Abstract:
Purpose Given limited research about how artisans become integrated into tourism, the purpose of this paper is to investigate the emergence of artisan entrepreneur–mediators who link artisans to tourism in rural areas and small cities in Portugal. Using social embeddedness as a conceptual framework, this paper views artisan entrepreneur–mediators as existing within an entrepreneurial ecosystem. The paper investigates their role within this ecosystem and how social networks influence the artisan entrepreneur–mediators’ roles in connecting artisans to creative tourism. Design/methodology/approach The paper is based on new (2017 and 2018) empirical evidence developed through two rounds of semi-structured interviews of five artisan entrepreneur–mediators. Findings This paper finds that artisan entrepreneur–mediators in rural areas or small cities take on multiple roles as networking agents who organize and offer creative tourism experiences, providing the missing link between artisans and tourists. An analysis of the nuances of the operations of these artisan entrepreneur–mediators suggests that high levels of social embeddedness within local rural communities are important in order for these neo-rural entrepreneurs to attain their goals. Originality/value Originality lies in the identification of a gap in artisan entrepreneurship literature in a rural context. It is the first time that a critical analysis of artisan entrepreneur–mediators who facilitate the link between artisans and tourism is carried out in terms of social embeddedness, their roles and connections to creative tourism, and types of community engagement.

Abstract:
Purpose This study aims to construct an integrated social entrepreneur system in the rural area of Hengshan, Taiwan, that could benefit four stakeholders, namely, tourists, business, community and government. Two social entrepreneur cases demonstrate a mutually beneficial situation of lowering the structural unemployment rate, returning young human capital to villages and innovating rural tourism through the activism of service science. Design/methodology/approach Qualitative approach was applied to data obtained from 12 research projects spanning three years. Service experience engineering (SEE) methods were used to conduct a service design for social entrepreneurs in an integrated service system. The service system aimed to innovate rural tourism through the activism of service science. Findings SEE methods explain a series of service design processes that helped our research team start up two social entrepreneur projects as service prototypes to offer service innovation based on cultural creativity to innovate rural tourism. These two social entrepreneurs in rural tourism offer job opportunities to young people and senior citizens alike. In addition, an integrated service system of interdisciplinary knowledge, multi-stakeholders and local resources fulfills various requirements of stakeholders to promote sustainable rural tourism. Research limitations/implications Real action studies are limited in the research on social entrepreneurs. This case study provides research insights into service science and calls for action in practice to change the future of a local village. The results provide the philosophy and knowledge of service science that social entrepreneurs of rural tourism can use in the village. Designing service innovation for rural tourism has shaped its vision toward a sustainable tourism system. Originality/value Few studies have shown that social entrepreneurs could innovate rural tourism. The present study presents an action case through the activism of service science.

Abstract:
The paper looks at the relationship between the performance of small and medium-sized enterprises (SMEs) in the tourism sector of Uganda and firm characteristics and business environment. Data were gathered after administering questionnaires to 1690 SMEs located around tourist attractions throughout the country in 2018. The study uses quantile regression to analyze the determinants of firm performance. The findings indicate that entrepreneur/managers education, business experience, initial capital, business registration and age of the owner are important in explaining enterprise performance. We also find that male managed enterprises outperform those managed by female. The study suggests that providing easy access to credit for initial capital and easing the business registration process and training entrepreneurs/managers will increase performance of SMEs in the tourism industry.

Abstract:
This study develops a four-item scale to measure the impact of a tourism lifestyle entrepreneur on the touristic experience, and seeks to understand to what extent a tourist perceives, through what is provided, that a tourism business owner, is not a “common entrepreneur”. After an item generation, data was collected from two different surveys with 200 answers, and exploratory and confirmatory factorial analyses were performed to test discriminant and nomological validity. The correlation between the variables was significant at level 0.01 and the coefficients were positive. Cronbach’s Alpha was acceptable with a value of 0.736. The results complemented existing literature on this topic and allowed further research to measure the perception of tourists in regard to tourism lifestyle entrepreneurship. From an interdisciplinary perspective, this manuscript presents insights for entrepreneurial management, tourism marketing and business sustainability. At the end, the limitations of the study are presented, and lines of investigation outlined for future research.

