ENGLISH ABSTRACT: In hierdie proefskrif word gekyk na die verwantskap tussen geskiedenis, mite, geheue en teater. Daar word ook gekyk na die mate waartoe historiese of mitiese toneelstukke gebruik kan word om die amptelike geheue en identiteite, soos deur bewindhebbers in post-koloniale Nigerie en Kenya geskep, terug kon wen of uit kon daag. Hierdie werke word dan vergelyk met die soort teater wat tydens die Apartheidbewind in Suid-Afrika geskep is, om verskille en ooreenkomste in die gebruik van historiese en mitiese gegewens te bekyk. Die slotsom is dat een van die belangrikste kenmerke van die teater in vandag se samelewing sy vermod is om alternatiewe historiese narratiewe te ontwikkel wat kan dien as teen-geheue ("counter-memory") vir die dominante narratief van amptelike geskiedenisse. Sodoende bevraagteken die teater dan ook 'n liniere en causale siening van die geskiedenis, maar interpreteer dit eerder as meervoudig en kompleks.
AFRIKAANSE OPSOMMING: This thesis considers the relationship between history, myth, memory and theatre. The study explores the extent to which historic or mythic plays were used to either reclaim or challenge the official memories and identities created by those in power in the postcolonial Kenyan and Nigerian context. These are then compared to the South African theatre created during Apartheid, exploring the similarities and differences in the South Africans use of historic or mythic referents. The conclusion reached is that one of the most powerful aspects of theatre in society is its ability to create alternate historic narratives that become a counter-memory to the dominant narrative of official histories. It also challenges seeing history as linear and causal, and makes it more plural and complex.

Abstract:
This is a qualitative study exploring the use of workshop theatre in post-apartheid South Africa, with the objective of making a contribution to the knowledge-base regarding its use in current times. Workshop theatre is changing in response to a new socio-political reality and emerging trends in theatre practice. The case study, of developing a play on Oystercatchers with a Grahamstown group of artists, revealed the difficulties and challenges of using workshop theatre in this dynamic context. Data collection included a focus group, observation, reflective discussion and in-depth interviews that were analysed in relation to available literature on workshop theatre in apartheid and post-apartheid South Africa. It is proposed that workshop theatre has continued relevance in post -apartheid South Africa. The process of creating workshop theatre with diverse artists has great potential to transform relationships, address issues of personal identity and to provide an underlying purpose to a workshop theatre -making context.

Abstract:
Abstract The article reflects on the progress the South African government is making in realising the imperatives of a developmental state. It examines contemporary engagements on the issue of a developmental state. At the outset, the article unpacks the theoretical antecedents of a developmental state to develop a framework for analysis. In the context of this framework, the article argues that a developmental state is premised on two dimensions, namely social and economic. These dimensions are used as a framework to understand how South Africa fares as a developmental state. In engaging with this question, the article makes an observation that, notwithstanding service delivery challenges in the country, the government is seemingly making significant strides in its attempts to realise the social imperatives of a developmental state. On the economic front, a similar deduction is difficult to make as debates in this regard are so polarised. The article recommends that research on Black Economic Empowerment and its impact in maximising citizen participation in the mainstream economy should be undertaken.

Abstract:
The importance of State-owned entities (SOEs) in a developing State has been argued for centuries. SOEs are perceived as the tool that the State can successfully use to implement its developmental agenda. In the Republic of South Africa, SOEs have been used to ensure universal access to electricity, water and logistical infrastructure to support industrial development, as well as basic service delivery. These entities have been expected to fund these initiatives from their own funds, which alleviated the need for commercial SOEs (also known as State-owned companies) to be profitable without continuous financial injections from the RSA government. Generally, commercial SOEs have been performing poorly financially. This research study aims to determine whether political influence might affect the profitability of these commercial SOEs. The poor financial performance plaguing the commercial SOEs hinders their ability to effectively contribute as a collective to the developmental agenda of the State, as espoused in the current strategic plan of the RSA in the form of the National Development Plan (NDP). Due to the poor financial performance and subsequent diversion of financial resources from other national priorities for their bail-out, commercial SOEs have been considered a liability rather than an asset to the RSA. To satisfy the primary and associated research objectives, qualitative primary and secondary research data have been collected. The primary data have been collected by using the semi-structured interview from the CFOs of commercial SOEs from various government departments – given their proximity to the financial performance and the drivers of this performance in commercial SOEs. CFOs are also part of the commercial SOEs senior-executive management of these entities. The general opinion of the participants and the literature review of the research study is that, indeed, political influence has had an adverse effect on the profitability of commercial SOEs, among others, as a consequence of the positioning of SOEs within the governance system of the RSA, the impact of the recruitment process for senior executives and the implications of an unfunded mandate. It is clear that in the RSA, commercial SOEs, and SOEs in general, will continue to play a pivotal role in the implementation of the developmental agendas of the State, as expressed in the NDP. With the RSA government expecting commercial SOEs to fund these activities from their own funds, it is critical that the State should be an enabler rather than a hindrance for commercial SOEs‟ profitability.

Abstract:
South Africa is a new democracy that has had to deal with many historical remnants of apartheid. One of the main remnants has been land dispossession and massive inequalities along racial lines of access to land for agricultural purposes. In countering this, the post-apartheid state has pursued land redistribution programmes since the end of apartheid in 1994, as part of a broader land reform project. Simultaneously, post-apartheid South Africa has been marked by significant state restructuring notably a process of state de-centralisation including the positioning of municipalities as development agents. Amongst other goals, this is designed to democratise the state given the authoritarian and exclusive character of the apartheid state, and thereby to democratise development initiatives and programmes. Land redistribution and state decentralisation in South Africa are different political processes with their own specific dynamics. They have though become interlinked and intertwined but not necessarily in a coherent and integrated manner. Within broader global developments pertaining to state decentralisation and land redistribution, the thesis examines the complex relations between these two processes in South Africa. In particular, I analyse critically the decentralised character of the land redistribution programme in South Africa. In order to concretise and illustrate key themes and points, I discuss a particular land redistribution project called Masizakhe located in Makana Municipality in the Eastern Cape Province.

This study investigates Industrial Theatre as an effective form of corporate communication against the backdrop of South Africa's unique situation that distinguishes it from other countries in the world. As the post-apartheid South African society is concerned with development and transformation of its workforce, particularly among those who have previously been disadvantaged, communication in organisations has become vitally important in achieving these goals as well as in increasing productivity. This study identifies four specific problems that relate to the effectiveness of communication within an organisation, namely the historical problem, the literacy problem, the credibility problem and the problem concerning the traditional adversarial relationship. Problems concerning the corporate media and the definition of the term "Industrial Theatre" are also treated. In this study, Industrial Theatre is equated with a form of corporate communication and thus has a public relations function within an organisation. It therefore needs to ground itself firmly within public relations theory and practice. It must be a deliberate, planned and sustained effort that establishes and maintains mutual understanding between the organisation and its internal and external stakeholders. The uniqueness of the South African environment necessitates a communication model that creates an enabling environment for effective corporate communication. The Mersham graphic communication model for development as used in this study achieves this by contextualising both the communicators and the recipients firmly within their own sociocultural and autobiographical circumstances. The Mersham model is ideally suited to the Industrial Theatre context, as it also advocates that communicators and recipients should exchange roles, thereby enabling effective communication on a continuous basis. The current trends in corporate communication encourage transparency and "ownership". All the stakeholders of an organisation are encouraged to interact and to participate in the management of their organisation, hence achieving a sense of "ownership". The key to this entire process is negotiation. As this study contends that any theatrical process used as a communication tool should have negotiation as its main constituent, it was necessary to create a dramaturgy that incorporates negotiation into all its facets in order to serve the purposes of the thesis. The Negotiated Dramaturgy thus created has three distinct parts. The first consists of the pre-production forums in which the stakeholders discuss issues that create objectives for the dramaturgy to achieve. The second section contains the dramaturgy that enacts the objectives through story lines created by the stakeholders and analyses the results through the in-role forums. The third section evaluates the effectiveness of the process. This approach to Industrial Theatre ensures that all stakeholders are involved in the entire process from beginning to end. They, therefore, have total "ownership" of the process, which is characterised by transparency.

In this paper, I investigate contemporary alternative staging strategies that critically and creatively explore representations of women in South African theatre. I interrogate representations of the female body of' difference' and the theatrical interpretation of complex identity in South Africa. Imperative questions are raised around the renegotiation of perceptions of division and stereotype (especially regarding women) in performance in South Africa. I raise crucial questions regarding the empowerment of representations of difference on the stage. Theatre of Difference requires representations that are as critically interrogatory of the socio-political circumstances of female identity as they are intimately concerned with the personal processes of the psyches of individual women.

Abstract:
In this account of my practise as research into the crisis of masculinity among black males in South Africa, I am concerned with how men oppress and terrorize women and retard the recovery of South Africa from apartheid through crime, violence and transgressive actions. Following Sirkin (1984) in this paper I term this behaviour ‘hypermasculine’ and attribute it to the unfathomable violence inflicted on the black male body and psyche during apartheid while Danieli, (2007) and Goodman’s (2013) ‘transgenerational trauma’ accounts for why the condition persists. Butler’s idea of gender as a ‘performance’ theoretically grounds the hypermasculine body as a ‘mask’ behind which lies either a true and better male self or ‘shadow’– Seriti – or no self at all. Following this premise, I give an account of the creative process and performance of two PaR pieces (Seriti and Metsi) in which I unpack both the process and performances in which my own black male body was the medium for the research. I sketch my objectives of physically inhabiting the hypermasculine ‘performative’ stereotypes familiar to me from childhood township memories as well as in township theatre in order to define and ‘know’ them. Through exercises in weight, tempo and repetition I hoped to re-inscribe the misshapen figure of the black male. I discuss how working with an older black actor in Seriti yielded valuable insights into cultural male hierarchies, while the enactment of hypermasculinity took its toll necessitating mediation through traditional ritual. I recount how, with the need for healing now evoked in my body, and with an obsession in the shape of water, (Metsi) in the second research project I allowed the memory of the positive feminine presences in my past to inflect the male body with a different weight and shape in a disruption of the familiar and a glimpse of the potential of a new shape or self.

