The fact that the quantum relative entropy is non-increasing with respect to quantum physical evolutions lies at the core of many optimality theorems in quantum information theory and has applications in other areas of physics. In this work, we establish improvements of this entropy inequality in the form of physically meaningful remainder terms. One of the main results can be summarized informally as follows: if the decrease in quantum relative entropy between two quantum states after a quantum physical evolution is relatively small, then it is possible to perform a recovery operation, such t

As recently as the first half of the 20th century this question did not even have a definite meaning. What is information, and how would one process it? It took the development of theories of computing (in the 1930s) and information (late in the 1940s) for us to formulate mathematically what it means to compute or communicate. Yet these theories were abstract, based on axiomatic mathematics: what did physical systems have to do with these axioms? Rolf La

Previous work focused on the systematic identification of relevant biological analogies by searching for instances of functional keywords in biological information in natural language format. This past work revealed that engineering keywords couldn’t always be used to identify the most relevant biological analogies, as the vocabularies between biology and engineering are sufficiently distinct. Therefore, a method of identifying biologically meaningful keywords that correspond to engineering

After a short introduction on socio-technical theory, the experiences the author made in the planning and carrying out of web sites and information systems for research and teaching are reported. The results from those experiences are analyzed with a special attention to knowledge development at three different levels: individuals, communities, and organizations (society), and the author’s hypotheses for the explanation of the observed phenomena are discussed. The most relevant results on the effects of ICT on knowledge can be summarized as follows: a) they can improve knowledge construction a

Abstract The ability to make rational decisions is one of mankind’s unique attributes. A characteristic of the formal techniques that have been used for decision making is the selection of the best alternative with respect to a certain figure of merit. One of the most critical problems in engineering design is making early decisions on a sound basis. However, the early stages of design are also the most uncertain, and obtaining precise information upon which to base design decisions is usually impossible. The need for a methodology to represent and manipulate imprecision is greatest in the ear

Abstract:
This paper develops a semiotic-inferential model of verbal communication for incomplete information games: a language is seen as a set of conventional signs that point to types, and the credibility of a message depends on the strategic context. Formally, there is an encoding-decoding step where the receiver can understand the sender's message if and only if a common language is used, and an inferential step where the receiver may either trust the message's literal meaning or disregard it when updating priors. The epistemic requirement that information be transmitted through the literal meaning

Abstract:
This rapid literature review explores gender transformative practices and the meaningful participation of women in water security. There is large and growing literature base on gender and water, with most of it coming from a health, or sanitation and hygiene perspective, and most focussing on access, quality, and women as vulnerable water users and or women and water in rural communities (de Silva, Veilleux & Neal, 2018). There has been a growth in focus on women’s participation in water governance, and particularly a more recent focus on meaningful participation. However, as yet, the lite

Theoretical foundations and existent practical experience in providing scientifically grounded management of students' independent study activities with the use of the latest information technologies have been studied in the research. The issues of organization of various types of management of students' independent study activities have been considered. It has been reported, that there are direct, indirect, and dynamic types of management. The possibilities of ICTs in the implementation of each type of management the students' independent study activities have been shown. It has been taken in

Abstract:
There is an existing issue in human-machine interaction, such that drivers of semi-autonomous vehicles are still required to take over control of the vehicle during system limitations. A possible solution may lie in tactile displays, which can present status, direction, and position information while avoiding sensory (e.g., visual and auditory) channels overload to reliably help drivers make timely decisions and execute actions to successfully take over. However, limited work has investigated the effects of meaningful tactile signals on takeover performance. This study synthesizes literature i

There is increasingly strong evidence that taxation can contribute to expanded government responsiveness and accountability. However, such positive connections are not guaranteed. Rather, they are shaped by the political and economic context and specific policies adopted by governments and civil society actors. Without an environment that enables tax bargaining, there is a risk that taxation will amount to little more than forceful extraction. We consider how such enabling environments may be fostered through two mixed methods case studies of tax transparency and taxpayer engagement in Sierra

This study examines the impact of a behavioral intervention on reducing discrimination against Venezuelan migrants in the screening of home rental applications conducted by Ecuadorian real estate agents (REAs). Given that Venezuelan migrants represent the second-largest migratory group globally, with over seven million individuals seeking refuge primarily in other Latin American countries, understanding and addressing discrimination against them is of significant importance. Abstract:
Gender dysphoria is a condition where a person experiences discomfort or distress because their gender identity differs from the sex they were assigned at birth. This can affect children and young people significantly, impacting their mental health and overall well-being. We looked at the latest research from around the world to understand what knowledge was being used to inform the care of children and young people with gender dysphoria by looking for research published in the scientific literature between 2019 and 2023.
