Abstract:
This research aims to examine the implementation of Islamic law, the role of ulama’s thoughts and authority, and the appropriateness of government policies on halal tourism in Indonesia. A qualitative method was employed to gather primary data, specifically through a one-day symposium on “Halal Tourism and Hospitality” held by Ministry of Tourism and Creative Economy in Semarang, Indonesia. This symposium invited 100 participants from various sectors, including the tourism and hospitality industry, government representatives, community leaders, and politicians. The data underwent content analysis utilising word cloud and narrative analysis for the preliminary and Leximancer and narrative analysis for the panel discussion. The study shows that the implementation of Islamic law in formulating halal tourism policies in Indonesia involves several steps and practices aimed at ensuring compliance with Islamic principles within the tourism industry. Furthermore, the thoughts and authority of ulama play a pivotal role in shaping and influencing policies related to halal tourism. Lastly, the Indonesian government has established policies consistent with Islamic principles, such as regulations on the management and provision of halal food, the development of family-friendly tourist destinations, the promotion of spiritual tourism, the prohibition of practices and services conflicting with sharia, the development of sharia-based ecotourism, and the utilisation of Islamic language and symbols in tourism promotion. The study contributes to identifying gaps and opportunities for further incorporating Islamic principles into tourism policies.

Abstract:
Purpose: The purpose of this study is to analyze the readiness of tourist destinations through the perception of tourists and local people in developing sharia tourism in Indonesia. Indonesia has a much tourism area, which is visited by both domestic and foreign tourists. In the tourism area, especially visited by foreign tourists, are often equipped with facilities for entertainment that are not accorded to social norms and clash with religious norms. While Indonesia is the largest Moslem country in the world with 85 percent people are Moslem, therefore some people provoke to implement Islamic Law in tourism area. Methodology: This study includes descriptive research using a quantitative approach that involved two groups were domestic tourists 110 respondents and 50 respondents from local people. This study, conducted in the Bira Beach area, Bulukumba Regency, South Sulawesi Indonesia. Data was analyzed to find out the point of view of the tourist and local people on Islamic law implementation in tourism area in Bira Beach. Result: The finding of this study indicated that all domestic tourists and local people strongly support the implementation of Islamic Law in tourism area in Bira Beach. Implications/Applications: However, if Islamic law was actually implemented in all areas in the Bira Beach area, all respondents in tourist group stated that they would not visit Bira Beach anymore, meanwhile all respondents in local people group expressed doubt, caused to the negative impact on their economic income. Based on this study, it needs an appropriate regulation for tourism in Indonesia that could be implemented for all people without contrary to religious norms.

Halal tourism is very suitable to be implemented in various Islamic boarding schools because Islamic boarding schools already have an Islamic education label that applies Islamic norms. The existence of halal or sharia tourism in Islamic boarding schools will carry out the function of Islamic boarding schools as centers of local community empowerment. Abstract:
Aceh is one of the provinces in Indonesia that is given the privilege to carry out Islamic law, the privilege of Aceh which is regulated in Article 16 paragraph (2) of Law no. 11 of 2006 concerning the Government of Aceh (UUPA) includes: 1) organizers of religious life for adherents in Aceh, 2) organizers of traditional life, 3) providers of education in accordance with Islamic law, 4) the role of Ulama. So everything that is carried out in Aceh must be based on Islamic law, including in the field of tourism. Halal tourism is tourism that is carried out in accordance with the provisions of Islamic law. The implementation of halal tourism must be specifically regulated so that its implementation is as expected. The purpose of this study is to analyze Qanun No. 8 of 2013 regarding tourism. The research method used is a normative juridical research method. The results show that the Aceh Qanun Number 8 of 2013 concerning Tourism has not specifically regulated halal tourism which contains in detail the basic elements in the development of halal tourism.

World halal tourism can be relied upon due to its enormous potential from an economic standpoint. Halal to tourism is aimed at providing tourism services that are friendly to Islamic law applications for Muslim tourists. The development of halal tourism experienced the largest growth compared to other types of tourism until 2018 in Indonesia. The development led to increasingly high levels of human resource with skills and competencies in the field of syariah-compliant tourist services. The movement of human resources from conventional tourist services to halal tourist services will result in changes in human resource behavior, and the productivity of halal tourist services. This study will explain the readiness of the Islamic human resources to deal with these changes. This study examines the issue of Islamic HR in Sharia Hotels with a sample of 200 employees as respondents. This research uses a qualitative approach, namely the RASCH model and SWOT analysis so that measurements with the Likert scale are more appropriate. Since this research issue has never been studied before and there are not enough variables and constructs available, the authors use an exploratory approach. The results of this study indicate that the readiness of Islamic HR in Syariah Hotels as measured by various competencies shows mixed results. Intellectual competence and competency in sharia science were found to be of low category. In addition, anxiety levels and burnout levels are high. On the other hand, Islamic tourism halal tourism has advantages in terms of productive age and high levels of emotional and social competence. The opportunity for Islamic HR management lies in implementing halal tourism standardization, both national and international standards. However, hospitality Islamic hospitality also faces threats, namely an increase in the number of competitors. Therefore, the Halal hospitality industry of the national hotel needs adequate education and training in Islamic human resources, both by relevant government agencies and other stakeholders. This effort is to support the improvement of national halal tourism, especially in the area of ??sharia hotels in West Java.

Abstract:
The Covid-19 pandemic has become a global pandemic and affects various sectors including tourism. The tourism sector was greatly affected because various destinations and tourism supporting products had to be closed to reduce the spread of Covid-19. However, recently various tourism destinations and products have begun to be opened by continuing through health protocols or vaccinations. Global tourism shows development and is familiar with the concept of halal tourism. The attraction of halal tourism includes not only destinations but also tourism products and services that are closely related to Islamic values. In addition, halal tourism can not only be enjoyed by Muslim tourists but also non-Muslim tourists by not violating Islamic law and providing the convenience of worshiping Muslim tourists. The research uses a quantitative approach to field research and uses a questionnaire with a Likert scale. The research was conducted in Indonesia with the aim of seeing whether the attractiveness of halal tourism is able to influence tourist interest in traveling during the Covid-19 pandemic. The results of the study show that the attractiveness of halal tourism can have a positive effect on tourist interest in traveling during the Covid-19 pandemic.

