Abstract:
In a seemingly endlessly urbanizing world, the planning field must not forget our cities’ hinterlands and rural regions. Demographic shifts, dying centers, lack of amenities and insufficient mobility options are just a few of the struggles the periphery is facing. With the help of the case study site Pförring, Germany, this report analyzes regional and local plans in relation to social aspects of sustainability and resilience. The results are the identification of crucial elements for successful transformation: vision, competence, support, action, monitoring and adjustment, depicted as an interlinked system of two interactive loops.

Abstract:
The city was from the past the place where people were meeting together, living and creating together. Therefore the role of individuals – city inhabitants should growth in today´s anonymus times. The role of pedestrian as individual enabling direct contact face to face, individual communicating with surroundings, is becoming essential part of „vivid“ city. In order the city to be functional, it is necessary to concentrate human beings and events, only then the city is becoming city of people, city of place, city of moment. The difinition of city sustainability and viability should be measured by city capability to provide quality life conditions to its inhabitants. It includes mainly high quality of natural and artificial environments, good life and working conditions, people rights for housing, working, social service and infrastructure. It should also protect cultural identity of the city and allow the possibility to participace in the city decision-making. Line traffic influences in a large scale accruing Urban Sprawl, forms large transport distances and increases the transport necessity mostly by private cars. It is important to make efficient planning with the politics of innovating traffic systems, which will be able to reduce the transport needs. For the city sustainability we can claim that the pedestrian transport has the contribution in restricting the suburbanization, in recuding the portion of motor vehicles and in restricting the risks of spatial segregation. It is necessary to create cities where people can get around and meet, where different forms and functions are mixed together in that way, that there will be no abandon city centres and no monofunctional zones. It is importnat to rely on principle that the streets are a social space. No only a traffic space, but also a social space. To design quality system of connected, function and safe pedestrian roads between residential buildings and local destinations, so the buildings can offer views to the streets which increases not only the safety, but especially connects course of events of these two worlds. To forms vivid, vibrant city, where the pedestrian movement is the interlinking element in between constantly developing town and preserving the life inside the town, is an immense challenge to all of us.

ENGLISH ABSTRACT: Various spatial development frameworks are currently being drafted to lead the spatial development patterns of concentrated activities within municipalities and metropoles. The assignment studies the spatial development framework of the Cape Metropole as well as those of the Tygerberg and Cape Town municipalities. An analyses of the different locations and characteristics of the corridors and nodes in these models is made. There are however nodes that are not proposed on the spatial development frameworks but have nevertheless been approved for. development. A comparison of the corridor model is made within the frameworks of the mentioned municipalities. A study is done on whether the corridor model is totally ignored by local authorities or whether it only differs in detail. The effect of the Century City node, which was not proposed in the spatial development frameworks on the development of corridors, is discussed. Backgroud information on the origin and functions of corridors and nodes is gathered through analyses of international examples. Comparison is drawn between these precidents and the Cape Metropole proposals to evaluate their applicability. The conclusion is drawn that the municipalities' and metropole's spatial development frameworks are based on the same principle but differ in their detail structure. Many of the recommendations that are made in the spatial frameworks are difficult to implement. The approval of nodes such as Century City which are not proposed on the frameworks have a negative influence on the economic growth and development of future nodes and corridors as envisaged. Proposals on how to strengthen the implementation process of spatial development frameworks and a possible process for the approval of potential nodes are given.
AFRIKAANSE OPSOMMING: Daar is verskillende ruimtelike ontwikkelingsraamwerke wat tans opgestel word om die ruimtelike verspreidingspatrone van gekonsentreerde aktiwiteite binne munisipaliteite en metropole te lei. Die werkstuk ondersoek die ruimtelike ontwikkelingsraamwerke van die Kaapse Metropool asook die munisipaliteite van Tygerberg en Kaapstad. Die korridors en nodusse wat in die modelle voorgestel word, word ontleed in terme van hul eienskappe en verskillende liggings. Daar is nogtans nodusse wat nie in hierdie ontwikkelingsraamwerke voorgestel word nie, maar dit is nieteenstaande goedgekeur vir ontwikkeling. Die werkstuk vergelyk die korridormodel van die Kaapse Metropool (Metropolitaanse Ontwikkelingsraamwerk) met die munisipaliteite se ontwikkelingsraamwerke.Daar word ondersoek of die korridormodel van die metropool heeltemal deur plaaslike owerhede verwerp word of dit net in detail verskil. Die effek van die Century City nodus, wat nie in die ruimtelike ontwikkelingsraamwerke voorgestel is nie, op die ontwikkeling van korridors word ook bespreek. Voorbeelde van internasionale stede word ontleed om agtergrond oor die ontstaan en funksies van korridors en nodusse in te samel. Daarna word bepaal hoe dit op die Kaapse Metropool toegepas kan word. Abstract:

