Abstract:
Strategic planning can be a critical business process for today’s organizations, especially for IT organizations that are facing continually changes in technology. This research was designed to investigate IT organizations’ use of strategic planning and determine if the organization uses their strategic plan to set project priorities. The second part of this research was to determine if the IT strategic plans are aligned with the overall organization’s strategic plan. This research was conducted using a mail-type survey to IT Executives from organizations with sales/revenues under 100 million dollars, a maximum of 5000 employees, and SIC codes of 201 thru 399. The selected organizations were mailed a survey packet followed by a phone call for all non-responding organizations. The findings that resulted from this research showed that there is statistical evidence to support that organizations do perform the business process of developing a strategic plan. This research also showed that IT organizations do develop an IT strategic plan. However, there is not a high correlation between the organization’s strategic plan and the IT strategic planning process. If the IT organization has a strategic plan, then the plan is reviewed on a regular basis, referenced for project prioritization, and the IT employees are familiar with the plan.

Abstract:
The Kentucky Mesonet is a high-density, mesoscale network of automated meteorological and climatological sensing platforms being developed across the commonwealth. Data communications, collection, processing, and delivery mechanisms play a critical role in such networks, and the World Meteorological Organization recognizes that “an observing system is not complete unless it is connected to other systems that deliver the data to the users.” This document reviews the implementation steps, decisions, and rationale surrounding communications and computing infrastructure development to support the Mesonet. A general overview of the network and technology-related research is provided followed by a review of pertinent literature related to in situ sensing network technology. Initial infrastructure design considerations are then examined followed by an in-depth review of the Mesonet communications and computing architecture. Finally, some general benefits of the Mesonet to the citizens of Kentucky are highlighted.

ENGLISH ABSTRACT: Information technology systems are an integral part of many sectors of business and the application of information technology in new sectors of business is increasing continually. Businesses believe that by applying information technology systems in their business processes they will ultimately improve on the profits through increased operational efficiency, reduction of costs and improved ability to make informed decisions. However implementing an information technology system is usually a complex affair involving the technology supplier, client organisation and other stakeholders. The common method of implementing information technology systems is to set up a project in an attempt to manage the cross organisational and cross departmental issues as best as possible. Industry reports that the success of information technology project implementation is low. This study project has analysed 16 sources of literature pertaining to failures in information technology projects, in order to ascertain how the various authors define a project failure and whether project management failure is a major contributor to these failures. Also to examine areas within project management which are deemed to make the most significant contribution to project failure. The study concludes that most of the authors examined define project failure in terms of project management criteria, being cost, time and function (quality). Furthermore it concludes that project management failure is a significant factor in information technology project failure and that the facets of project management failure encountered with information systems implementation projects are not that different from other forms of projects. The main contributing factors being lack of executive support, lack of business case or user requirements, lack of project management expertise, lack of planning, lack of user involvement and changing requirements. The study recommends that organisations need to be aware of the cross functional and cross organisational requirements of information technology project management and that all levels of management in stakeholder organisations need to have the relevant knowledge and experience to deal with these requirements.

As gevolg van die navorsing kom hierdie studie tot die slotsom dat skrywers projek-mislukking definieer in terme van projek bestuur kriteria wat 5005 volg lui; koste, tyd en funksie (gehalte). Verder is ook gese dat projek bestuur mislukking 'n groot bydraende faktor uitmaak aangaande inligtings tegnologie projek- mislukking en dat faseUe van projek bestuur mislukking gesien met inligtings stelsel implementering projekte, nie te vee I verskil van ander vorms van projekte nie. Die hoof bydraende faktore kan toegeskryf word aan die gebrek van uitvoerende bestuur ondersteuning, gebrek aan besigheids saak of verbruikers vereistes, gebrek aan projek bestuur kennis, gebrek aan beplanning, gebrek aan deelname van verbruikers asook die voortdurende verandering van vereistes. Hierdie studie beveel aan dat organisasies bewus moet raak van die kruiswerking/kruisfunksionering en kruisorganisie vereistes van inligtings tegnologie projek bestuur en dat aile bestuurs vlakke van deelnemende organisasies ook genoegsaam toepaslike kenn is en ondervinding moet he om sodoende die vereistes te behartig .