Abstract:
The development of halal tourism in Indonesia is the focus of the Indonesian government and MSMEs have an important role in supporting the development of halal tourism in Indonesia. This study aims to examine the relationship between marketing communication and Islamic financial literacy on Islamic financial inclusion and MSME performance in the halal-tourism sector. A covariance-based SEM technique utilizing LISREL software was used to analyze the data from this investigation. Nonprobability sampling was employed to collect the data, and the sample consists of 152 halal-tourism entrepreneurs. This study found a positive and significant association between Islamic financial inclusion and business performance. This study also found that there is a positive and significant association between Islamic financial literacy and Islamic financial inclusion. Marketing communication and Islamic financial inclusion have a positive relationship, but it is insignificant. This study implies that to establish a halal-tourist ecosystem for long-term development in Indonesia, commercial actors must lend their full support. This study demonstrates that they can thrive when MSMEs in the halal-tourist ecosystem are backed by Islamic banking and Islamic rural banks. As a result, a more accommodating approach from Islamic banking is required to provide access to halal finance for business actors in Indonesia’s halal-tourism ecosystem.

A new phenomenon that is developing in the world of tourism is halal tourism. Halal tourism is tourism which in its implementation refers to the Islamic law, both in terms of accommodation, attractions, facilities, services and the tourist attractions it self. In Bandung regency, halal tourism is not well known and is still in the preparation stage of development, so that attention and concern for halal tourism in this regency has not yet been developed. Bandung regency Government is in the process of making policies related to the concept of halal tourism. The purpose of this study is to analyze the opportunities and challenges of halal tourism development in Bandung regency and its impact on tourist arrivals to Bandung regency. The research method used in this research is descriptive analysis method. Research data were collected using interview techniques, observation of events in the community and literature studies. The results of this study illustrate that Bandung Regency has a great opportunity in applying the concept of halal tourism because the majority of residents and tourists are Muslim, while the challenges need to be synergized with the policies of a leader, manager and various elements of the community to support Islamic accommodation, attractions, facilities and services .

Halal tourism is part of tourism aimed at Muslim families who adhere to or obey Islamic law. The purpose of the study was to find out halal tourism applied at Syariah Hotel Solo in Surakarta. Knowing the obstacles applied in halal tourism at Syariah Hotel Solo in Surakarta. The results of the study Implementation and Syariah Hotel Solo in Surakarta is a process of integrating Islamic values into all aspects of activities at the hotel. The value of Islamic law as one of the elements of faith and belief adhered to by Muslims becomes a basic reference in building hotel activities. The criteria that must be met by every Islamic hotel in the form of Absolute Criteria that apply to the Hilal-1 Syariah hotel business. The obstacles applied in halal tourism at Sharia Hotel Solo in Surakarta are the absence of clear religious laws against Islamic hotels, many consider conventional hotels and Islamic hotels to be the same, the lack of promotion carried out by Islamic hotels, there is no support from Islamic mass organizations (Ormas), the lack of facilities that can attract public attention, there is an assumption that Islamic hotels are only specifically for Islam, it takes a relatively large amount of money to make facilities in Islamic hotels, for example: separate swimming pools, separate fitness or gym centers, construction of prayer rooms / mosques. Licensing at the National Sharia Council-MUI is still convoluted, which must meet the hilal-1 and hilal-2 criteria, as many as 26 items that must be met. There is still a complicated bureaucracy in licensing halal certification. The lack of sharia hotel certification is inversely proportional to the growing trend of increasing halal tourism. There is no specific regional regulation governing the development and management of halal tourism and Islamic hotels in the Surakarta area.

Abstract:
Purpose The purpose of this paper is to build a better understanding of the concept of Halal tourism as expressed by Muslim Jordanian tourists who want to comply with the Islamic law. The study also examines Jordan as a Halal tourism destination as perceived by those tourists. Implications of marketing Jordan as a Halal tourism destination are among the research questions. Design/methodology/approach The paper is empirical and quantitative in nature with a survey type. The sample of the study is Muslim Jordanians in the cities of Amman and Irbid. Respondents were chosen randomly in shopping malls, gardens and public places. A self-completion questionnaire was administered to collect the data for the research and 920 questionnaires were returned. The data were analysed using descriptive and reliability and explanatory factor analysis in addition to certain tests such as one sample t test and two samples chi-square tests. Findings Halal tourism in Jordan is established but needs more enhancements and promotion. Jordan was evaluated positively in 14 Halal services and was unsuccessful in ten others. The motives for Jordanian Muslim tourists who want to comply with the Islamic law, to travel to Halal destinations were destinations that offer Halal-friendly services; to know Islamic religious sites; and to learn about Islamic history. Jordanian tourists were knowledgeable of local and international Halal destinations (78.2 and 67%, respectively). More than half of the sample experienced Halal destinations in Jordan and only 26.4% abroad. From a marketing point of view, the results of this study reveal good awareness of potential Jordanian tourists towards Halal tourism and Halal services. The study revealed that Jordanian Muslim tourists who want to comply with the Islamic law showed significant positive motives to travel Halal tourism destinations. In addition, the study showed statistically significant knowledge and experiences in local Halal destinations, but not in foreign Halal destinations. Research limitations/implications The lack of research on Halal tourism in Jordan gives limited in-depth discussion. In addition, the study sample was chosen from two major cities in Jordan; therefore, further research is needed to include a representative sample of the whole country. Practical implications The paper includes marketing implications on Halal tourism in Jordan. The authors suggest marketing strategies should be launched to emphasise the importance of Halal tourism and marketing Jordan as Halal tourism destination. The recommendations of this study provide positive and negative results on Jordan as a Halal tourism destination. The negative evaluation of Jordan in terms of Halal services should be redressed by the Jordanian Government and the Jordanian private tourism and hospitality sectors to build a positive image of Jordan as a potential competitive Halal destination for Muslim tourists who want to comply with the Islamic law. Originality/value The paper is among the first of its kind, which empirically examined the motives of Jordanian Muslims who want to comply with the Islamic law to travel to Halal tourism destinations as well as evaluating Jordan as a Halal tourism destination. This study fills the gap in literature about Halal tourism in Jordan and presents Halal tourism as one of the alternative forms of tourism of high potential for Jordan to compete in this market segment.

