Abstract:
Traditions of the Christianity centres’ formation can be found in Jerusalem’s oldest part where instead of domestic inhabitants’ dwellings the second king of Israel (around 1005 BC–965 BC) David built his residence on a top of the Temple Mount surrounded by deep valleys. His fortress – the City of David protected from the north side by inhabitants’ stone buildings on a slope was an unassailable public and spiritual centre that northwards extended up to the Ophel used for the governance. David’s son, king of Israel (around 970–931 BC) Solomon extended the fortified urban area where Templum Solomonis was built. In Livonia, Bishop Albrecht obtained spacious areas, where he established bishoprics and towns. At foothills, residential building of inhabitants like shields guarded Bishop’s residence. The town-shield was the Dorpat Bishopric’s centre Dorpat and the Ösel–Wiek Bishopric’s centre Haapsalu. The town of Hasenpoth in the Bishopric of Courland (1234–1583) was established at subjugated lands inhabited by the Cours: each of bishopric's urban structures intended to Bishop and the Canonical Chapter was placed separately in their own village. The main subject of research: the town-shields’ planning in Livonia. Research problem: the development of town-shields’ planning at bishoprics in Livonia during the 13th and 14th century have been studied insufficiently. Historians in Latvia often do not take into account studies of urban planning specialists on historical urban planning. Research goal: to determine common and distinctive features of town-shield design in bishoprics of Livonia. Research novelty: town-shield plans of Archbishop’s and their vassals’ residences and capitals in Livonian bishoprics subjected to the Riga Archbishopric are analyzed. Results: study formation of Livonian town-shields’ layout and structure of the 13th and 14th centuries. Main methods: inspection of town-shields in nature, analysis of archive documents, projects, cartographic materials.

Abstract:
Within the last 20 years, medium-sized cities in Portugal’s interior have been subject to a process of “desertification.” They have progressively lost in terms of economic activity, value and vitality, with the corresponding erosion of their heritage value. One exception to this general trend is the town of Évora. Of particular note is the vitality of its historic center (designated as a World Heritage Site in 1986) and the balance achieved between the center and a number of subcenters outside the walls. Here, urban centralities have proven to be an essential component of the urban structure in the fight against urban failure. This research project analyzes the relationship between town planning and the emergence of urban centralities. Historic towns are a very particular case, with subcenters emerging as a town grows and the historic center co-evolving with the entire urban area and surrounding urban centralities. The rise of centralities testifies to the vitality of the town. This article seeks to understand what factors have led to the balance of urban centralities in Évora by examining their structure and how they have emerged in the context of planning policies and urban growth. The methodology adopted crosses the results of three different approaches to highlight the emergence of urban centralities: identification and assessment of urban centralities, analysis of urban areas based on a space syntax approach, and the study of urban planning and management policies focused on centralities. The results help to characterize urban centralities that coexist with a strong historic center.

Abstract:
Public space is an important element of urban structure, playing various spatial, social and economic roles in towns/cities. Its quality influences the quality of life of the inhabitants and the attractiveness of the town as a whole. Public space located in town center is the most representative of its identity and image, and also serves multiple functions and activities. The quality of urban space depends on different factors, which have been discussed in professional literature for the last few decades. The author of this paper developed a model for assessment of the quality of public space in town centers based on studies of methods already used in Poland and abroad, and the analysis of trends and ideas which should be taken into consideration while constructing a set of criteria for assessment methods. The main goal of this paper is to present the methodology of research on the quality of public space in town centers using this model. An important element of the model is the proposed method of delimiting the research area – the town center – based on identification of key public space of a town. The model comprises three methods, which can provide valuable information on the quality of public space, and also serve as a basis for constructing ratings of towns in each of these methods and the model as a whole. The research conducted using this model in chosen medium-sized towns of the Łódź region showed that the results of ratings obtained using particular methods and the whole model coincide with subjective opinions on public space in town centers given by its users and professionals evaluating it.

