Abstract:

Communication has crucial impacts within or among workgroups in both private and public organizations. Communication can be a channel to flow information, resources, and even policies. Given the importance of organization communication and its managerial impacts, further research is needed to explore this topic as it relates to both private and public administration field. To this end, this study assesses the impacts of organizational communication on the perception of red tape by comparing internal communication with external, especially client-oriented, communication in both public and non-profit organizations.
Utilizing current literature, this paper will examine effective organizational communication within a private and public organization. Many organizations today often look at communication and leadership as one-dimensional; the inability of leaders in small organizations to adapt to a leadership style that effectively communicates with the employee hinders organizational performance. This study examines the communication exchange within a private and public organization and its effects on the organizational culture and employee performance.
This study summarizes the increasing importance of organizational communication, the basic theoretical perspectives that guide the study of communication and the key distinctions that guide the study of organizational communication, the key functions of communication in organizations. Because organizational communication has become such a big topic, this study is limited to addressing internal and external organizational communication.

Abstract:
The UN General Assembly has recently decided to delete from the agenda of the International Law Commission the topic ‘Relations between States and International Organizations’.Over a period of 31 years, fourteen Reports by two successive Special Rapporteurs studied the topic in two parts. The First part of the topic (1963–1975) dealt with the privileges and immunities of representatives of states to international organizations, and resulted in a Convention, that has, however, not yet entered into force; the Second part of the topic (1976–1992) concentrated on the legal status and immunities of organizations themselves. The author analyzes the Draft Articles that have been submitted in the course of the ILC's study of the Second part. This is done by way of a three-step application of the functional necessity concept of organizational immunities:(1) Status, dealing with an organization's functions, legal personality and capacity-(2) Selection, defining a scale of organizational immunities for which an organization may be eligible - and (3) Scope, determining the extent of selected immunities. Finally, the author employs the two statutory functions of the ILC -the codification of international law and the progressive development of international law- to assess the contribution by the ILC to this field of international institutional law.

Abstract:
Recent years have seen the rise of user-generated contents (UGCs) in online social media. Diverse UGC sources and information overload are making it increasingly difficult to satisfy personalized information needs. To organize UGCs in a user-centered way, we should not only map them based on textual topics but also link them with users and even user communities. We propose a multi-dimensional framework to organize information by connecting UGCs, users, and user communities. First, we use a topic model to generate a topic hierarchy from UGCs. Second, an author-topic model is applied to learn user interests. Third, user communities are detected through a label propagation algorithm. Finally, a multi-dimensional information organization pattern is formulated based on similarities among the topic hierarchies of UGCs, user interests, and user communities. The results reveal that: 1) our proposed framework can organize information from multiple sources in a user-centered way; 2) hierarchical topic structures can provide comprehensive and in-depth topics for users; and, 3) user communities are efficient in helping people to connect with others who have similar interests.

The article discusses ignorance and organization studies, both as a topic of study and a basic problem of organization theory understood as design theory. How should we regard knowledge not yet known? Is the development of knowledge a straightforward illumination of a defined box, or does knowledge also have a dark side, growing even faster than the illuminated side? In this article, we propose that more extended research into ignorance in organization studies is needed. And since ignorance is a product of inattention, we draw on Herbert Simon’s investigation into the science of the artificial. Among the topics we explore are unpredictable environments, the interface between inner and outer environments, vagueness and unspecified ignorance.

Abstract:
This paper examines whether the spiritually-based organization (SBO) can be regarded as an imperative for the third millennium. As a result, it draws on the literature review of organizational spirituality, psychology of religion, positive psychology, and spirituality leadership theory in order to support its conclusions, as well as it offers some research propositions. Overall, the evidence gathered throughout this paper suggests that the spiritual paradigm starts to play a key role alongside with the concept of SBOs. Rather, it concludes that these topics can be regarded as authentic imperatives for this millennium. Nonetheless, it argues that is likely to take some time until the spirituality topic may mold, so to speak, organizations' character regarding that spiritual theme is starting to become a noteworthy topic. Furthermore, it argues that the logic that has prevailed on business enterprises has been largely economic, except some honorable initiatives. The findings also indicate that the material paradigm is not suited to deal with germane problems that shape our today's world. Finally, it suggests that the concept of SBO embraces positive changes and, as such, it may be potentially conducive to improving people lives and the planet's health and equilibrium.