Abstract:
Email is a well established technology used worldwide for enterprise and private communication through the Internet. It allows people to communicate using text, but also other information formats used either as HTML or attached files. The communication is performed without the need of synchronized endpoints, based on the use of email servers that take care of storing and forwarding email letters. All these properties and much more standardized ones do not include security, which makes the choice of service provider hard when the letters sent in the email system include sensitive information. In the last few years there has been a big interest and growth in the area of cloud computing. Placing resources (computers, applications, information) out of local environments, thanks to the high speed connections in the Internet, provides countless possibilities. Actually, even email systems can be deployed in cloud computing environments, including all the email services (interface, client, and server) or a part of them. From a security point of view, the use of cloud computing leads to many threats generated by external parties and even the cloud providers. Because of these reasons, this work intends to present an innovative approach to security in a cloud environment, focusing on the security of an email system. The purpose is to find a solution for an email system deployable in a cloud environment, with all the functionality deployed on a external machine. This email system must be completely protected, minimizing the actions taken by the user, which should just connect to a portal through a web browser. Along this report there are details about the foundations, progress and findings of the research that has been carried out. The main objectives involve: researching on the concepts and state of the art of cloud computing, email systems and security; presenting a cloud computing architecture that will take care of the general aspects of security; designing an email system for that architecture that contains mechanisms protecting it from the possible security threats; and finally, implementing a simplified version of the design to test and prove the feasibility of it. After all the mentioned activities, the findings are commented, mentioning the applicability of research results to the current situation. Obviously, there is place for more research in depth of several topics related to cloud computing and email, that is why some of them are suggested.

ENGLISH ABSTRACT: This thesis focuses on information systems for project management in the South African Government with special attention to the Consolidated Municipal Infrastructure Programme. Project data exchange standards and the suitability of these standards for project information management in the South African Government is reviewed. Information system technologies applicable to project management, with reference to computer programming languages, markup languages, communication technologies, Internet technologies, database technologies and document manipulation tools are discussed. Project information management forms are then discussed, followed by an overview of the flow of project information during the lifecycle of a project. The standards development organisation, ActionIt, and the project information management models developed by it are highlighted. A description of applications and a system that was implemented to illustrate the work covered in this thesis is provided with examples of the applications and the system. Hierna tesis fokus op inligting sisteme vir projekbestuur in die Suid Afrikaanse Regering met spesifieke verwysing na die Gekonsolideerde Munisipale Infrastruktuur Program. Advances in wireless networking and the Internet move us toward ubiquitous and embedded computing. Ubiquitous and embedded computing enhances computer use by making computers available throughout the physical environment while making them effectively invisible to the user. In the ubiquitous and embedded computing era, computers in the traditional sense gradually fade, and information mediated by computers is available anywhere and anytime through devices that are embedded in the environment. Radio Frequency Identification (RFID) is one of the key technologies of the ubiquitous and embedded computing era. RFID is a technology used to identify, track, and trace a person or object and enables the automated collection of important business information. RFID minimizes human intervention in the person and object identification process by using electronic tags and is expected to complement or replace traditional barcode technology. RFID is a highly beneficial technological advancement which ultimately may change the way of doing business. This study examines the RFID adoption decision process and proposes a model predicting the likelihood of adopting RFID within organizations in the healthcare industry. A considerable number of studies have been conducted regarding organizational information technology (IT) adoption, but the nature of the organizational IT adoption process is still not well understood. It is even posited that the only consistency found in the organizational adoption literature is the inconsistency of research results. The inconsistency of results is partially explained by changes in technological, organizational, and environmental statuses. Therefore, factors explaining traditional IT adoption may not justify RFID adoption and should be revisited and revalidated. In addition, given the ongoing importance of RFID, it is very important to identify the unique factors that contribute to the likelihood of adopting RFID. In this study, an organizational RFID adoption model is proposed and empirically tested by a survey using a sample of 865 senior executives in U. S. hospitals. The model posits that three categories of factors, technology push, need pull, and decision maker characteristics, determine the likelihood of adopting RFID within organizations. The relationships between those three categories and the likelihood of adopting RFID are strengthened or weakened by organizational readiness. This study may serve as the theoretical and empirical basis for research on other forms of ubiquitous and embedded computing systems.

The quality of information systems in any organization helps to determine theefficiency of the organization. Many organizations maintain a custom software portfolio, whose quality is important to the organization. Management would like to optimize the portfolio’s quality. Decisions about software replacement or enhancement are made based on organizational needs and priorities. The development resources allocated help in determining the quality of new software, and should be put to optimal use. Enhancing existing software might sound cheap and easy but it is not always efficient. This thesis proposes a simulation model - iKriya - for this problem. It explores the consequences of various development and maintenance policies which might be applied.These depend on the state of existing software portfolio, the queue and properties of proposed projects, and the resources available. Optimal decisions are made by the simulator by taking the above mentioned factors into consideration.

