Abstract:
I investigate a possible unintended consequence of Proposition 2½ override behavior—that it led to increased segregation in school districts in Massachusetts. This can occur because richer, low-minority towns tend to have more successful override votes that attract similar households with relatively high demands for public services who can afford to pay for them. To evaluate this hypothesis, I collect panel data on override behavior from 1982 to 2012 and merge this with data on school district enrollments and other district- and town-level characteristics. I find evidence that passing overrides earmarked for schools results in a significant decrease in the percent of nonwhite students enrolled in Massachusetts school districts. This happens in districts with below-average nonwhite school enrollments, and hence increases segregation.

Abstract:
Dynamic development of small towns can not be separated from the urbanization. The small towns are located along the road corridor that connects major cities experiencing rapid growth. It is also common in the District Mungkid, Muntilan and Salam which administratively belong to the small town. In the past 10 years, there have been additions village with city status, namely: in District Mungkid of 4 villages and in the District Salam much as 3 villages. In addition, there has been increased by 5% undeveloped land, in the villages located around the national road linking Semarang - Yogyakarta. It is also common in the increasing number of population density, where the concentration of the population are in the areas around the national road. Based on these descriptions, the question arises, how the dynamic development of the small town, and what are the factors that influence it? This study uses quantitative methods to assess the dynamics of a small town in terms of spatial, demographic, and social economic. The findings of this research study is the development of small town dynamics are affected by urbanization. Urbanization formed are influenced by social economic activities compared with the development of undeveloped land and population. From the analysis of the factors affecting the dynamics of a small town, there are several factors, such as: the location factor, accessibility, social, political, physical environment, and history. Based on the analysis, and interviews can be concluded that the development of small cities most affected by the location factor.

Abstract:
Exploring the homogeneity (or heterogeneity) at sub-national level is crucial as it associated with design, budget allocation and implementation of a research project. Since demographic and socioeconomic factors depict the first valuable insight of a community, it is imperative to explore the homogeneity within a country by considering these variables. Yet, the information on this aspect is scarce in Bangladesh. Therefore, the present study aimed to identify the district and district town specific homogeneity in Bangladesh. The data for this study were extracted from the most recent Housing and Population Census of the country, and the multivariate cluster analysis was employed to identify the natural groups or segments. We found that Bangladesh could be classified into three distinct clusters both at district and district town levels based on demographic and socioeconomic factors. The findings of this study would provide insights to the policymakers and researchers for designing and implementing community-based research initiatives, particularly in the area of public health and social science as well as market analysis research. The findings could also be helpful in the situation when the national representation of data is required with budget and time constraints.

Abstract: In the past era the towns were formed by settlements of people around their place of work. The workers used to construct temporary residences as close to their workplace such as factories and industries to reduce travelling distances. These temporary residences eventually converted into permanent residences and in the same way entire towns were established. Due to lack of planning and haphazard uncontrolled land usage various problems started to grow in these towns. This project focuses on one such town named Malegaon in Nashik district in Maharashtra. This town was formed by accumulation of handloom workers around handloom industries which have been in this city for many decades. Improper distribution of land and lack of planning of development have given rise to problems such as traffic congestions, poverty, riots between multiple communities, lack of employment opportunities other than looms and overall deprivation of standard of living. This project focuses on solving a few of these problems by implementation of principles of new urbanism on the Malegaon city. The principles upon implementation will help to improve transportation efficiency, easier access to public facilities and utilities, elevation of standard of living of the citizens and overall development of the area. The Seoul Eco-mileage Program is a representative project of the One Less Nuclear Power Plant (OLNPP) scheme, which addresses the energy transition policy of Seoul aiming to reduce CO2 emissions. Unlike other governmental projects, the success of this program requires the direct participation of citizens. This study investigates the influence of civic engagement in participant towns (Level 1: 423 administrative towns) and districts (Level 2: 25 administrative districts) on CO2 emissions reduction (kg CO2/membership) throughout 2017 in Seoul via multilevel modeling. Our results show that town-level civic engagement, as measured by voter turnout, is positively correlated with the performance of the Eco-mileage Program. Moreover, when civic engagement factors (social trust, volunteer activities, and citizen participation) at Level 1 interact with Level 2 factors (housing prices, motivation of district leaders, and energy-saving practices) in each district, we observed cross-level interactive effects on CO2 reduction. Among Level 2 factors, the representative institutional capacities, such as financial independence and ordinance, showed positive correlations with the performance efficacy of the energy transition policy of Seoul.

