Abstract:

Pat Tillman—an Arizona Cardinals player who sacrificed everything to serve his country but died in Afghanistan—was initially touted as a true American hero who was killed by enemy fire. In reality, however, the Tillman narrative was based on nothing but military propaganda. This research focused on how mainstream U.S. newspapers used news frames, overall story tone, and news sources before and after the official acknowledgement of the true cause of Tillman's death as fratricide. As hypothesized from C. Wright Mills' "lesser institutions," Antonio Gramsci's hegemony, and Edward S. Herman and Noam Chomsky's propaganda model, the newspapers generally decreased both direct and indirect references to news frames involving "lesser institutions" (e.g., NFL, Arizona State University) and ideological values (e.g., heroism, patriotism) after the revelation, but they were not critical of the Iraq/Afghanistan wars or the Bush administration at all. In addition, they increased their dependence on official sources and decreased family and friend sources after his cause of death was changed. The results as a whole indicate that in the Tillman saga, the revelation of his true cause of death introduced a significant disruption to the propaganda information system, causing news frames to decrease, but the third filter of the propaganda model—reliance on official sources—was strong enough to overcome that disruptive event and continue to protect the power elite.

Abstract:

My introductory biology students are expected to acquire an extensive vocabulary and I have noticed that they often struggle to learn and make connections between the many Greek and Latin derived terms. This study investigated the effects of dichotomous keys with analogies on college students' understanding of concepts. Twenty adult students enrolled in one section of my Grade 12 equivalent biology course participated. A combination of quantitative and qualitative data collection tools were used to evaluate my intervention's impacts on understanding, long-term memory, and higher-order thinking skills. Data from the three treatment units were compared to one nontreatment unit during which only existing teaching methods were employed. Paired two-tailed t-tests were used to quantify any differences observed between the preunit, postunit, and delayed unit assessment scores. Student-generated works, and interview data obtained from low-, middle-, and high-achieving students, were compared to allow for triangulation of the data. Other forms of data collection were used to determine the effects of dichotomous keys with analogies on biology students' attitudes and motivation. Students' written comments on pretreatment and posttreatment attitude scales were compared to identify trends and outliers, while responses to Yes/No questions were quantified using chi-square analyses. In addition, teacher journaling and classroom observations by a peer observer were employed. The effects on my own teaching, time management, and attitude were assessed through the use of teacher attitude scales, journaling, and peer observations. The data indicate no significant improvement in students' overall conceptual understanding and higher-order thinking skills following the treatment period, but significant benefits were observed with respect to concept retention. Both lower-order thinking skills, and student and teacher attitudes and motivation, yielded mixed results. One group of students thrived during the prolonged use of dichotomous keys, while the other group became frustrated with, and disengaged from, its highly structured format.

Abstract:

Although the federal government has banned contributions from corporations to candidates since 1907, this prohibition does not apply to state-level elections. Twenty-nine states allow for direct corporation-to-candidate contributions in their elections, including six states that impose no limitations on these contributions. This paper compares these states on the basis of input factors that may have led to these different policies on corporate contributions, as well as comparing them on the basis of various factors that may result from maintaining such policies. The paper concludes by considering future campaign finance policy in light of these comparisons.

Abstract:

The thesis catches up a phenomenon in contemporary exhibition practice: the presentation of art beyond traditional platforms such as museums and galeries. It is the Berlin based nightclub Berghain that in this case study is object for an analysis of an alternative art space. The two photographies Ostgut Freischwimmer rechts and Ostgut Freischwimmer links of the german artist Wolfgang Tillmans were to be seen there after being sold to art museums in Switzerland exhibited together with other works of the collection at Fondation Beyeler. The comparison of the club as the new and alternative and the museum as the traditional and institutional is the specific concern of the work: on which institutional structures is the staging of art based on and how can they be altered and contrasted by means of place and exhibition features. The meaning of art is determined by its physical setting and the institutional and ideological constituencies that are lying behind it. This interconnection is examined by terms of Henri Lefebvre social space and Arthur C. Danto and George Dickie. Contextualisation, categorisation and the creation of an aura of theory as well as established roles and hirarchies determine the institutionalized artwold and are reverted in the attempt to create an alternative space. The creation of the new is based on its differentiation from the traditional and is therefore to be seen as a concept, a repetition of structures that is filled with new contents. In his function of curator to both of the exhibitions, Wolfgang Tillmans extends his artistical practice over the medium of photography - by this way, the pictures meaning is transcending its visuality and interacts with the space, communicating different values in different situations. The comparison of the the two exhibition sites shows: silence is replaced by sound, contemplation is replaced by movement, history and context by nowness and momentarity. But still is the exhibition of art is bound to structures. The question therefore should not concentrate on finding an alternative beyond institutional structures, but on which kind of institution it could be that expresses the intended meaning of an art work. By this terms, the argument can be traced back to Wolfgang Tillmans himself and both his personal, artistic and curatorial world view: imagining an anti-hirarchical culture in which no one is to claim the truth further than in its own immediate moment of experiencing it

