Full textSenegal, like many other African countries, engaged to the way of political and administrative decentralization to enhance development process. The new local collectivities are in very sluggish conditions, compromising their viability, and efforts of cooperation between NGOs, associations and local populations, are not well articulated. This research demonstrates the leaders’ error of prospect consisting first in imitating France decentralization model, and then, creating artificially entities that are unable to sustain popular dynamics. The research also questions concepts of development, local development or any other qualification applied to the concept of development. It shows, through concrete examples, the emergence of the District as the most effective entity for powering popular dynamics and helping populations meet their basics needs

Full textHow to give an account of the dialectical relationship between the density of social interactions and the building of development in a local system of action which the territory can constitute? This is the key question which our thesis tries to answer. The issues of local development are posed with regards to processes carried out by actors of all kinds, registered in contexts of building their territory. The rural municipality of Fandène is a laboratory rich for experimentation of development practices. As such, Fandène is ideal for studying the act of reaching the local, the actor and, to penetrate into the heart of the action, hidden social situations; where the logic of action and the strategies of actors are muddled in the everyday life of projects and development initiatives. Thus, the socioanthropology of development turned out to be useful in addressing these questions and promoted the use of the systematic approach to analyze interactions, on the one hand, the interactions both in the local organizations (EIG, FPG), and between them and the agencies of Development (NGO), and, on the other hand, the motivations of the actors to take part in the so-called development. With observations, interviews and questionnaires, the field inquiry allowed for the collection of data on the actors and created social relationships, whose analysis allowed for, among other things, the start of an incomplete but interesting, ''profiling'' of certain actors, based on the motives and intentions of participating in collective action

Full textIn Senegal, there has been a vast decrease in most vegetation and an exacerbation of erosion processes. These problems are the result of two things : the decrease in rain that has occurred since the 1960's and the effects of human manipulation of the soil, including an extensive use of the soil to grow peanuts, a lack of fertilizer, and the exploitation of wood (used for providing energy, building structures and producing hay. ) These activities have alterated significantly the physical, chemical and biological properties of the soil. This degradation is evidenced by gully erosion, the exposure of iron hardpans, the decrease in agricultural production, the increasing scarcity of wood for energy and construction, and the mass depature of rural inhabitants moving to the city. The traditional strategies of AEL (Agronomy and Environment Laboratory), although in some ways effective, have not been able to change the dynamics of soil erosion. Various organizations – using the AEL's most recent research – have developed cultural practices that are more in sync with the region's climate and soil. Their projects include the construction of sandbanks, dikes, compost pits and ploughings isohypses. Despite the fact that the above-mentioned measures were unable to stop erosion, they have contributed to the improvement of the region's soils in a number of other ways. Most notably, they have managed to: use rain water in a more effective way, offer better protection for agricultural soil, increase agricultural and forestal production and output, structure the land in villages more effectively, reinforce the place of the woman in the village community

