Abstract:
In 1844, Serbian patriarch Josif Rajacic served two central annual Liturgies, at the feasts of Pasha and Penticost, in the Greek church of Holy Trinity in Vienna; these were accompanied by the four-part choral music. The appearance of new music in several orthodox temples in Habsburg Monarchy (including this one) during the first half of the nineteenth century, became an additional problem in a long chain of troubles that had disturbed the ever imperiled relations between the local churches in Balkans, especially the Greek and Serbian Orthodox. The official epistle that was sent from the ecomenical throne to all sister orthodox churches, with the main request to halt this strange and untraditional musical practice, provoked reactions from Serbian spiritual leader, who actually blessed the introduction of polyphonic music, and the members of Greek parish at the church of St. George in Vienna, who were also involved with it. The correspondence between Vienna and Constantinople reflected two opposite perceptions. The first one could named ?traditional? and the other one ?enlightening?, because of the apologies for the musical reform based on the unequivocal ideology of Enlightenment. In this article the pro et contra arguments for the new music tendencies in Greek and Serbian orthodox churches are analyzed mainly from the viewpoint of the theological discourse, including the two phenomena that seriously endangered the very entity of Orthodox faith. The first phenomenon is the ethnophiletism which, from the Byzantine era to the modern age, was gradually dividing the unique and single body of Orthodox church into the so-called ?national? churches, guided by their own, almost political interests, often at odds with the interests of other sister churches. The second phenomenon is the Westernization of the ?Orthodox soul? that came as a sad result of countless efforts of orthodox theological leaders to defend the Orthodox independence from the aggressive Roman Catholic proselytism. ?The Babylonian captivity of the Orthodox church?, as Georg Florovsky used to say, began when Orthodox theologians started to apply the Western theological methods and approaches in their safeguarding of the Orthodox faith and especially in ecclesiastical education. In this way the new cultural and social tendencies which gripped Europe after the movements of Reformation and Contra-Reformation were adopted without critical thinking among Orthodox nations, especially among the representatives of the Ortodox diaspora at the West. Observed from this extensive context, the four-part music in Orthodox churces in Austria shows one of many diverse requirements demanded from the people living in a foreign land, in an alien and often hostile environment, to assimilate its values, in this case related to the adoption of its musical practices.

Abstract:
Many Austrian citizens of Ukrainian origin actively helped diplomats of the young Ukraine to take the first steps in the development of bilateral relations with the Republic of Austria. The social and cultural life of Austrians of Ukrainian origin in the late 20 and early 21 centuries was concentrated around the Greek Catholic Church of St. Barbara in Vienna. With the restoration of Ukraine’s independence, their leading associations, in particular the Austrian Union of Ukrainian Philatelists, were reformatted, and the Ukrainian-Austrian Association was created, which implemented many interesting projects. A significant contribution to the dissemination of positive information about Ukraine in the world was made by the magazines of these associations: “Visti SUFA”, “Austrian-Ukrainian review”, “KyiViden”. In the Austrian capital during these years fruitfully worked outstanding cultural figures: composer and choirmaster A. Hnatyshyn, master of artistic embroidery K. Kolotylo, artists Kh. Kurytsia-Tsimmerman, L. Mudretskyi. During nearly one and a half century, starting from 1772, a great part of the western Ukraine – firstly Galicia and then Bukovyna – formed part of the Austrian Monarchy. Interests of Ukrainians of these Crown Lands were represented in the Austrian Parliament – the Reichsrat − by the so-called “ruthen” parliamentarians, among which was Mykola Vasylko, the first Ambassador of Ukraine to Vienna in the early 20 century. Many talented Ukrainian youth studied at Austrian universities. Prominent figures of national culture visited Vienna for a long time, including Lesia Ukrainka, Mykhailo Drahomanov and Ivan Franko. There were also many student- and labour societies. The independence of the Ukrainian state opened new horizons for cooperation between philatelists of the two countries, in particular, the exchange of philatelic material – new stamps, envelopes, etc. Keywords: Diaspora, Austria, philately, culture, art.

After the falling down of the “iron curtain” Vienna starts to grow again. It is now a metropolitan area with about 2.6 Mio. inhabitants. Vienna is surrounded by Lower Austria, which is one of the nine countries (Bundesländer) of Austria. Spatial Planning is based on the Austrian Constitution a complex matter. The Federal State, the Countries and the Municipalities have competences in Spatial Planning. Thus, in the agglomeration we are confronted with different spatial planning legislation, instruments and institution.In this situation basically three instruments have been developed to steer spatial development in the Vienna agglomeration: Lower Austria has passed two legally binding spatial development programmes as framework for spatial development in the municipalities around Vienna. Besides that, Vienna and Lower Austria established a “Stadt-Umland-Management” (North and South). This management is an association acts as a cooperation and network platform with no legal competences. Just recently a new “regional master plan” has been elaborated in the North of Vienna. The Master Plan was drafted in a participatory approach. A steering group with representatives (mayors) of all Municipalities and the Government of Lower Austria was formed. All planning steps have been discussed and decided involving the Municipalities and formally approved in the so called “Regional form” where all Municipalities and the Lower Austrian Government have a vote. More specific this plan is a spatial framework for the municipalities in terms of building land for housing, economic activities and protection of green zones of regional importance. The paper concentrates on experiences made in in the drafting process of this new “regional master plan” in the Vienna agglomeration area North of Vienna.