Considering the reality of text production developed by High School students, the difficulties presented to them and to the professors and the demands of school and the admitance exam (vestibular), we verified the necessity of analyzing the processes of text construction in order to diagnose and diminish these difficulties. The general purpose of this study, developed within the framework of Textual-Interactive Grammar, a dimension of Text Linguistics, is to investigate the process of topic organization in school essays. More specifically, this study aims to (i) analyze the topic organization of school essays, demonstrating, in the intertopic level, the existence of hierarchy complexity and its degree, as well as the predominant kind of linearization and, in the intratopic level, the existence of a general rule of organization and (ii) compare the topic organization of essays considered to be the pattern (published by the media due to the achievement of highest grades on the High School National Exam (ENEM)) and essays produced by public High School students from São José do Rio Preto (SP, Brazil), in order to identify potential differences and similarities between these two groups of texts. To that end, the investigation follows the method of topic analysis (Jubran, 2006), which provides textual analysis based on the analytical category of discourse topic. Our results have shown more similarities than differences: the whole set of texts collected are structured by more than one discourse topic and the transition between each topic is given by continuity. Furthermore, there is a pattern for internal organization of topic segments, which covers most of them: the alternation between the units of Position and Support. In the light of these results and based on Travaglia (2011), we proposed an approach for teaching and learning of reading, comprehension and text production of the text genre of school essay through the topic organization category.

In this work, based on the theoretical framework of Textual-Interactive Grammar, we present a study of the Topic Organization process in newspaper editorials in the state of São Paulo of the 21st century. We broach the two levels of functioning of this process – the intertopic and intratopic levels. With regard to the first level, we analyze the intertopic complexity of editorials from three aspects: (i) quantity of specific discourse topics for each editorial; (ii) degree of hierarchical complexity; (iii) forms of topic sequencing. As for the second level, we investigate the existence of a general rule of internal structuring of minimal Topic Segments (SegTs) in current São Paulo editorials. In the analysis of these two levels of the Topic Organization process, we tried to demonstrate to what extent particularities of Topic Organization in the editorial genre would be related to aspects of the sociocommunicative purpose of the genre. The corpus includes editorials from Folha de S. Paulo and O Estado de S. Paulo newspapers, published during August 2016, and the research follows the method of topic analysis, which enables textual analysis based on the abstract category of discourse topic and on the unit of analysis called the Topic Segment. The data show that newspaper editorials from São Paulo can present two, three or four more particularizing discourse topics, organized, in terms of hierarchical complexity, in one or two Topic Frames. Furthermore, our analyzes show that the editorial genre is characterized by presenting continuity as the predominant topical linearization form. Our research also shows that, in the editorial genre, the minimal SegT is organized internally according to the potentially recursive combination of two units of intratopic organization – position and support, that is, our work shows that, in the genre studied, the internal structuring of minimal SegTs involves the potentially recursive combination of groups of utterances the construct central references and groupings of statements that construct subsidiary references to the discourse topic of SegT. We argue that the functioning of the Topic Organization process in editorial of São Paulo newspapers of 21st century is closely related to sociocommunicative purpose of critical position defense of editorial genre. We also assume that the very fixed character of the editorial and restriction regarding the space occupied by the genre in the newspaper determine features Topic Organization in the current editorials of the state of São Paulo.
2016/09046-1

Abstract:
Mean Field Game (MFG) systems describe equilibrium configurations in differential games with infinitely many infinitesimal interacting agents. This thesis is articulated around three different contributions to the theory of Mean Field Games. The main purpose is to explore the power of this theory as a modeling tool in various fields, and to propose original approaches to deal with the underlying mathematical questions. The first chapter presents the key concepts and ideas that we use throughout the thesis: we introduce the MFG problem, and we briefly explain the asymptotic link with N-Player differential games when N → ∞. Next we present our main results and contributions, that are explained more in details in the subsequent chapters. In Chapter 2, we explore a Mean Field Game model with myopic agents. In contrast to the classical MFG models, we consider less rational agents which do not anticipate the evolution of the environment, but only observe the current state of the system, undergo changes and take actions accordingly. We analyze the resulting system of coupled PDEs and provide a rigorous derivation of that system from N-Player stochastic differential games models. Next, we show that our population of agents can self-organize and converge exponentially fast to the well-known ergodic MFG equilibrium. Chapters 3 and 4 deal with a MFG model in which producers compete to sell an exhaustible resource such as oil, coal, natural gas, or minerals. In Chapter 3, we propose an alternative approach based on a variational method to formulate the MFG problem, and we explore the deterministic limit (without fluctuations of demand) in a regime where re- sources are renewable or abundant. In Chapter 4 we address the rigorous link between the Cournot MFG model and the N-Player Cournot competition when N is large. In Chapter 5, we introduce a MFG model for the optimal execution of a multi-asset portfolio. We start by formulating the MFG problem, then we compute the optimal execution strategy for a given investor knowing her/his initial inventory and we carry out several simulations. Next, we analyze the influence of the trading activity on the observed intra-day pattern of the covariance matrix of returns and we apply our results in an empirical analysis on a pool of 176 US stocks