This research aims to discover and assess the halal tourism potential in Aceh Province. This research is qualitative and uses the literature review method. The findings of this study indicate that Aceh has excellent potential as a halal tourist destination, with natural wealth comparable to other well-known tourist destinations in Indonesia; however, Aceh Province, as the only province in Indonesia that follows Islamic Sharia law, must identify market segments in order to promote things that will appeal to foreign tourists. Aceh has met all of these criteria as a norm for halal tourism zones, according to the Global Travel Market Index (GMTI).

Abstract:
Religious tourism objects in Indonesia are attractive destinations and have the potential to be fully developed. This study is an analysis of Islamic economic law on the arrangements of religious tourism in Indonesia, especially in South Sulawesi. The research method used to examine this problem is field research, utilizing interview, questionnaire, and observation techniques. This study concludes that there are dimensions of Islamic economic law in setting religious tourism. Although there is a difference of opinion on whether or not religious tourism is allowed, it should be noted that religious tourism provides benefits such as increasing the country’s foreign exchange income and developing the community economy. Thus, it is necessary that the government makes regulations that emphasize the purpose of opening religious tourism to the public, including the rights and obligations of managers and visitors, as well as relevant warnings and signs. The regulations have multiple functions, including to improve the economy, to increase the number of visitors, to guarantee the protection of the right to access while maintaining the teachings of their respective religions, to eliminate doubts about the occurrence of deviations of purpose, and to strengthen inter-religious unity. The concept that can be carried out in managing religious tourism objects of different religions is by making rules that integrate arrangements for the benefit of fostering inter-religious relations so as to create harmony in a Pancasila-based society. In the study of Islamic economic law, the arrangements of religious tourism objects will have an impact on creating harmony between religious communities, increasing people’s income, opening up employment opportunities, and strengthening the unity of the nation and the people.

Objective: The purpose of this research is being delivered to the concept of hospitality management with global standards in the Islamic tourism program in South Aceh District while at the same time being able to provide the right solutions to the constraints faced by related parties. Method: This study uses descriptive and analytical methods, since in this study the researcher tries to describe the phenomena or relationships between the phenomena studied in a systematic, factual and precise way. To obtain concrete data, the researcher conducted interviews with informants who understand the problem. Result and Conclusion: While the results of the research in this study are that hospitality management must be applied in its entirety so that it does not contrary to Islamic religious values, such as in terms of food, types of entertainment, accommodation, transportation, security, health, and others. Then, the recommendation in this study so that the application of hospitality runs with global standards in the Islamic tourism program in South Aceh District is to build a tourism boarding school. Research implications: The background of this research is that the development of tourist destinations in South Aceh Regency has emerged so rapidly in recent years, but has not been followed by the applicable hotel management system. This should be done immediately for the production of guides or servers that can be used in the tourism sector of the Viceroy South of Aceh, to understand Islamic religious values. Originality/value: The ultimate goal is for non-Muslim tourists to be impressed positively with the teachings of Islam. Providing tour guides as well as preachers to be able to explain to tourists the state of the desired tourist object as well as guides can carry out their da'wah about Islamic values.

Abstract:
Purpose Attributes of a destination do not only have a positive impact on a person’s selection of the travel destination but also influence the level of tourist satisfaction. In spite of this, the destination attributes related to Muslim tourism are yet to be explored. Moreover, each attribute impacts the satisfaction of tourists in different ways. This study aims to investigate the importance and performance of Islamic attributes in selection of travel destinations by Muslim tourists and to examine the overall tourist satisfaction (SAT) based on the Islamic attributes. Design/methodology/approach Thailand has been considered as the base for this study. A quantitative research method and convenience sampling technique was used for data collection. Factor analysis was used to determine the importance and performance of Islamic attributes on the choice of travel destinations. Composite delineated factors were applied as indicators in the regression analysis to evaluate the SAT. Findings The findings reveal five important Islamic attributes: Halal-friendly environment, Halal hotel (IMP2), Halal food (IMP3), Halal food preparation and washroom facilities. However, Muslim tourists were only satisfied with the performance of three Islamic attributes: hotel entertainment and facilities, Halal food and preparation and Halal-oriented recreation and quality services (PER3). This study also reveals that PER3 as well as IMP2 and IMP3 are significant factors for evaluating the tourists’ overall satisfaction. Originality/value The Halal tourism market has been growing rapidly. However, research on the satisfaction of Muslim tourists based on the importance and performance of Islamic attributes in non-Muslim countries is limited. Thus, the researcher draws upon the views of Muslim tourists to propose recommendations on the important Islamic attributes and those whose performances are effective. The findings suggest that the SAT is influenced by particular attributes. Additionally, this study fills the research gap on Halal tourism in Thailand and provides useful information regarding the satisfaction of tourists based on Islamic attributes for non-Muslim countries, to help them formulate effective strategies for developing Islamic tourism in their travel destinations.

