post-revolutionary Russia, as well as pitches an idea that the proposed by the Bolsheviks goals and objectives on scientific organization of labor, unlike such in the Western scientific management, carried a reconstructive character. In this sense, labor and its organization in eyes of the Soviet society were associated primarily with the repair or restoration of either things, technology, household or social ties. The reconstructive meaning of the Soviet model of labor rationality is clarified through explication of the content of fundamental ideas and experiments of the Bolsheviks pertaining to organization of social life, working process, industry and individual traits of a person.

Abstract:
The article considers the organization of pupils’ extracurricular activities in labor education to substantiate its structural components, which make up a holistic system of extracurricular work organization. The main structural components of extracurricular activities in labor education organization methodology are analyzed. They are the following: aim, objectives, functions, content, forms, methods, and means of implementation. It is proved that the aim of extracurricular activities in labor education is the initial component of its organization methodology, which determines pupils’ knowledge, skills, personal qualities (character traits), and mental, sensory, and motor qualities. General and specific objectives are the means of achieving the goal. The content component of pupils’ extracurricular activities in labor education is determined by the Standard educational program, school curriculum and curricula of labor education, subject, and interdisciplinary groups, electives, labor and creative associations of pupils. Organizational features of extracurricular activities in labor education structure are due to the number of pupils (mass, group, individual forms), and the time of its implementation (regular and periodic classes). To the organization methods of extracurricular activities labor education, we have selected the following teaching methods: upbringing and stimulation of pupils’ cognitive activity and independence. Organization means of pupils’ extracurricular activities in labor education are defined. They are the following: didactic (posters, technical documentation, presentations, samples, models, models of objects and processes to be studied), technical, means of material and technical support of work (simulators, ICT means, multimedia, television); means of material and technical support of pupils’ work (tools, devices, technological and auxiliary equipment, materials for laboratory and practical work in extracurricular activities).

Abstract:
Due to advancing information and communication technologies webinars have become a means of continuing education which demands methodological support and standardization. The authors analyze the methods of labor rating, in particular, timing of technological and organizational processes. The factors of time input for webinar organization are defined: i. e. number of lecturers, including those remote ones, various formats and number of demonstrated materials (presentations, video, audio, texts, links), scenario multitasking (for example, polling, displaying related materials, linking, etc.), simultaneous broadcasting to another videohosting (i.e YouTube). The list of technological processes for webinar organization is presented along with the findings of labor rating as exemplified by the NPLS&T’s experience. The calculations of real time consumed are obtained through the judgment-based method as well as through the continuous timing method. The authors conclude on the rate between real-life and typical timing of webinar organization and the proportion of this time within working hours in NPLS&T.

Abstract:
Features of labor management in modern conditions are re-searched in the article. Directions of improving management system activities are determined. Methodological approaches to the formation of the system of development of management personnel of the organization in the conditions of knowledge economy are considered. The stages of development of the information society in connection with the innovative phase of development of the knowledge economy are described. Theoretical approaches to the definition of “knowledge economy” are formed. The characteristic features of the “knowledge economy” are highlighted. The stages of implementation of the process of increasing the efficiency of development of the management staff of the organization in the conditions of knowledge economy are offered. An organizational model of the process of increasing the development of management staff of the organization in a knowledge economy. This paper improved theoretical and methodological basis of the system of administrative personnel. In the context of globalization and integration of the domestic labor market, the managerial staff of the organization acts as a valuable socio-economic resource, the cost of professional qualities and competencies of which is steadily growing due to the acquisition of new knowledge by employees. The effectiveness of the managerial work of an organization, in contrast to the labor productivity of direct participants in the creation of material wealth, is not measured directly, but by the performance indicators of the work of business entities over a certain period of time. An important role in increasing the efficiency of the organization’s managerial work belongs to the organization of labor of the employees of the management apparatus on a scientific basis, which means a system of sound technical, organizational and economic measures aimed at directly improving the organization and management methods using scientific and technical achievements, the widespread introduction of mechanization, automation and computerization of all functions of the management process.

