The aim of the study is to systematize risks and threats of digital transformation of the society for subsequent development of advanced law-making decisions. Having considered classification of digitalization threats and risks of proposed in science, the author proposes to divide all the threats of digitalization into 3 groups: hypothetical, real and epistemological. The most crucial are the real threats that appear at the present stage of technical development and urgently require legal solutions. In general, all the real threats are associated with security problems of individuals, businesses, society and the state in a digital environment.

Digitalization, considered in a broad sense as the most important modern trend of social development, is generally accompanied not only by positive consequences for the economy and society, but also by challenges, threats, as well as negative consequences of the implementation of these threats. Digitalization, considered in a narrow sense as the transformation of information of any kind into its digital form and involving the use of digital information, can also be described by challenges, threats, negative consequences and risks. Among the latter, a significant role is played by the risks of violating the security of digital information — cyber risks. Since they can have a negative impact on digitalization, considered both in a broad and narrow sense, there is a problem of allocating cyber risks and managing them in order to reduce possible losses and damage caused by the implementation of these cyber risks. The article defines the interrelationships of the concepts of digitalization, challenge, threat, negative consequence and risk; identifies the role and justifies the high importance of a cyber call as a requirement to ensure the security of digital information; determines the factors of influence on cyber risks; suggests a variant of building a cyber risk management program, the implementation of which will contribute to reducing the possible negative consequences of digitalization caused by a violation of the security of digital information.

The term “digitalization” for a long time settled in the agenda of significant events dedicated to education. The education system, fulfilling the adopted program, should prepare a huge number of schoolchildren, students and workers for life with the indispensable use of information and communication technologies. However, often the actual digitalization is reduced either to the digitization of educational materials and documents in educational structures, or to unhindered access to the Internet. If the request for digitalization is addressed to education, then, being in the pedagogical space, it would be reasonable to first determine what and how to teach. The problem of the lack of a reasonable psychological and pedagogical concept of digital learning, which could be used by the subjects of the educational process as a basic one, is raised in the article.

Статья посвящена исследованию рисков и угроз для налогового администрирования, формируемых в условиях цифровой трансформации экономики, перевода бизнеспроцессов и документооборота в электронный формат для повы ения эффективности налогового администрирования и увеличения налоговых доходов государства. Автором проанализированы современные направления развития цифровой экономики, сферы внедрения передовых цифровых технологий в предпринимательскую деятельность, приоритеты налоговой политики России сквозь призму цифровой трансформации экономики, а также подходы к регулированию налогового администрирования для обеспечения его соответствия современным запросам бизнеса. Проведенный анализ позволил детерминировать ключевые направления формирования факторов риска уклонения от налогообложения с применением информационно-коммуникационных технологий, такие как экономический, правовой и операционный, именно в этих сферах образуются предпосылки появления налогового риска либо вследствие складывающихся институциональных условий, либо по причине умы ленного ухода от уплаты налогов недобросовестных экономических субъектов. Выводы и рекомендации, сформулированные автором, могут быть применены для предотвращения и борьбы с уклонением от налогообложения экономических субъектов, активно использующих в своей хозяйственной деятельности инновационные бизнес-модели, внедряющие в свои производственные процессы новые технологии и ре- ения. Научная значимость заключается в теоретическом рас ирении возможности возникновения налоговых рисков в цифровой экономике. Практическая значимость исследования состоит в том, что результаты могут быть использованы на практике налоговыми администрациями при осуществлении налогового контроля и администрирования налоговых доходов, поступающих в бюджеты бюджетной системы страны. The article is devoted to the study of risks and threats for tax administration, formed in the conditions of digital transformation of the economy, the transfer of business processes and workflow to an electronic format to improve the efficiency of tax administration and increase the tax revenues of the state. The author analyzes modern trends in the development of the digital economy, the areas of introduction of advanced digital technologies in business activities, the priorities of the tax policy of Russia through the prism of the digital transformation of the economy, as well as approaches to the regulation of tax administration to ensure its compliance with modern business needs. The analysis made it possible to determine the key areas of formation of risk factors for tax evasion using information and communication technologies, such as: economic, legal and operational, it is in these areas that the prerequisites for the emergence of tax risk are formed either as a result of the emerging institutional conditions, or due to deliberate tax evasion unscrupulous economic entities. The conclusions and recommendations formulated by the author can be applied to prevent and combat tax evasion by economic entities actively using innovative business models in their economic activities, introducing new technologies and solutions into their production processes. The scientific significance lies in the theoretical expansion of the possibility of tax risks in the digital economy. The practical significance of the study lies in the fact that the results can be used in practice by tax administrations in the implementation of tax control and administration of tax revenues to the budgets of the country's budget system.

