Abstract:
I investigate a possible unintended consequence of Proposition 2½ override behavior—that it led to increased segregation in school districts in Massachusetts. This can occur because richer, low-minority towns tend to have more successful override votes that attract similar households with relatively high demands for public services who can afford to pay for them. To evaluate this hypothesis, I collect panel data on override behavior from 1982 to 2012 and merge this with data on school district enrollments and other district- and town-level characteristics. I find evidence that passing overrides earmarked for schools results in a significant decrease in the percent of nonwhite students enrolled in Massachusetts school districts. This happens in districts with below-average nonwhite school enrollments, and hence increases segregation.

Dynamic development of small towns can not be separated from the urbanization. The small towns are located along the road corridor that connects major cities experiencing rapid growth. It is also common in the District Mungkid, Muntilan and Salam which administratively belong to the small town. In the past 10 years, there have been additions village with city status, namely: in District Mungkid of 4 villages and in the District Salam much as 3 villages. In addition, there has been increased by 5% undeveloped land, in the villages located around the national road linking Semarang - Yogyakarta. It is also common in the increasing number of population density, where the concentration of the population are in the areas around the national road. Based on these descriptions, the question arises, how the dynamic development of the small town, and what are the factors that influence it? This study uses quantitative methods to assess the dynamics of a small town in terms of spatial, demographic, and social economic. The findings of this research study is the development of small town dynamics are affected by urbanization. Urbanization formed are influenced by social economic activities compared with the development of undeveloped land and population. From the analysis of the factors affecting the dynamics of a small town, there are several factors, such as: the location factor, accessibility, social, political, physical environment, and history. Based on the analysis, and interviews can be concluded that the development of small cities most affected by the location factor.

Abstract:
Exploring the homogeneity (or heterogeneity) at sub-national level is crucial as it associated with design, budget allocation and implementation of a research project. Since demographic and socioeconomic factors depict the first valuable insight of a community, it is imperative to explore the homogeneity within a country by considering these variables. Yet, the information on this aspect is scarce in Bangladesh. Therefore, the present study aimed to identify the district and district town specific homogeneity in Bangladesh. The data for this study were extracted from the most recent Housing and Population Census of the country, and the multivariate cluster analysis was employed to identify the natural groups or segments. We found that Bangladesh could be classified into three distinct clusters both at district and district town levels based on demographic and socioeconomic factors. The findings of this study would provide insights to the policymakers and researchers for designing and implementing community-based research initiatives, particularly in the area of public health and social science as well as market analysis research. The findings could also be helpful in the situation when the national representation of data is required with budget and time constraints.

Abstract: In the past era the towns were formed by settlements of people around their place of work. The workers used to construct temporary residences as close to their workplace such as factories and industries to reduce travelling distances. These temporary residences eventually converted into permanent residences and in the same way entire towns were established. Due to lack of planning and haphazard uncontrolled land usage various problems started to grow in these towns. This project focuses on one such town named Malegaon in Nashik district in Maharashtra. This town was formed by accumulation of handloom workers around handloom industries which have been in this city for many decades. Improper distribution of land and lack of planning of development have given rise to problems such as traffic congestions, poverty, riots between multiple communities, lack of employment opportunities other than looms and overall deprivation of standard of living. This project focuses on solving a few of these problems by implementation of principles of new urbanism on the Malegaon city. The principles upon implementation will help to improve transportation efficiency, easier access to public facilities and utilities, elevation of standard of living of the citizens and overall development of the area. Abstract:
The Seoul Eco-mileage Program is a representative project of the One Less Nuclear Power Plant (OLNPP) scheme, which addresses the energy transition policy of Seoul aiming to reduce CO2 emissions. Unlike other governmental projects, the success of this program requires the direct participation of citizens. This study investigates the influence of civic engagement in participant towns (Level 1: 423 administrative towns) and districts (Level 2: 25 administrative districts) on CO2 emissions reduction (kg CO2/membership) throughout 2017 in Seoul via multilevel modeling. Our results show that town-level civic engagement, as measured by voter turnout, is positively correlated with the performance of the Eco-mileage Program. Moreover, when civic engagement factors (social trust, volunteer activities, and citizen participation) at Level 1 interact with Level 2 factors (housing prices, motivation of district leaders, and energy-saving practices) in each district, we observed cross-level interactive effects on CO2 reduction. Among Level 2 factors, the representative institutional capacities, such as financial independence and ordinance, showed positive correlations with the performance efficacy of the energy transition policy of Seoul.

