This reply to the critiques by Daniel Woolf, Cass R. Sunstein and Daniel Nolan of my book Altered Pasts: Counterfactuals in History (Brandeis University Press, 2013), takes each of their contributions in turn, and reasserts the centrality to counterfactual history of positing definite, long term alternative timelines rather than a vague claim that things might have turned out differently to the way they actually did (for example, if the Confederacy had won the Civil War, slavery might still exist in the usa). Such alternate timelines have no claim to either truth or utility since they ignore the many possible contingencies that would most likely have taken place following the initial deviation from the real timeline of history.

Professional men's soccer FIFA World Cup (FWC) takes place every four years, so it is an excellent opportunity to follow evolution in this modality. Hence, three objectives were set: a) to verify the trend of the average goals scored and score frequency; b) to analyze the association between first-half results and final results of matches; and c) to identify if half times results could predict matches outcomes. Thus, we analyzed all 900 FWC matches between years 1930 and 2018. Data were organized in goals scored and against in the first half and at the end of matches, first-half and matches outcome (win, draw or lose). Descriptive and trend analysis were carried out for the evolution of goals in FWC editions. A cross table was used to verify the final scores of matches, followed by an analysis of the association between partial results (first half) and final matches outcome, and a multinomial logistic regression to identify the match win odds ratio. It concludes that goals average in FWC has an undulatory trend; scores up to three goals were prevalent; first half win is associated to final win matches, and first half lose or draw increases odds to lose at the end of matches.

“Prescription adaptation services” (PAS) refers to the ability of pharmacists “to adapt an existing prescription when, in their professional judgment, the action is intended to optimize the therapeutic outcome of treatment.” If structured appropriately, PAS can provide a benefit in enhancing the timeliness of patient care, while reducing the administrative burden on both physicians and pharmacists. Moreover, it leverages the strengths of both health professions, specifically the medication expertise of pharmacists. Unfortunately, in most states it will require a change in regulations in order to enable PAS.

Topicality. The relevance of this study is to determine the factors that accelerate the process of development of the national economy based on the development of real sector markets. Current theory draws attention to the need to significantly reduce logistics costs in these markets. The latter include the full range of costs incurred in moving a product or service from the place of production to the end consumer. Today, in the world due to high production levels, the economic focus is on meeting the needs of consumer markets, and the expansion of geographic boundaries of markets due to the development of global processes is forcing effective ways of supply to the farthest corners of the continent. Therefore, the most powerful manufacturers - corporations spend considerable efforts to win new consumer markets. The governments of the countries are also involved in this fight. In the process there are so-called trade wars. In our view, the most effective tool in this competition is to create effective logistics for commodity markets. Aim and tasks. The purpose of the article is to investigate the hypothesis of the need to introduce the concept of "market logistics" in the general theory of logistics and research of this category. Research results. In the course of the research the necessity of the term "market logistics" or "market logistics" was proved, its essence was revealed and definitions were given. Mechanisms that promote the promotion of goods in the market (commodity movement), which contribute not only to the commodity movement, but also to the reproduction of other resources (financial, labor, etc.) involved in the logistics chain and their classification are disclosed. The differences in the interpretation and application of the mechanisms of the category "enterprise logistics" and "market logistics" are identified. The hypothesis is developed, the essence of which is as follows: "The effectiveness of a commodity rick depends on the efficiency of construction and organization of its logistics chain, and which, in turn, depends on its spatial and temporal parameters, ie on the extension of its geographical (territorial) boundaries and the stability of time border �. Spatial parameters of logistics chains of commodity markets are revealed, their essence is presented, and also the analysis of global value chains as a methodology of analysis of spatial parameters of commodity markets is carried out. Time parameters of logistics chains of commodity markets are defined and analyzed and mechanisms of their regulation are defined. A new view of logistics, which, unlike others, provides for taking into account the interests of the state, the participation of certain bodies in market processes, which will allow to involve management tools more widely and substantively in the development of markets. Conclusions. The overall conclusion of the research findings outlined in the scientific report is as follows. Organization of market logistics, which is built into the theory of organization of commodity markets should be based on the following principles: maximum coverage of all market entities by the organized (ordered) logistics of the relevant product market; the maximum share of value added generated in the relevant market that remains in the country (within geographic market parameters) with its corresponding return to the reproduction process of the given market; effective organization of commodity exchange operations at the points of logistic crossings (crossroads), by applying modern integration and differential economic mechanisms and technologies of logistics services (operations) execution; maximum integration of commodity markets into the national economy, by reducing the time of commodity movement through the market from producer to consumer based on the elimination of logistical gaps in logistics chains; optimization of spatial parameters of domestic commodity markets, by extension of their geographical (territorial) borders, including foreign states, provided that the added value is returned to the national economy and state support.