Abstract:
This master’s thesis is an interdisciplinary research on the ‘degaying’ process of Madrid’s gay neighborhood, Chueca, in the post-gay era and gay business owners’ entrepreneurial experiences. It strives to fill a gap in the literature in LGBT tourism studies, gender studies and entrepreneurial studies by giving voice to the LGBT community and creating contemporary knowledge and observation. The investigation involved conducting 11 qualitative semi-structured interviews with gay business owners in Chueca. The aim of this research was to shed light on the owners’ motivations in opening their businesses and to explore the challenges and changes they noticed throughout their time in the neighborhood, reviewing if Chueca has entered the post-gay era and is experiencing a degaying process. It also discusses other aspects of the district such as the marginalization of certain groups within it, its market economy and the city government’s role in gay tourism. The results of this study show that breaking the lavender ceiling is not one of the main motivations of owners in starting their businesses. Moreover, while the gay market is a profitable niche market, it is wiser for business owners to target both heterosexual and LGBT markets if possible. Lastly, Chueca has entered the post-gay era, although it is unlikely that the neighborhood will face dissolution due to its historical meaning and the fact that many people still feel more comfortable in Chueca than in other parts of the city.

This thesis has been graded: VG

Abstract:
Changing characteristics of work and careers have resulted in a shift in perceptions of the potential value of entrepreneurial activity. In parallel there has emerged an appreciation of the non-economic impact of entrepreneurship on those who enact it. However, there still remains a limited understanding of the consequences of choosing to be an entrepreneur, and what that choice means in terms of that individual’s life and work. The potential for the young as a group to engage with entrepreneurship as a ‘career option’ is high, therefore the central research objective of this study was to learn what meaning young New Zealand entrepreneurs attach to ‘being in business’. The study was grounded in an inductive, interpretive research design, underpinned by the tenets of constructivism. Phenomenologically focussed, in-depth interviews were used to gather data from ten young New Zealand entrepreneurs. These interviews were semi-structured and emphasised language, meaning, and narrative. The resulting data were analysed using elements of a constructivist grounded theory approach. A key finding was that the nature of the relationship between the entrepreneurs and their firms was a strong attachment grounded in emotion. The intertwining of the life of the business with the life of the young entrepreneur was viewed positively, and frequently involved personal transformation. Businesses were more than mechanisms for achieving monetary wealth. The relationship between the young entrepreneurs and their work was also intense. Balance of work and life was not an issue, nor did they seek to differentiate between the two spheres. They were content to have the two blended in a manner of their choosing. Consistent with this was their drive for personal authenticity and adherence to strong ethical imperatives. Being an entrepreneur was less about career (and even less about a job) and more about fulfilling needs of a higher order. Almost all the participants strongly identified as entrepreneurs. They felt it was the identity most consistent with their values, attitudes, and aspirations. They accepted that in some instances the label small-firm owner manager was accurate in terms of the scale of their operations, but rejected its appropriateness on any other grounds.

Abstract:
Homestay tourism is an emerging research theme, especially in Vietnam, where it is fashionable nowadays, and is therefore often cited by local media, by local governments or as a research topic by students. Homestay is also a choice of economic activity for young people not only in big cities but also in rural areas, especially in Vinh Long province, located in the Mekong Delta, where homestay is considered as one of the most original tourist products. It is recognized by the authorities of Vinh Long province as an essential tourist product aimed at making tourism an important economic and cultural sector in the long term and contributing to the program of new rurality ("nông thôn mới"). In recent years, some studies have focused on the economic contributions of homestay in the Mekong Delta. We decided to conduct a study on homestay from a multi-dimensional perspective. The main research question is, “Is the development of homestay considered as a tool for human development from socio-economic, cultural and environmental perspectives?” In other words, does homestay allow homestay businessmen or homestay managers as well as inhabitants to expand their capabilities? From such points of view, the capability approach of the economist Amartya Sen (Sen 2000) provides a fresh perspective on the goals and future of homestay. The primary objective of this thesis is to examine the relationship between the capability approach, the homestay businessmen, and human development in the rural context of Vietnam. To carry out this research, the qualitative approach was employed, including bibliographic research, observation, participant observation, semi-structured interviews with 24 key participants-cum-stakeholders (six local authorities, one person in charge of local tourist company, 16 local inhabitants, and one tourist trainer), and the life history method with 15 homestay businessmen and homestay managers. These methods are complementary to each other with the life history method playing a pivotal role. The results of this thesis show that the development of homestay brings positive effects on the lives of homestay businessmen, homestay managers and their families in the respect of human development. More specifically, the development of the homestay allows those stakeholders to have more means to gain good health and knowledge, thus having access to important resources to pursue their rising living standards. Homestay has positive effects on the An Binh island’s inhabitants socio-economically, culturally, and environmentally. However, homestay tourism is not a magic wand capable of providing all solutions, which means it also has negative impacts, particularly socio-cultural ones.In order to make the development of homestay tourism more efficient on An Binh Island, the top priority is the implementation of different solutions such as the diversification of tourist activities, attention to authenticity, and orientation towards domestic tourists. More importantly, it is essential to enhance the agency of the inhabitants so that they can expand their opportunities in different dimensions of life. These solutions require effective cooperation between inhabitants, and private and public sectors involved in the sphere of entrepreneurship of homestay tourism