Purpose The purpose of this paper is to add information on which voices contributed to the scientific management narrative from Frederick Taylor’s 1915 death to the early 1930s with a focus on the role of labor union representatives. The strategy is to analyze the role of labor representatives as participants in Taylor Society meetings and publications. The research contributes to the management history literature by bolstering the picture of the Taylor Society as a liberal, pro-labor organization. The research also shows that the Taylor Society was an early proponent of the idea that assembling diverse groups for dialogue improves organizational problem-solving. Design/methodology/approach The research analyzes historical sources including all issues of the Society’s bulletin from 1914 to 1933 and unpublished material from the Morris Cooke papers and the papers in the Frederick Taylor archive at Stevens Institute of Technology. Findings Taylor Society leaders took a proactive view of encouraging labor voices to join managers and academics in society meetings. At the beginning, few labor leaders spoke at the society, and often, at least some of their comments were critical of scientific management. By 1925, labor participation increased with William Green, American Federation of Labor (AFL) president appearing several times. In addition, labor leaders became positively inclined toward having scientific management experts working in industrial settings. The labor leaders who participated at Taylor Society meetings in the late 1920s and early 1930s considered scientific management insights as useful for labor and wanted to cooperate with the researchers. Originality/value The paper augments a revisionist view of interwar scientific management as progressive and pro-labor, a contested point in the management history literature. The research also shows how the Taylor Society was an early proponent of the importance of diversity, at least in the areas of gender and socioeconomic status, for effective problem-solving.

Social partnership is the most important type of social and labor relations in the modern economy, which is based on the active participation of trade unions in the enterprises management, payroll rate determination, and improvement of its conditions. In addition, in the framework of the conditions of extensive application of digital technologies the employees being outside the premises of the employer’s organization began to perform a significant part of the functions of many organizations, and for a certain category of employees, the possibility of their replacement with intelligent machine systems will become the reality in the near future. The paper shows that one of the optimality criteria for the parameters of the social system is the country’s living standards. The proposed criterion takes into account GDP per capita, the Gini ratio and the crime rate. The paper also shows that in the digital economy one of the main factors of the living standards growth is the application of new scientific results. The specific measures are proposed to create new forms of social and labor relations in the digital economy.

Abstract:
The paper is devoted to the problem of professional competence formation in educational practice. The author emphasizes the relevance and necessity of training labor protection specialists, who should have such qualities as: professionalism, responsibility, communication skills, moral stamina, self-organization and impartiality in the modern labor market. The purpose of the paper is to substantiate the essence of the concept “professional competence of the specialist in the field of labor protection”, the definition of the main types of professional competence of the specialist in the field of labor protection and their contents. The following types of scientific research are used in the work: analysis of scientific and pedagogical, psychological literature on the research problem, classification and systematization of scientific works, practical experience, questionnaire, statistical method of ranking, expert assessment. The paper presents the theoretical analysis of scientists’ views on the problem of competence-based approach in education. The results of studies on the definitions of “competence”, “competency”, “professional competence” are presented. The concept “professional competence of the specialist in the field of labor protection” has had further development. The types of professional competence of the specialist in the field of labor protection are determined empirically: legal, organizational and managerial, information-analytical, monitoring, expert, labor protection, communication, pedagogical. The substantial characteristic of the specified types of competences is presented.

Development of new forms of labor self-organization is embodied in phenomena of distributed management and direct influence of personnel on realization and development of the organization’s strategy. The article is devoted to studying of relations underlying the development of managerial potential of an educational organization under conditions of network interaction. The work involves activity, network, system-synergetic approaches and methods of comparative theoretical and methodological analysis, theoretical reconstruction of bases of development strategies of a modern educational organization’s managerial potential under conditions of network interaction. Differences of the network and non-network managerial paradigms in education are described in detail. It was established that the managerial potential of educational organizations is actively realized in course of development of collectives’ involvement into solving and realization of strategic and tactic tasks in conditions of activity of the scientific-educational network. It is demonstrated that development of the managerial potential of interaction participants is provided via creation of additional managerial roles and solving of super-functional managerial tasks, which allows to change the nature of the managerial labor. It is demonstrated that managerial potential of teachers’ collectives can successfully developed in integrative management technologies based on a new methodology focused on development of involvement of network interaction into solving of organizational issues, solving of strategic and tactic tasks under conditions of systemic activity of the scientific-educational network.

