Abstract:
In recent years, the principles of Total Quality Management, developed by Edwards Deming and others and used with varying degrees of success in the business world, have been used in schools as part of the process to transform education in terms of school management and classroom learning. This research grew out of my experiences when St. Andrew's Preparatory School participated in a Total Quality Management training programme which highlighted for me the problems and the benefits of such training. This research was undertaken, therefore, to find out how two other schools - one a high school in Grahamstown and the other a high school in Clarke County, U.S.A. had responded to similar training. Open ended questionnaires were used and the responses were analyzed to detect patterns of thoughts, feelings and attitudes, particularly in terms of human relationships at the school and with regard to various components of school culture. Comparisons were also made between the responses from the two schools, and the findings were compared with the claims made for TQM by the theorists and other educational practitioners who have ventured into TQM in their schools. The research findings indicate that Total Quality Management training had a positive impact on the participating schools but that there are problems associated with its adaptation for education. Given the necessary leadership commitment, however, these problems are not insurmountable. Total Quality Management may well be able to contribute towards the restructing of education which seems to be more and more urgently needed both in South Africa and in their countries.

Abstract:
In order for the democratic government in South Africa to eradicate segregatio. It was necessary to introduce new policies with school teachers being expected to be agents of change. Teachers have a big role to play in the transformation of the country. This research investigated Integrated Quality management Systems (IQMS) for improving performance of selected schools in the King Williams Town Education District. Three schools were selected in the King Williams Town District . The aim of this research was to examine the implementation of IQMS in the selected schools. The introduction of IQMS by the Department of Education in 2003, did not help the schools in the King Williams Town district improve their performance. IQMS is a government policy. The intention of public policy is to solve a problem. The findings of this study indicates that in the selected schools the problem of poor performance was not solved by the introduction of IQMS. Scholars have written extensively on performance appraisal. Different writers agree that the main purpose of appraisal is to improve performance. The Constitution (1996) and policies provide a strong foundation for the effective implementation of IQMS and public administration provides a good support for the effective implementation of IQMS. Additionally, legislation and subsequent policies give guidelines of how to implement the system successfully. In this study, questionnaires were given to 15 educators to investigate how schools understand and implement the IQMS. Qualitative analysis was undertaken to interpret the responses from the educators. Themes were formulated based on the responses received. Findings were generalised from the responses received. The research discovered that educators do implement IQMS, but they do not see it as a mechanism of improving performance. Teachers demonstrated an inadequate understanding of IQMS.

Abstract:
Most school management teams (SMTs) do not do their tasks either due to lack of time or inability to fulfil this obligation. Should this be true for South African schools, it would reflect negatively on the SMT job performance. This led to undertaking research in order to ascertain the fit between organisational policies of induction, mentoring, curriculum assessment training and curriculum supervision and the SMT job performance by way of establishing the effect of organisation policy on SMTs’ job performance. The research adopted a descriptive survey research design of the correlational type. Two sets of questionnaires, one for independent variables and the other for the dependent variable, were used to elicit information from the respondents. Some of the findings show that aspiring SMT members need some training so as to know what will be expected of them to do once they get selected as SMT members. It was further proven that common tests that are normally set at the provincial and district and/or school based levels are invariably not of the standard that the Department of Basic Education (DBE) prescribes nationally. The foregoing led to the conclusion that the SMT job practice is invariably not informed by the relevant organisational policies. Hence a cascade model of SMT training is recommended, as is the notion that training toward organisational policies under review should be done cohesively.

