Full textFor the study of tourism in rural areas, the author made up one's mind to analyse the tourist accomodations in Auvergne's countryside and its spatial dynamics. She is supposing at first, that tourism can really regenerate rural areas by its attraction ability. Theme after theme, she's clearly showing opposite facts so as theories about tourism development becomes unsound reasoning. The main argument is assuredly the presence of a well-structured, recognised tourism and not "rurality". Tourist accommodations spatial dynamics show a progressive concentration in the West after tourism had neglected eastern rural areas, specifically the ancient bastions. Full textThe promotion of tourism reveals, in an original way, the superposing of new zones onto pre-existent administrative zones. Both of these types of zone wish to establish contact with a clientele of tourists coming fron wider and more and more diverse backgrounds, this without always respecting the rigourous rules of marketing. The rifht correspondance between a zone and its promotion presupposes the establishment, on a geographical scale, of a division of roles between "inferior" and other "superior" zones, within which the regional structure of touristic communication defines the global image. However, in reality it represents a real kaleidoscope of images. In concrete terms, two types of promotion reveal two types of new zones. To begin with, some zones will promote their places of destination, their identity. Their promotion often becomes the excuse for a phenomenon of resurrection of the "plays". The touristic public image serves at the same time the internal cohesion of the zone as well as attracting customers. These zones are characterized by their roots anchored in territoriality and rusticity, a real probalisation which leads them to rivaly amongst themselves. In other zones, however, the point of departure will be the motivation of the tourist, his desires. His ideas and his dreams, which may be defined in relation to a place as well as what he expects of it, will be associated with the inherent qualities of the zone in order to create a touristic product whose promotion is closer to commercialisation. Full textThe subject of this studie is the pastoral life in volcanic mountain's of massif central. After the great crisis, in the sixties, the system of "mountain" producing milk and cheese was replaced by cattle rearin g. This new economy of pasture mountains is based on the development of a cattle rearing systel on which the staple prod uce is the one year old calf (called "broutard"), together with the intensification in the milk areas and a new "transhu mance" wave strating from the aveyron in particular. The pastoral field has not a lot decreased in surface and there has being little change in the structures of farmings apart from the creation of "cooperation" or the buying of pastures by the aveyron reares. However, the links between mountains and staple farming are becoming more complex and today, the system seems to be frag ile and the risks of a partial pastoral neglect are numerous. In 1988, for the first time, the hirstock sent on to pastures decreased. Beside the fact that many economical or climatical problems seem to be linked with the present conjoncture, a lastinger crisis should be considered as, the crea tion of milk quotas, the decline of meat currency, the burden of financial obligations and the fact that a lot of financ ial obligations and the fact a lot of lands is being abandonned around the farms will probably result in a reduction of the practice of pasture

Full textAs such, a person's health does not constitute a field of study for the geographer, unless considered from a collective viewpoint. At such a scale, it generates multiples interrogations on its relationships to territories and space, from epidemiological and sanitary considerations to the restructuring and functional organisation of health systems. Led within the framework of an "action research" in partnership with the Assurance Maladie services (Health Insurance Services), this thesis focuses on offering medical care in the countryside of the Auvergne region. The topic of health cover in the countryside evokes various problematic from the sanitary policies to regional development and the continuity of public service. It also brings up questions for the geographer on new investigation fields, beyond a study on a simple tertiary equipment of a territory. The Auvergne example confirms that offering medical care in rural areas does not bear comparison with that of urban poles, in terms of number of professional personnel, diversity and specialization. Nevertheless, such rural zones are not necessarily dead spots in term of health. The medical care offer is stabilising to the cost of major restructuring between spaces, incluced by variuos actors : ellected personalities, Assurance Maladie, health professionals, ect. Such restructuring will be one answer to the question of renewing generations of health professionals in activity and to that of potential attractiveness of Auvergne countryside. Territorial attractiveness will play an essential part in the future relating to a favourable or not evolution of the issue

Full textThis work is made up of three parts. The first one lays out the concepts and methods connected to the topic of this research work. It puts the emphasis on the reciprocal interest between geography and the study of tourism. Systemic processes have been chosen here and associated with graphic modelisation. Statistical parameters and data-processing are also to be found in this first part. The second part is dedicated to the study of rural touristic areas in France. After drawing an assessment of supply and demand, the analysis focuses on the very people who are involved in rural tourism and puts forward the main strengths and weaknesses of this system. Then a synthesis graphic model shows how French rural touristic areas are organized. The third part corresponds to a specific study of local tourism in the regions of Auxois and Morvan. After assessing their accommodation facilities and their customers as a whole, the study focuses on how tourism works. It deals more particularly with the strategies of natives involved in tourism, as well as with the networks of tourism information. Finally the graphic model of Auxois-Morvan offers a global vision of how tourism actually works on a local scale