SUMMARYIn 1988, there were two outbreaks of legionellosis in Bolton Health District. Altogether 37 cases of Legionnaires' disease and 23 cases of non-pneumonic legionellosis were identified. Twenty-five patients with Legionnaires' disease were associated with an engineering plant, 4 with Bolton town centre, and 8 with both the plant and town centre. Twenty-two people with non-pneumonic legionellosis were linked with the engineering plant and one with the plant and the town centre. A case-control study carried out among 37 employees with legionellosis and 109 control subjects at the plant showed that infection was associated with one of the 15 cooling towers on the site. Legionella pneumophila indistinguishable by serological and genetic typing methods was isolated from this cooling tower and from sputum samples from two patients. In the town centre, no one tower was linked with infection and L. pneumophila was not cultured from any of the nine towers identified. Control measures were implemented and to date there have been no further cases of legionellosis associated with Bolton Health District.

The paradigm of highly integrated cross sector energy systems grants several opportunities for welcoming high shares of renewable energy sources in meeting the energy demands of current urban districts. A key asset towards such challenge lies in the progressive deployment of more distributed energy systems, achieving configurations tailored to the needs of the local communities lying in their physical proximities. This study analyses the case study of a small town situated in central Italy, which energy supply already features a set of distributed and cross-sector energy resources such as a district heating network fed by a 1.2 MWe natural gas engine and more than 30 MWp of non-controllable renewables. The city energy systems are modelled in the analysis tool EnergyPLAN in order to analyse the technical feasibility of introducing different technological options aimed at reducing the polluting emissions generated in meeting different energy related needs of the district.

Abstract:

This study examined how stakeholders in one school district located in a remote town perceived the instructional improvement efforts of the district, as well as the constraints and enablers of implementing instructional reforms. A qualitative approach, consisting mainly of interviews with teachers, principals, district administrators, and other school-level staff, was used to examine the perceived effects of the district's instructional reforms in five areas: (1) adopting a set of goals to guide the district's actions; (2) implementing instructional reform; (3) improving professional development; (4) supporting district and school administrators to become instructional leaders; and (5) encouraging the use of data to diagnose student learning needs and guide instruction. School-level interviews were conducted within four of the district's elementary schools selected to represent the district on a number of demographic and academic variables. The overall findings for these five areas were as follows. Respondents spoke primarily about changes to reading instruction as the district's top priority. The district's efforts to reform classroom instruction resulted in all elementary schools implementing, in varying degrees, the structures the district established for teaching reading. These levels of implementation were achieved through a gradual process and were met with initial resistance from principals and teachers. The district's shift to providing job-embedded professional development proved to be a major support in establishing a consistent teaching approach. Literacy coaches represented the main source of job-embedded professional development and played an important role in providing teacher professional development. Principals strove to achieve the district's expectation for them to become instructional leaders in their buildings, although some struggled with the content expertise required to be an instructional leader, while others expressed difficulty in managing their time between being a building manager and an instructional leader. Finally, the district's instructional improvement efforts were informed by student achievement data and teacher observation data, as teachers used formative and summative assessments to monitor students' progress and to provide appropriate levels of intervention to students.