Abstract:
The town of Zhovkva (Żółkiew) belongs to the late Renaissance foundations of private resident cities in Halychyna in the late 16th century. Urban-spatial structure of the town was designed according to the Renaissance ideal city. The city consisted of two conjugated parts: the owner’s castle and the fortified downtown. The combination of these two parts was of a specific nature – when the central square of the town is combined with the facade of the castle complex. On the base of the historical and urban studies presented the hypothesis that town of Zhovkva (Żółkiew) is an unique example of late Renaissance urbanism. The start of town build was in 1594 according to a project based on the concept of “ideal town”. We are thinking, that the author of the project and plan of town was Paolo Clamensi – Italian architect, worked in Lviv at the end of 16th century. The towns have a well-preserved original Renaissance planning structure and a number of architectural monuments that are connected with it. Reconstruction of the original historical town plan allows us to express the hypothesis of its similarity to the projects of cities published in the treatise of the Italian architect of the 16th century Pietro Cataneo.

At the beginning of the 20th century, urban planning of the American cities was founded on the strong capitalist system and vast available land area. After a long period of planning, which was suited for the use of automobiles, nowadays the deficiencies both in the urban structure and social sphere are very obvious. Modern planning is striving to prescribe guidelines for urban design and thus create a continuity of cityscape and emphasize the pedestrian character of the area, particularly in central city zones. Town planning in the USA comprises local regulations which are suited to the needs of individual cities. Particularly important are the implications which certain town planning regulations have on the design of physical structures in the central city zone, which is the research goal of this paper.

Abstract:
The object of investigation is peculiarities of the genesis, development and values of Vilnius historic suburbs. Historic suburbs are the territories of a town which at one stage of their genesis were suburbs and their founding is interrelated with the founding of the town and which were in formation until the mid nineteenth century. The territory under study is the administrative boarders of Vilnius in 1939–1940. Most European towns no longer have such territories: they have lost their uniqueness, gradually disappeared or were destroyed during wars and have been replaced by modern urban structures and parks. In Lithuania the historic kernels of towns are still surrounded by historic suburbs. The investigation includes a chronological table presenting the development of Vilnius town, an analysis of the following urban structure elements of the suburbs: the network of streets; the structure of land holdings; the type of building-up of squares, streets and land holdings; complexes and ensembles of buildings; distinct features of the natural settings; panoramas and silhouettes; compositional links with the town’s kernel; distinctive urban and architectural features of the historic suburbs under study preserved up to date. The reasons of founding of the suburbs are defined and their types are distinguished. It is stated that historic suburbs have historic and cultural value. The values of historic suburbs play a role in the preservation of the town’s uniqueness and supplement the process of the town’s formation.

Abstract:
During the last century of Assyria's existence the urban landscape was characterised by a bipolar structure. The old capital Ashur was still the religious, ceremonial and cultural centre, while Nineveh was the seat of royal power (Maul 1997). Both cities were not only the oldest urban entities of the Assyrian heartland, flourishing at least from the third or even fourth millennium BC onwards; they both also represented two different regions within Assyria with very specific geomorphologic environments and distinctive socio-ecological conditions. While the Ashur region is situated at the southernmost edge of the dry farming belt, the Nineveh area is one of the most fertile regions in northern Mesopotamia (Fig. 1).The political fates of the two cities were unconnected for a long time. Ashur became an important trading centre and an independent kingdom at the beginning of the second millennium, whereas for a long time Nineveh stood in the shadow of more powerful neighbours. But in the seventh century it was Nineveh that became the capital of Assyria and the outstanding urban structure of the whole Near East. The refounding and enlargement of the city by Sennacherib was by far the most ambitious town-building programme ever realised in Assyria. Furthermore, it marked the end of a long process of moving the political centre of the country from the Ashur region northwards to the Nineveh region, which coincided with the rise of Assyria from a small kingdom to a world empire. During this development there were several (other) temporary capitals, all of them new foundations like Kār-Tukultī-Ninurta, Kalhu and Dūr-Šarrukēn.