AbstractThe article describes the historical circumstances and context of the beginnings of Progressive Judaism in Central Europe in the nineteenth century, with the rabbis I.N. Mannheimer and A. Jellinek and the famous cantor Salomon Sulzer in the historic Viennese city temple (which still stands today) as the main protagonists. In the interwar period, the founding of the Verein für fortschrittliches Judentum in Vienna, its president Heinrich Haase (1864–1943) and its dissolution (in 1936) are discussed, and biographies of Liberal rabbis in Vienna and in some parts of the Austrian provinces are presented. After 1945 the focus is on the history of the Liberal Viennese community Or Chadasch, founded in May 1990, which is celebrating twenty-five years in November this year with a Festschrift and a Festakt with a keynote speech by Anat Hoffman.

Vienna, they say, is synonymous with music. Worldwide public opinion, responding to the New Year's Day Concert and the Vienna Boys’ Choir, confirms it.Confronted by the multifarious political and economic scandals of recent times, the Austrian Minister for Education and the Arts has declared that our art and culture is the only ‘export’ to have survived intact. But as far as 20th-century music is concerned, its ‘export’ has received little official encouragement. Apart from a 1972 ballet production by Aurel Miloss with music by Schoenberg, and a performance of Gottfried von Einem's Kabale und Liebe at the 1977 Maggio Musicale Fiorentino, our National Opera has presented no contemporary work outside Austria since 1945, nor any work by the Second Viennese School. Nor does any contemporary Austrian music appear on the touring schedules of the Vienna Philharmonic, as it used to (on a modest scale) in the 1950's; and works of the Schoenberg school are only played when conductors like Abbado, Zubin Mehta, or Christoph von Dohnanyi insist.

Abstract Treatment of hemophilia A is complicated by development of FVIII neutralizing antibodies, which occurs in ∼30% of patients with severe hemophilia A. Acute bleeds in inhibitor patients can be treated with the available bypassing agents, activated prothrombin complex concentrate (APCC, “FEIBA”) or recombinant factor FVIIa (rFVIIa). However, in 10-20% of bleeding events, the patient becomes refractory or non-responsive to monotherapy. Sequential combined bypass therapy (SCBT) or concomitant combined bypass therapy (CCBT) of rFVIIa and APCC are last resorts to stop bleeding. Using a translational in vitro-to-in vivo approach, we studied the combined effect of APCC and rFVIIa (“BAX 817”) in a global hemostasis assay and the efficacy and acute toxicity of CCBT in a hemophilia A mouse model. The combined hemostatic effect of rFVIIa and APCC was assessed by calibrated automated thrombography (CAT) in FVIII-inhibited normal human plasma under optimized conditions. Clinically relevant plasma concentrations of rFVIIa (0.11-5.25 µg/mL) and APCC (20-1000 mU/mL) alone and in combination showed a concentration-dependent response. The total effect of combined rFVIIa/APCC on thrombin generation was always lower or equal to the sum of individual effects, suggesting an additive effect for the joint action of rFVIIa/APCC. Several combinations reached the target activity equivalent to 1000 mU/mL APCC of which we selected 200 mU/mL APCC + 0.88 µg/mL rFVIIa as the starting point for the efficacy study. In vitro plasma concentrations were translated to doses for the mouse tail clip model, based on previous efficacy data from rFVIIa and APCC monotherapy studies. For the efficacy study, FVIII knockout (ko) mice (n=16 per group) received a single intravenous injection of 200-2700 µg/kg rFVIIa, 60-250 U/kg APCC, concomitantly administered combinations of 60 U/kg APCC and 200-2000 µg/kg rFVIIa, or buffer. Tail clip was performed and blood loss measured over 60 min. Statistical analysis of the total blood loss determined that the minimally effective doses were 2000 µg/kg rFVIIa, 250 U/kg APCC, and 1200 µg/kg rFVIIa + 60 U/kg APCC for the combination therapy. Importantly, treatment with 1200 µg/kg rFVIIa and 60 U/kg APCC alone was not significantly different to treatment with buffer control. Thus, low doses of rFVIIa and APCC in combination were shown to correct a bleeding phenotype. Safety and thrombogenicity of rFVIIa/APCC in FVIII ko mice were evaluated in an acute toxicity study. Eight mice per treatment group received a single intravenous dose of a minimally effective combination (1200 µg/kg rFVIIa and 60 U/kg APCC), or a combination of the minimally effective stand-alone doses (2000 µg/kg rFVIIa and 270 U/kg APCC), or buffers only. No clinical signs were observed in any group for 24 h after treatment. No changes in hematological parameters were measured except for a dose-dependent decrease in platelet count, indicating some activation of the coagulation system. There were also no changes in blood chemistry including levels of lactate dehydrogenase, an indicator of toxic effects on the liver or heart and hemolysis. In addition, potential target organs, including the brain, heart, lungs, were macroscopically inspected for lesions, and paraffin embedded and stained tissue samples histologically examined for microscopic abnormalities. To our knowledge, these are the first in vivo studies assessing CCBT with low doses of rFVIIa and APCC in a hemophilia animal model. We show that combined doses of rFVIIa/APCC – not efficacious as stand- alone – reduce blood loss after tail clip and appear to be safe in FVIII ko mice. Interestingly, the minimally effective combination dose in mice translates to human doses of 40 µg/kg rFVIIa + 20 U/kg APCC which falls into the clinically applied dose ranges of CCBT. As a part of an international study cordinated by Dr. Willett Kempton and myself, this paper discusses the results of a survey of the Austrian public's attitudes to, and pereptions of, global climate change. Issues that emerged as important in the study are: 1) people's inability to disassociate the greenhouse effect from the ozone hole, 2) the belief that climate change is already occurring, 3) the potential role of various methods available to combat global climate change, and 4) the lay public's environmental values. These issues are identified from twenty person to person interviews which took place in Vienna during June and July of 1991 2 .

