Abstract:
This master's thesis deals with extensions of TOPSIS method, which is one of methods for multi-criteria evaluation of alternatives. These extensions use theory of fuzzy sets (FS) and their futher extensions to interval-valued (IVFS), intuitionistic (IFS) and hesitant (HFS) fuzzy sets and their combinations (IVIFS, IVIHFS). Significant part of this thesis explains the principle of fuzzy sets and their generalizations. Descriptions of operators for aggregations of grades of membership has very important role here. Next, very short description of multi-criteria evaluation problems and detailed description of TOPSIS method are contained. The second half of this thesis is dedicated to four existing extensions of TOPSIS metod that uses theories of FS, IVFS, IVIFS and IVIHFS. Every method is illustrated with an example that shows principle of calculations. It illustrates new possibilities of the methods that use new sets theories and potential complications and deviations from the original TOPSIS method. At the end of this thesis, evaluation of usefulness of used approaches is mentioned.

L'objectif principal de notre thèse est de contribuer au développement d’une approche couplant logique floue et capitalisation des connaissances pour résoudre un problème d’actualité traitant de la sélection des fournisseurs dans une chaîne logistique avec affectation des ordres d’achat dans un environnement dynamique et aléatoire.La recherche de nouveaux fournisseurs est une priorité majeure pour toute entreprise qui souhaite persister et gagner de nouvelles parts du marché sachant que ce dernier (le marché) est sans merci. Cela est lié sans doute à plusieurs aspects. Parmi ces derniers et pour ne citer que deux, 1) la réduction du cycle de vie des produits (très court, de 3-4 années) où de nouveaux modèles doivent être fréquemment développés en utilisant le plus souvent des composants innovants et/ou des technologies nouvelles et 2) la majorité des industries sont, historiquement, très consommatrices de main d’oeuvre qui a conduit sans doute à des variations complexes tant sur les besoins en matières premières qu’en main d’oeuvre qualifiée face à un marché chaotique
Supplier selection is nowadays one of the critical topics in supply chain management. This work presents a new decision making approach for group multi-criteria supplier selection problem, which clubs supplier selection process with order allocation for dynamic supply chains to cope market variations. More specifically, the developed approach imitates the knowledge acquisition and mani- pulation in a manner similar to the decision makers who have gathered considerable knowledge and expertise in procurement domain. Nevertheless, under many conditions, exact data are inadequate to model real-life situation and fuzzy logic can be incorporated to handle the vagueness of the decision makers. As per this concept, fuzzy-AHP method is used first for supplier selection through four classes (CLASS I: Performance strategy, CLASS II: Quality of service, CLASS III: Innovation and LASS IV: Risk), which are qualitatively meaningful. Thereafter, using simulation based fuzzy TOPSIS technique, the criteria application is quantitatively evaluated for order allocation among the selected suppliers. As a result, the approach generates decision-making knowledge, and thereafter, the developed combination of rules order allocation can easily be interpreted, adopted and at the same time if necessary, modified by decision makers. To demonstrate the applicability of the proposed approach, an illustrative example is presented and the results analyzed

¿Deben las empresas realizar actividades y servicios de fabricación e I+D (Investigación y Desarrollo) por su cuenta o subcontratar éstos a proveedores externos? ¿Qué diseños de cadena de suministro (SCD) pueden ser tomados en cuenta por los responsables de toma de decisiones para diseñar la estrategia más adecuada y efectiva para gestionar actividades externas? Hoy en día, la mayoría de los gerentes eligen la opción de subcontratación para obtener resultados a corto plazo y soluciones para los gerentes de línea. ¿Conlleva la opción de subcontratación una ventaja competitiva a largo plazo para las empresas? ¿Qué criterios deben considerarse para evaluar las opciones de fabricación y subcontratación? ¿Cómo pueden los responsables lidiar con los requisitos de oportunidades y riesgos establecidos en la revisión de la normativa ISO 9001: 2015? Todas estas preguntas han dado lugar a una mayor conciencia de la importancia de la toma de decisión entre la realización de actividades de fabricación en la empresa o la subcontratación de éstas, y especialmente del dilema al que se enfrentan las empresas al decidir entre mantener las actividades de I+D y de fabricación en la empresa o subcontratarlas. Esta tesis presenta los resultados del trabajo de investigación realizado por el autor, con experiencia internacional en los procesos de gestión de abastecimiento estratégico (SSM) y gestión de la cadena de suministro (SCM). SSM examina en detalle las opciones de autoaprovisionamiento y contratación. SSM abarca el proceso de toma de decisiones del abastecimiento estratégico, incluyendo la cadena de suministro (Supply Chain, SC) en términos de competitividad, eficacia y eficiencia. Esta investigación proporciona una metodología de apoyo a la decisión de SSM y SCM que cualquier profesional puede implementar, independientemente del tamaño o sector industrial de la organización. Las decisiones de SCM y SSM son de importancia estratégica para las empresas y deben tomarse de manera estructurada, sistemática y coherente. El objetivo de este estudio es abordar las decisiones de abastecimiento basadas en una Metodología de Decisión de Criterios Múltiples (MCDM) utilizando la lógica subyacente de la Técnica de Preferencia de Orden por Similitud con la Solución Ideal (TOPSIS). El enfoque adoptado en esta tesis es amplio, global y coherente, pero los capítulos son independientes, permitiendo al lector consultar diferentes capítulos según sea necesario. Esta investigación se organiza en siete partes: (1) una revisión de la literatura sobre decisiones de fabricación o compra se realiza en el capítulo “¿Debemos fabricar o comprar? Una actualización y revisión”; (2) un marco para decisiones de fabricación o compra se desarrolla y analiza en el capítulo “Aprovisionamiento estratégico: desarrollo de un marco progresivo para decisiones de fabricación o compra”; (3) el capítulo "Integración de los aspectos de sostenibilidad en la selección de proveedores basado en el ejemplo de una empresa industrial alemana" presenta una serie de criterios de sostenibilidad verificados a través de un estudio de caso; (4) las prácticas de evaluación de proveedores se resumen y analizan a través de un estudio de caso múltiple en el capítulo "Prácticas de evaluación de proveedores sostenibles en toda la cadena de suministro: un caso múltiple"; (5) se desarrolla un marco para las decisiones de diseños de cadena de suministro en el documento "Exploración de las prácticas de la cadena de suministro sostenible: un estudio de caso en la industria alemana"; (6) Exploración de cómo evaluar los riesgos de la cadena de suministro sostenible (SSCR) utilizando una FMEA aplicada en un estudio de caso en Alemania, y (7) la applicación de la metodología Six Sigma para reducer los costes originados por los proveedores externos en un estudio de caso. Esta tesis considera las perspectivas tácticas y estratégicas en relación con las estrategias corporativas e incluye capítulos dedicados sobre cómo configurar una función de abastecimiento estratégico (SS). El texto está enriquecido con gráficos, marcos y ejemplos sólidos de las mejores prácticas de los estudios de caso. Este estudio se basa en las valiosas y esenciales contribuciones de los responsables involucrados en la toma de decisiones y es adecuado para cualquier persona que trabaje en la gestión de compras y suministros, ya que les permite comprender los mecanismos de creación de valor a través del abastecimiento estratégico. Ciertamente esta tesis proporciona pautas de gestión para ayudar a los tomadores de decisiones a: (1) evaluar si la subcontratación es adecuada para su empresa; (2) determinar exactamente qué productos y servicios subcontratar, y qué tipo de diseño de cadena de suministro es más adecuado para la empresa; (3) determinar las expectativas de desempeño mediante la evaluación de proveedores externos; (4) usar un proceso profesional bien definido para evaluar y seleccionar qué proveedores externos están más cualificados para el trabajo; (5) utilizando un proceso de evaluación de proveedores para supervisar y revisar los riesgos y el desempeño del proveedor; (6) así como la implementación de la metodología Six Sigma para conseguir una mejora de procesos. Se espera que los hallazgos y métodos discutidos en esta investigación sean de ayuda en muchas otras actividades de fabricación, particularmente cuando se trata de tomar decisiones sobre las ubicaciones de fabricación. El enfoque descrito en esta tesis se centra en cómo elaborar estrategias de abastecimiento, pero puede estandarizarse y aplicarse en muchas ramas diferentes y proporciona directrices claras y prácticas para mejorar la eficacia de la cadena de suministro. Una de las principales contribuciones de la investigación es el desarrollo de nuevos marcos basados en conceptos de investigadores pasados en los campos de SSM y SCM y su integración en situaciones de la vida real, apoyando a la comunidad investigadora. La consistencia de los marcos y modelos propuestos, así como su factibilidad y metodología efectiva, se validan y verifican a través de diferentes estudios de caso.