Full textUnderexploited and undervalued, agritourism may have been a cool reception. However, since the end of the 80's frequent tourism contacts testify to its new importance. Tourism can be a precious tool for development for many rural areas in crisis, as in the Aveyron. On the tourism plan, these rural spaces benefit from better provision of roads and have notable physical advantages (a clean environments, open spaces, natural product, etc). The recreational area takes on a new dimension and this sector is engaged in a profound transformation as testifies. The improvement of general accomodation and better definition of the activity. The involvement of farmers is still modest but there is a new generation of farmers which is developing on the farm tourism. Tourism generates many economic side effects and they concentrate themselves on a portion of the territory (the Gorges of Tarn, the lakeside high plateau of Lévezou, the Valley of Lot, the moutain of Aubrac). It's therefore necessary to envisage a global revitalisation of the whole territory and important new projects for the development of tourism. The Aveyron seams like a real "laboratory" for creation of a relation ship between agriculture rural space tourism

Full textColleges in rural areas have a bad repute, as if the decline in the number of pupils were the sign of the decline of the academic level. The breaking-up of the educational system there may make us think the quality of the education itself is collapsing. Is the rural college the victim of the specific structure of its environment ? do these external factors weigh so much that they rob the pupils of any chance of success ? these small rural colleges in the academie of clermont-ferrand show the lack of moral and political reflection on what should be a fair system of education in these fragile areas suffering from a drop of the birthrate and an often negative migratory balance. This academie claims one of the highest percentages of small colleges nationwide. As some experts think 90 % of the population will live in 10% of the french territory in 2000, the particuliar problems of these colleges, far from being an impediment, give us the opportunity to think over what should be done for schools in thinly populated areas. We must therefore agree on a new principle, a new equitable contract, in which competition between schools, which are closely supervised by a centralized hierarchical authority, will be replaced by interschool cooperation

Full textDespite its undeniable and numerous assets. Reunion Island, which is both a French department and a tropical island in the Indian Ocean, has turned belatedly to tourism. Becoming aware of the reliance of the impact of tourism on an economic scale, the island has been developing this activity in order to answer to one of its main socio-economical need, the problem of unemployment. Many touristic and leisure activities have flourished during last years. However, in spite of the progress made in this field, there is not a real and global touristic project. "Blue tourism" (beaches, sun and sea) to "green tourism" (mountains and the inland sites), the island is trying to offer different aspects of its possibilities. The development of its assets, hindered by the geospatial imbalance of the island, in order to become real and strong touristic products must be promoted by the local population if the aim of welcoming half million tourists in a well balanced and harmonious way. In the year 2000 wants to be reached. Much effort has still to be continued to attain a well controlled and diversified range of touristic products in Reunion Island

Full textTourism and changes in rural areas. Using this link as a mater of analysis, this research offers a new and revival reading of the spacial stakes linked to this economic and social phenomenum which questions at the same time rural life, its place in the society and a new qualification of this area. From a scientific point of view consacrated to rural life, one has little questioned yet on capacity that rural societies have to make their patterns of development grow, creating then collective actions in tourism areas. In a context of devolution and public politics territorialisation, this thesis offers an analysis of the ways of organisations and structuring of competences of actors around what is called Pays projects. Who does invest and give oneself the means of interfering in the ways of constructions and negociations in territorial resources? What part and place do local actors give to touristic activity in their territorial projects? Considering three Pays in South Western France, we will point out the capacity of mobilisation of local actors around touristic projects, specific means and actions which struture them along with the networks that underline them, we will offer in the end elements of interpretation of touristic function in the process of territorial development in rural areas
La presente investigación se articula en torno a los espacios rurales y el turismo, y toma como área de estudio tres Pays del sudoeste de Francia. Con tal propósito, se propone una lectura inédita y renovada de distintas coyunturas territoriales ligadas a esta realidad socioeconómica; al mismo tiempo se plantean aspectos relacionados con lo rural, su lugar en la sociedad y la reconsideración que merecen. Conviene apuntar que, en el campo de los trabajos dedicados al mundo rural, todavía no se ha estudiado de manera suficiente la capacidad de las sociedades rurales para innovar sus modelos de desarrollo a través de acciones colectivas en el sector turístico. Nuestra tesis analiza los modos de organización y de articulación de las habilidades de los actores locales en el seno de los proyectos de comarcalización (o constitución de Pays), particularmente interesantes en un contexto de descentralización y territorialización de las políticas públicas. De esta manera se mentan los agentes que invierten en la construcción y negociación de los recursos territoriales, los medios que emplean y el rol y la importancia que los actores locales asignan a la actividad turística. Ello conduce a evidenciar la capacidad de movilización de los actores locales alrededor de los proyectos turísticos, las formas y acciones específicas que los estructuran y las redes que los sostienen. Finalmente, proponemos elementos de interpretación de la función del turismo en los procesos de desarrollo territorial de los espacios rurales