Abstract:
This study attempts to critically examine the form of theatre practice which in South Africa has become known as workshop theatre focussing on the period of the 1980s. It examines the history of the form; the process by which it is made; and the kinds of plays it produces. The examination is centered around three philosophical concepts: discourse and power as understood within poststructuralist critical theory; orality and the oral tradition; and the carnivalesque as it is conceived of in the writing of Mikhail Bakhtin. Chapter One is a general introduction to the dissertation. In Part I of the study, it is argued that workshop theatre forms part of a power struggle within the field of theatre practice in South Africa because it is essentially an oral form. Chapter Two describes the rise of authorship within the European theatre practice in the seventeenth century resulting in the marginalisation of the improvisatory 'carnival' tradition, and suggests that it was this literary tradition of theatre practice that was imported to South Africa as part of the British colonial project. Chapter Three examines the indigenous oral performance forms that pre-existed the arrival of the literary theatre in southern Africa with particular reference to the Nguni oral narrative. Similarities are indicated between these oral forms of performance and the carnivalesque forms of the European tradition. Chapter Four traces the gradual involvement of members of the non-hegemonic group in theatre practice in South Africa from a predominantly literary practice limited to a select few participants to oppositional practice involving larger numbers across a wide range of social contexts. It is argued that workshop theatre facilitated this movement because it is an essentially oral form and incorporates popular carnival elements first introduced in the theatre of Gibson Kente. Part II of the study it is argued that workshop theatre is itself a site of numerous power struggles. Chapter Five examines the workshop process with specific reference to the role of improvisation. It is argued that improvisation potentially frees the performer to participate in the meaning-making process but that the extent of this participation is limited by struggles for power within the workshop group. Chapter Six examines the product of the workshop. It is argued that there is a dominant form of workshop play produced in the 1980s and that this form displays many oral and carnivalesque elements. It is further argued that there are movements away from this dominant form towards more literary forms and styles as a result of changes in the make-up of the workshop group and its relationships of power. In Chapter Seven the conclusion is drawn that workshop theatre reflects the current struggles within the South African social and political body, and that it continues to be a relevant form of theatre practice in South Africa because it diffuses strong centres of authorial power and presents possibilities for radical participatory democracy.

ENGLISH ABSTRACT: This study concerns the state and violence in the Western Cape. This study was undertaken because the Western Cape has since 1996 been plagued by violence, including bombings, assassinations and violent protests. In particular these violent incidents have been labeled as terrorism or urban terrorism. The South African government does however not have a definition or a policy promulgated into law regarding terrorism. Very little progress has been in apprehending the person(s) and or group(s) responsible for these incidents of violence. The study therefore looked at violence in the Western Cape in an exploratory way. The aim of the paper was to (1) find credible appropriate definitions of terrorism, (2) to identify possible role players in violence, (3) to establish a chronology of violent events, (4) to identify the frequency, distribution and patterns of violence, (5) analyse the communication of events. An underlying theme throughout the paper is the weak state in which violence is a cause, consequence, and indicator of the weak state. The violence-plagued Western Cape is the geographical focus of the study. The paper looks at three incidents of violence, representative of the types of violence that have taken place in the Western Cape. The bombing of the Planet Hollywood restaurant, the killing of policeman Bennie Lategan and the killing of gangster Neville Herold are the cases discussed by in paper. For the purpose of the paper, the period of interest is the transitional period of the 1980's to 1994. The period under study is August 1998 to December 1999. After careful consideration of all the information the following conclusions where reached. The killing of Bennie Lategan is a terrorist act while the killing of Neville Herold and the Planet Hollywood bomb blast are not terrorist acts according to the definition used by this paper. PAGAD emerged as the major role player involved in violence. The organization is also complex and multidimensional with various groupings within the organization. The weak policing and justice systems are among the factors contributing to violence. The propositions and theories suggested by this study are based on current information and therefore speculative. Should more information become available these propositions may need to be revisited. Continual research on this topic is therefore important.
AFRIKAANSE OPSOMMING: Hierdie gaan oor geweld in the Wes Kaap. Die studie was nodig omdat die Wes Kaap sedert 1996 geteister word deur geweld, insluitende bomplanting, sluipmoorde en geweldadige protesaksie. Hierdie geweldige insidente is bestempel as terrorisme of stedelike geweld. Die Suid Afrikaanse regeering het egter nie 'n definisie of beleid oor terrorisme nie. Baie min persone of groepe verantwoordelik vir geweld is voorgekeer. Hierdie studie gaan dus oor geweld in die Wes Kaap. Die doel van hierdie studie was (1) om 'n definisie van terrorisme, georganiseerde misdaad, geweld, vigilantisme en Islamietiese Fundamentalisme te vind, (2) om moontlike deelneemers van geweld te identifiseer, (3) om 'n kronologie van geweld op te stel, (4) Sekere patrone van geweld te identifiseer, en om te studeer wat hierdie insidente aan ander kommunikeer? 'n Onderligende tema, in die studie is die swak staat waarin geweld 'n oorsaak, gevolg en aanduiding is van die swak staat is. Die Wes-Kaap is die geografiese fokus van die studie. Die studie kyk na drie insidente van geweld wat alle tipe geweld in die Wes Kaap verteenwoordig. Die bomontploffing van die Planet Hollywood restaurant, die moord van polisieman Bennie Lategan en bende leier Neville Herold is die gevalle wat bespreek word in die studie. Vir die doel van die studie is die tydperk van die 1980' s tot 1994 van belang. Die tydperk onder bestudering is Agustus 1998 to January 1999. Na oorweging van al die informasie is die volgende gevolgtrekkings gemaak. Die Planet Hollywood ontploffing en die moord op Neville Herold is nie terroriste dade nie, maar die moord op Bennie Lategan is 'n terroriste daad. ENGLISH ABSTRACT: In this study the aim is to examine what the impact of the imbalance in the power dynamics between the state, business and labour is on corporatist institutions in South Africa and South Korea. In both countries, the corporatist institutions have failed to bring the actors together and to resolve the various issues as these institutions were expected to do. When looking at the establishment of corporatist institutions in the two countries it is clear that the state had to incorporate the interests of labour in their decision-making process due to the increasing power of labour during the democratisation process. However, the current situation proves that the corporatist institutions in South Africa and South Korea have faced various problems. Therefore why the corporatist institutions in the two countries have not functioned properly is explored in this study. It was found that labour has been placed at a disadvantage compared to the state and business. The influence of labour as an agenda setter and a representative of labour has diminished. On the other hand the state and business, which used to form a coalition under the authoritarian governments, have started gaining power along with globalisation. The adoption of neo-liberal economic policies, has resulted in the fragmentation of labour, generating unemployment and irregular jobs. The imbalance of power between the actors has negatively affected the corporatist institutions. Under the circumstances, the corporatist institutions did not ensure that the voice of labour was heard and heeded. Instead of using corporatism, labour in South Africa tends to use the tripartite alliance in order to advance its interests. Labour in South Korea is likely to use mass action, and this tendency prevails in South Africa as well. Also, the corporatist institutions have been criticised due to their lack of accountability and institutional problems; this has negatively affected their credibility. The corporatist institutions have become little more than names. In the cases of South Africa and South Korea, corporatism seems to have been adopted as a mere crisis response when the two countries faced political economic crises and it is seen as another control mechanism created by states experiencing democratisation. Furthermore, the imbalance in the relationship between actors negatively affected the corporatist institutions and in the end they collapsed.
AFRIKAANSE OPSOMMING: In hierdie studie word die impak van die magsbalans tussen die staat, sakesektor en georganiseerde arbeid op korporatisme in Suid-Afrika en Suid-Korea ondersoek. In beide gevalle het die korporatiewe instellings nie daarin geslaag om die nodige konsensus tussen die drie sleutel akteurs te bewerkstellig nie. As gevolg van demokratiseringsprosesse in beide state, en die toenemende invloed van arbeid, was die staat verplig om die belange van arbeid in besluitnemingsprosesse in ag te neem. Die korporatiewe instellings in Suid-Afrika, nl. NEDLAC en die KTC in Suid-Korea staar egter verskeie probleme in die gesig, Waarom die korporatiewe instellings nie behoorlik gefunksioneer het nie, word in die studie onder die loep geneem. Arbeid het in ‘n onderdanige posisie jeens die staat en die sake sektor te staan gekom aangesien die invloed van georganiseerde arbeid as ‘n agenda skepper en verteenwoordiger van arbeid afgeneem het. Aan die ander kant het die aanvanklike koalisie tussen die staat en die sakesektor gedurende die outoritere periodes - voor demokratisering - weer eens verstewig as gevolg van die invloed van globalisering. Namate neo-liberale ekonomiese beleide nagevolg is, het die vakbond beweging al meer gedisintegreer, werkloosheid het toegeneem en gelei tot werksgeleenthede wat al meer tydelik en ongereguleer is. Die ongelyke magsbalans tussen die rolspelers het die korporatistiese instellings negatief beinvloed. Onder die omstandighede, kon die korporatistiese instellings nie daarin slaag om aan die stem van arbeid gehoor te gee soos wat gehoop is nie. In plaas daarvan om dus van die korporatistiese instellings gebruik te maak, het arbeid in Suid-Afrika eerder van die vakbond beweging se rol in die regerende alliansie gebruik gemaak om beleid te probeer beinvloed. Arbeid in Suid-Korea, soos in Suid-Afrika, is ook meer geneig om van massa aksie gebruik te maak. Daarbenewens is die korporatiewe instellings daarvan beskuldig dat hulle nie deursigtig is nie en gebuk gaan onder institutionele gebreke, wat die geloofwaardigheid van die instellings ondermyn het. The main focus of this thesis is the challenges that are facing social policy development and implementation in South Africa in relation to the enhancement of human capability. The study adopted a historical approach to assess the model of social policy in South Africa and identified that social relations of domination inherited from the apartheid era continuing to produce inequalities in opportunities. Social policy under the democratic government has not managed to address social inequalities and the main drivers of poverty in the form of income poverty, asset poverty and capability poverty which are the underlying factors reproducing deprivation and destitution of the majority of the population Although South Africa prides itself of a stable democracy, social inequalities continue to undermine the benefits of social citizenship because political participation in the midst of unequal access to economic and social resources undermine the value of citizenship. Also, inequalities in the distribution of income and wealth, and in the control of economic production undermine political equality which is an ethic upon which social rights are predicated. As a result, state interventions are lacking inherent potential to build human capability for people to live the life that they have reason to value. The paradox of social policy in South Africa is that the majority of those who are marginalised are those who were excluded by the apartheid regime even though state intervention is claimed to be targeting them. This points to the failure of incremental equalisation of opportunities within a context of stark social inequities. It is also an indication that the economic growth path delivered by the political transition is working to reinforce the inherited legacy of deprivation and it is avoiding questions related to the structural nature of poverty and inequalities. Therefore, a transformative social policy is an imperative for South Africa. Such a framework of social policy should be premised upon a notion of human security in order to built human capability. Human security focuses on the security of individuals and communities to strengthen human development. It emphasises on civil, political and socioeconomic rights for individual citizens to participate fully in the process of governance. Although this thesis is a case study of social policy in South Africa, it can be used to appreciate the role of social policy in other developing countries, particularly the impact of political decision making on social distribution. Poverty and social inequalities are growing problems in developing countries and so is the importance of putting these problems under the spotlight for political attention.