Resumo: Esta dissertação teve como objetivo central analisar as consequências para a gestão escolar da utilização do Sistema de Gestão Integrado (SGI) na rede municipal de ensino fundamental de Alecrim/SP. O SGI é uma tecnologia de gestão idealizada pela Fundação Pitágoras que foi implantada no município por meio de uma parceria entre esta fundação e a prefeitura municipal em 2006. Este estudo de caso investigou as esferas envolvidas na parceria utilizando-se de entrevistas semiestruturadas com representantes de equipes gestoras das unidades escolares municipais de ensino fundamental e da instituição privada em questão. Foi possível observar que os dirigentes escolares utilizaram-se das técnicas do SGI, entretanto, a frequência e as formas de utilização foram diferentes em cada unidade escolar. Neste trabalho, teve importância singular, a descrição detalhada do SGI adotado pela Fundação Pitágoras que encontra suas raízes na Gestão de Qualidade Total, modelo de gestão que teve seu auge na educação brasileira na década de 1990.
Abstract: This thesis aimed to examine the consequences to the school management of the use of the Integrated Management System (IMS) in the municipal primary school of Alecrim / SP. The SGI is a management technology designed by Pitágoras Foundation which was established in the city through a partnership between this foundation and the municipal government in 2006. This case study aims to investigate the spheres involved in the partnership using semi-structured interviews with school management representatives of the municipal school units and private institution in question. This case study. It was observed that the school leaders have used the techniques of SGI, however, the frequency and the shapes of this uses were different at each school. It is also of singular importance to this work a detailed description of the SGI adopted by Pitágoras Foundation that finds its roots in Total Quality Management, a management model that had its heyday in Brazilian education in the 1990s.

The Department of Basic Education introduced the Integrated Quality Management system in 2003. This was an integration of the three systems, Developmental Appraisal System, Whole School Evaluation System and Performance Measurement System. The system was seen as to be the one that would allow teachers to play a vital role in assessing their own progress, and would integrate this with the necessary evaluation strategy for the professional development of teachers and monitoring of the quality of teaching and learning in schools. The purpose of this study was to research an evaluation of the Integrated Quality Management System impact in schools of the Mdantsane Area. The objective of the study was to establish whether the IQMS has addressed the concerns and needs of the educators and also establish their views on IQMS. The literature was reviewed to get more information on the key concepts of the IQMS and get to understand how the system should be implemented. Both quantitative and qualitative research methods have been used to get to probe the views of the educators and how the system impacts in schools. The data collected was analyzed by means of frequency tables and charts using statistical methods. It was concluded that educators still do not understand the policy document of IQMS and more training on the implementation of IQMS was recommended. The support and monitoring from the District Office needs to be strengthened.

Successful organizations continually seek ways to improve productivity, reduce and control costs, and increase efficiency. Governmental entities also are driven by the need for increased efficiency and accountability in public service for their constituents.There is a continuing need for better tools and a number of government entities have turned to performance management systems due to their promise of improvement in various areas of productivity and accountability. This research focused on one such system, Six Sigma, which has recently experienced widespread adoption in industry in the United States, internationally, and in some government organizations. In this study Six Sigma was compared and contrasted with several performance management systems, and its effects and organizational cultural impacts on one organization were examined.The study investigated the financial implications and perceptions of organizational cultural change resulting from the Six Sigma system implementation in a large government enterprise. The first part of the study used the organization’s published financial information from 1997 through 2006 to determine whether there was a tangible financial benefit of implementing Six Sigma. The analysis indicated that the financial implications were statistically significant and quantified them as material and relevant to the organization’s two major business units.The second component of the research explored differences in organizational culture and attitudes among and between selected employee groups through the use of interviews and a survey instrument. Interviews were also conducted with a purposive sample of the executives who were involved in the decisions to implement Six Sigma. The Organizational Culture Inventory© and Organizational Effectiveness Inventory™ survey instruments were used to measure the organizational culture perceptions of the employee groups. Discriminant function analysis results suggested that the various groups shared a common organizational culture, which supports the null hypothesis that there were no differences in the organizational cultural perceptions among the organizational groups investigated.

Research was conducted in this paper on organisational performance management. Various definitions are offered in order to provide an explanation to the topic. Different models on performance management were discussed including the balanced scorecard. The City of Cape Town was identified as a case study to ascertain how the provisions for the performance management system, as stipulated in legislation, were implemented. The use of the balanced scorecard was also reviewed. Officials were interviewed, as well as various documentation considered, dealing with performance management in the City of Cape Town. From the findings various recommendations were made to improve the performance management system.