The European Union's education and lifelong learning policy stresses informal learning within the society. New technologies, innovations in the workplace and professional training encourage employees to improve constantly and awareness of the importance of lifelong learning can help to secure their future in a changing labor market. Research methods applied were as following: literature and document analysis, expert interviews, analysis of the results and interpretation. The article presents a review of scientific literature and research data reveals leaders’ approach to employees' willingness to raise their qualification constantly and the organization's opportunities. The survey showed that employers want to have a highly qualified staff meeting the requirements of the organization, but do not always have sufficient funds for professional development.

To implement the Strategic development plan for the Republic of Kazakhstan in accordance with the codes and standards of the International Labor Organization, it became necessary to develop the Concept of Safe Work. Review of the international labor codes and standards in the countries of the Eurasian Economic Union and Organization for Economic Cooperation and Development shows various approaches of the current system of public administration. Development of the international practice in the field of occupational safety and health is moving from compensatory to preventive measures. When developing the Concept of Safe Work in the Republic of Kazakhstan, it is required to consider the international labor codes and standards, and the experience of the Great Britain, Germany, Finland, France, the Russian Federation, the Republic of Belarus, the United States, and Japan. Tripartite and risk-oriented approaches are of particular interest. It is also necessary to study and adapt the efficient international experience: monitoring based on the assessment of occupational risks at the enterprises; participation of the state inspectors in the work of the centralized committee for monitoring and control over the observance of labor legislation; control and verification of the use of allocated funds; participation of insurance organizations in the financial measures for occupational safety and health, subsidization for the modernization of the outdated equipment; the program to assist and support small and medium-sized enterprises in risk assessment; system and culture of safe work with personal responsibility of the manager; laboratories for checking the classification of personal protective equipment by purpose depending on the protective properties. The relevance of the study is conditioned by the fact that the highly effective organization of labor remuneration in the system of higher education is the main instrument of the activity of the educational institution, which assumes the creation of normal conditions for scientifi c and pedagogical workers as an important link in the system of higher education. At present, the basis of the concept of personnel management of a higher educational institution is the knowledge of the scientifi c and pedagogical worker, his motivational attitudes, the ability to form and direct them in accordance with the tasks facing the institution. Without current and subsequent analysis of labor incentives, it is impossible to solve personnel issues in educational activities. In this connection, the author discusses the reasons for the implementation of the goal of introducing an eff ective contract, the “road map” measures that should be followed in the transition to an eff ective contract, which determines the practical value of the study. It is substantiated that a large-scale introduction of an eff ective contract to all higher institutions will ensure not only the quality provision of educational services and the introduction of new educational programs, but will also allow for the systematic development of the education system and the competitive advantages of Russia in the world community. Scientific novelty is the development of an expanded approach to the effective organization of remuneration in higher education institutions, which should focus on the formation of performance indicators of scientifi c and pedagogical workers.

The scientific article presents a fragment of the analysis of data from the author's sociological survey "Social and labor conflict in the estimates of workers of a modern bank" (Saratov, N = 408, 2019). It is substantiated that as a result of the economic crisis in modern formal organizations, consumption problems are aggravated. A decrease in real wages, a drop in the level of labor compensation for workers destroys the mechanism for restoring and developing their basic needs, as well as the ability of actors to work. As a result, on the one hand, conditions for the extended reproduction of the labor potential of employees are not ensured, on the other hand, social tensions in the labor collective increase. It is proved that efficient modern organizations should consist of workers with a high level of consumption, providing the necessary dynamics of growth of labor and physiological needs. Under such conditions, labor motivation increases, social tension in the labor collective decreases. Therefore, one of the tasks of the modern formal organization is to ensure the growth of the standard of living, vocational, educational and cultural development of its employees.