They tend to be used indistinctly but it is vital to delimit each one of them, since, although similar, they do not really have the same meaning. The extent to which the basic needs or requirements of Muslim tourists are met, such as the availability of Halal food, Muslim‑friendly amenities in the accommodation and the existence of places for prayer at airports, will determine the degree to which a destination can be considered or aspire to be Muslim‑friendly and/or Ha‑ lal. In this sense, when there is full compliance with the Islamic law, it is said to be a halal tourist destination, whereas if prohibited elements can coexist, it is referred to as a Muslim‑friendly destination or tourism

Indonesia as a country with the largest Muslim population in the world, Indonesia also has a lot of cultural and traditional potential that can be elaborated in halal tourism attractions. This study aims to describe Islamic tradition and religious culture in halal tourism in terms of empirical evidence from Indonesia. This research is a qualitative study using the literature (literature) from previous studies. The library research procedure in this research begins in detail with the selection of topics, then explores information, determines the focus of research, collects data sources, reads data sources, makes research notes, processes research notes, and ends with drawing conclusions. Data collection techniques in this study used editing, organizing, and finding. Data analysis in this study used deductive and interpretative methods. The results show that Islamic tradition and religious culture in the halal tourism industry has a very important role in the halal tourism industry. These two elements are the main attraction in the attraction of halal tourism destinations in In- donesia. Tourists can learn and feel about Islamic tradition and religious culture in halal tourism packages that have religious and kindness values. The integration of Islamic tradition and religious culture in halal tourism is allowed in Islam as long as it does not conflict with Islamic law.

Since the 1960s, Halal industry and Islamic Finance have grown in parallel without implementing adequate synergies. Halal tourism is a fast-growing sector of Halal industry, and the connection with Islamic Finance has hardly been researched. The aim of this paper is to analyse whether Islamic Finance can play an active role in developing Halal Tourism. This topic has not been empirically researched in the literature. The methodology is based on a fuzzy hybrid multi-criteria method that satisfactorily handles the imprecise nature associated with the information provided by Likert scales. Our results show how culture has a direct moderating effect on the degree of agreement that respondents have over the active role that IF can play, finding that English respondents agree more than Spanish and Arabs respondents. Similarly, our results also show that the knowledge of the Halal concept makes respondents agree more with the active role of Islamic finance. This study provides insights to the main stakeholders, and it can be strategically used to foster adequate synergy between Islamic Finance and the development of Halal tourist products as a way to specialize in a more sustainable tourism.

The legal research method used is normative legal research, including statutory regulations in the form of the Tourism Law, Minister of Tourism Regulations, Governor Regulations, Regional Regulations, and the MUI Fatwa on the Implementation of Halal Tourism. The legal research approach used in this study, namely the library research approach obtained from various library sources such as journals, the internet, books, and other documents relevant to Islamic business ethics, in the development of the halal tourism industrial area in Java. West. The theory used in this research uses the Maqashid Syariah theory and Islamic business ethics. The results of the study show that: 1) the prospect of developing a halal tourism industrial area in West Java has several development prospects in several aspects, in Bandung City and Bandung Regency developing Muslim-friendly tourism where the implementation is through the development of Halal Tourism Destinations in a more progressive, directed, and sustainable manner, in Ciamis Regency developed the concept of superior tourism by prioritizing excellent service and increasing professional and sustainable tourism potential, meanwhile in Pangandaran Regency developing a tourism concept which includes 5A (attractions, accessibility, amenities, available packages, activities, ancillary services) namely attractions, accessibility, facilities, available packages, activities, additional services. 2) Thus the review of sharia economic law in the development of the halal tourism industrial area in West Java is included in the recommended tourism concept, this is because the majority of the population is Muslim, in addition to maqashid sharia and Islamic business ethics that the concept of halal tourism in West Java including the concept of complementary tourism that prioritizes Islamic services in the implementation of its business, this can be seen from the availability of halal food, places of worship, and hotels that provide various needs of Muslim tourists. Artikel ini bertujuan untuk menguak serta menggali tentang : 1) Prospek Pengembangan kawasan industri pariwisata halal di Jawa Barat; 2) Tinjauan hukum ekonomi syariah dalam pengembangan kawasan industri pariwisata halal di Jawa Barat. Metode penelitian hukum yang digunakan adalah penelitian hukum normatif, meliputi peraturan perundang-undangan berupa UU Kepariwisataan, Peraturan Menteri Pariwisata, Peraturan Gubernur, Peraturan Daerah, dan Fatwa MUI tentang Penyelenggaraan Pariwisata Halal. Adapun pendekatan penelitian hukum digunakan dalam penelitian ini, yakni pendekatan penelitian kepustakaan (library research) yang diperoleh dari berbagai sumber kepustakaan seperti jurnal, internet, buku-buku, dan dokumen lainnya yang relevan tentang etika binsis islam, dalam pengembangan kawasan indutri pariwisata halal di Jawa Barat. Adapun teori yang digunakan dalam peneliti ini menggunakan teori Maqashid Syariah dan etika bisnis islami. This research was conducted to describe the legality of the role of Kupang rice cake culinary tourism in increasing people's income from the perspective of Islamic law. The study was qualitative. This research is located on Kupang rice cake entrepreneurs in the Sidoarjo Regency area. Data collection techniques used in this study were direct observation, interviews and documentation. At the same time, the researcher's data analysis techniques are data reduction, data presentation, and data verification. The results of the study show that: first, the role of Kupang rice cake culinary tourism greatly influences the income of the surrounding community; second, the existence of Kupang Lontong culinary tourism plays a direct role in the community's economy, including a role in absorbing labour for the community's economy, especially the people around culinary tourism. The role of the economy in tourism is an opportunity for the community around a tourist attraction to have the opportunity to work for both staff and labourers; third, in the perspective of Islamic law, the existence of Kupang rice cake culinary tourism does not violate the provisions of Islamic law, both in terms of the legality of halal nafsihi and halal ghoirihi. Culinary tourism is included in the category of mutual help, namely helping in the field of work (opening other people's business opportunities), so it can be punished as a sunnah act. Penelitian ini dilakukan untuk mendeskripsikan legalitas peran wisata kuliner lontong kupang dalam meningkatkan pendapatan masyarakat perspektif hukum islam. Desain penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif. Penelitian ini berlokasi di kupang pengusaha lontong di wilayah Kabupaten Sidoarjo. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi langsung, wawancara, dan dokumentasi. Sedangkan teknik analisis data peneliti adalah reduksi data, penyajian data, dan verifikasi data. Hasil penelitian menunjukkan bahwa: pertama, peran wisata kuliner lontong kupang sangat berpengaruh terhadap pendapatan masyarakat sekitar; kedua, Keberadaan wisata kuliner lontong kupang berperan langsung dalam perekonomian masyarakat, diantaranya berperan dalam penyerapan tenaga kerja bagi perekonomian masyarakat khususnya masyarakat sekitar wisata kuliner. Peran ekonomi dalam kepariwisataan merupakan peluang bagi masyarakat sekitar objek wisata untuk memiliki kesempatan bekerja baik untuk kepentingan staf maupun buruh; ketiga, dalam perspektif hukum islam, Keberadaan wisata kuliner lontong kupang tidak melangar ketentuan hukum islam, baik dari sisi legalitas kehalalan nafsihi maupun kehalalan ghoirihi. Wisata kuliner termasuk dalam kategori tolong menolong, yakni menolong dalam bidang pekerjaan (membuka peluang usaha orang lain), sehinga bisa dihukumi perbuatan sunah.