Abstract:
The failure to sign the Association Agreement with the EU in autumn 2013 has been investigated. The role of the Russian factor, which became decisive in the foreign policy reversal of the Yanukovych regime, has been revealed. The importance of Viktor Yanukovych’s meeting with Russian President Vladimir Putin on October 27, 2013, in the dramatic change of Ukraine’s international vector has been emphasized. On the basis of diplomats’ memoirs, the assumption about intimidation of the Ukrainian President by the Russian side has been substantiated. The timeline of the preparation of the 2013 Vilnius Summit, the position of EU structures and the attempts of the fourth President of Ukraine to win time to trade with the Russians have been reproduced. The thesis about the Donetsk clan’s attempts to prepare public opinion for a 180 degree turn in late October - early November 2013 has been presented. For this purpose, demonstration meetings were organized with representatives of Ukrainian business and trade unions, who called for revision of plans for European integration on their own initiative. The main role in manipulating public opinion rested on the government of Mykola Azarov and the Verkhovna Rada, which had a majority coalition led by the Party of Regions. Instead, Viktor Yanukovych continued his European integration rhetoric and reiterated to Western partners his own willingness to sign the Association Agreement between Ukraine and the EU. On November 21, the real position of the ruling elite was made available to the Cabinet of Ministers of Ukraine. According to it, the process of preparation for the signing of the Association Agreement was suspended, the proposal was made for the trilateral Ukraine-EU-Russia negotiations, and the ministries were tasked with developing measures to maintain economic ties with the CIS countries. The decision was rejected by European partners and led to Yanukovych’s attempts to find other ways to thwart the signing of the Agreement. It has been proved that this role was played by Yanukovych’s requirements for financial assistance from the EU amounting to about 160 billion euros, which aimed to prevent the signing of the Association Agreement. The paper has not been peer reviewed. Copyright 2020 Offshore Technology Conference. Reproduced by permission. Floating liquefied natural gas (FLNG) allows LNG to be processed hundreds of kilometers away from land to unlock gas reserves in remote and stranded fields previously uneconomical to monetize. The complete paper describes the operator’s fast-tracking of a 450-km FLNG unit relocation from Sarawak to Sabah offshore Malaysia. The time from selecting the new field to unloading LNG at the new location was 13 months. The complete paper discusses pre-execution and engineering studies, relocation preparation and execution, and challenges encountered, including timeline, cost minimization, and manning. Introduction Since 2016, Petronas has operated its first floating LNG production, storage, and offloading facility offshore Sarawak. During the tenure of operation, cargo was delivered successfully to customers worldwide. An opportunity to help a different gas supplier monetize another stranded field offshore Sabah, approximately 450 km away from the unit’s original location, presented itself. The new opportunity was deemed feasible for several reasons. - The identified location is still within Malaysian waters and thus is subject to similar authority and regulations. - Operation within the same country ensures common support from vendor and contractors to some extent. - The two fields have similar gas profiles and water depth. The project team determined that these factors would result in minimal modification at both FLNG and up-stream facilities to meet minimum shut-down from project sanction until first LNG cargo was produced. Pre-Execution and Engineering Studies To fast-track the project, an evaluation was conducted of the new feed-gas composition and modification of both up-stream and FLNG facilities. Long-lead items (LLIs) were identified, and studies were conducted to secure the items. One of the identified LLIs was the flexible pipeline from the upstream facilities to the FLNG. A flow-assurance study covered the steady-state and transient operation for the flexible line. This study confirmed the size of the pipeline and defined the functional requirement for the flexible pipeline procurement. Among the key parameters identified were the pipeline’s thermal conductivity and design pressure. During the feasibility stage, a steady-state study was conducted to determine the length of the flexible line in order to meet the landing pressure and temperature at the FLNG. Instead of requiring additional cooler, the flexible line was extended 2 km to take advantage of the Joule-Thomson cooling effect resulting from the pressure drop across the pipeline. In addition to defining the LLI properties, the flow-assurance study also examined the transient operation for both upstream and FLNG upon the closure of the riser shutdown valve. The study assessed flow-assurance issues, such as hydrates and adequacy of the slug receiver during the transient operation, that might arise, and defined the start-up and commissioning sequence for the facilities.