Budget organizations are created by public authorities, they are non-profit organizations whose activities are related to the provision of various types of services. They are financed by the state budget on the basis of financing plans of higher-level organizations. The main goal of budget organizations is the implementation of socio-cultural, managerial, scientific and technical projects, non-commercial in nature, which and funded by the state budget. The article describes the peculiarities of accounting in budget organizations and analyzes the implementation of an individual financing plan, provides a vertical analysis of the remuneration of key staff of an enterprise, along with the analysis of the number and quality of the staff and its movement in a budget organization. The purpose of the research is to determine the features of accounting and analysis of wages and salaries in budget organizations. To achieve this goal, the tasks were set to determine, on the basis of the analysis, the degree of supply of high-qualified specialists in budget organization; if an organization’s human resources are used effectively and efficiently; to identify the urgent problems in labor accounting and analysis of wages; to develop the main ways to improve accounting processes and increase the efficiency of the use of labor resources in budget organizations. Various research methods were used such as comparative, statistical methods and a structural analysis. In the context of globalization of the economy, the effective and rational use of personnel has a direct impact on the well-being of the people, labor productivity of employees of enterprises of all forms of ownership, including budget organizations. The article proposes the methodology to assess the effectiveness of labor resources within each structural unit, as well as for each employee personally by applying such methods as questioning, testing, appraisal interviews and others. The problems of accounting and analysis at enterprises in the context of international financial reporting standards are currently relevant, consequently it is necessary to work further to improve the organization of accounting and analysis of staff remuneration in budget organizations.

In the conditions of market relations there are certain threats in the personnel management system of the educational institution: loss of results of scientific and technical developments, conflicts of personnel, mistakes in the performance of professional duties, corruption, theft. The purpose of the article is to clarify the essence of personnel security of higher education and characterize the management function of the educational organization. The security of the higher educational institution is characterized, which is a set of organizational and managerial measures aimed at creating comfortable and safe conditions for the implementation of educational and scientific activities by participants in the educational process. It is established that the financial and economic security of the educational organization is a system of effective tools of managerial influence on the teaching staff, aimed at the effective use of scientific, material, financial resources to ensure the quality of educational services. It is proved that personnel security of a higher education institution is the creation of a system of measures to counteract the negative threats of the educational environment, using administrative, organizational, socio-psychological management methods to protect the labor interests of research and teaching staff and promote creative activity. Introduction. In modern conditions of development of national economy educational-scientific and practical components are the most actual in formation of competitiveness of the enterprises. It is the synergistic combination of the above components that helps to increase the level of personnel management, its labor potential, ensuring the efficiency of work. Goal of the article is to theoretically substantiate and develop practical recommendations for areas of synergistic combination of education, practice and science in the context of ensuring the effectiveness of work. Methods. The article uses a monographic method, analysis, method of generalization of scientific approaches, method of sociological survey. Results. The article provides a theoretical analysis of educational and scientific factors to ensure the effectiveness of labor activity. A sociological survey of students on the impact of educational factors on the effectiveness of practical activities of graduates. It is determined that a high share of the practical component in educational programs contributes to the acquisition of skills, development of professional and personal potential. The directions of ensuring the efficiency of labor activity are developed by taking into account the organization of payment, labor motivation, improvement of labor rationing, increase of creative nature of labor and responsibility of employees for labor results. Conclusions. The study allows to generalize scientific approaches to the synergistic combination of education, science and practice in the context of ensuring the effectiveness of work.