ENGLISH ABSTRACT: This study traces the development of the welfare state in Mauritius and South Africa from the early 1900s until the present, with specific reference made to the non-contributory old-age pension scheme. It seeks to understand the intersections between big capital, the state and broad-based social forces in heralding different welfare outcomes in the two countries. Mauritius has retained its long-standing traditions as a social democratic welfare state stretching back to the late 1950s. In contrast, the current welfare model of South Africa continues to be the embodiment of the liberal welfare state, similar to that of the ancien regime set up in 1928, even though it has maintained a generous social grants system since the advent of democracy in 1994. As a result it is important to unravel patterns of historical evolution that are responsible for different welfare outcomes in seemingly identical socio-political contexts. Similarly, it is important to scratch below the surface of these historical patterns of evolution to account for these disparate welfare frameworks which, nonetheless, exhibit identical outcomes in the social security sector in terms of their unfaltering commitment to old-age pensions. To this end the dissertation employs the comparative historical analysis approach in a bid to draw cross-national parallels between the social processes that unfolded and consequently underpinned development paradigms over time. This study suggests that accounting for the divergent policy outcomes is the disproportionate powers being wielded by neoliberal market forces within the main arteries of the South African economy, which hindered the state from defining the policy direction of its welfare framework to dovetail with expansive social reforms. This restraint was compounded by the left as a 'labour aristocracy', whose alliance with the political ruling class compromised their ability to champion the pro-poor agenda with as much vigour as they would have if they had pursued an independent course. This is a far cry from the welfare trajectory of Mauritius, in which a mutual understanding between the state, cross-class movements and capitalist market forces bridged contesting class interests by reconciling market economics with social fundamentals. Unlike in South Africa, the independence of the working classes in Mauritius – whose mobilising traditions cut across the class spectrum – has added special impetus to the social reform movement, having served as the bulwark against welfare retrenchments and/or less egalitarian reforms in the past. That the universal pension scheme and the state’s commitment to the pro-poor cause remain intact in Mauritius is a result of these pro-active class contestations. On the other hand, the absence of the balance of power struck between social actors and the economic élite in South Africa propelled a class compromise that allowed for the dominance of pensions to come at the cost of extensive social reforms. Such outcomes would not have come into effect in South Africa had the playing field for all relevant stakeholders been level, as in Mauritius.
AFRIKAANSE OPSOMMING: Hierdie studie volg die ontwikkeling van die welsynstaat in Mauritius en in Suid-Afrika vanaf die vroeë 1900’s tot op hede, met spesifieke verwysing na die nie-bydraende ouderdomspensioenskema. Dit poog om die snypunte tussen groot kapitaal, die staat en breë-basis maatskaplike kragte wat gelei het tot verskillende welsynuitkomstes in die twee lande te begryp. Mauritius het sy langdurige tradisie as ’n sosiale demokratiese welsynstaat, wat sedert die 1950’s bestaan, behou. In kontras gaan die huidige welsynmodel in Suid-Afrika voort as die beliggaming van die liberale welsynstaat, soortgelyk aan die ancien regime wat in 1928 ingestel is, selfs al het dit ’n vrygewige stelsel van maatskaplike toelae sedert die vestiging van demokrasie in 1994 onderhou. Guidance was introduced into Black Schools in 1981. Its aim was to help students so that they could understand themselves and the world they live in. At present it appears that very little Guidance is taking place in the Mdantsane High Schools. This was supported by these research findings. In the research five High Schools were investigated to discover the state of Guidance in these High Schools. The writer made use of an interview schedule which was presented to the principals of the five High Schools. Questionnaires were given to twenty seven Guidance teachers from the same High Schools and to two hundred and fifty student respondents. In each High School fifty student respondents were chosen, that is, ten from each standard. The research findings suggested that Guidance is not receiving its rightful place in these five High Schools since it is not effectively taught. The findings were generalised to other High Schools. Reasons for the ineffective teaching of Guidance were given by both the principal and teacher respondents. Recommendations are made as to how this state of Guidance can be remedied and improved.

Abstract:
I have attempted a reading of Aristotle in terms of mimesis, ethos, mythos, lexis, hamartia, anagnorisis, peripeteia, catharsis and anamnesis - as an existential “being there” (Dasein) of the characters’ freedom and actual historicity - in three of my plays in which I performed or witnessed in productions in England, Wales, three Scandinavian countries, the U.S. and South Africa. I have analysed other Southern African “womanist” performative drama and feminist theatre. I assume with the ancient Greeks that in serious theatre there is theoria, an educated, discursive looking, which involves a dialectics of logos in dianoia intertwined in the mythos – ethical truth in the discourse of the plot. Whilst aesthetics cannot be reduced to psychobiography, creative writing is motivated in part by the author’s and the dramatic subjects’ psychoanalytically understood personal and political unconscious placed in the ethos – the character on the stage. The aesthetics of tragedy relate to both peripeteia (reversals) and anagnorisis (recognition of responsibility) which occur within an arc of development, crisis and denouement of the vicissitudes of purported wisdom in understanding how performative drama and critical theatre have been presented in what has become known as The Struggle in a post-apartheid South Africa and post-colonial Zimbabwe by comparison with historical conditions in South America, India, even China. The values of nous, phronesis and sophia, intuitive, practical and interpretative wisdom are connected to the Nicomachean and Eudemian Ethics with which the tragic-comic hero and his Other are imbued or violate. The post-structuralist aesthetic as developed in the literary theory of the twentieth century is essentially the interaction of synchronic and diachronic language emerging from the signifiance and the semiosis of the chora (the feminine or maternal unconscious) within the de-familarisation techniques of Russian and Czech Formalism. This provides a creative and meaningful limit to a consciousness of being-white and beingblack- in-the-world against disempowering Nothingness or perceived Otherness threatening moral beings. Nothingness and the Other are characterised magically and as witch-craft in oral-cultures which deny the unconscious and resort to paranoia and persecution of Otherness in the subject projected onto the other – the “colonial personality”. Shades of Brown has been re-written as Jannie Veldsman – A Film 8 Scenario and I have incorporated into a revised The Cape Orchard a retrospective anticipation of the coming of the new South Africa. I reflect on what tragic drama on the stage and in real life in South Africa means now that the new South Africa is over its honeymoon period and faces serious problems of failed governance. Within the dialectic of an enlightened rabbinical morality of Hillel the Elder (“What is hateful to you do not do to others….” and “If I am not for myself who will be for me…?”) and Kant’s categorical imperative of human beings as a priori ends, I follow the fortunes of an old Jewish veteran of The Struggle, dating back to the Defiance Campaign of 1952/3. Fugard’s work is exemplary in fostering a sense of Sartre’s Nothingness and nihilation which “haunts” Being and is the space of undecidability in relation to my condition of freedom allowing the transcendence of Being. Being asserts reparation and redemption in the face of the depressive and paranoid subject/object split in the subject’s being-in-the-world. Plays ideally submerge this existentialist, psychoanalytic and Aristotelian dramaturgy in the form of Kierkegaard’s faith and Nietzsche’s will which are part of the Encompassing in Karl Jasper’s metaphysics - the residue of a Judaeo-Christian ethics facing the anomie and aporia of the postmodern. The new South Africa was only ostensibly built on Greek and Judaeo- Christian secular ethics – “truth and reconciliation”. It inherited state, revolutionary and criminal violence, as well as a sophisticated economic infrastructure, masspoverty and a segregated educational, social and welfare system which in the milieu of ANC incompetence and corruption have for the very poor got worse but to the benefit of a new African oligarchy, the beneficiaries of a dysfunctional affirmative action policy. What is to be done? Irigaray’s striking metaphor “the speculum of the Other woman” suggests that we are reflected by the instrument we use for investigating what may be Other to us: “we” are westerners trying to live in Africa. “We” are Other – not as autochthonous as the African majority. But the autochthonous can also behave as Other and may even fail to recognise the Other in themselves. Franz Fanon’s “colonial personality”, like ex-president Thabo Mbeki, misunderstands the colonial Other in himself which, disastrously, he projects and attacks in the imaginary and persecutory Other, only to suffer the return of the Real, as do the dramatic fictions Van Tonder in Shades of Brown, Dianne Cupido in The Cape Orchard and Harry Grossman the old man’s son in The Zulu and the Zeide (inspired by a short story by Dan Jacobson). 9 The Russian and Czech Formalists and Structuralists show us how to foreground the Real through techniques of de-familiarisation which can be applied to modernist and post-modernist “womanist” performance drama and feminist theatre. Defamilarisation, especially in an Africa struggling between failed and successful colonialism and often ruled by more or less corrupt elites, sensitizes us to a moral nihilism which characterises the failed African state - described by Conrad as a “heart of darkness” transcended in aletheia – being oneself in the self-showing light of one’s ethos operating through a personal and political unconscious mystified in the rhetoric of oral-cultures. Playwrights such as Yael Farber, Fraser Grace, Aletta Bezuidenhout and Fatima Dike express a semiosis of the unconscious and the signifiance and “absurdity” of logos suggesting that all is not lost in post-apartheid Southern Africa as regards human values, whilst struggling with the political correctness demanded in The Struggle. A partially successful colonialism in parts of Africa could within a British education system, produce a Wole Soyinka who transcends the propaganda of agit-prop by showing the parabolic arc of tragedy afflicted with peripeteia. The weight of African backwardness is not only the negative heritage of colonialism and slavery but Africa’s immersion in traditional partially modernised, but still patriarchal, often tribally and religiously split oral-cultures. These enable the colonial personality to unconsciously or opportunistically exploit his paranoiac sense of his victimage at the expense of the writing-cultures of development which entail anamnesis and the redemption through anagnorisis.

