ABSTRACTThis article examines the life and work of Bernard Häring, C.SS.R., especially his valuable contributions to the Second Vatican Council and his dedication to the council's vision of renewal. It begins with an overview of Häring's preconciliar religious and theological formation in his family, seminary and university, during World War II, and during his teaching in Rome. The next section deals with Häring's work at the council, especially his efforts on the original Theological Commission to resist the rigidity of the first drafts, and his contributions toLumen Gentium(“The Constitution on the Church”),Unitatis Redintegratio(“The Decree on Ecumenism”),Dignitatis Humana(“The Declaration on Religious Freedom”),Gaudium et Spes(“The Constitution on the Church and the Modern World”),and Optatam Totius(“Decree on Priestly Formation”). The final section considers Häring's mission to spread the council's message of renewal to the world, his conflicts with the forces attempting to repress the progressive agenda, and his courageous visioning of what a renewed church might look like in the future.

The Second Vatican Council is recognised by the Roman Catholic Church as the twenty-first ecumenical council. The largest in terms of participants and one of the longest-running, it also covered the widest range of topics and produced the largest volume of documents and decrees. This article, based on the text of the ninth Lyndwood Lecture, examines a number of characteristics of Vatican II in comparison with previous councils, arguing that, while in many ways Vatican II was novel, in its composition, agenda, influence and reception one can discern parallels with past councils back as far as the first ecumenical council at Nicea in 325.1

Oferecida uma interpretação global, o autor arrisca uma prospectiva do futuro previsível, convidando a continuar no espírito do Vaticano II, para cujo desenvolvimento a América Latina continua sendo o Continente de decisiva importância.Abstract: The author remembers the live history of the Vatican II Council, dividing it into two parts: a first post-Council period (1965-1980) when in Latin America (including Brazil) the Council had a very loyal and, at the same time, creative reception; and a second post-Council period (1980-2005) when there is an involution in the Vatican and in the world, including Latin America. In each of these periods he specifies the current changes, makes a diagnosis of the hidden forces and a theological evaluation of the successes and retrocessions, including those presented in short synthesized theses. Having provided a global interpretation, the author then ventures to give a prognosis of the foreseen future inviting us to maintain the Vatican II’s spirit. In his view, Latin America continues to be the most significant continent for the development of this spirit.

Abstract:
The Second Vatican Council was a unique event in the history of the Roman Catholic Church. Initiated by Pope John XXIII, it was intended to make the Roman Catholic Church more open to the contemporary society and bring it closer to the people. The principal aim of the council was the so called aggiornamento (updating). The phenomenon of updating the ecclesiastical life consisted in the following: on the one hand, modernization of the life of the Church and closer relations with the secular world; on the other hand, preserving all the traditions upon which the ecclesiastical life was founded. Hence in the Council’s documents we find another, French word ressourcement meaning ‘return to the origins’ based on the Holy Scripture and the works of the Church Fathers. The aggiornamento phenomenon emerged during the Second Vatican Council due to the movement within the Catholic Church called nouvelle theologie (French for “new theology”). Its representatives advanced the ideas that became fundamental in the Council’s decisions. The nouvelle theologie was often associated with modernism as some of the ideas of its representatives seemed to be very similar to those of modernism. However, what made the greatest difference between the two movements was their attitude towards the tradition. For the nouvelle theologie it was very important to revive Christianity in its initial version, hence their striving for returning to the sources, for the oecumenical movement, for better relations with non-Catholics and for liturgical renewal. All these ideas can be traced in the documents of the Second Vatican Council, and all this is characterized by the word aggiornamento.

This article examines the contribution made by the publishing house of Herder to the reception of the teaching and decisions of Vatican II (1962–1965). This input began with the five volumes of Commentary on the Documents of Vatican II (German original 1966–1968), edited by Herbert Vorgrimler and including contributions from twenty-one authors who had played roles in drafting the Council’s sixteen documents and could expound from the inside the authorial intentions ( intentio auctoris) of these texts. The subsequent five volumes of the Herders Theologischer Kommentar (2004–2009), edited by Peter Hünermann, could also explore the post-Vatican II history of interpretation and implementation of the conciliar texts (the intentio textus) and the insights of readers with their different questions and expectations (the intentio legentis).

