Abstract:
The authors generalize and systematize the themes of theses on the degree of Doctor of Philosophy in the speciality 231 Social Work, protected in Ukraine in 2020-2021.
 To inform the scientific community about the state of training and defence of Doctors of Philosophy in Social Work theses are submitted according to the following criteria: thesis theme; supervisor; date of defence; specialized academic council, council composition; the decision of the specialized scientific council on awarding the degree of Doctor of Philosophy, approved by the order of the Ministry of Education and Science of Ukraine; thesis abstract; list of published works on the theme of the thesis.
 The source base for quantitative analysis of these themes in social work was: orders of the Ministry of Education and Science of Ukraine, thesis materials (theses, reviews of reviewers, official opponents, videos of the theses defence procedure), published on the official websites of higher education institutions, scientific institutions (according to the «Temporary procedure for experimenting to award the degree of Doctor of Philosophy»).

Abstract:
The celebrated free-will defence was designed to show that the ideal-world thesis presents no challenge to theism. The ideal-world thesis states that, in any world in which God exists, He can actualize a world containing moral good and no moral evil. I consider an intriguing two-stage argument that Michael Bergmann advances for the free-will defence, and show that the argument provides atheologians with no reason to abandon the ideal-world thesis. I show next that the existence of worlds in which every essence is transworld untrustworthy provides atheologians with no better reason to abandon the ideal-world thesis. I conclude that neither the free-will defence nor Bergmann's revised free-will defence is a convincing response to the atheological challenge.

Abstract:
The thesis work is one of the results of scientific activities. The topics of thesis works demonstrate the current problems in the scientific and practical activities of Ukrainian art experts the most vividly. In the course of the research, the bibliometric and bibliographic analyses of scientific works in the field of “art history”, defended in Ukraine and abroad, first of all those, that directly relate to the Ukrainian culture, were performed. To determine the trends of art history search and problematic issues of scientific studies, theses for the scholastic degree of doctor and candidate of sciences in the art studies specialties (visual arts), 17.00.05, 17.00.06 and 17.00.01, 26.00.01, which were defended within 1991–2010, were analysed. The statistical results regarding the dynamics, distribution of researches according to the specialties and objects of research are given. This allows identifying groups of the problematic and promising trends of scientific inquiries and the level of their solution. After analysing the distribution of thesis works in the specialties, certain disproportions were detected. The greatest number of works is defended in the specialty “Fine Arts”, in the second place is “Decorative and Applied Arts”, in the last place is “Theory and History of Culture”. Of all the specialties, the doctoral theses were defended much less – in 5 times (specialty “Theory and History of Culture”) and in 9 times (specialty “Fine Arts”) than the candidates’ theses. The largest scientific centres, where art experts of Ukraine gather, are Lviv which accounts for 48.70% of all defended theses, most of which are in the specialty 17.00.06 – “Decorative and Applied Arts”, as well as Kyiv (29.32%), Kharkiv (15.18%), Ivano-Frankivsk (4.19%) and Simferopol (0.52%). The greatest number of defences in Ukraine from 1991 to 2010 took place in Lviv – 93 theses, whereas in Kyiv – 56 (all three specialties), Kharkiv – 29, Ivano-Frankivsk – 8, Simferopol – 1 thesis. Thus, the structural-dynamic classification of the thesis works, which were defended in Ukraine within 1991–2010 for the scholastic degrees of candidate and doctor of the art history (visual arts), showed a certain fragmentary nature in this area. The bibliometric analysis of scientific studies in the art history specialties gives grounds to assert that the indicated problem is widely represented and was considered by scientists according to the overwhelming majority of the specialty 17.00.05 “Fine Arts”. The consideration of geography of scientific publications of the period of 199–2010 for the defence of art history theses (visual arts) provides an opportunity to highlight the biggest centres of Ukraine. These are Lviv, Kyiv, Kharkiv and Ivano-Frankivsk. So, the analysis of dynamics of the researches conducted in Ukraine points to the periodic increase in the number of defended theses. However, there are many gaps in the topics of scientific works. Mostly, these are theses in the contemporary art and somewhat less than the “new” period and extremely few of the periods of the Middle Ages and the old time (from one to three works). In particular, it was revealed that in the Ukrainian art history of the period under study there were no thesis works where the sculpture would be studied. Also, the artistic processing of bone and horn still remains unresearched.

