Abstract:
Although in the past some of the best-known trade specialists have lavished praise on Vilfredo Pareto's theory of international trade, this aspect of his writings has been neglected for many years. Pareto's name figures in trade-theoretic articles only combined with the word “optimum,” as if the concept of a “Pareto optimum” constituted the beall and end-all of Pareto's contribution. This parallels Pareto's fame as a general economic theorist, of which it has recently been said that “it is disappointing that this reputation should be constructed on the basis of such a small part of his work” (

Abstract:
There was no Jevonian revolution in international trade theory. The new ideas of marginal analysis entering British economics in the late nineteenth century seem to have left the field untouched. According to Schumpeter (1954, p. 609), Marshall “did not do more than polish and develop Mill's meaning … Edgeworth's famous restatement added many interesting details but also did not go beyond Mill in fundamentals.”

I analyze the governmental regulation of internationally traded goods produced by U.S. industries. General theories of regulation—most notably “capture” theories and the theory of “congressional dominance”—are used to analyze the decision-making behavior of the U.S. International Trade Commission, which plays a major role in approving and providing tariffs, quotas, and various types of nontariff trade barriers sought by these industries. Unlike previous studies, this one simultaneously accounts for both the supply and demand sides of trade regulation. This work seeks to predict, on a basis of

The importance of international trade to the Chinese economy has been growing since the formal approval of the open-door policy at the Third Plenary Session of the 11th Central Committee of the Chinese Communist Party in 1978. However, trade expansion in China faces three constraints. First, there is the theoretical problem that orthodox ideology makes it illegitimate for a socialist country to have a large foreign trade sector. Secondly, there is the institutional problem that the Soviet-type foreign trade mechanism, characterized by a state monopoly of foreign trade, a centralized foreign tr

In the 1970s, discussion of the international economy frequently turned to the emergence of a “new protectionism” among the industrial countries after the accomplishments of trade liberalization in the 1960s. International organizations such as the General Agreement on Tariffs and Trade (GATT) and the International Monetary Fund (I.M.F.) documented an increase in trade barriers erected against imports of manufactures. The protectionism was “new” in two respects: (1) it was directed against dynamic exporters of manufactured goods (especially Japan and the newly industrializing countries) that h

Bilateral, product-level data exhibit a number of strong patterns that can be used to evaluate international trade theories, notably the spatial incidence of “export zeros” (correlated with distance and importer size), and of export unit values (positively related to distance). We show that leading theoretical trade models fail to explain at least some of these facts, and propose a variant of the Melitz model that can account for all the facts. In our model, high quality firms are the most competitive, with heterogeneous quality increasing with firms' heterogeneous cost. (JEL F11, F14, F40)
