Abstract:
Key Message Ontario long-term care (LTC) home residents have experienced disproportionately high morbidity and mortality, both from COVID-19 and from the conditions associated with the COVID-19 pandemic. There are several measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes, if implemented. First, temporary staffing could be minimized by improving staff working conditions. Second, homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded h

Abstract:
This study examines the impact of the COVID-19 pandemic on the Philippine labor market, focusing on employment and real wages and their respective outcomes across sectors and various worker characteristics. To analyze the pandemic’s impacts on employment outcomes at various stages of the crisis, we estimate changes in the probability of employment through a set of logit and multinomial logit regressions and measure changes in daily working hours using ordinary least squares (OLS) regressions. We also estimate the effects on real daily wages through OLS regressions on subsamples of wage and sal

Abstract:
This report presents a summary of findings emerging from the second round of a three-wave rapid assessment led by the Agricultural Policy Research in Africa (APRA) Programme of the Future Agricultures Consortium (FAC) in October-November 2020 to examine how COVID-19 is affecting food systems and rural livelihoods in eight countries – Ethiopia, Ghana, Kenya, Malawi, Nigeria, Tanzania, Zambia and Zimbabwe. It builds on a set of phone-based household surveys and key informant interviews conducted in those countries in June-July 2020, which served as the baseline for this research.1 APRA will cont

Abstract:
The Covid-19 pandemic has had significant fiscal implications around the world. A key question facing governments is whether and how the pandemic has shaped taxpayer attitudes and what that means for the prospects for tax reform and new revenue raising in the wake of the pandemic. We aim to understand the impacts of the Covid-19 pandemic on attitudes toward taxation and, in turn, to unpack what the crisis reveals about the dynamics and politics of taxation more broadly. We do so in the context of Sierra Leone with novel survey data, collected before the pandemic, shortly after the pandemic’s o

Abstract:
We provide an overview of the primary structural features of the labor market in Colombia and survey the margins of adjustment of the market during the pandemic. Given the decline of real wages amid the post-pandemic inflationary surge, mainly due to the formal wage rigidity in the short run, we investigate whether the dynamics of nominal wages and their expected adjustments to catch up with prices could fuel the post-pandemic inflationary escalation. For this, we estimate the long-term relationship between wages, prices, and labor productivity using a small open economy framework. We find tha

Abstract:
The Northern Tornado Project’s third year of detecting, assessing and documenting tornadoes and other damaging wind events across Canada saw some interesting extremes – tornadoes in parts of both the Atlantic and Pacific coasts for the first time in decades, an apparent absence of tornadoes on the Prairies over the 60 days with the highest climatological frequency, a record number of significant (EF2+) tornadoes in Ontario, and massive downbursts in NE British Columbia, NW Alberta and SW Northwest Territories associated with an historic ‘heat dome’. On top of this, the COVID-19 pandemic was st
