Abstract:

Abstract The first tornado climatology for Romania is presented based on datasets attained from three periods between 1822 and 2013. The historical period (1822–1944) contains 33 tornado reports originating from historical newspaper archives and publications of the Romanian Meteorological Institute. Evidence of tornado observations in Romania before the nineteenth century is found in the representation of tornadoes in the Romania folk mythology. The socialist period (1945–89) contains only seven tornado reports, likely because during this period it was believed that tornadoes did not occur in Romania. The recent period (1990–2013) contains 89 tornado reports that came from mass-media sources and eyewitness reports. Of the 129 tornadoes from the Romanian tornado database, 98 were reported between May and July with a peak in May (36 reports). Most of the tornadoes (28 reports) occurred during the afternoon hours 1500–1659 local time. Tornadoes were more frequently reported over eastern Romania compared with other regions of the country, with a maximum over southeastern Romania [0.37–0.45 (105 km2)−1 yr−1].

Abstract:

Abstract This study examines how tornado risk and societal exposure interact to create tornado disaster potential in the United States. Finescale historical and projected demographic data are used in a set of region-specific Monte Carlo tornado simulations to reveal how societal development has shaped, and will continue to shape, tornado disaster frequency and consequences. Results illustrate that although the U.S. Midwest contains the greatest built-environment exposure and the central plains experience the most significant tornadoes, the midsouth contains the greatest tornado disaster potential. This finding is attributed to the relatively elevated tornado risk and accelerated growth in developed land area that characterizes the midsouth region. Disaster potential is projected to amplify in the United States due to increasing built-environment development and its spatial footprint in at-risk regions. In the four regions examined, both average annual tornado impacts and associated impact variability are projected to be as much as 6 to 36 times greater in 2100 than 1940. Extreme annual tornado impacts for all at-risk regions are also projected to nearly double during the twenty-first century, signifying the potential for greater tornado disaster potential in the future. The key lesson is that it is the juxtaposition of both risk and societal exposure that drive disaster potential. Mitigation efforts should evaluate changes in tornado hazard risk and societal exposure in light of land-use planning, building codes, and warning dissemination strategies in order to reduce the effects of tornadoes and other environmental hazards.

Abstract:

Since the successful tornado forecast at Tinker AFB in 1948 paved the way for the issuance of tornado warnings, the science of tornado detection and forecasting has advanced greatly. However, tornado warnings must be disseminated to the public to be of any use. The Texas tornado warning conferences in 1953 began to develop the framework for a modern tornado warning system and included radar detection of tornadoes, a spotter network, and improved communications between the U.S. Weather Bureau, spotters, and public officials, allowing more timely warnings and dissemination of those warnings to the public. Commercial radio and television are a main source of warnings for many, and the delivery methods on TV have changed much since 1960. NOAA Weather Radio (NWR) was launched after the 1974 Super Outbreak of tornadoes, with the most important feature being the tone alert that allowed receivers to alert people even when the radio broadcast was turned off. Today, NWR reaches most of the U.S. population, and Specific Area Message Encoding technology has improved its warning precision. Outdoor warning sirens, originally designed for use in enemy attack, were made available for use during tornado warnings around 1970. “Storm based” warnings, adopted by the National Weather Service in 2007, replaced countybased warnings and greatly reduce the warning area. As communications advances continue, tornado warnings will eventually be delivered to precise locations, using GPS and other location technology, through cellular telephones, outdoor sirens, e-mails, and digital television, in addition to NWR.

Este artigo discute a relação entre Arquitetura e Cinema a partir do neorrealismo italiano e sua representação do espaço urbano na década de 1940, através de uma análise dual entre as obras Roma, Cidade Aberta (1945), de Rosselini, e Ladrões de Bicicleta (1948), de De Sica.

Abstract:

In the Czech Republic, tornadoes may reach an intensity of F2 and F3 on the Fujita scale, causing “considerable” to “severe” damage. Documentary evidence is sufficient to allow the creation of a chronology of such events, from the earliest recorded occurrence in 1119 CE (Common Era) to 2019, including a total of 108 proven or probable significant tornadoes on 90 separate days. Since only 11 significant tornadoes were documented before 1800, this basic analysis centers around the 1811–2019 period, during which 97 tornadoes were recorded. Their frequency of occurrence was at its highest in the 1921–1930, 1931–1940, and 2001–2010 decades. In terms of annual variations, they took place most frequently in July, June, and August (in order of frequency), while daily variation favored the afternoon and early evening hours. Conservative estimates of human casualties mention 8 fatalities and over 95 people injured. The most frequent types of damage were related to buildings, individual trees, and forests. Tornadoes of F2–F3 intensity were particularly associated with synoptic types characterized by airflow from the western quadrant together with troughs of low pressure extending or advancing over central Europe. Based on parameters calculated from the ERA-5 re-analysis for the period of 1979–2018, most of these tornadoes occurred over a wide range of Convective Available Potential Energy (CAPE) values and moderate-to-strong vertical wind shear. The discussion herein also addresses uncertainties in tornado selection from documentary data, the broader context of Czech significant tornadoes, and the environmental conditions surrounding their origins.