The out-of-town retail establishments are part of the dramatic structural changes in the retailing of food and groceries. There are however strong indications suggesting these establishments result in negative externalities concerning areas such as pollution and urban environment. The purpose of this study is to describe and, from an economic perspective, analyse the Swedish political regulations and planning policies concerning the out-of-town supermarkets. The analysis establishes that the current regulations regarding out-of-town retailing do not, due to the occurrence of market failures, produce an optimal situation. It might therefore be necessary to change the planning policies in a more restrictive direction. Unfortunately, information regarding consumer preferences, necessary for an effective institutional regulation, are not available. Further research is thus needed to obtain this information.

An atom, a cell and a solar system have very little in common. My science teachers from high school will confirm that I am very far from being an expert on the matter but nontheless, I have studied these three systems in separate classes: chemistry, biology and astronomy. So I believe they must be fairly unrelated from each other! All they have in common is that they are studied through a magnifying lens by people who are better than me in maths. But onceyou look through the lens, you should see a main body and smaller objects rotating around it. The electrons around the protons, the cytoplasm around the nucleus and the planets around the sun. The key element they have in common is structure. Perhaps this is too abstract, even for an abstract, so let’s bring things back to earth. Structures play a fundamental role in shaping the world around us and this thesis aims to understand to what extent and how they influence people’s daily lives. The case study is based on the new town of Arborea in Sardinia, originally designed and owned by a private company to make an efficient and innovative industrial food production system. It aims to show how the ambition to produce was ingrained in the buildings and societal structures and how the surroundings affected the people who moved there. Everything was studied in detail:from the road grid to the houses, the church’s positioning and even selecting people from the north of Italy who were deemed most suitable to work there. The use of structuration theory will be key to uncover the different layers and relations that still shape the community today. 35.000 cows, 3800 people, a history of cultural clashes, a productive system, a very fascist background, a ’sex patrolling’ priest, a dozen volunteering organisations will all feature in thethesis and together enable to draw a picture of the new town.