Abstract:
The article considers the creation of a fortification line of defense of the Russian state during the 15th-16th centuries as a process of formation of a specific settlement system. It puts forward the hypothesis that the formation of a linear defensive-residential structure consisting of residential and defense constructions united by roads into a single structure of interconnected formations for various functions was purposeful. It is noted that one of the insufficiently studied pages of the Russian history of town-planning to this day remains "Watchline" not as object of fortification, but as an object of town-planning art. On the basis of the study of the works of D. Bagaley, F. Laskovsky, I.D. Belyaeva, A.I. Yakovlev and other researchers, including modern researchers, article concludes that the settlement of the XIV-XVI century's period originally had a planned character. That was, in fact, a complex system of resettlement created, based on a fundamentally new urban development technique for the development of territories. The article substantiates the legitimacy of using the concept of "Settlement System" as applied to the period of the XV-XVII centuries - the period of the state formation. It was the emergence of statehood that allowed the creation of a management system and the structure of such town-planning structures as the Zasechnye lines.

Abstract:
The overall planning of urban and rural areas is the focus of municipal administrative area (MAA) planning in the process of economic globalization, and village-town system planning is the key to the overall planning of urban and rural areas. Based on the theory of spatial equilibrium and economic logic, an objective municipal administrative area spatial zoning model (M-MSZ) was constructed in our previous study. The M-MSZ model can provide guidance in the planning of a village-town system. This paper takes a city in the south of Heilongjiang Province in China as an example and compares the M-MSZ model with six traditional MAA spatial zoning models (the urban growth boundary model, land use planning model, spatial governance zoning model, major MAA location, layout and planning model, development timing-order and zoning model, and scale and function zoning model) to verify the value and superiority of the M-MSZ model in the planning of a village-town system. The consistency Kappa values were 78.2%, 83.3%, 82.3%, 79.8%, 75.7%, and 83.9%, respectively, which means that the M-MSZ model was highly consistent with those comparison models. Meanwhile, the regression coefficient R2 is higher than that of the traditional spatial zoning models, which means that the objectivity of the M-MSZ model is higher than that of traditional models. The superiority of the M-MSZ model over the traditional MAA spatial zoning model lies not only in its capacity to grasp the core content of village-town system planning, but also in its capacity to unify the decentralized urban system planning models that are used for village-town system planning, while realizing the objectivity of a weight assignment. Its unified model structure, objective integrated model system, and high accuracy make the M-MSZ model capable of solving the key problems associated with village-town system planning, with many advantages, such as easy operation, high efficiency, good inheritance, low cost, and greater objectivity, detail, and accuracy. In addition, it can provide a reference for the development model of a MAA village-town system.

Abstract:
Commercial areas and bedestens (covered bazaars) are important public areas in Turkish cities and towns. These areas and buildings are essential in that they contribute vital economic and social characteristics to Turkish cities and towns. In the Ottoman period, these commercial areas, alongside inns, baths, mosques, and stores, were engaged in trading and manufacturing and formed a central part of life for the residents. The number of bedestens in a given city was dependent on the size of the city or town. All social, administrative, and economic activities were organized within these bedestens. Commercial structures, in which the bedestens are located, with different functions, such as arasta, inns, markets, covered markets, and stores, are the main components of the commercial districts. These structures were built by the order of the Sultan for the purpose of reviving and providing direction to the economic life of the city or town. One of the key components of these commercial structures was the bedestens. In terms of Turkish culture, a bedesten can be defined as the heart of the commercial district. Although these structures were built to sell textiles, they later functioned as places where antiques and/or valuable goods were also sold. Bedestens were usually a unique type of structure, with masonry masses between wooden stores located in the middle of the trade center of the city or town. The top of the bedesten, which was usually built as one storey and rectangular in shape, had a domed roof covered with lead. In this study, spatial analyses of these important architectural elements were conducted in terms of city planning, folk culture and commercial life. The bedestens selected for the study were those in historical cities located at major commercial road axes from the Ottoman period. The bedestens in these historical cities were examined, within the context of their planning, and assessments were made. The relations that these structures have with each other in general, and their common and different features, were also investigated.

