AbstractAn improved astrometric space mission similar to Hipparcos is proposed for launch ten years after the present Hipparcos. The new mission should provide positions, parallaxes and annual proper motions with an accuracy about one milli-arcsecond for some 400 000 stars. The positions from the two missions would give proper motions for the 120 000 common stars with an accuracy about 0.2 milli-arcsecond per year, ten times less than expected for the first mission. The improvements of the satellite relate e.g. to: larger telescope aperture, smooth attitude motion, enhanced star mapper for four-colour observations (B V U R) of two million stars. The proposal resulted from discussions with members of the Pulkovo Observatory and the Hipparcos Science Team, and it is being considered by the Mission Control Centre, Moscow.

Abstract:
This article proposes a means to reconcile and properly order two of the dominant missiological concepts of the past century: the so-called “Great Commission” of Matthew 28:18–20, and the concept of missio Dei. By doing so, the article seeks to offer a more robustly trinitarian basis for mission which references the Great Commission, and a means to better nuance and understand the relationship between divine and human agency in mission. To make these arguments, the article offers a theological primer on and critique of the two missiological concepts, then contends that the Great Commission should be understood as a second-order, rather than a first-order, frame of reference for mission, located within the wider trinitarian framework of the “even greater” co-missions of the Son and Spirit. The article then draws on the theology of Karl Barth to affirm that the church, insofar as its actions correspond to God’s own activity in the Spirit, can be regarded as the locus of human co-activity in the pneumatological missio of God. With further reference to Barth, the article proposes that properly ordering and relating the Great Commission and the missio Dei allows for a cooperative, if asymmetrical, co-missional account of the relation between God’s agency and human action in mission. While primarily drawing on the resources of systematic theology, the article concludes with some preliminary implications for mission theology and practice.

This paper investigates the origins of Anglican Anglo-Catholic missions, through the missionary theology and practice of the founder of the Society of St John the Evangelist, Fr Richard Benson, and an exploration of its initial missionary endeavours: the Twelve-Day Mission to London in 1869, and two missions in India from 1874. The Indian missions comprised an institutional mission at Bombay and Pune, and a unique ascetic enculturated mission at Indore by Fr Samuel Wilberforce O'Neill ssje. It is argued that Benson was a major figure in the inauguration of Anglo-Catholic missions; that his ritualist moderation was instrumental in the initial public success of Anglo-Catholic domestic mission; and that in overseas missions he had a clear theological preference for disconnecting evangelism from Europeanising. Benson's approach, more radical than was normal in the second half of the nineteenth century, was a consequence of envisaging mission's being undertaken by a religious order, an entirely new phenomenon for Anglican missions.

AbstractWhat is the mission of agriculture and what techniques are used to accomplish the mission? This paper examines mission statements of agribusiness companies, agricultural producers, and environmental groups. One hypothesis is that agricultural producer groups share missions and objectives with environmental groups and their mission statements should demonstrate shared goals. A second hypothesis is that agricultural producer groups do not share missions or objectives with agribusiness companies and their respective mission statements should demonstrate their lack of common interests. The paper also asks which of these three groups will be the best sources of intellectual and other support as land-grant universities strive to fulfill their respective missions. It is not obvious from the mission statements that the three groups studied share missions or objectives. The mission statements neither reveal clear information on the second hypothesis, that agricultural producers do not share missions or operational objectives with agribusiness companies, nor do the mission statements demonstrate their lack of common interests. Analysis of mission statements is one place to learn which groups have common goals and should work together. But this is only a beginning.

“Should we stop using the term ‘Mission’?” asked Klauspeter Blaser in his 1987 article. The crisis in mission in the second half of the 20th century, well accounted by historians of missions, had led to what Lamin Sanneh famously called “the Western guilt complex” about missions. Reviewing the conceptual development of the missionary enterprise, this article makes some historical-theological interpretations of the missionary enterprise since the later half of the 20th century and argues that the concept and practice of mission have changed and we are in a new day of missiological renewal. Arguably, missiology can now be seen as providing a hub of global theological trends, especially in the light of the theology behind missio Dei and the emerging contextual theologies at the dawn of world Christianity.