SUMMARYIn 1988, there were two outbreaks of legionellosis in Bolton Health District. Altogether 37 cases of Legionnaires' disease and 23 cases of non-pneumonic legionellosis were identified. Twenty-five patients with Legionnaires' disease were associated with an engineering plant, 4 with Bolton town centre, and 8 with both the plant and town centre. Twenty-two people with non-pneumonic legionellosis were linked with the engineering plant and one with the plant and the town centre. A case-control study carried out among 37 employees with legionellosis and 109 control subjects at the plant showed that infection was associated with one of the 15 cooling towers on the site. Legionella pneumophila indistinguishable by serological and genetic typing methods was isolated from this cooling tower and from sputum samples from two patients. In the town centre, no one tower was linked with infection and L. pneumophila was not cultured from any of the nine towers identified. Control measures were implemented and to date there have been no further cases of legionellosis associated with Bolton Health District.

The paradigm of highly integrated cross sector energy systems grants several opportunities for welcoming high shares of renewable energy sources in meeting the energy demands of current urban districts. A key asset towards such challenge lies in the progressive deployment of more distributed energy systems, achieving configurations tailored to the needs of the local communities lying in their physical proximities. This study analyses the case study of a small town situated in central Italy, which energy supply already features a set of distributed and cross-sector energy resources such as a district heating network fed by a 1.2 MWe natural gas engine and more than 30 MWp of non-controllable renewables. The city energy systems are modelled in the analysis tool EnergyPLAN in order to analyse the technical feasibility of introducing different technological options aimed at reducing the polluting emissions generated in meeting different energy related needs of the district.

Abstract:
An investigation was carried out on fish landing centers, fish markets and fish fauna of the Mymensingh town to overview the location of the fish landing/entering centers, the source of supply and availability of fisheries organisms in Mymensingh town. The investigation was conducted from October 2009 to September 2010 in sixteen landing centers and markets of Mymensingh town. Among a total of 122 species of fishes were available of which, 113 were finfish and 9 were shellfish. Out of 113 finfish, 85 were freshwater fish species, 14 were exotic species, 14 were marine species, 7 were prawn /shrimps and 2 were mud crab and tortoise. Different types of freshwater fish, marine fish, crustacean and dry fish were found in Mymensingh town. The most abundant freshwater fish species were Catla catla, Labeo rohita, Clarias batrachus, Cirrhinus cirrhosus, Channa punctatus. Among the marine fishes Lates calcarifer, Euthynnus affinis and Mugil cephalus were recorded. The shellfishes, Macrobrachium rosenbergii and Penaeus monodon were most abundant. Significant amount of carps were imported from inside and outside of the districts. Besides the carps, small quantities of other fish, e.g, hilsha, catfish, tilapia, small indigenous fish, prawn and shrimp and other fish including marine can be seen in the fish landing centers and fish markets in Mymensingh town. Trains, buses, trucks and pickups were used as transport of fish to the landing centers from outside of Mymensingh town. Virtually most of the fish (84.6 %) were brought from different areas of the district and adjacent district like Netrokona, Jamalpur, Gazipur and Kishoreganj. The rest (15.4 %) were brought from external source in Mechhua bazar, Natun bazar, Sankipara bazar, Charpara bazar and Kathgola bazar. Title: The Development of Residential District based on Local Identity on Waterfront Area at Pasar Lama Tangerang The waterfront edges along Cisadane river considered as one of the environmental assets in the area of Pasar Lama (Old Town Market) in the city of Tangerang. However, such valuable asset is neglected due to current urban planning issues specifically on the placement of residential district and land-use planning within Pasar Lama adjacent context. This might caused disintegration between the residential and the commercial areas as the objective of a city to create a sense of place– it’s also diminished the identity of Pasar Lama (Old Town Market) as a Chinatown on the banks of the Cisadane River. This research study aim to raise several questions, namely: what are the criteria for a proper residential neighborhood in the context of the waterfront area, what is the function of residential district that has its own particular identity and how does it suitable for the particular context of waterfront area in Pasar Lama (Old Town Market), and how does the concept of identity could be applied on the waterfront area, in the Tangerang’s Pasar Lama (Old Town Market). This research study based on data collected from literature studies, field observations and on-site interview. The literature study discuss the functions of identity for a residential district, waterfront area and Pasar Lama (Old Town Market). Field observation studies were carried out to examine the theory and analyze the function of residential neighborhood, building accessibility, supporting facilities for residential areas, and Pasar Lama (Old Town Market) identity. The results of this study are finding the residential functions in which aligned with the parameters on residential design in the waterfront area and the local identity of the Tangerang Pasar Lama (Old Town Market). It aims to make the Pasar Lama (Old Town Market) areas to create and establish the local identity reflecting tourism, commercial and residential neighborhood, in addition to the mixed-use development on the waterfront area around the banks of the Cisadane river. Lastly, this research study also attempt to re-configure the land- use planning as well as strategize on how to locate the residential district that supports the relationship to its adjacent commercial areas.