It is sometimes asserted that enabling harm is morally equivalent to allowing harm (the moral equivalence thesis). In this article, I criticize this view. Positively, I show that cases involving self-defence and cases involving people acting on the basis of a reasonable belief to the effect that certain obstacles to harm will remain in place, or will be put in place, show that enabling harm is harder to justify than allowing it. Negatively, I argue that certain cases offered in defence of the moral equivalence thesis fail, because either (1) their similarity with the archetypal trolley case limits their relevance to an assessment of this thesis, or (2) they are compromised by their reliance on the elusive notion of a situation being completely stable.

Abstract:
Information technology and its applications surround us and those have become crucial to our lives. However, the understanding of the digital world is not as strong. Successful and functional cybersecurity is a vital component for the defence of a civilised society. This study looks at how cybersecurity has been handled in thesis written at one University of Applied Sciences and what kind of topics have been chosen by thesis writers, and what is written about cybersecurity in them to understand how cybersecurity is seen in higher education. The goal of this paper was to find out how cybersecurity has been handled in theses and what kind of topics have been chosen by thesis writers. The two research questions are: what theses have been published that handle cybersecurity; and how does cybersecurity in them? As typical of a case study, attention is paid to a small number of cases (n = 15) attempting to describe the phenomenon they represent. Of the fifteen theses, two were master’s and thirteen bachelor’s theses, and mostly completed in Safety, Security and Risk Management, Security Management, and Business information technology programmes. Based on the results in this case, cyber security is being examined or developed from several, different points of view and in multidisciplinary ways.

Kuhn's incommensurability thesis is the claim that successive scientific theories often conflict not only logically but also normatively: i.e. they differ both about nature and also about the use of common apparatus, concepts and experimental results, and what are proper scientific goals and methods. Critics commonly object that Kuhn's thesis attacks such traditional scientific values as objectivity and rationality. But their strongest response can be expressed as a dilemma: either, if taken literally, the incommensurability thesis is self-contradictory; or, if that literal reading is rejected, this thesis has no philosophical Import. Kuhn claims his critics have misinterpreted his thesis and he maintains both its intelligibility and relevance. The problem is whether his position can be sustained. In support of Kuhn, I argue that his critics' reading of his thesis is based on a mistaken Identification of logic with formal logic and, more generally, of comparability with commensurabil-lty. I argue that logical comparison of theories that lack common concepts is possible if one can compare theories directly, as whole to whole, and that such direct logical comparison is actually commonplace in natural languages. I also argue more generally that Kuhn's critics' identification of comparison with com-mensuration leads to a vicious regress. My attempt at resolving the dispute between Kuhn and his critics is informed by a simple "hermeneutic" principle: If one view seems either unintelligible or irrelevant to the other, then both sides probably disagree on the Interpretation of shared concepts. Once the focus of the dispute is located, arguments can often be given for preferring one interpretation over another. Thus if I am right that Kuhn's critics' view wrongly equates comparability with commensurability and logic with formal logic, that view clearly must be replaced by one that distinguishes them. I argue that if those distinctions are made, incommensurability can be seen to represent no essential threat to scientific rationality and objectivity. In this light, I suggest Kuhn's major analytic concepts be viewed as Improvements on more traditional notions drawn from formal logic. I also use a historical case study of the original discovery of geometrical incommensurability to illustrate further Kuhn's concepts and to develop a more general notion of a proof of incommensurability that is applicable to scientific theories.<br>Arts, Faculty of<br>Philosophy, Department of<br>Graduate

Abstract:
Thinking and using a language are two different but similar activities. Thinking about thinking and thinking about language use have been two major strands in the history of philosophy. One of the principal similarities is that they are both rational activities. As a result, the ability to think and the ability to use a language require being able to recognise and respond to reasons. However, there is a further feature of these activities: we humans are able to have explicit knowledge of how those activities work and what is done by performances in those activities. Thus, theorists face at least two constraints: 1. An account of a rational activity must be compatible with the possibility of agents engaging in that activity. 2. Having described an activity, it must be possible to have knowledge of an activity which is correctly described like that. There are a variety of accounts of how thinking works and how using a language works, and further variation in accounts of what is involved in explicit understanding of particular performances. These accounts can be distinguished by their views of the nature of the reasons that govern performances in that activity and by their views of the way a description of the activity relates to the way the activity proceeds. I argue that any description of thinking or language use requires showing how the truth conditions of thoughts/sentences are determined, and how the truth values of thoughts/sentences affects the way the activity proceeds. I then argue that in order to have explicit knowledge of what we do, truth has to be a substantial evaluative property of uses of language, and furthermore a truth conditional theory of meaning has to be taken as the description of the rationality of using a language. The big result is that, because in understanding language we understand truth, the philosophy of language is first philosophy.