In this dissertation "literariness" is defined not merely as a quality of form by which texts are evaluated as literary, but as an immanent and critical sensibility by which reading, writing, speaking, learning, and teaching subjects within the literary humanities engage language in its immediate aesthetic (and thus also historical and ethical) aspect. This reorientation seeks to address the literary academy's overwhelming archival focus, which risks eliding literary endeavor as an embodied undertaking that inevitably reflects the historical contingency of its enactment. Literary endeavor in higher education is thus understood as a performance by which subjects enact not only the effect of literary texts upon themselves but also the contingencies of their socio-economic, national, cultural, and personal contexts. Subjects' responses to literature are seen as implicit identity claims that, inevitably constituted of biases, can be evaluated through the lens of post-positivist realism in terms of their ethical and pragmatic usefulness. Framing this reoriented literariness in terms of its enactment in higher education literature classrooms, this dissertation addresses its pedagogical, methodological, and personal implications. The events of the South African Truth and Reconciliation Commission (TRC) and the literature arising from it serve as a pivotal case study. The TRC Hearings, publically broadcast and pervasive in the national discourse of the time, enacted a scenario in which South Africans confronted the implications for personal and national identities of apartheid's racial abuses. The dissertation demonstrates through close reading and anecdotal evidence how J.M. Coetzee's Disgrace and Antjie Krog's Country of My Skull formally reactivate this scenario in the subject in the event of reading, while surveys of critical responses to these texts show how readers often resisted the texts' destabilizing effects. A critical account of the process that resulted in Telling, Eugene - a stage production in which U.S. military veterans tell their stories to their civilian communities - analyzes the idea of literariness in the U.S. and assesses its potential for socially engaged literary praxis.

ENGLISH ABSTRACT: This study aims to assess the state of developments of Information Communication Technologies (ICT's) in the Gauteng Province as a driving factor for evolution into informational economy. Throughout the world the convergence of telecommunications, computing and publishing industries has changed the way in which the world economies and society at large are organized. It is important for every part of society to adapt to these changes. Since 1996 a number of institutional developments at a global, national, provincial, industrial, municipality and community levels have taken place to prepare society for the digital revolution. These institutional initiatives took form of policies and programs that would have an impact on the Gauteng Province. Therefore, it is necessary for Gauteng Province to develop a planning framework that is informed by these changes and initiatives. The theoretical basis of the study was Critical Multiplism. This approach employs multiple perspectives, methods, measures and data sources to arrive at plausible conclusions. The study concludes that the Gauteng Province has reached a critical point for rapid growth of ICT's to take place.
AFRIKAANSE OPSOMMING: Die studie fokus op die evaluering van die ontwikkeling van die Informasie Kommunikasie Tegnologie in Gauteng as 'n dryffaktor vir die evolusie na 'n informasie ekonomie. Internasionaal het die integrasie van telekommunikasie, rekenarisering en publisieteit industrieë die manier van organisasie van wêreld ekonomie en die samelewing verander. Dit is belangrik vir die sameling se voortbestaan om aan te pas by hierdie veranderinge. Sedert 1996 het verskeie institute en organisasies op globale, nasionale, provinsiale, industrieële, munisipale en gemeenskaps vlak reeds met voorbereidings begin vir die digitale revolusie. Hierdie inisiatiewe het die vorm van voorskrifte en programme aangeneem wat 'n definitiewe impak maak op Gauteng. Dit is belangrik vir Gauteng om 'n voorskriftelike raamwerk op te stel in lyn met hierdie inisiatiewe. Die teoretiese basis van hierdie studie was Kritiese Vermenigvuldiging. This thesis proposes a methodology for invigorating the celebration of the Eucharist in the Church of South India in Kerala State, India. The proposed scheme uses the dramatic and didactic resources from the People’s Theatre. The aim is to develop a “People’s Eucharist” that will bring the laity of the church into the centre of liturgical action. The first chapter discusses the meaning of the Eucharist and the role of the liturgy in the celebration of the Eucharist. The Eucharist is not only the church’s commemoration of the Last Supper and the passion of Christ; it is also its celebration of God’s victory in Jesus Christ. It is a means of reconciliation, transformation, communion and renewal through the ministry of the Holy Spirit. It is argued here that a good liturgy will facilitate the active participation of the whole congregation in the eucharistic celebration. It will enable the worshippers to experience the liberating and transforming presence of Christ in their midst. The worshippers will find their own stories enmeshed in the story of God’s salvation. They will encounter the vision and the challenge of the Kingdom of God. It is also argued that the inculturation of the liturgy is absolutely essential if the church’s liturgy is to be relevant and meaningful to insiders and outsiders. The second chapter, which is in three parts, contains an evaluation of the liturgical life of the Church of South India. In the first part it is argued that the liturgies of the CSI, namely, The Order of the Lord’s Supper (1950/’79) and its two alternate forms, are inadequate to meet the needs of the growing church to day. The church needs a liturgy that has close affinities to the life, struggles and the mission of the people of God, and which reflects the best of India’s spirituality and culture. The second part of the chapter contains the findings of a field survey conducted in the four Kerala CSI dioceses to discover people’s experience of the Eucharist. On their basis, it is contended that the liturgical worship in these dioceses fails to provoke people to transcend the boundaries of their private religious experiences and to take up the concerns of the Kingdom of God in the context of the church’s social tasks. The third part suggests certain guiding principles for liturgical renewal.

This thesis argues that 1994 did not mark a point of absolute discontinuity in the history of South Africa. More specifically, it asserts that 1994 did not signal the end of segregationism; instead of democracy leading to national integration, the Bantustans are still governed and managed differently from the rest of the country. Consequently, it is no surprise that they remain mired in pervasive, debilitating poverty fifteen years after 1994. In insisting that contemporary South Africa is old (rather than new), the thesis seeks to make a contribution to political struggles that aim to bring to an end the segregationist past-in-the-present. The thesis is arranged in seven chapters. The first chapter considers the crisis that has engulfed South Africa historiography since 1994. It traces the roots of the crisis back to some of the fundamentals of the discipline of history, such as empiricism, neutrality and historicism. It suggests that the way to end the crisis, to re-assert the relevance of history, is for historians to re-invoke the practice of producing histories of the present, in an interested, deliberate manner. Chapter 2 narrows down the focus of the thesis to (past and present) property. It suggests that instead of understanding the constitutional protection of property rights and installation of a restitution process as the product of a compromise between adversarial negotiators, these outcomes are more correctly understood as emanating from consensus. The third chapter outlines the implementation of the restitution programme from 1994 to 2008. The productive value of restitution over this period is found not in what it has delivered to the claimants (supposedly the beneficiaries of the programme), but rather in its discursive effects related to citizenship in the new South Africa. Chapter 4 considers the exclusion of dispossession that was implemented in the Bantustans from the restitution programme. It argues that this decision was not an oversight on the part of the post-1994 government. Instead it was consistent with all other key policy decisions taken in the recent period. The Bantustans have been treated differently from the rest of South Africa; they have been deliberately under-developed, fabricated as welfare zones, and subjected to arbitrary customary rule. Whereas Chapters 2 to 4 look at the production of historical truth on the side of domination, Chapter 6 and 7 consider production on the side of resistance. Specifically, they describe and analyse the attempts of an NGO to establish the truths of betterment as dispossession, and post-1994 prejudice against the victims of betterment dispossession. They serve as case studies of third party-led processes that seek to produce truth-effects from within a prevailing truth regime. The final chapter attempts to bring many of the threads that weave through the thesis together, by means of a critical consideration of human rights discourse. The chapter calls on intellectuals to establish truths in relation to the history of ongoing human wrongs in South Africa (as opposed to the rainbow narrative of human rights) Finally, the thesis includes a postscript, comprising technical summaries of each of the chapters.

Abstract:
This research examines the relationship between business, the state and society in South Africa -- particularly the Western Cape -- over the period from 1960 to 1990, viewed against the background of economic conditions in this region, South Africa and the world. Utilising a development history approach, it is based on an extensive study of primary and secondary documentation, supplemented by a panel of in-depth interviews and observation. This study finds that the relationship between business and apartheid incorporated both functional and dysfunctional elements, although over time the benefits diminished and the costs multiplied. The latter, Regulation Theory suggests, is true for any institutional order, but it could be argued that, under apartheid, the particularly fragile and contradictory nature of the institutional arrangement made inevitable crises more rapid and more pronounced. On the one hand, apartheid restricted the economic development of the country, as a result of a range of factors from skills shortages to the visible waste of resources on grand ideological projects and security; as suggested by Resource Curse Theory, minerals windfalls tend to encourage irresponsible behaviour by governments. On the other hand, certain businesses prospered, notably the Afrikaner business sector. All business benefited from the overall growth of the 1950s and 1960s, whilst niche players often did quite well even during the 1980s. Further, the South African businessmen, both English- and Afrikaans-speaking, were skilful in adapting to the difficult conditions brought about by apartheid, and in many cases they prospered. As highlighted by Business Systems Theory, embedded social ties and informal relations may help either support or compensate for formal regulatory pressures. Many of these general trends were particularly accentuated in the Western Cape. The fact that business protests against government policies were often more motivated by concerns as to future property rights and of social disorder, rather than human rights, does indeed raise serious moral issues. However, in helping encourage political reform, they may have made a positive contribution. This study is founded on three related strands of thinking within the political economy tradition, Resource Curse Theory, Regulation Theory and Business Systems Theory, with the emerging common ground between these three bodies of thought being highlighted. As suggested by Resource Curse Theory, non-mineral producing regions tend to be particularly adversely affected in mineral rich countries, and there is little doubt that the region bore all the costs of the collapse of the gold price in the 1980s, and lacked the deeper capital base of the now Gauteng region to cushion the shock. Whilst apartheid may, as we have seen, have served conservative sectors of agriculture and mining quite well for many years, it also involved large costs incurred through social engineering experiments and the increasing demands of the security establishment. Resource Curse Theory suggests that national economies become dangerously dependent on the vagaries of commodities markets, and that the process of institutional design and evolution is hampered by assumptions of easy money which may temporary resolve the negative consequences of any institutional shortcomings. The poor price of gold in much of the 1980s brought about a crisis in the system, and, there is little doubt that this contributed to the demise of the order. As suggested by Resource Curse Theory, the experience of the Western Cape, a region of the country poor in minerals, was often one of inefficient and wasteful state intervention, coupled with increasingly poor performance of non-mineral related industries. Indeed, the effects of the recession of the 1980s were most pronounced in non-mineral producing areas of the country, particularly in the Western Cape. Regulation Theory highlights that no set of institutions and practices is ever totally coherent and functional, but at specific times may work to promote both certain types of economic activity and overall growth. It is wrong to suggest that because an order only works for some players at specific times it is simply dysfunctional or does not work properly at all. However, over time, internal contradictions mount and the benefits diminish. A particular feature of the apartheid order was that some of its core benefits at its height were particularly concentrated on some players (segments of Afrikaner commerce and industry, mining and agriculture), whilst the costs were shared across a wider range of players, with a disproportionate burden being borne by the black majority. A further feature was that the costs were often indirect and spread over many years if the benefits were sometimes immediate: this would include the persistent dysfunctionality of much of the South African education system and the criminal ecosystem that was nurtured through sanctions busting. Internal contradictions and spreading dysfunctionality rarely leads to a conscious and coherent period of institutional redesign, but rather an incoherent, experimental and contested process, such as characterized late apartheid reforms, and, indeed, the post February-1990 negotiation process. Finally, again at a theoretical level, as Business Systems Theory highlights, it is important to take account of the formal and informal ties interlinking firms in different sectors in the region, and firms and government, and the extent to which regions within a particular country may follow very distinct developmental trajectories. The benefits and the costs of the system diffused unevenly in the region, giving many players both a stake in the existing order, and an interest in some or other type of reform.