ENGLISH ABSTRACT: Sishen Iron Ore Mine produced 24,5 million tons of iron ore during 2000/2001 of which 20 million tons was exported to clients overseas and the rest locally supplied. This production is a mere 2,5% of the world iron ore production. Sishen Iron Ore Mine is planning to produce 26,5 million tons during 2001/2002. The target is to produce more than 30 million tons in the near future. Information technology can only make a positive impact on reaching these goals, when the information technology strategy is aligned with that of the business and the information technology is managed well. This study will indicate red lights in that, if Sishen Iron Ore Mine continues to manage information technology as it has done in the past, the possibility exists that Sishen Iron Ore Mine will not reach the goals agreed upon. This study has, after a thorough investigation, shown where the shortcomings are and how to go about addressing these shortcomings. This study, furthermore, makes certain recommendations towards ensuring that information technology makes a positive impact in assisting Sishen Iron Ore Mine to reach the goals agreed upon. This study has shortly come to the conclusion that there is currently restricted alignment between the information technology strategy and the business strategy, and that the management of information technology does not follow best practice. Research was done and the results gathered pointed to specific shortcomings that needed to be addressed. These shortcomings could be summarised as follows: • Information technology strategy, with specific reference to the questions - Does information technology add value to the business? - Does information technology address business needs? - Why is development costs for information technology solutions so high? • Management of information technology, with regard to - Personnel - Information technology solution priorities - New information technologies - Information technology project management and planning - Management and user awareness and education - Management and user involvement After a thorough investigation of the applicable literature, it is recommended that Sishen Iron Ore mine take certain steps to align the information technology strategy with that of the business, and furthermore, that information technology will be satisfactorily managed. Short conclusions of the recommendations are as follows. • Information technology strategy - To develop a measurement mechanism that will determine the value added by information technology. - To develop thorough user specifications that will address business needs. - To further investigate initiatives to lower development costs for information technology solutions. • Management of information technology - The extension of the current information management organisation to address business needs. - To develop a priority matrix that will prioritise information technology solutions. - To construct forums to ensure that all parties are involved when investigating new information technologies. - To implement a thorough project management and planning environment for information technology projects. - To develop an awareness and education program of information technology for users and managers. - To develop a mechanism that will ensure that users and managers are involved during and after implementing information technology solutions.
AFRIKAANSE OPSOMMING: Die Sishen Ysterertsmyn het gedurende 2000/2001 24,5 miljoen ton ystererts geproduseer waarvan ongeveer 20 miljoen ton uitgevoer is na oorsese kliënte en die res plaaslik geabsorbeer is. Hierdie produksie is maar 'n skamele 2,5% van die wêreld se totale ysterertsproduksie. Die Sishen Ysterertsmyn beplan dan ook om gedurende 2001/2002 26,5 miljoen ton te produseer en binne die nabye toekoms meer as 30 miljoen ton. Inligtingstegnologie kan 'n positiewe bydrae maak tot nastrewing van hierdie doelwitte, indien die strategie daarvan gesinchroniseer is met die Sishen Ysterertsmyn se strategie asook die manier waarop inligtingstegnologie bestuur word. Navorsing omtrent die aangeleenthede is gedoen en het uitgewys dat daar spesifieke leemtes is wat aangespreek moet word. Abstract:
Information technology audit has proven to be a relatively new, less researched and rapidly expanding field among large, medium and even small businesses (commercial and non-commercial organisations). The implementation rate has grown rapidly and presents a huge growth market for audit consultants due to the need for transparency and compliance with regulation (for example: Sarbanes Oxley Act) and the need to be competitive in the marketplace. The audit process is being conducted mainly by consultants following a traditional process but using different proprietary approaches and mostly done manually. The purpose of this study is to present a scientific method to attach a purely measurement focus to the auditing process so as to provide an auditing as well as a quantitative outcome of the performance to the various IS entities that are audited using a novel automated method that can save organisations considerable resources in terms of time, cost and effort. The nature of the topic directed the researcher to three domains of information system (IS) namely studies on IS measurement, IT governance and software engineering. These areas provided information on the nature of IS measurement and the models used; the process of auditing/measurement and the corresponding frameworks used; the principles and methodology of measurement of IS entities; and measurement models used both in the software engineering and information systems domain. The review of the literature gave rise to the research question and the COBIT-GQM (Control Objectives for Information Technology Audit) – Goal Question Metrics) model. The research question that had emerged out of the four propositions “How can an IT audit or governance framework be used to measure the effectiveness of IS entities in a scientific manner using customised and goal oriented metrics” along with the nature of data sought (positivist), guided the researcher to qualitative research using multiple case studies to test the theoretical model (grounded theory) that had emerged out of the literature review. The theoretical model was automated (with a front end interface and a back-end database) and initially tested for usability issues. Then the common COBIT control objective that was obtained through an initial survey was entered into the database along with a set of questions and metrics (developed by the researcher by following the given GQM guidelines). This application that was demonstrated, and given for evaluation in four organisations gave rise to expected and surprising results. While the respondents expressed their desire to incorporate a customised and goal oriented measurement perspective to their IT audit/performance functions, that would save them time, effort and cost, numerous suggestions were provided that need to be incorporated into the model to make it fully functional. Notable among them are the need to embed a multiple contextual qualifying layer, incorporating benchmarking feature to the model, and the need to link this with the maturity model. These were incorporated into the model and a comprehensive model incorporating all the suggestions was created. The qualitative case study method being used here more to evaluate a theory, provided a sound base for future studies to generate hypothesis that can be evaluated using quantitative survey methods for the model to be generalised. IT auditing being a relatively new, less researched, conventional and high growth oriented field, the use of an innovative, comprehensive, automated and scientific method of audit and measurement method will satisfy the implied need for organisations to incorporate the diverse audit/measurement/ control/standards into one comprehensive method and this research is a major step in this direction. Since the new model is comprehensive and can be automated organisations can economise in terms of time, cost and effort. Irrespective of the nature of economic cycle the need for economising in terms of cost, time and effort is universal for all organisations.