Enterprise Resource Planning systems are large source of information usable for management decision--making. However, these data are often kept in incomprehensible form for common user. Especially for support of management decision--making was developed set of processes and technologies called Business Intelligence. With its tools are created comprehensible analysis. On practical example there is shown that Business Intelligence tools can be easily used for generating entry data for multi--criterial evaluation of variants. Methods of multi--criterial evaluation of variants are applied to solve the problem of a company that is forced to close some of its stores due to financial loss.

This Master´s Thesis focuses on the issue of renewal of fleet in Deblice-lesy, s.r.o. company. The aim of this thesis is selection of suitable semitrailer combination for transportation of long timbers and also selection of truck for transportation of ACTS containers for transportation of firewood, which will correspond to the selected criteria. Selection will be realized by using TOPSIS method. Theoretical part focuses on issues of business in road transport, trucks and combinations in road transport and limits of their dimensions and weights. It also describes some methods of multi-criteria decision making. Practical part focuses directly on selection of suitable semitrailer combination for transportation of long timbers and also selection of truck for transportation of ACTS containers according to the defined criteria. One of the aims is also mapping of the market and choices which exist when selecting combination for transportation of long timbers.

Increasing global competition, rapid technological changes, advances in manufacturing and information technology and discerning customers are forcing supply chains to adopt improvement practices that enable them to deliver high quality products at a lower cost and in a shorter period of time. A lean initiative is one of the most effective approaches toward achieving this goal. In the lean improvement process, it is critical to measure current and desired performance level in order to clearly evaluate the lean implementation efforts. Many attempts have tried to measure supply chain performance incorporating both quantitative and qualitative measures but failed to provide an effective method of measuring improvements in performances for dynamic lean supply chain situations. Therefore, the necessity of appropriate measurement of lean supply chain performance has become imperative. There are many lean tools available for supply chains; however, effectiveness of a lean tool depends on the type of the product and supply chain. One tool may be highly effective for a supply chain involved in high volume products but may not be effective for low volume products. There is currently no systematic methodology available for selecting appropriate lean strategies based on the type of supply chain and market strategy This thesis develops an effective method to measure the performance of supply chain consisting of both quantitative and qualitative metrics and investigates the effects of product types and lean tool selection on the supply chain performance Supply chain performance matrices and the effects of various lean tools over performance metrics mentioned in the SCOR framework have been investigated. A lean supply chain model based on the SCOR metric framework is then developed where non- lean and lean as well as quantitative and qualitative metrics are incorporated in appropriate metrics. The values of appropriate metrics are converted into triangular fuzzy numbers using similarity rules and heuristic methods. Data have been collected from an apparel manufacturing company for multiple supply chain products and then a fuzzy based method is applied to measure the performance improvements in supply chains. Using the fuzzy TOPSIS method, which chooses an optimum alternative to maximise similarities with positive ideal solutions and to minimise similarities with negative ideal solutions, the performances of lean and non- lean supply chain situations for three different apparel products have been evaluated. To address the research questions related to effective performance evaluation method and the effects of lean tools over different types of supply chains; a conceptual framework and two hypotheses are investigated. Empirical results show that implementation of lean tools have significant effects over performance improvements in terms of time, quality and flexibility. Fuzzy TOPSIS based method developed is able to integrate multiple supply chain matrices onto a single performance measure while lean supply chain model incorporates qualitative and quantitative metrics. It can therefore effectively measure the improvements for supply chain after implementing lean tools. It is demonstrated that product types involved in the supply chain and ability to select right lean tools have significant effect on lean supply chain performance. Future study can conduct multiple case studies in different contexts.

The increasing world population is putting pressure on global food production. Agriculture must meet these growing demands by increasing crop yields. One phenomenon which prevents seedling emergence and damages crop yield is soil crusting. Understanding of soil crusting and the factors which influence it is fundamental to ensuring good crop production. An instrument which will test soil crust strength in a novel way, mimicking seedling growth, may lead to pre-emptive agricultural soil management which could increase crop production. This work details the process of design, construction and testing of an ascending penetrometer to measure soil crust strength. The full design process is discussed from concept generation and evaluation, using experimental methods and a multi-criteria decision making tool, through to final design configuration, specification, manufacture and testing. Traditionally, soil penetrometers measure soil strength by forcing a probe from the surface of the soil into the bulk soil below. To more accurately measure the direct impedance a seedling would experience a device should measure impedance from the bulk soil upwards and into the soil crust, mimicking what a growing seedling would experience. Results prove that the manufactured ascending penetrometer with a force resolution of 0.01N and displacement resolution of 0.0004mm is capable of detecting differences in soil crusts. At these resolutions and accuracy to 0.1N and 0.1mm excellent repeatability was achieved. The machine is therefore a useful and realistic tool for quantitatively comparing soil crusts in soil. It is hoped that being able to compare soil crust strength will lead to improved soil management techniques.