Full textDoes the training system of senegalese primary school teachers come within the framework of professionalization? Or does it hold in the way of the scientific criteria of professionalization? Are the systems and the modalities of training contribute to train professional teachers? Do the speeches and practices of the different actors converge to reach the objective of professionalization adopted in the referential of competence in the EFI of 1999. This injunction of professionalization of the primary school teachers does it keep in touch with the stakes of effectiveness and of efficiency of the educational system or does it constitute an "effect of mode" submitted to the wearing of time? Such are the questions to which we try to answer in our present research on "the professionalization of the initial training of primary school teachers in Senegal at the junction of two centuries (the 20th and the 21st centary) : the case of the EFI of Thies". For this, after taking stock of the process of how to evaluate the system of recruitment and training of the primary school teachers in Senegal since the creation of the CFP in 1960 until the erection of the EFI in 1993, which will be replaced by the CRFPE in 2011. We focused our study on the temporal bracket (1995 - 2011) thanks to the multiple transformations and the structural and conjunctural changes which occurred in the educational system. Our study is structured on the double view: formal, for the exploitation of documents and texts that regulate the training,; and operational for questioning the speeches and practices of the different actors. It relies on a mixed approach combining quality and quantity using questionnaires and semi-structured interview in order to test our hypotheses of research. An analysis of our results on the spot shows that our professional aim remains more prescriptive - the appearance in the texts and in the referential of competences of the EFI in 1999 — than operational and more precisely in the training practices. For this, the lack of integrative alternation (no link between theoretical teaching and the practical training), the lack of analytical workshop (no institutionalization of training courses of entire responsibility) and the professional writing are, among others, factors which can inhibit a reflexive training. Furthermore, a centralized organization and standardized training system bereft all self-sufficiency and responsibility to the actors, tendingts "proletarization" (Perrenoud, 1996) instead of professionalization of the initial training of teachers in the primary sector. In fine, our thesis wants to be a pragmatic and scientific contribution to the debates on the usefulness of professionalization in the initial training system of teachers, inviting the authorities and the actors of the educational system to put the emphasis on reflexivity in the pratical training and for this, for the effectiveness of an integrative alternation. The professionalization of the initial training could not hold all its promises, in a way, without installing in the heads of the school —teachers professional competences to answer back the stakes of Senegalese school - universal schooling, the rationalization of human resources, material and financial resources too, to face up to the pedagogical reform and innovations introduced at school. May the CRFPE (Training of education personnel regional centers) founded in 2011 replaced the EFI, integrate in the training plan the questions of the moment of the Senegalese school for a performing training system. Full textOur research focuses on a portion of the dune area of western Senegal, near the coast. The area stretches from Mboro in the north to Rao in the south, and is limited to the west by the coastline and at the east longitude by Guéoul. The deliberate choice of this area allows filling an archaeological gap observable on ail maps and in the bibliography. The goal of our research is to establish the first milestone "heuristic", in order to prepare, after several field campaigns, a preliminary inventory of the various subgroups of the Neolithic and Iron Age found in this region. Our aim was to describe these groups through their material culture, to establish a chronological framework and then compare them with other known sites. It highlighted several Neolithic sites, some of which were attributed to the microlithic Neolithic of the dunes. At least three groups of the Iron Age could be distinguished. Parallel to this, we describe the difficult context of discovery of the sites and their taphonomic analysis, as presented by the Ogolian dune system. This study resulted in a typology of different states of conservation of the dune sites and synthetic hypotheses on their post-depositional evolution. A final aspect was to cross the bibliographic data of auxiliary sciences (geornorphology, palynology, geology, zooarchaeology) with our own data in order to reconstruct the environmental context in which have evolved different landscape according to their periods as well as to the subsistence economy

Full textMany analyses tend to be limited to the notion of accessibility or equipment availability when comparing the ICT appropriation and the digital divide between social frameworks of the North and the South. So, the cultural dimension of the ICT appropriation is often taken for the benefit of a universalist conception. The phenomenon of appropriation is part of a socio-cultural context determined by performances and specific values that are involved in the process. Taking an interest in sociocultural contexts and individuals is essential to grasp the complexity of ICT appropriation. This is all the interest of a comparative approach on mobile phones and networks appropriation between Rennes and Thiès, two cities that are geographically, economically and culturally different. As constituent features of the cities of both Rennes and Thiès, the technical tools incorporate their sociocultural realities. On top of revealing the models of society in force in both cities, the appropriation of these tools reflect the cultural identities of users. This phenomenon shows social relationships of genders, generations and groups. Technical culture, especially competence and minimal skills, play a part in operationalizing the communication tools. However, it varies from users to groups as well as social frameworks. The appropriation also implies purposes, representations, identities of users and a set of mobilized capital (cultural, economical and symbolic). The codes acquired during the socialization process, as well as the trajectories and world views are reflected on the phenomenon. Therefore, the relationship between the identities of users, technics and also the social contexts, is a privileged entry to apprehend appropriation