Actuality of the investigated problem is conditioned by the necessity of development of low-rise housing construction on territory of the Central Federal District (CFD) of Russia, because, despite positive dynamics, low-rise housing estate is yet not enough used in town-planning practice. The aim of the article is to give an analysis of the state of application of low-rise housing estate in the conditions of this district for development of scientific grounds of the "Government program of low-rise housing construction on territory of the Central Federal District of Russia". Development of low-rise housing construction is aimed to the quickest decision of the housing problem, improvement the comfort of dwelling and quality of residential environment, increase of availability of accommodation for greater part of population. The Central Federal District is the geographical and important financial center of Russia. It includes plenty of small and medium-sized cities, including historical cities, as well as rural settlements, where development of low-rise housing estate is especially expedient. In terms of housing provision, Russians still lag behind most of the economically developed countries. The demographic indicators and the standard of living of the population largely depend on the condition and volume of the housing stock and on the environmental conditions. The town-planning and environmental problems of the regions of the CFD need to be addressed in accordance with the "Strategy for the socio-economic development of the Central Federal District for the period to 2020". Town-planning conditions for low-rise buildings can be averaged in the following options: in urban districts; suburban areas, outside the city in the near, middle and far suburbs; in rural settlements (with selection of reserve territories necessary for development of low-rise buildings). In the Central Federal District of Russia there is enough territory for the development of low-rise housing construction, an early solution of the housing problem and the creation of a comfortable living environment. Therefore, the development of a scientifically based "State program of low-rise construction in the territory of the Central Federal District of Russia" is necessary. The Program should be based on the disaggregation of concentrations in urban agglomerations and the creation of residential areas with low-rise buildings in urban districts and rural settlements.

Based on the exploratory spatial data analysis (ESDA) and GIS technology, the spatial differences of the rural economic development level of Qinhuangdao city was investigated by adopting the rural resident’s per capita net income data at town level in Qinhuangdao city from 2007 to 2011. The results of global Moran’s I value for rural resident’s per capita net income at town level showed that there existed significant positive spatial autocorrelation and significant spatial aggregation in the spatial distribution of rural resident’s per capita net income. However, the global Moran’s I value showed a decreasing trend during 2007 to 2011, indicating an enlarged spatial disparity of rural economy at the town level. The results of the Moran scatter plots and LISA cluster maps of 2007 and 2011 showed that most of towns were characterized by positive local spatial association , ie. They were located in the HH or the LL quadrant. The significant HH towns were mostly to be found in the south of Qinhuangdao city, Haigang district, Changli county, Lulong county. The significant LL towns were mostly to be found in the Qinglong county, north of Qinhuangdao city.

