This dissertation explores how different understandings of power in IR theory lead to different understandings of world order. In particular, I examine how notions of power have informed recent 'debate about empireâ and what the term empire might usefully mean in the context of contemporary international relations. I start by investigating how power is understood in relation to the role of shared understandings. Mainstream or â Rationalistâ scholars of IR have argued that shared norms and principles are epiphenomenal, existing only to the extent that sovereign states find utility in them.

<p> Using historical case studies I demonstrate that in the post-1494 European states-system, alliances could be formed to address the problem created by the presence of a potential hegemon only if there was a great power to coordinate and finance opposition to the challenger. It begins with the assessment that in spite of recent advances, progress in this area has been limited by lack of theoretical consistency and rigor. The research uses Lesotho as a case study of a subordinate state in relation to the Republic of South Africa (RSA) as a hegemonic state. It draws on the history of Lesotho’s quest for sovereignty and argues that this sovereignty is constantly eroded to the advantage of its hegemonic neighbour. The purpose of this study is to investigate the situation of homeless people, how they perceive the efforts of the social-services and what opportunities and limitations there is for homeless people to live a health-promoting life. Through qualitative interviews with five acute homeless people I interpreted the results based on the salutogenic perspective of KASAM and the theory of relational power.