The majority of studies concerning psychological sex and management style have indicated that people consider the masculine style of managing to be the most popular. However, such studies are out of date and/or were usually measuring the perceptions of surveyed college students. Few studies have focused on successful managers in successful organizations. A modified version of the Bern Sex Role Inventory was distributed to 52 managers in a Total Quality Management organization. This study hypothesized that successful managers would be androgynous managers. The results of the study indicated that successful managers are androgynous managers, and that there is no significant difference in the number of female and male androgynous managers.

Abstract Research has revealed that many of the historically disadvantaged schools in South Africa experience difficulty in implementing policies aimed at restoring the quality of teaching and learning. The difficulty has been attributed to several factors such as poor conceptualisation and implementation of quality management systems at school level. This article reports on empirical research that investigated the possibility of applying Total Quality Management principles in schools for the purpose of restoring the culture of learning and teaching. Data was collected through qualitative and quantitative methods in selected schools situated in the Tshwane North District. The findings revealed that there is a gap between what is provided in the policy framework on the management of quality teaching and learning. It is recommended that in order to fill the gap, schools need to apply customised principles of Total Quality Management. The primary aim of this research was to develop such an integrated framework that is not only theoretically sound but that has been customised for schools’ contexts and conditions.

Managers today are faced with a bewildering choice of Management Standards that are being promoted to improve personal and organisational performance by a wide range of Standards-setting bodies. Standards-based management is a well-researched field, but all the research concentrates on individual Standards such as ISO 9000 and 14000 without identifying the influences of other Management Standards. This research seeks to extend the debate about Standards-based management and to encourage other researchers to consider it as both an entity and a phenomenon and to note its divergence from other management theories. A taxonomy of Management Standards is presented to enable the principal Standards to be categorised and a definition of a Management Standard is proposed to enable the distillation of the considerable body of literature into more manageable proportions. A chronology of Management Standards development is tabled and compared with the evolution of Quality Management and Total Quality Management (TQM) and the possible future development of Management Standards is examined. The literature research confirmed that Standards-based management approaches had increased very significantly, despite a lack of empirical research to show that this method of management yielded uniform improvements. It identified a trend for integrating Management Standards and creating a “super” Management Standard that would incorporate all the functions of management within an organisation. The Scottish Quality Management System (SQMS) is an integrated Management Standard that incorporates many of the key functions of management within an audited Management Standards framework that its architects claim is based on the principles of TQM. While originally developed for the Scottish training provider network in 1993, it has spread internationally and is currently in use by circa 600 organisations in several countries. It is the only example of a Management Standard of this kind, and despite its longevity, extensive coverage and significant public investment, it has not attracted any previous research interest. The SQMS project was ambitious, seeking to impose a major new Standard on a diverse and predominately unsophisticated population of organisations within a tight time frame. The field research surveyed the entire SQMS registered organisation population using a questionnaire that was based upon the principles of ISO 9004: 1994 and some preliminary research. The questionnaire was designed to examine attitudes and motivation, as well as gauging the effectiveness of the SQMS Standard as determined by an analysis of the improvements that could be directly associated with its implementation. The survey achieved over 70% response rate and the resulting data set was comprehensive and the analysis robust. An additional element of the research compared the results of the questionnaire response analysis with the perceptions of the SQMS Auditors who had audited a majority of the respondent organisations. The field research showed that the SQMS population was very experienced and had been working with SQMS for well over three years. This is a period that the literature research indicated was the minimum time required for the benefits of quality improvement initiatives to become measurable. In the absence of any clear published objectives for the implementation of SQMS, a number of likely objectives were postulated and these objectives were measured against the results of the research. The results of the research suggest an attitude of compliance, rather than improvement as the underlying mind-set of the SQMS organisations and an absence of quality improvement planning or measurement of key performance indicators. This attitude was no different among organisations that had also adopted ISO 9000 and IiP. SQMS accreditation had not shown to provide any marketing or promotional benefit in the same way as ISO 9000 and it had not led to increased market share or profitability. Few of the possible benefits of applying a Standard of this nature had been realised by the majority of organisations and there was little evidence of tangible organisational improvement. The Standard could not be deemed to have met its proposed objectives and a comparison with an accepted model of TQM did not find sufficient compatibility to designate SQMS as a tool for TQM implementation. The interviews with SQMS Auditors identified major discrepancies between their perceptions and the views of the organisations that they audited. The admission by over half of the respondent organisations that they produced evidence purely to satisfy audits raised questions about the effectiveness of the Standard and its audits and the competence of auditors to audit “super” Standards. The novelty of the research is examined and suggestions for future research proposed.