Abstract:
The formation of a digital economy is one of the current trends of our time, opening up new prospects and opportunities for the development of high-tech business, improving public administration, and improving the quality of life of people. However, digitalization contains challenges and threats, in particular to the national interests of the country in the economic sphere. The article analyzes the main risks and threats to economic security associated with digitalization and identifies two groups: risks resulting from digitalization and risks that hinder digitalization. It is noted that the maximum use of the benefits and advantages that digitalization brings, and the neutralization of potential threats require active regulation by the state. The most important document that determines the development of digitalization in the country is analyzed — the national program “Digital Economy of the Russian Federation” from the point of view of taking into account potential threats and risks of the development of digital processes in its constituent federal projects in order to neutralize their possible negative impact on the socio-economic sphere. Based on the assessment of the implementation of the national program, the types of risks that may hinder its effective implementation have been identified. In order to create an effective risk management system that arises in the process of digitalization, it is proposed to form at the federal level a unified standard classifier of the risks of implementing the digital transformation of the economy and, on its basis, a register of identified risks. The organization of systematic work to identify and neutralize risks will contribute to the successful digital transformation of the country.

The study’s relevance is determined by the significant impact that digitalization has on the economic and social activities of modern states, which engenders new risks and threats to the functioning of va­rious systems and institutions. Based on the evolutionary-institutional analysis and systems analysis methods, the study identifies the threats of digitalization and the associated macroeconomic risks and describes the current approaches to digital risk management. The evolution in the understanding of risk and contemporary approaches to risk assessment is traced in relation to business, social, economic, investment, military, and political threats. Among the critical risks of digitalization, an important place is occupied by cyber risks, which are part of the strategic risks of enterprises, credit risks and regulatory risks. These risks affect markets and create a systemic risk stemming from the possible damage to elements of the infrastructure and market. Technology-driven risks have a systemic character as they may affect more than one country, economic sector, as well as a wide range of natural, technological, and social systems. The study offers an analysis of digitalization risk assessment methods (STRIDE, CIA, OCTAVE) and provides an overview of the qualitative and quantitative methods used to assess digital threats. Modern approaches to cyber risk management include modeling threats and vulnerabilities. These methods may prove especially useful to identify, classify and prioritize threats and to develop selective risk reduction measures. The concepts of FinTech and Central Bank Digital Currency (CBDC) are discussed in relation to the associated risks to the stability of national and international financial systems. The study also considers the concept of e-government, the stages of the evolution of e-government characterized by different risks to systems of public administration.

Since the beginning of modernity, the use of rhetoric have prevailed; that is, the technique of perverting the language giving concepts different meanings presuming nothing have changed when in fact, it has occurred. The same thing happens with the concept of Constitution, it has been completelymodified its sense from the progress of individual rights moral. In this article the intention is to demonstrate the nature of this change and at the same time claim on the «old constitutionalism» validity and also the rule of law and political will beginning on a critical reading of contemporary constitutionalism and considering its tendency to constitutionalize or materialize the law, ironically risking the same values intended to defend.<br>Desde inicios de la modernidad se ha venido imponiendo el empleo de la retórica, es decir, la técnica de pervertir el lenguaje dotando a los conceptos de distintos significados para presumir que nada ha cambiado cuando en realidad sí se ha dado el cambio. Esto mismo acontece con el concepto de Constitución, que ha modificado completamente su sentido apartir del avance de la moral de los derechos individuales. Este texto pretende mostrar la naturaleza de este cambio y reivindicar a su vez la vigencia del «viejo constitucionalismo» y el imperio de la ley y la decisión política a partir de una lectura crítica del constitucionalismo contemporáneo y su tendencia a constitucionalizar o materializar el derecho, contribuyendo paradójicamente a poner en riesgo los valores que pretende defender.