Full textIn France, many state, regional and local authorities create or renovate museums first at all from a perspective of local development. The museal process then, is not only patrimonial and media, but it also becomes strategic. In this context, our thesis offers to shed this strategic dimension from a theoretical model of the museal process, by studying the production of a particular system: the project Pôle Nature of the Communauté de communes de l’Argonne ardennaise. Thus, we have analysed the museal project’s conception, the representations of the main participants in the project management and, finally, our own interventions. Finally, this interpretative research underlines different settings which structure the functioning and the action of the actors’ system taking responsibility for a plan of « strategic museum ». Besides, it sets up our theoretical model as an operational tool for the study of the museal process social dimension

Full textAgritourism, meaning leisure and tourism activities proposed by farmers in relation with the farm, is an innovating activity. This hypothesis goes to another one: agritourism takes part in rural development. The analysis of agritourism contribution for rural development in six regions of the massif central must bring some reservations. Agritouristic farmers are not a lot and moreover, the part of innovation is different according to strategies (properties, completing income and enterprise). These differences make territorial organization difficult. The strategy for properties is the most common but also the less innovating; the entrepreneurial logic does not necessarily lead to a collective level. These conclusions are relative. On the one hand, it may be early to analyse agritourism contribution because this activity evolutes to more complex activities with bigger farmer's commitment in tourism. The learning will be long because it requires a break from years of specialization, in disarray and carefulness conditions. On the other hand, is not the small territorial dimension in relation with the characteristics of studied spaces? we do not think so, but it would be interesting to work on other spaces. Finally, let us remind that our conclusions are about french experiments and there may be countries where agritourism contribution is higher

Full textThe "Haute-Auvergne", right in the heart of Massif Central, is composed of the half meridional of Riom council, under the Ancien Régime. Located on the borders of the Parliament in Paris, dominated by an hilly relief and a harsh climate, this landlocked territory isn't known, through testimonies of this area and historiography, as very hospitable. That is true that the population growth is slow, considering the migrations and the mortality crisis. Nevertheless, in this context, a very active agriculture economy, founded on the exploitation of grassland ressources in the highland areas, has been developping in the whole cantalian massif. Linked to the emergence of a new city clientele in the early Middle Ages, this is a system centred on cow's milk cheese trade, named the « fourmes », made in the « mountain » pastures. From a resolutely interdisciplinary approach according to textual, archeological, paleo- environnemental and ethnographic sources, this thesis deals with the complex history of this multisecular economy. The choice of the limits of this study, restricted to eight municipalities located in the south of Le Plomb du Cantal permitted a very high analysis. The networks of exchange based on cheese and cattle, the property market of these pastoral mountains, the role, the strategies and the way of life of the different actors of this system and finally its landscape impacts constitute as many themes of reflexion treated in this study. This one is set in a long duration, from the birth of the first pastoral structures about the fourteenth century till the dawn of the insdustrial revolution, in the middle of the nineteenth century

Full textThis research is based on the observation of practical, time limited experiences in local development. We have tried to understand the process in progress, to throw light on the failures and to show how under good circumstances local development could appear and even grow. In the first part of this study we introduce the framework and the main methological questions i. E. : a relevant area, an adapted strategy and evaluation means. In the second part we focus on a case of local development : the Neuvic d’Ussel district located in the department of Correze. It is quite valuable as an experience because it represents a fifteen years'collective action, thinking and programming in an area organised pound its town but with changing limits. We have met a very dynamic population most of the time thwarted by a politicotechnician power. We have witnessed spectacular and innovating results but difficult to evaluate as parts of a community organisation. So it represents a thrilling example of local development that we do not want to praise undicerningly but whose limits we have to analyse. In the last part, under the little "local success and failure" we introduce and analyse ten different experiences of local development in the massif central. The examples are gathered in thematic order : private intitiative, new actors, community responsibility and territorial organisation. As a conclusion we suggest five strategic broad directions to help local development in less favoured rural areas