Abstract:
The new paradigm in managing organisations, known as Total Quality Management (TQM), was investigated in this thesis. TQM as a management concept represents a fundamental change in the management approach of organisations (i.e. schools). TQM comprises a comprehensive change to the theory and practice of management, and focuses in particular on leadership and people. It is claimed in literature that the bulk of problems of organisations is leadership or management-related subsequently the implementation of TQM poses a major challenge to the managers of those organisations. It has become clear from literature that TQM comprises a radical departure from the traditional educational paradigm of bureaucracy, autocracy and mediocrity, towards a system that liberates the educator from bureaucratic red tape, and which provides for a model of empowerment and participation. This research was particularly aimed at the application of quality principles in secondary schools. The aims of the research were to • determine the nature and characteristics of TQM in schools through a review of the literature; • identify methods from the literature for the implementation of TQM in schools; • identify and analyse from the literature schools as case studies; • determine to what extent effective schools make use of TQM, and to what extent elements of TQM were to be identified in these schools; • determine whether the strategies employed in schools are based on TQM assumptions and could characterise them as effective in terms of TQM; • develop a management strategy for the improvement of the effectiveness of secondary schools through the implementation of TQM. A literature study was undertaken to analyse TQM and to determine methods for implementing TQM in schools. The empirical research consists of two phases: a quantitative phase comprising the use of a questionnaire to determine to what extent principals make use of TQM, and a qualitative phase in which principals, educators, learners and parents participated in interviews to determine what strategies schools use are based on TQM. Information from both the literature review and the empirical study was used to develop a management strategy as a guide for principals to improve the effectiveness of schools through TQM. The conclusion chapter contains a summary of the research, findings and recommendations 'in respect of the research aims.

A Chief of Naval Operations (CNO) initiative in 1989 prompted Fleet Numerical Oceanography Center (FNOC) to request that an organizational study of their operations be conducted and a strategy for implementing Total Quality Management (TQM) be developed. This thesis provided that study. The study's goal was to determine FNOC's readiness to accept TQM. And if they were assessed as ready, to tailor a TQM implementation plan to their needs. Furthermore, a case was provided to help others wrestle with the readiness and implementation issues. The study used a two-phased approach to assess FNOC. The first phase was a review of the current practitioner-oriented management literature about TQM, change theory, and strategic management. The second phase was followed by an on- site field study of FNOC itself, including an Organizational Assessment Survey and personnel interviews. This phase provided an organizational assessment of its strengths and weaknesses that might help or hamper TQM implementation.