Abstract:

The food-safety legislation in Sweden were changed and updated in 1996, much because of demands from the European Union for a common legislation regarding the food-safety issues in the EU. This report discusses how the Swedish authorities are dealing with the new legislation in Sweden. Further on the report presents how the food safety officers in the municipalities in Sweden are implementing this new legislation in their daily work, especially the requirements regarding the HACCP, Hazard Analysis Control and Checkpoints. The report shows that the implementation is quite slow and that many foodsafety-officers don’t implement the legislation in the same way all over the country. In some parts of Sweden the officers demands a complete Hazard-analysisplan with Critical checkpoints while in other parts of Sweden the are not the same demands. The reason to why this is possible may be the educational differences between the food safety officers in Sweden. In some municipalities the officers are well educated about the new legislation including HACCP while other municipalities don’t afford or take the time to educate their officers. The report also shows that the knowledge of the new legislation is poor among the people who work in the food-section.

Abstract:

Uppsatsen behandlar IVO:s tillsyn av socialnämnder i individ- och omsorgsärenden. Uppsatsen belyser de problemområden som uppstår då en tillsynsmyndighet har att förhålla sig till en ramlag. Varje kommun ansvarar för socialtjänsten inom sitt område och har det yttersta ansvaret för att enskilda får det stöd och den hjälp som de behöver enligt 2 kap. 1 § st. 1 socialtjänstlagen (2001:453) (SoL). Enligt 1 kap. 1 § st. 2 regeringsformen (1974:152) (RF) förverkligas det svenska folkstyret genom bland annat kommunal självstyrelse. Enligt 14 kap. 2 § RF sköter kommunerna de lokala och regionala angelägenheterna på den kommunala självstyrelsens grund. Kommunerna har rätt till självbestämmande inom sitt område och eftersom dessa områden bestäms i lag är det riksdagen som slutligen sätter gränserna för det kommunala självstyret. Kommunerna är tämligen fria i utformningen av socialtjänsten i och med socialtjänstlagens ramlagskonstruktion. Tanken är att socialtjänstlagen ska tjäna som ram för det sociala arbetet och lagstiftningen ger uttryck för att ett helhetsperspektiv ska få genomslag i handläggningen. IVO ska enligt 13 kap. 2 § SoL granska att den verksamhet som står under socialtjänsten uppfyller krav och mål enligt lagar och andra föreskrifter samt beslut som har meddelats med stöd av sådana föreskrifter. IVO:s tillsynsverksamhet blir begränsad på så vis att myndigheten inte kan detaljstyra kommunerna mer än vad lagen tillåter utifrån ramlagskonstruktionen. Sanktioner möjliggör en effektiv tillsyn. I uppsatsen beskrivs och problematiseras de sanktionsmöjligheter som IVO har att tillgå. Analysen sker både utifrån en praktisk och teoretisk utgångspunkt. I uppsatsen analyseras de nio beslut om förelägganden i individ- och familjeomsorgsärenden som IVO har fattat sedan myndighetens tillkomst den 1 juni 2013. Gränser för tillsynen utreds utifrån rättsstatliga analysverktyg. Analysen tar främst sikte på hur IVO:s tillsyn bidrar till rättssäkerhet för enskild inom socialtjänstens verksamhet.