Abstract:
The coastal zones of Siberian large cities are characterized by high demand at various historical stages. Coastal territories are considered as potential reserves of the urban environment, their functions have great dynamics and high natural potential. The objective of the research is identifying the influence of environmental factors on the zones’ landscape and town planning reorganization in the structure of the Siberian large cities' coastal territories. Research methods are an integrated approach which involves considering the research object as an element of a single town-planning structure, excluding the possibility of making limited and incomplete decisions. The study results are to build a green river facade as proposing solutions to environmental problems of “buffr zones”. Significance of the study is to preserve the environmental balance of the large Siberian Rivers’ territories. This comprehensive approach involves consideration of the research object as an element of a single town-planning structure. First of all it requires the identification of optimal territories for placing point objects in a complex terrain territory and choosing the most cost-effective and efficient reconstruction and revitalization methods, within the development of methods for their application in local conditions.

Abstract:
The paper presents a Geographic Information System (GIS)-based approach to quantifying and comparing retail structures. It explores the retail landscape of the three largest market towns in County Tipperary, Republic of Ireland, namely: Clonmel, Thurles and Nenagh. The context for the study is provided through an overview of recent changes in the Irish retail sector, the dynamic of market towns and the associated challenges inherent in defining retail structure. Using demographic and retail store location data a demand threshold analysis is undertaken on custom-defined catchments for each market town (derived using a Huff Model). The paper highlights that applied GIS approaches can effectively be used to examine retail structure and to benchmark the relative under- or over-penetration of retail activity within a given set of markets. The paper also underlines the limitations inherent in such analysis and the need for high quality longitudinal data on retail demand and supply.

Abstract:
The city of San Cristóbal de La Laguna in the Canary Island of Tenerife (Spain) is of exceptional value as the first unfortified colonial city to follow regular plan - a grid, outlined by straight streets that form squares - in the overseas European expansion. It constitutes a historical example of the so-called "Town of Peace", the archetype of a city-republic in a new land that employed its own natural boundaries to delimit and defend itself. Founded in 1496, the historical centre of the old city was declared a World Heritage Site by UNESCO in 1999. We analyse the exact spatial orientation of 21 historic Christian churches currently existing in the old part of La Laguna, which we take as a good indicator of the original layout of the urban lattice. We find a clear orientation pattern that, if correlated with the rising or setting Sun, singles out an absolute-value astronomical declination slightly below 20°, which, within the margin of error of our study, might be associated with the 25th July feast day of San Cristóbal de Licia, the saint to whom the town was originally dedicated. We also discuss at some length some recent proposals which invoke somewhat far-fetched hypotheses for the planimetry of the old city and conclude with some comments on one of its outstanding features, namely its Latin-cross structure, which is apparent in the combined layout of some of its most emblematic churches.

The small medieval town has recently captured the attention of historians, geographers and archaeologists. Documentary work is, for example, not only disentangling the fluctuating history of local markets, but also demonstrating that, despite their small size, seignorial boroughs of the later thirteenth century had a diverse occupational structure that entitles them to be regarded as genuinely urban. Indeed, Hilton has recently argued that as much as half the urban population lived in these small towns. This research has also emphasized the economic vitality of the smaller towns in the fourteenth and fifteenth centuries, and has raised the possibility that they were prospering at the expense of the provincial capitals, a trend to be seen in the context of the movement of industry from the towns to the countryside.

Abstract:
AbstractWhy are some diverse communities in sub-Saharan Africa able to achieve mutually beneficial collective action while others remain trapped in social dilemmas? This paper argues that inter-group trust plays an important role in explaining when and where communities succeed in collective endeavours. It develops an argument that illustrates how demographic contextual variables structure patterns of inter-group trust and prospects for local goods provision in diverse communities. It then assesses the argument by analysing community policing in two heterogeneous neighbourhoods in Cape Town, South Africa. The paper demonstrates how crosscutting cleavage structures in one Cape Town suburb bolstered the development of inter-group trust across the community, thus helping the community garner participation in community policing. It also documents how reinforcing cleavage structures in another Cape Town suburb has helped to suppress the development of inter-group trust, making the resolution of collective action problems more difficult.