Power, Susann. "An applied ethics analysis of best practice tourism entrepreneurs." Thesis, University of Surrey, 2015. http://epubs.surrey.ac.uk/807142/.

Full text
Abstract:
Ethical entrepreneurship and by extension wider best practice are noble goals for the future of tourism. However, questions arise which concepts, such as values motivations, actions and challenges underpin these goals. This thesis seeks to answers these questions and in so doing develop an applied ethics analysis for best practice entrepreneurs in tourism. The research is situated in sustainable tourism, which is ethically very complex and has thus far been dominated by the economic, social and environmental triple bottom line thinking. This research takes a different approach by applying a value-behavioural lens to best practice entrepreneurship. In so doing, the focus shifts from impacts and consequences towards those values and actions that determine best practice entrepreneurship. The originality of the research is grounded in a two-pronged research strategy, combining archival research and methods from Personal Construct Theory through the process of iteration. Both strategies are currently underused in tourism research. This constitutes an important methodological contribution. Furthermore, a unique set of archival data in the form of Tourism for Tomorrow Awards applications and judges’ reports enhances the originality of the findings. Archival data was complemented by semi-structured interviews with so-called ethical tourism entrepreneurs. A mix of source and method triangulation has added significant rigour to this research. The key findings are that best practice in tourism is ethically very complex, which suggests a form of ethical pragmatism. Second, a dissonance exists between motivations for best practice, which are value-pluralistic, and ethical judgement making, which is more principle-based. Third, a further dissonance was identified between admittance/awareness and action for issues of misrepresentation, whereas no dissonance was found for relationship or distribution dilemmas. This thesis has combined three strands of research: business ethics, entrepreneurship and sustainable tourism. This original approach lays ground for change towards a more ethically-bound entrepreneurial practice in tourism.

Taylor, Ariel Judith Stapleton. "Cuba in transition : entrepreneurs, tourism and political compromise in Havana." Thesis, University of British Columbia, 2011. http://hdl.handle.net/2429/36904.

Full text
Abstract:
Since the early 1990’s Havana, Cuba has undergone considerable socioeconomic transformation resulting from the legalization of some forms of private enterprise. Paladares, Cuban owned and operated restaurants, have emerged in Havana as a significant industry, fueled largely by both tourism and Havana’s second economy. The liberalization of Cuba’s domestic economy has, in turn, impacted social and political ideologies, particularly among Havana’s wealthiest paladar owners. Concerns and speculation about the future role of Communism in the country have made the role of paladares increasingly problematic for both researchers and political officials in the region. However, this research demonstrates that more modest paladar owners attempt to mediate principles of socialism and capitalism by largely acquiescing to stringent government regulations. Alternatively, their wealthy counterparts engage openly in illicit business practices, often with near impunity from Cuban officials now indentured to the financial dividends traded for toleration. This research spans four neighbourhoods across Havana and draws on interview data gathered from nine paladar owners and ten weeks of participant observation. This thesis argues that paladares are not antithetical with ongoing social security and political stability for Cuban people and that tourism along with the second economy it helps to enhance are themselves detrimental to many of the gains championed by Cuba’s revolution.