O crescimento urbano e o ritmo acelerado na concentração de pessoas nas cidades são inevitáveis. A verticalização das construções como solução para atender a necessidade da máxima ocupação do solo e para justificar a infraestrutura investida pelo poder público nas áreas centrais, causa consideráveis impactos no entorno em que estão inseridas. Contudo, a urbanização em si não é um problema, e sim a forma como as cidades estão sendo construídas e ocupadas. Diante disso, o trabalho apresenta como objetivo principal a verificação da influência do sombreamento gerado pelos edifícios altos dentro de um recorte definido na zona com maior capacidade de verticalização em Curitiba. Esta pesquisa foi desenvolvida em quatro etapas: a primeira, de fundamentação teórica com o estudo da literatura existente sobre o tema, a segunda para definição da região de estudo na cidade e os períodos a serem analisados, a terceira etapa para delimitação do recorte de estudo com análises de cada período e, a quarta com a elaboração das simulações computacionais nos softwares Auto CAD, Sketchup Pro, Excel e Ecotect para obtenção de resultados. Durante a evolução da pesquisa, verificou-se que, de fato, o nsombreamento causado pelos edifícios altos comprometem consideravelmente as construções vizinhas a eles e todo o seu entorno imediato. Além disso, foi concluído que Curitiba, uma cidade considerada fria, sofre nos períodos de inverno com o excessivo sombreamento nas áreas públicas entre quadras. Em contrapartida, as áreas abertas de lazer estão posicionadas adequadamente e não se prejudicam com a verticalização da Zona Central. De qualquer forma, a intenção de redução de impacto gerado por esses processos deve ser planejada em um contexto mais significativo. A elaboração de projetos deve ter como premissa a adequação ao clima e ao contexto local, da mesma forma que devem ser analisados os impactos ambientais dessas sobre as construções vizinhas e os espaços externos localizados em uma área de influência. A idéia de preservar o skyline já consolidado na cidade, evitando edifícios muito altos, pode ser uma alternativa para minimização dos impactos de sombreamento.
Urban growth and the fast pace in the concentration of people in cities are inevitable. Building verticalization as a solution to attend the need of maximum land use and to justify the infrastructure invested by the government in central areas, cause considerable impacts on the environment which they are. However, urbanization is not a problem itself, but how cities are being built and occupied. Thus, the main goal of this work is to verify the shadow influence caused by tall buildings in a specific area inside of the zone with more capacity of verticalization in Curitiba. This research was developed in four steps: the first one was to study the existing literature about this topic, second to define study section in the city and periods to be analyzed, third step to delimit a zoom of study with analysis about all periods and, fourth with computer simulations on Auto CAD, Sketchup Pro, Excel and Ecotect softwares to obtain important results. During the evolution of this work, it was verified that the shading caused by tall buildings undertake considerably neighboring buildings and all surrounding area. Furthermore, it was concluded that Curitiba, a cold city, suffers in winter season due to excessive shading in public spaces between blocks. On the other hand, open spaces as squares are correctly positioned and do not harm with verticalization on the downtown zone. Anyway, the intention to reduce the impact caused by these processes must be planned in a more embracing context. Project elaboration must consider local climate and urban context, just as the environmental impacts of those on neighboring buildings and on open spaces. The idea of preserving skylines already consolidate, avoiding tall buildings, can be an alternative to minimize shading impacts.

Abstract:
The motive behind this dissertation involved the scholastic empirical testing of the impacts of development policy, pursued at macro-economic level in housing and construction industry in Zimbabwe during Economic Structural Adjustment Programme (ESAP) between 1990-1995. It further explores the understanding of the variety of interconnections between macro-economic in light of structural adjustment and Shelter development Strategy. The introductory focuses on conceptualisation of the dissertation in relation to contemporary policy and academic debates. A historical review of both macroeconomic and shelter industry management policies experienced in Zimbabwe prior to ESAP are examined. Architecture structure of the adjustment programe specifically in the in creating an enabling environment in respect to the overall macro-economic reforms in relation to the shelter industry is sketched. Party Two deals with housing and Zimbabwean construction finance both prior and after ESAP, comparison with other African countries is reviewed-positive impacts of liberalizing a sophisticated financial sector, limited impact in attracting foreign investment and negative impact of reduced government investment on the housing construction industry. The final section deals with the impact of adjustment and shelter strategy on job creation and income levels. Also focuses on the responsiveness of the construction supply to adjustment and enablement policies. The development of ideas surrounding this research and methodology of fieldwork are also discussed. Conclusion and recommendations are drawn to fulfill the dissertation-Scholarly.