Abstract:

Toxic leadership costs organizations millions at a time in lost employees, lost customers, lost productivity, and even lost health. The literature shows toxic leadership extends beyond just leaders into an interconnected ?toxic triangle? of destructive leaders, conducive environments, and susceptible followers. This study explored, ?Can a free, online mindfulness-based stress reduction course reduce the negative impact of toxic leadership on the organization?? Ten volunteers self-identified as currently working under a toxic leader. The study used an explanatory sequential mixed methods design to measure resistance, compliance, and core self-evaluation along with interviews and journals. The results indicated mindfulness did reduce the negative impact: conducive environments were less conducive and susceptible followers were less susceptible. Additionally, mindfulness had influence on the entire toxic triangle and resulted in unique Toxic Triangle Influence Maps for each situation. Finally, family systems theory was found to be particularly useful for understanding leadership in a toxic triangle.

Abstract:
Since the inception of the United Nations in 1945, leaders of The Church of Jesus Christ of Latter-day Saints have made public statements regarding the international peace and security organization. To the confusion of many Church members, who often look to their leaders for prophetic guidance on numerous spiritual and temporal topics, these statements have been conflicting. Some Church leaders have clearly opposed the United Nations and others have openly supported it, offering various ideological explanations for their beliefs. Yet, it is evident that The Church of Jesus Christ of Latter-day Saints has never made an official position on the topic of the United Nations. Church members are free to exercise their agency and either oppose or support the organization as they deem necessary. Regardless of personal opinions, a relationship has emerged between the Church and the United Nations in the past few decades through joint humanitarian efforts, as well as official and unofficial interactions. Since the United Nations is most likely a permanent fixture of the political world, and The Church of Jesus Christ of Latter-day Saints is concerned with topics of international importance, it appears this relationship will continue to blossom throughout the future.

This thesis is part of a broader research project named “Projeto de História do Português Paulista” (Almeida, 2006), also known as “Projeto Caipira”, which has studied different aspects of the history of Portuguese spoken in the State of São Paulo, Brazil. One of these aspects is the evolution of a set of text construction processes, including the process of topic organization. In this way, the purpose of this thesis is to analyze the topic organization process in editor’s letters published in newspapers of the State of São Paulo during de 19th century. Both levels of such process are analyzed: intertopic organization, which is the combination of minimal Topic Segments (SegTs); intratopic organization, which is the internal organization of minimal SegTs. The theoretical framework consists in an articulation between Textual-Interactive Grammar (Jubran and Koch, 2006) and Speech Act Theory (Austin, 1962; Searle, 1969). The editor’s letters analyzed are selected from Barbosa and Lopes (2002). These authors, as part of Projeto Caipira, have provided a set of editor’s letters and reader’s letters published in different newspapers of São Paulo during the 19th century. The results show that the letters under consideration are characterized, at the intertopic level, by intertopic unicity, that is, each letter normally has a single topic. At the intratopic level, the letters follow a general rule, which predicts the construction of a unit called Topic Elaboration (through which the editor directs a message to readers/subscribers); according to the rule, this unit may be preceded by a unit called Topic Contextualization (which presents the topic of the letter) and/or it my be followed by a unit named Topic Expansion (where the editor discusses the message elaborated before). The data also show that, as a mechanism to distinguish intratopic units, the letters use different types of speech acts in different units. In addition, these units are differentiated to each other based on the presence/absence of performative verbs.