With the development and growth of mobile technologies, mobile phones enable users to perform a number of different tasks with their devices: from sending simple text messages, checking e-mails and browsing the internet, to running elaborated applications. Nowadays, the mobile phone platform creates great opportunities for businesses, especially due to its capabilities and population coverage: the number of mobile subscriptions approaches global population figures. In order to explore such opportunities, most banks have already launched their mobile applications and/or re-designed mobile version of their websites. One of the benefits of using mobile banking is the possibility for users to carry out bank transactions, such online payments or transfers, at anytime and anywhere. Expectations for the adoption of mobile banking were high; however, it represents about 20% of mobile phone users at the present. One factor has been recognised as being a strong reason for users not to adopt mobile banking: their concerns about security. This dissertation focuses on the relationship between the trust users have in mobile banking and the security risks that the use of mobile devices potentially pose. A questionnaire was created in order to gather users’ perception of security about mobile banking, and its results compared with recognised security issues.

У цьому контексті варто розглянути процес оцифровки охорони здоров’я та пов’язані з цим питання захисту персональних даних, обмеження особистих свобод заради суспільного добробуту, ефективні. Мета – проаналізувати сучасний стан цифровізації у сфері охорони здоров’я в Україні та світі та визначити подальші сфери застосування засобів інформаційно-комунікаційних технологій у цій сфері. Суть BIG-DATA та LONG-DATA для глобальних управлінські рішення щодо подолання майбутніх епідемій. Напрям політики громадського здоров’я особливо актуальний в умовах глобального карантину, протиепідеміологічних заходів та посилення цифрового контролю, коли людство стикається з вимушеною соціальною атомізацією та запровадженням covid-паспортів.<br>В настоящее время в Украине и во всем мире проблема развития общественного здравоохранения становится актуальной с учетом распространения коронавирусной инфекции COVID-19. В этом контексте стоит рассмотреть процесс оцифровки здравоохранения и связанные с ним вопросы защиты персональных данных, ограничения личных свобод в интересах общественного благосостояния, эффективности. Цель состоит в том, чтобы проанализировать текущее состояние цифровизации в сфере общественного здравоохранения в Украине и мире и определить дальнейшие области применения инструментов информационных и коммуникационных технологий в этой области. управленческие решения по борьбе с будущими эпидемиями. Abstract:
Purpose – The purpose of this study is to advance the understanding of what enablers and risks become evident in value co-creation and how they affect value proposition development. To fulfill this research purpose, the following research questions were derived: RQ1: What are the enablers that become evident during value co-creation in an IT context?, RQ2a: What are the risks that become evident during value co-creation in an IT context?, and RQ2b: How can IT service providers mitigate these risks during value proposition development? Method – The study is an exploratory inductive single case study of a specific business environment that revolves around related services in the IT industry. In total, six organizations and one expert, all of whom have knowledge of the situation of inquiry, participated in the study. The data collection was conducted in three different waves of semi-structured interviews. In total, 27 interviews were held, and results were derived using a combination of the Gioia analysis and thematic analysis. Findings – The findings from the study is a framework illustrating the enablers, risks, and mitigating actions in value co-creation during value proposition development. The most critical antecedent enablers are transparency, goal congruence, and customer involvement. The most prominent risks are organizational transformation, measuring instruments, and juridical. The most important actions are change management and continuous evaluation. Theoretical and practical implications – The study contributes with insights into the scarce literature on value co-creation and digital servitization by empirically clarifying the key aspects that orchestrate the value co-creation process. Our framework assists practitioners to better evaluate if they have the abilities required to conduct specific value co-creation activities. Limitations and future research – The study is limited by a single case study of a specific business environment by adopting a B2B perspective. Hence, future studies are recommended to extend and validate our findings in other industrial settings.<br>Syfte – Syftet med denna studie är att utöka förståelsen för vilka möjliggörare och risker som blir centrala inom värdesamskapande och hur dessa påverkar framtagandet av värdeerbjudanden. För att uppfylla syftet härleddes följande forskningsfrågor: RQ1: Vilka är de möjliggörare som blir uppenbara vid gemensamt värdeskapande inom ett IT-sammanhang?, RQ2a: Vilka är de risker som blir centrala vid värdesamskapande inom ett IT-sammanhang?, och RQ2b: Hur kan IT-tjänsteleverantörer mitigera dessa risker vid framtagandet av värdeerbjudanden? Metod – Studien genomfördes som en explorativ induktiv enskild fallstudie inom en specifik affärsmiljö som kretsar kring relaterade tjänster inom IT-branschen. Totalt deltog sex organisationer och en ämnesexpert i studien, varav alla har kunskap inom det undersökta området. Datainsamlingen genomfördes i tre olika vågor av semistrukturerade intervjuer. Totalt genomfördes 27 intervjuer och resultaten analyserades med en kombination av Gioia analys och tematisk analys. Resultat – Resultatet av studien är ett ramverk som illustrerar möjliggörare, risker och mitigerande åtgärder inom kontexten av värdesamskapande under utvecklingen av värdeerbjudanden. De mest kritiska möjliggörarna är transparens, målöverensstämmelse och kundinvolvering. De mest framträdande riskerna är organisatorisk transformation, mätinstrument och juridiska. De viktigaste åtgärderna är förändringsledning och kontinuerlig utvärdering. Teoretiska och praktiska implikationer – Denna studie bidrar med insikter till den bristande litteraturen inom domänerna värdesamskapande och digital tjänstefiering genom att empiriskt klargöra de viktigaste aspekterna som utgör den värdesamskapande processen. Vårt ramverk hjälper utövare av värdesamskapande samarbeten att utvärdera om de har de förmågor som krävs för att genomföra specifika värdesamskapande aktiviteter. Begränsningar och framtida forskning – Studien är begränsad till att undersöka en specifik affärsmiljö inom ett B2B-perspektiv genom en enskild fallstudie. Därför rekommenderas framtida studier att utvidga och validera resultaten inom andra industriella kontexter.