A avaliação e seleção de tecnologias de geração de energia elétrica a partir de fontes renováveis visa melhorar a eficiência nas decisões de expansão dos sistemas elétricos em geral, elencando tecnologias mais adequadas em função de seus impactos ambientais, sociais, econômicos, técnicos e políticos. Os processos decisórios referentes à escolha de tecnologias de geração de energia caracterizam-se por subjetividade, incerteza e ambiguidade. Os métodos multicritério de apoio à decisão, combinados com a lógica dos conjuntos fuzzy constituem uma alternativa adequada para a modelagem de avaliação e seleção de tecnologias em ambientes sob incerteza. O objetivo principal desta dissertação é propor um modelo de avaliação e seleção de tecnologias para geração de energia elétrica a partir de fontes renováveis, com o auxílio de métodos multicritério fuzzy de apoio à decisão. A pesquisa pode ser considerada aplicada, descritiva e metodológica. Quanto aos meios de investigação, a metodologia compreende pesquisa bibliográfica e documental; pesquisa experimental, com a aplicação de métodos multicritério fuzzy de apoio à decisão para hierarquização de alternativas tecnológicas de energia elétrica a partir de fontes renováveis; e desenvolvimento de um estudo empírico no Estado do Rio de Janeiro. Destacam-se como resultados a seleção de tecnologias mais adequadas em função de seus impactos ambientais, sociais, econômicos, técnicos e políticos e a demonstração da aplicabilidade do modelo proposto. No caso do Estado do Rio de Janeiro, a tecnologia que se mostrou mais adequada, dado potencial de fontes renováveis, foi a solar fotovoltaica.
Assessment and selection of renewable energy generation technologies addresses to improve efficiency in electrical system expansion decisions, by selecting technologies that are more appropriate considering some criteria, like environmental, social, economic, technical and political. The decision-making processes regarding the choice of energy generation technologies are characterized by subjectivity, uncertainty and ambiguity. Multicriteria decision support method, combined with fuzzy logic, is an adequate alternative for measuring and evaluating the performance of technologies in environment under uncertainty. The main aim of this dissertation is to propose a model for selection the performance of technologies for electric power generation from renewable sources, with the support of multicriteria fuzzy decision-making methods. The research can be considered applied, descriptive and methodological. As for means of investigation, the methodology comprises bibliographical and documentary research; Experimental research, with the application of multicriteria fuzzy decision-making methods for hierarchization of technologies for electric power generation alternatives from renewable sources; and development of an empirical study in the State of Rio de Janeiro. The results highlight the selection of the most appropriate technologies according to their environmental, social, economic, technical and political impacts and the demonstration of the applicability of the proposed model. In the case of the State of Rio de Janeiro, the most appropriate technology, given the potential of renewable sources, was solar photovoltaic.

Abstract:
Fuzzy systems and networks are vital within the armoury of fuzzy tools and applicable to real life decision making environments. Three types of fuzzy systems introduced in literatures which are systems with single rule base, systems with multiple rule bases and system with networked rule bases. This research introduces novel extension of the Technique of Ordering of Preference by Similarity to Ideal Solution (TOPSIS) methods and uses fuzzy systems and networks to solve multi-criteria decision making problems where both benefit and cost are presented as subsystems. In conjunction, the implementation of fuzzy sets type-1, type-2 and Z-number of proposed approaches is also presented. Furthermore, literatures have observed that tracking the performance of criteria is crucial by controlling the estimation of uncertainty of the criteria. Thus, the decision maker evaluates the performance of each alternative and further observes the performance for both benefit and cost criteria. This research improves significantly the transparency of the TOPSIS methods while ensuring higher effectiveness in comparison to established approaches. Ensuring the practicality and the effectiveness of proposed methods in a realistic scenario, the problem of ranking traded stock is studied. This case study is conducted based on stocks traded in a developing financial market such as Kuala Lumpur Stock Exchange. The ranking based on proposed methods is validated comparatively using performance indicators such as Spearman Rho correlation, Kendall Tau correlation, Root Mean Square Errror and Average Absolute Distance by assuming ranking based on return on investment as a benchmarking. Based on the case study, the proposed methods outperform the established TOPSIS methods in term of average rank position.

Abstract:
While making decisions, consumers are often confronted with choosing between multiple product and brand alternatives that may be viewed as specific bundles of attributes/criteria. Researchers, attempting to understand this decision-making process, employ multi-criteria decision making (MCDM) models in numerous ways for predicting ultimate brand choice. This thesis compares and contrasts four types of MCDM models within a laptop brand choice context—specifically, the Multi Attribute Attitude Model (MAAM; Fishbein 1967), Analytical Hierarchy Process (AHP; Saaty, 1980), Technique for Order Preference by Similarity to Ideal Solution (TOPSIS; Hwang & Yoon, 1981), and a mixed AHP-TOPSIS model (Ghosh, 2011; Bhutia & Phipon,2012). While Fishbein’s MAAM model evaluates brand choice by multiplying attribute belief ratings with their importance weights, the AHP does a pair-wise comparison to elicit relative weights of brand attributes and alternatives. The TOPSIS method, on the other hand, proposes that consumers choose brands that are nearest to (i.e., the shortest distance from) their ideal brand solution as well as the farthest from (i.e., the greatest distance from) their worst solution. Advantages and disadvantages of each of these methods are reviewed, and a mixed AHP-TOPSIS method that addresses some of the drawbacks is proposed here. The results attained via TOPSIS and AHP-TOPSIS are the same. However, it is coincidental in the chosen laptop choice example. By applying the two models within an alternative hotel choice scenario, the rankings obtained are demonstrated as being different. Sensitivity analyses conducted also demonstrate these differences across models. This thesis has both theoretical and practical implications. From a theoretical perspective, it brings the knowledge of decision making methodologies from the supply chain management field to further the understanding of marketing related issues. Furthermore, this research is the first to apply a mixed AHP-TOPSIS model that demonstrates greater accuracy in predicting consumer brand choice. In terms of practical significance, it allows companies to improve the impression that customers hold about its performance on specific attribute types.