Abstract:
Since the transition to democracy, debates have revolved around the future role of civics in South Africa. Civics have been engaged in matters pertaining to protest against apartheid policies, which excluded black South Africans from decision-making processes. With apartheid dismantled, a need arose to redefine their roles. One view is that civics should remain mass-based and act as 'watchdogs', in order to ensure that local government becomes sufficiently democratic and sensitive to the needs of the community. The other view is that their role should shift from protest to development, with particular reference to housing, in order to help address the development needs of the community. If one supports the argument that civics should involve themselves directly in development, one needs to address some criticisms and doubts that have been raised. Some allege that civics cannot participate effectively in development because they do not represent the interests and concerns of the majority in the community. Their effectiveness in development is questioned on the basis that they do not have the capacity, given their lack of experience. Others, however, view civics as the appropriate vehicle to engage in effective development because, being in close contact with the community, they know best what the interests and priorities of the community are. Two casestudy areas, St Wendolins and Savannah Park, were selected to investigate the potential role of civics in development, with particular reference to housing delivery. This was done through interviews. The performance of civics in Independent Development Trust (IDT) projects in these areas was examined to assess their effectiveness as a basis for understanding their future role in housing development, particularly the consolidation process. The findings indicated that civics were not effective, largely because of internal and external factors. They do not have financial, administrative and technical skills essential for participating in effective housing development. Furthermore, they are not truly representative and do not have the resources to manage the process. On the other hand civics were constrained by the authorities and agencies who came with a predetermined package, which ignored effective participation and imposed development on them. As a reSUlt, civics were not empowered. and did not gain capacity because there was no effective transfer of skills. Notwithstanding these inadequacies, the study has argued for civic participation in housing development in the future because they are locally-based and are important organs of civil society which understands the aspirations and problems of their constituencies. This will be a move away from the 'top-down' approach which was employed by bureaucrats in the apartheid era. Civics need to play an effective role in development in order to complement the role of local government. To play this role, civics as well as the officials, need to change and adapt to the new participatory roles. Civics should be democratically elected, and should be engaged in all stages of development. They should undergo training which will enable them to acquire the necessary skills. Through participation in social compacts, civics can help promote housing development which corresponds to the needs and priorities of their constituencies.

The right to adequate housing is recognized internationally as a basic human right. South Africa is one of the countries that include this basic right as one of the cornerstones in its constitution. Quite a number of ways and means have been implemented and various kinds of mechanisms have been put into place to kickstart and spearhead the process of providing shelter mainly to the poor segments of the communities in South Africa at large. Towards this end the South African Housing Policy is formulated around the notion of the enabling approach whereby state assistance in the form of a lump sum subsidy is given to households to enhance and intensify the beneficiaries' own efforts towards improving their housing. In other words the smooth operation of the enabling approach is to a large extent dependent on the individuals' substantial contribution in many if not all aspects of housing process. The study demonstrates that since the implementation of this enabling approach too little has been achieved in terms of housing delivery. The study therefore identifies three key issues (among other issues) that are seen as major bottlenecks in the implementation of the enabling approach in housing delivery for all. The study argues that in order for the beneficiaries to consolidate their housing, they need to augment their low-income with a loan or any other form of a housing credit. It is the central argument of this study in this regard that proper housing credit mechanisms suited to the circumstances of the low-income groups have not been adequately addressed. The study further observes that the majority of low-income groups do not have proper labour and employment skills in that these groups also lack access to employment opportunities. This study therefore adopts the position that proper structures need to be put in place in-order to eradicate these above-mentioned major hurdles standing in the way of the enabling approach. The study argues that if these issues are not adequately addressed, housing consolidation among low-income groups will remain a major problem and the enabling approach will eventually be regarded as non-viable and incompetent.

Abstract:
The main aim of the thesis is to analyze how the town of Jindrichuv Hradec has used the European Union's financial resources during the program period 2007-2013. The thesis is divided into three parts, i.e. theoretical and practical part, and part of evaluation of outcomes of the thesis. The first goal of the thesis is a description of projects realized by the town of Jindrichuv Hradec, and funded by the European Structural and Investment Funds. These projects are compared to the strategic document of development of the town of Jindrichuv Hradec. The last part of the thesis fulfills its goals by giving recommendations for further development of the town of Jindrichuv Hradec.