Abstract:
Industrial Organization concerns the strategic interaction between firms. How do firms take decisions when the reactions of others are taken into account? The goal is to better understand firms' decisions and their consequences in market competition. In chapter 2, I investigate the strategic interaction between research and development (R&D) cooperations and subsequent mergers. I present a theoretical model linking stable R&D cooperation networks with the decisions to merge, followed by the product market competition. I find that mergers and R&D cooperations are complements. This means that there are mergers that only exist because firms construct certain R&D cooperation networks. If cooperations were not allowed, then firms would choose not to merge. I also find that there are cooperations among firms that would not exist if the firms did not anticipate subsequent mergers. I also find that cooperations with non-merging parties are the key links, contradicting the intuition that firms create links to substitute for a merger at a later stage. The consequence is that the non-merging firm gains veto power over the merger and will only enable it if the resulting merged company is not too competitive. In chapter 3 I present a model that sheds light on how differently experienced Venture Capital firms compete and why they cooperate in the early stages of venture financing. I consider that the decision to cooperate is made by the financiers, but it must be approved by the owner of the project. I find that there are welfare gains from cooperating because syndications of Venture Capitalists evaluate projects more effectively and provide more value-added services. When the entrepreneur is taken into account, Venture Capitalists cannot appropriate all the gains from a venture. The entrepreneur retains part of the project by keeping the competition outside option. Therefore I present a model of cooperation without collusion. I also find that projects with greater potential are more likely to be syndicated and that larger investments do not necessarily lead to more cooperation. I test these two implications in an empirical analysis and find that projects with both a larger potential and a larger investment are more likely to be syndicated. Finally chapter 4 analyzes firms' decisions about the entry timing in markets. Specifically, I analyze how these decisions are affected by firms' beliefs about the state of the world. A second contribution of the paper is to study whether firms have incentives to distort beliefs and to become optimistic about the state of demand. The paper considers an endogenous timing model with incomplete information about demand. I show that with Bayesian firms there exists a unique perfect Bayesian equilibrium where firms with optimistic beliefs produce in the first period while firms with pessimistic beliefs only produce in the second period. I also find that when firms could choose to be overconfident they choose not to be. Nevertheless, they are weakly better by having the option to do so.

Abstract:
AbstractDisability as a global social policy issue has gained increasing importance during recent decades, partly due to a shift in conceptualization from a medical to a social perspective on disability. This new relevance has led to the emergence of a global organizational field around the topic, with a high involvement of International Organizations (IOs). In order to investigate the population of IOs in the field, this chapter identifies influential actors, relates them to the main discourses, and maps their relations. It can be seen that agencies of the United Nations have become the key actors in promoting the rights-based social perspective and the monitoring of the implementation of disability rights. In contrast, the World Health Organization is still the leading organization in the provision of medical classification systems. Overall, it can be noted that the organizational field leaves space for IOs to influence the direction of global and national disability policy.

Abstract:
Why do emerging generations stay active in a voluntary organization? The number of volunteers is increasing in Hungary, one reason is the obligatory community service in secondary schools. There is an emerging generation who has experience in volunteering, however there is a little knowledge about why they sustain voluntary work. Although previous studies elaborate on the retention of volunteers from a general perspective, further research is needed in this specific area. This study aims to examine younger generations’ (Millennials, GenY) retention in nonprofit voluntary organizations by conducting a single case study at Amigos for Children Foundation, in Hungary. Adopting a grounded theory approach, the study aims to build theory on the topic by combining two streams of literature with primary data: sustained volunteerism and expectations of younger generations towards their workplace. Based on prior literature review and qualitative research, findings suggest that organizations should focus on two main areas to keep younger generations motivated. (1) Organizational factors in which volunteering happens are flexible framework for daily operations, flat organization, involvement in decision making and opportunity for shaping the organization. (2) What the volunteer gets in exchange for the prosocial activity: positive feedback, recognition, strong community, opportunity for social and professional development, autonomy, responsibility, mutual trust. An important finding of the study is that younger generations are conscious about the values and the organization itself they work or volunteer at. Further, one of the most important factors for them is the community they do prosocial activity with. Overall, the current study develops propositions on organizational factors to retain younger generations in voluntary organizations.