Purpose of Paper: the role of public relations practitioners in state owned entities is under-researched in South Africa. This limits the practitioners in the industry to address relevant issues and opportunities about their discipline; specifically in the public sector which are widely perceived in a negative light. The aim of this paper was to explore the role of public relations practitioners in state owned entities in South Africa. Methodology: The study was qualitative in nature. It was constructed to answer the research questions using an interview schedule as a research instrument. The population comprised of the PR and communication practitioners that work in the State Owned Entities of South Africa. Findings: It was found that PR practitioners are the agents of relationship building between the SOEs and their stakeholders. It was also proved that PR practitioners have excellent skills and expertise however those are limited by the unsatisfying devaluation of communications by management and political interference in SOEs. Furthermore, negative reputation of SOEs was not mere shortfalls of PR practitioner but senior management instability. Research limitations: Due to lack of availability and co-operation of practitioners, time constrains and lack of finances, study was not able to attain the desired number of respondents (12 respondents instead of 15). Responses were not always substantial, however, the researcher attempted to achieve the most accurate results possible. Value or significance of paper: the study aimed to provide academic framework on the roles of PR practitioners in South Africa’s public sector and enhance existing knowledge on the challenges that practitioners face in different organisations.

This thesis examines the processes of policymaking in South Africa, as expressed through the shifts in income maintenance policy. The thesis focuses on the processes leading to the establishment of the South African Social Security Agency (SASSA), as its case study. SASSA is the institutional framework for the delivery of social grants. Our intention is to test the efficacy of what we have called ‘state learning’ in the South African context. Therefore, the overall aim of the study is to assess the capacity of the ‘state to learn’ in the process of policymaking as expressed through the shifts in social grant administration and the institutional framework of social welfare in South Africa. The subsidiary goals of the research includes mapping changes in the system of social grants administration since 1994 in order to assess the sources of the shifts in its institutional framework; to assess processes and responses within the state that result in policy shifts and the extent to which these can be considered dimensions of state learning; to assess the power of ideas in the policymaking process and to assess the influence of non-state agencies/actors in policy contestation and learning processes. This is essential, because social policy, especially welfare policy research in post-apartheid South Africa, has focused on the economic value of policies and not the political processes in policymaking. For the framework of analysis the study draws on theories of learning, especially at the organizational or institutional level. We start from the perspective that policymaking and implementation cannot be reduced to a neatly ordered schema (Lamb: 1987:6). Further, that policy change and policymaking are “iterative, haphazard, and highly political processes, in which the apparently logical sequences of decision-making, may turn out to be the reverse” (Lamb, 1987:6). This is mainly because state building is a complex affair and a contested terrain; policy learning and making are neither benign nor do they involve the state working in isolation (Sabatier, 1998). To understand processes of policymaking in South Africa, we rely on content analysis of primary and secondary materials or documents and in-depth interviews with key informants involved in the policy process. The documentary sources include records of parliamentary debates, green and white papers on social welfare, ANC party documents, presidential task force reports, newspapers, magazines and court judgments. The study reveals that the establishment of SASSA lends itself to the idea of ‘state learning’. Learning is indicated in South Africa by the capacity and ability of the state to stimulate ideas, debate ideas to establish ideational matrixes as well as paradigms that have informed the development of policy, take ideas and implement them to try and solve mismatches between the intention of the state and the outcomes and the ability of the state to produce policy.

The St. Lucia Estuary, the largest estuary in South Africa, has been subject to many natural (a decade long drought) and anthropogenic impacts. A particular mouth manipulation activity, the artificial separation of the Mfolozi River and the St Lucia Estuary in 1952, was done to stop the perceived “silting up” of the estuary, but resulted in a decrease in freshwater supply. The changes in inflows (both fresh and marine) are controlled by management decisions and affect other system parameters such as salinity, water level and turbidity, which influence the distribution of biota. Therefore knowledge on the physico-chemical environment and eco-physiological tolerances of macrophytes will lead to informed future management decisions. The first of the three objectives carried out for this study determined the present state and distribution of the macrophytes of the St. Lucia and Mfolozi estuaries. The macrophyte habitats mapped in 2008 and 2013 were the submerged macrophytes, reeds and sedges, mangroves, grass and shrubs, salt marsh (succulent) and swamp forest. Results indicated that low salinity in the lakes and high water level in 2013 caused die-back or expansion of particular habitats. Submerged macrophytes, in particular Stuckenia pectinata, grows well in water with salinity <15 ppt, therefore this habitat increased by 412 ha (96%) in cover since 2008. Salt marsh decreased by 553 ha (57%) due to inundation. Since 2008 the reeds and sedges increased by 390 ha (in North Lake and the Narrows) due to the salinity decrease. In the Narrows the mangroves decreased by 28 ha (9%) in area cover. This was due to the drought that persisted for so many years, which caused low water levels and non-tidal conditions. The second objective was to determine the present state / health of the mangroves at four sites along the Narrows by assessing sediment condition and population structure of the trees. These results were compared to those obtained in 2010. The total density of Avicennia marina increased since 2010, however this was due to the large increase in seedlings at Site 1, the back channel site. The highest sediment salinity (26 ppt) and porewater salinity (29 ppt) was recorded for this site and these results show that this back channel site was strongly influenced by the open Mfolozi Estuary (increase in marine waters) and tidal conditions at the time of sampling in 2013. The total density of Bruguiera gymnorrhiza decreased, but an increase in adults was recorded at Site 2, the freshwater site. The soil collected from the Bruguiera quadrats was fresher and drier than that of the Avicennia quadrats of Site 2. Lack of seedlings (of both species) was due to the dense stands of Acrostichum aureum (mangrove fern) and Phragmites australis (common reed) and a thick, impenetrable mat of Avicennia pneumatophores. At Sites 3 and 4, the drier sites (where sediment moisture contents were the lowest for all sites at 43 and 42% respectively), seedling and sapling density was low, but adults increased in density since 2010. Recruitment and survival were impacted by the harsh environmental conditions that prevailed prior to 2013 (low water level and non-tidal influence), but adults survived. The results of the test that determined the percentage of aerenchyma of the pneumatophores indicated that waterlogging stress did not affect the aerenchyma of the pneumatophores. However the period of inundation was probably not significant enough to have affected the production of aerenchyma. The third objective formed part of an ongoing study by the Global Environmental Facility (GEF) on the feasibility of linking the Mfolozi River back to the St Lucia Estuary and the responses of these systems to different management scenarios: 1) the “do nothing” scenario; 2) maintain separate Mfolozi and St Lucia mouths representing an open mouth condition; and 3) actively facilitate a single mouth (therefore linking the Mfolozi and St Lucia mouths). Data gathered on the eco-physiological tolerances of the dominant macrophyte species was used to predict the response of the different habitats to these various management scenarios and the results indicated that the best management scenario would be to actively facilitate a single mouth (Scenario 3) as the estuary habitats would increase significantly because of preferred tidal and saline conditions, as this would represent more natural conditions. The results of the study will provide input to recommendations for future “adaptive management” strategies for the Global Environmental Facility (GEF) Project.

This dissertation sets out to investigate the history of Yiddish theatre in South Africa. Yiddish theatre first emerged in Jassy in Rumania in 1876. However with Czarist persecution and the great Jewish migration from Eastern Europe, the 1880s it had spread to Western Europe, the Americas, and South Africa. This dissertation attempts to answer the question as to why of all Eastern Europe's diasporas, Yiddish theatre at no stage put down permanent roots in South Africa. It aims to prove that the survival of Yiddish theatre was entirely dependent on the survival of the Yiddish language. Thus the fate of Yiddish theatre in South Africa was influenced by the early timing of the formative immigration, between 1890 and 1914, the common origins of the immigrants in Lithuania and White Russia, and their educational and cultural poverty. These factors were reinforced by the exclusive adherence of the Anglo-German Jewish establishment and the vast majority of the immigrants, to Zionism and the Hebrew revival. Yiddish was unequivocally rejected, so that it never featured in the construction of South African Jewish identity. Finally the Quota Act of 1930, reinforced by the Alien's Act of 1937, put a total halt to Eastern European Jewish immigration, the lifeblood of Yiddish theatre.