Although Radio Frequency Identification (RFID) and Real-Time Location System (RTLS) technologies for inventory tracking have been growing in popularity, the healthcare industry has been reluctant to adopt these technologies. One of the primary reasons for this lack of enthusiasm has been the risk associated with electromagnetic interference between RFID/RTLS systems and medical equipment functionality. The other reason has been the substantial cost and complexity of implementing RFID/RTLS in healthcare organizations. In this study, we show that there are several ways to safely install RFID/RTLS systems to improve the inventory management processes of hospitals and clinics. We then analyze the inventory shrinkage (loss and theft) data of the Veterans Health Administration VISN 10 (the Veterans Integrated Service Network of Ohio) using a mathematical model to estimate the annual shrinkage. Finally, we develop an economic cost/benefit analysis database system in Microsoft Access that can be used to calculate the breakeven point of RFID/RTLS implementations, as well as calculate the expected reduction in inventory- related operating costs. This system can be adapted for cost/benefit analyses in similar inventory-intensive environments.

ENGLISH ABSTRACT: Given the ubiquity of information systems and their importance for the functioning of organisations; understanding information systems and their impact on organisations has become critical for organisational success. The ability to effectively use information systems plays an increasing role in the success of organisations. There are many facets to understanding information systems in organisations, this thesis will assess the relationship between outsourcing an information system, and the strategic processes which lead to and are impacted by the outsourcing decision. The aim of this thesis is to deepen the understanding of decision making in the Information System Outsourcing literature by reflecting on the state of the literature from a research point of view. This thesis therefore undertakes a meta-theoretic review of the Information System Outsourcing literature, using journal articles, to get a general picture of the literature which will then be assessed in terms of the breadth of decision making perspectives which have been researched and the depth to which each perspective has been explored. First, the extent to which the development of the field of information system outsourcing resembles the development of the Information System Theory in general will be determined. This will be done by examining the history and development of the Information System Theory field, and examining the consequences of the fields’ rapid development for the legitimacy of the field. Next, criticisms which have been raised against the Information System Outsourcing literature will be identified and discussed, the primary criticism being the charge that the Information System Outsourcing field is broad in scope but shallow in its depth of understanding of decision making in the outsourcing processes. These criticisms, which are shared with the field of Information System Theory, are argued to arise from the history of rapid development of Information System Outsourcing. The potential consequences of these criticisms for Information System Outsourcing practitioners and researchers will also be discussed in order to establish the importance of evaluating the theme of Information System Outsourcing. Thirdly, a framework with which to test the criticism against the Information System Outsourcing literature will be developed. This framework will combine insights from decision theory with those of organisation theory. Finally; the framework will be used to analyse the Information System Outsourcing literature in order to verify or disprove the allegation of a broad but shallow understanding of decision making in Information System Outsourcing. This allegation will be addressed primarily through an analysis of the information system outsourcing literature in order to evaluate its depth. The analysis shows that the literature on Information System Outsourcing, whilst showing positive development, is not yet mature. The danger of the theme of Information System Outsourcing falling into an identity crisis like that faced by its parent field of Information Systems Theory still exists. The analysis also shows the areas in which the literature must develop in order to avoid an identity crisis. On meta-theoretical level, the value of returning to fundamental issues in Information Systems Outsourcing is shown through the use of decision theory and organisation theory.
AFRIKAANSE OPSOMMING: Gegewe die alomteenwoordigheid van inligtingstelsels en hul belang vir die funksionering van organisasies, het insig in inligtingstelsels en hul impak op organisasies van kritieke belang geword vir organisatoriese sukses. Die vermoë om inligtingstelsels effektief te gebruik, speel derhalwe ’n toenemende rol in die sukses van organisasies. Daar is egter baie dimensies van inligtingstelsels in organisasies. Hierdie tesis assesseer die verhouding tussen die uitkontraktering van 'n inligtingstelsel en die strategiese prosesse wat lei tot, en wat beïnvloed word deur, die besluit van die uitkontraktering. Die doel van hierdie tesis is om insig in die veld van inligtingstelseluitkontraktering te verdiep deur besinning oor die toestand van die veld vanuit 'n navorsing-oogpunt. Hierdie tesis onderneem dus 'n meta-teoretiese oorsig van die veld van Inligtingstelseluitkontraktering deur gebruik te maak van joernaalartikels. Die doel is om daarmee ’n algemene beeld te kry van die literatuur. Die literatuur word dan beoordeel in terme van die omvang van die onderwerpe wat nagevors is en die diepte waarop elke onderwerp ondersoek is. Eerstens word die mate van ooreenstemming tussen die ontwikkeling van die gebied van die Inligtingstelseluitkontraktering en die van algemene Inligtingsisteem Teorie bepaal. Dit sal gedoen word deur die geskiedenis en ontwikkeling van die Inligtingsisteem Teorie veld te ondersoek. Daarmee saam word konsekwensies van die gebied se snelle ontwikkeling vir die legitimiteit van die veld, ondersoek. Hierna word kritiek wat geopper is op die veld van