The scope and purpose of this research is to propose a method to determine reliable objective weights for the achievement evaluation and ranking of students according to the entrance exam scores which are supposed to evaluate different capabilities in various subjects. The approach used in the research basically adopted the “ideal and anti-ideal solution” concept from Hwang and Yoon (1981) in MCDM (Multiple Criteria Decision Making) and extended the method so called TOPSIS (Technique for Order Preference by Similarity to Ideal Solution Method). The objective weights choices associated in this research are mean, entropy-based and c.v.-based (coefficient-variation). In addition to Euclidian weighted distance,city block weighted distance as suggested by Sinha (2003) will be introduced into the indices calculation model. A case study about the entrance exams scores of the University will be conducted using the above-mentioned method.

In resent business world, supply chain management (SCM) has become a key issue of conceptual and empirical research. As a fundamental decision-making for mangers, the quality of supplier performance not only affects the downstream business, but also determines the success of the whole supply chain. Therefore, resiliency planning is becoming a crucial strategic issue to choosing suitable suppliers in the supply chain; it directly impacts the benefits for managers of organizations. The resilient supplier selection is a complex multi-criteria problem in both quantitative and qualitative factors which may be in conflict and may also be uncertain. So in this context fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method helps to deal with inaccurate, incomplete and imperfect information to some extent. To avoid complicated aggregation of fuzzy numbers, these weighted ratings are defuzzified into crisp values by the ranking method of mean of removals. A closeness coefficient is defined to determine the ranking order of alternatives by calculating the distances to both fuzzy positive ideal solution and fuzzy negative ideal solution. A case study is proposed for resilient supplier evaluation in an automobile parts manufacturing industry in India.

Practically, it is difficult to manage a huge amount of inventory items. Therefore, inventory classification is necessary so that each inventory class can be treated accordingly based on the attributes of that class. The purpose of ABC analysis is to classify the inventory items into different categories A, B, and C. Traditionally, the classification criteria is based on annual dollar usage. In order to effectively classify inventory items, a fuzzy multi-criteria approach is proposed for the ABC classification. The technique takes into consideration various criteria such as lead time, unit cost, preserve days, transaction quantity. This approach utilizes Fuzzy-TOPSIS to classify inventory items where linguistic fuzziness is used to assess the ratings and weights by triangular fuzzy numbers. Finally, a real life example regarding the inventory items used for color LCD monitor manufacturing is presented to demonstrate how the proposed method can be applied.

This study proposes the Analytic Hierarchy Process (AHP) integrated TOPSIS (Technique for order preference by similarity to ideal solution) as well as Fuzzy TOPSIS to assess the interior design Diagrams. Six criteria to assess the interior design diagram are obtained firstly from the available references. One criterion is deleted using the Fuzzy Delphi Method through the results of experts’ questionnaires. The present study indicates that the consensus among experts on each assessment criterion can be quickly and effectively acquired using Fuzzy Delphi, the rankings order of interior design diagram assessment can be determined reasonably by either the AHP integrated TOPSIS or the Fuzzy TOPSIS. The analysis procedure of Fuzzy TOPSIS is more complicate than that of AHP integrated TOPSIS. Environment monitoring systems have always been highly valued by manufacturers, especially in high-tech industries and food and beverage manufacturing industries. Environment monitoring systems are also an important factor in maintaining product quality. Therefore, Manufacturers must rely on effective environment monitoring systems to ensure the quality of the products they produce. The purpose of this study is to use the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method to assist manufacturers in the selection of suppliers of environment monitoring systems. In this study, four major evaluation criteria (software, hardware, personnel, and price) and 15 minor evaluation criteria are used to compare three environment monitoring system suppliers (A1, A2, and A3). After TOPSIS analysis, A1 supplier is the best supplier during relative performance evaluation, with a Ci value of 0.640816, followed by A2 and A3.

In addition, equipment suppliers and semiconductor manufacturers installed period from the relationship, out of warranty to the warranty period, regardless of equipment maintenance, or replacement of parts, manufacturing equipment, manufacturers must maintain close cooperation and collaboration. This research hopes to record the current literature in the selection of equipment for semiconductor manufacturers. Each manufacture may consider the factors or characteristics and through multi-criteria decision analysis methods to identify the key factors of technology. This research result shows the present semiconductor manufacturing providers to assess the co-operation as a reference for equipment manufacturers; also show equipment manufacturers sell itself as the focus of the review or improvement projects. This study explores evaluating Vietnam’s banks performance from banks staff viewpoint, which must consider the criteria affects to bank performance to measure the health of the economic that banks serves. The considered criteria in evaluating banks performance can be qualitative factors, or quantitative factors. Therefore, the fuzzy TOPSIS method can be use as appropriate method to evaluating banks performance. The purpose of this research is to recommend a fuzzy TOPSIS method to help banks staff and economist to evaluate banks performance, through it, measure how health the economy is. Both qualitative and quantitative and the different importance weights among criteria will be considered in the model. The membership functions of the final evaluation value can be developed by using “α–cuts” and arithmetic operations of fuzzy numbers. The defuzzication of maximizing set and minimizing set method is use to rank all the final fuzzy evaluation values to assist to the decision making. In the privous service quality study, there are many researches use SERVQUAL instrument to extract factors of service quality on traditional service industry, but study on information service industry is relatively less. Therefore, a good assessment dimension and model do not exist. In addition, supplier can’t use one criterion to understand customer’s varied demand. So, the measurement of portal site service quality can be regarded as MCDM(Multiple-Criteria Decision Making) problem. Under many conditions, crisp data are inadequate to model real-life situations, and human judgments (including preference) are often vague and can’t present the preference with an exact numerical value. A reasonable approach may be to use linguistic assessments instead of numerical values, so fuzzy theory is adopted in this study. This study simplifies the complicated metric distance method, and uses it to modify fuzzy TOPSIS(Technique for Order Preference by Similarity to Ideal Solution) proposed by Chen(2000). At the same time, this paper points out Chen’s method violating: (1)Basic concept of the best alternative should have the shortest distance from the positive-ideal solution and the farthest distance from the negative-ideal solution. (2)Fuzzy positive-ideal and negative-ideal solution can’t directly assign 1 and 0, respectively. Because FAHP(Fuzzy Analytic Hierarchy Process) can get more objective and exact weight by pairwise comparison, this paper propose the “Fuzzy Hierarchical TOPSIS” method to aggregate FAHP and modified fuzzy TOPSIS. By this way, this method can evaluate portal site alternatives. Briefly speaking, this study firstly uses questionnaire to extract factors of evaluating portal site service quality and lets them to be evaluating criteria, and then uses “Fuzzy Hierarchical TOPSIS” to rank alternatives. An empirical study of a real case is conducted to illustrate how the approach is used for the portal site service quality comparison problem. Finally, in order to make the calculating time shorter, this study uses proposed algorithm to development portal site service quality evaluation system.