Abstract:
During the 19th century, defence was a major issue in Victoria as indeed it was in other British colonies and the United Kingdom. To help defend themselves, self governing colonies throughout the Empire enlisted local citizens to serve as part time soldiers on a voluntary basis. The Victorian government in 1859 - 60 took a calculated risk in adopting a Volunteer Force to underpin the whole colonial defence scheme, particularly as the military effectiveness of the citizen soldiers was questionable due to the lack of any real discipline within the Force and the part time nature of the military service. Whilst the savings which resulted (from using Volunteers rather than expensive Imperial troops) were spent on building forts and purchasing ordnance to protect Port Phillip Bay, there were other advantages to be gained from the government decision. It harnessed the considerable groundswell of public patriotism and pride in the Empire to ensure the development of a colonial society with strong links to Britain. The Government also linked Volunteering, stability and patriotism together as part of a less obvious agenda for the goldfields. In a period of lingering unrest only a few short years after Eureka, the Volunteers provided a clear indication of government power and yet another sign (along with the judicial system, education, language) of the importance and expanse of British society. Should there be any civil unrest on the goldfields, the local Corps were ideally suited to the role of civil control. On a number of occasions, the Volunteer Corps were called out to maintain law and order. The thesis studies a major group of over 5,100 men on the goldfields over two decades, particularly with regard to their motives for joining the Volunteers and their demographics such as ages, occupations, addresses, activities and the networks between members. By addressing the Corps demographics it is possible to understand the role played by the Volunteers in the development of goldfields society.

This chapter establishes criticisms of the triviality objection. It clears up some misinterpretations regarding the objection and considers how this argument might apply to a reductive thesis about normative reasons. These arguments do not imply that we cannot have true irreducibly normative beliefs. The chapter also offers a defence of the view that some things matter, in the sense that we have reasons to care about some things. This view, however, would be hard to defend if, as is sometimes claimed, all of our reasons were given by facts that are in part about our present desires. The fact that we have certain desires could not give us reasons to have them. Finally, this chapter clarifies another misconception regarding the triviality of conceptual truths.

Stathis Psillos is Professor of Philosophy of Science and Meta-physics in the Department of Phi-losophy and History of Science in the University of Athens, former president of the European Philosophy of Science Association and editor of the review journal Metascience. Psillos is one of the most prominent defenders of scientific realism in contemporary philosophy of science, and he for-mulated his arguments in defense of realism in two impor-tant monographs: Scientific Realism: How Science Tracks Truth(1999) and Knowing the Structure of Nature: Essays on Realism and Explanation (2009). Psillos’ investigation begins with the identification of three core theses of scientific realism: The Metaphysical Thesis: the world has a definite and mind-independent natural-kind structure; The Semantic Thesis: scientific theories should be taken at face-value, being truth-conditioned descriptions of their intended domain, both observable and unobservable; The Epistemic Thesis: mature and predictively successful scientific theories are to be considered well-confirmed and approximately true descriptions of the world.

Abstract In critical fields such as automotive, medicine, and defense, ensuring the reliability of microelectronics has been paramount given the extensive nature of their globalized supply chain. Automated visual inspection (AVI) of printed circuit boards (PCBs) offers a solution through computer vision and deep learning to automate defect detection, component verification, and quality assurance. In this paper, our research follows this precedent by introducing a novel dataset and annotations to train artificial intelligence (AI) models for extracting PCB connectivity components. Utilizing high-resolution images, and state-of-the-art instance segmentation models, this study aims to examine the difficulties in this implementation and lay the groundwork for more robust automated visual inspection.

Abstract Presently, one of the most critical problems for offshore oil and gas pipelines is that of internal corrosion. Continuous rapidly changing offshore operating parameters pose new challenges for internal corrosion technology. Recent publications indicate that most companies operating in the Gulf of Mexico have experienced some types of internal corrosion in their pipelines. This paper addresses many of the causes of the problem. It also discusses in detail actual operating experiences of a major offshore oil and gas company. In addition, it explains the results of research studies initiated by this company, which recommended in situ coatings as the first line of defense against the internal corrosion. This, in turn, would be supplemented with limited inhibition in conjunction with periodic “soft” pigging as the most successful long-term solution. Over the past twenty-five years, this combination of defenses has proven one hundred percent successful and has more than doubled the life expectancy of several pipelines.