In 2012, the county of Uppland in Sweden launched a service granting patients online access to their electronic medical record (EMR), including the list of staff who have logged into the record (the “log list”). Patients seem predominantly positive to this service whereas many professionals, physicians specifically, have expressed concerns about, for example, increased risks of threats and violence towards healthcare staff. One year after launch the present study was conducted to examine whether staff whose patients had gained access to online EMRs experienced greater risks of threats and violence, and were exposed to more threats and violence, than those whose patients had not yet gained access. The extent to which professional role, gender, work experience and staff attitudes to the service were important factors was also examined. A total of 174 professionals at Uppsala University Hospital responded to a web survey (35% response rate). 83 represented the emergency department, whose patients had online EMR access, and 91 represented the psychiatric department, whose patients had not. 40% of all participating professionals, emergency physicians and psychiatric staff specifically, believed that risks of threats and violence increase after launch. The results did not, however, support a correlation between patient access to online EMRs and more incidents of threats and violence, and only one respondent reported that patient access had played any significant negative role in relation to an incident. These and other results may prove useful as the online EMR service is now being launched in other Swedish counties as well.<br>År 2012 infördes inom Uppsala läns landsting en tjänst som ger patienter tillgång till sin journal via nätet, inklusive listan över personal som loggat in i journalen. Patienter har visat sig vara övervägande positiva till tjänsten, medan många vårdgivare, speciellt läkare, har uttryckt farhågor gällandes, till exempel, ökad risk för hot och våld mot vårdpersonal. Ett år efter införandet genomfördes denna enkätstudie med syfte att undersöka om sjukvårdspersonal vars patienter fått tillgång till journal via nätet upplever högre grad av risk för hot och våld samt om de i realiteten är mer utsatta för hot och våld än dem vars patienter inte fått denna tillgång. Även betydelsen av yrke, kön, arbetserfarenhet samt generell attityd till journal via nätet undersöktes i relation till hot och våldsrisker respektive utsatthet för våld. En webundersökning besvarades av 174 anställda vid Akademiska sjukhuset i Uppsala (svarsfrekvens 35 %). 83 representerade den öppna akutvårdsmottagningen, vars patienter hade tillgång till journal via nätet, och 91 representerade de slutenvårdspsykiatriska avdelningarna, vars patienter inte hade denna tillgång. 40 % av respondenterna, speciellt akutvårdsläkare och psykiatrivårdspersonal, trodde att riskerna för hot och våld ökar vid införande av journal via nätet. Resultaten påvisade dock inte någon korrelation mellan patienttillgång till journal via nätet och förekomst av hot- och våldsincidenter och endast en respondent svarade att patienttillgång spelat en betydande negativ roll i relation till en incident. Dessa och andra resultat i studien kan vara av betydelse nu när införanden av journal via nätet sprids även till andra landsting i Sverige.