Background: The largest focus areas for the department of health is ensuring access to quality healthcare. The district health system (DHS) model remains the vehicle used by the district managers to deliver on the health department’s goals, objectives and priority focus areas. Strengthening the district health system platform is therefore important to the department to improve access and quality of care to the clients serviced in the province. The district hospitals play a fundamental role since they support primary health care (PHC) and serve as the entry point to more specialised care. The efficient management of beds in the district hospitals is the key in ensuring access to care and preventing bed blocking. Bed Utilisation Rate (BUR) and Average Length of Stay (ALOS) are indicators used to measure the efficiency of hospital beds. This study provides a description of the trends in bed utilisation within the inpatient wards of eight district hospitals in the Cape Town metro district in the 2016-2017 financial period. Methodology: To analyse and compare wards a quantitative approach was used. Inpatient ward activity reports for eight district hospitals were accessed from the department of health’s routine data collection repository. A total of fifty-five wards were compared across small and large hospitals for BUR and ALOS during the financial year period 1 April 2016 to 31 March 2017. Data entry was done in MS EXCEL and analyses were done using STATA 11.0.

Abstract:
This thesis traces the Cape Town Council's housing policy from 1920 to 1940 in relation to those citizens (in this instance members of the Coloured community) who could not afford to home themselves. The onus to provide such housing in urban areas rested upon the local authority in terms of the Housing Act No. 35 of 1920. The 'racial factor' is put into context, the thesis maintaining that the 'Cape liberal tradition' notwithstanding, for Cape Town as for all other South African municipalities, there was no question but that separate housing provision would be provided for the separate racial groups. District Six is shown to have been one of the most overcrowded, poverty-stricken and neglected areas in the city, and quite naturally occupies a leading role in the thesis. The effects of the Slums Act No. 53 of 1934 on District Six is emphasised: the Act was used not only to facilitate slum demolition, but, more importantly, to enable Council to plan an entirely new District Six on the Council-made ruins of the old. This thesis thus maintains that, contrary to previous research, the Slums Act was concerned only with slum elimination, and was not designed to ensure alternative accommodation for evicted slum dwellers. Instead, it was used to fashion a proposed new town plan for Cape Town. The plan for a new District Six which emerged in 1940 would have meant the annihilation of the District as sorely as the whites-only promulgation under the Group Areas Act in 1966 did. This is examined in the last-but-one chapter. Early in 1936 a new interpretation of the Slums Act which had not been apparent when the Act was promulgated in 1934, enabled the Council to ignore the rehousing of evicted slum dwellers. Now it was ruled that slum demolition should not be held back 'by the use of the excuse' that no alternative accommodation was available for the victims. The Slums Act, ironically, thus relieved the Council of the responsibility of rehousing evicted slum dwellers. By this stage, it was apparent that the City Engineer was not interested in the restoration and upgrading of individual buildings in District Six, but was bent on obtaining, by judicious demolition, as many areas as possible of 'suitable size and dimensions' for further development, not necessarily rehousing. Another preoccupation of this thesis is the Council's dilatory response to the housing needs of its citizens, the thesis assessing the responsible factors. Emphasising Council's ineptness or unwillingness to get to grips with the housing crisis, is a chapter on the Council's housing of the poor and the very poor. All in all this thesis demonstrates the Council's over-riding reluctance to 'burden' the ratepayers with the provision of much-needed housing, a reluctance emphasised by Council's oft-repeated protestations that contemplated housing schemes would not cost the ratepayers a penny. As shown, this was indeed true - housing was profitable and a 'good investment' for the city. This factor was, however, conveniently ignored, Council pursuing a parsimonious housing policy dreadfully slowly, never going beyond the fringes of the city's housing needs.