Inligtingstelseluitkontraktering geïdentifiseer en bespreek. Die belangrikste kritiek is die klag dat die Inligtingstelseluitkontraktering veld wyd in omvang, maar vlak in sy diepte van begrip is. The Information and Communication Technologies (ICT) business arena is a volatile and unpredictable environment that brings about unique challenges for the leadership qualities and skills of the modern leader and team member. During his studies towards the degree of Master in Business Administration (MBA) at the University of Stellenbosch, the researcher was introduced to the concept of emotional intelligence and the impact that it could have on the management of people and the growth and success of an organisation as a whole. Organisations are investing more and more in ICT practices to direct their business initiatives towards financial success. These investments include the professional disciplines such as program and project management. This lead to the question whether the so-called “hard” sciences that are applied on a daily base to govern a project, team or a business will be enough to sustain growth and ensure financial sustainability for a company. The importance of the “softer” sciences such as EQ are often overlooked and the researcher wanted to investigate the impact that increased awareness and knowledge regarding EQ abilities could have on leadership within an ICT department towards achieving overall success. The value of EQ can only be understood if managers and teams understand the concept and potential impact of EQ on both a personal and professional level to guide them to eventual success, even in difficult and trying times. The aim of this study, whilst focusing on the impact of EQ on leadership, will be to provide information and create awareness of the EQ concept to the broader SI department’s employees.
AFRIKAANSE OPSOMMING: Die doel van hierdie tesis is verkennende navorsing en verdere studie om die impak wat emosionele intelligensie (EQ) op die leierskap strukture binne die Stelsel Integrasie department (SI), van T-Systems, Suid-Afrika kan hê, verder te verken. Die korporatiewe omgewing van vandag is uiters mededingend, onvoorspelbaar en kompleks. Die omgewing bied unieke uitdagings aan die leierskapkwaliteite van die moderne leier en bestuurder binne die Informasie en Kommunikasie Tegnologie (IKT) veld. Gedurende sy studie aan die Universiteit Van Stellenbosch om die Meestergraad in Besigheidsadministrasie (MBA) te voltooi, was die navorser blootgestel aan die konsep van emosionele intelligensie en die onderlinge impak wat die wetenskaplike veld kan teweeg bring om volhoubare groei en ontwikkeling binne ‘n organisasie te stimuleer. The alignment between business and information technology (IT) strategies has been a challenge for many years. Strategic alignment models and enterprise architecture methodologies and frameworks have been developed to assist business and IT managers with improving alignment between business and IT strategies. The business analyst, systems analyst and project manager are key role players in delivering the information systems (IS) needs of business and therefore key in aligning business and IT strategies. Despite literature and research suggesting a positive influence of emotional intelligence on occupational performance in various industries, the development of emotional intelligence of the business analyst, systems analyst and project manager is neglected by software development organisations. Emotional intelligence is neglected in industry IS competency models as well as documented standards for the business analysis and project management profession (BABOK and PMBOK). Emotional intelligence is not addressed in strategic alignment models and enterprise architecture methodologies and frameworks. Emotional intelligence is equally neglected in IS literature. Systematic research investigating the impact of emotional intelligence on occupational performance of IT professionals remains sparse. The purpose of this study was to determine which emotional intelligence competencies are needed to improve the occupational performance of business analysts, systems analysts and project managers in delivering business information system needs. The study took the form of a multiple interpretive case study. Qualitative data was collected using semi-structured interviews with stakeholders from 20 software development organisations utilising the roles of the business analyst, systems analyst and project manager. Quantitative data was collected using the Genos Emotional Intelligence Inventory with the aim of identifying the patterns of emotional intelligence visible in the sample of business analysts, systems analysts and project managers assessed. The study suggests emotional intelligence has a role to play in alignment between business and IT strategies. It is proposed that industry IS competency models as well as the standards for the business analysis and project management profession as documented in BABOK and PMBOK include specific emotional intelligence competencies. The study also proposes that higher education institutions in IT/IS such as universities of technology, as well as training providers focusing on business analysis, systems analysis and project management, should focus not only on technical skills but emotional intelligence skills as well when developing the supply pipeline of business analysts, systems analysts and project managers. Feature selection is one of the important data preprocessing steps in data mining. The feature selection problem involves finding a feature subset such that a classification model built only with this subset would have better predictive accuracy than model built with a complete set of features. In this study, we propose two hybrid methods for feature selection. The best features are selected through either the hybrid methods or existing feature selection methods. Next, the reduced dataset is used to build classification models using five classifiers. The classification accuracy was evaluated in terms of the area under the Receiver Operating Characteristic (ROC) curve (AUC) performance metric. The proposed methods have been shown empirically to improve the performance of existing feature selection methods.

