Abstract:
The South China Sea claimants base their claims on ancient documentation and archeological evidence. However, they largely ignored the territories until the 1960s, when natural resources speculations began. The 1982 UNCLOS magnified interest as claimants hoped to extend exclusive economic rights from their claims rather than continental coastlines. Another possible factor behind Chinese claims is the theory that Beijing desires to establish Chinese hegemony in the region. Beijing's shift from bilateral diplomacy and military aggression to multilateral diplomacy has created debate among Sinologists. Many argue China lacked the power necessary to assert its claims and now can finally attempt assertion again, thus the naval buildup. Others argue that natural resources drive China's SCS policy and still others believe bureaucratic infighting drives policy. Economic data shows a possible causal relationship between trade and China's political behavior. The 1996 U.S. Presidential campaign slogan, "It's the economy stupid," apparently applies to Beijing's SCS approach as well. The U.S. approach to the disputes remains one of ambivalence. As long as the United States maintains freedom of navigation through the area, Washington should remain concerned but uninvolved. Beijing largely feels the same way, with the important addition of guaranteeing access to the region's natural resources.

Despite the rise in the number of attacks by lone-wolf terrorists, the lone-wolf threat has largely been neglected by academic researchers and counterterrorism practitioners. The nature of the lone-wolf terrorist has introduced new challenges to law enforcement and counterterrorism unlike the more discussed problems of international group terrorism. This thesis suggests, however, that policies created to help deter group terrorism could be useful in detecting and deterring lone-wolf terrorists. The existing policy framework for group terrorism deterrence may have great utility in the fight against lone wolves, but policy use and effectiveness requires a careful examination of the characteristics unique to lone-wolf terrorism to ensure that the deterrence policies match. This thesis uses the comparative method and examines three case studies of lone-wolf terrorism from the United States and Europe: the Fort Hood shooter of 2009 (Major Nidal Hasan), the Boston Marathon bombers, and Anders Behring Breivik of Norway. By examining the unique circumstances of each case, this thesis determines what policies were and were not effective and in need of adaption to deter the threat of lone-wolf terrorism.

Abstract:
Since the fall of September, 2011, there has been a major increase in awareness and study of global terrorism. Academia, the media, politicians, and the average citizen all have varying definitions, ideas, and concerns about terrorism. The focus has mainly been on international terrorism. Terrorist organizations like Al Qaeda have permeated the discussion. However, there is a growing concern of the “lone wolf terrorist.” A lone wolf terrorist acts without a terrorist organization and is capable of having his/her own radical agenda with the audacity and simplicity to carry it out solely and enact great damage. The focus in the United States and globally has been on international lone wolf terrorists. This is important, but a longstanding concern (that often goes without much conversation) is the domestic lone wolf terrorist. Using Gustav Freytag's Triangle and Rational Choice theory, it is shown that lone wolf terrorism must be examined by the United States government to ensure safety of its citizens. A lone wolf terrorist is characterized as a United States citizen who enacts a terrorist action without being part of an organization or terror group. His motives are extremist in nature. This thesis examines the growing phenomena of the domestic lone wolf terrorist. In doing so, the primary function is to look at an even starker reality: that some lone wolf terrorists have served in the military, and during service have shown to portray radical thoughts and actions. Furthermore, these lone wolf terrorists used their military training and weapon insight to enact their catastrophic aims. This thesis uses a case study methodology to examine three lone wolf actors. From the Oklahoma City Bombing, to the 1996 Olympic Summer Games in Atlanta and on to the Ft. Hood shootings the studies find that in all cases the actors did have radical beliefs, military training and used that training in concert with their attacks. This thesis can be used as a discussion about lone wolf terrorism, but also about governance. The findings show an increased need for the Department of Defense to work closely with the Department of Homeland Security and seek greater advice from organizations like the Federal Bureau of Investigation in order to conduct better psychological studies and examinations of military personnel. A disclaimer must be made that this thesis does not, in any way, seek to disparage the amazing amount of work and sacrifice of United States government personnel and agencies. This thesis aims to provide research towards improved understanding and combating of lone wolf terrorism.

Abstract:
In the U.S. Congress, the authorization-appropriation process is the formal model that establishes the separation between legislative and funding bills. Additionally, it determines the jurisdiction of the congressional committees that oversee those bills. However, a number of scholars have concluded that the authorization-appropriations dichotomy is substantially different in practice than the model suggests. Research in this area has shown that broad changes over the years have altered the roles of the authorization and appropriations committees. At different times, members of the appropriations committees have been regarded as guardians of the federal treasury, advocates of federal funds for their congressional district, or partisans in support of a political agenda (Adler, 2000). In addition to these roles, appropriators evidently have become more active in policymaking -- a role that traditionally has been the domain of the authorizing committees. To further explore the policymaking role of appropriators, this dissertation used a case study approach that traced appropriators' interactions with the executive branch, focusing on a federal agency and its links with the appropriations subcommittees that have oversight and funding jurisdiction over the agency's programs. Specifically, the study analyzed the relationship between the House and Senate Subcommittees on Labor, Health and Human Services, Education, and Related Agencies (L/ HHS) and the U.S. Department of Health and Human Services' Agency for Healthcare Research and Quality (AHRQ) during the period from 1989-2009. Through an examination of critical incidents and contextual elements, this dissertation examined whether the Subcommittees on L/HHS increasingly have become significant players in shaping AHRQ's policies and direction. In addition, the dissertation examined the impacts on AHRQ and possible reciprocal [Agency] influences on the Subcommittees. This research has the potential to build on existing works related to the dynamics of the authorization-appropriations process. Moreover, this research could provide a conceptual framework for analyzing the roles that the other congressional appropriations subcommittees play in relation to the executive branch agencies under their jurisdictions.

Abstract:
This paper reviews the concept of positive perfectionism as a misnomer that negatively impacts adolescent students. The author acknowledges that the majority of research relative to perfectionism points to a multidimensional orientation of this construct. Often multidimensionality has been used to indicate that perfectionism has both positive and negative applications for individuals (DiBartolo, Li, & Frost, 2008). Primarily a deleterious construct, perfectionism has been strongly associated with psychopathology. The author would like to offer perfectionism as a multidimensional construct that is ultimately maladaptive and harmful. Additionally, the author recommends replacing the term positive perfectionism with the more accurate concept of striving for excellence. This literature review is intended to offer educators, specifically school counselors, insight toward identifying and helping adolescents struggling with perfectionism and well-being.