Abstract:
Since first appearing at the end of 2019, the novel coronavirus disease (COVID-19) has spread at a pace and scale not seen before. On 11 March 2020, the World Health Organization (WHO) declared COVID-19 a pandemic. A rapid response was called for, and actors across the globe worked quickly to develop sets of preventative measures to contain the disease. One mode of transmission identified early on in the crisis was via surfaces and objects (fomites) (Howard et al. 2020). To combat this, hand hygiene was put forward as a key preventative measure and heralded as ‘the first line of defence against the disease’ (World Bank 2020). What followed was an unprecedented global focus on handwashing with soap. Health messages on how germs spread, the critical times at which hands should be washed, and methods for correct handwashing were shared (Centers for Disease Control and Prevention 2020). Political leaders around the world promoted handwashing and urged people to adopt the practice to protect against the coronavirus. The primary and secondary impacts of COVID-19 have affected people and industries in a variety of different ways. For the WASH sector, the centring of handwashing in the pandemic response has led to a sudden spike in hygiene activity. This SLH Rapid Topic Review takes stock of some of the cross-cutting challenges the sector has been facing during this period and explores the adaptations that have been made in response. It then looks forwards, thinking through what lies ahead for the sector, and considers the learning priorities for the next steps.

Abstract:
In July 2019, participants gathered in Research Triangle Park, North Carolina, for an event organized by RTI International called Trust in Science. Our goal with the Trust in Science event was to foster collaborations and strengthen connections between nonprofit and funding organizations to address trust-related challenges that are affecting science and scientists. Collaboration between professionals and organizations is easy to cite as an abstract goal but can be challenging to pursue in practice for various reasons. Participants generated and considered both broad challenges and specific contexts in which trust has been strained. We discussed, for example, the use of wearable technologies for data collection, vaccine acceptance, biofuel research, survey research on topics such as sexual harassment monitoring, tools to help people navigate online information, and the development of physical spaces for local community discussion about science and technology. We offer an overview of key themes and ideas that emerged from our interactions. We hope that readers will consider this an open-source set of suggestions for future initiatives and innovations.

Abstract:
This dataset constitutes a panel follow-up to the 2016/2017 Suriname Survey of Living Conditions. It measures welfare related variables before and after the onset of the COVID-19 pandemic including labor market outcomes, financial literacy, and food security. The survey was executed in August 2020. The Suriname COVID-19 Survey is a project of the Inter-American Development Bank (IDB). It collected data on critical socioeconomic topics in the context of the COVID-19 pandemic to support policymaking and help mitigate the crisis impacts on the populations welfare. The survey recontacted households interviewed in 2016/2017 by the Suriname Survey of Living Conditions (SSLC) and was conducted by phone due to the mobility restrictions and social distancing measures in place. It interviewed 1,016 households during August 2020 and gathered information about disease transmission, household finances, labor, income, remittances, spending, and social protection programs. Data and documentation of the 2016/2017 Suriname Survey of Living Conditions can be found at: https://publications.iadb.org/en/suriname-survey-living-conditions-2016-2017 The survey was designed and implemented by Sistemas Integrales. This publication describes the main methodological aspects, such as sample design, estimation procedures, topics covered by the questionnaire, field organization and quality control. Beiker, Sven. Unsettled Issues Regarding Communication of Automated Vehicles with Other Road Users. SAE International, 2020. http://dx.doi.org/10.4271/epr2020023.

Full text
Abstract:
The focus of this SAE EDGE™ Research Report is to address a topic overlooked by many who choose to view automated driving systems and AVs from a “10,000-foot” perspective: how automated vehicles (AVs) will actually communicate with other road users. Conventional (human-driven) vehicles, bicyclists, and pedestrians already have a functioning system of understating each other while on the move. Adding automated vehicles to the mix requires assessing the spectrum of existing modes of communication – both implicit and explicit, biological and technological, and how they will interact with each other in the real world. The impending deployment of AVs represents a major shift in the traditional approach to ground transportation; its effects will inevitably be felt by parties directly involved with the vehicle manufacturing and use and those that play roles in the mobility ecosystem (e.g., aftermarket and maintenance industries, infrastructure and planning organizations, automotive insurance providers, marketers, telecommunication companies). Unsettled Issues Regarding Communication of Automated Vehicles with Other Road Users brings together the multiple scenarios we are likely to see in a future not too far away and how they are likely to play out in practical ways.