AbstractCentrally located public spaces, such as old towns, are an important feature of historic towns. They are often the most characteristic and representative element of a town that brings together members of the local community, plays various sociological and social roles and promotes direct interactions between the users of space. Only high-quality public spaces can effectively fulfil their role. The aim of this study was to analyse spatial order in public spaces on the example of the Old Town district of Morąg in North-Eastern Poland. The quality of public spaces was analysed with the use of a self-designed method, a field inventory and a questionnaire survey involving 100 members of the local community who were asked to evaluate the quality of public spaces in the town. The results of the comparison were used to identify public spaces that require revitalisation. The study demonstrates that spatial order directly influences the quality of public spaces. Our findings indicate that multidimensional analyses of spatial order and opinion surveys provide valuable inputs and should be included in studies evaluating the quality of public spaces.

ABSTRACTUgandan colonial authorities carved Bugisu and Bukedi districts out of Mbale district in 1954, isolating Mbale town as a separate entity. With ethnic tensions escalating as independence approached, Gisu and Gwere fought for Mbale's ownership. Empowered by decentralisation, Bugisu District Council pressed the colonial state to declare Mbale part of Bugisu, viewing the town as key to the region's wealth, and providing a symbolic status similar to that enjoyed by Uganda's leading ethnic groups. Gisu activists reinvented tradition as a tool of political advocacy, exerting hyper-masculine power over Mbale's non-circumcising Gwere residents through forcible circumcision. Gisu reformulation of a cultural practice within an urban struggle challenges previous categorisations of the Mbale case as merely another local obstacle to Uganda's peaceful decolonisation. Evidence analysed in this article contributes to a new understanding of East Africa's uneasy transition to self-government, and to the role of ethnic competition within late-colonial mobilisations more broadly.

Subject/topic. The article deals with the interaction and influence of the city-forming enterprise JSC «Alexandrovsky Machine-building Plant» on the single-industry city of Alexandrovsk and the Alexandrovsky district as a whole. Goals and objectives of the work. The purpose of this work is to assess the financial, economic, and production activities of JSC «AMZ» for the period 2016-2020, as well as the socio-economic development of the single-industry town of Alexandrovsk and the Alexandrovsky district for the same period. Methodology. To analyse the financial, economic, and production activities of JSC «AMZ», an assessment was made of such indicators as the dynamics of net, non-current, and current assets, accounts payable, profit (gross, from sales, before tax, and net), business expenses, and production costs. To analyse the socio-economic development of the single-industry town of Alexandrovsk and the Alexandrovsky district, an assessment of the demographic situation, the investment climate, and the development of small and medium-sized businesses was carried out. Results. It is concluded that the development and financial and economic condition of the city-forming enterprise JSC «Alexandrovsky Machine-Building Plant» directly affects the socio-economic development of the single-industry town of Alexandrovsk and the Alexandrovsky district as a whole. The city-forming enterprise is on the verge of bankruptcy. If this procedure takes place, the issue of the existence of the single-industry town of Alexandrovsk will become much more acute, since at the moment there is a significant outflow of the working-age population, especially young people. Conclusions/significance. The practical significance of this study consists in the proposed recommendations for improving the efficiency of the city-forming enterprise JSC «Alexandrovsky Machine-Building Plant». Application. A key question in representation is how institutional settings bring about particular representational roles among legislators. In this regard, the strategic dilemma that representatives face of whether to represent all people in the district equally or, alternatively, to prioritize some area within the district, has been vastly understudied. Using innovative survey data collected in 12 European democracies, we demonstrate that a striking number of legislators favour representing the interests of their home town over the district as a whole and that the number of representatives elected by the district critically impacts their choice as to whom to represent. As district magnitude increases, an increasing number of legislators will not cater to district opinion but will prioritize the interests of a geographical sub-constituency. These findings have important implications for the study of political representation, challenging the conventional wisdom that – compared to single-seat districts – proportional representation tends not to provide geographical representation.