Abstract:
A lack of knowledge of the history of architecture and town planning in the 19th century resulted in underrated regard towards this historic period and consequently in a devastation of urban and architectural heritage of the 19th century. This research was intended to clarify some segments of the history of architecture and town planning in the 19th century based on the example of Subotica. Research has shown that the basic types of ground floor houses built during the 19th century in Subotica were mutually compatible and that by a simple addition of rooms on the simple base house, more complex base houses could be built. In the same way rural houses could also be transformed into urban ones. This pattern allowed for utmost rationality of the construction of individual houses as well as of the whole town. The town, due to the application of compatible house plans, reflected a semblance of order which improved year on year, because every house at any given moment represented a finished structure. Simple attachment of building parts also allowed the houses that were located in the middle of the lot to be elongated to the street regulation line. Compatible house plans, as an auxiliary means, facilitated the application of building rules, the realization of regulation plans and provided continuous development of the town of Subotica in the period of over 150 years.

Abstract:
Today, spatial planning is playing a more and more significant role in forming spatial development at the local level (municipality, town/city). It is closely connected with numerous documents underlying the implementation of the sustainable policy in the sphere of local development. The article presents an analysis of relevant planning documents at the national level, especially, at the level of the Podlaskie, Świętokrzyskie and Opolskie Voivodeships (provinces). Based on the analysis of spatial functioning in the range of small cities (towns) located in two provinces in the so-called Poland B (Eastern Poland) and one province in the so-called Poland A, the initial recognition of the impact of small urban centres on theregional development was made at different levels. The current economic system rooted in the premises of the innovative development of regions requires conducting detailed studies in the field of investigating its internal structure and external dependencies. As a complex, dynamic mechanism, generating an increase in the quality of life corresponding to the human resources, it also requires an appropriate management remaining in harmony with modern, strategic and spatial economy. The article selectively determines the problems appearing in the economic system of a region and indicates the need to solve the most essential development problems, e.g. those arising due to the obligatory introduction of social and economic scientific descriptions as the fundamental documents for the needs of creating sustainable development of the small-town landscape.

Abstract:
The article examines the evolution of the castle fortifications, which for each region and historical period had their own characteristic features and their relationship with the planning structure of small towns in Podillya. The features of the formation of fortification systems, which influenced the architectural and planning structure of the cities of Podillya at the turn of the XVI-XVII centuries, are revealed. The castle`s fortification and fortification system of the cities of Berezhany, Zhovkva, Brody, Stanislav, Zbarazh, Medzhybozh and others are considered. Attention is paid to the peculiarities of changes in the fortification system of cities of the structural-typological level and the use of the modern bastion system, which supplanted the fortifications of the medieval type. The influence of these changes on the intensity of development of small cities in Podillya in the period of the XVI-XVII centuries is analyzed. Attention is focused on the formative influence of the fortifications of castle structures on the architectural and planning structure of cities, which was often decisive at the last stage of the formation of castles and their fortification. The process of uniting the castle and the city is considered, which went through different stages of re-planning: from placing the castle separately, through the interaction of fortification and up to the stage of obtaining a general outline of the city fortifications. The role of castle fortifications in the system of fortifications of the small cities of Podillya is determined. The influence of the development of fortifications of castles and their merger with the defense structure of the city on the urban planning process of the cities of Podillya of XVI-XVII centuries is investigated. The formation of castle fortifications in the historical, architectural, town-planning aspects and their influence on the architectural and planning structure of the small cities of Podillya and significance of this influence for understanding the future development of small historical cities of Podillya are considered.

The institution of town and country planning rests upon ideas and concepts which will always be contested. Such concepts include ‘liberty’, ‘community’, ‘society’ and ‘the state’. It is a function of political ideology to seek to fix the meanings of contested concepts and thus exert control over political reality. By analysing the particular conceptual structure of the ideologies which seek to influence planning from positions of political power, the analyst can show how these ideologies are related to shifts in the conceptual and institutional structure of planning. The article illustrates this analytical method in the context of the transition from the ideology of New Labour to the ideology of the Conservative-led Coalition government in England after 2010.
