Abstract:
Neonatal seizures are the most prominent feature of neurological dysfunction during neonatal period. Seizures in the neonatal population often present differently than in other age groups due to brain immaturity. However, in neonates there may be no clinical movement abnormalityeither because the seizures are subclinical or because they can not be noticed. This study aimed to determine the natural history, the time of onset, the etiological factors, the clinical types, the treatment, and the short-term outcomes of neonatal convulsion. This cross sectional descriptive study was conducted in The Neonatal Intensive Care Unit at Tobruck Medical Centre from the 1st of January 2017 to the end of January 2018.During this, 642 neonates were admitted to NICU, out of which 27 had seizures. 17 (62.7%) of the babies were males and 10 (37%) were females. All of them were Libyans; 70.3% were from Tobruck city.

AbstractThe 2009 season of the Western Marmarica Coastal Survey continued to document the settlement profile of the coastal area east of Tobruk, focussing upon the area around Marsa Lukk. Rock art was documented in the Wadi el-'Ayn and a number of Early-Mid Holocene sites were located there and to the west of Marsa Lukk. The survey continued to locate kiln sites of the Mid-Late Roman period. Two fortified sites were documented, spanning the Late Roman to Early Islamic period.

Abstract:
480 mid-stream urine samples were collected from outpatients and inpatients attending Tobruk Medical Center. 300 samples gave positive culture, 162 of these were Escherichia coli. The strains sensitivity to 14 antibiotics was tested. High incidence of resistant strains, high degree of association between resistance and complex resistance patterns of the same strains is seen. The strains were resistant to Ampicillin, Penicillin, Erythromycin, Cephalexin and Sulfamethoxazole with 91.9%, 90.7%, 82.7%, 76.5% and 57.4% respectively. The strains were sensitive to Neomycin, Oxacillin and Nitrofurtoin with 100%, 99% and 83% respectively. A symmetrical result for all strains resistance to indicated pairs of drugs were obtained. Strong association between most antibiotic occurred.

Assim, este trabalho objetivou mostrar como o sistema computacional Tobruk pode ser utilizado para o planejamento da agricultura irrigada. Para isso, exemplos de determinação da lâmina econômica ótima de irrigação e sua forma de obtenção no campo, análise da viabilidade econômica do plantio irrigado, determinação da época de plantio que proporcione maior lucro e escolha do sistema de irrigação de melhor desempenho econômico, foram utilizados.

AbstractThis paper reports the preliminary results of a brief survey east of Tobruk over Easter 2008. The survey concentrated upon two areas: between Wadi Qseirat and Wadi Gabar, north of Kambut and around Marsa Lukk. Thirty-four sites were identified, ranging from larger settlements near good harbours (one each at Wadi Duma and Marsa Lukk), to farmsteads, farms and larger inland villages. Eleven sites provided evidence of industrial activity through the presence of kiln waste and at four of them, of the kilns themselves. Dated sites belong to the Early and Late Roman periods, Iron Age and Hellenistic sherds are present in small quantities. Marmaric ware, first identified along the coast of the western desert of Egypt, is shown to extend into this area and may be associated with cairn and enclosure burials.

The article describes the situation which Libya has been facing in the period since October 2011, when Libyan leader M. Qaddafi was killed and his regime was toppled. The author analyses the ongoing conflict between the two opposing parties – one in Tripoli (in the west of the country) and the other in Tobruk (in the east of the country) – each of which has its own parliament, government and military forces. The balance of power is patchy and changing which makes further confrontation very unpredictable. The author also studies the UN mediation efforts to reconcile the opposing parties and to restore the unity of the country. It refers to parliamentary and presidential elections in Libya which are expected to take place in 2018. However, in the foreseeable future the normalization of the present situation in Libya is unlikely.

Abstract Oxygen consumption rates were measured on natural rubber compounds with varying levels of a standard antioxidant package. The oxygen consumption rate measurements were performed at temperatures between 20 °C and 80 °C. The results elucidated the mechanism of antioxidants, including their pro-oxidant effects. The pro-oxidant effect dwindled with time. Integrated oxygen uptake results were calculated from repetitive oxygen consumption rate measurements. Integrated oxygen uptake time temperature master curves with empirical shift factors were combined with elongation-tobreak data to monitor the extent of aging. The stability of the compounds at service life temperatures could be quantified by combining the integrated oxygen uptake shift factors with the tensile elongation-to-break data; thereby to produce an elongation-to-break master curve at service life temperatures.