The theories are carefully meshed together to provide a new angle to interpret and analyse what takes place in ERP adoption. Chapter 3 provides a detailed description of the case study, Programme Phakama. Programme Phakama implemented an Enterprise Resource Planning solution in the City of Johannesburg. Chapter 4 contains an explanation of what happened in other projects with the same mandate within the public service elsewhere in the world. This in comparison to what happened in Project Phakama, to highlight the similarities or differences during the evolvement of the projects. The last two chapters provide the interpretation and recommendations using the conclusion arrived at in Chapter 4 from a Complexity and Sensemaking perspective. There are no right or wrong answers in ERP projects, only good or bad decisions. The number of changes to be managed in ERP projects is overwhelming. Therefore many projects are challenged, regardless of success, failure or abandonment.

Die interpetasie word gedoen met behulp van die sinmakingteorie van KE Weick en van kompleksiteitsteorie. Hoofstuk 1 bied ‘n oorsig oor die agtergrond en doelstelling van die tesis, sowel as die metodologiese aanpak. In hoofstuk 2 word die teoretiese grondslae van die tesis bespreek. Die teorie word geïntegreer om ‘n nuwe perspektief op die analise van ERP implementering te kan gee. Hoofstuk 3 bied ‘n gedetailleerde beskrywing van die geval wat hier ondersoek word, naamlik ‘Programme Phakama’ wat die implementering van ‘n ERP in die stad van Johannesburg behels het. Hoofstuk 4 span die net wyer om vergelykende gegewens van soortgelyke projekte elders te beskryf. Hoofstuk 5 ontleed die problematiek en toon dat die gebruik van kompleksiteitsteorie en insig in sinmaking help om die verskynsel beter te begryp. Hoofstuk 6 maak gevolgtrekkings vir die bestuur van sodanige projekte.

ENGLISH ABSTRACT: Research into Business and IT alignment and the critical success factors is quite vast and diverse. Many studies have been carried out on specific industries and companies of a certain size. Other studies have dissected strategic IT alignment into different dimensions, intellectual and social. Yet other studies have taken different approaches, such as process-oriented, cognitive approaches, and resource-based approaches. All these were done in the quest to find the factors that influence the attainment of strategic alignment in organisations. There has, however, not been a study that sought to bring all these different factors together and provide one collective view on them, which this study seeks to do. There also have been some studies on how to measure alignment. Several different approaches were made in an effort to discern the way in which alignment can be measured and what criteria should be used. These efforts have been varied and no particular study has tried to bring them all together to assist practitioners in their attempts to determine the level of alignment in organisations. The purpose of this literature review is to collect all the different critical success factors as well as all the common success measures, and formulate a collated list for both. This research report seeks to give an integrated view of the factors required to bring about alignment as well as the measures practitioners–use to determine the level of alignment once these factors are in place. The findings show that there are commonalities among the factors that influence alignment. These have been tabulated into one list, bringing together all common factors from the pertinent literature to date. They were grouped into seven main categories based on similarity, which are shared knowledge, planning processes, executive commitment, communication, clarity of business goals, prior success of IT, and user involvement. These common factors are presented in Table 4.1. The measures for success are more varied and a separate list for the common success measures was also tabulated. The common measures of alignment had a total of 15 criteria, which are shown in Table 4.1.These lists can be used by the practitioner who needs guidance on which factors are important for the realisation of strategic alignment and which criteria to measure once the factors have been implemented.