The author of the article, based on the analysis of scientific views of scholars and current legislation, considers the problem of unity and differentiation of internal labor regulations. It is established that the unity of internal labor regulations is that the requirements for the organization of the labor process are applied to all employees regardless of (a) form of ownership and management, type of activity and industry affiliation of enterprises, institutions or organizations, (b) type and form of employment contract, (c) circumstances that characterize the identity of the employee and the work performed by him, etc. Differentiation of internal labor regulations is objectively due to the development of social organization of labor, the division of labor in industries, varying degrees of mechanization, the presence of harmful and dangerous working conditions, involving employees who need special protection from harmful factors (women, minors, disabled, etc.). Different categories of employees have different opportunities, work in different conditions, and therefore one of the tasks of labor law in the organization of the labor process is to adapt the general rules to these different categories of employees to ensure the compliance with the principle of equality of rights and responsibilities. Differentiation improves the process of legal regulation, increases its efficiency contributing to the coverage of heterogeneous relations and penetration into their essence. Just as the unity of internal labor regulations cannot exist without differentiation, so the differentiation of such regulations loses its meaning without its unity. These two categories cannot be opposed, because differentiation promotes unity, and unity creates the conditions for differentiation in the regulation of the labor process. This approach is important for building the system of labor law, the correct application of labor legislation and determining the perspectives for its development. In order to ensure the appropriate level of labor discipline, rational use of working time, improving the quality and productivity of labor by creating the necessary conditions for normal high-performance work, conscious and conscientious performance of their duties, employees must develop and approve sectoral internal regulations; and if for the public sector of the economy they should be given the status of mandatory, then for the non-state sector they should be exemplary.

The analysis of foreign and domestic scientific works will enhance the improvement of the terminology that reflects the essence of the management process of workers’ performance in an organization,namely: human resources management, human-factor management, labor management, personnel policy, personnel work, etc .; their detailed characteristic is provided. The formation of a high-quality and stable staff of a forensic institution is a purposefully selected and organized set of activities and relations between them, which is aimed at improving the efficiency of staff development management in accordance with the institution’s goals. Special attention is paid to the fact that the quality characteristic of staff are those signs that characterize the complex of consumer properties of staff to effective work; quantitative characteristic of staff include the following indicators: qualification, age, work experience, computer skills, knowledge of foreign languages, etc. It is proved that staff development management of a forensic institution always contributes to the effective use of the labor potential of each worker as an individual by increasing his social and professional mobility, whereas vocational training contributes to the general intellectual development of the worker, expands his/her erudition and social circle, strengthens his/her self-confidence. The main tasks of planning and organizing staff development management of forensic institutions are outlined. Over the centuries and across all societies educational achievement does not improve. The attempt to improve the instructional process has concentrated on instructional technology. But these attempts have overlooked the importance of two other factors: the science that should underlie the instructional technologies and the organization that must operate those technologies. A considerable step forward in handling the problems of instructional effectiveness has been the derivation of instructional technologies based on Skinnerian science. But the instructional technologies based on Skinner's analysis of behavior are promoted as if they were to operate in an organizational vacuum. The division of labor, and its necessary coordination and control, is taken for granted. But in any large scale enterprise, the organization of the division of labor must fit the technology through which that enterprise achieves its mission. Educational technology must tie directly to a pertinent science and to a proper organizational structure. To teach effectively requires an overhaul along three lines: 1) a relevant science that reflects and encapsulates an accurate understanding of behavior; 2) a contingency-based technology of instruction that directly derives its practices upon proper scientific principles; and 3) a suitable organization based on teaching teams that operate the new instructional technology.