För att fylla det gapet har Grundad Teori använts med intervjuer, fokusgruppsintervjuer och observationer för att uppnå studiens syfte, som var att förutsättningslöst, ur ett medarbetarperspektiv, bidra med ny teoribildning kring medarbetares delaktighet i förbättringsarbete inom grundskola. Mer specifikt innebar det att undersöka vilka faktorer som påverkar grundskolepersonals delaktighet i sin verksamhets förbättringsarbete. Det innefattade även att undersöka eventuella samband mellan dessa faktorer, samt hur de eventuella sambanden påverkar grundskolepersonals delaktighet i sin verksamhets förbättringsarbete. Resultatet visade att förutsättningar behöver tillgodoses för att öka sannolikheten för att medarbetare ska vara delaktiga i förbättringsarbete. Även ledarskapsstilen har betydande påverkan. Emellertid kan medarbetare utveckla både negativa och positiva attityder gentemot förändring om förutsättningarna saknas, till viss del beroende på deras personlighetsdrag, vilka även avgör deras behov samt hur de bör matchas med kollegor. Därför behöver ledare beakta personlighetsdrag både beträffande behov och sammansättning av arbetsgrupper. Vidare har fenomenet samverkan, enligt resultatet, en betydande positiv effekt på grundskolemedarbetares delaktighet i förbättringsarbete. Genom dessa fynd kan studien tillskriva etablerad teoribildning och tidigare forskning relevans även inom domänen grundskola
Regarding compulsory school staff’s participation in their school’s improvement activity, the area of research is thin, especially regarding research approaches which allows unconditional multidisciplinary findings. To fill this gap this study has been using Grounded Theory, with interviews, focus group interviews and observations, to achieve the purpose of this study, which was to, with an unconditionally approach, provide a new theory from an employee perspective, of employee’s participation in improvement activity, within compulsory school. More specific, this meant investigating the factors that influence compulsory schools staff participation in their work of improvement. It also included examining possible correlations between these factors, as well as how these possible correlations affect compulsory school staff's participation in their improvement activities.   The findings showed that prerequisites need to be met to improve the probability of employees participating in work of improvement. The kind of leadership practiced also have great impact. However, employees can develop both negative and positive attitudes towards change if the prerequisites are not met, in part depending of their personality traits, which also determine their needs as well as how they need to be matched up with co-workers. Leaders therefore need to take personality traits into consideration regarding both needs of the employees and team composition. Furthermore, the phenomenon of teamwork has, as the result shows, a greatly positive impact on compulsory school staff’s participation in improvement activities. With these findings this study recognizes established theories and previous research, as valid even within the domain of compulsory school.

This thesis reports on a study which explored the experiences of teachers working at Gilmore Primary School in the Australian Capital Territory as they initiated the management philosophy known as Total Quality Management (TQM). The teachers' perceptions of key TQM ideas were obtained from staff meeting notes, interviews and a variety of questionnaires. The teachers' perceptions constituted the data for the study. The study utilised ethnographic methodology incorporating aspects interpretive and critical approaches. Participants in the study were actively engaged in the initiation project and as such were taking part, with the researcher, in a co-operative experiential enquiry. Key TQM ideas provided the themes for this study. These themes were; continuous improvement, shared vision, customer and process focus, teamwork, outrageous goals and systematic data gathering. Teachers' perceptions regarding each of these themes or key ideas were analysed by considering the effect on them of two sets of factors. The first set consisted of factors in educational change while the second was comprised of factors in the culture of teaching. TQM history, principles and practices as well as the two sets of factors related to educational change and the culture of teaching were discussed in a review of literature. From the analysis of teachers' perceptions a series of recommendations were developed for implementing TQM at Gilmore Primary School and for more general application of theory and practice.

O propósito deste trabalho é identificar, através da investigação de estudo de caso, como as características culturais melhor se relacionam a cada um dos princípios do TQM. Nas últimas décadas, a gestão da qualidade passou por uma mudança singular. Pela primeira vez, a diretoria executiva das empresas começou a demonstrar interesse por esta matéria. Sob o título de Total Quality Management (TQM), a gestão da qualidade passou a apresentar importância estratégica para as organizações. Como consequência, princípios gerenciais integraram a gestão da qualidade aumentando a relevância da Cultura Organizacional. Entretanto, apesar do reconhecimento acerca da importância do papel da Cultura Organizacional, faltam estudos que examinem profundamente os relacionamentos existentes entre Cultura Organizacional e gestão da qualidade. A partir de uma revisão sistemática sobre a interface entre gestão da qualidade e Cultura Organizacional foram identificadas como as abordagens mais utilizadas o Competing Values Framework (CVF) e as Dimensões Culturais de Hofstede. Desse modo, foi estabelecido o estudo de caso como procedimento técnico de abordagem qualitativa, a fim de buscar por resultados aprofundados. Como resultado foram constatadas divergências a partir comparações das Dimensões Culturais entre os ambientes escritório/fábrica e os quatro níveis hierárquicos. Evidenciando a existência de subculturas na empresa. Por fim, apresentou-se os relacionamentos observados entre cada um dos sete princípios do TQM e as Dimensões Culturais. Este trabalho contribui para propor novas perspectivas e insights a fim de elucidar as relações entre cultura e gestão da qualidade.
The purpose of this study is to indentify, through case study research, how cultural characteristics relate to each of TQM elements. In the last decades quality management went through a singular change, for the first time the executive board began to demonstrate concern about this quality. Under the title of Total Quality Management (TQM) the quality management started to present strategic importance for organizations. As a consequence, managerial elements became part of quality management, increasing the organizational culture relevance. Nevertheless, despite the knowledge about the importance of organizational culture role, there are few studies that examine deeply the links between organizational culture and quality management. From a systematic review on the interface between quality management and organizational culture we identified that Competing Values Framework (CVF) and Hofstede\'s cultural dimensions are the most common methods. Thereby, the case study was established as a technical procedure of qualitative approach, in order to search deeper results. As a result differences were found on Cultural Dimensions comparisons between office/factory environments and four hierarchical levels. Evidencing the subcultures existence at the company. Finally, the relationships observed between each of the seven TQM principles and the Cultural Dimensions were presented. This research contributes to propose new perspectives and insights in order to elucidate the relationship between culture and quality management.