The construction industry suffers from many practical problems and challenges; most being related to construction management. One of the most common recurring problems in construction projects is delay. Delay is a primary factor that can have an effect on project duration, scheduled delivery date, as well as the overhead cost of the project. This study investigated the problem of delays in construction projects. The research focused on the combination of Building Information Modeling (BIM) and Last Planner System (LPS) together to measure the execution time of construction projects. The aim of this study was to determine whether using BIM and LPS together affect construction process delay differently than using BIM or LPS alone. The methodology of this study relied on data collection through administration of survey questionnaires to key players and participants at construction companies. Interviews were conducted with construction experts from four construction companies that used BIM and LPS individually in their system as case studies to verify and validate the findings. The outcomes of this survey will be helpful to construction practitioners to reduce delay in construction operations and to shorten projects duration.

ICTs have enabled increased mobility and created a new era of workplace connectivity. Due to changes in work organization, global operations, increased mobility, and the new opportunities they are creating; work requires more coordination, more travel and a higher frequency of boundary spanning. ICTs have infiltrated into the personal life of individuals, while similarly, having an increasing impact on how organizations manage their workers‘ work-life balance. This research investigates the work boundary negotiation process in ICT-enabled work.Using an in-depth case study supplemented with visual data, this thesis studies the case of Sigma, an international consulting firm, that serves clients located in a large geographical area. It explores how consultants exhibiting mobile work practices, use ICTs to negotiate work boundaries. It draws on the structurational model of technology and complements it with the boundary object construct. The utilisation of this combined approach allows further understanding of work boundary negotiation.The research reveals that some ICTs as technological artefacts are boundary objects bridging between different groups of actors, crossing work boundaries, and allowing actors to negotiate their work boundaries while challenging traditional boundaries. Thus, allowing consultants to use their ICTs (specifically their smartphone) to negotiate their work boundaries on a need to basis. The boundary negotiation process (as revealed by the structuration process) is the means by which consultants try to make the most out of existing social structures – in this case specifically domination – in their organizational context. The ICT becomes a source of power and is mainly used to manifest domination over available resources. Consultants use them to maintain control over their life, increase their legitimacy and convey that they are professional experts. ICTs allow consultants to continuously redefine their work boundaries which become dynamic, fluid and contextual; the research reaffirms the sociotechnical nature of work boundaries.The thesis also develops a conceptual model of work boundary negotiation that conceptually illustrates how boundary negotiation is the outcome of the structuration process and the negotiation of existing structures of domination, legitimation and signification.

ENGLISH ABSTRACT: The aim of this study is to develop a model for knowledge management within project management, as applied to the implementation of information technology systems in the manufacturing industry. The reason for creating models is to create an abstraction of the knowledge processes within a certain context. This model enhances the model builder's understanding of the context being studied and eases the articulation process of describing the context to other practitioners. In an economic climate where knowledge is becoming the differentiating factor for sustainable growth in shareholder value, it is critical to understand and manage knowledge. In doing so. the practically, proven benefits of knowledge management are avoidance of costly mistakes, faster problem-solving, faster development times, improved customer solutions, gaining new business. enhanced customer service and reduction of risk (Skyrme, 1999: 66-67). The model developed in this research was based on, and is an extension to Nonaka and Takeuchi's (1995) knowledge conversion model. The initiating phases of the project see the creation of a new organizational entity, the project team, formed from two originating organizations namely the supplier and the client organizations. At its inception huge amounts of knowledge is transferred to this project team. Tacit knowledge is externalized from various stakeholders and transferred as explicit knowledge into the project team. The project team at start-up also has access to tacit knowledge from the team members. During the initiating phases of the project the process is started to internalize all the knowledge acquired by the project team. The most prominent knowledge processes in action during this phase is; knowledge acquisition and knowledge transfer. The control and execution phases of the project between the initiating and close-out phases, includes phases from design, to development, to commissioning. During these phases the process of internalizing all the knowledge flowing into the project team is continued, and through the team interaction in reaching its goal, the process is taken further to socialize this knowledge. The most dominant knowledge processes taking place during this part of the project life cycle, are those of knowledge creation and knowledge retention. Knowledge creation occurs as the team strives to create a new and unique solution for the client. The project team grows and shrinks during this phase and knowledge retention within the project team becomes of paramount importance. During the close-out phases of the project, the knowledge within the project team must be externalized, and transferred out of the project tearn back into the originating organizations. The knowledge transferred out of the project team must be retained within the supplier organizations, and captured in knowledge repositories for future use. The externalized knowledge must again be internalized into the operation of the supplier organization and client organization. The knowledge transferred into the supplier organization differs from the knowledge transferred into the client organization. The most prominent knowledge processes during this phase are those of knowledge transfer and knowledge retention. This model provides a framework to understand the interaction between knowledge management, and project management concepts in this specific environment. However, this model must still be tested against other environments to determine if the application of the model is generic across industries.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om 'n model te ontwikkel om kennisbestuur binne die projekbestuurdissipline, soos toegepas in die implementering van inligtingstelsels in die vervaardigingsbedryf, te beskryf. Die rede waarom 'n model gebou word, is om 'n abstraksie van die kennisprosesse binne 'n sekere konteks voor te stel. Dit versterk die modelbouer se begrip van die konteks wat bestudeer word en vergemaklik die artikulasieproses om hierdie begrip aan ander oor te dra. In 'n ekonomiese klimaat waar kennis dikwels die onderskeidende faktor vir aanhoudende groei in aandeelhouerwaarde is, is dit krities dat die konsep van kennis se waarde verstaan en bestuur kan word. The purpose of this study was to identify the effects of the prospective payment system on coding practices, resource allocations, quantitative and quantitative standards and organizational structure in medical record departments of 108 acute care, general medical and surgical hospitals in Kentucky. The study results revealed changes in coding practices consistent with the demand under the prospective payment system for more timely, complete and accurate information for billing purposes. Additionally, accurate data were needed to establish a reliable case-mix data base upon which future reimbursement formulas would be based. Increases in human and capital resources, especially in the area of software purchases to enhance the coding function were documented. Standards to measure coding quality and quantity had not been consistently developed in Kentucky hospitals. Use of developed coding standards for performance evaluation of coders was not widespread. Activities to optimize reimbursement 'ere employed by hospitals mostly on a concurrent basis. An organizational shift of the medical record department responsibilities to the finance area was not documented. However, a greater interdependence and cooperative relationship occurred between medical records, finance, administration and the medical staff.