Las empresas pequeñas y medianas de construcción en la actualidad enfrentan un mercado de mucha competencia interna y externa, además de ello no cuentan con una metodología de control de sus costos por falta de conocimiento o interés. Por tanto, la introducción de metodologías y técnicas para gestionar sus proyectos es muy significativa, lo que mejorará su competitividad y rentabilidad, y así mantenerse en la industria de la construcción. Para el control de costos, tenemos a la técnica del Valor ganado EV, que representa una buena práctica de la gestión de proyectos, por lo que la Guía del PMBOK® 6ta Edición, lo establece como una herramienta de gestión, a usar para controlar y monitorear un proyecto. Con este fin en el presente trabajo se centró en el desarrollo de una metodología de aplicación de la técnica del valor ganado, en un proyecto de Saneamiento, aplicándose los procesos de planificación, ejecución y monitoreo y control del Valor Ganado, tomando en cuenta que la integración del alcance, tiempo y costo de un proyecto viene a ser la parte más importante al momento de planificar los trabajos, lo que nos resulta una línea base de medición de desempeño del proyecto (PMB) debidamente determinada para controlar y gestionar el desempeño del proyecto. De la aplicación de la metodología de la técnica del valor ganado EV, se resume que se puede obtener los datos necesarios para poder corregir o mejorar el desempeño de un proyecto. A pesar de que el indicador SPI, tiene una desventaja de control en la fase final del proyecto, y para superar ello, se complementará con la técnica del cronograma ganado. Con los resultados concluimos que adoptar los procedimientos plasmados no requiere de grandes modificaciones a las estructuras y políticas de organización que existe en una empresa.<br>Nowadays smalls and mediums enterprise (SME) of construction have a highly global competitive. So, introduction of methodologies and techniques for management your projects are much significate, getting better competitive and profit-earning capacity, and stay in the construction industry. For the costs control, we have technique of Earned Value (EV), represents a practice good in the project’s management, so that a Guide to the Project Management Body of Knowledge (PMBOK® guide) 6ta Edition, define as tool management to monitoring and controlled a project. The objective the present work is development an application methodology of earned value for a project construction water drinking and sewerage service. Where the application of process planning, executing, monitoring and controlling of earned value, emphasizing with much important, the integration of scope, schedule and cost of project, establishing as result the performance measurement baseline (PMB) approved to manage and control project performance. The methodology application of Earned Value EV technique, in summary that can getting data necessary to improve or correct the performance in a project. Indigenous peoples have always asserted their territorial, resource and other rights when threatened by encroachment, not least in the settlement colonies covered in this chapter—Canada, New Zealand, and Australia, where they were most dramatically displaced. But in the second half of the twentieth century, the aboriginal inhabitants of these countries reasserted themselves with considerable force and success, using methods very different from those of the earlier actions—including judicial channels unwittingly provided by the colonizers. In the process, displaced and dislocated communities have attempted to repossess ‘stolen’ space—physically, intellectually, and judicially. Reassertion in the United States and these three Commonwealth countries has had global ideological ripples, which is partly why we have chosen to examine them. They also share British-based legal systems and political traditions that indigenous groups have used to good effect. We are focusing here on indigenous communities in the narrower sense, in countries where whites remained the demographic majority. Their challenge was to predominantly anglophone societies, the descendants of British settlers and immigrants who arrived mostly over the last two hundred years. The discussion is limited largely to the environmental aspects of reassertion rather than legal and other ramifications; we will mention important court cases, but not cover all landmark events on the timeline of indigenous struggle. The exploration of patterns of resistance in Chapter 16 covered South Asia and Africa where colonized people remained in the demographic majority and regained political power. Though the reassertions discussed here have strategies and aims in common, they are qualitatively different. They were not so much an attempt, by force if necessary, to repel incomers and the controls they impose (it is far too late for that), or to win overall power in an anti-colonial struggle, as a highly articulate call from the heart for justice, land, and a form of self-determination. Moreover, new movements are increasingly ideological and transnational, involving organized networks that use globalized discourses of discontent. The media, internet, NGOs, and UN fora are their tools of choice, which enable activists to influence the behaviour of states and corporations. Reassertion is the opposite of retreat, one aboriginal response to conquest, and suggests that this modern phenomenon is partly about renewed confidence.

Abstract:
Movement disorders associated with Parkinson’s Disease include tremor, slowness of movement, lack of movement, and involuntary movement. During the clinicial assessment of Parkinson’s disease, patients typically self-report their daily clinical states, which includes the amount of time they experienced dyskinesia (i.e., involuntary twisting or writhing movements). The clinician then uses the self-reported information to adjust treatments in the form of medication or deep brain stimulation. Because the accuracy of the self-report is often very low, the treatment modification may not be optimal. The overall objective of this study is to develop computational algorithms that automatically identify periods of dyskinesia in patients of Parkinson’s disease from body-worn accelerometer data during activities of daily living (ADL). Specifically, unlike previous studies which used supervised learning algorithms (i.e., knowledge of prior events is used to “train” the algorithm to identify future events), our goal is to classify the periods of dyskinesia solely by identifying key features from the accelerometer data. Our desired long-term outcome is to provide clinicians a timeline showing the presence of dyskinesia over an extended time period without the clinician having to train the computational algorithm by examining video for each patient.