Greater emphasis has in recent years been placed on the fiduciary duties of managers vis-a-vis Chief Financial Officers, Accounting Officers and political representatives. The exposure has given rise to the shift in focus to overarching activities promoting social responsibility, ethics, discipline, transparency, fairness, independence and most importantly, accountability. Previous research (Burger & Goslin, 2005) focused on the rising incidence of mismanagement of public funds within government departments which has been credited to non-compliance in good governance or best practices. The rising interest by the media and the public on governanace and the role of public officials may be attributed to the various high-profile televised media releases; which includes the alleged alliance of Jacob Zuma with Schabir Schaik as emerged in the Schabir Schaik trail, the "Travelgate Scam", the 'Oilgate Saga' and the 'Arms Deal', which are but a few media reports. Corporate governance is thus understood as the method of control and accountability prevailent within the management and directorship of an organisation. The seven principles as propagated by the King Report on Governance, 2002 (referred to as the King II report), namely discipline, transparency, independence, accountability, responsibility, fairness and social responsibility is examined in this paper so as to establish whether there is an understanding and application of corporate governance within the Department of Cultural Affairs and Sport, Western Cape Provincial Government or whether good governance is integrated throughout the Provincial Department in question. In addition, the paper presents the analysis and findings of the employee perception survey conducted on public sector compliance to corporate governance principles, within the above provincial department, who were utilised as the case-study for this paper. The survey findings has reveals that the application of corporate principles exist in terms of the perceptions of the employees within the Provincial Department of Cultural Affairs and Sport. However, the study further revealed that there exists opportunities for improvement. The paper will detail the recommendations for the said department to promote corporate governance.

ENGLISH ABSTRACT: The relevance of education to economic growth has been widely debated. The thesis argues that education is the core factor in knowledge and skills provision, which assist in production and economic growth and serves as a foundation to the realization of a developmental state. The thesis looks at the prospects of South Africa constructing a developmental state against its education system. The aim was to look at whether education policy in South Africa assists its quest to construct a developmental state. The research is guided by the specific research questions that wanted to look at different literature on what a developmental state is and what characterizes it. It further looked at whether education influences the construction of a developmental state and whether in South Africa education is responding well to the quest of constructing a developmental state. The study depends heavily on literature review, comparative study and interview. The literature study conceptualized and also presented characteristics of a developmental state from the perspective of Japan, South Korea and Taiwan (The Asian Tigers) and the South African context. Japan and South Korea’s perspective was compared with the South African one. The literature review also indicated the role of education in economic growth. The findings of this research from the comparative analysis indicated that South Africa is taking a totally different approach in its process of constructing a developmental state. Its process is underpinned by democratic values, non-industrialization approach, weak bureaucracy and interventionist approach. The process of constructing a developmental state is supported by various mechanisms and policies such as the New Growth Path (NGP). The challenge with the NGP is that it conceded to the fact that there is a serious need to improve in education and levels of skills in the country as they are a fundamental prerequisite for achieving many of the goals in the growth path. The contention is that both basic and higher education must equip all South Africans to participate in the country’s democracy and economy and must do more to meet the needs of national and international development imperatives. Again, the success of the NGP depends on major improvements in education (both basic and higher education) and skills levels which education is presently not providing. Education and skills are preconditions that should prepare South Africans to participate in economy so that the country should realize “broad-based development” through any means that will ensure economic growth. However, the education system and the skills based in the country are not responding well to assist in the fully realization of the NGP. This has negative effect to the prospects of growing the economy. The research highlights the relevance and role education plays in the economic development of a country. It highlights the challenge South Africa is faced with in its quest to construct a developmental state particularly with its education policies. With education being regarded as a significant propeller of economic growth, South Africa falls short in comparison to other countries, particularly the Asian Tigers. South Africa falls short mainly in the provision of education that provides the skills required in the modern economies. This means that there is a gap the education system in South Africa is failing to fill. Therefore the prospects of constructing in a developmental state in South Africa will continually face challenges if the education system within the country is not turned around to provide for the required skills.
AFRIKAANSE OPSOMMING: Die verband tussen onderwys en ekonomiese vooruitgang is al deeglik gedebateer. Hierdie tesis voer aan dat onderwys die kernfaktor is in die voorsiening van kennis en vaardighede wat vervaardiging en ekonomiese vooruitgang aanhelp en dien as die grondslag vir die totstandkoming van ’n ontwikkelingsstaat. Die tesis kyk of dit moontlik is vir Suid-Afrika om ’n ontwikkelingsstaat tot stand te bring met sy huidige onderwysstelsel. Die doel was om te sien of die huidige onderwysbeleidsrigting Suid-Afrika kan meehelp in sy soektog om ’n ontwikkelingsstaat daar te stel. Die navorsing word gerig deur spesifieke navorsingsvrae wat verskillende literatuur ondersoek het om te bepaal wat ’n ontwikkelingsstaat is en hoe dit gekarakteriseer word. Dit kyk ook verder of onderwys die daarstelling van ’n ontwikkelingsstaat beinvloed en of Suid-Afrika se onderwysstelsel goed reageer in strewe na die daarstelling van ’n ontwikkelingsstaat. Die studie steun sterk op die beskouing van literatuur, vergelykingstudies en onderhoude. Die literatuurstudie het ’n begrip en kenmerke van ’n ontwikkelingsstaat vanuit die perspektief van Japan, Suid-Korea en Taiwan (Die Asiaatiese Tiere) en die Suid-Afrikaanse verband voorgelê. Japan en Suid-Korea se perspektief was vergelyk met die van Suid-Afrika. Die literatuur beskouing het ook die rol van onderwys in ekonomiese vooruitgang aangedui. Die bevindings van hierdie navorsing nadat ’n vergelykende analise uitgevoer is, het aangedui dat Suid-Afrika ’n heel ander benadering volg in sy ontwikkelingsstaat daarsetellings proses. Die Suid-Afrikaanse proses word onderstut deur demokratiese waardes, nie-nywerheidsbenadering, swak burokrasie en ’n intervensionistiese-benadering. Die proses tot ’n ontwikkelingsstaat word ondersteun deur verskeie meganismes en beleidsrigtings soos die nuwe groeibaan (New Growth Path [NGP]). Die uitdaging met die NGP is dat dit alreeds onderskryf het dat daar ’n ernstige behoefte is aan ’n verbeterde onderwysstelsel en vaardigheidsvlakke in die land, want dit is grondvereistes om baie van die doelwitte in die NGP te bereik. Die standpunt is dat beide basiese- en hoëronderwys alle Suid-Afrikaners sal moet toerus om deel te neem in die land se demokrasie en ekonomie en sal meer moet doen te voldoening aan die behoeftes van nasionale en internasionale ontwikkelingsnoodsaaklikhede. Weereens, die sukses van die NGP maak staat op groot verbeterings in die onderwysstelsel (beide basiese- en hoëronderwys) en vaardigheidsvlakke wat die onderwysstelsel tans nie verskaf nie. Onderwys en vaardighede is voorvereistes om Suid-Afrika voor te berei om deel te neem in die ekonomie en derhalwe die land in staat te stel om “breed-gebaseerde ontwikkeling” te bereik op ‘n manier wat ekonomiese vooruitgang verseker. Die land se onderwysstelsel en vaardigheidsbasis reageer egter swak om die volle bereiking van die NGP te ondersteun. Dit het ’n negatiewe uitwerking op die vooruitsigte van ekonomiese vooruitgang. Die navorsing lig die belangrikheid en die rol wat onderwys in die ekonomiese ontwikkeling van ’n land speel uit. Die uitdagings wat Suid-Afrika het word uitgelig in sy soektog om ’n ontwikkelingsstaat op te stel veral ten opsigte van sy onderwysbeleidsrigtings. Met onderwys wat as ’n beduidende drywer geag word ten opsigte van ekonomiese vooruitgang, skiet Suid-Afrika te kort vergeleke met ander lande, veral met die Asiatiese Tiere. Suid-Afrika skiet hoofsaaklik ook te kort met die voorsiening van onderwys wat die vereiste vaardighede moet ontwikkel wat ’n moderne ekonomie benodig. Dit beteken dat daar ’n leemte in die Suid-Afrikaanse onderwysstelsel is. Die vooruitsigte om ’n ontwikkelingsstaat in Suid-Afrika te vestig sal voortdurend voor uitdagings te staan kom totdat die onderwysstelsel van die land reggeruk word om die vereiste vaardighede te ontwikkel.

Abstract:
The study explains the regional roles of Egypt and South Africa in the last two decades by reference to the state’s relationship with society, a variable that has long been underplayed in international relations and foreign policy literature. It suggests that the different character of this relationship in each country has shaped the opportunities and constraints affecting the foreign policy choices of both the state and societal institutions in the two countries. The study adopts a cross-disciplinary approach using debates on state capacity and its relationship with regime type in comparative politics and political economy to understand and evaluate the two countries' foreign policies in their respective regions. After analysing the impact of state-society relationships on the regional role conceptions of the state and societal actors, the study compares the performance of these actors in two case studies; the Palestinian-Israeli conflict in the case of Egypt and the Zimbabwean crisis in the case of South Africa. It concludes that although the role of each state in resolving its respective regional conflict has been less than effective, the post-apartheid democratic dispensation has provided opportunities for South African social forces to play roles that complemented, checked and balanced the role of the state, compared to their Egyptian counterparts. On the other hand, the soft authoritarian Egyptian state used its role in the Palestinian-Israeli conflict to maintain the international alliances that helped to sustain its domestic control. This constrained the state's foreign policy options. It made marketing peace as 'a strategic choice' and containing resistance movements the priorities of Egypt's intervention in the Palestinian issue. The co-optation of the Egyptian business community and the exclusion of Islamist forces by the state weakened their roles in conflict resolution, depriving the state of tools of effectiveness. In the case of South Africa, racial politics, the ANC's liberation movement psyche, and the domination of the presidency over foreign policy making have hindered the promotion of NEPAD's principles of democracy and respect for human rights in the case of Zimbabwe. However, South African civil society played a crucial role in supporting its Zimbabwean counterpart, holding the South African state accountable to its foreign policy principles and its democratic institutions, and intervening where the state's role was missing or insufficient.