Numerous articles have been published to deal with multiple-criteria decision-making (MCDM) problems since it is important to many fields. Hwang and Yoon proposed TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method to solve MCDM problems. It is one of the most popular MCDM methods. In classical TOPSIS methods, decision-makers employ crisp values to evaluate criteria and alternatives. However, in practical situations, the available data used in decision-making problems are often imprecise and vague. By use of fuzzy set theory, one can incorporate qualitative information and vague information into the decision model. Therefore, several fuzzy TOPSIS methods are developed to handle decision problems. However, these approaches still have some shortcomings. In this study, to overcome these shortcomings, we propose a TOPSIS based method under group decisions to deal with fuzzy MCDM problem. Triangular fuzzy numbers are utilized to represent both the importance weights of attributes and the ratings of alternatives under different attributes. The positive ideal solution and negative ideal solution are determined according to fuzzy maximum procedure and fuzzy minimum procedure. The separation distance of each alternative to positive and negative ideal solution can also be yielded through fuzzy similarity measure. According to the calculated relative closeness coefficients, the ranking order of all alternative candidates can be decided. Also, A numerical example of selection of enterprise resource planning (ERP) system is also included to demonstrate the proposed method.

Multi-criteria decision-making includes multi-criteria and program evaluations. This method can help decision-makers to make decision based on actual situations, providing decision-makers with an optimal program. Software project cost for decision-makers, which includes multi-estimate criteria and multi-program. Therefore, evaluating software cost is classified as a multi-criteria decision-making problem. This study uses the software project cost evaluation case for a study case. The contributions of this study are as follows, 1) Use the decision tree J48 to filter attributes. We can find the potential interaction between attributes, determine how attributes affect the final evaluation, and point out the important attribute. 2) The study proposes a Fuzzy Q-uantiles Method to fuzzfy attributes. It can make the results more reasonable. 3) Use the Fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) model, including (a) using TOPSIS and Fuzzy theory to identify high-risk costs, (b) using information fusion technology into weight calculations. 4) Use a Constructive Cost Model database to verify. The database is a public database; it’s including 63projects and 16 attributes.Analytical results show that the fuzzy TOPSIS model can solve the above problem and help decision-makers evaluate software cost effectively.

The purpose of the study is to extend the concept of TOPSIS method by interval-valued intuitionistic fuzzy sets (IVIFS). TOPSIS method measures the distances of each alternative from the ideal solution and negative ideal solution, and it usually calculates the separation measures by Euclidian distance. Most researches of the separation measures were only focus on exploring the influence of decision making results by using different distance measurements. In the past, the concept of TOPSIS method has expanded to under the intuitionistic fuzzy environment. IVIFS is an important expansion of fuzzy theory, but it is difficult to collect the IVIFS data and the accurate information for decision matrix. Therefore, this study tried to use experimental analysis to discuss the scenario analysis with incomplete information. This study is to extend the TOPSIS method for analyzing data by using separation measures under the IVIFS environment. It retains the advantage of TOPSIS method which is easy to calculate, and collect the formulas for similarity and association coefficient to represent separation measures. According to the experiment analysis, this study used the random number to develop various models, and compared the results of the separation measures in different models by consistency rate and Spearman correlation coefficients. The empirical results indicate that the number of alternatives would influence the consistency rate.

The hotel industry assumes an important value in the tourism industry because it is essential for the provision of all other tourism services and it is the first service demanded by tourists who reach the destination. Over the years, many hotels started to increase the number of services offered; this has increased the difficulty for travellers to comprehensively assess these services to select the most suitable hotel for their trip. To assess hotel’s performance appears a hard task, because of the presence of many criteria to consider, economic but also less tangible. In addition, some of these criteria (or services) are qualitative such as responsiveness, some are quantitative such as number of rooms. To resolve the above problems, this research suggests a fuzzy technique for order preference by similarity to ideal solution (TOPSIS) method to help decision makers (travellers) to evaluate performance of hotels. This study investigates whether variables as stars rating, dimension and added services provided are correlated to performance. In the suggested model, ratings of alternatives versus qualitative criteria as well as importance weights of criteria are assessed by linguistic values represented by fuzzy numbers. A modified maximizing set and minimizing set will be used to rank fuzzy weighted ratings to complete the model. Formulas can be clearly derived to display ranking procedure. Finally, a numerical example will be used to present feasibility of the suggested fuzzy TOPSIS model. While the selection of applicable auto equipment, requires not only considerations of cost, quality and equipment specification, but also considerations for company needs for suppliers’ service, so to establish an evaluation model for equipment evaluation is relatively important. The study adopts an assessment of automatic printing machine with SMT technique for a power supply manufacturer as subject of empirical research, where at first, expert interview method is employed to explore its evaluation criterion, and Delphi method expert questionnaire is used for determination, with assistance of experts to filter out evaluation indicators for automatic printing machine with high consensus, after that Analytic Hierarchy Process (AHP) and Decision Making Trial and Evaluation Laboratory (DEMATEL) are applied to analyze importance and impact among all evaluation criterion, and process dependency of evaluation criterion for determining its interaction effect in evaluation criterion, and then bring AHP weighted values into DEMATEL overall relation matrix to obtain new relation weighted values; finally bring the weighted relations into Technique for Order Preference by Similarity to Ideal Solution Method (TOPSIS) to assess ranking of superiority in equipment assessment, the ranking results can be provided for decision makers in equipment selection as reference, and a model for equipment assessment.

With the technology developing and economy changing, decision-makers have no choice but to deal with multi-criteria issues, and which give rise to the MCDM problems. The decision criteria are very hard to be measured and analyzed because of the nature of the criteria. In order to integrate all possible criteria into one single analysis model, this research proposes a fuzzy TOPSIS method based on alpha level sets, based on the MCDM literature and fuzzy theory, and demonstrate the efficiency of this proposed model by using two different application cases. To better present the vagueness of the related-information during the decision-making process, the weights of the criteria and the evaluation value of the alternatives of the proposed decision-making model in our research are characterized by linguistic term and the linguistic variables are showed by trapezoidal fuzzy number. Based on the above principle, this research suggests the following decision-making steps: Firstly, determine the importance of the criteria by using linguistic variables. Secondly, form a decision matrix and normalize the decision matrix based on the first step. Thirdly, calculate the weighted normalized decision matrix and determine the ideal and negative-ideal solutions. Fourthly, calculate the relative closeness of each alternative to the ideal solution based on different alpha level sets. Finally, rank the alternatives according to the relative closeness to the ideal solution based on average level sets. In order to examine the efficiency of our decision model, this research demonstrates how to incorporate linguistic variables into the fuzzy multiple criteria decision making process and provides the evidence for the above process by using three different application cases (Selecting dental material supplier of implantation and selecting the location of the distribution center). The proposed fuzzy TOPSIS method based on alpha level sets complied with interval estimate approach and generalized fuzzy number adopting the alpha level sets and extension principle to propose a non-linear programming model by considering both cost and benefit criteria to evaluates all the possible alternatives according to the relative closeness to the ideal solution based on average level sets, which can provide more information to decision makers.