This paper looks at the challenges to the sustainable development of migrant and refugee children in Libyan refugee camps and migrant detention centres. Libya, next to Syria, is still the most destabilised Arab country with a myriad of conflicting parties, warlords, militias, terrorist organisations as well as smugglers and traffickers that continuously compete in a complex network of multidimensional power struggles. Our single case study based on ethnographic fieldwork adopts the human security approach, which provides security analysis with an inherently “sustainable” dimension. In the paper we provide an overview of the empirical study carried out in seven Libyan refugee camps (Tripoli, Tajoura, Sirte, Misrata, Benghazi, Derna and Tobruk) between 2013 and 2019. Our findings show that for refugee children even everyday activities pose a danger to health and life, and the many threats to their security encompass a broad spectrum from health to safety, from education to falling prey to bundlers from terrorist organisations and paramilitary militias. These issues, undoubtedly pertinent on the individual level of analysis, are further exacerbated by the underlying, conflict-induced factors and preclude a safe and secure environment.

One of the Arab Spring consequences that shocked Middle East region was an ouster of some autocratic rulers with Libyan leader M. Qaddafi among them. Libya suffered the crash of its state institutes; vacuum of rule has actually emerged. Against this background the country witnessed a starting of destruction processes. They caused systematic crises and conflicts inside new authorities which strongly aggravated since summer of 2014.The article is about to examine turbulent events which resulted in poising of dual power in 2014.The two opposing poles of power emerged in Libya: one -in Tripoli, another – in Tobruk (the East of the country), each with its own parliament, government and military forces.The author analyses the ongoing conflict between these two blocks which had already caused numerous casualties among both military and civil personal. The picture of balance of power is patchy and volant that makes the further course of confrontation between opponents extremely unpredictable.It is hard to expect a hopeful forecast for fastest cession of the conflict and normalizing of common situation in Libya.The author also examines some efforts of the United Nations to play a role of mediator to reconcile opposing sides and to restore the rule of integrated state.

Unconventional water regards as an important source to ensure the water requirements for many Arabic countries, particularly in Libya which is suffering scars of irrigation water for some kinds of crops. So many treatment plants have been constructed in the main cities, but the reuse of treated water is still limited due to their environmental effects, whereas the reuse of these water needs an excess of researches and tests to satisfy the standards of recycling. The objective of this study is the seeking for aother new sources of unconventional water such as treated sewage water, grey water, and desalinated water to insure the water requirements. The studied samples have been collected from sewage water to perform the the different tests of evaluation this water, such as physical, chemical and biological measurements to determine the nature of water after treatment process. In the spotlight of the obtained results from laboratory tests in Tobruk treatment plant, it is clear that reveal a high efficieny of treatment from pollutants that can enable us for recycling and reuse this water for irrigation. Consequently, we recommended to spotlight on these great quantities of these waters to exploit in different purposes that regarded as a renewable source of water.

Bardia has a natural deep-water harbour confined by cliffs, making it an ideal submarine haven. It held a strategic position in the last war in connection with the capture of Tobruk, and was used by both the Germans and British as a supply base (Fig. 1). Set back from the shoreline were numerous single-storey, flat-roofed buildings overlooking the harbour, one of which was a lookout post where the mural under discussion survives.On 30th December 1941 the Allies launched a decisive attack on Bardia (Liddell Hart 1953, 177–178), which surrendered on 2nd January 1942 (Murphy 1961, 511–512). On 27 th January Rommel had struck again at Benghazi; General Auchinleck gave orders to withdraw, and formed a front line near Gazala in early February.According to its contemporary War Diary, the 5th Battalion, East Yorkshire Regiment arrived in the Western Desert from Palestine and Syria on 20th February, and two days later took over from the 11th Indian Brigade approximately 20 miles south of Gazala (W.O.169/5076). One of the soldiers in this batallion was Private John Frederick Brill 4617871 of the Royal Army Service Corps, the artist of the mural in the Painted Room at Bardia.