The theories used in this study are: 1) Tourism Theory, 2) Tourism Object Development Theory. Research uses a descriptive qualitative approach, and includes a type of field research. The data collection techniques used are observation, interview and documentation. The data source used is the primary is the management of tourism, be it the Head of Piantus Village, Pokdarwis and Karang Taruna and the local community. Analytical techniques for research data, data reduction, presentation of data, drawing conclusions. The date validity technique used is trangulation. Based on the results of research, it concluded that the potential development of tourist attractions in Piantus Village, Sharia Economic Perspective has the potential to be developed because it has a very abundant potential for tourist attractions, one of which is Piantus Hill tourism and rattan and bamboo handicraft tourism in its development, visitors are strictly prohibited from doing things that violate Islamic law. The development of the Piantus Hill tourist attraction has a positive impact on the economy of the local community, especially people who live not far from tourist attractions, there are event some people who have changed professions since the tourism activities in Piantus Hill.

Shariah-compliant medical tourism has grown into a specialised sector of the global medical tourism market that serves patients looking for medical care that complies with Islamic principles. For the sake of ensuring patient safety, ethical considerations, and the harmonisation of practises across borders, the role of international law in governing this special type of medical tourism is essential. The study first establishes a connection between the objectives of the Shariah (Islamic law) together with its salient principles and health in Islam. In this context, it is apparent that the relevant Shariah objectives and principles have a great influence on the delivery of healthcare services. The study, which is doctrinal in nature then explores the international law and how it relates to shariah-compliant medical tourism. Further, the study discusses universal values, human rights, and the protection of patient rights as they are stated in the international conventions. The purpose of this study is to critically analyse the relationship between the Shariah principles in the context of medical tourism with the standards prescribed in the international legal framework. From the study, it is obvious that the international legal standards can accommodate and respect Shariah requirements and has the potential to attract not only Muslims but also non-Muslims patients.

Halal tourism is being developed to enhance Islamic law-based destinations' social, cultural, and destination values. However, the determinants influencing the antecedents of tourist loyalty to halal tourism have yet to be studied extensively. This study aims to analyze the role of antecedents of traveller loyalty in halal tourism in Yogyakarta. SEM-based quantitative research was used for its analysis. The study involved 200 participants, with the main criteria being that they had visited tourist destinations in Yogyakarta. The participants were selected by purposive sampling and then given an online questionnaire containing statements according to the research variables. All data were analyzed with SEM-AMOS. The findings show that the halal tourism experience, value perception, and satisfaction influence traveller loyalty. In contrast, traveller satisfaction is influenced by the halal tourism experience and value perception. Hence, the better the management of halal tourism in Yogyakarta, the more it contributes to increasing traveller satisfaction, which has implications for traveller loyalty. This research provides perspectives and technical and theoretical implications for entrepreneurs, governments, and managers of halal tourism destinations to increase socialization activities and intensify the concept of halal tourism, which has been proven to have a positive and significant effect on satisfaction and loyalty.

The Islamic economy in Indonesia has the potential to continue to grow and has great benefits for the welfare of the economy. The Islamic economic system has also penetrated the real sector with the presence of several types of sharia businesses that include halal food and medicine, Islamic fashion, and even sharia tourism. This study aims to determine the existence and position of Islamic economic law in Indonesia. The research method used in this study is normative juridical. The existence of the Islamic economy is marked by the mushrooming of Islamic-based financial institutions, for example, Islamic Banking, and Islamic Non-Bank Financial Industry (IKNB). The position of Islamic economic law in the Indonesian legal system is no longer just because of historical demands and population because the majority are Muslim but the needs of the wider community. Sharia economic law is felt to be fair so that it can oversee the welfare of the people aspired by the Indonesian people.

The development of the global halal industry is increasing and has received positive responses from various parties. Indonesia as a country that already has a culture that is attached to the halal lifestyle has the opportunity to develop its leading sector, namely Muslim-Friendly Tourism. Therefore, it requires attention and participation from stakeholders in the tourism sector such as the government and business actors in the tourism industry. In order to encourage the realization of economic improvement through Muslim-friendly tourism, halal certification instruments are needed in several units, one of which is a restaurant in a sharia hotel. The purpose of this study is to analyze the halal certification mechanism, especially in the Islamic hotel restaurant unit based on the Job Creation Law. In order to discuss this topic, this research uses normative juridical methods, utilizing secondary data, consisting of primary legal materials and secondary legal materials. This study found that there are fundamental changes related to the halal certification mechanism for business actors, including Islamic hotels under Job Creation Law. The changes referred to are in the mechanism and flow of issuing halal certification. Before the Job Creation Law, halal certification was processed over a long period of time and the applicant was charged a fee in the process. Meanwhile, under the Job Creation Law, the process of issuing halal certification is accelerated and services are expanded. This can encourage the development of Muslim-friendly tourism in Indonesia.