After there had been much debate (Acts 15:7), they decided together with the Holy Spirit. The Apostolic Nuncio gave the permission for lay persons (including women) to participate at the Synod. Synod ’72 is a process involving seven synods of local Churches in Switzerland. As an instrument of “processing” Vatican II, Synod ’72 discussed implementation options like Ecclesiastical Offices of the local Church. (LG 33; Paul VI’s Ministeria quaedam; John Paul II’s Christifedles laici; c. 228 CIC 1983). The tradition of shared decision-making of the baptised was been activated.

<p>Lancashire County Council (LCC) in UK are a forward thinking and innovative local authority with a significant number of bridges in their asset stock. They commissioned Jacobs to carry out a detailed options study for eight footbridges following concerns that were raised during principal inspections. The options report considered refurbishment and replacement options and the possibility of using new construction materials with the aim of maximizing durability and minimizing maintenance. The recommendations for all footbridges was replace them with Fibre Reinforced Polymer. LCC divided the eight bridges into packages of two according to their budget constraints and issued tender documents to contactors for the first two packages. The first package contractor has successfully delivered two replacement FRP Footbridges of 28m span over railway in Ormskirk. These are the longest simply supported FRP footbridges in the UK. The second tender package to be issued to tender was for St Michaels and Carnforth Footbridges at 37m and 31m spans. The Council wanted FRP Bow String Trusses for these bridges that crossed a River and a Canal respectively. Nothing like this type and scale of footbridges had ever been realized in the UK. This tender was won with an alternative proposal to replace these footbridges with an aluminium solution explaining to the client in doing so the risks and costs involved in designing and fabricating these structures in FRP would be significantly greater. These are the longest aluminum footbridges in the UK of this type.</p>

Abstract:
We experimentally determine the temperature coefficients of direct voltage reference standards known as Fluke model 732B at the National Research Council Canada. Two units, used as references, are maintained at ambient temperature for the entire measurement duration of 4 weeks. Ambient conditions are monitored using calibrated environmental data loggers. The standards under test are placed into a temperature-regulated air bath, where calibrated environmental data loggers monitor bath conditions near the voltage terminals and near the thermistor terminals. The following quantities are measured: voltage difference between standard under test and reference standard for both 10 V and 1.018 V channels, thermistor resistance of all standards, environmental conditions both inside and outside the air bath. The air bath temperature is set to stay on alternate weeks at higher and lower temperatures following the sequence (25, 20, 25, 20) °C. The ambient temperature is between 21 and 22 °C. The entire process is repeated a second time with the locations of the standards under tests and reference standards inverted. Data analysis consists of calculating the average temperature-induced voltage and resistance changes and dividing the results by the measured temperature change to obtain the temperature coefficients. A detailed uncertainty analysis is performed. The results are compared to manufacturer specifications. The majority of our standards are better than specifications, even when taking into account the measurement uncertainties. Such experiments are beneficial, as they allow the identification of the standards with the smallest temperature coefficients to be used as direct voltage reference in client calibration services. The results can be combined into a thermistor resistance coefficient, which can be used to provide a quantitative estimate for the size of the largest temperature-induced change of resistance that has negligible effect on the voltage outputs for a given tolerance level.

This study aims to investigate the validity of natural resource curse hypothesis in Gulf Cooperation Council (GCC) countries for the period from 1980 to 2014. In doing so, the relationship between real GDP, natural resource abundance, financial development and gross fixed capital is examined using with second generation panel data methodology which allows to cross-sectional dependence among countries. In case of mean group estimation, it is concluded that natural resource rents, financial development and capital positively affects the real GDP in GCC countries. However, in case of individual country estimations, we found that natural resource curse hypothesis is valid only in United Arab Emirates.