Judia descendente de imigrantes do Leste Europeu, Elisa cresceu e se tornou uma importante liderança da comunidade judaica do bairro do Bom Retiro, em São Paulo, atuando em suas associações de assistência social, tornando-se professora e fundando a Escola Israelita Brasileira Scholem Aleichem. Elisa – assim como boa parte dessa comunidade – ingressou no Partido Comunista do Brasil (PCB) entre os anos 1930 e 1940, militando nele até a sua morte em 1963. Em 1947, Elisa foi eleita a primeira vereadora da história da cidade de São Paulo, e é nosso objetivo compreender como seus diferentes percursos e experiências lhe proporcionaram ocupar esse espaço – mesmo que ela nunca tenha, de fato, tomado posse.

A idéia de pesquisar sobre o jornal O Estudante Orleanense surgiu no momento em que encontramos vários números do impresso no acervo da EEB Costa Carneiro, localizada no município de Orleans/SC, em uma das etapas de implantação do Centro de Memória da Educação do Sul de Santa Catarina. À época (2010), deparamo-nos com 57 exemplares, além de um livro de atas da Associação Jornal Escolar O Estudante Orleanense. Este ensayo presenta el caso del escritor alemán Hanns Heinz Ewers (1871-1943), quien, antes de la Primera Guerra Mundial, fue al autor más traducido de su país.Podemos encontrar en su prosa variados ingredientes (lo macabro, lo gótico, lo fantástico, lo cruel), que lo tornaron en un gran representante de la oscura imaginacióngermánica, que va del romanticismo al siglo XX. Por desgracia, su tardía participación en el movimiento nazi afectó su reputación (como pasó también con Jünger, en Alemania, o con Céline, en Francia), pero ahora es tiempo de revisar su obra literaria, más allá de su pensamiento político, que cambió del cosmopolitismo de las primeras décadas del siglo XX (cuando alcanzó su mayor fama) alnacionalismo de sus últimos años. Su participación en el cine expresionista alemán con El estudiante de Praga (1914) y algunas adaptaciones de sus historias (por ejemplo, Mandrágora) fue otro aspecto importante de su carrera.

Abstract:

O artigo enfatiza o papel dos livros infantis publicados na Primeira República (1889-1930), no Brasil, para a formação moral e cívica das crianças. Para tanto, discorremos sobre o contexto histórico, em que os livros foram publicados,com ênfase na análise do livroContos Pátrios(1904), de Olavo Bilac (1865-1918) e Coelho Neto (1864-1934), para a compreensão da proposta de educação das crianças brasileiras. Nos anos finais do século XIX, a República se instaurou e a industrializaçãose fortalecia. Nesse contexto, a educação se destacou, tornando-se responsável por preparar o cidadão eleitor, o trabalhador nacional e legitimar o novo regime, cultivando o sentimento de nacionalidade. Por isso, ela começou a ser alvo de discussões e projetos para que se adequasse as necessidades do período. Os livros infantisforam publicados para atender a demanda por material de leitura para as crianças no país e estavam em consonância com o projeto republicano de educação. Abstract All those who spent our holidays in the countryside to our gradparents or relatives, we heard about the elders’ stories about storms that rained frogs and fish. I also remember such a story that occured in the villages of Covasna river basin in 1970. The elders were speaking about such a heavy rain accompanied by fish that would have occurred due to an overheating of the active surface in July or August 1946 as well as in 1968 (!). Then, out of the blue, out of the forest, from ESE, black clouds accompanied by thunder and lightning occured, while frogs and fish fell among heavy drops of dirty rain.

A intenção é destacar as heranças familiares, associadas ao poder econômico da família em questão e partindo da hipótese de que os candidatos com maior potencial eleitoral pertencem a famílias históricas, pelo fato de lhes proporcionar vantagens sob os demais concorrentes. Abstract In this study of the 19 April 1996 Illinois tornado outbreak, 109 cells were tracked using radar data to understand the transition of the cell configuration from a considerable number of initial cells to a small subset of supercells after several hours of evolution. Of these 109 cells, 85 developed along three synoptic boundaries (dryline, warm front, and dryline–warm front occlusion) between 1940 and 2230 UTC. A large majority of these 85 cells formed in a 1-h period between 2040 and 2140 UTC. With a considerable number of cells initiating within a short time period, the early stages of cell organization were marked by cell merger interactions and cell attrition that led to a pattern of isolated tornadic supercells. Cell-type initiation analysis revealed that storms that would become supercells were initiated, on average, 17 min before nonsupercell storms. Cyclonic supercells, with mean storm life spans of 214 min, had much longer lives than nonsupercell storms. Anticyclonic supercells resulting from storm splits were the second longest lived at 166 min. In comparison, the largest nonsupercell category, those cells that dissipated in relative isolation, only had 35-min life spans. Supercell isolation resulted from storm mergers due to differential cell propagation and the frequent attrition of cells that formed along a common boundary. The varying rotational properties of individual cells enhanced the probability for numerous mergers while fostering a scenario where, after a few hours, the supercells became increasingly isolated. Suggestions are presented to raise the awareness level of forecasters to key aspects of cell evolution and interaction in nowcasting severe convection. In Part II of this study, storm interactions are examined in the context of merger morphology, merged cell intensity changes, and the association between storm mergers and tornadogenesis.