In recent years, the Web Services (WS) is becoming more complex and popular, and the security issues are also important. However, the WS Security standards only support the WS transaction security in the transmission, do not consider the WS content and other issue, such as reliability and so on. In this thesis, we propose a novel Web Services Trust Evaluation Mechanism (WSTEM) which uses appropriate WS evaluation criteria and considers the security factors in subjective and objective. WSTEM is based on the user’s WS-Security requirement, which uses Modified Technique for Order Preference by Similarity to Ideal Solution Method (TOPSIS) and Analytic Hierarchy Process (AHP) to compute the trust value of WS, it is different from other applications also use TOPSIS and AHP. Because it considers user preferences, adds user feedback and trust value revision for trusted WS recommendation. The simulation result shows that WSTEM outforms to the orginal study, by increasing the proportion of insecure service is 10% and 50%, that are recommend correct. When the proportion of insecure service is 90%, the recommend error rate is just 10%. Therefore, WSTEM can recommend secure and trusted services to users.

The purpose of this study is to apply Weighted Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to elementary Mandarin oral reading assessment. Three teachers refered to improved Mandarin oral reading assessment tool and five rating criteria to score thirty-seven Grade 4 or 5 students. Moreover, using Analytic Hierarchy Process (AHP) for the five rating criteria to determine the relative weight. Then, applying TOPSIS to rank weighted normalized scores. Furthermore, resolving the unfair phenomenon of subjective judgements. The results of this study are as follows. 1. The rationality of applying TOPSIS and AHP methods. 2. To establish the fairness of assessment methods and the objectivity of judges. 3. The inter-rater consistency the evaluators has the great reliability. 4. The analyses of students’ performance can effectively provide teachers to apply in the teaching field. This research method can improve judgement objectively and reasonably, provide students with the oral reading assessment results and their own ability to oral reading and provide teachers with references to teach oral reading and to assess. With the rise of social economics of small business in Taiwan. To a hardware stores, florists and plumbers merchant doing raw materials purchase and delivery with a "pickup trucks". Or to a logistics company used "vans" to transport goods for short-distance downtown. In recent years, even the shop in a small scale, it must take the initiative and innovative ideas to have a great business opportunity. In this study, AHP (Analytic Hierarchy Process-AHP) is used to explore the factors required by the consumer in the purchase of commercial importance. After that we used the result of the consumer models ranked in TOPSIS method, sorting out the most suitable ranking for consumers. It is expected that the result can provide car dealer to determine appropriate marketing strategy and product preparation. To expect for related academic research and practical applications in the future, and car dealers doing product planning and marketing with quantitative, theoretical and practical verification according to the articles as decision-making references.

Supplier selection, the process of finding the right suppliers who are able to provide the buyer with the right quality products and/or services at the right price, at the right time and in the right quantities, is one of the most critical activities for establishing an effective supply chain. In classical Multi-Criteria Decision Making (MCDM) methods, the ratings and the weights of the criteria are known precisely. Owning to vagueness of the decision data, the crisp data are inadequate for real-life situations. Since human judgments including preferences are often vague and cannot be expressed by exact numerical values, the application of fuzzy concepts in decision making is deemed to be relevant. On the other hand, it is a hard problem since supplier selection is typically a MCDM problem involving several conflicting criteria on which decision maker’s knowledge is usually vague and imprecise. In the present work, a risk-based suppliers’ evaluation module is proposed. Linguistic values are used to assess the ratings and weights for the risk based supplier selection factors. These linguistic ratings can be expressed in triangular fuzzy numbers. Then, a hierarchy MCDM model based on fuzzy-sets theory is proposed to deal with the supplier selection problems in the supply chain system. According to the concept of the fuzzy TOPSIS (Technique for Order Preference by Similarity to Ideal Solution), a closeness coefficient is defined to determine the ranking order of all suppliers by calculating the both fuzzy positive-ideal solution and fuzzy negative-ideal solution, simultaneously. Empirical data have been analysed and results obtained thereof, have been reported to exhibit application potential of the decision-support systems in appropriate situation.

The purpose of this research is to develop a referral system for manufacturing planning, using mainly Group Coding Technology as the concept to understand the meaning of every feature . Moreover, to arrange the sequence of geometric feature according to the coding content in order to bring forth the correspondent manufacturing inference method for user to operate. The parameter of this system uses Fuzzy Theory to legitimize the parameter in the handbook. Triangular Weight or TOPSIS method are also used to optimize the sequence for different options. The Sorting method is based on function such as precision, time and cost. User could have different weight distribution base on different needs. The system also provides the calculation for manufacturing frequency and manufacturing time, which make faster to calculate the time needed for manufacturing and serves as a reference before manufacturing . Lastly, this paper provides a sample test and the result showed the system could successfully generate a table needed for manufacturing planning.

Cogeneration Systems or Combined Heat and Power Systems are equipment used to burn fuels (natural gas, coal, heavy oil) or litters (bagasse, sludge, waste heat) and then generate output steam and electrical power. This equipment can serve as electric power sources and provide reliable electric power. Consequently, the government encourages manufacturers to build such equipment by many rewards. Therefore, many domestic manufacturers have developed related programs by building new congeneration systems or enlarging current cogeneration system in the hope of improving energy usage. Traditional companies apply financial costs and benefit ways to evaluate projects of building or extending equipment. However, many criteria related to nonfinancial factors such as power source, environmental protection, water resources or air quality are important. Consequently, in this study, we want to propose a multi-criteria decision analysis method for choosing a satisfactory project. In this study, analytic hierarchy process (AHP) and techniques for order preference similarity ideal solution (TOPSIS) are applied to evaulting alternatives of building or enlarging cogeneration systems. In this approach, we consider four main criteria including costs, natural resource consumption, boiler operability, and benefit. Under each main criterion, there are several secondary criteria. For example, building costs and maintain costs are secondary criteria under costs criterion; water resource, coal, and heavy oil under natural resource consumption criterion; efficiency and reliability under boiler operability criterion; steam benefit and generation of electricity benefit under benefit criterion. These secondary criteria can be analyzed and evaluated by collecting real world quantitative data. In the first phase, we apply AHP by making questionnaire and estimating weights for main criteria and secondary criteria. Then, we calculate global weights for secondary criteria. In the second phase, we apply TOPSIS by estimating ideal solution and negative-ideal solution and calculating closeness ratios for each alternative. Finally, those candidate projects are ranked by using the resulting closeness ratios. The developed approach is applied by collecting real world data from a chemical fiber factory. Results suggest that the developed method can be accepted substantially the company management department. The advantage in this approach is our method includes factors of traditional financial factors and nonfinancial factors such as power source, environmental protection and equipment operation.