Objective: To evaluate the factors responsible for the late presentation of carcinoma of breast in Pakistani women. StudyDesign: Prospective, Cross sectional, Interventional. Setting: Women Medical Complex Sialkot and Surgical Unit II. Aziz Bhatti Shaheed(Teaching) Hospital. Nawaz Sharif medical College, University of the Gujrat. Study. Period: January 2009 to June 2012. Results: A total of87 patients of all age groups with carcinoma of breast were enrolled in this study. Mean age of presentation with breast cancer was 43years. Stage III carcinoma breast was the most common presenting stage seen in 56 (64.36%) women. Socio economic status, delay inpresentation and diagnosis, fear of mastectomy and its social consequences found to be major factors in the late presentation ofcarcinoma of breast. Conclusions: There is need to launch cancer public health campaign mechanisms, should include teaching ofBreast Self Examination (BSE) to patients, Clinical Breast Examination (CBE) to health workers. Strenuous efforts should be made tobreak the vicious cycle of late presentation, poor treatment outcome and reluctance of patients to present to health facilities because ofsocial mindset.

Abstract:
Michael Scott, the long-term Gandhi-esque opponent of the South African government, was a man of many talents and one of his ignored skills was using a cine-camera. Between 1946 and 1948 as he worked in Tobruk squatter settlement near Johannesburg and environs and traveled to Namibia, in addition to his powerful writing, he also filmed scenes he encountered. The purpose of this note is to share the delight of viewing “Civilization on Trial in South Africa.” It is, as far as I can ascertain, the first “protest” film made in South Africa, yet is not mentioned in the standard histories of film in southern Africa (Cancel 2004, Davis, 1996, Botha/van Aswegen 1992, Tomaselli 1988). While working on another project I fortuitously came across a copy in the Smithsonian Film Archives that I had copied and have deposited in the Namibian Archives.The Smithsonian catalog dates this 24-minute edited black and white film to ca. 1950, and believes that it was shot between 1946 and 1952, prior to the implementation of the Group Areas Act, although it seems likely that shooting was completed earlier, before Scott was declared a Prohibited Immigrant in the late 1940s. Certainly, reading the documents on Scott's travels to Namibia, it seems likely that portions of his film was shot before 1948. In his autobiography, A Time to Speak, Scott mentioned showing the film in 1949 (Scott 1958:248). The Smithsonian obtained the film from the late Colin Turnbull, an Oxford educated Africanist anthropologist (J. Homiak, personal comment).

Libya at the beginning of this century had little to offer the would-be imperialist and coloniser. The true value of Turkey's last remaining African possessions was not — despite the insistence of the Italian nationalist lobby — as a settler-colony or as a gateway to the largely illusory wealth of central Africa, but as a strategic base on the central Mediterranean. The general poverty of Ottoman Tripolitania and Cyrenaica was reflected indeed in the poverty of the literature in any language on contemporary Libya.But growing Italian interest in these territories, by 1900 almost the last parts of Africa unclaimed by any European power, generated a series of books and articles by an imperialist-nationalist lobby eager to prove the case that Italy's political, strategic, economic and social wellbeing depended on the immediate possession of Turkish North Africa. Such writings naturally generated a rather less voluminous counter-flow of material, mainly from socialist sources, putting the opposite and (as events were to prove) essentially more realistic case.The outbreak of the Italo-Turkish war in September 1911 and the subsequent Italian occupation of bridgeheads at Tripoli, Horns, Benghazi, Derna and Tobruk first brought Libya to the notice of the international press. The British correspondents who reported one or other side of the conflict subsequently produced a number of surprisingly partisan books about the war and their own adventures in it, but had very much less to say about the little-understood country and its people. With the sudden end of the war in 1912 and the outbreak of more serious fighting in the Balkans, interest in Libya quickly waned. For the next 30 years nearly all the relevant literature was to be provided by Italians, in Italian and written from a purely Italian point of view — some of it later to be destroyed in the antifascist and anti-imperialist reaction from 1943 onwards.