O envio de 73 enfermeiras junto à Força Expedicionária Brasileira (FEB) e à Força Aérea Brasileira (FAB) para servir na Itália, em 1944, durante a Segunda Guerra Mundial, é relacionado às políticas do governo Vargas de mobilização da população civil e de montagem de um front interno. O Estado Novo e a guerra foram importantes para a afirmação da enfermagem ‘moderna’, conforme o sistema Nightingale, inclusive como modelo profissional para as mulheres de classe média. A enfermagem permitiu ao Estado engendrar uma de suas mais persuasivas imagens: a da pátria-mãe, que estendia os cuidados maternos à frente de batalha, tornando a guerra uma experiência coletiva que deveria unir todos os homens e mulheres, todos os brasileiros, sem quaisquer estratificações sociais. Esta ação de constituição do front interno conjugava mobilização para a guerra e adesão política das classes médias ao Estado Novo.

Este artigo, elaboração parcial de uma tese de doutorado, discute a organização discursiva do ensino de Geografia na contemporaneidade. Para tanto, realiza a descrição de textos pedagógicos desse componente curricular da primeira metade do século XX no Brasil, através do método arqueológico de Michel Foucault. O trabalho que se faz opera por meio do periódico Boletim Geográfico, publicação de destaque nacional na formação de professores a partir da década de 1940. Desse regresso, duas constatações. Primeiro, um discurso ordenado que se mantém até os dias atuais, sistematizado pelo jogo contraditório entre a didática tradicional e as pedagogias ativas. Segundo, uma rede de enunciados e estratégias que sinalizavam uma prática neoliberal, que se iniciava nos discursos pedagógicos, e que hoje é hegemônica. Assim, com a intenção de formar sujeitos consumidores, flexíveis, empreendedores e empresários de si mesmos, o ensino de Geografia muitas vezes vem estando a serviço da economia de mercado.

O texto analisa a organização de políticas públicas para a profilaxia e o tratamento da sífilis na Paraíba, especificamente na cidade João Pessoa, ao longo da década de 1930. Num contexto em que se processavam reformas sanitárias a nível nacional, o Estado da Paraíba reformou os serviços de saúde pública ao longo do governo de Argemiro de Figueiredo (1935-1940). Com a organização de um Dispensário Noturno Antivenéreo, em 1938, os médicos sanitaristas imbuídos pela ideologia do trabalhismo se empenharam no combate à sífilis, considerada como uma doença que afetava a saúde do trabalhador, tornando-o improdutivo.

Resumo De 1939 a 1940, a Fundação Rockefeller promoveu, nos Estados Unidos, o Rockefeller Foundation Communication Seminar, que discutiu os rumos dos estudos sobre comunicação. Em plena eclosão da Segunda Guerra Mundial, o seminário acabou se tornando um marco na história do campo da Comunicação. Este artigo busca examinar uma consequência pouco visível do Seminário Rockefeller: a substituição progressiva do vocábulo propaganda nos estudos sobre os media, nos Estados Unidos, pelo termo comunicação. Concluí-se que as atividades do seminário foram decisivas para a mudança de terminologia, que, por sua vez, teve impacto epistemológico no campo.

Enrico Fermi foi um dos maiores físicos do século passado. Em 1934, fez uma série de palestras no Brasil. Convidado por Theodoro Ramos para trabalhar em São Paulo, preferiu trabalhar nos Estados Unidos a partir de 1938. No entanto, indicou Gleb Wataghin - a quem Cesar Lattes se referia como "pai" da Física brasileira - para vir em seu lugar. Wataghin fez história no Brasil, tornando-se um dos primeiros catedráticos da futura Universidade de São Paulo. Assim, Fermi, além de ser um nome importante para a História das Ciências, ao indicar Wataghin, acabou deixando indelével marca na criação e institucionalização da pesquisa científica nacional. Apesar disso, sabe-se muito pouco sobre a viagem de Fermi ao Brasil. Esse trabalho reconstitui da forma mais ampla possível os passos do famoso físico italiano em nossas terras.