On May 7–8, 2001, the Population Council and the Center for Reproductive Health Research & Policy of the University of California, San Francisco, convened a technical seminar in New York City on the use of misoprostol for women’s health indications. The seminar was designed to provide a forum for researchers, providers, women’s health advocates, and educators to exchange information with the goal of advancing the potential of misoprostol to improve women’s health. Participants discussed the state of the art in research, examined current clinical use of misoprostol, and created strategies for the future. The first day focused on scientific and clinical aspects of misoprostol use. The second day’s discussion centered on the future of misoprostol for women’s health, including identifying priorities for research and the role of provider groups and women’s health and advocacy organizations in helping to ensure misoprostol’s continued, appropriate use. At the end of each session, the group had an opportunity to share ideas and discuss unanswered questions. This report covers the key issues raised by each speaker and highlights general areas of discussion among participants.

Abstract:
Heat production (HP) or energy expenditure for activity (EEa) is of fundamental nutritional importance for livestock because it determines the proportion of ingested nutrients available for productive functions. Previous estimates of EEa are unreliable and vary widely with different indirect methodologies. This leads to erroneous nutritional strategies, especially when intake on pasture does not meet nutritional requirements and supplementation is necessary for acceptable production. Therefore, the objective of this project was to measure EEa in different classes of livestock (beef cattle and goats) over a wide range of ecological and management conditions to develop and evaluate simple means of prediction. In the first study in Israel, small frame (SF) and large frame (LF) cows (268 and 581 kg) were monitored during spring, summer, and autumn. Feed intake by SF cows per unit of metabolic weight was greater (P < 0.001) than that by LF cows in both spring and summer and their apparent selection of higher quality herbage in spring was greater (P < 0.10) than that of LF cows. SF cows grazed more hours per day and walked longer distances than the LF cows during all seasons. The coefficient of specific costs of activities (kJ•kg BW-0.75•d-1) and of locomotion (J•kg BW-0.75•m-1) were smaller for the SF cows. In the second study, cows were monitored in March, May, and September when they grazed relatively large plots, 135 and 78 ha. Energy cost coefficients of standing, grazing, and horizontal locomotion derived were similar to those of the previous study based on data from smaller plots. However, the energy costs of walking idle and of vertical locomotion were greater than those found by Brosh et al. (2006) but similar to those found by Aharoni et al. (2009). In the third study, cows were monitored in February and May in a 78-ha plot with an average slope of 15.5°, whereas average plot slopes of the former studies ranged between 4.3 and 6.9°. Energy cost coefficients of standing, grazing, and walking idle were greater than those calculated in the previous studies. However, the estimated energy costs of locomotion were lower in the steeper plot. A comparison on a similar HP basis, i.e., similar metabolizable energy (ME) intake, shows that the daily energy spent on activities in relation to daily HP increased by 27% as the average plot slope increased from 5.8 and 6.02 to 15.5°. In the fourth study, cows grazing in a woodland habitat were monitored as in previous studies in December, March, and July. Data analysis is in progress. In the first US experiment, Boer and Spanish does with two kids were used in an experiment beginning in late spring at an average of 24 days after kidding. Two does of each breed resided in eight 0.5-ha grass/forb pastures. Periods of 56, 60, 63, 64, and 73 days in length corresponded to mid-lactation, early post-weaning, the late dry period, early gestation, and mid-gestation. EEa expressed as a percentage of the ME requirement for maintenance plus activity in confinement (EEa%) was not influenced by stocking rate, breed, or period, averaging 49%. Behavioral activities (e.g., time spent grazing, walking, and idle, distance traveled) were not highly related to EEa%, although no-intercept regressions against time spent grazing/eating and grazing/eating plus walking indicated an increase in EEa% of 5.8 and 5.1%/h, respectively. In the second study, animal types were yearling Angora doeling goats, yearling Boer wether goats, yearling Spanish wether goats, and Rambouilletwether sheep slightly more than 2 yr of age. Two animals of each type were randomly allocated to one of four pastures 9.3, 12.3, 4.6, and 1.2 ha in area. The experiment was conducted in the summer with three periods, 30, 26, and 26 days in length. EEa% was affected by an interaction between animal type and period (Angora: 16, 17, and 15; Boer: 60, 67, and 34; Spanish: 46, 62, and 42; sheep: 22, 12, and 22% in periods 1, 2, and 3, respectively (SE = 6.1)). EEa% of goats was predicted with moderate accuracy (R2 = 0.40-0.41) and without bias from estimates of 5.8 and 5.1%/h spent grazing/eating and grazing/eating plus walking, respectively, determined in the first experiment; however, these methods were not suitable for sheep. These methods of prediction are simpler and more accurate than currently recommended for goats by the National Research Council.