The article is devoted to issues of social management in the context of modern industrial and economic transformations. The main purpose of the article is to formulate the author’s concept of scientific management using social mechanisms. As a hypothesis, the possibility of implementing scientific management through the use of social norming is considered. The main research methods were general scientific methods of cognition, in particular, dialectic, system, comparative analysis, as well as the induction method in developing the author’s concept. The article considers the issue of labour management in conditions of the impossibility of applying quantitative labour standards for intellectual and informational activities. The methodological basis consists of the concepts of foreign and domestic researchers regarding the scientific organization of labour. The concept of social norming is formulated, according to which, managers must ensure the existence of two types of social norms in the organization: rigid (unchanging) and flexible (the content of which varies depending on the current tasks of the organization). Based on the specifics of the labour functions of specific workers, managers can model and implement social norms that stimulate certain social changes. Conclusions. Based on the proposed approach, the nature of managerial influence is determined, which consists of two parts: development and implementation of social norms; stimulation of its fastest assimilation by all members of the labour collective.

The urgency of the problem under investigation is determined by the need to identify and develop the basic theoretical and methodological foundations of the process of self-organization aimed at developing the mechanism of self-development and achieving the desired result (goal) of college educational system in the current socio-economic situation. The purpose of the article is to scientifically substantiate the theoretical and methodological foundations of the process of self-organization of the educational system of college aimed at developing a mechanism for self-development and achieving the desired result in the preparation of highly qualified specialists for professional adaptation and career growth in the labor market. The leading method of research is the analysis and generalization of scientific provisions on this topic. The article substantiates scientific, methodological and technological tools, develops a conceptual model and algorithm for the process of self-organization of college educational system capable of forming a mechanism of self-development, of responding promptly to changes in the current social and economic situation and of achieving the desired result in the preparation of competitive specialists in demand on the labor market. The developed conceptual model, scientific-methodical and technological tools are aimed at solving practical problems of increasing the effectiveness of educational systems, identifying and forecasting the key factors of their self-development in the changing social and economic situation and in the external environment.

The article is devoted to the essence and features of scientific research in the field of labor protection, which in a set of norms and practical measures is designed to ensure safe working conditions. It is emphasized that today the priorities in the organization of scientific research and the main scientific problems in the field of labor protection require the analysis of the main achievements and problems of modern social and social relations, emphasis on providing systematic and integrated approaches, improving the regulatory framework for safety and health. and production environment, etc. It is noted that basic and applied research on occupational safety, identification of occupational hazards are organized within the national and other programs on these issues and conducted by research institutes, design institutions and organizations, universities and professionals, and stressed that labor protection is characterized by clear interdisciplinary and intersectoral characteristics. It is emphasized that for research in the field of labor protection it is important to note the following grading of methodology: first, it is a system of certain principles, rules and operations applied in a particular field of activity; secondly, it is the doctrine of this system, the general theory of methods. It is explained that a significant number of different methods are traditionally used for the analysis of occupational injuries and occupational diseases at work, including statistical, topographic, monographic, economic, ergonomic, psychophysiological, questionnaires and some others. Most attention in many scientific fields is traditionally paid to the method of systems analysis or systems approach. Research on labor protection issues is no exception, which is explained by the complexity of modern production and the general prevalence of occupational safety management systems. The system analysis process is carried out in relation to the production environment, where people, processes, equipment / mechanisms and production facilities are components that can affect the safety and successful performance of the work or task. Each of these elements can add some degree of risk to people or equipment in the course of work. Therefore, in the process of system analysis, it is necessary to take into account all these factors in order to take into account the various potential hazards that may be associated with a particular job or task. Emphasis is placed on the fact that when choosing and refining promising research methods, it is necessary to take into account current trends in the development of social and labor relations and labor protection. Such methods include, first of all, the Delphi method, the Pareto method, Forsyth and some others. It is noted that the reference to the methodological basis in the basic legislation on labor protection requires further more detailed interpretation.