Educational technology has been proven to potentially impact higher education institutions, but the true extent of this potential often remains vague. In times when higher education and research become increasingly relevant for the economic welfare of society, research supervision itself emerges as an important field of research. This qualitative research investigates the teachers’ view and approaches to the use of educational technology during the research supervision process of undergraduate and graduate students at the Jönköping University. Through the application of the TPACK framework in higher education, we gained a better understanding of the teachers’ personal values when using educational technologies in their supervision process. Furthermore, we are contributing an empirical example of a TPACK application in higher education while shedding light on the decision-making of supervisors when using or not using educational technology. We conducted seven interviews with research supervisors and answered the questions of (1) how educational technology is used during research supervision and (2) why educational technology is used or not used during the supervision process. The findings showed five main use cases for educational technology. We observed that supervisors mostly used educational technology when collaborating with their students whereas they preferred a more analog or hybrid approach to technology for executing individual tasks like reading and commenting. Educational technology has a supporting role for supervisors, and it is creating personal value to them through convenience, reading comfort, increased efficiency and effectiveness. For further research we suggest investigating how the personal value for teachers can be accounted for in the existing TPACK framework, and the possible benefits the application of the original or an extended version of the TPACK framework has for the field of information system research.

Healthcare services are vital to all human beings, as our daily lives depend on them. In South Africa approximately eighty per cent of the population uses the public healthcare services. In the current healthcare systems data corruption exists which threatens data quality in the systems. The aim of this study was to understand the existing information handling processes and factors that affect the accuracy and integrity of healthcare data. A qualitative research methodology, under the interpretive paradigm was used for this investigation. Activity theory is used to formulate an analytical framework, the “healthcare information system data quality activity theory framework”. This was very helpful for understanding the healthcare information handling process as an activity system that consists of actors with individual goals. Though the goals are varied, they are joined together by the common objective. The logic of the framework is that a realisation of goals in the activity system depends on a number of factors. At the beginning, there must be a synchronous inter-linkage between the goals of the actors, the mediating factors such as adequate tools, user skills, enabling policies, and the systematic procedures that are diligently enforced. It is assumed that any situation which prevents this inter-linkage will have a negative impact on the realisation of the sought objective. The framework therefore, was very helpful in informing questions, the data collection and ultimately, the analysis processes. The public healthcare sector is the main source of data; other sources were literature, the Internet and books. The analysis of data was done using content analysis to find what themes emerge and the relationship (s) between them in what is being analysed. The findings reveal a lack of adherence to information handling procedures and processes which lead to corrupt data in the systems. In addition, most users have limited skills, which is a hindrance to them in performing their duties as expected by the healthcare sector. In fact, the healthcare sector is also challenged by systems which are constantly slow or down, due to limited network capacity and human errors. The presence of these challenges suggests non-adherence to data handling procedures, which explains the existing corrupt data in the healthcare systems. Therefore the recommendation is that the public healthcare administration must enhance their training programs. The training must be re-designed to cater for the needs of all users, regardless of their background. It needs to improve user skills and boast their confidence in using electronic systems. Obviously, any changes and improvements need to be sustainable, and the sector is unlikely to succeed without enforcement of new procedures. Therefore, adherence to data handling procedures must be strictly enforced, with policies thoroughly communicated to the users. That way, the sector will not only have systems and related policies, but also ensure their full exploitation for improved service delivery in the public healthcare sector in South Africa.