Abstract At an earlier NACE Symposium, an influential paper was presented characterizing the monolithic isolation joint as a possible weak link in pipeline integrity. We will examine the potential failure points identified in this earlier work and offer strategies, based on experience in the field, to ensure that monolithic isolation joints serve their purpose of eliminating the well-documented cathodic protection challenges historically presented by flanged connections. It is true that the monolithic isolation joint is a sealed system, which obscures the individual components inside. How do you do due diligence on a sealed, discrete system to ensure it will perform over the asset lifecycle? We will put forward a detailed specification including: Contractual requirements that monolithic isolation joints and their components are not just batch tested, but individually tested. We will set out a 5 section regimen consisting of Testing, Material traceability, Material capability, Supplier auditing and Weld certification. Additionally, an easy to use “Supplier Assessment Survey” is included to capture a supplier’s rating versus these five critical areas.

Chemical weapons are prohibited, however recent chemical weapons attacks in Malaysia, Syria, Iraq and the UK have raised concerns about their use. In the UK in 2018, four people were taken seriously ill and one person died following exposure to a Novichok, a type of nerve agent. The UK Government recently announced £11m to strengthen the UK’s chemical defences and highlighted chemical, biological, radiological and nuclear (CBRN) threats as an area of focus in the recent Modernising Defence Programme. This briefing provides an overview of chemical weapons including types of chemical weapons and modes of delivery, chemical weapons control and disarmament, investigations of alleged attacks and chemical weapons defence in the UK.

This POSTnote looks at hypersonic missile technologies, efforts to develop them, potential applications, and the possible challenges they may present for missile defence and global stability. Key Points: • Hypersonic missiles combine speeds of over five times the speed of sound with significant manoeuvrability during flight. • Their manoeuvrability enables them to change trajectory during flight, making their flight-path and target difficult to predict. • They fly at lower altitudes than ballistic missiles, which means that they may be harder to track at long distances with some surface-based sensors, such as certain radar. • There are two main types of hypersonic missile: hypersonic glide vehicles (HGVs) and hypersonic cruise missiles (HCMs). • HGVs are mounted onto rocket boosters for launch and may be accelerated to speeds of Mach 20 or more. The glider then separates from the booster and flies unpowered in the Earth’s upper atmosphere at altitudes of 30-80 km, before diving towards the target. • HCMs typically have a ramjet or scramjet engine that enables them to reach hypersonic speeds at altitudes of 20-40 km. • China and Russia have reportedly deployed hypersonic missiles that could deliver conventional or nuclear weapons. The US is testing multiple hypersonic technologies. • The AUKUS agreement between the UK, US and Australia includes developing hyper-sonic and counter-hypersonic technologies. • Developing hypersonic missiles requires significant research and development challenges to be overcome, contributing to their high development and manufacturing costs. • The speed, manoeuvrability and altitude of hypersonic missiles may challenge existing missile defences, although their uses and effectiveness are still being assessed. • Defence analysts disagree about the potential implications of hypersonic missiles for global peace and stability. Some suggest they could increase the risk of conflict escalation, while others say that they will not alter the strategic balance between nuclear powers. • Arms control, export controls and other measures may help limit potential harm to peace and stability, but these approaches face challenges.

Following the release of a China–Russia joint statement in February 2022, analysts have argued that the two countries have become strategically aligned. While both share security concerns and even use similar terminology on ‘active defence’, the manner in which they address these concerns and operationalize these concepts is not the same—at least not yet. When applied to nuclear deterrence, the Chinese version of active defence suggests retaliatory action against a nuclear attack while the Russian version indicates pre-emption in the face of either non-nuclear or nuclear aggression. In terms of space, while both are jointly pursuing a treaty on non-weaponization, China’s defence white papers tend towards a brief and vague mention of challenges, as opposed to Russia’s pervasive concerns over an attack in its military doctrines. Thus, while there is similarity between the two countries, there remain notable differences. This paper explores China’s and Russia’s most recent official documents and statements on their respective nuclear and space postures, combined with some corresponding technological advances. It then makes recommendations to European Union member states on topics that could be addressed in future strategic stability talks that include either one or both countries.