This is a retrospective (descriptive) study ofclinic delivery trends rendered in Cape Town Central District between July 1995 and June 2002. The study describes the history of clinic service delivery in Cape Town Central District, which includes the Primary Health Care model, as well as the District Health system. Clinic delivery trends for the following three periods are determined: I:] Before the implementation ofthe New Health Plan: July 1995 - July 1996; I:] During the implementation of the New Health Plan: July 1997 - June 1998; I:] After the implementation of the New Health Plan: July 1998 - June 2002. The study also determines and compares the nature ofpublic health clinic services delivered during the study period. No official annual health reports were compiled by Cape Town Administration since July 1997. This study therefore serves to determine disease and clinic trends for the periods where no such aonual reports are available. It is important to determine health delivery trends for future strategic plaoning purposes. Changes to the nature and extent ofservices rendered by public health clinics were brought about by the following factors: Cl One approach of Primary Health Care is to refer more patients to public health clinics in order to release pressure from the major tertiary hospitals. If this Primary Health Care (PHC) model is provided appropriately, about 80% ofhealth problems should be solved without referral to another level of care; Cl A number of free public health clinic services have been introduced since the democratization of South Africa in 1994, such as free services to expectant mothers as well as free clinic services to children younger than six years; Cl New clinic services have been added, such as provision ofmedication to stabilized mental health patients; Cl HIV/AIDS has become an international pandemic over the past decade and has shown a 660.8% increase in Cape Town Central District; Cl A limited (19.8%) increase in the population for that area during the study period; Cl Clinic services have been legislated as a nurse driven service since 1997, with an additional emphasis on the curative roles of nurses (traditional roles of nurses at public health clinics were largely preventive and promotive).

The focus of this research was to investigate the lack of access to primary education in King William's Town district in Eastern Cape which is inhibiting rural community development. The aim of the study was to determine whether geographic location have effects on attendance of school, to perceive gender discrepancy in primary education, to investigate what cost as a factor that contributes to a child's access and attendance to a primary education and to make recommendations to improve the situation. The study followed a descriptive research method. Data was collected by studying relevant existing literature. Document analysis was used to analyse the data and recommendations for improvement were made. The findings revealed that the day to day attendance of learners is below what it should be, which lead to dropouts, non-compliance with legislation, inadequate monitoring and evaluation. There is a need to recruit Department officials with a particular level of education, knowledge, understanding and expertise to minimise the chances of failure. Recommendations are finally made to mitigate the problem situation

Abstract:
The Integrated Quality Management System is a national policy that was introduced in 2003 by the Department of Education – with the aim of improving the performance of educators in teaching and learning. The policy integrates three programmes, namely: Developmental Appraisal, Performance Management and Whole-School Evaluation, which ought to complement one another, and run concurrently. The introduction and implementation of the Integrated Quality Management System is based on the premise that the quality of education in South African Schools would improve if the processes of the policy were used to evaluate and reward educators, and to institute corrective measures where necessary. The aim of the study was to evaluate the implementation of the Integrated Quality Management System for improving the quality of teaching and learning in schools. The study focused on schools in the King William’s Town Education District. Qualitative and quantitative research approaches were used to elicit the perceptions of educators, Senior Management Teams and District coordinators, with regard to the implementation process of the policy in the local schools. The findings indicate that the Department of Education needs to improve the processes of educating the educators in the implementation of the Integrated Quality Management system – in order to increase the possibility of achieving the objectives of the policy.

AbstractIn this chapter, we report the case of a co-design project undertaken in the Shimojin district that was severely damaged by the 2016 Kumamoto Earthquakes. We, IDS3, and local residents have not only attempted to recover the aforementioned district from the damages it suffered due to the earthquakes but also unite its entire community, which is currently suffering from population decline and aging. To supplement its local agriculture, we initiated the co-design project as a means to promote rice branding by adding value by utilizing the biodiversity in the district and transforming the district’s rice paddy fields into eco-friendly paddy systems. We were involved with the project since the consensus building phase owing to our co-design experience with regard to restoration planning at disaster restoration sites and knowledge about the district. We primarily conducted our research in three fields: (1) design of the recovery plan of eco-friendly paddy fields and agricultural ditches, (2) consensus formation for rice branding, (3) exploration of eco-friendly farming method suitable for the region under study.

In the current study, various aspects of design of a standalone renewable power plant are examined and implemented in a case study of a rural area in Cape Town, South Africa. Estimating required electricity based on local demand profile, investment, operability, and maintenance costs of different generation technologies are studied in order to investigate their potential in an off-grid clean energy generation system. Several configurations of hybridization of solar system, wind, and micro gas turbine in combination with a battery are investigated. The Levelized Cost of Electricity (LCOE) and number of days with more than 3 h black out are compared.