ABSTRACTConstantius' biography of Saint Germanus, written c. A.D. 480, includes accounts of two missions undertaken to counter the spread of Pelagianism in Britain. Germanus' frst mission is also mentioned in the chronicle of Prosper, dated to A.D. 429. The second mission is undated, and is almost certainly a fantasy. Germanus' supposed initial victory by persuasion is implausible. Also, Prosper's account of Pope Celestine I's anti-Pelagian campaigns demonstrates that the heresy was suppressed in Britain in the frst mission. The chronology of Tibatto's rebellion precludes a second mission, and its chronological anomalies arise from the need to accommodate just such a second mission.

Abstract:
Banua Niha Keriso Protestan (BNKP) is one of the churches organized by the Western missionaries in Nias, Indonesia. Missionaries sent by Rheinische Missions-Gesellschaft (RMG) since 1865 imparted a theology of mission which emphasized the superiority of Christianity compared to other religions. This kind of mission theology can cause tension and triggered conflict among religions because of the issue of Christianization. Therefore, the primary purpose of this study was to do a critical analysis of the theology of mission of BNKP that is informed by the theology of religion, which addresses the challenge of religious pluralism in Indonesia. This research focused on mission and religions studies. Through historical, sociological, or anthropological studies and content analysis of religions and BNKP, author found four models of mission that is acknowledged by BNKP. The first is a mission as conversion. Here, mission means being a witness of the Gospel to others, so they make a personal decision to believe in Jesus Christ and to be a member of the church. The second is the church-centered mission. The mission is done for the sake of planting and building the church by self-governing, self-propagating, and self-sustaining churches. The third is missio Dei. The mission is understood as God’s mission, and the church is only the instrument of God’s mission. The last is a mission as a holistic mission. In this model, mission means reaching the whole dimension of life including the whole creation.

One of the most significant outcomes of Vatican II was a revival of the role of the laity in the life of the Catholic Church. Council documents offered a new ecclesial vision comprised of people of God united in baptism, with the mission of the Church becoming outward focused and the shared responsibility of all members. Fifty years later, there still exists a great pastoral need to encourage, recruit, and offer proper training and guidance to lay volunteers. This Pastoral Synthesis Project proposes that all parishes designate a Director of Stewardship to facilitate the process of all baptized members responding to the universal call to holiness and service.

In November of 1941, 1,973 Canadian soldiers and two nurses sailed from Vancouver for Hong Kong to garrison the British colony and help defend it in the event of a Japanese attack. The ensuing battle was a decisive defeat for the defenders. 555 Canadians never returned home, over half of those dying in captivity, either in Hong Kong or later once transferred to Japan. The prisoners would become Canada’s longest serving prisoners-of-war of the Second World War and arguably suffered worse than any others. Yet, despite the high casualties, 84 per cent of the 1,684 initial captives survived the ordeal as prisoners in Hong Kong. Once one begins to understand what these men went through, it seems remarkable that so many of them managed to survive at all. This thesis explores Canadian survival in Hong Kong prison camps and the various methods these captives used to overcome boredom, violence, disease, hunger, loneliness, and hopelessness. Using as a research basis clandestine diaries, journals, memoirs, and letters to and from family members, this thesis argues that the Canadians survived due to strong leadership, commitment to duty, creative ingenuity, and a firm determination to return to their families. Uncertainty was an unyielding enemy from day to day and the Hong Kong POWs had to rely on themselves and their compatriots to keep mentally sharp and physically fit. Canadian prisoners in Hong Kong were abused by their captors, fed meager rations, suffered a myriad of tropical diseases, and lived in appalling conditions. The fact that so many survived is a testament to their courage and resilience. This thesis will show how they did it.

This thesis is an investigation of the "sense of call" as a potential support factor for Mennonite women missionaries from North America based in Central Africa during the latter half of the twentieth century. The investigation is conducted in two main parts. In the first we investigate the theological-historical distinctives of the Anabaptist/Mennonite tradition; in the second part, through a case study, we examine how a select number of women missionaries interpreted their call in relation to their heritage, how their sense of call functioned as a support factor or otherwise, and whether this was determined in any significant way by the Anabaptist/Mennonite tradition. Central to the study is a pastoral concern for women missionaries as women whose missionary role has placed special burdens on them in situations of cultural dislocation.