Setanggor tourism managers make halal tourism as a new innovation in the development of tourist villages. The value of Islamic law as a reference for the development of halal tourism in Setanggor Village. However, in the development of the tourism industry in Setanggor Village, it is inseparable from the challenges, namely the low participation of youth at the planning and decision-making stages to develop tourism, and youth prefer to seek income outside their area because of economic conditions in the village are not yet supported, so local youth are less participating in developing tourism in the environment. This shows that the readiness of human resources (especially youth) in developing halal tourism is still inadequate. The research data were analyzed using a qualitative approach through in-depth interviews, direct observation, and documentation support related to the research objectives. In-depth interviews were conducted with 6 Tourism Managers and 1 Head of Setanggor Village, then the interview data were recorded and continued with analysis using content analysis.The results of this study indicate that the management of the Setanggor tourism village offers a unique travel experience by enjoying natural attractions; arts-cultural attractions; local food attractions; and halal tourist attractions. The tour packages offered as tourism products are local activities, nature, and the unique traditions / culture of the Muslim community in Setanggor tourist destinations as an effort to attract domestic tourists and foreign tourists, both Muslim and non-Muslim. The presence of Halal tourism concept in the development of tourism in Setanggor Village is an effort to foster an entrepreneurial spirit in tourism and cultural preservation of the local community whose activities are inseparable from religious factors, namely Islam.Keywords:Halal Tourism, Tourism Village, Setanggor Village.

The aim of this research is to determine and analyze Pentahelix in the Development of Paloh Naga Agrotourism towards the Social Economy of Village Communities from an Islamic Economic Perspective. This research uses qualitative research which provides an actual, systematic and accurate picture of tourism development using the pentahelix model through descriptive methods. Tourism potential can develop rapidly if all stakeholders work together well, this is shown by the correlation between elements of the pentahelix model. Test the validity of the data using the triangulation method method. The results of this research are that Pentahelix in the development of Paloh Naga Agrotourism towards the Social Economy of the Denai Lama Tourism Village Community has been running optimally. In encouraging tourism progress, the role of various supporting parties is needed through creative ideas and innovation that work synergistically. Apart from that, the development of Agrotourism must always pay attention to the objectives of Islamic economics, namely that it must be in line and in accordance with Islamic law so that all ongoing tasks are directed towards the benefit of the people.

This study aims to explain the context of ushul fiqh in Indonesian national law for the development of the marine tourism industry. consists of two issues, namely enforcement of Indonesian national law in the development of the marine tourism industry, and harmonization between ushul fiqh and Indonesian national law in the development of the marine tourism industry. This study uses a qualitative descriptive approach and data analysis with law enforcement theory, positive law theory and the theory of “maqasid al-shariah” in Islamic law. This research was conducted at a water location in Bone Regency for six months. The results of this study indicate that enforcement of Indonesia's national law for the development of the marine tourism industry is an effective strategy from the government to maintain balance and security of marine ecosystems from degradation, the northwest conservation area becomes a marine tourism industry in order to be more innovative and productive in improving the economy of fishing communities, prevent damage to the sea area as an ecosystem. The harmonization of ushul fiqh in Indonesian national law is in harmony through the study of "maslahah" both of which emphasize and promote safety, peace, happiness and comfort in the lives of humans and other creatures, while also prioritizing justice, stability and avoiding damage to the sea area for the development of the marine tourism industry.

At present Indonesia has ten provinces with the title of the best halal tourist destination, one of which is the province of West Sumatra. However, the concept of halal tourism is still a lot of people and domestic tourists who do not know it yet. Awareness of halal tourism is also still unknown by the managers of attractions. This study aims to analyze tourist awareness about halal tourism in West Sumatra. In this study using descriptive qualitative methods, with 4 informants interview data collection techniques which are divided into 2 categories, namely, (1) tourists who have visited West Sumatra, and (2) tourists who have never been to West Sumatra. The results showed halal tourism in Indonesia is still classified as a new industrial sector. Travelers know the concept of halal tourism based on the management of tourist attractions that provide places of worship, halal food and beverage restaurants, and other supporting facilitation. And many tourists who are interested in visiting West Sumatra.</em></p>

In the development of the Kudus Tower tourism, it has become a tourist spot that is visited by many tourists in various cities in Indonesia, becoming an attraction and interest among the public with the beauty of its buildings. The Menara Kudus Mosque is one of the witnesses to the development of the Islamic religion brought by Sunan Kudus. The concept of Gusjigang is a philosophy that is embedded in the personality of the saint. The Gusjigang philosophy is one that has noble values and was taught by the ancestors of Sunan Kudus. This study aims to analyze the benefits and harms of implementing Halal Tourism in West Nusa Tenggara Province from the perspective of maqāṣid sharīa. This study uses a qualitative method with a phenomenological approach and holistic Fiqh theory. The phenomenological approach is carried out to analyze social phenomena after implementing halal tourism. The Fiqh theory approach focuses more on Islamic law within the scope of maqāṣid al-sharīa. The results of the study state that the impact of halal tourism in West Nusa Tenggara Province on the community, tourists, and the government is dominated by benefit rather than benefit. The impact of halal tourism from the perspective of maqāṣid al-sharīa can be seen from indicators in maintaining religion (hifdzu sd-din) in halal tourism, namely the convenience for tourists with the availability of prayer facilities in each destination. In protecting life (hide an-nafs), local governments are increasing the number of halal certifications, localization of Halal tourism destinations, and restrictions on alcoholic beverages. In maintaining reason (hifdz al-'aql), the role of the community in developing halal tourism is carried out through Islamic boarding schools. In protecting offspring (hifdz an-nasl), tourists and the public can use several sharia-compliant lodging accommodations such as the Syariah Motel and the Grand Madani Syariah Hotel. Meanwhile, in protecting assets (hifdz al-maal), the community and government provide halal businesses and Islamic financial institutions such as Bank NTB Syariah. The contribution of this article is a guide for the government in making policies and regulations for the implementation of halal tourism in Indonesia.