<div> <p>The aim of this paper is to highlight the way towards the exploitation of treated wastewater for food crops production in order to cope with the acute water scarcity and its hazardous consequences. Reclaimed water reuse has not been practiced in Tobruk, and hence, lack of relevant data and information was the major difficulty in carrying out this research. The existing sewage treatment plant in Tobruk city produces about 7,000 cubic meters per day of suitable effluent for agricultural irrigation and safe discharge. This proportion is worth twice as much as the water being currently used for irrigation. Therefore, with proper planning and management, treated wastewater reuse schemes, in addition to their economical and environmental benefits, can be an efficient mechanism to cope with water shortage and reducing the high burden placed on the desalination plant. Wastewater reuse is considered as a reliable, secure, and drought-resistant water source. Owing to the lack of disinfection processes and routinely monitoring data, there is uncertainty concerning the microbiological safety and quality of the treated effluent. Public perception might be the major challenge facing the planning for a reuse scheme as 51 % of the population of Tobruk have shown their reluctance to consume food crops irrigated with treated wastewater. Nonetheless, public attitudes can be fostered by awareness through the media as some people, when the issue was discussed, have shown a positive response. In fact their main concerns were related to public health safety and potential negative environmental impacts which can be addressed through good planning and prudent management.</p> </div> <p>&nbsp;</p>

Abstract Objective: This study aims to report the clinical features of a cohort of patients with suspected coronavirus disease (COVID-19) from Tobruk, Libya, and reflect upon the diagnosis challenge in low-resource settings. Methods: A descriptive report of the first 100 patients with suspected COVID-19 who have visited the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) and COVID-19 screening clinic at the National Centre for Disease Control in Tobruk, Libya. Results: The most common presenting symptoms were fever (90%), cough (89%), dyspnea (85%), sore throat (79%), fatigue (78%), headache (64%), loss of smell (52%), loss of taste (53%), loss of appetite (43%), nausea and vomiting (26%), diarrhea (22%), and rhinorrhea (16%); 51% of the patients had lymphocytopenia, whereas 13% had thrombocytopenia. Bilateral infiltrates were the most common radiologic finding on chest X-ray (76%), and COVID-19 IgM and/or IgG antibodies were detected in 80% of the patients, whereas only 37% of the patients were tested positive by the reverse transcriptase polymerase chain reaction (RT-PCR). Conclusions: The disease continued its spread across the region. Fever, cough, and dyspnea were the main symptoms; 21% of the patients did not have any chest X-ray abnormalities. Initial negative results for either antibody testing or RT-PCR-testing for COVID-19 do not rule out the infection.

The study was conducted in west side of Tobruk city in area extend from east of Tobruk to Eikrama west، longitude 23°49'35.14"and 23°5.'5.70" east، latitude between 32°.5'55.77 and 32°.5'24.97"north. The total area about 80 hectares، 83m above the sea. Kroum-Elkhial specialized with semi desert climate، change from desert climate by the effects of Mediterranean sea climate in temperature and other climate factors، the rain considered the main source of water (100-170mm/year)، in these area depend on rain water because the high salinity of underground water and not suite of drinking and agriculture activities. The study aimed to evaluate the salinity of the soil and the possibility of expansion in the cultivated area. The study followed the analytical experimental method، the composite samples was collected from the study area as representative samples، randomize Zigzag method was used in sampling، total number of samples was 20 with same size and weight، the depth of sampling is 0-30cm. Soil was represented in basic map، and formed to determinate، PH، EC، TDS، Ww in soil sample، IBM SPSS، Version 21 statistic program was use، and Microsoft Office Excel using to draw distribution the values، to assess the salinity of soil in study area. The results analysis show a medium level of saline، the total percentage of soluble salts in the soil samples ranged from 0.15 to 0.35%. The electrical conductivity in the samples did not exceed 14.6 mmol / cm، according to classification of (FAO).(1977)، the soil in study area suite for (Palm، pomegranate tree، Figs، Olive، Grapes، )as fruits crops، also (Tomatoes، Pepper، Onions، Pumpkin، Cabbage) as a vegetables crops، and(Barley، Wheat، Corn، Sunflower، cotton) as a seeds crops.