The purpose of this study is to apply MCDM (Multiple Criteria Decision Making) by adopting TOPSIS (Weight Technique for Order Preference by Similarity to Ideal Solution) and AHP (Analytic Hierarchy Process) to establish an objective and rational model for assessing the primary school students’ composition. In this study, the original data were composition scores of thirty-one Grade four and Grade five students, being graded by four teachers who applied improved writing assignment tool to reach four scoring criteria. In addition, the researcher used Analytic Hierarchy Process (AHP) for the four criteria to determine the relative weight and to rank weighted normalized scores. The results of this study, AHP and TOPSIS were adopted to enhance the objectivity and rationality of evaluating compositions, which in turn facilitated teachers to avoid unfair assessing because of subjectivity. Furthermore, teachers could thus better understand students’ weakness concerning writing, which could be offered as guidance for instructing students’ further advanced writing. Related suggestions were offered at the final part of this study for researchers’ and teachers’ reference.

ABC analysis, a very common practice used for managing inventory material. The methodology indicated the importance to classify the material by grouping inventory items into Class A, B and C in order to provide appropriate police to inventory management on each assigned class. The study demonstrates a comprehensive framework by applying the model of FAHP-TOPSIS (‘Technique for Order Preference by Similarity to Ideal Solution’), which is a distance-based approach to determine ideal and negative-ideal solution to ultimately achieve the ABC classification for inventory material. The proposed methodology is applied in a pharmaceutical company situated in Miaoli County, Taiwan. In the study, linguistic fuzzy is applied for determining criteria, Fuzzy AHP method (‘Analytic Hierarchy Process’) is used attempting to eliminate subjectivity during the weighing of multi-criteria; and since multi-criteria with conflicting attribute is taken into account in the case study, using TOPSIS provide the capability for its suitability to rank material into Category A, B, C.

The contract awarding in traditional procurement adopts the price of the lowest tender as contract awarding target. “The lowest tender” is easy to produce the lowest price bidding, bid rigging and illegal bidding. Under such system, the excellent supplier cannot compete with suppliers of the lowest price bidding so that the excellent supplier is not willing to participate in the bidding. The unfair competition will edge out the excellent supplier that indirectly affects the technology cannot be upgraded and poor procurement quality. As a result, the lowest price is used as the only contract awarding condition that is questioned and brings enormous torment to the tendering invitation entity. “The most advantageous tender” is gradually favored by the tendering invitation entity. Though the most advantageous tender has good will conception, some procurement personnel, not familiar with the related operational regulations, considerably misuses or colludes and collaborates with specific supplier to seek private profit so that the most advantageous tender just becomes the best profit seeking method for unworthy procurement personnel and illegal syndicate and supplier. Promotion of the most advantageous tender system is lack of effective management and a complete scientific selective model that leads to malpractice of procurement case. To avoid the defects of contract awarding for the lowest tender and artificial collusion, the research establishes a complete scientific selective model of “the most advantageous tender” to provide the tendering invitation entity with selection in handling “the most advantageous tender”. The tendering invitation entity is happy and urgently needs the selective model developed by the research. In the contract awarding process of the “most advantageous tender”, the key factors are the stipulation of selective factors, weighting and selective criteria, yet the selective factors are complicated and contain the quantitative and qualitative features. However the selection of the existing “most advantageous tender” conducts the selection of quantitative factors and doesn’t include the qualitative factors that certainly cannot satisfy the demand of selective operation for “the most advantageous tender”. The research uses the multiple attribute decision making, TOPSIS is adopted to settle down the combination of quantitative and qualitative factors of “the most advantageous tender” and evaluation among selective factors attribute. The research results can be served as basis for tendering invitation entity to establish the selective model of “the most advantageous tender”. This research can truly provide the tendering invitation entity with the selection of “the most advantageous tender”.

Nowadays, deciding whether to use Third-Party Logistics (3PL) is an important strategic decision for most of the companies worldwide. No matter what the size of the company is or the place where it is located, logistics services will always be needed. The right decision in the selection of one logistics supplier can grant many benefits like more efficient work, lower cost, better satisfaction of the costumer and other benefits for one company. The present paper presents the evaluation and selection of 3PL candidates through a fuzzy TOPSIS method. The purpose of this method is to give companies an accurate tool to avoid mistakes that can create a bad reputation of the products and the company and the lost of money through unnecessary expenses. This model combines qualitative and quantitative criteria and considers the importance of each criterion in the evaluation process. The center of gravity is a ranking approach not common in the fuzzy TOPSIS field, and is an effective tool to develop the positive- ideal and negative-ideal solutions in order to complete the model. Finally, to prove the practicability of the proposed model, a numerical example is shown.

Technique for Order Preference by Similarity to Ideal Solution(TOPSIS) is a kind of multiple-attribute decision-making method often used by decision-makers. If intuitionistic fuzzy numbers, which contain positive, negative, and hesitation information are applied to a TOPSIS decision-making model, more information can be obtained and the evaluation results can be closer to the actual ideas of experts. In addition, since decision-making problems have become more complex, multiple decision-makers are required to make an appropriate analysis. Therefore, this study constructs a group TOPSIS decision-making method for an intuitionistic fuzzy environment to improve the authenticity and rationality of decision-making results. This research adopts intuitionistic fuzzy numbers in a two-phase decision-making model.In the initial integration phase, experts collectively decide and then evaluate the attributes and alternatives. Then, entropy is used to obtain the weights of individual experts, and expert opinions are integrated. In the intuitionistic fuzzy TOPSIS decision-making phase, an integrated decision matrix is used to calculate the weights of individual attributes. The attribute weights are integrated with expert opinions, and then dual bipolar are used to determine the positive and negative ideal solutions. The projection method is adopted to rank the alternatives and find the best solution. Two examples are presented to illustrate the procedure of the proposed method and to compare the sorting results obtained using various models.