The technological development of the past decade has brought about revolutionary changes in our everyday life. We communicate and find information differently than ten years ago. In comparison to this, the changes brought about by networked devices are understated, even in the short term this technological step can be the one which fundamentally changes the lives of individual users and organizations, the production structure, and also business models. It can be said that Industry 4.0 has transformed the global industrial environment, not sparing accountancy either. The accounting profession can be considered to be traditional, in which the rules and principles have not radically changed in the last decade(s). Globalization, increasing regulations, new technological solutions, and innovations have also made an impact on the profession. Therefore, accountants have a significant opportunity to expand their digitized skills and knowledge, but at the same time, the changes also pose a threat to them if they do not understand how they affect the organization. The challenges facing the individual accountant are manifested in the rapid adaptation and necessity of business practices and business processes without sacrificing the basic accounting rules and principles. In our research, on the one hand, the opportunities and risks related to the digitization of the accounting profession are examined, on the other hand, the challenges faced against digitalization are overviewed, and, thirdly, the results of a questionnaire study administered amongst people working in the field and students are reported. Our results highlight that digitization represents both significant opportunities and risks for the future. The most important challenges to digitization can be outlined as follows: the use of big data in accounting and reporting, cloud-based and continuous accounting, artificial intelligence and blockchain technology. In conclusion, it can be said that technological advances and digitization will have a significant impact on the industry in the future as well, which will introduce changes in the education system, and the needs of the users of accounting information will change. These changes will affect the work of accountants, the acquisition and adaptation of new knowledge, and ultimately the quality of accounting reports.

Abstract Buried pipelines installed in high-voltage corridors generally experience a continuous safety and corrosion threat. Powerline data must be requested from different utilities, the ensuing data may be limited challenging or impossible to obtain. This often results in over or under design of the AC Mitigation systems. After installation, a pipeline operator ‘hopes for the best' regarding acceptable powerline operating conditions. However, powerline loads, and phasing may unexpectedly change without notice, further exacerbating risks. These events might be detected during ad-hoc monitoring, assuming the equipment has been installed in the correct locations, but the power line circuit(s) responsible for the increased risk, remains unidentified. A twin technology approach is presented, whereby a novel power line monitoring device records both the current load and powerline phasing. This data is fed into an advanced computational model that calculates the instantaneous AC interference levels on the entire collocated pipeline. A case study demonstrates how a pipeline operator remotely monitors and takes control of the AC safety and corrosion risks on the pipeline, whilst identifying the responsible powerline and its operator. The return on this investment and improvements to the operator’s safety are unsurpassed.

Research Objective: Comprehensive analysis of the impact of digitalization on patients’ rights and safety in the context of legal violations in healthcare. Materials and Methods: Analysis of relevant domestic and foreign literature sources, as well as normative legal acts, was conducted. Literature search was carried out in scientific libraries and the informational legal system “State Register of Legal Acts of the Republic of Moldova.” Results and Discussion: Identified two key aspects of the impact of digital technologies on healthcare: positive changes, such as improved accessibility and personalization of medical services, and negative consequences, including the growth of cyber threats and data confidentiality issues. Discussed the need for a comprehensive approach to mitigate these risks, combining technological, organizational, and legal measures. The importance of future research on the impact of the latest technologies on data security and patients’ rights is noted. Conclusion: Digital technologies have improved healthcare but created challenges, including cyber threats, which require an integrated approach that combines technology, law, and education, as well as public-private partnerships and international community.

An analysis of modern scientific research on the problems of the digital learning model, with all its advantages, also makes it possible to highlight a number of risks and threats, without which the digital transformation of education will not be successful. Rulers have commissioned maps to control the financial, economic, political, and military aspects of their sovereign entities. Large scale projects like the Ordnance Survey in the UK in the late 18th century, and the Lewis and Clark Expedition a few decades later to map the American West, are early examples of trailblazing efforts to create accurate modern maps of high strategic importance. Digitalization, globalization, and a larger urban and educated workforce necessitate a new understanding of the world, beyond traditional maps based on geographic features. Many of today's most critical threats know no geographic borders. For instance, cyber attacks can be orchestrated through globally distributed bot networks; just-in-time manufacturing relies on the free flow of goods across jurisdictions; global markets and the infrastructures that support them relay information and price signals globally within seconds. A lack of understanding financial interdependencies was clearly demonstrated by the freezing of credit markets in the last financial crisis and the uncertainty created by Brexit. Ten years after the financial crisis, we are still only beginning to map, model and visualise these critical maps of the financial world. We call for attention to work on a large scale project of "Financial Cartography" to address this gap. In financial cartography, we replace geographic proximity with logical proximity, such as financial interdependence, similarity (e.g., of portfolio or income streams), a flow of transactions or a magnitude of exposures. Similar to geographic maps, financial maps will find many important uses across business, government and military domains. Critically, they are needed for protection and projection of state power, for optimizing and managing risks in business, and in making policy decisions related to the major challenges of climate change, mass migration and geopolitical instability. Fundamentally, cartography is a way that reality can be modeled to communicate information on “big data” sets. Cartography allows one to simplify and reduce the complexity of the data to highlight salient features of the data, and to filter out noise. This makes maps ideal devices to increase the bandwidth by which information can be communicated to its users, for making quick decision based on complex data. In the following pages, we make a case and provide starting points for a research agenda around "Financial Cartography" in three interrelated parts: Maps of Trade Networks Maps of Financial Markets and Maps of Financial Market Infrastructures