Abstract:

Graphic design is an integrated part of the public spaces we move through in our daily lives. This thesis explores the emotional aspects of graphic design, with a focus on environmental graphics for the public space. The goal is to find ways in which the emotional aspects of a design solution can be varied without compromising the practical aspects, i.e. affect the conveyance of information. Thisgoal is pursued through an analysis of historical and contemporary literature as well as by design practise. It is concluded that some of the aspects of graphic design for the public space are there for practical reasons, while others are there because of convention and can be subject to re-evaluation or change. An example of such a variation is shown through a design process.The design project is set in a public environment and includes informational graphics with a goal of information conveyance. At the same time it shows that graphic design for a public context can convey other emotional values than the conventional, by creating a non-static material that encourages user participation.

Abstract:

Svensk dramadialog under tre sekel är ett projekt framtaget vid Uppsala universitet och innehåller en dramakorpus av 45 pjäser från 1725–2000. Syftet med den här undersökningen är att undersöka utvecklingen av tilltal i fyra pjäser med utgångspunkt i fyra dramer ur Svensk dramadialog under tre sekel. Undersökningen har sin utgångspunkt i tilltalen du och Ni men andra tilltal som exempelvis titlar, förekommer. Undersökningen visar att samtidens tendenser för tillatalsbruk speglas i de fyra pjäserna mellan 1925 och 1997 och att miljöer och sociala förhållandena avgör vilket tilltal som används. Undersökningen visar även att författarna till dessa pjäser har möjlighet att använda tilltalet som en stilistisk resurs för att visa relationer mellan personer inom pjäsen. Undersökningen speglar även du-reformen och en utveckling av ett artigt nyniande som ersatt Ni.

Abstract:

This thesis is concerned with the development and implications of a critical mode of inquiry into the architectural environment as it is articulated in the photographic projects of German artists Eric Mendelsohn (1887-1953) and Wolfgang Tillmans (b. 1968). These projects are understood as being in opposition to a conventional subordination of photography to architecture. The architectural photograph has consistently been reduced to the role of a tool in the proliferation of structures of global capitalism, facilitating the rise of homogeneous and disconnected built environments. Through an examination and comparison of Mendelsohn’s 1926 book Amerika: Bilderbuch eines Architekten with Tillmans' 2014 video installation Book for Architects, this thesis argues that the visual strategies employed in these works reflect similar concerns regarding the state of architectural practice, providing alternative avenues of inquiry for architects, and highlighting the necessity for deeper engagement with the phenomenological qualities of the architectural environment.

Abstract:

In the beginning of 2009 The County Administrative Boards assumed the responsibility of animal welfare, a task previously performed by the individual municipalities. This transfer was made with the aim of achieving more efficient and equivalent animal welfare controls across the country. Previous studies among animal owners have shown a somewhat negative image of animal welfare controls. This study focuses on investigating the experiences of the horse keepers in the County of Halland concerning animal welfare. The study is based on a questionnaire which was sent to 423 horse keepers in Halland, of which 130 were returned with information that laid the foundation of this study. The results show that the horse keepers mainly have a positive opinion of the animal welfare work. They also find the laws and regulations easy to understand. Most horse keepers have a positive attitude towards animal welfare controls and they also consider the animal welfare work to be sufficient. They consider themselves being well-informed on the laws and regulations concerning horse keeping. The positive opinion of animal welfare by horse keepers, indicated by this study, is a very interesting outcome. The negative image of animal welfare that has previously been illustrated by several studies could be due to various reasons. No matter what the reason is it is important to have an open dialogue between horse keepers and the authorities to achieve an effective relationship. The conclusion of this study is that the negative opinions of the animal welfare work that were suspected among the horse keepers may not represent the majority.

