Music and the visual arts are vehicles of expression using two different perceptible waves as a medium. A graph is (t+1)-critical if it is not t-colorable, but every proper subgraph is. In this thesis, we study the structure of critical graphs on higher surfaces. One major result in this area is Carsten Thomassen's proof that there are finitely many 6-critical graphs on a fixed surface. Selecting one color can be done with relative ease, but this task becomes more difficult with each subsequent color. Colormoo is an online tool aimed at solving this problem. We implement three algorithms for generating color palettes based off of a starting color. Data is collected for each palette that is generated. Our analysis reveals two of the algorithms are preferred, but under different circumstances. The local problem addressed in the study is that despite intentional recruitment efforts, college students of color are not majoring in teacher education at a university in Ohio. Building on the conceptual lens of Hero and Tolbert (1999), this study examines differences between policy restrictiveness in states with high minority populations and states with low minority populations for three policies areas: felony voting policies, Unemployment Insurance (UI) and the State Children's Health Insurance Program (SCHIP).