Abstract:
There are an estimated 300 state-owned enterprises in South Africa with nine reporting to the Department of Public Enterprises (Chabane, 2010). The remaining institutions report to various national ministries, provinces and municipalities. The problem faced by these institutions is related to performance management practices that do not assist these institutions to be effective, efficient, responsive and accountable service delivery arms as per the guiding principle of their establishment. The current performance management practices in these institutions prevent the institutions from achieving set goals and targets and being able to operate efficiently in a highly competitive environment. Performance management is a broad field and includes any activity that organisational leaders may undertake which is designed to ensure that personal and organisational goals are consistently achieved. In reality, most of the day-to-day activities of individual employees, teams, and business units make some contribution to the performance management effort. The objective of this study was to evaluate the use of performance management system in state development agencies in the Eastern Cape Province and recommend a framework for performance management that can be implemented to improve productivity. The empirical study was conducted, using a questionnaire with a semi-structured question design. The results of this study suggest that performance management is still a top down approach that results in sub-units and individual employees (not) taking ownership of the process. Another shortcoming in the implementation of performance management is related to the unavailability of easy-to-use technology for collecting performance information. Furthermore, a majority of the agencies do not use a strategy map which is an additional procedural framework through which the score card can be applied as a system to strengthen the management of the organisation’s strategy. State development agencies should find ways to improve their performance management systems to ensure that these are effective, efficient, responsive and accountable service delivery arms as per the guiding principle of their establishment. Despite all the shortcomings identified, the majority of the respondents agreed that performance management is a method of management designed to ensure that organisations and all its components work together in order to optimise the organisational goals. It is recommended that in order for the institutions to be effective and efficient delivery arms of government, a lot of work needs to be done to reengineer the implementation of performance management as a day-to-day management tool to drive the strategy of the organisations. This includes:  Taking advantage of technology and adopt easy-to-use computer-based programmes to collect performance data. These systems can be linked to the company intranet and allow all employees to update performance information in an effective and efficient manner.  Focus on their reward and recognition process. The reward and recognition should be linked directly to performance not a status, job grade or seniority. Reward and recognition should be given as soon as possible after outstanding performance. In doing so, institutions should move away from secrecy about performance evaluation results and remuneration, and towards an environment of more openness (transparency).  Lastly, institutions should make strategic management a core competency. This new management discipline has been adopted by the local government sphere. This means organisations should look at creating a position of strategic manager at a senior management level in their organograms.

Since the advent of multicultural democratic governance in 1994, transformation has become crucial in South African higher education. This study is focused on the current discourses in Free State higher education institutions, especially after the mergers of the formerly black institutions and their white counterparts. The learning guide has been used to capture those debates, hence the location of its positioning between the dominant and the dominated discourses. The realisation that African culture and knowledge was being sidelined to the margins of the centre of knowledge production at higher education institutions necessitated this study. The study was qualitative, and has used Buskens-Meulenberg’s Free Attitude Interview (FAI) as an instrument to collect data. The in-depth interview with open-ended questions was used to put into practice Buskens-Meulenberg’s FAI and collect data from the respondents. In-depth interviews with-open ended questions were employed to obtain data from the nine academic respondents who constituted the sampled population. The instrumentation and the mode of data collection were important for this study because of their compatibility with critical theory and qualitative research, giving a “voice” and “space” for the voiceless – the subaltern culture, the formerly and still marginalised and peripheralised, the excluded – to be heard. Textually Oriented Discourse Analysis (TODA) was used in the analysis and interpretation of the texts through which the findings mentioned below were arrived at. The study was able to uncover the importance of the Africanisation of higher education in South Africa which seemed to be excluded in the agenda of the powers that be on the transformation of higher education. Critical theory was essential for this study because of its emancipatory underpinnings. The quantitative paradigm could not be used because of its tendency to maintain the status quo, which in the context of this study could entrench and perpetuate the exclusion and marginalisation of the subaltern culture from the centre of knowledge production. The study has taken care of the basics of TODA, namely ensuring that “textual or conversational structures” derive their framework from the cognitive, social, historical, cultural, or political contexts and in this way has prevented the interpretation of texts based only on surface structures and meanings of isolated and abstract sentences, especially from experts of the dominant discourse. This helped the study to obtain the following findings from the respondents: (i) Although the dominant discourse was diplomatic about benefiting financially from the compilation of learning guides, all indicators essentially pointed towards the existence of monetary gains from the process, even though the guides were purported to be less expensive compared to textbooks. (ii) Learning guides were only effective to the extent of helping students pass their courses, but on the other critical outcomes as outlined in the resource-based learning method document, they were lacking (see Chapter Four). (iii) The dominant discourse generally felt that it would be impossible for all the different cultures of South Africa to be incorporated into the curriculum of higher education. However, for the dominated culture, inclusion of indigenous knowledge systems in curriculum was non-negotiable and fundamental to any meaningful transformation of higher education in South Africa. (iv) The learning guide was regarded by the dominant discourse as neutral in the current debates in Free State higher education. The dominated discourse thought otherwise. In Chapter Four the dominated discourse clearly substantiated their position of learning guides as a tool for domesticating the dominated culture for the maintenance of the status quo. Considering the above findings, the study concluded that higher education transformation still had a long way to go before it bore any meaningful fruits for the downtrodden and poor people of South Africa, who happen to be Black. Under the present arrangement African culture will be dominated, demolished and diminished, and Eurocentricism will continue to reign supreme. A constant inflow of black academics with higher education qualifications (Ph.D.) may eventually tip the scales of justice may provided they continue with emancipatory discourses among the subaltern culture. In view of the above findings and conclusions, the study recommends that policy makers should intervene and formulate African cultural friendly policies as a matter of urgency and stop being advocates of Eurocentricism. In the same way that there are assessment mechanisms for quality control and assurance, there should be mechanisms for assessing higher education institutions on transformation issues. This can assist in a swift integration of the two cultures at the merged institutions for the emergence of a new African Institutional Identity. Moreover, this can only happen if African intellectuals establish Indigenous Knowledge Systems as a centre and a space for the subaltern and alternative “voice” to be heard.

The complex environment of an intensive care unit is associated with a considerable amount of stress. Intensive care nurses are confronted daily with increasing work demands, emanating from the growing numbers of critically-ill patients; the introduction of highly sophisticated technologies in the intensive care environment; increasing competition between health care institutions; increased work loads; and limited career opportunities caused by, among other things, budget cuts by the government (Janssen, De Jonge & Bakker, 1999:1360). Research has shown that such stressors can result in mental, physical and behavioural stress reactions among nurses (Demerouti, Bakker, Nachreiner and Schaufeli, 2000:454). The objective of this study is to explore and describe registered nurses’ perceptions of factors causing stress in intensive care environments of state hospitals. The main purpose of the study is to develop guidelines for a stress management programme, to assist registered nurses to cope with the stressors in an intensive care environment. The research design is placed within a quantitative, explorative and descriptive contextual framework. Validity and reliability in testing and evaluating the research questionnaire are discussed, as well as the ethical and legal considerations relating to this research study. Findings of the research study will be utilized to assist the researcher in developing guidelines for a stress management programme to assist registered nurses in coping with stress in an intensive care environment

Women of child-bearing age sometimes fail to plan for pregnancies. Often they discover that they are pregnant and are not prepared or cannot afford to raise the child. Before 1996 there was no choice for women as regards pregnancies, all pregnancies must be carried to term and delivered except on health grounds and with stringent conditions. However after the TOP act was enacted in 1996, women were allowed a choice of TOP up to and including 20 weeks of pregnancy.

Regardless of the availability of choice of TOP, some pregnant women still present late (after 12 weeks) for TOP when the risks of complications and costs are higher. Women who present late for TOP usually have to be admitted to a district or regional hospital and managed. The costs at such institutions are high. TOPs before 12 weeks (early TOP) are done in a primary health care (PHC) facility (TOP center) and no admission is required hence less cost. Complications of early TOP are also very mild and rare. In Lejweleputswa district there is only one TOP Center (Kopano TOP Clinic) and this serves both Lejweleputswa and the Northern Free State districts. Early TOPs (less than 12 weeks) are done and completed at this center. Late TOPs (above 12 weeks but not more than 20 weeks) are initiated at this TOP center and referred to district or regional hospitals nearest to the patient&rsquo
s home, in both districts for completion.

Problems - An increasing number of women are seeking TOP service at late stages of pregnancies and the incidence of severe complications like severe bleeding, retained placenta, infection, amniotic fluid embolism, death etc, are increasing. The hospital&rsquo
s bed space and budget are stretched to the limit due to the influx of late term TOP to the hospitals. Lack of manpower, especially doctors, in these hospitals also create some problems, as the few doctors available have to attend to other ill patients as well. Sometimes bleeding TOP patients are transfused with blood and placed on a waiting list for theatre and this often increases the risk of complications. The emotional effect of late TOP on hospital staff (doctors and nurses) are enormous as the expelled fetus are much more developed than in early TOP where no fetus is seen at evacuation with simple Manual Vacuum Aspiration (MVA).

This thesis considers the impact which the Protection of State Information Bill will have on media freedom in South Africa. During apartheid, draconian laws prevented the media from reporting freely, and newspapers as well as the broadcast media were heavily censored. When the country became a democracy in 1994, the political grip on the media faded, and a new era of press freedom began. However, the Protection of State Information Bill is seen as a direct threat to that freedom. The Bill, also known as the Secrecy Bill, will classify state-related information and censor the media who make public or are found to be in possession of, classified information. For journalists this means that the way in which they report and what they report will be severely restricted. The Bill will also impact on the willingness of whistleblowers to come to the fore. This study looks at the importance of a free press, at how the Secrecy Bill evolved, and how opposition parties and civil society set about opposing it. It will examine democracy and its relationship with a free press, and do a policy analysis of the Bill. It will also look at how civil society organisations came together to oppose the Bill, and some of the changes which came about as a result of this opposition.

Abstract:
The history of economic thought is ‘flooded’ with neo-classical accounts despite the fact that neoclassical economics did not occupy history alone. This has caused the discourses on ‘lost alternatives’ to be relegated as the deterministic ‘straight line’ neo-classical historical discourses are elevated. Globally hegemonic neo-classical discourse aided this phenomenon as it served to subordinate any counterhegemonic local discursive processes towards alternatives. This study is premised on the theme of non-neoclassical ‘lost alternatives’ using the post-apartheid South Africa as a case study. Emerging from the apartheid regime, the impetus towards non-neoclassical redistributive policies was strong in South Africa but this did not gain traction as the ANC’s ‘growth through redistribution’ was replaced by globally hegemonic discourse which favoured ‘redistribution through growth’. This thesis postulates the idea of two waves of ‘internal’ discursive formations; capturing the transition to democracy up to 1996 as the first wave and the period from 2005 to about 2009 as the second wave. The developmental state paradigm (DSP) emerged as the central heterodox paradigm with ideas such as industrial policy, welfare, and social dialogue/compacts being main elements. The DSP was expressly chosen in the early 1990s, the first period of strong internal discursive formation, but faded as neo-classical policies, epitomised through GEAR, dominated the policy space. The DSP discourse gained vitality in the second wave of internal discursive formation (2005-2009) and it was associated with the subsequent Zuma’s administration. The study illustrates that the DSP has failed to be fully developed into a practical framework but remained only at rhetorical level with the phrase ‘developmental state’ inserted into government policy documents and documents of ANC as a ruling party. The thesis further illustrates that the DSP fared well ideologically because of its inclination to the ideology of ‘developmentalism’ tended to trump any socialist inclined policies such as a generous welfare regime. The thesis rebuts the notion of the DSP in South Africa which has only been amorphously developed with the phrase ‘developmental state’ becoming a mere buzzword. The thesis argues that the DSP in the 21st century is much more complex and the growing ‘tertiarisation’ of the economy makes the Social Democratic Paradigm SDP’s capability centric approach much more relevant for South Africa. The study goes further to argue that a (SDP) is much more suitable alternative for addressing South African colonial/apartheid legacies and consolidation of democracy.