Abstract:
There are surprisingly detailed similarities between Germany and the USA on their way towards the Second World War. In this paper, I have compared the nations' expansionist philosophies, their encounter with racism, and the internal conflicts between authoritarian leadership and democracy. I began with an overview of Manifest Destiny and the German myth of the East. Next, I summed up the deep changes that the First World War caused for both societies and how they went into the Great Depression. I examined the rise of scientific racism as part of the international eugenics movement and the emergence of populist leaders during the economic crisis. It became clear that neither expansionism nor racism were genuine German ideologies. In fact, the American Manifest Destiny served as a role-model for German plans in the East. Even the racist concepts of the Third Reich were strongly influenced by American scientists. The main difference seems to be the experience with the First World War and the diversity of American protest during the crisis.

Abstract:
In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in targeted and directional government interventions in STI. Against the backdrop of this renewed interest in mission-oriented STI policy, the OECD has addressed the growing importance of this topic and launched a project looking into current experiences with Mission-Oriented Innovation Policy (MOIP). The present study on MOIP in Austria was commissioned by the Austrian Federal Ministry for Climate Action, Energy, Mobility, Environment, Innovation and Technologiy (BMK) and comprises the Austrian contributions to this OECD project. The study aims at contributing Austrian experiences to the international debate and to stimulate a national debate on MOIP.

Abstract:
The Government of Tamil Nadu (GoTN) has prioritised the full sanitation chain, including the strengthening of septage management as an economical and sustainable complement to networkbased sewerage systems. The Bill and Melinda Gates Foundation (BMGF) is supporting the GoTN to achieve the Sanitation Mission of Tamil Nadu through the Tamil Nadu Urban Sanitation Support Programme (TNUSSP). TNUSSP Phase I (2015-2018) was designed to support GoTN and selected cities in making improvements along the entire urban sanitation chain. In the second phase (2018– 2020), TNUSSP seeks to go one step further and integrate a gender and social inclusion (GSI) perspective within its interventions at two sites – the city of Tiruchirappalli (Trichy), and the two town panchayats (TPs) of Periyanaicken-Palayam (PNP) and Narasimhanaicken-Palayam (NNP) in Coimbatore district – along the urban sanitation cycle and in its support provided at the State level.

Abstract:
Community-Leave No One Behind (CLNOB) is a new participatory approach to identify both challenges and solutions in community's journeys towards ODF-S. It has been designed to be integrated into Phase II of the Swachh Bharat Mission-Grameen (SBM-G). The government of India has issued the guidelines for Phase II of SBM-G, of which one of the guiding principles is ensuring that no one is left behind. CLNOB demonstrates a way to achieve this goal. It encourages communities to identify gaps in sanitation coverage and use and promote actions they can take themselves. The purposes of this handbook are two-fold: first to inform policymakers and stakeholders at all levels about this new initiative, and second to provide guidance to facilitators and practitioners for CLNOB implementation. This handbook is a living document and will be updated and refined after more field experiences are conducted. It is based on limited experience from a small pilot carried out between June and October 2020 during the challenging environment of the COVID-19 pandemic.

Despite government efforts to reform teacher professional development (TPD) in the past four decades, Indonesian teacher quality remains low. Why have the improvement efforts failed? In the present study we investigate what caused these reforms to fail from two angles. First, we examine the efficacy of the latest teacher professional development (TPD) initiative in Indonesia, Pengembangan Keprofesian Berkelanjutan or PKB (Continuing Professional Development), and identify the factors affecting its efficacy. We found that some essential features of effective TPD are missing in PKB. The PKB programme has not targeted teachers based on years of experience, has not followed up teachers with post-training activities, has not incorporated teaching practice through lesson enactment, and has not built upon teacher existing practice. Second, our analysis demonstrates that PKB's weaknesses have existed in Indonesia's previous TPD initiatives as far back as four decades ago. This indicates that the long-term problem of TPD’s ineffectiveness is driven by different elements of the education system beyond the TPD’s technical and operational aspects. Our system-level analysis points out that merely improving the technical aspects of TPD would be insufficient given the Indonesian education system’s lack of coherence surrounding teacher quality. The problems surrounding the provision of effective TPD is more complex than simply a matter of replacing the “old” with the “new” initiative. The change requires a reorientation of the education system to produce high-quality teachers.