Full textThis study comes within the scope of a recent historiographical trend to change perception of the industrialisation of the South-West of France which is often approached from the perspective of underdevelopment . It aims at reconstructing the « paths » of different textile industries in the Basses-Pyrénées / Pyrénées-Atlantiques from late 18th century to late 20th century, based on the study of produce, markets, producting organisations, firms, views and representations. The research points out the importance, structuring and the diversity of textile industries : complete industrial processes can be found in Basses-Pyrénées for several fibres (cotton, linen, wool, jute) and some products are produced and sold by millions (berets, sandals and, to a leaser extent, basque linen, wool of the Pyrénées...). The maintain of “soft” producting organisations, the massive use of hydraulic power and the domination of family businesses are also linked with fast technical changes and strong ability of industrial reconversion inside various industrial countries and small or middle-sized towns.In the end, these industrial “paths” reveal the economical integration of Basses-Pyrénées on different scales, from local to international, as regards raw material, markets or technical, or financial and human movements. The exploitation of regional opportunities plays a major role in the continuity of these textile industries : proximity of Spain, continuing consumption in the pyrenean area, emigration to America, tourism, regionalistic vogue for Bearn, Basque Country and Pyrénées

Full textThe Villard-de-Lans canton may be deeemed a historiographic “point aveugle”. As a mountainous area, supposedly isolated, it does seem alien to the English model of rural growth.However a diachronic study over two centuries, concentrating upon 1830 to 1930, illustrates the interplay of a variety of actors. A prosopographic method will challenge the very concept of rural growth.To begin with, rural growth is undetermined by the successive steps of the industrial revolution. Ever since the beginning of the XIX C., the “Quatre Montagnes” are involved with the main transformations ; many signs point to regular exchanges with Grenoble, the “chef-lieu” of Isère. Assuredly, the upper classes play an important role but many other families are linked with various types of activities on the plain. Sometimes, they will find the means to stay at home, sometimes they will favour collective growth, thanks for instance to the municipal council. These are major actors of rural growth.Secondly, growth here depends on the early boom of bovine-breeding (“élevage”) as well as on the timber trade.We have concentrated upon the policy of cattle-breeding for it involves the largest number of local actors as well as being the scene of a scale-game. The recognition by the State of the Villard-de-Lans breed (1864) followed by the creation of a “Concours départemental spécial” (1893-1914) enable to discover the interplay, sometimes antagonistic, of farmers and State agents. Pluriactivity remain strong despite the launching of a new industry (breeding facility (1875)) and a segmentation of its various departments.Finally, rural growth delivers itself through the expansion of tourism between 1875 and the interwar period. Here also a common construction is detailed between the active promoters of a new industry and the local societies determined to make the most of this opportunity via enhanced access, commercial development and their beautiful woodland. The category of specialization is irrelevant for many activities, apart from “élevage”, caracterize the “canton” at the start of the XXth C. : growth here is neither industrial nor mono-occupational nor dependent upon a small number of individuals. The community is decisive. There is more than a mere hierarchy between town and country - thanks to the multiplicity of occupations, a section of the population can go from preservation to growth. The rich period from 1875 to the interwar years invites to a reassessment of the contemporary evolution from 1950 to the present

Full textThis dissertation focuses on how the rise of local food issues impacts the way access to farmland is managed in France. This question fits into a a broader concern about how processes of allocation of land take into account the diversity of agricultural models. My corpus is made up of case studies of land operations benefiting a relocalized agriculture and carried out by local public authorities,the civic movement Terre de Liens and farmers. I study them through a cross analysis of surveys undertaken in three regions associating a city and the surrounding countryside : the Ami´enois, the Lyonnais and the south-east of the Aveyron departement.Fist, the relocalization project appears to be implemented in a wide variety of farms. Its complex spatial scope and the related social representations call for a renewed definition of the ”food localness” category. Second, the land operations help renewing the means of accessing farmland. Estate strategies rely on setting up alternative farmland management styles at a local scale, whereas network strategies target land information flows. Building on a bundle of rights framework, the dissertation analyses how the demarcartion between property and use of the land evolves. Third, the power relationships governing the allocation of land are only incrementally modified, as the Safer and traditional farmers’ unions remain at the center. Beyond scarce cases of governance of the land-based coexistence of agricultural models, the dissertation build up a land justice frameworksuited to France