Den här rapporten vill vända på perspektiven. Den beskriver inte hur samhället anser att miljölagstiftningen och miljötillsynen ska fungera. Här beskrivs istället hur företagen upplever hur den lagstadgade egenkontrollen fungerar i deras egen verksamhet och hur de upplever hur kommunens miljötillsyn fungerar. Forskningen om miljötillsyn är begränsad och har hittills inte haft företagens perspektiv. Det är viktigt att både samhällets och företagens perspektiv lyfts fram. Bägge parter behöver arbeta på en enad front för att gemensamt kunna uppnå målet om en hållbar utveckling. Denna fallstudie, med ett begränsat antal företag i två olika kommuner, lyfter fram och bekräftar företagens syn på tillsynsmyndighetens arbete. Detta är en viktig del i dessa miljökontors kvalitetsarbete men även för framtida utveckling och användning av tillsynsmetoder. Företagen ger överlag en positiv bild om hur miljötillsynen och egenkontrollen fungerar. Egenkontrollen är ett viktigt och fungerande verktyg för de verksamheter som bedriver ett aktivt och systematiskt miljöarbete. För en mindre verksamhet kan dock system som bygger på dokumenterade rutiner kännas tungarbetat. Tillsynen upplevs ske i en givande dialog mellan myndighet och företag. Rådgivningen uppskattas och är värdefull för företagens miljöarbete. Företagarna förväntar sig däremot en mer omfattande rådgivning än vad som är myndighetens uppgift enligt lagstiftaren.

This report does not describe the way in which society considers how environmental legislation and environmental monitoring should work. Instead it describes the experience of a number of companies of the self monitoring system and the municipality's environmental monitoring functions. The research about environmental monitoring is limited and has not focused on the perspective of companies. It is important to elucidate the perspectives of both society and companies. Both parties work is needed in order to achieve sustainable development. The results of this case study brings out and confirms the view of a limited number of companies on the monitoring authority’s work. This is an important part in the quality work of the studied authorities, but is also necessary for future development and use of monitoring methods. The companies in the study give a positive picture about how the environment monitoring and the self monitoring system work. The self monitoring system is an important tool for a company which has an ongoing and structured environmental management system. For a smaller company systems that build on documented procedures, may however, be perceived as a burden. Another result of the study is that the companies experience the authorities´ monitoring as a rewarding dialogue between them and the authority. The advice given by the authority is appreciated and valuable for the companies' environmental work. Nevertheless, the entrepreneurs expect more extensive support than the authority can provide due to the legislation.

Insiderhandel är en förekommande företeelse som sker i Sverige liksom i andra länder med marknadsekonomi. Antalet misstänkta insiderbrott har ökat i antal de senaste åren men antalet åtal och fällande domar har trots detta varit i stort sett konstant. Med insiderbrott avses att någon har otillåtet utnyttjat insiderinformation i syfte att göra en ekonomisk vinning. Insiderhandel förbjuds i Lag (2005:377) om marknadsmissbruk och legaldefinitionen av vad som anses vara insiderinformationen uppfattas som otydlig och vag vilket leder till bedömnings- och tillämpningsproblem.För att finansmarknaden ska fungera väl krävs det att vi har en insiderlagstiftning i och med att det stärker allmänhetens förtroende. Har allmänheten ett starkt förtroende för finansmarknaden kommer de att välja att placera pengar och handla på marknaden. En av anledningarna till att man valde att lagstifta om ett förbud mot insiderhandel var på grund av att man ansåg att handel på den finansiella marknaden ska ske utifrån lika förutsättningar. Med hjälp av lagstiftningen vill man förhindra det övertag som sker vid handel med insiderinformation. Tillsyn och kontroll av att reglerna i Marknadsmissbrukslagen efterlevs sker genom ett sammarbete mellan Ekobrottsmyndigheten, Finansinspektionen och Finansmarknadskammaren. I uppsatsen presenteras tänkbara orsaker till varför väckta åtalen är få till antalet medan misstänkta insiderbrott är flera samt om vi bör ha kvar insiderlagstiftningen i Sverige.

Abstract:

The purpose of this study has been to analyze whether the asymmetric power may increase or decrease between citizens and authorities, based on authorities choice of language and appeal. A qualitative approach has been used as a method, with a qualitative content analysis as a base and qualitative interviews as a complement. In order to collect the empirical material, a qualitative content analysis has been made on 20 different municipalities' websites, where the introduction of financial aid has been analyzed. The theoretical point of departure has been powerposition and Ervin Goffman’s view on stigma, shame and guilt. Research shows that authorities have the opportunity to take power and control of citizens already in the offer of support. The authority has the power to design the text and therefore also the power to decide and determine its limits. Based on the language selection found on the websites, recipients are included or excluded by the texts chosen language and appeal. The result shows that the chosen language and appeal on websites may risk to increase the asymmetric power relationship between authorities and citizens.