The town of Zvolen was founded on an ancient trade route. Forests occupy more than half of its cadastral district and nearly a half the area is expected to be a recreational zone according to a urban planning documentation. The article focuses on the forest quality assessment using criteria (A and VA) indicating forest values and their accessibility from town centre, primarily by pedestrians: the forest accessibility (A) (the quality of peri‑urban zone; the accessibility by greenways; the presence of natural and urban barriers) and forest values (VA) (natural heritage and biodiversity; cultural and historical heritage; hiking trails; educational pathways and greenways). To accomplish this objective the importance of criteria was assigned for each one and the evaluation was proceeded within a decision matrix. Access to forests was tested on 13 greenways; forests were accessible from the town centre by 6 greenways overlapping hiking trails in a distance of 11.85 km (30.09 %) and historical roads in a distance of 6.28 km (15.96 %); 2 greenways exhibited the shortest distances and the most comfortable connection from the town centre to the most valuable forests (the Borová Hora Arboretum and municipal forests in surroundings of the Deserted Castle). Additionally, we pointed out, that these forests corresponded with the most popular place‑based identity localities. According to the results, we noticed a reserve for the improvement of recreational facilities in forests and a hiking trail was proposed in the forest bearing the highest quality. The establishment of a functional greenbelt in the vicinity of the town is challenging opportunity to valorise still underestimated cultural and tourism potential of surrounding forests.

Hong Ngu Town is currently the only town of Dong Thap Province. Place name Hung Ngu dates back from early times and was officially recorded in many of Nguyen Dysnasty’s historical records. The place name Hong Ngu originated from Hung Ngu which was the name of the Nguyen Lords’ army troup assigned to guard the border and to collect taxes. The place where the Nguyen Lords’s army troup stationed was named Bao Hung Ngu. The land was garrisoned by the army troup of the same name. Through long-time contact, the land’s name was set as Hung Ngu. For convenience of sound pronunciation, “hung” was pronounced a little bit inclined to “hong”; thereby, “hung ngu” to “hong ngu”. The place name Hung Ngu (now called Hong Ngu) may have been formed in the late 18th Century or the early 19th Century. Bao Hung Ngu troup originally stationed at Rach Doc Vang rivulet mouth (at Thanh Binh rural district), then moved to the lower shore of Hiep An river, now is the Mekong resort of Dong Thap Tourist Company. Over 200 years, Hong Ngu constantly developed. It took 85 years sharp for the frontier military post in the Nguyen Lords’ times to become an administrative unit at rural district level (1029); now it has been the district-level town of the province for 5 years (2009-2014). The paper points out the continuity of the formation and development process as mentioned above. Hong Ngu continues to rise to become an urban area and the clue of an economic focal point of the North of Dong Thap Province, and towards the near future, a city in the sea area.

The article deals with clarification of the characteristic features of the rural district of the Russian town of the Golden Horde era. The object of the study is rural settlements located near Nizhny Novgorod. The purpose of the work is to summarize the results of the study of the rural district of medieval Nizhny Novgorod, obtained over the past decades. Rural settlements are mapped, systematized by their location in the terrain, their classification by size is developed using the methods of economic geography, and the probable share of urban residents in the demographic potential of the region is estimated. The socio-economic interpretation of the settlements that form the basis of the settlement system is proposed. The historical interpretation of the form of the area and geography of the rural district of Nizhny Novgorod is given, and its division into two districts – central and peripheral is justified. The features of similarity and differences between rural districts of Russian cities and cities of the Golden Horde are determined.

In this paper, the time series InSAR technique using high resolution SAR images is investigated for the generation of subsidence maps over Hangzhou region. 29 TerraSAR-X images acquired from May 2012 to Sep 2015 are used. The results show that serious subsidence has mainly taken place in suburban area, including Yuhang district, Xiaoshan district and Binjiang district. 4 subsidence centers are discovered, namely Tangqi town in Yuhang with an average subsiding velocity of -29.6 mm/year, Xintang (-30.7 mm/year) in Xiaoshan, Zhujiaqiao town (-25.6mm/year) in Xiaoshan, and Miaohouwang town (-30.1mm/year) in Binjiang. The urban area is stable and ground rebound even take place in some places. The results are compared with 19 levelling measurements. The RMS error between them is 2.9 mm/year, which demonstrates that the high resolution TerraSAR-X images has good accuracy for subsidence monitoring in the southeast of China, covered by dense vegetation.