Abstract:
The purpose of the study was to address the question: Does Township Tourism contribute to the South African government's strategic goals for the tourism sector? A qualitative case study was done in the two Cape Town townships, Gugulethu and Langa to identify and interview a number of Township Tourism Entrepreneurs (TTEs). Selected works of C.M. Rogerson are used as a framework to compare these TTEs, to those studied in a number of other townships in South Africa. Rogerson described TTEs as having identified an economic opportunity and categorised them as Opportunistic Entrepreneurs, who share numerous qualities with white Lifestyle Entrepreneurs, such as being approximately 50 years old, predominantly females, who use their own funding to start accommodation businesses in picturesque rural towns, as a second career or income generator. The study has 5 TTEs in the sample, which is a convenient sample drawn from Cape Town Tourism ' s membership list of 14 members who are operating accommodation businesses in these areas. In-depth interviews were conducted with five TTEs, a senior staff member from the City of Cape Town Tourism Department, another from the Provincial Destination Marketing Organization and one tour operator. Informal discussions were held with staff at the Tourism visitors centres in Langa and Gugulethu and other tourism stakeholders prior to doing the interviews. The study also drew on multiple data sources, including policy documents. The study explored the TTEs' motivations for starting their accommodation businesses, and looked at how they conform to the entrepreneurial characteristics and categorisation given by Rogerson and the Global Entrepreneur Monitor Report, i.e. Survivalist/Opportunistic/Lifestyle Entrepreneurs. The study explores how this categorisation aligns TTEs with the vision and goals for the sector that policymakers and government have set, and whether this enables them to access the appropriate support. The findings suggest that TTEs should not all be assumed to have business growth as a primary goal, and that a number could be categorised as Lifestyle Entrepreneurs rather than Opportunistic Entrepreneurs, albeit in an urban township setting. This study also suggests that township Lifestyle Entrepreneurs have a key function in the tourism sector and consideration should be given to place them in a form of clustering with opportunistic high growth entrepreneurs. This would enhance this sector's contribution to the ambitious goals set for tourism as a transformation, job creation, and poverty alleviation tool.

Clay, Mzwake Richard. "Barriers confronting small and micro tourism enterprises of previously disadvantaged entrepreneurs in the Nelson Mandela Metropole." Thesis, Nelson Mandela Metropolitan University, 2005. http://hdl.handle.net/10948/422.

Full text
Abstract:
The research problem in this study was to look at barriers confronting small and micro tourism enterprises of the previously disadvantaged entrepreneurs in the Nelson Mandela Metropole. To achieve this objective, literature on the barriers confronting these enterprises, was reviewed. The empirical results obtained indicate a strong concurrence with the literature study emphasizing the importance of the barriers identified and the possible ways of resolving them. The main problems identified in the literature review were: lack of institutional support, legislation, lack of access to finance, and lack of entrepreneurial skill (planning and organizing, marketing, training and human resources, time management, conflict resolution and negotiation skill). These barriers identified in the literature study were then used to develop a questionnaire to test the extent to which small and micro tourism enterprises are constrained by barriers when starting up and how these barriers can be resolved. A sample of 18 small and micro tourism businesses was taken, one from Uitenhage and 17 from Port Elizabeth. The main results were that there are few small and micro tourism businesses of the previously disadvantaged entrepreneurs in the Nelson Mandela Metropole. The main reason for this is that previously disadvantaged entrepreneurs are not given adequate support by government institutions created for that purpose. iv Most of these businesses are not getting enough financial support during start-up because of problems with the owners’ credit records. The results also indicate that small and micro tourism businesses of the previously disadvantaged entrepreneurs view legislation intended to develop them, as actually stifling their development, such as the municipal credit laws. The study recommends that more institutional support should be given to small and micro tourism businesses that are starting up, and government institutions responsible for the development of small and micro businesses need to target the previously disadvantaged communities with their marketing. The Nelson Mandela Metropolitan Municipality and the Small Enterprise Development Agency (SEDA) need to conduct research on alternative non-collateral financing for small and micro businesses. More training programmes on business skills have also to be conducted.