The Mining industry in South Africa is viewed as the backbone of the country’s economy, while benefiting from this engine of economic development, its impact on the environment and health has been of a major concern to different stakeholders. The majority of people acknowledge the role of mining in the economy and the country. Others put more emphasis on public health and the environment. The aim of the study was then to assess the impact of environmental pollution and public health on the Sasolburg community from a developmental perspective. The present study can be described as a quantitative descriptive survey that uncovered serious levels of pollution in Sasolburg that had dire health consequences for people involved. The findings of the study indicate that residents live with the constant smell of a variety of chemical pollutants released both by normal production and by periodic incidents. They experience chronic respiratory symptoms, burning eyes, hearing deficiency and skin irritations. The study revealed that environmental pollution consequences affecting residents are inversely related to distance from the mines. The results obtained in this study are evidence that environmental pollution in the Sasolburg area is a definite risk to the health of people living within the surrounding area. Although indicating the need to carry out a comprehensive study, the results call for immediate action to prevent continued public over-exposure to environmental pollution.

ENGLISH ABSTRACT: The core question that is addressed by this research is whether, and to what extent South African women’s NGOs contribute to enhancing state feminism through their ability to articulate and mobilise the strategic interests of women at grassroots level to appear on the national agenda, through the channels provided by the National Gender Machinery (structures of the state). A literature review was conducted that draws on the work of predominantly feminist authors in order to locate this research in previous scholarly knowledge that is relevant to the purpose of this study. The literature review includes elaboration of concepts like state feminism, women’s interests, agenda setting, civil society, and linkages between the women’s movement and the National Gender Machinery (NGM). A theoretical framework developed by Stetson and Mazur (1995), which aims at measuring whether gender machineries facilitate an increase in gender equality within the state, is used. The framework utilises two dimensions in order to investigate the level of state feminism within a country, i.e. state capacity, which investigates to what extent gender machineries influence and inform policy that is feminist and gender friendly; and state-society relations, which investigates the extent to which gender machineries provide opportunities for organised civil society actors (women’s organisations) to engage and access policy making and contribute to policy influence. In order to examine the levels of state capacity present in South Africa with regard to gender equality, current patterns of politics (a concept used by Stetson and Mazur) are considered. This is done in order to evaluate whether the political context is conducive to the passing and implementation of policy that is of a feminist nature. A qualitative study of the experience of four South African women’s NGOs, using face-to-face interviews specially designed for this purpose, was undertaken. The NGOs were interviewed in order to ascertain the status of state-society linkages, and whether the state provides access to civil society actors to inform policy making and implementation from a gender-friendly perspective that is reflective of grassroots women’s interests. The NGOs interviewed are the New Women’s Movement (NWM), the Women’s Legal Centre, the Black Sash and the International Labour Research and Information Group (ILRIG). The findings of the fieldwork are analysed according to the framework of Stetson and Mazur (1995) in order to formulate a response to the research question. Findings include the presence of state capacity that is hostile to gender issues, with minimal (unreceptive) efforts to engage society actors in a flourishing state-society relationship. The provision of unreceptive and inconsistent space provided by the state, the lack of commitment to gender by women working within the state, and the state of “decline” that many South African NGOs are facing, have led to a “blockage” in the articulation of gender issues by NGOs that emanates from grassroots level to inform policy making, and contributes to the institutionalisation of state feminism. The national levels have therefore been largely out of touch with the interests of women at grassroots level as a result of minimal engagement and communication through the (dysfunctional) NGM. The state has spoken on behalf of, and decided on behalf of, women what is best for them and their livelihoods. Instead of being a gateway to the institutionalisation of state feminism, the state has acted as a patriarchal entity and has, to a very large extent, further entrenched gender inequality and the hardships faced by ordinary South African women at grassroots level.
AFRIKAANSE OPSOMMING: Die kernvraag wat deur hierdie navorsing aangespreek word is of, en tot watter mate, Suid-Afrikaanse vroue se nie-regeringsorganisasies (NRO’s) bydra tot die verbreding van staatsfeminisme deur hul vermoë om die strategiese belange van vroue op voetsoolvlak te artikuleer sodat dit op die nasionale agenda deur die kanale wat deur die Nasionale Gender Masjinerie (NGM) (strukture in die staat) verskaf word, verskyn. ’n Literatuurstudie, wat die werk van hoofsaaklik feministiese outeurs aanhaal, is onderneem om hierdie navorsing binne vorige akademiese kennis wat relevant is tot die doel van hierdie studie, te plaas. Abstract:
The Government of South Africa has placed a lot of emphasis on economic growth and the involvement of Black people in the mainstream of the economy. The implementation of Broad-Based Black Economic Empowerment (B-BBEE) created opportunities for direct empowerment of Black females in ownership and management. The Construction Industry is being challenged to increase the number of Black females in management and ownership levels. Due to the nature of the Industry, only a small population of females considers Construction as a career option. The Industry has also lost a significant number of skilled Engineers and is experiencing a shortage of skilled managers in Middle and Senior Management Levels. The research problem questioned the current state of empowerment for Black women in the Construction Industry as measured against the B-BBEE Scorecard. The literature review focused on the requirements of the B-BBEE scorecard and Construction Charter. The second phase focused on gender equality and the achievements of women in Construction. The research design was done by using questionnaires to the South African Federation of Civil Engineering Contractors (Safcec) members in the Eastern Cape. The research design and survey aimed to determine the status of empowerment in the Construction Industry. With reference to both the literature review and the empirical findings the state of female empowerment can be determined. Therefore iv recommendations and opportunities for further research in this regard can be identified.

This thesis analyses agrarian development in the Natal Midlands during the 1940s and 1950s. Based predominantly on archival and primary sources, it seeks to provide some empirical evidence in an area where such information is sorely lacking. The first chapter briefly analyses the national agricultural economy in the 1940s before turning to the Natal Midlands. The importance of urban factors in fuelling the post-war boom is examined, as is the way in which different groups of farmers reacted to these developments. The second chapter discusses the position of farm workers. The system of labour tenancy is considered and stress is laid on the various tensions within the system which became prominent at this time. The use of the courts and the police in helping farmers control their workers, informal methods of control and labourers' resistance are also examined. The next chapter discusses the severe farm labour shortage and shows how it emerged from the tensions within labour tenancy and the increasing urban opportunities seized by farm workers. Attention is also paid to the farm labour policies of the pre-apartheid state and these are compared with the policies demanded by organised agriculture. The final chapter examines these processes during the 1950s. The effect of the slowdown in agricultural growth is discussed as is the limited success of the apartheid state's farm labour policies. It is suggested that the key to understanding the state's lack of success lies in differentiating between different categories of farmers. The agricultural crisis in the late 1950s and its effects are also analysed. Finally, it is suggested that the key determinants of agrarian development are accumulation and struggle rather than state policies.

Abstract:
This study assesses the challenges confronted by rural women participating in small-scale commercial farming in Tweespruit, a rural town of the Free State Province. A qualitative, descriptive and explorative study was used for the study, and data was collected using focus group discussions during August 2015. The study found that rural women farmers are extremely challenged, as they are inadequately equipped as farmers, and they do not receive adequate aid from government or other entities, to enable them to turn their form of farming from subsistence farming to a more beneficial, commercialized form of farming. As a result, the study made the following recommendations. Firstly, the government should intensify programmes and strategies aimed at assisting rural women involved in farming activities. Secondly, it should also assist these farmers with training, especially in modern farming technologies, so as to grow their business into a commercialized form of farming. Finally, it was recommended that government facilitates these farmers to obtain funding from foreign donors to further grow their business.

Abstract:
This Practice-based Research, entitled ‘Trauma on Stage: Making theatre about xenophobia in South Africa using the ‘structures’ of trauma, explores the challenge of theatre-making when encountering trauma narratives. The research consists of an original new South African play called The Line and a written reflexive component. The reflexive research component introduces the reader to the structures of trauma, the theories of trauma and traumatic enactment. The reader is then introduced to the foundation of the creative research through the ethnographic study of victims and perpetrators of the March 2008 xenophobic violence. Through the intersection of actual testimonies, the construction of a script and the researcher’s personal and creative reflections, the study attempts to demonstrate the complex challenges and dramatic elements that underpin theatre-making focussed on capturing traumatic narratives and the interpretation of traumatic events for an audience. The study highlights the necessity for theatre-makers to engage with traumatic subject-matter with considerable insight into its structures and its relationship to the dramatic medium. This study asserts the need to respect the role of the subject in the making of theatre and offers possibilities for theatre to talk back to pressing issues in South Africa today. This research finds, in its conclusion, that the ‘structures’ of trauma hugely impacted the interview process, the scriptwriting process and the structure of the play. The research further acknowledges the influence Verbatim Theatre and the psychological insights Dr Jonathan Shay espouses regarding the passage from neighbour to violent foe. This research affirms the role of theatre as a container and representation of complex human experiences.

Abstract:
Sounding the Body’s Meridian examines the ways in which notions of belonging are constructed through the display of bodies in performance, specifically the registers of private and public body that have been revealed in the theatre‟s attempts to locate a post-liberation notion of South African-ness in historical narrative. The author investigates various ideas of the imagined community constructed in postliberation performances of South African history as a form of embodied historical-social intervention. This investigation is undertaken with specific reference to claims that are made of South African identity in terms of its public culture, especially the inscription of nationalist ideology as a performative act that operates both upon and through the „citizen‟ bodies that it mediates. The study pursues a notion of the body so mediated, and (perceived) essential “characteristics” that describe its claims to authority and “authenticity”: the “meridian” or line of essential energy that activates its power to signify on behalf of other bodies like it in the debate and transaction of social values.
