An historical examination (collecting and analysing all relevant historical sources), shows that it is likely that Hübbe was the actual draftsman, while a comparative legal analysis (contrasting Hamburg's land law at the beginning of the 19th century with the first bill of the Act) demonstr

Internationally, health systems have been undergoing an extended period of endemic change, where one effort at health system reform inevitably seems to lead to further attempts to make adjustments, re-direct the focus of the reform effort, or bring about further, sometimes very different changes. This phenomenon is described as churning in this thesis. Churning is a result of continual efforts to adjust and improve health systems to address intractable wicked problems, often through applying solutions based on neo-liberal reform agendas that have influenced public sector reform i

Abstract:
The South African primary rebate is governed by Section 6 of the Income Tax Act (58 of 1962). This primary tax rebate entitles taxpayers to a tax-free income portion up to a certain level depending on the rebate amount (also referred to as the tax threshold). The concept of tax thresholds in a tax system in essence adhere to the first tax canon of Smith (1776:676), which suggests that individuals should pay taxes in proportion to each person’s ability to pay tax. The implication of this tax canon is that individuals who have a limited or no ability to pay tax should only be subject to pay tax

The thesis examines the political economy of trade policy reform in post-apartheid South Africa. It challenges mainstream accounts of contemporary trade policy in South Africa, which have advanced a solely economic rationale to explain the policy choices made by the ANC governments since 1994. The thesis argues that, far more than these accounts concede, international and domestic political economy considerations have also played a central part in the ANC governments' calculations to undertake trade reform to the degree it has. A relatively recent methodology uses a different chemical biomarker approach using 'sterols', a group of compounds related to the common bio-membrane lipid cholesterol and its derivatives. Sterols c

Abstract:
Thermal stratification occurs in shallow water bodies because solar energy separates the water column into an upper warm layer, a lower cold layer, and an intermediate layer between the upper and lower layers. In general the intermediate layer exhibits a significant thermal gradient over depth. Because cold water is heavier than warm water, this temperature structure produces a stable stratification, thereby inhibiting circulation from the bottom to the surface. This stable stratification results in a deficit of dissolved oxygen in the lower layer leading to water quality problems. Hence under

This study is an examination of residential mobility and its outcomes focussing on the forced relocation of public housing tenants from The Parks area of metropolitan Adelaide. In Euro-American countries, this type of residential mobility is increasingly used as a means of facilitating urban regeneration and countering the effects of the ongoing decrease in local public housing stock. The result is growing numbers of public tenants affected by relocation.