Abstract This action research addresses the deployment of Total Quality Management (TQM) principles in a high-technology new product development organisation. During the period of study, the organisation grew fast. High-technology product development and hypergrowth provided a unique combination of extreme conditions for the study. The existing concepts of TQM are presented as an organised map enabling strategic analysis for an implementation plan. The history of TQM dates back to the manufacturing industry. The key differences between product development as an operating environment and the industrial manufacturing environment are described. The deployment of TQM is described from the perspective of learning theories, leadership theories, studies of organisational culture and studies of teamwork. Based on the learning, a psychodynamic model of organisation is presented for better understanding the challenges of implementation. The results show that, in these specific conditions, organisational culture and leadership are of essential importance for the implementation of TQM. The study also shows that, in the given conditions, TQM is specifically a learning challenge. The results of this study are presented as a framework supporting the selection of TQM implementation objectives and the planning of a strategy for organisational learning.

Total quality management (TQM) is a philosophy and process that has been successfully implemented in many business firms. Other organizations, including institutions of higher education, have become increasingly interested in adopting it. It is likely that facilitators need to be cognizant of organizational differences and adjust facilitation methods and strategies accordingly. This dissertation is an exploratory study designed to examine the role of the TQM facilitator in diverse settings. Specifically, the study is an in-depth two-case research study of TQM implementation in an international manufacturing firm and a regional institution of higher education. The primary foci of this dissertation are to (1) investigate differences in context and processes of each organization, (2) compare implementation events, (3) examine the facilitator's role at various stages of TQM implementation, and (4) identify barriers involved with TQM implementation in each organization. Conclusions of the study are that the facilitators' level of involvement in TQM implementation varied over time and at different stages of team development. Facilitators at the manufacturing firm used TQM tools and techniques more frequently than did facilitators in the academic setting. Lastly, outside facilitators had to adjust language, stories, and examples in the academic setting. They also relied heavily on an internal steering committee to plan agendas and assess the degree of acceptance by those involved in early stages of implementation.

Abstract:
The aim of the study was to establish the possible causes of poor Grade 12 results in physical science in South Africa and to apply a total quality management (TQM) approach to suggest a solution. The literature study indicates that resources, preparation or subject knowledge, commitment and support affect the quality of performance. The research was done in one school district (cluster). Following the literature study a questionnaire was distributed to 150 science teachers from 31 schools and the response rate was 73% (113 responses). The questionnaire tested the respondents' perception on the availability of resources and the support received by them, the support given to learners and their level of preparation and subject knowledge. From this, as well as from the biographical information from the questionnaire, certain conclusions were made about the reasons for poor performance of learners in science examinations. It could be concluded from the analysis of the results that limited support to teachers and support to learners are important factors contributing to a poor Grade 12 pass rate. The pass rate also correlates positively with experience levels of teachers. Although 39% of teachers are unqualified or under-qualified, no significant correlation could be found between pass rate and level of qualification. Analysis of the effect of commitment on pass rate was inconclusive.

