Abstract:
The thesis deals with the personal stability of the Czech Parliament in the period after 1993 when the Czech Republic was founded. The author assumes a better orientation in both organizational and procedural issues of reelected representatives. The aim of this thesis is to explore what factors have influenced the rate of reelection of MPs and Senators and how these are subsequently reflected in the personal structure of both Chambers. Using a quantitative analysis, the author tests the hypothesis that the rate of reelection will be higher in the Senate due to the majority voting system which is more personalized than the proportional one used in the Chamber of Deputies. The hypothesis was tested in the Committees analogically. Furthermore, the author tests if the current level of voter turnout influences the final election results and the rate of reelection, respectively. The text is divided into three chapters. The thesis is composed of a common structure heading from a theoretical background towards empirical analysis.

Abstract:
This Diploma Thesis deals with obstructions within the legislative process of the Parliament of the Czech Republic, more precisely in hearings at the Lower House. The aim of the thesis is to describe the phenomenon of obstructions and their importance in the legislative process. In the beginning, the author establishes three basic research questions, which he then tries to answer through quantitative methods. Firstly, the author answers the question whether either site of the ideological spectrum tends to use the tactic of obstruction more often. Secondly, he inquires whether there are any differences between the obstructions of a right-wing or a left-wing party. Finally, the author aims to clarify if the long-established parties in the Chamber of Deputies have an advantage in the practice of obstructions and thus are more successful in it than new parties are. The text is divided into three separate chapters with a logical structure starting from theoretical themes and continuing with an empirical analysis. The first part, which is purely theoretical, is followed by a chapter dealing with the legislative process which can be considered as a transition between the theoretical and empirical parts. The following chapter is based on empiricism and analyses stenographic records and interviews with the representatives of political parties. The carried out analyses suggest that it is impossible to state clearly which site of the ideological spectrum tends to use the tactic of obstruction more often, as in the majority of cases parties using this tactic find themselves in the opposition. However, while obstructing, both left-wing and right-wing parties use almost identical tools. Ultimately, it can be stated that parties represented in the House of Deputies for a long period are not more successful in practicing obstructions than other parties, even though they use strategies that are more sophisticated.

Abstract:
The presented diploma thesis "Alternatives for the regional reform of the Czech Senate" frames on the basis of a comparative analysis of regional second chambers in the West European countries the possible alternatives for the regional reform of the Czech Senate. The comparative analysis of second chambers of parliaments in Italy, Spain, the Netherlands and France identifies the similarities and differences between the examined second chambers, in particular with respect to their historical origin, way of election, size, constitutional powers, relation to the first chamber and relation to the executive branch of the government. The examined second chambers are classified according to A. Lijphart's typological concept on the scale of strong - medium strength - weak bicameralism. The comparative analysis is then the source for the framing of specific alternatives for the regional reform of the Czech Senate. The main conclusions of the thesis are: (1) examined West European regional second chambers fall within the types of medium strength and weak bicameralism, (2) the hypothesis about the weaker position of second chambers in unitary states is partially confirmed, and (3) the framing of representative and functional alternatives for the regional reform of the Czech Senate.