This study seeks to understand Wilayatul Hisbah’s strategy in minimizing violations of Islamic sharia in relation to the khalwat case in the community, especially in Ujung Karang, West Aceh Regency. Ujung Karang is a coastal area visited by many local tourists and is also open to national and international tourism. Yet, there have been some teenagers, youths and young women who have traveled to these tourism regions and violated Islamic law by conducting khalwat such as at dimly lit cafes. The purpose of this study is to explore strategies, roles, functions, and obstacles faced by Wilayatul Hisbah when carrying out their duties in Ujung Karang. The research method used is a qualitative method with a constructivist paradigm. Data collection technique involves mainly in-depth interviews with key informants from Wilayatul Hisbah’s personnel, community leaders, and religious leaders. In addition, it also obtains secondary data regarding the violations of the Islamic law, namely khalwat. The results of this study illustrate that Wilayatul Hisbah's strategy in preventing khalwat in Ujung Karang includes socialization of qanun (principles) through spreading brochures and banners, conducting routine patrols and curfew, as well as coaching and building cooperation with the local community.

Simeulue is an area that has developed a lot due to tourism. If tourism is well managed, it can positively impact the area's social, cultural and religious life. Its development will indeed affect the religious values in Simeulue either positively or negatively. Relevant agencies can play a significant role in the formation of tourism that helps protect the norm from erosion. Thus, sharia violations in that place will not occur. This research method uses interviews and a literature review to gain a deeper understanding of the topic. This is then combined with data from primary and secondary sources. Islamic law argues that there are several good aspects of Simeulue development. For example, it was found that it is suitable for tourism. This means that Aceh has the opportunity to become a religious tourism destination enjoyed by the community. The implementation of Islamic law in Simeulue is going well, and it's just that the government and society want to encourage its implementation . The Simeulue Regency Government is trying to be a role model for other provinces in implementing Islamic law in the tourism sector. Abstrak: Simeulue merupakan daerah yang banyak berkembang karena pariwisata. Apabila pengelolaan pariwisata di suatu daerah tidak baik, maka dapat berdampak negatif terhadap kehidupan sosial, budaya, dan keagamaan di daerah tersebut. Dengan demikian, pelanggaran syariah di tempat tersebut tidak akan terjadi. Metode penelitian ini menggunakan wawancara dan kajian literatur untuk mendapatkan pemahaman yang lebih mendalam tentang topik tersebut. Ini kemudian digabungkan dengan data dari sumber primer dan sekunder. Hukum Islam berpendapat bahwa ada beberapa aspek yang baik dari kondisi Simeulue. Misalnya, ditemukan bahwa itu bagus untuk pariwisata. Artinya, Aceh berpeluang menjadi tempat wisata religi yang dinikmati masyarakat. Pelaksanaan syariat Islam di Simeulue berjalan dengan baik, hanya saja pemerintah dan masyarakat ingin mendorong pelaksanaannya. Pemerintah Kabupaten Simeulue berusaha menjadi panutan bagi provinsi lain dalam hal penerapan syariat Islam di sektor pariwisata.

The shari'a tourism discourse still attracts controversy amid society in terms of its legal aspects, concept, and application. The term shari'a tourism is also still being debated because people cannot distinguish between conventional tourism and shari'a tourism and there are differences in narratives such as halal tourism and religious tourism. In addition, the development of shari'a tourism policies in Indonesia also has governance problems. This happens because there is no strong ontological, epistemological, and axiological foundation based on Pancasila values, culture, and local wisdom. The problem that will be answered in this article is how is the Fiqh of Indonesian Tourism (FIT) used as a policy system and strategy for developing shari’a tourism. This research is a literature review using a qualitative method that is descriptive-analytic, through Habermas' critical theory approach. This critical theory paradigm is used as a way of looking at and critiquing previous thoughts such as conventional tourism and shari'a tourism. The findings of this study are the Fiqh of Indonesian Tourism (FIT) which is constructed based on Pancasila values and has an ontological, epistemological, and axiological bases, as well as the results of ijtihad through the maslahah mursalah approach as the basis for legal istinbath, 'urf as a study of law and Islamic legal (fiqhiyyah) rules as a reinforcement of the law. The Fiqh of Indonesian Tourism (FIT) is offered as a consideration in the formulation of government policies and praxis for tourist actors without having to be contaminated by non-Muslim tourists, but Muslim and non-Muslim tourists remain in harmony in carrying out tourism activities and maintaining the existence of local culture and wisdom based on Pancasila values. The Fiqh of Indonesian Tourism (FIT) is also a way of traveling without having to be trapped by the symbol of shari'a tourism, in which tourists, both Muslim and non-Muslim, can still enjoy travel and tourism amenities according to their respective beliefs.