From 1993 to 2000 in Austria, the notification system registered 2232 cases of hepatitis C whereas 10 607 hospital cases were reported in the hospital discharge register (HDR). These differences can be explained by under–reporting due to lax reporting behaviour and stigma associated with this disease. The distribution of HCV infection varied geographically. The notification data showed the highest incidence rates in Tyrol, while HDR data showed highest hospitalisation rates in Vienna and Lower Austria. This study highlights the urgent need for a clear case definition at the national level and an electronic reporting system.

Abstract:
Austria has a very long tradition in monument protection. Already in 1853, the central commission to research and preserve the built historic monuments started to operate. The current law on monument protection is from the year 1923. Hence, the most successful steps to secure the country’s built cultural heritage date back to a new provincial legislation, administration and finance system implemented in the early 70ies of the 19th century based on so-called Old-City Preservation Acts. By this sensitive approach, Austria safeguarded the most important historic city centers of Austria like Salzburg, Graz and Vienna vividly in their traditional characteristics without turning them into museum cities without contemporary life. Especially Vienna managed to balance the protection of its extent historic urban environments with parallel ongoing directed urban expansion. This paper will reflect the genesis of this very successful integrated conservation process for its capital Vienna in the context of the Austrian tradition of monument protection and the European Year of Architectural Heritage 1975. Further, it will outline its legal, administrative and financial framework. Finally, it will describe its different phases of development reacting on shifting goals during the course of the times.

Abstract Baxter has developed BAX 111, a recombinant von Willebrand factor (rVWF) currently being evaluated for the treatment of von Willebrand disease based on the results of a phase 3 clinical trial. BAX 111 contains ultra-large molecular weight multimers (ULMWM), which are the most hemostatically active type of multimer. ULMWM demonstrate higher functional activity than the multimers present in commercially available plasma-derived VWF (pdVWF) products in terms of VWF:RCo and VWF:CB activity. To investigate the contribution of VWF multimer size on BAX 111 hemostatic activity, fractions containing distinct portions of VWF multimers were generated and analyzed for their ability to mediate platelet adhesion under shear stress in vitro. rVWF fractions of varying VWF multimer size were purified by size-exclusion chromatography; size distribution was determined using low and high resolution agarose gel electrophoresis. A parallel-plate perfusion chamber system was used to investigate the rVWF-mediated adhesion of platelets from human blood to fibrillar collagen type I under shear stress. For this purpose, a VWF sample of 1.0 IU/mL VWF:Ag was added to healthy donor blood and the time course of surface coverage was determined by microscopy using fluorescent labeled platelets. Multiple pictures were taken every 5 seconds. Perfusion was performed for 3 minutes at +37°C and at a defined wall shear rate of 1500 s-1. Different batches of BAX 111, rVWF fractions of distinct multimer size, and three commercially available pdVWF products with low and high FVIII content were investigated. The endogenous VWF present in human whole blood mediated initial platelet adhesion with approximately 5% surface coverage after 120 seconds of perfusion. Additionally spiking human blood with 1.0 IU/mL of BAX 111 or rVWF fractions of different multimeric size resulted in increased, time-dependent platelet binding. The amount of platelets that became attached to collagen was clearly dependent on the size of rVWF. While highly multimerized BAX 111 effectively promoted platelet binding, lower-sized rVWF fractions containing VWF multimers of lower molecular weight showed decreased platelet adhesion properties. pdVWF products lacking ultra-large molecular weight multimers were less effective in mediating platelet adhesion to collagen, as observed by delayed platelet binding kinetics. After 60 seconds of perfusion, approximately twice the surface coverage was measured for BAX 111 compared to pdVWF products. The amount of FVIII contained in the pdVWF products had no influence on platelet adhesion. These results demonstrate that the improved hemostatic activity of BAX 111 over pdVWF is due to the presence of ULMWM and confirms their importance in mediating intact platelet binding.