This study elucidates the spatial structure of traditional houses, and its transformation toward sustainable development of residential environments in old towns that are currently the focus of tourism development initiatives. Hexia old town in Huai’an District, China, was chosen for this study involving a field survey, questionnaire survey, and interviews. Data analysis identified three periods of residential transformation and three patterns of the residential transformation process. In all cases, there was low awareness of building conservation measures and lack of tourism development by the government, which has translated into ongoing residential transformations according to the demands of daily life. However, in the interests of tourism development, some businesses have started making use of vacant residences and traditional homes, and the relative proximity to work and home imply sustainability of residents’ lifestyles under these conditions. An improvement plan for an old town requires a thorough understanding of the circumstances surrounding residential modifications executed by residents, the problems faced in the living environment, as well as efforts to increase the residents’ awareness of the issue of sustainable living in that old town.

Failure of the central/provincial governments to adequately capture local preferences and provide basic services strengthened the case for a new local government system for delivery of public services along with the authority to impose fees, taxes, user charges, etc. to finance these services. The new System aims at transferring political, administrative and fiscal powers1 from higher tiers of the government to lower tiers (Figure 1) in order to bring governments closer to common citizens for greater accountability and better understanding of the needs and preferences of people. National Reconstruction Bureau (NRB) was entrusted the task of designing a local government system which presented its first blue print in the form of “Devolution Plan 2000”. As a result of this exercise a new Local Government System has been installed in Pakistan on 14th August 2001 after the promulgation of Local Government Ordinance 2001 by all the four Provinces. The new System comprises a District Government or a City District Government and Zila Council in a district, Tehsil Municipal Administration and Tehsil Council in a tehsil (a Town Municipal Administration and Town Council in a town in a city district) and Union Administration and Union Council in a union. Village/Neighbourhood councils provide an interface with the lowest tier of the Local Government (Union Administration) with the community.

The result of this research indicated that the average farmers in the Sumber Urip village their own capital resources obtained from previous farming Broccoli. The averaged income of Broccoli as Rp 5.850.717/Ut/MT. The marketing analysis indicated that the only Broccoli marketing channel in Sumber Urip village was through Farmers à Countryside à Wholeseller à Town Wholeseller à Retailers à Final Consumers. The marketing margin analysis showed that the total marketing margin Broccoli is Rp 10.942/Kg. Broccoli Marketing efficiency analysis results in Sumber Urip shows that every marketing agencies Broccoli studied all efficient it can be seen from the value criteria Countryside Wholeseller is 1.28, Districts Traders 5.52, Town Wholeseller is 1,83 and Retailers 19,21. The author in the article analyses the process of formation of organisational and legal institutions during World War I on a specifi c example of a district town of Novgorod Province (Cherepovets). Local governments, including district councils (zemstvo), municipal governments and the institutions they created, played a great role in providing assistance to refugees on the level of districts (volost) and settlements. The study of Cherepovets archival documents on the refugees allows to suggest that the activities of the Committee named after Grand Duchess Tatiana Nikolaevna of Russia and the activities of the Provincial Committee of the All-Russian Urban Union were widespread here. All the events that were held at the local level initially were neither systematic nor co-ordinated, they completely depended on the local initiative because of the lack of a legislative framework for assistance to refugees in the Russian Empire during the fi rst years of the war. The government refugee institutions were created later (summer 1915 to spring 1916), and they had the structure similar to the exisisting state administrative bodies, and they were funded by the State Treasury.

This article presents selected districts of Valencia and the gradual transformation of their image. The formulation of an appropriate strategy of action and the effect of an example that were initiated by the construction of the City of Arts and Sciences have broken through the stagnation in thinking about space. Revitalisation efforts have been initiated in many of the city’s districts, as well as in its suburban zone. The great explosion of ideas and emotions also carried over to expanding the historical traditions of the city and the holistic, multi-directional approach to the subject matter of renewal, providing the city with economic stimulation. The author’s own analyses presented in the article pertain to Ciudad de las Artes y las Ciencias (City of Arts and Sciences), the new development of the Poblats Marítims coastal district, the Ciutat Fallera district and the Orba district of the town of Alfafar, located in Valencia’s metropolitan area. Various proposals for transforming the spatial structure of these districts point to the possibility of conducting an experimental hybrid policy intended to reconcile economic rescaling, entrepreneurship and cultural regionalism in the planned landscape.