Many of the colleges in the North Carolina Community College System have embarked on a "quality" journey to continuously improve the educational programs and services that they provide to their communities. The primary focus of this study was to determine the level of Total Quality Management (TQM) principles implemented in selected North Carolina community colleges and to determine if there was a difference in the perception of its implementation between administrators and faculty. Additionally, this study examined the influence of the following variables on the implementation of TQM in selected North Carolina community colleges: personal factors (age, gender, ethnicity, and length of employment) and organizational factors (length of institutional involvement in TQM, institutional service area, institutional size, and institutional participation in the Carolina Quality Consortium). Furthermore, the study also gathered data about the positive and negative outcomes as a result of TQM/quality. Data for this study were obtained from a survey instrument that was based on the Malcolm Baldridge National Quality Award. The survey instrument was mailed to eight full-time administrators and eight full-time faculty members from 29 North Carolina community colleges. Twenty of the institutions belonged to the Carolina Quality Consortium. The remaining institutions represented a convenient sample of the 36 North Carolina community colleges that were not members of the Carolina Quality Consortium. Four hundred sixty-four surveys were mailed and 368 were returned. The overall percentage of survey return was 79.3. The Statistical Package for the Social Sciences (SPSS) was used for the analysis of data. An alpha level of.05 was used for all statistical tests. The major conclusions were: (1) there are different levels of TQM implementation among! the community colleges identified in this study, (2) there is a difference between the perception of TQM between administrators and faculty members, (3) the length of employment at the institution is a factor in the perception of the implementation of TQM, (4) age, gender, and ethnicity are not factors on the perceptions of the implementation of TQM, (5) the length of involvement in TQM, the service area, the size of the institution, and participation in the Carolina Quality Consortium are not factors on the overall quality ratings, (6) the positive outcomes perceived as having resulted from TQM/quality initiatives included improved communication, improved support systems, customer service, and increased involvement in planning and decision-making, and (7) the negative outcomes perceived as having resulted from TQM/quality were incongruence in philosophy and practice, too much time wasted, work overloads, and endless paperwork.

How do we persuade others? Do we persuade by resorting to Taylor's scientific management ( Sergiovanni and Starratt.1993 : 12 ) where control, accountability and efficiency are emphasised within the atmosphere of clear-cut manager-subordinate relationship, where the recipe is to identify the best way, develop a work system based on the research of, communicate expectations to workers, train workers in the system, monitor and evaluate to ensure compliance? Or as Kok, Smith and Swart (1992 : 9 ) put it, through an invitational stance of the school leader, where intentionality, respect, trust and optimism are the basic qualities of the school leader ? The invitational stance which is based on the assumptions that all persons are valuable, able and responsible and ought to be treated accordingly, that education is a co-operative process which cannot succeed without the participation of all concerned parties, that the process is just as important as the end product, that all persons have relatively untapped potential in all facets of living given the right condition, and that potentials can best be realised through places, policy, procedures and programmes which are specifically designed to invite development and by people who intentionally behave invitationally, both personally and professionally, towards others ( 1992: 2). What are these small acts of leadership? These are some of the questions which come to mind after analysing Caroselli's statement above as far as educational leadership is concerned. .Total Quality Management represents a line of thinking which resembles the ideas of many writers on business and educational management, since the start of the eighties. On the one hand writers like Sergiovanni and Starratt ( 1993 :287) see schools as non-linear and looselycoupled organisations, where employees should be bounded by a common vision and shared set of values, where colleagiality and enablement could become the main motivational factor in committing members of the organisation to a common cause. On the other hand, Blanchard, Zigarmi and Zigarmi (1987 :75) summarise four leadership styles which are appropriate for different development levels based on competence and commitment of the employee-teacher as changing from directing to coaching to supporting to delegating as performance improves. In organisations which are moulded according to the Taylor model ( Sergiovanni and Starratt, 1993 : 12) leadership is through issuing commands, enforcing compliance and controlling the activities of employees. The philosophy of Taylorism, is still in place in many schools today. The hierarchical nature of this form of organisation, implies that the teacher's priority is to please the superiors first at the expense of the customer- the student.