The focus of the chapter is the Enrollment Act of 1863, which provided for drafts. Also described are the operations of the federal Sixth District Provost Marshal in Covington, under Capt. George W. Berry. Analysis is made of Harrison County’s Provost Marshal sub-district office’s duties: recruiting, enrolling, overseeing the county draft, and preventing disloyal citizens from interrupting the enrollment process. On April 18, 1864, War Department permitted for the first time the recruitment of blacks in Kentucky by the district provost marshals. This chapter discusses enrollment of African Americans in Harrison County, including the results of physical exams, successful recruiting of blacks, the units they joined, and the fierce opposition of owners and citizens. Statistics related to slavery, the various drafts, and enrollment of African Americans are included.

This chapter is designed to analyze and interpret the demand from a new and anticipated international visitor market to the small market and spa town of Buxton, Derbyshire. It offers an audience development plan for the newly renovated Crescent Hotel and Spa (CHS). The hotel is currently in the final stages of re-development following a major refurbishment to a culturally important, both environmentally and socially sensitive, icon in Buxton. Benefits to the town include heightened awareness of tourism's contribution, through income from staying visitors and a resultant boost to the incomes of a range of stakeholders in the supply chain. A secondary analysis of two case studies, best practices of Harrogate and Bath, has been considered as these are both similar spa towns. The chapter concludes with several recommendations for the CHS to encourage international tourists to visit and stay a while.

District Heating (DH) is an efficient way to provide heat to residential users since it can allow recuperation of waste heat or can be coupled with cogenerative plants and very efficient boilers, achieving overall energy savings and thus allowing reductions in the system’s global emissions. Notwithstanding all of these benefits, the question if DH is to be preferred to other solutions, such as micro-cogenerative plants or conventional boilers feeding single or small groups of buildings, has its answer not only in technical and environmental evaluations, but also in economical ones, involving the district heating network (DHN) as a determinant parameter, being largely the most important investment. An important problem to be solved when planning a district heating system in a municipality is the extension of the network, which does not necessarily involve the whole town. The determination of optimal configuration, formulated as a synthesis problem, should allow one to decide which areas could be effectively and conveniently fed trough the DHN and which ones through distributed systems. Such design criterion should be always formulated as a first step of the decisional project, since, once the main network is designed, further developments are technically difficult or even impossible if not planned. In this paper thermoeconomic analysis is used as the key-factor for the system synthesis. This procedure does not guarantee to obtain the true optimal network structure; nevertheless a quasi-optimal configuration is always determined. In this case, the result can be improved by coupling this approach with other optimization algorithms, which increases the probability of reaching the true optimum. The use of the thermoeconomic approach (although combined with other optimization algorithms) reduces sensibly the computational efforts with respect to the direct application of other optimization procedures. In case of large systems, where the number of possible structures is extremely large, the use of this procedure is a strategy to make the problem resolvable. The theoretical developments are here applied to the town of Turin, where a district heating network operates. The optimal network is determined and compared with the existing one.