The intent of this study is to assess the readiness, resourcing, and capabilities of public transit agencies to detect, identify, be protected from, respond to, and recover from cybersecurity vulnerabilities and threats. This study is an update of the 2020 Mineta Transportation Institute (MTI) study, “Is the Transit Industry Prepared for the Cyber Revolution? Policy Recommendations to Enhance Surface Transit Cyber Preparedness.” In the previous study, the authors found that the transit industry was ill-prepared for cybersecurity attacks. Unfortunately, after four years and the development of new, and often free, resources, the situation has not markedly improved. In fact, this survey, which included a larger number of small rural transit agencies, shows that they lag far behind their larger peers. The increasing sophistication of cybercriminals, in combination with a greater reliance on technology within the transit industry, puts the industry at greater risk than in 2020. This study reviews and updates the state of best cybersecurity practices in public surface transit; outlines U.S. public surface transit operators’ cybersecurity operations and the resources available to them; reviews U.S. policy on cybersecurity in public surface transportation; and provides policy recommendations that address gaps or identify issues for Congress, the Executive Branch, public surface transit agencies, and their associations and other supporting organizations. Research methods include an online survey and oral interviews with public surface transit agencies in the United States as well as oral interviews with members of the Executive Branch (e.g., the U.S. Department of Transportation, the U.S. Department of Homeland Security), as well as research of literature published in periodicals. There is an exponentially expanding gap between the cybersecurity preparedness that should exist and the growing threats from increased reliance on technology and the opportunities by malicious actors. This research provides information that can be used to help close that gap.

Outdoor workers face severe risks from extreme heat—risks that will increasingly threaten the health and livelihood of tens of millions of outdoor workers in the United States as climate change makes dangerously hot days more frequent and intense. With economic and legal systems that routinely discount their lives and safety, workers who experience heat-related injuries or illnesses on the job have little to no recourse. By midcentury, with no action to reduce global warming emissions, an estimated $37.1 billion in outdoor workers’ earnings would be at risk annually due to extreme heat. Even with bold action to limit emissions, outdoor workers will face severe and rising risks from extreme heat. Policymakers and employers must take actions to protect outdoor workers.

Global resource markets are still reeling from the impacts of Russia’s invasion of Ukraine; the two countries are major suppliers of energy, food and fertilizers. Supply disruption and the sudden imposition, in response to the crisis, of unprecedented economic sanctions, trade restrictions and policy interventions have caused prices of commodities to skyrocket. Before the conflict, demand for global resources already exceeded supply and drove up prices as economies rebounded after the COVID-19 pandemic. This gave rise to a global cost-of-living crisis, characterized by increasing levels of energy and food poverty. This situation is likely to become much worse as a consequence of the war in Ukraine, and poses a threat to human security, particularly among low-income and vulnerable populations. Governments must invest now to build resilient societies and economies to meet these long-term challenges. Mitigating the most immediate harms to populations is a top priority for policymakers, but failure to keep long-term objectives in mind – climate change mitigation, in particular – can lead to bad decisions that further embed existing fragilities in economic and social systems.

Although the Caribbean's Small Island Developing States (SIDS) minimally contribute to global greenhouse gas emissions, they face disproportionate climate risks and are particularly susceptible to systemic economic threats posed by climate change and subsequent increases in climate variability. Historically, strategic programs and investments have sought to develop more robust and adaptive engineered systems to absorb climate threats. However, such initiatives are limited and under-resourced in the SIDS’ context. This article reviews existing climate strategies in the Caribbean and then critically examines current gaps and barriers relating to climate impact knowledge, needs, and implementation. This examination can assist Caribbean SIDS leadership to identify opportunities to transition from a vulnerability-reducing mindset to one of resilience and transformative adaptation to improve long-term economic outlooks, social welfare, and environmental stewardship despite recurring and escalating climate risks.