Abstract:
Everywhere in the world, an increasing number of entrepreneurs are becoming the pillars of economic growth and development. New venture start-ups are a vital contributing factor for any economy as well as to the tourism industry. It creates employment opportunities, involves many stakeholders and contributes to sustainable development. This exploratory research sought to investigate the barriers and constraints facing tourism entrepreneurs. It focuses on the perceptions of tourism entrepreneurs in Gauteng and Mpumalanga. Survey research was used to gather data for the study by questionnaires distributed to entrepreneurs in the Gauteng and Mpumalanga provinces. The literature study reviews the history of tourism, the role of the Government and their involvement in tourism. Other role players in tourism are also considered. The structure of tourism in South Africa, functions and initiatives of various role players as well as policy regarding tourism are discussed. The national tourism targets and size are analysed including national and international tourism forecasts. The study investigates opportunities that exist in tourism. Furthermore, it reviews concepts regarding entrepreneurship, small, medium and micro enterprises and the link between entrepreneurship and tourism. Clear problems, barriers and constraints facing tourism entrepreneurs are identified through factor analysis. The three major factors include Government policies and support, the tourism industry’s products and services and perceptions about South Africa. The item analyses that were conducted support the findings of the factor analysis. Possible limitations of the study and further areas for research are identified. Various recommendations are made to guide current and prospective tourism entrepreneurs. The research will not only be of value to entrepreneurs, small, medium and micro enterprises, but also to the tourism industry. Sustainable tourism development in South Africa can only be achieved through recognition that the Government, the public and the private sector, host communities and the natural environment are interdependent stakeholders in a complex tourism domain. No single individual, agency or group can resolve tourism issues by acting alone. The problems, barriers and constraints that tourism entrepreneurs face can only be rectified if all role players in tourism work together to reduce the impact of these problems, barriers and constraints.
Thesis (DCom (Business Management))--University of Pretoria, 2002.
Business Management
unrestricted

Abstract:
This chapter examines green entrepreneurship in the waste and tourist industries before 1980. Both industries were products of economic success, but had bad environmental outcomes. In both industries the profit motive of conventional business was preeminent. Green entrepreneurs were few and far between, although they were also not entirely absent. In the waste industry, even before the 1920s, a handful of entrepreneurs developed clear ecological arguments, and basic processes for sorting and recycling waste materials still used today. In tourism, railroad companies and other conventional businesses sometimes played proactive roles in seeking to prevent environmental despoliation. Later proto eco-tourism businesses were created.

AbstractThis paper discusses how Finnish tourism experts such as tourism entrepreneurs, destination management organizations (DMOs), development project personnel, and third-party organizations explain and shape the smartness of tourism destinations in Finland. We especially explore how the experts view the nexus of smartness and the experiences of tourists. The method used in this research is qualitative inductive content analysis. The preliminary findings show that the destinations aim to provide sustainable experiences with a balance between physical and digital services. However, the conditions such as scant mobility services and sometimes harsh nature conditions set challenges to developing smart tourism experiences. Smartness is still seen as a way to improve different aspects of social, cultural, and ecological sustainability.

Abstract:
AbstractUsing the lens of the new patterns of mobility and lifestyle entrepreneurship in the context of counterurbanization movements, this chapter explores the relationship between tourism and immigration, beyond the traditional approach of immigrants as tourism entrepreneurs. The study focusses on a Portuguese rural county, Penamacor, which, for several decades, has suffered a continuous exodus of population and the consequent aging of the remaining population but where, recently, there was a spontaneous phenomenon of foreign people arriving and settling in the area. Thus, through the case of Penamacor, this study aims to answer the following questions: Who are these migrants, and what are their motivations for mobility and to settle in the territory? Are they all the same? How do they make a living in Penamacor? In particular, it seeks to understand whether entrepreneurship (in tourism or other sectors) is a possibility of income generation for these immigrants. Furthermore, it intends to understand what the impact of these immigrants in the territory is, concerning the creation of wealth and well-being in the community. Do they act as community entrepreneurs? Does their presence in the territory generate other mobility flows, through the attraction of other (family and friends) tourists or immigrants?

Abstract:
A tourism destination is defined as an open, complex and adaptive system in which numerous relations in the economic, social and environmental spheres are generated. This paper aims to define a conceptual model of tourism destination management as a complex system and to identify the role of entrepreneurs as key stakeholder in a tourism destination. The main methodological approaches were systems thinking and system dynamics. A Causal Loops Diagram (CLD) enabled to cover the complexity of the tourism system and to identify relations among a number of stakeholders and elements in a tourism destination. The authors identified crucial elements of the entrepreneur sub-system involved in a high number of causal loops to establish the importance of entrepreneurs in the destination management system. Profits of individual entrepreneurs and the occupancy of hospitality and tourism services represent the model’s most frequent variables from the entrepreneurs’ perspective.

The article deals with some legal problems associated with the use of guest houses by their owners in order to provide services in the field of rural tourism. The author analyzes various options of legalization of legal relations between tourists and owners of such houses, considers their advantages and possible disadvantages. It is concluded that the most appropriate option for the provision of tourist services directly by the owner of the guest house is the state registration as an individual entrepreneur.

