This chapter explains how lawmakers and administrators, at the state and federal levels, attempted to narrate and respond to the worsening policy conditions. The landmark welfare reforms that Ronald Reagan spearheaded as governor of California in the early 1970s constricted eligibility standards, heightened bureaucratic scrutiny, instituted work requirements, and enlisted the penal system to handle fraud and child-support collections. Restrictive welfare reforms and anti-AFDC rhetoric mobilized a host of racially charged frustrations to halt the tentative steps toward a broader economic citizenship. The tangled, dialogical (or perhaps caustic) interaction between elites and the grassroots gave these issues force and propelled their course. Animosity toward recipients intensified during the highly publicized efforts to shrink welfare rolls through work requirements, surveillance, and fraud prosecutions.

This concluding chapter circles back to the political sphere and examines what actually happened on Election Day. It looks at how first-and second-generation immigrant candidates (Grace Meng, Ted Cruz, and Tammy Duckworth) had fared and considers what can be said about immigrant voting behaviors in light of what we now know about immigrant-serving nonprofit behavior. Further, given these patterns, the chapter turns to what nonprofits can do in the future to better incorporate electoral work into their missions and what the findings of this research suggest for the presidential election in 2016 and beyond. The chapter looks ahead to future elections and recommends that immigrant-serving nonprofits consider seven issues when they decide to engage in an election: technology, staffing, institutionalization, continuous strategy, coalitions, new gateways, and authenticity.

This chapter looks at social transformation through the lens of ‘tough issues’. The perspective makes the vast challenges communities are faced with more practical, which in turns allows for progress in the right direction through small wins. Many citizen and community organisations with a background in environmental, peace and third world movements have roots in direct action. Over recent decades, they have been moving from opposing developments to proposing alternatives. We use the words of de Certeau (1984) to describe it as a shift from ‘résistance’ to ‘bricolage’. This shift has brought them closer to more institutionalised partners like government, business, civil society and research institutions. While this rapprochement has proven beneficial to each party involved – research methodologies such as Co-Creation prove that notions like horizontal decision-making, anti-authoritarianism and self-organisation are no longer the preoccupation of informal actors solely – the different stakeholders have not become interchangeable. The chapter argues for the role of a third actor in a social transformation process. This actor is not a stakeholder itself, but through a creative process (“prototyping” in the case of City Mine(d), arts creation in others) becomes tactically linked to the important stakeholders.

The hypothetical situations in this chapter raise more difficult issues. Here, the President might suffer from dementia or a stroke but be unaware of her lost faculties. Mental illness might cause a president to become unable to discharge his powers and duties, but could be difficult to diagnose. If the President is able to contest a Section 4 action, he will find it easy to retake power unless his disability is substantial. Other cases covered in this chapter include a traveling President out of communication with the White House may necessitate giving power to the Vice President if decisive action is needed; and a President under criminal prosecution. Finally, the Vice President and Cabinet may worry that a possibly disabled President is on the verge of creating an imminent catastrophe. Even if Congress does not uphold the Vice President’s decision, invoking Section 4 would provide time to remove the nuclear button from the President’s hands.
