Abstract While predominantly a country of immigration, France also counts with a sizeable population of citizens abroad of around three million individuals (4% of the domestic population). This chapter provides a general overview of France’s diaspora institutions, consular policies and social protection policies for citizens abroad. It describes in detail expatriates’ conditions of eligibility and access to welfare in the areas of unemployment, health care, pensions, family benefits and economic hardship. It shows that France, by European standards, has a comparatively strong level of engagement with its expatriates, particularly in the areas of electoral rights, culture and social protection. This must be understood in the light of France’s colonial history, its continued ambition to be a global actor, and its well-developed domestic welfare state that has increasingly become de-territorialised.

This chapter marks a departure from the previous three authors treated in this book and looks at an author who questioned the role of a particular Jewish identity in French. Triolet shifted from writing about the painful and confining experience of being a bilingual writer in interwar France to celebrating French-Russian bilingualism in the war in her novel about the Communist Resistance in Lyon and its environs, Le Premier accroc coûte deux cents frances (A Fine of Two Hundred Francs). In the same novel, she also began to analyze Franco-Jewish identity. While she embraces bilingualism in the war, and while she includes Jews in the International struggle, she rejects a particular Jewish language and a particular Jewish experience of the war. The chapter traces her shifting approach to language and Jewishness through three symbols: the corset, a painting of a woman, and buried notebooks.

This chapter talks about early attempts to constitute associations dedicated to the improvement of the mechanical arts, casting light in particular on the earlier, little-known Société des Arts founded in Paris during the Regency (1718). It frames such associations within the broader economic history of France, with special attention to the history of artisans' migrations between France and England, and the demands deriving from France's colonial expansion. Artistes involved in these associations advocated a clear distinction between theoretical and practical knowledge, which aimed to discredit the expertise of academic institutions in technical matters. Appropriating Francis Bacon's distinction between operative and speculative knowledge, artistes contrasted the philosophers' search for truth to their expertise on practical matters and their concern with public good.

In France about 23,000 tons of irradiated graphite waste were generated mainly from 9 nuclear gas-cooled reactors (UNGG type). All these reactors are now shut down. In France, a final disposal route has been decided for i-graphite waste management by the French Parliament in 2006. The planning act of June 28, 2006 has provisioned that a research and investigation programme shall be established with a view to developing disposal options for graphite waste.
