Signaling theory provides the framework to address why third-party assurance (TPA) seals may not have the desired positive effect on consumer trust in online merchants. Based on identified antecedents of effective signaling, three research propositions are presented to explore 1) how reliably consumers are able to recall TPA seals on viewed retail websites, 2) how familiar consumers are with major TPA seals, and 3) how accurately consumers comprehend the assurances legitimately represented by the TPA seals. Results of this study of three major TPA seals (TRUSTe, BBBOnLine Reliability, and VeriSign) reveal that subjects have relatively poor notice and recall of TPA seals viewed on a website, have limited familiarity with TPA programs, and have incomplete and largely inaccurate understanding of the assurances represented by the TPA seals. These results suggest that TPA seals may not fulfill their potential to influence consumer trust in online merchants, because the signals are not effectively noticed or accurately interpreted by consumers.

Despite the fact that over half of U.S. residents are now online, Internet users hesitate to enter into transactions with e-retailers in the absence of certain assurances. Recent IS research shows that institution-based assurance structures, such as Web seals, are drivers of online trust. We extend the research in online trust to include the effect of third-party organization (TPO) credibility on both Internet users’ perceptions of assurance structures and purchase risk. Findings indicate that TPO credibility is positively related to the value that Internet users assign to assurance structures and negatively related to perceptions of purchase risk. Furthermore, perceptions of TPO credibility are strongly associated with users’ trusting attitudes toward the e-retailer. For some online consumers, trust may have less to do with privacy and security and more to do with the reputation of the TPO. These findings have important implications for the design of Web sites, the selection of assurance providers and services, and the reputation of both e-retailers and providers.

med-CERTAIN (MedPICS Certification and Rating of Trustworthy Health Information on the Net, http://www.medpics.org/medcertain/) is a recently launched project funded under the EU Action Plan for safer use of the Internet It will provide the technical infrastructure for an international system of &amp;ldquo;quality seals&amp;rdquo; for Internet health information. Digital &amp;ldquo;quality seals&amp;rdquo; may be evaluative metainformation (using standards such as PICS=Platform for Internet Content Selection, now being replaced by RDF/XML) assigned by trusted third- party raters. The project will also enable and encourage self-labelling with descriptive metainformation by web authors. Together these measures will help consumers to identify high-quality information on the Internet. Med-CERTAIN will establish a fully functional demonstrator for a self- and third-parry rating system enabling patients and consumers to filter harmful health information and to positively identify and select high quality information. We aim to provide a system allow European citizens to place greater trust in networked information, exemplified in the domain of health information, whilst also making a significant contribution for similar projects with different target domains. The project will demonstrate how PICS-based content rating and filtering technologies can automate and exploit value-adding resource description services. The proposed technology strategy combines a pragmatic use of simple existing technologies for data acquisition with a future-oriented standards policy intended to lead rather than follow the evolution of definitions for information- mediation services.

The purpose of this chapter is to investigate the current status of online privacy policies of Fortune 100 Companies. It was found that 94% of the surveyed companies have posted an online privacy policy and 82% of them collect personal information from consumers. The majority of the companies only partially follow the four principles (notice, choice, access, and security) of fair information practices. For example, most of the organizations give consumers some notice and choice in term of the collection and use of their personal information. However, organizations fall short in security requirements. Only 19% of organizations mention that they have taken steps to provide security for information both during transmission and after their sites have received the information. The results also reveal that a few organizations have obtained third-party privacy seals including TRUSTe, BBBOnline Privacy, and Safe Harbor.

This chapter examines the importance of the midterm elections of 1934 and 1938 for the presidency of Franklin D. Roosevelt, the consolidation of the Democrats’ status as the new majority party, and the political success of New Deal liberalism. Sweeping Democratic gains in 1934 in defiance of historic trends that a president's party lost seats at midterm laid the foundations for FDR's second hundred days burst of reform in 1935. In 1938, conversely, Republican gains at the expense of liberal Democratic legislators and the corollary enhancement of conservative Democratic influence in the congressional party's ranks, boosted by the failure of FDR's attempted purge of three Southern senators, halted the legislative momentum of the New Deal. Nevertheless, this outcome influenced Roosevelt's decision to seek an unprecedented third term in 1940 in order to guarantee a liberal succession in the presidential wing of his party.

The diagnosis of a generator rotor vibration in a 1,000 MW nuclear plant unit is presented. Several vibration excursions were recorded between July and August 2002. The excursions were somewhat repetitive in shape, but erratic and presented a clearly worsening trend, which threatened the continuous operation of the unit. In addition to high bearing vibration levels, the vibration force was transmitted to the Generator’s Current Transformers showing vibration levels in excess of 18 mils.