This thesis is dealing with the problematic position of the upper house of the czech Parliament. In this thesis author is operating as with primary literature (i.e. laws and historic constitutional documents) in analysis historical moments of the czech parliamentarism, so with direct observation of the members of the Senate (in 11th term). Author was focusing himself on direct observations of the senate committees and plenary session of the Senate. With great help of the Senate's staff and senator Jaromír Jermář, all the members of the Senate was addressed with author's request to participate in research. Results of this research are basic cornerstone in order to answer the questions in the introduction about the sense and the role of the upper house of the czech Parliament. First chapter represents an introduction, where are the most important sources, metodology, questions entitled and this problematic is basically explained. Diploma thesis "The Czech Senate and its role in international relations of the Czech Republic" deals with the Czech Senate, its style of functioning and influence on international relations of the Czech Republic, with special attention to the relation between the Czech Republic and European Union. First, we shall deal with the role of the Senate in the international relations of the Czech Republic, as regards the relations between The Czech Senate and European Union and parliamentary diplomacy as well. After that will come our empirical research. We shall deal with the same questions as in the previous part, however, we will use a different method and compare the results of our research with concepts introduced in the theoretical part. The objective of the Ph.D. thesis "Analysis of the Elections and Electoral Behaviour to the Senate of the Parliament of the Czech Republic" is an analysis of Senate elections on a micro- level of districts in regular terms from 1996 to 2012, including by-elections. Data file comprises a total of 2153 candidates and their election results at the municipal level aggregated to five defined categories by number of registered voters. Analysis is mainly focused on the differences in electoral support for candidates in municipalities up to 999 voters, in municipalities between 1000 and 4999 voters, in municipalities between 5000 to 9999 voters, in municipalities over 10 000 voters and finally in districts covering territory of the four largest cities in the Czech Republic (the Capital City of Prague and cities Brno, Ostrava and Pilsen). The purpose of this thesis is to explore whether the drop in voter turnout between the 2009 and 2014 European Parliament elections, as well as the general apathy toward the politics of the European Union, in the Czech Republic was contributed to by the mass media. Specifically, this thesis will examine the two most read daily newspapers of both 2009 and 2014, Blesk and Mladá Fronta Dnes, and analyze its articles with the use of search words in order to assess whether any change occurred in the way the European Union, its policies and institutions, were presented immediately prior to the 2009 and 2014 European Parliament elections. This will be achieved through the use of content analysis, both quantitative and qualitative, while evaluating the articles in comparative fashion. The thesis will argue that, given the essential role of the media as intermediary between the world of politics and the electorate, the portrayal, or lack thereof, of the European Union is a factor in explaining the electoral dynamics of the country. Abstract:
Scrutiny of legislative behaviour of members of parliament (MPs) has a long tradition in Western Europe. Nonetheless, there has been a research gap in the Czech Republic. Thus, the dissertation thesis identifies the most burning and exciting questions and delivers the answers as a collection of to some extent separated but still interconnected studies. To be more specific, I employ quantitative methods of analysis. I deal with the data on all the members of the Chamber of Deputies of the Parliament of the Czech Republic who held the mandate between 1993 and 2017. Overall, the original and unique dataset consists of 1,518 legislators and their comprehensive parliamentary activity. The results suggest that two main conflicts drive parliamentary politics - the institutional division between ruling parties and opposition, and the ideological left-right socio-economic dimension. Besides this, the thesis shows that both the age and tenure of the MPs noticeably affect their parliamentary activity. While older and more experienced MPs propose more bills, address more speeches and obtain more intra- parliamentary posts than young novices, the latter group focuses on the work outside of the parliament. The subject of the thesis is the Czech Republic parliamentary debate about a national referendum spanning from 1989 to 2014. It is mapping the evolution of the debates on the base of stenographic protocols from the proceedings concerning national referendum bill, as discussed by Chamber of deputies of the Czech Republic. The theoretical part of the thesis is based on current debates about direct democracy. The metodological part of the thesis is using concepts and terminology of the discoursive approach of R. Wodak. Based on this approach, the analysis of the debates is focusing on the main discoursive elements, those are, context framing, inter - discoursive relations, the main issues of the debates, reasoning and identification of the participants. The second level analysis is putting the debates about national referendum into the the context with contemporary debates about direct democracy. In the last part of the thesis the results of the analysis are discussed.

The diploma thesis focuses on the examination of political elites with the field of focus being the members of the government of the Czech Republic, the leadership of the Chamber of Deputies of the Parliament of the Czech Republic. And selected political groups with selected members. The people in question are the chairman of the political groups. The oldest and youngest men and the oldest and youngest women. This is applied to three selected periods, which are being the years of 1995, 2005 and 2015. First of all, every period will be examined separately, then the periods will be compared. The comparisons will be as follows: 1995-2005, 2005-2015 and 1995-2015. The diploma thesis is divided into five chapters. The first chapter focuses on the theory of elites, where are described chosen theories. This master thesis aims the analysis of the constitutional Institute of dissolution of the Bundestag in the Basic law of Germany and the Chamber of Deputies in the Constitution of the Czech Republic and its usage in the constitutional and political praxis. It is a two-case-study with the goal to compare how the dissolution of parliament is defined in both constitutions, which restrictions are set for its usage, who is the decision maker and for which situations the dissolution of parliament is defined in those constitutions. At the very beginning, the basic theory of the dissolution and its types are presented followed by the two case studies that include the historical background of the actual valid constitutional modification the dissolution of parliament. The second part of each case study consists of the analysis of the actual modification and presentation of its specifics and relation to other articles of the constitution. The third part of both case studies covers the actual political and constitutional usage of the Institute of dissolution, its attempts and also the decisions of the constitutional courts in each country. Diploma thesis deals with the approval process of participation of the Armed Forces of the Czech Republic in foreign operations. The aim of this thesis is to find political elite's dominant motivation which leads to the decision take part in foreign military operations. Hypothesis assumes that according to the material capabilities and power ambitions of the Czech Republic there is only one dominant motivation which can be described as commitments to the membership in UN, NATO or EU. To fulfil this aim we used a content analysis of relevant discussions realized in the Chamber of Deputies of the Parliament of the Czech Republic since 1993 until present. Identified arguments are assign with one of the five relevant categories (policy related to the commitments to the membership, security and political interests, historical symbolism, potential of profit in the future and influence of the domestic political situation). Abstract:
This diploma thesis comparatively analyses elections to the European Parliament held in 2004 and 2009 in the Czech Republic. It focuses on the main features of these elections with the aim of finding their main similarities and differences. For this purpose the framework of the classic "second order elections" concept is used which was introduced by Karlheinz Reif and Hermann Schmitt. The introductory part summarizes the main aspects of the "second order elections" concept. What follows is the examination of development of the electoral system for the elections to the European parliament. Crucial features of the electoral system used in the Czech Republic are explored in detail. The main part of the thesis concentrates on the analysis of elections to the European Parliament held in the Czech Republic in 2004 and 2009. These elections are put into context of domestic political situation. Additionally, party lists and election manifestos are examined, as well as the most important facets of election campaigns of relevant political parties. Necessary attention is also paid to the analysis of election results and to their implications for the political and party system. Finally, in the closing chapter both elections are compared using the "second order elections" concept.