Halal tourism has become one of the topic issues that have a level of popularity among researchers in the scientific articles published in journals indexed in the Scopus database. This research study uses a bibliometric design analysis to map some insights related to the halal tourism by evaluating articles that have been published in journals indexed in Scopus database. Furthermore, data mining (knowledge discovery) techniques are used to analyze the titles and abstracts of 127 Scopus indexed journals that have been saved in the form of a CSV file. Finally, three analyzes are produced in this study: network visualization analysis, overlay visualization, and density visualization. This study's results indicate a significantly increased of articles on halal tourism, especially in the Islamic marketing journals. Also, the main outputs obtained though this bibliometric research related to the halal tourism, reveal which is the most popular authors, which is the most cited articles, which is the country with most publications, which is the research domain most approached. Insufficient public awareness and comprehension of coastal natural resource management limited public education, community characteristics, and economic pressures frequently lead to coastal communities causing harm to the coastal environment. The utilization of coastal resources can be achieved through the implementation of coastal tourism. Ecotourism is a novel form of alternative tourism that has emerged as a response to the traditional model of tourism. This traditional model often exploits natural resources without considering their long-term sustainability and disregards the well-being of local populations. This study employs a qualitative research methodology that utilizes a descriptive approach, drawing upon both primary and secondary data sources. This study demonstrates a correlation between the environment and religion. Ecotourism management must adhere to Islamic principles. Maqāṣid al-syarī'ah represents the fundamental principles of Islamic teachings that guide the creation of laws with a focus on the welfare and advantage of humanity. Conducting economic activities must align with the maqāṣid al-syarī'ah, which are the objectives of Islamic law, aimed at preserving al-mabadi al-khamsah, the five essential principles. The name of the place is "Green Leaf Mangrove". Ecotourism Management encompasses initiatives focused on the preservation of mangroves, coral reefs, and turtles, as well as activities promoting conservation education, beach cleaning, and garbage processing. This research aims to explain the contribution of productive waqf to be optimal in the development of sustainable Halal tourism. This research uses descriptive qualitative method. Waqf management is allowed with any mechanism that does not violate Islamic law. The stages of productive waqf management to be more efficient are to design in detail the goals or objectives of the project to be carried out, then realize the project, and conduct regular monitoring so that the project can run sustainably. The integration of productive waqf with the tourism sector is not only to increase the contribution in the economic aspect, but also to educate the public about the ease of waqf. To optimize the integration of productive waqf in Halal tourism, the government and stakeholders must work together, while also continuing to improve the quality of human resources in terms of management so that it becomes sustainable. Then an optimal branding and marketing strategy is carried out.

Abstract:
This present study aims to identify the determinants of tourists’ intention towards halal tourism in Aceh Province. The population of this study was the tourists visiting Aceh Province in 2019 based on the data from the Central Bureau of statistics. The study used a quantitative research method, employing a purposive questionnaire to 300 local tourists and foreign tourists. The study analyzed the data using multiple linear regression with independent variables consisting of perceptions about access, communication, environment, and service. Overall, the study found that the perceptual attributes of access, communication, environment, and service were able to determine the tourists’ intention towards halal tourism in Aceh. The two most dominant determinants in shaping and encouraging increased intention in halal tourism were the Islamic environment and service for halal tourism. The study recommends the importance of adopting the Islamicenvironmental ecosystem and service as a market strategy for halal tourism destinations in Aceh Province.

Abstract:
This research was conducted to find out the determination of the buying and selling price of food at the Sigli city tourist attraction. Data collection techniques using interviews, observation and documentation. Data analysis in this study will use qualitative data analysis which is constructive, develops and discovers social theories. From the results of this study it was found that there were differences in pricing at the Sigli City tourist attraction. Sellers differentiate prices between one buyer and another by looking at the characteristics of the buyers. If the buyer is from the local area or visitors who frequently visit, the price given is the standard price and if the buyer is considered a new seller, the seller gives a higher price compared to buyers from the local area. According to Islamic law, the practice of buying and selling is carried out by the seller with discriminating between buyers is permissible as long as traders do not take advantage in a way that is prohibited by Islamic law and between sellers and buyers are consensual and mutually willing without any coercion.

Abstract:
This study analyzes the social construction of Islamic values in three religious traditions in Ngadas traditional tourism village, East Java, Indonesia. Previous research in this field has focused on developing indigenous tourism villages based on religious moderation. However, there has been no deeper research related to the social construction of Islamic values in Muslim communities amid the existence of various traditional rituals that are preserved. The purpose of this study is to find the classification of Muslim communities in Ngadas traditional tourism village in interpreting and responding to the existence of local customs rituals amid their beliefs in carrying out Islamic law. Qualitative research methods are used by in-depth interviews and observations on each religious practice and traditional ritual. The results found that various traditional rituals could not be separated from the commitment of the Tengger tribe community originating from three religions, namely Hinduism, Buddhism and Islam. In addition, this study reveals that there has been a classification of Muslim types of society into three parts, namely: a) Normative-theological-conservative; b) Sociological-pragmatic-calculative; c) Sociological-empirical-intuitive. This study recommends further research that considers the development of the muslim Tengger tribe community spread across several other regions more broadly both in terms of practice and understanding.

Abstract:
Bali is one of the provinces in Indonesia with a fairly dense population. Bali is also known for being one of the leading natural tourism centers in Indonesia. Apart from tourism issues, Bali Province has one interesting issue to discuss. Bali is also an example of a place where inter-religious harmony has a fairly high portion. So there is rarely friction between religious communities in Bali. On the other hand, Bali, with its strong tourist charm, turns out to have several interesting problems. One example is the issue of interfaith marriages that are rife in Bali. Interfaith marriages are certainly not compatible with Islamic law or sharia, as well as conventional legal approaches or state law. It is interesting to discuss that many conversions of religious beliefs in Bali were carried out because to fulfill the requirements of the pillars of shah in Islam. Some from Hindus converted to Islam, some from Christians converted to Islam. This is another phenomenon that occurs in Bali besides a strong tourist attraction when discussing the island of the gods. Under these conditions, the authors conducted research on interfaith marriages in Bali, namely in Sukawati District, Gianyar Regency, Bali Province. Many religious marriage practices take place in that place. Some are local, some are doing interfaith marriages with foreign tourists visiting Bali.