In recent years, Taiwan’s plastic industry has faced pressure from the following two aspects: rapid changes in industry structure and industry migration trend. Therefore, how to improve company performance and value in order to maintain its competitiveness in the industry has become more and more important. The objective of this study is to evulate the performance of the ten listed companies in the pastic industry and determine the critical performance indexes for reference by companies in the industry to improve their performance and competitiveness in the future. Furthermore, investors can use these performance indexes to establish a better investment strategy. First, the fuzzy Delphi method is used in this study to determine performance indexes. Then, this study adapts financial statement data from Taiwan Stock Exchange Corporation’s Market Observation Post System and applies Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to rank the 2011 performance results of listed companies in the plastic industry. Twelve performance indexes are selected in this study. The result from TOPSIS method shows that the best performance company is China Petrochemical Development Corportaion with a performance index (Ci) value of 70.70%; the worst performance company is Tong Yang Industry Co., Ltd. with a Ci value of 16.51%.

In present context of globalization, organizations need to improve their performance in terms of high productivity and cost minimization. These organizations are in continuous pressure to meet customers’ requirements on regular basis. To meet these challenges, lean manufacturing has emerged as an important tool. Therefore present study has been carried out in context of successful implementation of lean manufacturing in manufacturing organizations. In first part, study has tried to justify the lean manufacturing vs. traditional manufacturing with the help of analytic hierarchy process (AHP) on basis of major benefits of lean manufacturing. By using AHP, global desirability index of lean manufacturing and traditional manufacturing are calculated and compared. In second part, critical success factors of lean manufacturing have been identified based on literature review. Then these critical success factors have been ranked with the help of technique for order preference by similarity to ideal solution (TOPSIS). TOPSIS method has relatively high rationality and applicability when it is used to rank the critical success factors of lean manufacturing in organization. In next part, study identified and prioritized the solutions for lean manufacturing implementation to overcome its barriers. It will help organizations to concentrate on high ranked solutions and develop strategies to implement them on priority. Study proposed a framework based on fuzzy AHP and fuzzy TOPSIS to identify and rank the solutions of lean manufacturing in organization and overcome to its barriers. This proposed framework provides more accurate, effective and systematic decision support tool for stepwise implementation of solutions of lean manufacturing in organization to increase its success rate. The purpose of the study is to find a method that can help the investors to choose the most suitable match domestic mutual fund of the characteristic of his investment. It will promote the development of investment-oriented insurance product. The researcher establishes the MCDM model of domestic mutual fund by multivariate analysis. By the using this model, the experts can help the investors to select effectively the most suitable match the domestic mutual fund. At first, the researcher seeks for the important evaluated factors by factor analysis to evaluate the domestic mutual fund. The second, the researcher make use of the factor scores to do the cluster analysis, and the characteristic type of different groups can be understood. Finally, the investor gives the weight of each factor such that the experts can advise the most suitable fund to the investor by MCDM. The result of the research shows that the commonly used twelve evaluated criteria by fund investment institution can be reduced to four important evaluated factors. The evaluated thirty domestic mutual funds can be classified into four groups. The investor can select the most suitable match the domestic mutual fund.

Decision maker must consider two conflicted objects at the same time when making design alternatives decision. It is hard to find the balance at this situation. This study apply the TOPSIS(Technique for order performance by similarity to ideal solution)method which is brought up by Yoon and Hwang to establish a multiple object design decision making method. The method can solve the problem of that it is hard to make decision when objects are conflicted, and get the optimal alternative. Finally, we apply the ELECTRE(Elimination et choice translation reality)method to find the optimal alternative and proof the feasibility.   The study applies the TOPSIS method on digital camera alternatives making. The convenience of carry and stability of grip are the conflicted objects. The result shows that TOPSIS and ELECTRE method get the same alternative. Compare to the ELECTRE method, TOPSIS method can find the priority of alternatives and provides the design suggests for designer to modify alternatives.

This study applies techniques for order preference similarity ideal solution (TOPSIS) method to explore the optimal food supplier for Kelp industry. The result of this study shows that Supplier 5 is the optimal supplier in terms of five suppliers overall performance with respect to four evaluation criteria (quality, delivery, service and production area) through three experts evaluated. The result of this study can be a reference to strengthen their own conditions for the food industry, and food manufacturer in future, so as to improve the quality and competitiveness of the whole food industry.

As the Olympic Games in Beijing of 2008 come soon, various kinds of large-scale qualifying matches have been launched one after another, and this kind of full-length match which represents the national honor has been paid attention to, but how to elect the proper athlete to participate in the match is a worth probing problem. The purpose of this research is to propose a rational assessment method to select the athlete participating in the contest based on evaluating both quantitative and qualitative criteria. This research regards domestic baseball player as experimental subjects. By using the TOPSIS approach to transform the quantitative criteria data and using fuzzy logic to manipulate the qualitative data, the selection order of the candidates can be obtained from the final result. The obtained result was compared with the real participating lists of 2008 Olympic baseball Games to verify the validity of the proposed methodology.

In the field of Multi Criteria Decision Making (MCDM), Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) has become a popular decision technique because of its clear theories and the exact models (Deng et al., 2000). For applications with TOPSIS in group decisions, the common aggregation approaches are the geometric and the arithmetic mean methods which seem too intuitive and do not consider individuals’ either preference levels or preference priorities. In this paper, we focus on the aggregation of TOPSIS for group decisions and present a new group decision aggregation model of TOPSIS. The construction of the proposed model includes three steps:The first step is to use weight differences to present the degrees of preference among different alternatives for each decision maker;the second step is to use alternative priorities to present the anxiety that the decision maker wants his most favorite alternative to be chosen;the third step is to use the group ideal solutions approach in TOPSIS for the aggregation of similarities obtain from different decision makers. After a comparative analysis, the proposed aggregation model seems to be more satisfactory compromise-oriented decision problems.

“Technique for Order Preference by Similarity to Ideal Solution;TOPSIS” is a useful tool for dealing with multi-attribute decision-making (MADM) problems. It can analyze and determine the ranking for all the alternatives based on crisp data and distance measurements. However, decision-making usually includes subjective preferences, and the decision maker’s real feelings can’t be completely revealed with performance ratings. When the scope of decision-making broadens, relying on only one decision maker’s judgment is deficient. In addition, the distance measurement of fuzzy data is not calculated reasonably. To address these problems, we add group decision-making and fuzzy sets theory into multi-attribute decision-making and construct a two-stage group decision-making TOPSIS process under a fuzzy environment. This decision process not only reveals decision makers’ subjective satisfaction degrees, but also breaks the restriction of monotonically increasing and decreasing performances. Moreover, it includes fuzzy ratings to deal with ambiguous situations and modifies the distance measure of fuzzy numbers to make the calculations more reasonable. We also add a group discussion process to make the results even more complete. Finally, a numerical example is performed using the proposed the decision-making process to demonstrate its superiority and flexibility compared to other processes.