Introduction. Industrial development of Russia in the first half of the XIX century characterized by the existence of various forms and methods of labour organization in the industrial production system. The owners of large enterprises used different practices of attracting labour force, which gave rise to socio-economic and legal heterogeneity of workers. The article considers the importance of compulsory forms of labour organization, which played a significant role in Russian industry until the early 1860s. Materials and Methods. When solving the set research tasks, materials from the funds of federal and regional archives, published sources, as well as scientific literature were used. To analyze the nature and direction of the processes taking place in the industry of serf Russia, the modernization theory was used. The need to process a significant array of quantitative data required the use of a statistical method. Results. Based on the study of archival and published sources, as well as the available scientific literature on the topic, the main categories of workers employed in the industry of the Middle Volga region within the boundaries of the Kazan, Penza and Simbirsk provinces were identified, their quantitative analysis was carried out, and some parameters were considered that show the specifics of their social-economic and legal situation. The study showed that the army of forced labor in the industrial sphere of the region in question was represented mainly by possessive workers, as well as serfs, who were reoriented to industrial labor by their owners. During the implementation of the research program, the conclusion was drawn: despite the growth in the use of hired labour in domestic industry in the first half of the 19th century, the Middle Volga region remained one of the regions where the practice of using forced labour in industrial enterprises not only persisted, but also intensified. Discussion and Conclusion. As the study shows, the dynamics of the change in the ratio of forced and civilian labour was multidirectional. In particular, in the industry of the Kazan province, the prevalence of civilian workers was noted, the proportion of which steadily increased throughout the period under study. On the contrary, with regard to the Penza and Simbirsk provinces, there was an increase in the use of forced labor, which was associated with the intensification of industrial entrepreneurship of the nobles. In the sectoral plan, the most active use of serf labor in industry was recorded in the cloth and distillery industries. It should be noted that in the second quarter of the XIX century the practice of using monetary forms of payment by industrial nobles for the labour of their own serfs. In the Kazan province, forced labour was represented mainly by the possessory workers of the Kazan cloth factory. By the early 1850s they were removed from the system of “possession law” and passed into the free estates. The presence of possessional workers was also recorded at metallurgical plants in the Penza province, which continued to remain on the “possession rights” until the early 1860s. In general, we can conclude that a specific feature of Russian industry in the pre-reform period was the extreme limitation of the “legal” free labor market, which led to the preservation of a large role for compulsory forms of labor organization.

The innovative vector of accelerating the development of construction organization involves the creation of an effective innovation system. The use of advanced achievements of science and technology at the corporate level, as the determining factor of competition, increases the requirements for the adaptability of the subsystem of scientific and technical support for construction. This subsystem, due to the transformation of scientific and technical projects into innovative ones, should ensure the progressive and sustainable development of the construction organization, its reliability and stability. Between the elements of the system of investment and construction activities there are various and complex flows of labor, material, technical, energy, information and financial resources, which are described by a large number of direct and reverse links. The totality of the scientific and technical projects of the construction organization, which gradually turn into innovative ones, form an internal innovation cluster, and independent small venture companies, from the nearest external environment of the company, form an external innovation cluster. The article suggests a mechanism for activating and stimulating scientific, technical and innovative activities at the corporate level based on the organization of cluster systems by the method of disaggregation.

This is why benchmarking is used in many organizations as a tool to increase efficiency and gain competitive advantage.The purpose of this article is to outline the importance of benchmarking as a tool for increasing the efficiency and competitiveness of the modern organizations.Summarizing the most frequently described benefits of benchmarking in the scientific sources, we can bring them down to: Increase of efficiency - Identifying best practices and setting high goals increase the efficiency of the organization outright (directly). At the same time, benchmarking helps organizations understand their strengths and weaknesses in terms of their competitors and focus their efforts on meeting their real needs. This is the indirect link between benchmarking and the increased efficiency of the organization. Enhancing the competitive position – Benchmarking expands the perspectives of the companies and increases their competitiveness by improving their position vis-à-vis competitors. At the same time it increases the level of competition by creating restrictions for organizations which do not reach a competitive level. Improvement of the learning ability and the introduction of changes - Benchmarking is not limited to measuring effectiveness and competitiveness. True "perfect" organizations use benchmarking as a technique and catalyst for change, as a learning process, not just as a report showing results. Improving organizational culture - In the long run, the greatest benefit from applying benchmarking is the positive effect on organizational culture. Benefits for the benchmark organization - Тhrough the practical recognition of benchmarking as a base for comparison between best practices, the benchmark organization gains an additional competitive advantage and strengthens its market position.Aiming at the best possible use of benchmarking techniques, the senior management of a benchmarker organization should be aware not only of the expected benefits but also of the mistakes which prevent the achievement of optimal results. The most common are: the irrational alignment of benchmarking techniques with the organization's strategy; when confusing the benchmarking concept with participation in a survey; when those responsible for applying benchmarking seek to identify and use historical evaluations; when customer satisfaction is ignored; selection of an object with difficult to measure specifics; inadequate determination of the reference point for the comparison application; when the benchmarking partner organization is selected without a comprehensive research; when the Code of Conduct is not complied with or there is no agreement between the benchmarking organizations.