Total Quality Management (TQM) is an industrial or manufacturing theory that has greatly assisted business to transform to become more competitive in the global market. The South African public education system is currently facing various challenges and obstacles that must be overcome in order to cater for the demands of the 21 51 century. Much of the focus thus far has been on addressing the imbalances and inequities of the past. Now that the battle for equality is slowly being won, the focus is changing to quality in education provision. Total Quality Management offers an opportunity to attain quality in the education sector. Many writers abroad have adapted the principles of TQM to the education environment. Case studies in the United States of America and United Kingdom in particular, point to the success of TQM. Given the South African education scenario, this study explores the scope and applicability of Total Quality Management to the South African public schooling system. In February 2000, President Thabo Mbeki expressed the need to pay special attention to the improvement of the quality of management of our schools. The practice of TQM offers an opportunity to improve the quality of management in our schools. In addition, there has been much discussion and debate around whether schools are preparing learners for the real world. It is the express desire of the Minister of Education, Professor Kader Asmal, to create an education system for the 21 51 century. One of the cardinal principles of TQM is giving the customer what the customer needs- the customer in this case being the learner, the parent, tertiary institutions, commerce and industry and society at large. Currently there is ample evidence to suggest that there is a huge gap between what society expects and what schools and tertiary institutions are providing. Today, it is becoming increasingly evident that customer choice and customer perception of quality is of paramount importance. Therefore, schools that can offer quality in terms of product and customer service will survive and prosper. TQM is about meeting and exceeding customer expectations of service. There is ample evidence to suggest that TQM has carried the burden of being responsible in many cases for improving quality and productivity. Schools are constantly faced with rising costs. Parents are being called upon to pay increasingly more for the education of their children. Schools are constantly searching for innovative ways of cutting costs without compromising quality. TQM helps to systematically identify sources of error, and eradicate costly waste. This study explores whether TQM can do for the public schooling system what it has done for business. The scope and applicability of TQM to the public schooling system is investigated through carefully structured questionnaires administered to school-based personnel at different ranks, working in rural and urban schools, as well as ' advantaged' and 'disadvantaged' schools. In addition, chairpersons of school governing bodies/members and departmental officials are interviewed. The research carefully examines the many concerns around implementing TQM in public schools. There is concern that the principles of industry would not find favour in an education environment. A business-like approach to education may result in many meaningful aspects of schools and schooling being compromised or lost. The study ascertains whether some of the basic ingredients for quality management are present in our schools. Despite certain concerns, the majority were optimistic that TQM can be implemented. The conclusions arrived at and the recommendations made indicate that the theory, principles and practices of TQM can be adapted and applied to the South African schooling system. The argument that the vast backlogs in education do not favour the application of quality management in education is challenged. It is concluded that TQM offers the best possible opportunity to address inferior quality learning in certain quarters. Based on the success stories, a carefully structured implementation plan for TQM is suggested. Applying TQM will ensure a high quality public education.

The main purposes of this study was to identify the study of the relationship on Total Quality Management (TQM) and school''s organizational effectiveness in Taiwan elementary school. This study employed the survey method. The subjects included 56 elementary schools randomly in Taipei area. The instrument included "The TQM Inventory" and "The School''s Organizational Effectiveness Inventory". Data were analyzed using the statistics of ANOVA, MANOVA and Stepwise Regression. The major conclusions were﹕ 1.There were above average perception for TQM and school''s organizational effectiveness among the elementary school teachers. 2.There were significant differences in the elementary school teachers'' perception of TQM in term of the sex, age, seniority, duty, and school''s size. 3.There were significant differences in the elementary school teachers'' perception of school''s organizational effectiveness in term of the age, academics degree, seniority, duty, school''s size, and school''s area. 4.There was a high positive relationships between TQM and school''s organizational effectiveness among the elementary school teachers. 5.The school''s TQM has a great influence on the school''s organizational effectiveness.