The aim of this thesis is an analysis of activities of the Parliamentary Institute (PI) which serves as an expert base for the Parliament of the Czech Republic. The Parliamentary Institute resolves the tasks of scientific, informative and educational nature for the Chamber of Deputies as well as the Senate. The PI originated from an initiative of deputies who lacked apolitical and unbiased information of a professional nature in the early 1990s. Nevertheless, the need for objective information persists to this day. The importance of the PI thus lies primarily in the fact that it enables legislators to create good quality laws and control the executive by providing them with the specific unbiased information. The text focuses on the establishment, development, structure, functions and outputs of the institute.

Abstract:
The goal of this thesis is to show the life and functioning of the Senate of the National Assembly of Czechoslovakia. The upper house of the Czechoslovak Parliament functioned between 1920 and 1939 after which it was officially dissolved during the Protectorate of Bohemia and Moravia. In the concerned period, the chamber was gradually saw 444 lawmakers of seven different nationalities. The biggest number consisted of Czechs and Germans. The functioning of the Senate is analyzed from multiple angles. First the debate accompanying the establishment of a second chamber before the adoption of the new Constitution in 1920 is analyzed. Attention is also paid to the period debates and unrealized proposals for a Senate reform at the end the 1920's, linked to the proposed creation of the Economic Parliament. Also shown is the proportional representation electoral system used for elections to the Senate. The results were reflected in a large number of political parties with low electoral gains, which in turn hindered the creation of a stable political environment. The thesis considers the party, ethnic, social, intellectual and oratory activities of individual senators. The presented thesis gives a comprehensive overview of the development of government systems in the Czech Republic since its inception in 1993 until the elections to the Parliament of the Czech Republic in 2010. The main attention will be paid to the reasons for an occurrence of clerical governments, to the evaluation of their activities and to the causes of their popularity among the Czech public. The basis for meeting the objectives of this thesis was the study of literature, documents and publications dedicated to the issue of Czech governments. Important sources of information were electronic resources of state institutions, such as the Government of the Czech Republic, the Parliament of the Czech Republic, the Constitutional Court, the Czech Statistical Office, etc., but also data from polls conducted by reputable companies such as STEM, Ltd. or the Center for Public Opinion Research. The main research method are the semi-structured discussions with the direct players ( former ministers of the clerical government of Josef Tošovský and also of Jan Fischer ), with the Czech political scene experts and also with the present high politicians and the candidates for a president that was elected in January 2013.

Abstract:
In order to fill a gap in the literature and illustrate what a public debate on religion might look like in a country as unchurched as the Czech Republic, this thesis conducted thematic content analysis on two parliamentary debates related to church property restitution. Transcripts of the debates in The Chamber of Deputies of the Parliament of the Czech Republic on the 2012 Church Property Restitution Bill and the 2017-2019 Proposal to Tax Church Property Restitutions were used to answer theoretically and empirically informed questions pertaining to secularisation. The finding was that it was not religion necessarily, but rather matters of finances, legality, and procedure that figured quite prominently in the debate. Despite this, closer analysis revealed some relevant reflection on religion, most notable on in what sort of relation should churches and religious communities be with the state. The main takeaway from the research is that Members of Parliament acknowledged low individual level religiosity and did not promote something resembling the concept of vicarious religion. There speeches were on the whole interpreted to be more in line with advocating secularisation, rather than desecularisation.