The article examines the issues of employment and employment based on competencies, factors that prevent graduates and young professionals from finding work on time and in specialization, to identify practical solutions to improve the use of the competency mechanism, demonstrating theoretical approaches in this area. The study used methods of observation, survey, analysis and comparison. The author used a mutual analysis of labor activity, economic indicators and educational level, revealed the influence of the quality of competencies on labor results. The analysis of various approaches to the use of the competence mechanism in decision-making in human resource management of an organization has been carried out. The directions in which educational institutions can effectively promote the employment of graduates and improve the competencies of the human resources of organizations have been substantiated. As a result of the study, recommendations were made to improve the effectiveness of the use of the competence mechanism in ensuring the employment of human resources. Scientific novelty of the research — the main proposals are related to the organization of employment management of graduates and increasing the motivation of human resources of organizations through certain competencies. Particular attention was paid to optimizing the work of civil servants through the use of the competence mechanism.

Goal. The purpose of this work is to analyze the norms of the current labor legislation regarding the regulation of the relations between the employee and the employer in the introduction of any restrictions and anti-epidemic measures in the conditions of national quarantine and prevention in such conditions of violations of labor rights of employees. It is important that during the course of the COVID-19 coronary pandemic measures, they were not only effective but also violated human rights, including work. Method. The methodology includes a comprehensive analysis and generalization of available scientific and theoretical material, experience of foreign countries and formulation of relevant conclusions and recommendations. During the research the following methods of scientific knowledge were used: terminological, comparative, functional, system-structural, logical-normative. Results. During the research it was found that the Ukrainian legislature, including foreign experience, was able to respond promptly to the quarantine situation by adopting anti-crisis laws, which did not neglect labor legislation. This is understandable, because in connection with the announcement of quarantine in the whole territory of Ukraine, employers had to make personnel decisions, and the current legislative framework did not clearly regulate the issues that arose. Scientific novelty. The study found that the updating of labor legislation in the area of labor relations regulation during the national quarantine period allows the employer to use certain forms of labor organization, in which the basic labor rights and guarantees of employees can be preserved. Practical importance. The results of the study can be used in law-making and law enforcement activities, as well as by employers in regulating labor relations with employees during the quarantine period.

Abstract:This article examines the different meanings that rights to land and culture hold in San Basilio de Palenque, an Afro-Colombian community whose “cultural space” was declared by the United Nations Education, Scientific and Cultural Organization (UNESCO) to be intangible cultural heritage of humanity in 2005. I investigate how the language of rights—both communal and individual—operates simultaneously at various registers and is strategically put to work in distinct political spheres. Drawing from ethnographic field research conducted between 2009 and 2013, I argue that while communal rights are invoked to garner recognition from state and transnational organizations like UNESCO, individual rights, conceived as exclusive prerogatives, serve to mark hierarchical distinctions between community members. I examine the paradoxical coexistence of two contradictory claims: one of cultural cohesion and another of social hierarchy. I conclude by questioning how a more nuanced examination of rights discourses in Palenque might contribute to understanding the multiple meanings of rights, not simply across time or space but also in relation to their perceived strategic purpose.