The United Nations Population Fund (UNFPA), in collaboration with the Population Council, convened a three-day workshop May 1–3, 2002, at the Population Council’s headquarters in New York. The workshop provided an opportunity to review research and programs in the area of adolescent reproductive health and development (the “first generation”) and to think critically about key lessons learned from this work as we move forward into the “second generation” of work with this important population. This report summarizes the presentations and discussions from that workshop. Key points are gathered into two clusters: those that underscore principles of program planning, design, and evaluation, and those that highlight neglected subjects or subgroups on the adolescent agenda. Where possible, reference is made to the sections of the report as well as the background paper where more detailed descriptions may be found.

This study’s objective was to assist the Kenya Ministry of Health (MOH), the National Council for Population and Development (NCPD), NGOs, and donor agencies in planning the expansion and improvement of family planning (FP) and other reproductive health (RH) services provided in Kenya. Data on the functioning of program subsystems and the quality of care provided were collected in May 1995 from 254 maternal and child health/family planning (MCH/FP) facilities throughout the country using a situation analysis approach. The study sample included a representative sample of facilities from the MOH and NGO sectors. It also included a census of all facilities operated by the Nairobi City Council so that comparisons could be made with the situation analysis study undertaken in 1991. Data were collected through an inventory of facility infrastructure and equipment, staff interviews, observations of FP client-provider consultations, and exit interviews with FP and MCH staff. This is the second time that a national situation analysis study was undertaken in Kenya, and a comparison was made with the results from the first study, which was undertaken in 1989.

The 1994 International Conference on Population and Development in Cairo was a watershed moment in the definition of population policies. The meeting put an end to the unproductive debate on which is more instrumental in achieving voluntary fertility decline: providing family planning (FP) services or improving social and economic development. The answer was that both are essential. The Cairo meeting also defined the most desirable services and the kind of development that was most empowering, particularly with respect to achieving reproductive choice. Despite this strong dual message from Cairo, only the call for a move away from a narrow vision of FP services to a broader client-centered reproductive health approach is widely understood. The second and equally important theme—What kind of development?—has received considerably less attention. The Overseas Development Council and the Population Council collaborated in May 1997 to host a discussion of this issue. Seventy people spoke about the promise of this idea and the frustrations in moving it forward. This report assists in a broadening conceptualization of population and attests to the value of embedding population policies within a human development framework.

Given the constraints faced by the health care infrastructure in responding to the AIDS crisis in sub-Saharan Africa, and the limitations of traditional educational approaches in motivating people to modify their sexual behavior within the African context, community-based efforts at AIDS prevention, and care of those affected, are the first lines of defense against the disease. Thus, they deserve greater scrutiny, to learn from the experiences and to continue and expand their efforts. The “Community-Based AIDS Prevention and Care in Africa: Building on Local Initiatives” project is being carried out by the Population Council with support from Glaxo Wellcome. The project, which integrates HIV/AIDS prevention and care activities at the community level, focuses on five countries in East and Southern Africa (Kenya, Tanzania, Uganda, Zambia, and Zimbabwe). The first phase identified essential components that make community-based efforts successful. The second phase includes dissemination of findings from Phase I in the five participating countries, developing and implementing action-oriented research activities to strengthen the client-support capabilities of selected local initiatives, and reporting research results. This document is a report on the implementation of the first activity under Phase II.