Fernandez, Katya, and Cathleen Clerkin. The Stories We Tell: Why Cognitive Distortions Matter for Leaders. Center for Creative Leadership, 2021. http://dx.doi.org/10.35613/ccl.2021.2045.

Full text
Abstract:
"This study explored whether leaders’ thought patterns (specifically cognitive distortions) and emotion regulation strategies (specifically cognitive reappraisal, cognitive defusion, and expressive suppression) relate to their work experiences. Findings suggest that leaders’ cognitive distortions are related to their work experiences and that emotion regulation strategies can help leaders mitigate the effects of cognitive distortions. More specifically, the results of this study offer the following insights: • Leaders’ cognitive distortions related to all examined workplace topics (role ambiguity, role conflict, social support, perceived organizational support, job satisfaction, and burnout). • Leaders’ use of emotion regulation strategies (cognitive reappraisal and cognitive defusion) mitigated the impact their cognitive distortions had on burnout, specifically. • Attempting to suppress emotional responses was relatively ineffective compared to the other two emotion regulation strategies (cognitive reappraisal and cognitive defusion). These insights suggest that certain emotion regulation strategies may be helpful in ameliorating the deleterious effects of cognitive distortions on leaders’ burnout. The current paper provides an overview of the different cognitive distortions and emotion regulation strategies explored and includes advice on what leaders can do to more effectively notice and manage cognitive distortions that emerge during distressing situations. RESEARCH PRIORITIES: Western Balkans Snapshot. RESOLVE Network, 2020. http://dx.doi.org/10.37805/rp2020.1.wb.

Full text
Abstract:
Amidst the evolving threat of violent extremism (VE) worldwide, the Western Balkans face substantial challenges to social cohesion and stability. As elsewhere, narratives of religious, far right, and nationalist militancy resonate with vulnerable youth populations in Western Balkan countries where a history of ethnic, religious, and civil strife created a situation vulnerable to terrorist recruitment at home and abroad. Individuals who traveled to fight alongside violent extremist organizations abroad are returning to their home countries following the territorial losses of extremist groups in Syria and Iraq. At the same time, ethno-nationalist extremism continues to gain traction and expand across the region. While some of these topics have received increased attention in the current body of literature, others remain under-researched. Existing research topics also require more field research and deeper conceptual foundation. The resulting gaps in our collective understanding point to the need for further research on evolving social and VE dynamics in the Western Balkans. More rigorous and grounded research, in this regard, can help inform and improve efforts to prevent and counter violent extremism (P/CVE) in the region. In 2019, the RESOLVE Network convened local and international experts to discuss research gaps and develop a preliminary list of research priorities for P/CVE moving forward in the Western Balkans. The topics identified in this Research Priorities Snapshot reflect their collective expertise, in-depth understanding, and commitment to continued analysis of VE trends and dynamics in the region.

Charting Violent Extremism Research Priorities in North Africa and the Sahel 2018. RESOLVE Network, 2021. http://dx.doi.org/10.37805/rp2021.1.lcb.

Full text
Abstract:
As the socio-political dynamics of conflict and insecurity continue to evolve across North Africa and the Sahel, efforts to prioritize the exploration of ongoing and emerging violent extremist trends remain important. For decades, violent conflict, poor resource management, environmental change, and weak governments (through lack of institutional capacity or by predatory elite design) have contributed to cycles of instability and state fragility. Violent extremist organizations such as Boko Haram, al-Qaeda, and the self-proclaimed Islamic State and its affiliates have benefited from this instability. As the groups, tactics, and contexts continue to change, greater attention to ongoing and emerging threats to peace and stability in the region is needed. In 2018, the RESOLVE Network convened over 30 global, regional, and local researchers, practitioners and policymakers with varied expertise in local governance, development, and the preventing and countering violent extremism (P/CVE) research landscape in the Lake Chad Basin and regional proximity. The topics identified here reflect participants’ collective assessment of current dynamics, expertise, in-depth understanding, and commitment to continued analysis of violent extremism (VE) trends and dynamics in the region.

Payment Systems Report - June of 2020. Banco de la República de Colombia, 2021. http://dx.doi.org/10.32468/rept-sist-pag.eng.2020.