The aim of this paper is to consider the impact of the crisis caused by Covid-19 on tourism and on women's entrepreneurship in tourism in Serbia. The paper will use the methods of analysis and synthesis, induction and deduction, abstraction, specification and generalization, observation, testing, content analysis, and case study. Based on the available data, it can be concluded that the crisis caused by Covid-19 on the one hand led to (1) the closure of a large number of entrepreneurial companies in the field of tourism, as a result of which a large number of women entrepreneurs lost their jobs; (2) the increased importance of domestic tourism due to the increase in the participation of domestic tourists in total tourist trends. In the future, more attention should be paid to the possibility of training women entrepreneurs in the field of tourism.

Abstract:
In 2019, the Law on the Catering Industry was enacted in the Republic of Serbia. This law regulates the catering industry, which was the subject of the Law on Tourism before that. The subject of the catering industry is catering services, i.e. accommodation services, the services of preparation and serving food, drinks, and beverages, as well as the preparation and delivery of the food to the customers on some other place (other than the place where the catering business is located). The provider of these services is a caterer. A caterer is a commercial company, entrepreneur, while certain catering services may render a natural person. The catering services are to be provided in the catering facilities. Those are accommodation facilities (hotel, motel, camp, etc.), as well as facilities that (only) serve food, drinks, and beverages (bar, pizzeria, restaurant, etc.). The catering business may be conducted in the movable catering facilities, too. The catering business may be conducted throughout the entire year, seasonally and temporarily (fairs, trade fairs, markets, etc.). The catering facilities are assigned different categories, on the basis of the level of achieved quality standards. The paper particularly analyzes the catering services in the family household, in the countryside touristic households, as well as non-contractual obligations of the caterer.

Balik Pulau is a uniquely situated landscape on the western side of Penang Island, being both quieter and greener in comparison to Georgetown. It is famous among locals for producing high quality durians. Thus, making it a hotspot for agritourism entrepreneurs. This paper aims to explore the agritourism prospects in Balik Pulau to better understand the motivations and challenges faced by agritourism entrepreneurs in the area. Through in-depth interviews with entrepreneurs, this study has established that the motivation of agricultural entrepreneurs is highly dependent on their goals. Their motivations are also influenced by their individual financial situation, health concerns and eagerness to share and preserve ethnic and agricultural knowledge. This study has identified five challenges faced by agritourism entrepreneurs which are inadequate support from government, private and community sectors, difficulties in employing staff, insufficient infrastructure, seasonal income and encroaching urbanisation. This paper suggests Balik Pulau can be marketed as Penang’s agritourism hub and a one-stop centre for durian lovers.

Abstract:
Systematic analysis of the impact of tourism can help entrepreneurs in tourism and participants in local government. Research on the perception of the effects of tourism on the population is useful in introducing new forms of tourism and the creation of developmental programs. The aim of paper based on the survey questionnaires of the events "Opening of the tourist season in Nitra" in 2014 and "Opening Nitra´s cultural summer" in 2019 is to identify the perception of these very popular events by their visitors. Analysis of the results is a reference basis on which it will be possible to identify specifics and changes in tourism in Nitra in relation to the period marked by the pandemic COVID-19. In both years, information was obtained from 307 of respondents through a questionnaire survey. Subsequently, they were processed and visualized in Microsoft Excel. The results of both surveys pointed to the continuing interest in events in Nitra. In general it can be stated that most of the most attended events (except international theatre festival Divadelná Nitra) is gastro targeting a relatively smaller share of cultural content. The implementation of the questionnaire surveys are perceived as a very important source of feedback from visitors, resp. inhabitants also from the Municipal Office in Nitra point of view.

Abstract:
Although Bhutan made significant economic strides since 2000, there were still obstacles to overcome. The country’s dependence on hydropower and tourism made its economy vulnerable to climate change and the effects of COVID-19. As the rate of educational attainment increased and more people sought employment in the public sector, youth unemployment became a serious problem. To diversify its revenue sources, create more jobs, reduce poverty, and improve the welfare of its people, Bhutan introduced policies to support its cottage and small industries (CSIs). Based on the 2019 CSI Policy and the 2019–2023 CSI Action Plan, we describe the challenges faced by entrepreneurs in the renewable and natural resources sector and draw on the perspectives of government officials.