Such analysis methods are a process that reviews the evolution and evaluation of towns throughout history. This paper focuses on, Conzen’s and Caniggia’s ideas, MRG Conzen’s historic-geographical approaches (1968) on planning level and Caniggia’s typo-morphological process (2001) on architectural level. Those methodologies help to understand the transformation procedure of different regions of city throughout the years and recovering how the city elements and urban hierarchy are interrelated. Additionally, the focus of this paper is to study the town’s morphological transformations, regarding its spatial, geographical and historical combinations. Within this context, Geographical and historical surveys done on the whole town of Lefke, in north-west Cyprus, and a detailed explanation on the typo-morphological analyses of some particular regions will be given in this article. One of the significant character that makes the town unique is its historical background which lay down with an organic urban pattern from Ottoman period. Lefke town was first formed with a medieval character, and through centuries of functional and physical transformations, has been highly influenced by British extensions, which were either prearranged modifications affected by socio- natural, economic, and political situations, or instinctive and spontaneous changes. All these historical factors, along with its geographical features, make Lefke an interesting case to be studied with an urban typo-morphological approach. Between 1972 and 2014, in Northern Tamil Nadu (NTN), India, the Green Revolution (GR) in agriculture was studied through five rounds of village-level studies (VLS). Over the decades, the number of villages dwindled; from 11, rigorously and randomly selected (together with a ‘Slater’ village first studied in 1916), through to a set of three villages in a rural–urban complex around a market town, to one of the original eleven, in the fifth round. During the reorganisation of districts in 1989, the villages sited on the Coromandel plain shifted administratively from North Arcot, a vanguard GR district, to Tiruvannamalai, described then as relatively backward. A wide range of concepts, disciplines, scales, field methods and analytical approaches were deployed to address i) a common core of questions about the economic and social implications of technological change in agriculture and ii) sets of other timely questions about rural development, which changed as the project lengthened. Among the latter was poverty.

The Ahmadiyya Muslim Community (AMC, or Ahmadiyya Muslim Jama’at) believe themselves to be Muslims. The AMC was founded by Mirza Ghulam Ahmad in 1889 as a revival movement within Islam. Unlike all other sects of Islam, they believe that Mirza Ghulam Ahmad (1835–1908) of Qadian (a small town in Gurdaspur district of Punjab, India) is the same promised Messiah who was prophesied by the prophet Muhammad. Other sects believe that the promised Messiah is yet to come and, therefore, Mirza Ghulam Ahmad is a false prophet and his followers are non-Muslims.

The Government of Tamil Nadu (GoTN) has prioritised the full sanitation chain, including the strengthening of septage management as an economical and sustainable complement to networkbased sewerage systems. The Bill and Melinda Gates Foundation (BMGF) is supporting the GoTN to achieve the Sanitation Mission of Tamil Nadu through the Tamil Nadu Urban Sanitation Support Programme (TNUSSP). TNUSSP Phase I (2015-2018) was designed to support GoTN and selected cities in making improvements along the entire urban sanitation chain. In the second phase (2018– 2020), TNUSSP seeks to go one step further and integrate a gender and social inclusion (GSI) perspective within its interventions at two sites – the city of Tiruchirappalli (Trichy), and the two town panchayats (TPs) of Periyanaicken-Palayam (PNP) and Narasimhanaicken-Palayam (NNP) in Coimbatore district – along the urban sanitation cycle and in its support provided at the State level.

The phenotypic analysis of new candidate varieties at multiple locations could provide information on the stability of their genotypes. We evaluated the stability of 11 maize hybrid candidates in five districts in East Java Province, Indonesia. Maize hybrids with high yield potential and early maturity traits derived from a diallel cross were planted in a randomized complete block design with two checks (Srikandi Kuning and BISI-2) as a single factor with four replicates. The observed traits were grain yield per hectare and harvest age. The effects of environment, genotype, and genotype × environment interaction on yield were highly significant (P < 0.01). KTM-1, KTM-2, KTM-4, KTM-5, and KTM-6 showed higher average grain yield per hectare than the checks (Srikandi Kuning = 8.49 ton ha−1 and BISI-2 = 7.32 ton ha−1) at five different locations. The average harvest age of 11 candidates was less than 100 days. KTM-4 and KTM-5 had production yields that were higher than the average yield of all genotypes in all environments (Yi > 7.78 tons ha−1) and were considered stable on the basis of three stability parameters, i.e., Finlay–Wilkinson, Eberhart–Russell, and additive main effect multiplicative interaction (AMMI). KTM-2 had the highest yield among all tested genotypes (9.33 ton ha−1) and was considered as stable on the basis of AMMI but not on the basis of Finlay–Wilkinson and Eberhart–Russell. KTM-1 performed well only in Pamekasan, whereas KTM-6 performed well only in Sampang. Thus, these two genotypes could be targeted for these specific locations.