Abstract:

I takt med att nya företag startas, avslutas olönsamma verksamheter genom konkurs och verksamheter vilka ägarna inte längre vill bedriva avslutas genom likvidation. Ett fungerande och ändamålsenligt konkurs- och likvidationsförfarande är således ett nödvändigt element i en marknadsekonomi där det inte finns någon plats för förlustbringande verksamheter. I den här uppsatsen får läsaren bekanta sig med konkurs- och likvidationsförfarandet och den tillsyn som existerar för båda. En översiktlig bild av hur båda förfaranden är utformade för att synliggöra likheterna och olikheterna, och således åskådliggöra hur jämförbara de är, presenteras. Syftet med uppsatsen är att problematisera avsaknaden av en statlig tillsyn för likvidationsförfarandet, jämfört med den tillsyn som är utformad för konkursförfarandet, och besvara frågan om huruvida det finns ett behov av tillsyn för likvidationsförfarandet. Diskussion om avsaknaden av en statlig tillsyn för likvidationer och jämförelse mellan konkurser och likvidationer är av sporadisk omfattning i den svenska rättsvetenskapliga litteraturen. I uppsatsen presenteras därför praxis, en rapport om tillsyn från Statskontoret samt en sammanfattning av de finska tillsynsreglerna. I uppsatsens undersöks även de olika bakomliggande intressena för tillsyn och särskilt tillsyn vid konkurs. På vilket sätt bidrar tillsyn till ändamålsenlig tillämpning av lagstiftning? Av Statskontorets rapport går det att konstatera att det främsta syftet med tillsyn är att säkerställa att lagars syfte upprätthålls och att det i stor omfattning saknas relevanta uppgifter om tillsynens effekter. En slutsats av det är att det är svårt att argumentera för att det finns ett behov av en tillsyn med likartad utformning som de tillsynsverksamheter som har undersökts i rapporten. Av doktrin framgår vidare att den allmängiltiga orsaken till att likvidationer inte står under en tillsynsmyndighet är för att förfarandet främst anses ligga i de privata aktieägarnas intresse. Av de informationskällor som presenteras i uppsatsen går det dock att dra slutsatsen att det finns fler intressenter i en likvidation än bara aktieägarna, bl.a. uppmärksammas borgenärernas och det allmännas intressen. I uppsatsens diskuteras vidare den kritik av konkursförvaltningens tillsyn som framhålls i doktrin. Har utformningen förbättringspotential? Finns det ett större behov av tillsyn för konkursförfarandet än för likvidationsförfarandet? I analyskapitlet dras slutsatsen att behovet av tillsyn för konkursförfarandet initialt är större än behovet av tillsyn för likvidationer, avseendet det allmännas intresse. I slutsatsen konstateras till syvende och sist att den information som har presenterats i referensramen inte framställer ett egentligt behov av en statlig tillsyn för likvidationsförfarandet.

Abstract:

Tillsynsrond är en stor del av arbetsgången, för driftpersonal, i maskinrummet på ett fartyg. Det tillhör det förebyggande underhåll som tillämpas ombord. Idag använd till största utbredningen en metod som innefattar en färdig rondlista som skrivs ut på papper för att sedan kunna användas av driftpersonal vid rondering. Utifrån detta undersöka en ny metod för rondering till sjöss. Syftet med arbetet var att undersöka hur en digital rond uppfattas av maskinbesättningen. Genom att låta besättningen prova en digital rond skapad utifrån deras nuvarande rondlistor och sedan svara på frågor i en enkät, kunde en uppfattning byggas om en digital rond kan praktisk tillämpas till sjöss. Även om det kan tidsbespara arbetet och om besättningen tror det finns en framtid med metoden. Resultatet visar att de flesta i testgruppen ser en framtid med en digital rond och att det kan underlätta arbetet om metoden vidareutvecklas. Med detta digitala rondverktyg tog dock ronden längre tid.