Full text
Abstract:
With its annual Payment Systems Report, Banco de la República offers a complete overview of the infrastructure of Colombia’s financial market. Each edition of the report has four objectives: 1) to publicize a consolidated account of how the figures for payment infrastructures have evolved with respect to both financial assets and goods and services; 2) to summarize the issues that are being debated internationally and are of interest to the industry that provides payment clearing and settlement services; 3) to offer the public an explanation of the ideas and concepts behind retail-value payment processes and the trends in retail payments within the circuit of individuals and companies; and 4) to familiarize the public, the industry, and all other financial authorities with the methodological progress that has been achieved through applied research to analyze the stability of payment systems. This edition introduces changes that have been made in the structure of the report, which are intended to make it easier and more enjoyable to read. The initial sections in this edition, which is the eleventh, contain an analysis of the statistics on the evolution and performance of financial market infrastructures. These are understood as multilateral systems wherein the participating entities clear, settle and register payments, securities, derivatives and other financial assets. The large-value payment system (CUD) saw less momentum in 2019 than it did the year before, mainly because of a decline in the amount of secondary market operations for government bonds, both in cash and sell/buy-backs, which was offset by an increase in operations with collective investment funds (CIFs) and Banco de la República’s operations to increase the money supply (repos). Consequently, the Central Securities Depository (DCV) registered less activity, due to fewer negotiations on the secondary market for public debt. This trend was also observed in the private debt market, as evidenced by the decline in the average amounts cleared and settled through the Central Securities Depository of Colombia (Deceval) and in the value of operations with financial derivatives cleared and settled through the Central Counterparty of Colombia (CRCC). Section three offers a comprehensive look at the market for retail-value payments; that is, transactions made by individuals and companies. During 2019, electronic transfers increased, and payments made with debit and credit cards continued to trend upward. In contrast, payments by check continued to decline, although the average daily value was almost four times the value of debit and credit card purchases. The same section contains the results of the fourth survey on how the use of retail-value payment instruments (for usual payments) is perceived. Conducted at the end of 2019, the main purpose of the survey was to identify the availability of these payment instruments, the public’s preferences for them, and their acceptance by merchants. It is worth noting that cash continues to be the instrument most used by the population for usual monthly payments (88.1% with respect to the number of payments and 87.4% in value). However, its use in terms of value has declined, having registered 89.6% in the 2017 survey. In turn, the level of acceptance by merchants of payment instruments other than cash is 14.1% for debit cards, 13.4% for credit cards, 8.2% for electronic transfers of funds and 1.8% for checks. The main reason for the use of cash is the absence of point-of-sale terminals at commercial establishments. Considering that the retail-payment market worldwide is influenced by constant innovation in payment services, by the modernization of clearing and settlement systems, and by the efforts of regulators to redefine the payment industry for the future, these trends are addressed in the fourth section of the report. There is an account of how innovations in technology-based financial payment services have developed, and it shows that while this topic is not new, it has evolved, particularly in terms of origin and vocation. One of the boxes that accompanies the fourth section deals with certain payment aspects of open banking and international experience in that regard, which has given the customers of a financial entity sovereignty over their data, allowing them, under transparent and secure conditions, to authorize a third party, other than their financial entity, to request information on their accounts with financial entities, thus enabling the third party to offer various financial services or initiate payments. Innovation also has sparked interest among international organizations, central banks, and research groups concerning the creation of digital currencies. Accordingly, the last box deals with the recent international debate on issuance of central bank digital currencies. In terms of the methodological progress that has been made, it is important to underscore the work that has been done on the role of central counterparties (CCPs) in mitigating liquidity and counterparty risk. The fifth section of the report offers an explanation of a document in which the work of CCPs in financial markets is analyzed and corroborated through an exercise that was built around the Central Counterparty of Colombia (CRCC) in the Colombian market for non-delivery peso-dollar forward exchange transactions, using the methodology of network topology. The results provide empirical support for the different theoretical models developed to study the effect of CCPs on financial markets. Finally, the results of research using artificial intelligence with information from the large-value payment system are presented. Based on the payments made among financial institutions in the large-value payment system, a methodology is used to compare different payment networks, as well as to determine which ones can be considered abnormal. The methodology shows signs that indicate when a network moves away from its historical trend, so it can be studied and monitored. A methodology similar to the one applied to classify images is used to make this comparison, the idea being to extract the main characteristics of the networks and use them as a parameter for comparison.
